Abstract Objective – The public library sector’s future prosperity is contingent upon a well-trained, experienced, and valued workforce. In a collaborative initiative, State Library Victoria (SLV) and the Public Libraries Victoria Network (PLVN) commissioned an in-depth research study to examine the skills requirements of staff across the State. The Our Future, Our Skills project sought to identify the range of skills used by public library staff today, to anticipate the range of skills that would be needed in five years’ time, and to present a skills gap analysis to inform future training and development strategies. Methods – The project encompassed qualitative and quantitative research activities: literature review and environmental scan, stakeholder interviews, focus groups and a workforce skills audit. The research populations were staff (Individual survey) and managers (Management survey) employed in 47 library services, including metropolitan, outer metropolitan and regional library services in Victoria. Results – The high response rate (45%) reflected the relevance of the study, with 1,334 individual and 77 management respondents. The data captured their views related to the value of their skillsets, both now and in five years’ time, and the perceived levels of confidence using their skills. The sector now has a bank of baseline evidence which has contributed to a meaningful analysis of the anticipated skills gaps. Conclusions – This paper focuses on the critical importance of implementing evidence-based practice in public libraries. In an interactive workshop, managers determined the skills priorities at both the local and sectoral levels to inform staff development programs and recruitment activities. A collaborative SLV/PLVN project workgroup will implement the report’s recommendations with a state-wide workforce development plan rolled out during 2015-17. This plan will include a training matrix designed to bridge the skills gap, with a focus on evaluation strategies to monitor progress towards objectives. The paper provides insights into the different ways in which the project workgroup is using research evidence to drive practice.

American Librarian Ralph Munn's historic tour of Australian libraries in 1934 is well documented. Along with Ernest Pitt, Chief Librarian of the State Library of Victoria, he spent nearly ten weeks travelling from Sydney and back again, visiting libraries in all the state capitals and many regional towns throughout the country. Munn's trip was funded by the Carnegie Corporation of New York, which was then, through its Dominions fund, turning attention to philanthropic opportunities in the Antipodes. The resulting report, Australian Libraries: A Survey of Conditions and Suggestions for their Improvement (commonly referred to as the Munn–Pitt Report) is often credited with initiating the public library movement in Australia.

London is a major international centre for study of and research into Chinese art. Four libraries - the British Library, the library of the School of Oriental and African Studies, the library of the Percival David Foundation of Chinese Art, and the National Art Library at the Victoria and Albert Museum - are perhaps the main providers of information on Chinese art, although information is also available from several museum libraries, from the library of Christie’s auction house, and from public and other libraries. A survey of users of information on Chinese art indicates that provision is generally satisfactory, although the degree of user satisfaction varies from one library to another. More effective networking between the key libraries would bring about significant improvements.

Abstract:
Libraries are competing with all the departments in their universities for resource allocation, even as universities continue to experience reduction of funding from the government every year. In addition, many public university libraries in Kenya lack strategic plans to offer direction as they are said to be difficult to develop, expensive exercise for the organizations and time consuming. The purpose of the study was to investigate the existence of strategic plans in public university libraries in Kenya. The study used descriptive survey research design and mixed method approach. The study population comprised 277 participants drawn from public universities in Kenya. A sample of 134 respondents was picked. Simple random sampling was used to select 124 library staff while purposive sampling was used to select 10 respondents comprising Deputy Vice Chancellors and Finance Officers. Questionnaires and interview schedules were used to collect data. The findings revealed that most university libraries do not have strategic plans. They rely on those of their parent institutions. It was established that official emails and meetings were the most used channels of informing staff and stakeholders about the existence of strategic plans in their institutions. The study will be significant in establishing models for strategic planning in pubic university libraries in the country.

Abstract:
While much has been written on the Australian film and television industry, little has been presented by actual producers, filmmakers and technicians of their time and experiences within that same industry. Similarly, with historical documentaries, it has been academics rather than filmmakers who have led the debate. This thesis addresses this shortcoming and bridges the gap between practitioner experience and intellectual discussion, synthesising the debate and providing an important contribution from a filmmaker-academic, in its own way unique and insightful. The thesis is presented in two voices. First, my voice, the voice of memoir and recollected experience of my screen adventures over 38 years within the Australian industry, mainly producing historical documentaries for the ABC and the SBS. This is represented in italics. The second half and the alternate chapters provide the industry framework in which I worked with particular emphasis on documentaries and how this evolved and developed over a 40-year period, from 1970 to 2010. Within these two voices are three layers against which this history is reviewed and presented. Forming the base of the pyramid is the broad Australian film industry made up of feature films, documentary, television drama, animation and other types and styles of production. Above this is the genre documentary within this broad industry, and making up the small top tip of the pyramid, the sub-genre of historical documentary. These form the vertical structure within which industry issues are discussed. Threading through it are the duel determinants of production: ‘the market’ and ‘funding’. Underpinning the industry is the involvement of government, both state and federal, forming the three dimensional matrix for the thesis. For over 100 years the Australian film industry has depended on government support through subsidy, funding mechanisms, development assistance, broadcast policy and legislative provisions. This thesis aims to weave together these industry layers, binding them with the determinants of the market and funding, and immersing them beneath layers of government legislation and policy to present a new view of the Australian film industry.

(in English): The thesis describes the current economic crisis, to which the Government responded by a set of restrictive measures of public finance. The main attention is paid to the research whether the current financial crisis and government austerity measures influenced the activities of the regional libraries in the Czech Republic and whether they compromised the quality of services provided to the public. The introductory chapter briefly describes the activities of the regional libraries, the most important legislative documents, defines standards of public information services and the development concept. The next chapter is focused on the theoretical definition of the financial crisis and its typology, summarizes its reasons and its historical context. The third chapter briefly approaches the main cases of the current financial crisis in the United States and its impact on European markets, the course of the financial crisis in the United Kingdom and how it influenced the public library sector. The next chapter briefly describes the financing of the public sector in the Czech Republic with a focus on libraries, the current financial crisis in the Czech Republic and the political development in the country since 2006. AbstractEarly public blockchains provided low transaction throughputs in the range of 7–30 transactions per second. With the emergence of permissioned and proof-of-stake-based blockchains, transaction throughputs are expected to rise drastically to thousands per second. Blockchain transactions form directed graphs. With high transaction throughputs and growing blockchain adoption by banks, businesses and customers in general, the number of edges in transaction graphs will dynamically grow to billions. An analysis of large-scale transaction graphs is needed for tracing fraudulent activities on blockchains. This chapter will cover topics such as distributed graph data structures, the use of message passing libraries, and parallel graph algorithms in order to build a scalable transaction graph analysis system. Results from the analysis of the real Ethereum and Bitcoin public blockchain data involving cryptocurrency and ERC20 token transactions will be presented.

Abstract:
This chapter describes some aspects of the development of VICNET, an assemblage of computers, cables, modems, people, texts, libraries, buildings, dreams and images. It is a system that is difficult to characterise, it is dynamic both in geographical and ontological scope, size and usage. I have attempted to capture some of its nature through the use of several vignettes that may give the reader a small insight into parts of its being, then using some of the techniques and explanatory and exploratory mechanisms available from the field of science studies such as heterogeneous engineering and Actor Network Theory (ANT), I reveal some of the ways that VICNET came into existence. Many computer systems are undergoing continual evolution and it is extremely difficult to discern their configuration and what objects have agency at any given point in time; they can be thought of as open systems as described by Hewitt and de Jong (1984). VICNET, an Internet information provider established in 1994 as a joint venture between the State Library of Victoria and Royal Melbourne Institute of Technology, is one such system; it is being used by a large number of people and public libraries, yet simultaneously it is evolving and being shaped by the technology, the users and the environment of which it is part. Consider the system, VICNET as it is called, as a node of a much larger network. I have attempted to unfold this node to reveal the social and technical worlds contained therein, but I also fold the VICNET node in itself so that it becomes part of a much larger sociotechnical system – the Internet. This process of folding I refer to as a topological transformation and it is by studying transformations of this type that may help us understand how open systems come into being and evolve. In what follows, I provide a brief background to VICNET and the data collection method I used. Next, I discuss some the analytical techniques that are available for those who wish to study the development of technological systems. Following this all-too-brief comment I then present a selection of vignettes that show the varied nature of this socio-technical system. Presenting these then allows me to develop further the idea of social topologies introduced in the section on analytical techniques. In the final section there is some discussion as to why this way of looking at socio-technical systems may be useful.

The epilogue explores the lasting significance of Los Angeles-based investment in Mexico in the late twentieth century. Early Los Angeles investors bequeathed the city with tangible remembrances of their wealth in the form of libraries, colleges, public parks, and a public observatory, still visible across the city’s landscape. More significantly, late nineteenth-century investment strategies designed to link the region to financial networks in Mexico and around the globe had come to fruition in Los Angeles’s status as a “global city” or “global city-region.” In the twenty-first century, global city-regions such as Los Angeles are home to multinational corporations, major centers for manufacturing and trade, and media and finance complexes and often function as the engines of the global economy. Open trade policies such as the North American Free Trade Agreement (NAFTA) facilitate this economic growth but at the expense of Mexico and Mexican workers. Steady economic growth in Los Angeles also attracted Mexican workers, often displaced by policies such as NAFTA, to the region, where they play a key role in helping Los Angeles cement its position as a major economic player in the United States and around the globe.
