Abstract Objective – The public library sector’s future prosperity is contingent upon a well-trained, experienced, and valued workforce. In a collaborative initiative, State Library Victoria (SLV) and the Public Libraries Victoria Network (PLVN) commissioned an in-depth research study to examine the skills requirements of staff across the State. The Our Future, Our Skills project sought to identify the range of skills used by public library staff today, to anticipate the range of skills that would be needed in five years’ time, and to present a skills gap analysis to inform future training and development strategies. Methods – The project encompassed qualitative and quantitative research activities: literature review and environmental scan, stakeholder interviews, focus groups and a workforce skills audit. The research populations were staff (Individual survey) and managers (Management survey) employed in 47 library services, including metropolitan, outer metropolitan and regional library services in Victoria. Results – The high response rate (45%) reflected the relevance of the study, with 1,334 individual and 77 management respondents. The data captured their views related to the value of their skillsets, both now and in five years’ time, and the perceived levels of confidence using their skills. The sector now has a bank of baseline evidence which has contributed to a meaningful analysis of the anticipated skills gaps. Conclusions – This paper focuses on the critical importance of implementing evidence-based practice in public libraries. In an interactive workshop, managers determined the skills priorities at both the local and sectoral levels to inform staff development programs and recruitment activities. A collaborative SLV/PLVN project workgroup will implement the report’s recommendations with a state-wide workforce development plan rolled out during 2015-17. This plan will include a training matrix designed to bridge the skills gap, with a focus on evaluation strategies to monitor progress towards objectives. The paper provides insights into the different ways in which the project workgroup is using research evidence to drive practice.

American Librarian Ralph Munn's historic tour of Australian libraries in 1934 is well documented. Along with Ernest Pitt, Chief Librarian of the State Library of Victoria, he spent nearly ten weeks travelling from Sydney and back again, visiting libraries in all the state capitals and many regional towns throughout the country. Munn's trip was funded by the Carnegie Corporation of New York, which was then, through its Dominions fund, turning attention to philanthropic opportunities in the Antipodes. The resulting report, Australian Libraries: A Survey of Conditions and Suggestions for their Improvement (commonly referred to as the Munn–Pitt Report) is often credited with initiating the public library movement in Australia.

London is a major international centre for study of and research into Chinese art. Four libraries - the British Library, the library of the School of Oriental and African Studies, the library of the Percival David Foundation of Chinese Art, and the National Art Library at the Victoria and Albert Museum - are perhaps the main providers of information on Chinese art, although information is also available from several museum libraries, from the library of Christie’s auction house, and from public and other libraries. A survey of users of information on Chinese art indicates that provision is generally satisfactory, although the degree of user satisfaction varies from one library to another. More effective networking between the key libraries would bring about significant improvements.

Libraries are competing with all the departments in their universities for resource allocation, even as universities continue to experience reduction of funding from the government every year. In addition, many public university libraries in Kenya lack strategic plans to offer direction as they are said to be difficult to develop, expensive exercise for the organizations and time consuming. The purpose of the study was to investigate the existence of strategic plans in public university libraries in Kenya. The study used descriptive survey research design and mixed method approach. The study population comprised 277 participants drawn from public universities in Kenya. A sample of 134 respondents was picked. Simple random sampling was used to select 124 library staff while purposive sampling was used to select 10 respondents comprising Deputy Vice Chancellors and Finance Officers. Questionnaires and interview schedules were used to collect data. The findings revealed that most university libraries do not have strategic plans. They rely on those of their parent institutions. It was established that official emails and meetings were the most used channels of informing staff and stakeholders about the existence of strategic plans in their institutions. The study will be significant in establishing models for strategic planning in pubic university libraries in the country.

Twitter is used by different library types to communicate and engage with their community. This case study focuses on content choices in tweets and the level of engagement generated, in the context of two different types of library. The current study attempts to examine the contents of Library Twitter account of two libraries (academic and public) with the aim of evaluating in a comparative mode, their themes and levels of user engagement. This research used a mixed method research approach. For quantitative approach, this study analyzed 100 Tweets from each library, i.e. RMIT University Library and State Library of Victoria. Also, the study analyzed a number of tweets and levels of engagement by recording numbers of likes, replies and retweets. The qualitative aspect analyzed each Tweet to determine engagement level and type of content shared by each library. The results demonstrate that the public and academic libraries publish different types of content. The varied nature, audience and mandate of each library appear to influence the focus of their tweets. Also, the results show that the level of engagement is a factor of the numbers of tweets in any theme. The limitation of this study is the data set contained only 100 tweets for each library. Moreover, the number of users and registered library accounts had probably increased since the study was conducted.

China has a large population with disabilities. In China, there may be varieties of barriers for disabled users to access library resources and services. Joint libraries are a new type of libraries constructed by local government and one or more colleges (universities), playing a dual role as both academic library and public library. Therefore, the users of joint libraries include not only college students and teachers, but also other people from all walks of life. Undoubtedly, the resources and services of these joint libraries must be provided for all kinds of users. Since 1997, more than ten joint libraries have been constructed and opened in China. In this article, we first briefly discussed the causes for the barriers to users with disabilities in libraries. Second, taking joint libraries as a case, we focused on the services to remove barriers and to ensure information equity for disabled people. Provision of equal services for disadvantaged groups is an essential indicator of joint libraries. The present article may provide recommendations for the future sustainable development of joint libraries in China and other developing counties.

After the declaration of the COVID 19 pandemic, jobs and occupations had to return to normal, however many people lost their main source of resources, so the incorporation of women in different ventures has been a flag to get ahead with work for their families, so the objective of this work is to identify opinions about entrepreneurs, using the technique of sentimental analysis to classify unstructured information from public tweets using for data processing, the Rstudio software with the retweet, word cloud and emo libraries collecting the feelings that people have through the microblogging platform Twitter in the period from June 20 to July 10, 2022. The results show that 74.53% of users perceive positive and very positive feelings toward women entrepreneurs, so it can be concluded that the impact of the incorporation of women entrepreneurs, which although at this time is still uncertain is perceived as an important factor for the economic recovery.

Purpose – The aim of this research was to study collection development practices in some selected private university libraries in Malawi with special focus on University of Livingstonia and Adventist University Libraries. Design/methodology/approach – This research employed a case study approach that made use of both quantitative and qualitative methods. Data were collected using interview guides and coding schedules. Interviews were conducted with university librarians of the two institutions. Self-administered questionnaires were administered to the Finance Officers and University Librarians of the institutions covered by the study to collect financial statistics and data relating to collection development. Qualitative data were analysed thematically while quantitative data were analysed using Ms Excel. Findings – Findings of the study indicated that private university libraries in this study are funded mainly by parent institutions. Funding is not adequate as is the case with public university libraries in the country. This had adversely affected collection development practices that include purchase of materials and staff training. The two institutions, however, differed in terms of the other collection development activities they undertook, and magnitude of the challenges they faced, something that was attributed to slight difference in terms of funding they got from parent institutions. Practical implications – The study sheds light on the collection development practices of University of Livingstonia Library and Adventist University Library, and challenges facing them. Some of these findings mirror those of other libraries not only in this sector, but also public university libraries in the country. Suggestions on how the collection development challenges facing the two libraries could be tackled have been made. It is hoped that the suggestions made could benefit other libraries who find themselves in a similar situation, if implemented. The study findings could also inform future researchers venturing in the same field. Originality/value – Very little is known about the collection development practices of private university libraries not only in Malawi but the world at large owing to lack of significant research undertaken on the topic. This study is, therefore, significant because its findings fill up the existing knowledge gap. If acted on, recommendations made could also help solve some of the challenges that are being faced.

Public universities library projects financed from the national and European funds at the disposal of state-level and regional institutions in PolandThe main objective of this article is to provide an overview of potential financing sources for library projects which can be executed by public universities. The most important authorising officers of the funds for pro-development activities of libraries are state-level and regional institutions represented by the Ministry of Science and Higher Education, the Ministry of Culture and National Heritage, Digital Poland Project Centre, the National Centre for Research and Development and Marshall’s Offices. The applied method of analysis and synthesis of the acts, regulations and guidelines within the scope of eligible expenditure and adetailed description of national and regional operational projects has allowed for the types of projects which can be financed form non-university national and European resources to be identified. The national and regional level institutions supporting the activities for the development of libraries are mainly focused on the projects concerned with pre­servation of the unique library resources of high importance for science or its heritage, developing scientific library resources and making them available in digital form, as well as increasing access to data bases which contain scientific information, including Virtual Library of Science. The above mentioned institutions finance or co-finance both the building and the expansion of interoperational scientific digital repositories of regional or national scope, which are user-oriented and co-finance the activities for the improvement of skills in managing information and using professional data bases in educational process. The variety of project types which are subject to external financing makes it possible to execute projects which are in accordance with current strategies for the deve­lopment of libraries, expressing their current and future plans. The research conducted has shown current availability of funds for the activities for development of scientific libraries on the level of both state and regional institutions. The availability of these funds by means of competition enables the execution of innovative projects, the main purpose of which should be to achieve competitive advantage of specific academic centres on the market of library services in Poland. The research has also confirmed the possibility of obtaining funding form the European or national funds up to 100% of eligible expenditure of the projects concerned first of all with the development of e-science. It is particularly important in the situation when university budgets cannot ensure financing for all the expenditure connected with pro-development needs of their libraries.

Purpose The purpose of this paper is to conduct a big data analysis of public library operations and services of two cities in two countries by using the Chernoff face method. Design/methodology/approach The study is designed to evaluate library services by analyzing the Chernoff face. Big data on public libraries in London and Seoul were collected, respectively, from Chartered Institute of Public Finance and Accountancy and the Korean government’s website for drawing a Chernoff face. The association of variables and human facial features was decided by survey. Although limited in its capacity to handle a large number of variables (eight were analyzed in this study) the Chernoff face method does readily allow for the comparison of a large number of instances of analysis. A total of 58 Chernoff faces were drawn from the formatted data by using the R programming language. Findings The study reveals that most of the local governments in London perform better than those of Seoul. This consequence is due to the fact that local governments in London operate more libraries, invest more budgets, allocate more staff and hold more collections than local governments in Seoul. This administration resulted in more use of libraries in London than Seoul. The study validates the benefit of using the Chernoff face method for big data analysis of library services. Practical implications The Chernoff face method for big data analysis offers a new evaluation technique for library services and provides insights that may not be as readily apparent and discernible using more traditional analytical methods. Originality/value This study is the first to use the Chernoff face method for big data analysis of library services in library and information research.

Using novel data on peerage marriages in Britain, I find that low search costs and marriage-market segregation can generate sorting. Peers courted in the London Season, a matching technology introducing aristocratic bachelors to debutantes. When Queen Victoria went into mourning for her husband, the Season was interrupted (1861–1863), raising search costs and reducing market segregation. I exploit exogenous variation in women's probability to marry during the interruption from their age in 1861. The interruption increased peer–commoner intermarriage by 40 percent and reduced sorting along landed wealth by 30 percent. The main purpose of this paper is to assess and examine the possible application of Artificial Intelligence (AI) tools in Pakistani academic libraries, particularly those areas of library technical and library user services where AI could be applied in the near future. A secondary purpose is to bring the library perspective on AI to the forefront of the scholarly world. This is a self-exploratory study, in which a qualitative approach interview has been conducted with 10 chief librarians/library heads (5 public + 5 private sectors) from universities regarding their views on the adoption of artificial intelligence tools in Pakistani academic libraries. Results are tabulated in a descriptive format. Librarians are aware of AI technologies. Services based on Natural Language Processing (NLP) are used in libraries, e.g. Google Assistant, Voice Searching, and Google Translate. Pattern recognition methods, such as text data mining, are also used to retrieve library material and conduct online searching. Big data is accessed via services such as cloud computing, OneDrive, and Google Drive. There is a very low level of awareness of robotics and chatbots. This study provides librarians with suggestions as to how AI tools could be used in libraries which either have yet to adopt AI technologies or wish to implement more advanced tools. Pakistani library schools could collaborate with computer science departments to establish AI Labs in the respective library and information science (LIS) departments/libraries. AI challenges funding and technological skills are the key problem to implement with AI in the University Libraries.

The catastrophic consequences on the civilization of covid-19 pandemic are obvious on all human endeavours, including information services of academic libraries. Several measures were put in place and funded by the government at all levels to manage the pandemic in Nigeria among which is the closure of all educational institutions in the country. Information professionals in tertiary institutions have become worried about their users' safety and well-being; hence the need to provide awareness and educate them on covid-19 as means to manage the pandemic. The quantitative design using the survey method was employed to determine the perceptions of information professionals, librarians and library officers in academic libraries in Ogun State, South west Nigeria on awareness and education services to manage covid-19. The study revealed that information professionals were reasonably aware of the covid-19 pandemic; had an appreciable level of awareness of signs with system of spreading covid-19 and; they had a good understanding of measures on how to manage covid-19. The Health Belief Theory was used to ascertain that if the respondents are aware of the danger of any disease they will prevent or take precautionary measures. The respondents believed that awareness of and education on covid-19 would educate users and the public on the signs and ways of spreading the virus. Besides, mobile phone services for sending bulk messages were identified as major means of informing and educating users on covid-19. The study concluded that awareness and education services for user-populace of academic libraries can be used for effective information management concerning covid-19 virus in Nigeria.

Purpose – The purpose of the paper is to point out the importance, value and the economic status of the public information services (PIS), which are in danger and to propose alternative solutions that the Greek Governmental Officials and Public Sector’s Library Managers can employ to support and promote PIS, their staff value and work and to finance their existence/preservation, plans and activities. Another objective of the paper is to increase librarians’ and library staff morale and encourage their participation and play a more proactive role in finding and securing such financial resources that will benefit all (PIS and librarians). Design/methodology/approach – Considering the deep financial crisis in Greece, the paper presents and analyzes a thorough list of strategies, actions, practical recommendations and measures that public sector’s information professionals could apply in their attempt to promote PIS benefits to the society. Through these actions, they can also approach and convince stakeholders, governmental officials for (more) funding and other people to become sponsors and donors. Findings – The article highlights the bad economic status of PIS, the increasing need for financial support and the fact that PIS and their professional appointments are under serious threat. It provides a combination of not only traditional widely known and applied methods but also a number of new measures and practices “borrowed” from private sector to show ways of finding alternative financing solutions to fund the existence of libraries, the paying of their debts and the salaries of librarians and the library staff. Moreover, it is suggested to politicians and policy-makers that important legislative bills/changes should take place to promote the flexibility in operations of PIS and in financial transactions between PIS and private companies. Practical implications – The paper with the analyzed measures can set a paradigm of changing the organizational culture of PIS. Also, it points management practices to managers such as employee engagement, brainstorming and employee empowerment. Furthermore, it explores ways for librarians to find motivation, to engage more actively and even point to Ministers to give Public Servants the opportunity to accelerate their career development. In addition, it implies that changes in the law should take place to form a more flexible frame of operation for PIS. Finally, it provides a practical strategy to reverse attempted mergers of PIS with each other or other public organizations. Social implications – The paper presents such ideas and suggestions, which come against with certain stereotypes of Public Administration/Management and operation, “old school” and conservative ways of thinking and acting of Public Servants (many of whom have never worked in the private sector and have been working in the same position for over 20 years now), professional and trade unions. The role of politicians and policy-makers and the ethos of private companies toward Public Sector’s services in days of financial hardship in Greece are also discussed. Originality/value – There is significantly limited research in the literature on the identification of threats to the existence, job security and constantly diminishing funding of PIS, in general, and, in particular, in Greece and suggested ways to overcome this. The article recommends to Information Professionals and particularly to those who work in PIS in Greece and worldwide various ways to secure income in an environment of tight budgets and cutbacks. The goal is to provoke thinking along the lines of the function of the private sector and adoption of specific practices to find economic resources and secure continuity of PIS “operation and jobs” preservation, even increase their salaries.

Purpose – This paper aims to advance best practice by gaining insights into key multi-owned property (MOP) issues challenging policymakers and communities. Ontario (Canada) and Victoria (Australia) are internationally recognised for best practice in MOP living and law. Yet, both jurisdictions struggle with the emerging urbanism related to condominium MOP. Design/methodology/approach – Different ways of recognising community in MOP urbanism will be examined against public policy and political theory perspectives promoting social sustainability. A rich mixed-data and content analysis method is relied upon which synthesises three pillars of MOP community governance: harmonious high-rise living; residential-neighbourhood interface; and metropolitan community engagement. The article cross-examines Canadian policy and law reform documents and Australian dispute case law from the state of Victoria to explore and showcase critical MOP management, residential and policy issues. Findings – A theory-building typology formally recognises “community” as an affective performance across MOP governance contexts: cosmopolitan, civic-citizen and neighbourly. These ideal types differentiate community affects in and beyond (case) law and land-use planning: from determining alternative dispute resolution remedies; addressing neighbourhood and metropolitan NIMBY-ism in urban consolidation to bridging the critical policy and civic gap between the limits and aims of socially sustainable MOP vertical-tenured community affects. Research limitations/implications – Strong cross-jurisdictional MOP community lessons exist, as other cities follow best practice in legal and governance structures to effect change at the frontiers of twenty-first century urbanism. Originality/value – Past studies emphasise classifying dispute issues, single-issue concerns or historical and life cycle evaluations. This theory-building article advances why and how community must be better understood holistically across community contexts to inform cutting-edge governance practices.

The National Library of Ireland (NLI) became a legal deposit library in 1927, joining Trinity College which had been, since 1801, subject to British legal-deposit legislation. These two institutions were to form the backbone of the country’s large-scale collection and preservation of written heritage during the twentieth century. In augmenting their collections during this time, they faced similar challenges of space and finance, while also benefitting from the dispersal of major private libraries of big houses in the post-civil war era. This article examines the acquisitions policies of these two libraries in the context of broader trends in the rare book trade. It considers the shifting sands of public and university budgets for library-building during the latter half of the twentieth century and examines where books and archives of Irish interest were bought and sold. In particular, it addresses the impact of the growth of US universities and specialist libraries on the market for Irish material from the 1960s onwards. Responding to this increased competition, the Irish institutions managed their collections and acquisitions in new ways, often at increased cost and using selective buying practices. Drawing on catalogues of sales, auctions and library records, this article offers a broad appreciation of the literary-institutional landscape in a period of vast change in Ireland.

The article provides an overview of the works of E. De Amicis published in Russian and stored in the collections of the Fundamental Library of the Herzen State Pedagogical University. Most of the publications contain certain book signs, by which you can find out the history of the existence of each copy and trace the path of their entry into the library. The books of E. De Amicis were very popular, therefore they were present in almost every library oriented to the children’s readership: libraries of state institutions (for example, the library of employees in the Ministry of Finance, the library for employees of the State Bank) and various educational institutions (schools, colleges, institutes), public children’s libraries and personal collections. Recommendations for the purchase of books by E. De Amicis for reading to children came from both official departments of the Ministry of Public Education and specialists in children’s literature as part of various indexes and on the pages of periodicals. The main attention is paid to translations and editions of the most popular story “Cuore”, as well as editions of individual stories extracted from it. Their number was difficult to name already at the beginning of the 20 th century.

Zika virus (ZIKV) is an emerging flavivirus that is associated with neurological complications, such as neuroinflammatory Guillain Barré Syndrome in adults and microcephaly in newborns, and remains a potentially significant and international public health concern. The World Health Organization is urging the development of novel antiviral therapeutic strategies against ZIKV, as there are no clinically approved vaccines or drugs against this virus. Given the public health crisis that is related to ZIKV cases in the last decade, efficient strategies should be identified rapidly to combat or treat ZIKV infection. Several promising strategies have been reported through drug repurposing studies, de novo design, and the high-throughput screening of compound libraries in only a few years. This review summarizes the genome and structure of ZIKV, viral life cycle, transmission cycle, clinical manifestations, cellular and animal models, and antiviral drug developments, with the goal of increasing our understanding of ZIKV and ultimately defeating it.

The modern world of libraries must be accessible, responsive, and reliable. This means that the libraries need to be user-sensitive and establish themselves as knowledge-creating hubs for academics, researchers, and students; supply-side to deliver customized products and services to add value to the users’ experience of university life. The report of the Commission of Inquiry into Higher Education and Training (2017) addressed student’s demands in a higher education sector in all South African universities, which resulted in multiple waves of protest. Amongst other things transformation, restructuring, and strengthening the higher education system. The objective of the article is to establish the extent of the balance between the demand and supply of tangible and intangible library materials in existing library systems and processes that meet daily library users’ needs. The agile response to the library demand of the ever-changing higher education landscape has enhanced new ideas in innovative learning spaces and aligned to new services, such as virtual reference, digitizing archival material, and collection (Raju & Schoombee, 2013). Quantitative data was collected from 380 sample questionnaires, spread among the University of KwaZulu-Natal library users. The data was analyzed using descriptive and inferential statistics and multiple regression, respectively. The results suggest a user-centered approach to library plans and services. It recommends collaborations of operations.

Как и многие другие города Великобритании, Ливерпуль фигурировал в прессе, медицинских, статистических и парламентских отчётах, как город подвалов, центр массовой миграции, трущоб, высокой смертности населения, отсутствия санитарно-технических норм и антисанитарии. Парламентские расследования и пресса указали на Ливерпуль, а также Вулверхемптон, Глазго, Дублин, Лидс, Лондон, Манчестер, Шеффилд, как города, где необходимо первоочередное проведение социальных реформ. В середине XIX в. в эпоху королевы Виктории Ливерпуль израсходовал значительные суммы денег на решение проблемы антисанитарии, уборки и мощения города, водоснабжения и освещения, жилищную реформу, организацию прачечных, общественных бань, библиотек, парков. The article examines the features of Liverpool's social development in the context of its role in the domestic politics of Great Britain in the era of Queen Victoria. The largest city and port of the United Kingdom of Great Britain and Ireland was one of the first to feel all the negative consequences of the industrial revolution, urbanization and population migration. Like many other cities in the UK, Liverpool appeared in the press, medical, statistical and parliamentary reports as a city of basements, a center of mass migration, slums, high mortality, lack of sanitary standards and unsanitary conditions. Parliamentary investigations and the press have pointed to Liverpool, as well as WolverHampton, Glasgow, Dublin, Leeds, London, Manchester, Sheffield, as cities where social reforms are needed as a priority. In the middle of the XIX century in the era of Queen Victoria, Liverpool spent significant amounts of money on solving the problem of unsanitary conditions, cleaning and paving the city, water supply and lighting, housing reform, the organization of laundries, public baths, libraries, and parks. The pioneers of municipalization and health care in Liverpool were Dr. William Duncan, S. Holm, J. Thinn. Prior to the introduction of the National Public Health Law of 1848, Liverpool initiated the Institute of inspection and sanitary doctors, housing reform, and systematic state intervention in solving social problems.

Objective: This study aimed to detect the common organisms by culture and KOH mount microscopy of nail infections.Setting: It was cross sectional study. Three hundred sixty clinically diagnosed cases were collected from 1st July 2018 to 31st July 2021 from Dermatology OPD of Bahawal Victoria Hospital and clinics. The samples were processed in the Microbiology section of the Pathology department of Quaid-e-Azam Medical College Bahawalpur, Pakistan. Method: The nail specimen was directly inoculated on SDA culture media and aerobically incubate at 25 Ć to 30 Ć for 3 to 4 weeks. The growth was identified in colony characteristics by using cotton blue stains. Whereas the nail is immersed in 20% KOH solution. The microscopic study revealed the hyphae or spores and that is considered a positive for the test. Result: out of three hundred sixty cases the culture positivity was 56.94% of the specimen while KOH mount was positive in 60.83% of specimens and the combination of Culture with KOH was 66.67%.Conclusion: The fungal culture and KOH mount microscopy combination are subtle laboratory methods for the detection of organisms causing onychomycosis. The species detection and precise usage of anti-mycological agents to prevent the complications raised public health considerably.

My first scheduled meeting with June ended up with my not meeting her at all! But the circumstances of this occasion do provide the opportunity to give a flavour of this extraordinarily talented woman that we have sadly lost. It was August 1993 and I was an Erskine Fellow at the University of Canterbury in Christchurch, New Zealand, where she spent the last seven years of her busy and highly successful life. She was at this time on the staff of Victoria University in Wellington. I was invited to present a paper to the Department and gladly accepted since this would have given me an opportunity to meet June who had first come to my attention through her work on developing a theoretical framework for public sector accounting. On my arrival in Wellington I received a note from June to say that sadly, and with immense regret, she couldn't be at the seminar since she had to attend an important meeting with the Auditor General of New Zealand, which, despite her wish to meet me, was a commitment she just couldn't avoid. In fact, as I discovered, she had just started a two‐year secondment to the New Zealand Audit Office reporting directly to the Auditor General with a major policy brief that transpired to be highly influential to New Zealand Government thinking.

From the perspective of the period 1918-2018, it is possible to conclude that budget is the most important economic, political and social institution in both the state sector and the self-government sector. Budget related assumptions are major determinants of each municipality’s accounting, from financial planning, through recording to reporting. The article aims to present the informative value of budgets and their structures in 1918 in two selected municipalities, i.e. Częstochowa and Dąbrowa Górnicza. In addition, partial comparative analysis was made of both municipalities’ 1918 budgets and their structures and budgets for the year 2018. Research methods employed in the article are predominantly based on critical analysis of the budgets, relevant reports, partial records and other documents for 1918 and 2018. The analysis comprised materials in the National Archives in Częstochowa and Katowice, in libraries and in digital databases. Fragmentary legal regulations that were binding in the interwar period were analysed along with domestic literature devoted to public finance and budget accounting.

From its beginnings in 1836 as the library of the Government School of Design, the National Art Library (NAL) in the UK was intended to have an impact on design in the country. After the Great Exhibition of 1851 it former part of what was to become known as the Victoria and Albert Museum (V & A). By the 1850s it had already adopted the title of National Art Library, although it was called the V & A Museum Library between 1908 and 1985. By 1853 collections aimed to cover the arts and trades comprehensively, and by 1869 the NAL aimed also at comprehensive access to individual objects created in the course of history. By 1852, the library was open to all, although a charge was made at first. Various forms of subject indexing have been used; from 1877 to 1895 subject lists were prepared for internal use and sold to the public, and from 1869 to 1889 a remarkable Universal catalogue of books on art was produced. The present mission statement of the NAL focuses on collecting, documenting and making available information on the history and practice of art, craft and design, and the library aims its services at both the national and international community. However, its great 19th century contribution to published subject control of art materials has been almost completely absent in the 20th century. During 1994 the NAL will contribute records to the British Library (BL) Conspectus database, though there is little formal cooperation between the two libraries. As a specialist library it can organize its collections and index them in ways that are impossible for a comprehensive library such as the BL, and it therefore has an important part to play in the national library scene.

This article addresses the gender issue of the 19th century. XIX century in England. This century is generally considered Victorian, although this is not quite the correct idea. The Victorian era refers to the period from 1837 to 1901, when Great Britain was ruled by Queen Victoria. So Queen Victoria began her reign only in 1837. In the Victorian era (1837-1901), it was the novel that became the leading literary genre in English. Women played an important role in this growth in the popularity of both authors and readers. Circulating libraries that allowed books to be borrowed for annual subscriptions were another factor in the novel's popularity. The 1830s and 1840s saw the rise of the social novel. It was a lot of things response to rapid industrialization, as well as social, political, and economic challenges associated with it and was a means of commenting on the abuses of government and industry and the suffering of the poor who did not profit from the English economy. Stories about the working-class poor were aimed at the middle class to help create sympathy and foster change. The greatness of the novelists of this period is not only in their veracity description of modern life, but also in their deep humanism. They believed in the good qualities of the human heart and expressed their hopes for a better future. At the end of the eighteenth century, two young poets, W. Wordsworth and S. Coleridge, published a volume of poems called "Lyric ballads". From this moment began the period of romanticism in England, although it did not last long, only three decades, but it was truly bright and memorable for English literature. It was this time that gave us many great novels. Even in the Middle ages, clear and distinct gender boundaries were drawn and stereotypes of gender behavior were defined. Everyone was assigned their own specific roles and their violation caused public hatred. A Victorian married woman was her husband's "chattel"; she had no right property and personal wealth; legal recourse in any question, if it was not confirmed by her husband. Socio-economic changes in the middle of the XIX century lead to changes in the status of women middle and lower strata: gaining material independence and sustainable development socio-economic status, women acquire a social status equal to that of men. Women are beginning to fight against double standards in relation to the sexes, for reforms in the field of property rights, divorce, for ability to work. The next step was to raise the issue of women's voting rights as a means to ensure legislative reform. Women they sought independence from men.

The valuation of the company's equity is one of the main tasks in the framework of the valuation of the company, as well as one of the main sections of corporate finance. The most used method of assessing the return on equity is the CAPM model, but this article analyzes the four-factor Fama-French model- Karcher due to its novelty and, as a consequence, fewer studies. The author analyzes the impact of the company's life cycle on the return on equity using an econometric analysis of 5 clusters of 3,113 public American companies (data for 1989-2019) classified according to the criterion of the stage of the life cycle. The relevance of the study lies in the absence of an unambiguous answer, confirming or refuting the existence of a link between the cost of equity and the stage of the life cycle. The classification is based on an article by Victoria Dickinson, Professor at the University of Mississippi, "Cash flows as an indicator of the stage of the company's life cycle." According to the results, the stage of the life cycle affects the cost of own capital, β the coefficient decreases during the first three stages (formation, growth, maturity), then continues to grow (shake-up, recession). The minimum value falls on the maturity stage, it can be assumed that this stage of the life cycle is the most reliable for stakeholders. This article can be useful to all persons evaluating business (investors, appraisers, etc.), as well as for the further development of this theoretical aspect.

Yakov Frizer (1869–1932) was a grandson of a Jewish criminal from the Western provinces of the Russian Empire, who was exiled to Siberia for smuggling for Polish rebels during the Polish Revolt of 1830. He was born in Barguzin and in a course of time turned into one of the biggest gold miners of the East Siberia, a first guild merchant, an outstanding entrepreneur and philanthropist. In 1918, similarly to many others, he immigrated to Harbin, Manchuria, where he lived until his tragic death in 1932. Since young age, Frizer used to keep a diary that usually became his only companion in his long journeys in Olekminsk-Vitim taiga. Main part of Yakov Frizer personal archive found its way to Israel in 1948 and is kept by his family. Frizer’s personal archive, as well as documents from Russian archives, articles from local Siberian and Harbin press provide additional evidence to the breadth and diversity of his talents. It is difficult to find a sphere of social or economic activity that missed his attention. Frizer established one of the first public libraries in his native Barguzin and was a chairperson of a Finance commission on establishment of the Irkutsk university. He was a lifelong active member of the East Siberian branch of the Russian Imperial Geographic Society, the chairperson and the sponsor of the local branch of the Society for Spreading of Education among the Jews of Russia, a permanent treasurer of the Jewish community of Irkutsk and an active member of Irkutsk Chamber of Commerce and Industry. Circles of Frizer’s various connections and acquaintances included famous political exiles such as P. A. Kropotkin and E. K. Breshko-Breshkovskaya, baron G. E. Gunzbourg and members of his family, Siberian regionalists N. M. Yadrintsev and G. N. Potanin, mining engineers and technicians, businessmen and officials, including the all-powerful Minister of Finance S. Yu. Witte. The present article is devoted mainly to the Siberian period in Yakov Frizer life, his economic and social activity in Saint Petersburg, Barguzin and Irkutsk, arrangement and management of his family gold mines, support of different educational and research beginnings.

Abstract:
The Constitution of Kenya specifically recognizes the freedom of association to form and belong to trade unions. However, despite the adoption of the Labour Relations Act, union practice is still hampered by excessive restrictions. The EPZ companies are labor intensive requiring a large amount of labor to produce its goods or service and thus, the welfare of the employees play a key role in their functions. This study sought to determine the effect of trade union practices on employees’ welfare at export processing zones industries in Athi River, Kenya. The specific objectives sought to determine the effect of collective bargaining agreements, industrial action, dispute resolution and trade union representation on employees’ welfare at export processing zones industries in Athi River, Kenya. The study employed a descriptive research design. Primary data was collected by means of a structured questionnaire. The target population of the study was employees in EPZ companies in Athi River, Kenya with large employees enrolled in active trade unions. The unit of observation was the employees in the trade unions. The findings indicated that collective bargaining agreements had a positive and significant coefficient with employees’ welfare at the EPZ industries. Industrial action had a positive but non-significant effect with employees’ welfare at Export Processing Zones industries. Dispute resolution had a positive and significant coefficient with employees’ welfare at the EPZ industries. Trade union representation had a positive and significant coefficient with employees’ welfare at the EPZ industries. The study recommended that trade union should avoid the path of confrontation but continue dialogue through the collective bargaining process and demands should be realistic in nature with what is obtainable in the related industry. An existence of a formal two way communication between management and trade unions will ensure that right message is properly understood and on time too. Abstract:
For large public libraries, the development of digital technologies poses challenges that have yet to be fully explored. While library sector rhetoric rightly imagines that digital technologies bring change to all aspects of library operations, it is not enough to focus on the technologies. Using the State Library of Victoria in Australia as a case example, this paper identifies two key challenges for large public libraries in the new millennium. The first is to obtain a thorough understanding of the nature of the environment in which they operate; in particular, an understanding of the ways in which both the ecology and economy of information are changing. The second challenge is for libraries to develop a policy framework that clarifies institutional goals and brings coherence to diverse and sometimes conflicting policy demands in rapidly changing technological and service settings.
