Croatian public libraries faced complex processes in society at the turn of the 20th into the 21st century – a time of transition and transformation in Croatia. During this period, Croatia shifted towards democracy and modernization. Its constitution (now seen as a geopolitical and cultural entity), extraordinary conditions of war disaster in the Homeland War 1991–1995, and conditions of the post-war period all presented unique challenges for public libraries in Croatia. In addition, Croatian libraries have also been influenced by characteristics of the information society that occurs trans-nationally and trans-societally (among all globalization processes and permeating all aspects of life with information and communication technology). Croatian libraries had to transform their traditional role of lending books and acting as cultural heritage institutions to follow international modern library trends in the information age as multifunctional information, educational, cultural and communication centres of their local communities. The aim of this article is to give a historical review of public libraries’ accommodation to these turbulent changes in Croatian society, as well as in the world in the last few decades.

Members of IFLA’s Public Libraries Standing Committee and their colleagues have joined together to collect some examples and stories of the role public libraries are playing in the refugee crisis, particularly in Europe. The resulting document is not meant to be exhaustive but is more of a starting point for shared experience and inspiration and demonstrates the power of libraries to make a difference in people’s lives. Public libraries play an important role in supporting and safeguarding educational justice and societal participation. The so-called third place – with the home as the first place and the school or workplace as the second place – forms a central support structure beyond formal educational institutions. The corona crisis forced public libraries to close temporarily, adapt their services, and develop new formats. This article analyzes these latest developments in Germany and Europe, illustrating the challenges public libraries are facing as a result of the corona crisis. The main research focus is on public libraries’ recent transformation – not only during the corona crisis – and its implications for safeguarding educational justice. This study will discuss the challenges posed by these developments based on the case of the German city of Bonn, thereby illustrating the importance of public libraries’ geography in strengthening educational justice.

Design/methodology/approach – This is a viewpoint paper discussing the past, present and future directions that Greek public and municipal libraries have adopted or should adopt in the context of the present economic crisis. Findings – Greek public and municipal libraries ought to see the economic crisis as a challenge for development, improvement and the promotion of their presence and role in the community which they serve. Originality/value – The paper discusses the factors affecting the past and present situation relating to public and municipal libraries in Greece and addresses the future challenges for promoting development and innovation.

Purpose The purpose of this paper is to shed light on the role of libraries as community institutions by reflecting on the experience of the Ferguson Municipal Public Library (FMPL), Missouri, USA, during the time of social unrest in the summer of 2014. The research explores the traditional and non-traditional roles of libraries during times of social unrest while focusing on relevant areas of crisis management preparedness and competencies necessary during crisis. Design/methodology/approach The study adopts a qualitative approach in investigating the research problem and uses the case study method to collect relevant data. Findings This paper reports on the experience of the FMPL staff during this time. Their experience of what happened, how they dealt with it, and what their expectations were after the crisis are all documented. Originality/value Several scholars have studied how public libraries respond to disasters, yet little is known about whether public libraries proactively engage in community-wide disaster planning, and if so, what is the nature of those partnerships.

As the Covid-19 pandemic hit the world and Norway in 2020, libraries were among the institutions that were impacted. The social mission of libraries to stay open and offer services, cultural experiences and reliable information was put under pressure. In this article we depart from a survey of 843 library workers across public, academic, special, and school libraries in Norway. The survey was conducted in June-August 2020 and contains quantitative and qualitative data on how library workers experienced lockdown and the responses from libraries. The article addresses how the Covid-19 crisis impacted libraries’ social missions and what circumstances contribute to crisis management in Norwegian libraries. We use institutional theories on isomorphism and institutional pressures, as well as general theories on crisis management, to analyse the material. We conclude that the pandemic has shown the potential of digital library services, but also find that closed library premises strongly influenced how libraries were able to fulfil their social missions. Our findings also indicate the need for a sectorial leadership in times of crisis. In our discussion, we describe a situation where structures and plans to manage situations of crises are lacking. For libraries to be part of society’s democratic infrastructure, their roles and social missions need to be considered in crisis management plans.

<p>TV Whitespace (TVWS) represents one new wireless communication technology that has the potential to improve internet access and inclusion. This primer describes TVWS technology as a viable, long-term access solution for the benefit of public libraries and their communities, especially for underserved populations. Discussion focuses first on providing a brief overview of the digital divide and the emerging role of public libraries as internet access providers. Next, a basic description of TVWS and its features is provided, focusing on key aspects of the technology relevant to libraries as community anchor institutions. Several TVWS implementations are described with discussion of TVWS implementations in several public libraries. Finally, consideration is given to first steps that library organizations must take when contemplating new TVWS implementations supportive of Wi-Fi applications and crisis response planning.</p>

Purpose – The purpose of this paper is to analyse the general reasons for the crisis in Italy ' s contemporary public library institution. This crisis is complicated by the historical origins of the public library in Italy and, more broadly, by the difficult relationship between the Italian culture and today ' s world. Design/methodology/approach – A conceptual discussion on the role of public library in Italy. Findings – The paper finds that the continuing delay in the acquisition of literacy, the tendency for points of view to become divided and to go to extremes and the development of a form of politics in the country suspended between centralised government and the claims of the local self-governments are all factors that have influenced the establishment of the public library in Italy. Originality/value – Understanding the conditions of the controversial origins of the public library in Italy can be of help when deciding which model to use in the future. A suitable model for this institution must not neglect but, on the contrary, must enhance the role of the library as a social institution of the history of a specific community.

Purpose The purpose of this paper is to involve readers in an exercise in conceptualizing the library workplace of the future and how to prepare librarians to be successful in these future scenarios. Design/methodology/approach This paper introduces a visualization exercise that invites readers to contemplate the likelihood and desirability of five scenarios for libraries of the future. Readers are also invited to create a new scenario. Readers then can reflect on the skills and aptitudes librarians would need to have or acquire in order to succeed in one of the scenarios. The method involves visualization, reflection, and self-assessment. Findings The authors have tested this exercise in in-service training with public, academic, and special librarians as well as with students in graduate library and information science courses. The end result is deep conversation, engagement, and sharing. Research limitations/implications The authors have observations on the effectiveness of this future exercise with students and practicing librarians but did not structure its use as a research project. In years of attending conferences and delivering over 600 conference presentations, the authors have yet to observe a similar future exercise being employed. Practical implications This exercise promotes reflection and discussion. It enables librarians to consider these scenarios on their own or in groups of varying sizes. It has application in understanding the complexity of futurism and how it might impact their future lives. And it emphases that individual librarians have some degree of independence in how they respond to change and, ultimately, a future much different from the present. Social implications Libraries are social institutions and their services reflect and respond to changes in society. Recent changes in governance around the world, warfare, the refugee crisis, and episodes of violence have contributed to tension. These are the times when librarians are called on more than ever to respond. Considering possible and improbable futures and one’s response to those futures are helpful in preparing one’s professional response in these difficult times. Originality/value This paper introduces an original model for discussing many possible futures for libraries and for librarians to consider their roles in those futures.

Public libraries in the United States are visited daily by vast numbers of people experiencing unmet psychosocial needs including poverty, homelessness, immigration concerns, mental health, substance abuse, and health problems. While some libraries have begun to hire or partner with social service personnel, many library staff are facing patron psychosocial crises without adequate training or resources. Various studies examine different facets of this issue; however, none examine how library staff perceive their role, patron psychosocial needs, library responsibility to address psychosocial needs, and policy and program recommendations. This study addresses that gap and presents needs assessment results from a large metropolitan public library system. Recommendations are included for how social workers can help libraries meet patron psychosocial needs.

Findings from a study of the advantages and disadvantages accrued by individuals from their public library use, and the impact of this on citizenship at individual and community levels, are presented. The analysis of longitudinal focus group data collected on two occasions at eight UK locations at a time of a so-called ‘public library crisis’ demonstrates a strong sense of the epistemic role of public libraries, and their conception as safe, welcoming, community-owned spaces. Links between public library use and the development of citizenship are less easily identified. However, the evidence shows that public library use facilitates participation in society, and provides resources to allow individuals and communities to fulfil their societal obligations.

Abstract This article discusses the role of public libraries under the new political and social dynamics of democratic societies. It assumes that the continuity and expansion of the democratization process lead society to demand an increasingly larger and more active participation in the public arena and in decision-making. In the landscape of a world in crisis, seeking spaces of participation and new forms of coexistence and fellowship seem insufficient. Formal cultural institutions are urged to dialogue with new, proactive players, and with the new loci of production, circulation and appropriation of culture in democratic societies. Flexibility and openness to the new social dynamics are a challenge that they must address. This article is an exploratory reflection and, as such, the essayistic form was chosen as a strategy that allows one to understand, by means of subjective perceptions grounded on the bibliography of various fields of the human sciences, the emblematic situations of an emerging context presenting knowledge in a way that keeps it open, so that it includes its own rectification and originates new cogitations.

AbstractThe novel coronavirus disease (COVID-19) has caused a pandemic and global health crisis. Although normal operation and services in many libraries have been greatly disrupted, academic libraries in the United States were reportedly responding to challenges by pivoting to new ways to meet the users’ needs. This observational study was designed to investigate the status, services, and resources disclosed via websites of academic medical/health sciences libraries (MHSLs) in the United States and document how they adapted and continued to provide support to help fight the health crisis and the resulting “infodemic” through various means. A complete list of members was obtained from the website of the Association of Academic Health Sciences Libraries (AAHSL). The U.S.-based AAHSL member institutions were included in this study. Each American academic MHSL website and its associated webpages were browsed; web contents were categorized and analyzed based on four research questions proposed by this study. A descriptive analysis was conducted to summarize all findings. A total of 157 AAHSL member institutions were included in the study. These libraries spread all over the United States, and 90% of them announced closures of library buildings and facilities. A significant number of MHSLs quickly adapted to the evolving situation and transitioned their services and instruction to the online environment. The COVID-19 information sources adopted by MHSLs included the following ranked by frequency from high to low: The U.S. government agencies such as Centers for Disease Control and Prevention and National Library of Medicine, the World Health Organization, publishing communities, professional journals, organizations, local institutions, government agencies, and news channels. In addition, MHSLs undertook a series of actions to support academic communities and local healthcare professionals including resource curation, clinical care support, education, and outreach to the public. Through library guides, MHSLs provided comprehensive and customized search queries to help researchers locate the latest and relevant publications to COVID-19, curated multiple data resources and data exploration, and visualization tools, and selected the latest biomedical and health evidence in a wide range of topics. Other featured resources and services were associated with ethical issues (i.e., racism and prejudice), educational and entertainment information (e.g., virtual tours of parks), and personal experience documentation. This observational study is the most recent investigation and documentation on the status, services, and resources of the academic MHSLs in the United States during the initial U.S. outbreak of the COVID-19 pandemic. Although the current health crisis is taking a heavy toll on libraries nationwide, MHSLs are still managing to play a vital role in supporting the academic communities, healthcare facilities, and the general public and fighting against the pandemic and the resulting information crisis.

Purpose The purpose of this paper is to explore the potential role of South Valley University (SVU) libraries’ manpower, collections, and services in the fight against terrorism in Upper Egypt. Design/methodology/approach A quantitative research methodology was used in the form of a survey, which was undertaken from June to July 2015. The survey instrument was a self-administered questionnaire. The target population comprised the academic library staff (n=127) working in SVU libraries who were contacted to answer the structured questionnaire, of whom 93 library staff responded and returned their valid questionnaires, representing 73.2 percent of the whole library staff in the SVU. Findings Demographically, two-thirds of the SVU library staff were males and a large number of them are aged between 26 and 40 years, and 79.6 percent have a bachelor’s degree. The speciality of two-thirds of SVU library staff was library science, of whom a large number were librarians with lengthy work experience. This study showed that printed materials were the most adequate collections in the SVU libraries. Other materials, such as CDs/DVDs, audiovisual materials, microfilm and microfiche, online resources and electronic materials, respectively, were inadequate at SVU libraries. Few of the services provided by SVU libraries were characterized as adequate services; some are inadequate and other services do not exist. The average of the facilities provided by SVU libraries was somewhat adequate. A large number of the library staff showed that facilities, such as the availability of the learning labs were, at least, adequate for their needs. Activities, such as holding social field trips, holding training workshops, and holding academic field trips were, at least, somewhat adequate to SVU libraries. Other activities were also described to be either inadequate, such as holding lectures, seminars, conferences, etc. and library orientation, or not applicable such as activities related to bibliographic instruction. This study revealed that SVU libraries had no significant role in fighting the phenomenon of terrorism in Upper Egypt. There is no a reliable relationship between the professional characteristics of the SVU library staff and the potential role that their libraries may play in the fight against this phenomenon. Because of the lack of SVU libraries’ collections, services, facilities, and activities, this study concluded that such a role could not be achieved. Almost all the library staff admitted that this severe lack has affected the provision of library patrons and members of the library community to use these collections and services, which help in countering the threat of terrorism. Despite the significance of all these problems faced by SVU libraries in the fight against terrorism, it was found that the inadequacy of the librarys’ open hours is significantly correlated with the professional characteristics of the library staff, particularly their job title and work experience. Research limitations/implications This study investigates the potential role of SVU libraries’ manpower, collections, and services in the fight against terrorism in Upper Egypt. It covers none of the other universities or any type of other library. Any findings and conclusions resulting from this study are limited in scope to only the libraries of this university. The size, convenience and homogeneity of the sample may limit the generalizability of this study. The study was conducted with a survey approach, which was the most suitable research method technique to reach the community of the study. However, for further research, investigating more specific information about such or related topics, other methods/approaches should be used to investigate the potential role of the university library, as well as the other kinds of libraries, such as public and special libraries to combat terrorism. Practical implications This study provides valuable insight into the potential role the university library can have in the fight against terrorism in one of the most important countries hit recently by this brutal phenomenon. The study focuses on libraries of one of the regional universities called the SVU, located in the Southern part of Egypt that is called the Upper Egypt. This deep part of Egypt is one of the places most affected by barbaric terrorism. The study tries to explore how much these libraries are ready to combat this terrorism in terms of sizable, suitable, accessible, qualified, and relevant collections, as well as services, facilities and activities provided by these libraries. Originality/value This study is to be the first one of its kind conducted in the Arab world where Egypt is located and one of the very few studies conducted on this topic in the world. The importance of this study strongly emanates from its subject that has dominated the obsession of all Egyptians living inside and outside Egypt over the past five years.

The paper examines the experience and role of the German public libraries in the process of assisting migrants to raise the level of language and information competence. The relevance of the problem is connected with a growing crisis in the German multicultural concept and seeks to provide means of achievement via intercultural library activities. The main tasks of the public library assistance to the National Education Plan are considered. The terms “multicultural services”, “multicultural library activities” and “multicultural user” are analyzed. The attention is paid to the possibilities of mass cultural work with migrants to improve language competence as well as analyzing four main groups of reader interests which have the impact on information competence building. Such forms of intercultural library activities as library tours, formal teaching, film lectures and training in the computer classes which are used in the process of information competence of migrants are considered.

Purpose – The purpose of the paper is to point out the importance, value and the economic status of the public information services (PIS), which are in danger and to propose alternative solutions that the Greek Governmental Officials and Public Sector’s Library Managers can employ to support and promote PIS, their staff value and work and to finance their existence/preservation, plans and activities. Another objective of the paper is to increase librarians’ and library staff morale and encourage their participation and play a more proactive role in finding and securing such financial resources that will benefit all (PIS and librarians). Design/methodology/approach – Considering the deep financial crisis in Greece, the paper presents and analyzes a thorough list of strategies, actions, practical recommendations and measures that public sector’s information professionals could apply in their attempt to promote PIS benefits to the society. Through these actions, they can also approach and convince stakeholders, governmental officials for (more) funding and other people to become sponsors and donors. Findings – The article highlights the bad economic status of PIS, the increasing need for financial support and the fact that PIS and their professional appointments are under serious threat. It provides a combination of not only traditional widely known and applied methods but also a number of new measures and practices “borrowed” from private sector to show ways of finding alternative financing solutions to fund the existence of libraries, the paying of their debts and the salaries of librarians and the library staff. Moreover, it is suggested to politicians and policy-makers that important legislative bills/changes should take place to promote the flexibility in operations of PIS and in financial transactions between PIS and private companies. Practical implications – The paper with the analyzed measures can set a paradigm of changing the organizational culture of PIS. Also, it points management practices to managers such as employee engagement, brainstorming and employee empowerment. Furthermore, it explores ways for librarians to find motivation, to engage more actively and even point to Ministers to give Public Servants the opportunity to accelerate their career development. In addition, it implies that changes in the law should take place to form a more flexible frame of operation for PIS. Finally, it provides a practical strategy to reverse attempted mergers of PIS with each other or other public organizations. Social implications – The paper presents such ideas and suggestions, which come against with certain stereotypes of Public Administration/Management and operation, “old school” and conservative ways of thinking and acting of Public Servants (many of whom have never worked in the private sector and have been working in the same position for over 20 years now), professional and trade unions. The role of politicians and policy-makers and the ethos of private companies toward Public Sector’s services in days of financial hardship in Greece are also discussed. Originality/value – There is significantly limited research in the literature on the identification of threats to the existence, job security and constantly diminishing funding of PIS, in general, and, in particular, in Greece and suggested ways to overcome this. The article recommends to Information Professionals and particularly to those who work in PIS in Greece and worldwide various ways to secure income in an environment of tight budgets and cutbacks. The goal is to provoke thinking along the lines of the function of the private sector and adoption of specific practices to find economic resources and secure continuity of PIS “operation and jobs” preservation, even increase their salaries.

The Interlibrary Loan (ILL) services have thus become an important service to meet the immediate needs of library users. The aim of this paper is to analyse the ILL services of the North-West University in South Africa from 2006 to 2016. Using statistical data, the paper shows the emerging pattern in borrowing and lending between institutions as well as determines the existence of correlations between borrowing and lending libraries. The results of this study show that ILL amongst libraries has decreased in the past 11 years. A need exists for increased awareness of ILL and there is need for technological innovations that will ensure that library users are able to request for information resources seamlessly. Design/methodology/approach This is a quantitative study that uses ILL data from the North-West University. Data were downloaded from the SABINET ILL system using the three NWU JC codes. They were then collated and uploaded on excel spreadsheets. In the main, the excel spreadsheets were used to interpret the data. Further, the Statistical Package for Social Sciences (SPSS) software, in particular Spearman’s Correlation Analysis, was used to test correlations between data from libraries that requested information resources from NWU and data from libraries that supplied information resources to NWU during this period using Rumsey’s guidelines to interpret the correlations. Findings The findings of the study reveal that ILL among libraries in South Africa had generally declined owing mostly to the proliferation of online resources resulting to changes in user information-seeking behaviour. The decline is despite the challenges of low budgets received by most libraries for the acquisition of information resources. It can also be concluded that public university libraries still value ILL as demonstrated by the high number of items requested from other libraries. The findings also reveal that most ILL activities were conducted by public universities. Research limitations/implications It was not possible to obtain the list of titles that have been requested and also to obtain the user’s details. This would have enabled the authors to determine the type of titles that are being requested, and the users that request them. Practical implications ILL should continue to be enhanced in view of the challenge of dwindling library budgets against the escalating prices of information resources. There is also a need for user education so that they become aware of the ILL service. From experience, library users normally give up once they realize that what they wanted is not available through the local catalogue and this calls for librarians to create an awareness to users that ILL could help solve their frustrations. Social implications These results show that ILL can play a significant role to level the playing field between the well-resourced libraries in urbanized regions or provinces and the poorly resourced ones in rural regions or provinces. This social justice aspect of ILL is probably the reason why better resourced libraries in South Africa have decided to remain in the scheme unlike other countries where better resourced libraries opted out of reciprocal arrangements with small and medium-sized institutions. Originality/value The study adds to a very limited number of studies emanating from Africa. A study of this nature has never been conducted in Africa, as previous studies were nationwide studies. As far as the authors know, this is the first study that uses ILL data to research the impact of the global financial crisis on libraries in Africa.

Purpose The purpose of this paper is to investigate the initiatives providing legal information during the COVID-19 emergency, focusing on the fundamental role of digital libraries in creating, managing and sharing services to support and ensure access to legal information in times of emergency. Design/methodology/approach To have an overall view of the legal information on COVID-19 available on digital libraries during the outbreak, a desk-research on the Web was conducted looking for both public and private sources of information. The selection of the sources was based on the type of information and services offered, the quality of information structuring, together with the data updating and the target users. Findings The survey provided a huge and heterogeneous amount of legal information resources on COVID-19. The analysis on the source of information selected showed different kinds of approaches adopted by digital libraries in relation to types of information provided, information categorization, target audiences, purposes and services offered. Research limitations/implications Two limitations have been identified: lack of previous studies in the domain and size of the samples cited. The conducted research should be seen as the “building block” upon which further research should be broadened and deepened. Limited samples are cited because of a rational choice; nevertheless, future research should be conducted also addressing a quantitative choice on identifying sources. Practical implications The research proposes to give users practical guidance, namely, a first set of authoritative sources which gives legal information on COVID-19. Originality/value This review paper could be seen as a first study on the issues related to accessing and sharing legal data at the time of the COVID-19; the research could be a starting point for devising a new form of communication of legal information in times of crisis.

Several academic disciplines have begun to understand the benefits of open access to scholarship, both for scholars and for the general public. Scientific disciplines have led the way, partially due to the nature of scholarship in those areas and partially because they have felt the crisis in serials pricing more acutely than others. Theological studies, however, have largely been insulated from the push for open access; considering the reasons for that is the first task of this article. It is also the case, however, that the missionary impulse that stands behind much theological scholarship is a strong incentive to embrace the opportunities afforded by digital, online dissemination of research and writing. After discussing this imperative for global distribution, the bulk of the article focuses on how theological institutions, and especially their libraries, can encourage and support scholars in making their work freely accessible. Copyright issues, including the elements of a successful copyright management program, are discussed, as are some of the technological elements necessary for an efficient and discoverable open access repository. Options for licensing, both at ingestion of content and at dissemination to users are also considered. Finally, it is argued that the role of consortia and professional organizations in supporting these initiatives is especially important because of the relatively small size of so many theological institutions.

Purpose The purpose of this paper is to investigate the effects of Greece’s economic crisis on public librarians’ obligations. Design/methodology/approach In total, 43 public library managers completed a questionnaire regarding 116 librarian responsibilities. Managers evaluated these responsibilities considering their importance, difficulty, and frequency. Regarding difficulty, a two-way analysis of variance was applied to examine whether there exists a significant difference among duties’ categories and libraries’ classifications, considering their number of users and materials, and whether the perceived difficulties were connected with the economic crisis. Findings The results reveal that public librarians face many difficulties due to workload and increased responsibilities resulting from the lack of qualified personnel both in library and computer science. Difficulties also arise from the inability to meet some operational needs because of reduced funding. Practical implications Contrary to these unfavorable conditions, many new opportunities and challenges have emerged, including the implementation of new practices and actions (volunteerism, donations, cooperation with local actors) to effectively cope with the new threats. Originality/value This is the first time that job description has been recorded and used to outline the duties of Greece’s public librarians. This is particularly useful to develop libraries’ strategic planning and to assist all human resource practices to increase efficiency, especially during the period of financial crisis. Further specific duties were also proposed to enhance the librarians’ effectiveness under the new working environment, focusing on the required processes for their successful completion.

Purpose The purpose of this paper is to analyze the role of public libraries as institutions underpinning a democratic public sphere as reasons legitimizing libraries compared to reasons that are more traditional and the actual use of libraries as public sphere arenas. Design/methodology/approach A survey of representative samples of the adult population in six countries – Denmark, Sweden, Norway, Germany, Hungary and Switzerland – was undertaken. Findings Legitimations related to the libraries role as a meeting place and arena for public debate are ranked as the 3 least important out of 12 possible legitimations for upholding a public library service. Libraries are, however, used extensively by the users to access citizenship information and to participate in public sphere relevant meetings. Originality/value Few studies have empirically analyzed the role of libraries in upholding a democratic and sustainable public sphere. This study contributes in filling that gap.

While it is essential that national library functions and services are carried out, within the English-speaking Caribbean these functions can be provided by extending the role of the country's main public library. A questionnaire was administered in 1994 to 14 public libraries and one national library in the region to ascertain if public libraries performed any national library functions and if so to assess how effectively, with a view to formulating proposals as to how best this dual role could be achieved. The survey, in which 13 libraries participated, revealed that a majority of the libraries did in fact act as de facto national libraries, performing many of the functions of traditional national libraries, though there were major deficiencies (e.g. only seven had legal deposit, and only four produced national bibliographies). A structure for a dual-function Public/National Library is proposed, with three functional divisions (Public Library Services, Technical Services, and National Heritage) and a powerful National Library Services Board.

In most developed countries, linking citizens with e-government through Information Communication Technology (ICT) is an important social role for public libraries. Public libraries partner with government agencies; acting as intermediaries to bridge government with citizens in a way which adds value. In developing countries, public libraries have not attained that intermediary level. Instead, the role of public libraries is constrained to performing a tangential role to e-government. This includes its focus on the provision of access to information. As Caribbean governments progress further with e-government implementation, public libraries may need to expand their role beyond information provision to help citizens in their adoption of e-government, as well as enhance their service provision to them. This highlights some of the digital divide issues that developing countries experience versus information rich countries (i.e., developed nations) such as the United States of America. Thus, the digital divide is not only about access to ICTs; it also now includes citizens' capacity to use ICTs. This paper examines the capacity and role of the public libraries in Trinidad and Tobago, and Jamaica in enhancing e-government efforts.

Purpose/Thesis: This paper examines the position of public libraries in smart city strategies. To that end, I verify two hypotheses, H1: Cities analyzed employ strategic plans to define their path to “smartness”, and H2: Public libraries are a part of these strategies.
Approach/Methods: Top 30 cities from the ranking of IESE Cities in Motion Index 2019 were selected. The hypotheses were tested through the analysis of strategy documents and web portals. In most cases, the analysis relied on English versions of said documents/portals, occasionally compared with the national language version .
Results and conclusions: The process of verifying the first hypothesis led to identifying four groups: G1, comprising cities with a general strategy, presumed to include smart initiatives (3 cities), G2: cities with a separate “smart city” strategy, published on their own portal, or a related website (15 cities); G3: cities with subsites/portals briefly summarizing their activities in the area of ‘smart’ development (10 cities), and G4: cities with many sectoral strategies, presumed to include smart initiatives (2 cities). The analysis allowed the identification of a number of areas in which public libraries already contribute to smart development: smart building, smart infrastructure, smart services, digital skills and life-long learning, sustainability, creativity, digital citizenship and smart business
Originality/Value: Although many library and information science scholars study smart cities, no similar study has been conducted, and therefore, this paper, with its unique approach, offers a new perspective on the discussion on smart libraries.

The library cannot achieve its goals without cooperation with the internal and external public. Therefore, libraries need PR (public relations) in their efforts to achieve their goals. The activity of the university library is directly or indirectly related with the PR activity since it is the part of PR activities to promote the image and the use of the library. The implementation of public relations activities in libraries has actually been performed by reference librarians. Reference librarians can use a variety of printed and online media, or convey information directly related to library services to users. With the recent development of information technology, using online search tools to seek information is more preferable by users than asking the reference librarian. Though online information tracking tool to organize information is more sophisti- cated presenting for users, users will still need libraries and referral services to find relevant information, as there are things that are not provided by online services such as selection, organization, provision of access, interpretation of relevant information, which can only be done by reference librarians. Reference librarians perform their duties by serving users in providing answers to questions or guiding users, and by creating awareness that the services provided by the library help promote maximum utilization of the library. PR officers through reference librarians attempt to attract the users’ attention through the provision and dissemination of information, and to serve as well as a liaison between the libraries with the users. PR becomes a necessity in libraries as PR activities will drive library function effectively and help promote library services more optimally.

As public libraries are becoming e-government access points relied on by both patrons and government agencies, it is important for libraries to consider the implications of these roles. While providing e-government access serves to reinforce the tremendously important role of public libraries in the United States social infrastructure, it also creates new demands on libraries and opens up significant new opportunities. Drawing upon several different strands of research, this paper examines the nexus of public libraries, values, trust, and e-government, focusing on the ways in which the values of librarianship and the trust that communities place in their public libraries reinforce the role of public libraries in the provision of e-government. The unique values embraced by public libraries have not only shaped the missions of libraries, they have influenced popular opinion surrounding public libraries and fostered the confidence that communities place in them as a source of trusted information and assistance in finding information. As public libraries have embraced the provision of Internet access, these values and trust have become intertwined with their new social role as a public access point for e-government both in normal information activities and in the most extreme circumstances. This paper explores the intersections of these issues and the relation of the vital e-government role of public libraries to library funding, public policy, library and information science education, and research initiatives.
