Abstract:
American Librarian Ralph Munn's historic tour of Australian libraries in 1934 is well documented. Along with Ernest Pitt, Chief Librarian of the State Library of Victoria, he spent nearly ten weeks travelling from Sydney and back again, visiting libraries in all the state capitals and many regional towns throughout the country. Munn's trip was funded by the Carnegie Corporation of New York, which was then, through its Dominions fund, turning attention to philanthropic opportunities in the Antipodes. The resulting report, Australian Libraries: A Survey of Conditions and Suggestions for their Improvement (commonly referred to as the Munn–Pitt Report) is often credited with initiating the public library movement in Australia.

PurposeThe purpose of this paper is to critically analyse recent developments in the relationship of large public libraries with digital technologies, suggesting a way of rethinking the future of large public libraries.Design/methodology/approachThis paper bases its critical analysis on a review of the literature and reference to specific cases. Historical quotes preceding sections augment the argument that many of the current concerns about digital technologies are not new issues for libraries.FindingsIssues around library take up of digital technology are continuations of debates that have occurred throughout the history of public libraries about the role of the library. In Australia, library policy makers are focusing on technology and an imagined user in an effort to prove the legitimacy of large public libraries to funding bodies, the library profession and library users. Such attempts seem doomed to fail.Practical implicationsPublic libraries need to be clear about their purpose as publicly funded institutions in the digital age. This requires a renewed understanding of a library's publics and a critical understanding of the nature of services available using digital technologies.Originality/valueThis paper presents an alternative way of thinking about the future of large public libraries, with much of the discussion also relevant to local public libraries.

Abstract:
Purpose The purpose of this paper is to outline a reconceptualised view of public education, with specific reference to early twentieth-century Australia, and to revisit the significance of the Carnegie Corporation of New York in this period. Further, in this regard, the paper proposes a neo-Foucaultian notion of philanthropic power, as an explanatory and analytical principle, with possible implications for thinking anew about the role and influence of American philanthropic organisations in the twentieth century. Design/methodology/approach The paper draws on mainly secondary sources but also works with primary sources gathered from relevant archives, including that of the Australian Council for Educational Research (ACER). Findings The paper concludes that the larger possibilities associated with the particular view of public education outlined here, referring to both public school and public libraries, were constrained by the emergence and consolidation of an increasingly professionalised view of education and schooling. Research limitations/implications The influence of the Carnegie Corporation of New York on early twentieth-century Australian education has been increasingly acknowledged and documented in recent historical research. More recently, Carnegie has been drawn into an interdisciplinary perspective on philanthropy and public culture in Australia. This paper seeks to add to such work by looking at schools and libraries as interconnected yet loosely coupled aspects of what can be understood as, in effect, a re-conceived public education, to a significant degree sponsored by the Corporation. Originality/value The paper draws upon but seeks to extend and to some extent re-orient existing historical research on the relationship between Australian education and the Carnegie Corporation of New York. Its originality lies in its exploration of a somewhat different view of public education and the linkage it suggests in this regard with a predominantly print-centric public culture in Australia, in the first half of the twentieth century.

The growth of art history and art practice courses in Australia has been remarkable over the last 20 years. Unfortunately training for art librarianship has not matched this growth. There are eleven universities in Australia offering graduate degrees and post-graduate diplomas in librarianship but none offer specific courses leading towards a specialisation in art librarianship. ARLIS/ANZ provides opportunities for training and education. Advances in scholarly art research and publishing in Australia, the development of Australian-related electronic art databases, the growth of specialist collections in State and public libraries, and the increased demand by the general community for art-related information, confirm the need for well-developed skills in the management and dissemination of art information.

I want to place the fate of the National Museum of Australia (NMA) in the context of some of the political strategies that underpin the electoral placidity and public acceptance of a government so radically reshaping Australian democratic institutions. A national museum that reaches and engages with a national constituency can be an important place for the vigorous public debate that democracy requires. In such a place, political doctrines and dogmas, cultural fantasies and assumptions, historical interpretations and good old common-sense may all be scrutinised as well as confirmed. Such a place sits beside schools and universities, public libraries and art galleries and festivals, each of which provides the opportunity for reflection as well as for congratulation. As with the other publicly funded but independent sites of public reflection, the National Museum is to be reined in and redirected. It is to become ‘balanced’. Nothing could more surely ring its death knell. In future, the museum’s visitors will reflect along the narrow and limited lines of carefully delineated ‘alternatives’ that in fact confine and constrain rather than enlarge understanding.

Australia is currently rolling out one of the most expensive and ambitious infrastructure projects in the nation’s history. The National Broadband Network is promoted as a catalyst for far-reaching changes in Australia’s economy, governmental service provision, society and culture. However, it is evident that desired dividends, such as greater social engagement, enhanced cultural awareness and increased civic and political participation, do not flow automatically from mere technical connection to the network. This article argues that public institutions play a vital role in redistributing technological capacity to enable emerging forms of social and cultural participation. In particular, we examine public libraries as significant but often overlooked sites in the evolving dynamic between digital technology, new cultural practices and social relations. Drawing on interviews and fieldwork across the public library network of the state of Queensland, we attend to the strategies and approaches libraries are adopting in response to a digital culture.

Purpose As libraries are required to become more accountable and demonstrate that they are meeting performance metrics, an assessment website can be a means for providing data for evidence-based decision making and an important indicator of how a library interacts with its constituents. The purpose of this paper is to share the results of a review of websites of academic libraries from four countries, including the UK, Canada, Australia and the USA. Design/methodology/approach The academic library websites included in the sample were selected from the Canadian Association of Research Libraries, Research Libraries of the United Kingdom, Council of Australian University Libraries, Historically Black College & Universities Library Alliance, Association of Research Libraries and American Indian Higher Education Consortium. The websites were evaluated according to the absence or presence of nine predetermined characteristics related to assessment. Findings It was discovered that “one size does not fit all” and found several innovative ways institutions are listening to their constituents and making improvements to help users succeed in their academic studies, research and creative endeavors. Research limitations/implications Only a sample of academic libraries from each of the four countries were analyzed. Additionally, some of the academic libraries were using password protected intranets unavailable for public access. The influences of institutional history and country-specific practices also became compelling factors during the analysis. Originality/value This paper seeks to broaden the factors for what is thought of as academic library assessment with the addition of qualitative and contextual considerations.

Family history has become a significant contributor to public and social histories exploring and (re)discovering the micro narratives of the past. Due to the growing democratisation of digital access to documents and the proliferation of family history media platforms, family history is now challenging traditional custodianship of the past. Family history research has moved beyond the realms of archives, libraries and community-based history societies to occupy an important space in the public domain. This paper reports on some of the findings of a recent study into the historical thinking and research practices of Australian family historians. Using a case study methodology, it examines the proposition that researching family history has major impacts on historical understanding and consciousness using the analytic frameworks of Jorn Rüsen’s Disciplinary Matrix and his Typology of Historical Consciousness. This research not only proposes these major impacts but argues that some family historians are shifting the historical landscape through the dissemination of their research for public consumption beyond traditional family history audiences.

Abstract:
Hugh Miller (1802-1856), Scottish geologist, newspaper editor and writer, is a perhaps unique example of a geologist with a museum dedicated to him in his birthplace cottage, in Cromarty, northern Scotland. He finally housed his geological collection, principally of Scottish fossils, in a purpose-built museum at his house in Portobello, now in Edinburgh. After his death, the collection was purchased in 1859 by Government grant and public appeal, in part as a memorial to Miller, for the Natural History Museum (successively Edinburgh Museum of Science and Art, Royal Scottish Museum, and part of National Museums Scotland). The collection's documentation, curation and display over the years are outlined, using numerical patterns in the documentation as part of the evidence for its history. A substantial permanent display of the Miller Collection, partly by the retired Benjamin Peach (1842-1926), was installed from c. 1912 to 1939, and briefly postwar. A number of temporary displays, and one small permanent display, were thereafter created, especially for the 1952 and 2002 anniversaries. Miller's birthplace cottage was preserved by the family and a museum established there in 1885 by Miller's son Hugh Miller the younger (1850-1896) of the Geological Survey, with the assistance of his brother Lieutenant-Colonel William Miller (1842-1893) of the Indian Army, and the Quaker horticulturalist Sir Thomas Hanbury (c. 1832-1907), using a selection of specimens retained by the family in 1859. It may not have been fully opened to the public till 1888. It was refurbished for the 1902 centenary. A proposal to open a Hugh Miller Institute in Cromarty, combining a library and museum, to mark the centenary, was only partly successful, and the library element only was built. The cottage museum was transferred to the Cromarty Burgh Council in 1926 and the National Trust for Scotland in 1938. It was refurbished for the 1952 and just after the 2002 anniversaries, with transfer of some specimens and MSS to the Royal Scottish Museum and National Library of Scotland. The Cottage now operates as the Hugh Miller Birthplace Cottage and Museum together with Miller House, another family home, next door, with further specimens loaned by National Museums Scotland. The hitherto poorly understood fate of Miller's papers is outlined. They are important for research and as display objects. Most seem to have been lost, especially through the early death of his daughter Harriet Davidson (1839-1883) in Australia. Miller's collection illustrates some of the problems and opportunities of displaying named geological collections in museums, and the use of manuscripts and personalia with them. The exhibition strategies can be shown to respond to changing perceptions of Miller, famous in his time but much less well known latterly. There is, in retrospect, a clear long-term pattern of collaboration between museums and libraries in Edinburgh, Cromarty and elsewhere, strongly coupled to the fifty-year cycle of the anniversaries of Miller's birth.

Abstract:
This study traces many of the highlights which occurred during the first decade of the history of the School Library Association in Canberra and District (SLACAD). The roots of this association lie deep in the history of school libraries and teacherlibrarianship in Australia. Many SLACAD members belonged to other state school library associations and to the Australian School Library Association (ASLA) confederation since the establishment of these associations in the 1960's. These teacher-librarians have been dedicated in their attempts to further the cause of school libraries and their teacher-librarianship profession. The decade covered by this study embraces the greatest period of expansion in the development of school libraries seen in Australian history. During this decade the A.C.T. established an independent education system and it took many years for the A.C.T. Schools Authority administration to finalise its organisation. SLACAD members were anxious that school libraries in the A.C.T. should keep pace with school libraries in other Australian states and this study documents the constant efforts of its members to obtain improvements in school librarianship. Teacher-librarians in the A.C.T. have continued to maintain a close liaison with ASLA and many A.C.T. teacher-librarians have held executive office in ASLA. SLACAD has hosted seminars and conferences and this study documents numerous submissions and reports which were a necessary feature of the expanding A.C.T. school library association milieu.

Abstract:
This research examines the development of virtual libraries in Commonwealth libraries in Australia in 1998-1999. The background to the study lies in some of the current issues in the information sector, and government responses to those issues. The study begins by considering the nature of the Australian Commonwealth Government, reviewing what government libraries are and whom they serve, and examining the future trends expected to affect Commonwealth libraries. The current state of virtual library research is then reviewed, and the need for research in the Commonwealth library sector examined. The author reviews the virtual library concept as expressed in the literature in the field, determines what a virtual library is, and gives consideration to why virtual libraries are being developed. The issues that affect and are affected by virtual library development are then examined. Based on this, a model of virtual libraries is formulated, along with a brief consideration of the possible application, importance and problems associated with each element of the model. The research design and methods that were used to gather information for this study are then outlined, along with the inherent limitations of the research model. Following this, the findings from a survey of virtual library development in Commonwealth libraries are discussed. The author then conducts some analysis of these responses, and makes comparisons between different Commonwealth library responses, as well as comparisons with virtual library studies conducted in American and Australian academic libraries. The research concludes by attempting to reach some conclusions about Commonwealth virtual library development and the validity of the proposed model of virtual libraries. Flowing from this, recommendations are made for further research in this field.

Online searchers in Australia were studied through six sets of variables: backgrounds, experience, attitudes, behaviours, styles and satisfaction. A mailed questionnaire attracted a response rate of 84.5 per cent. Respondents were drawn equally from academic and special libraries. Those in special libraries tended to be more satisfied with their searches, and favoured adaptability but not preplanning. Those whose organisations levied charges appeared to search less often and to have less faith in controlled vocabularies. A minority with computational backgrounds tended to have more searching experience. Many respondents searched infrequently and had conducted low total numbers of searches. Those searching more often were less cost conscious, and more in favour of trial-and-error and reviewing retrieved titles. Searchers who had conducted more searches favoured trial-and-error , browsing and reviewing retrieved titles. Controlled vocabularies, adaptability (related to a disinclination to review retrieved titles), trial-and-error and browsing were favoured . Fidel's conceptualist style tended to be adopted by those favouring trial-and-error. Her operationalist style was considered routine and positively related to perceived user satisfaction with searches. Some concern about cost was related to a tendency to plan alternative strategies.

Abstract:
Since the 1980s, there has been an increasing emphasis on drama, in live theatre and on film, which re-addresses the ways in which the post-colonial histories of Australia and New Zealand have been written. Why is there such a focus on �historical� drama in these countries at the end of the twentieth century and what does this drama contribute to wider debates about post-colonial history? This thesis aims both to explore the connections between drama and history, and to analyse the interface between live and recorded drama. In order to discuss these issues, I have used the work of theatre and film critics and historians, supplemented by reference to writers working in the field of post-colonial and performance theory. In particular, I have utilised the methods of Helen Gilbert and Joanne Tompkins in Post-Colonial Drama: Theory, Practice, Politics, beginning with their claim that in the post-colonial situation history has been seen to determine reality itself. I have also drawn on theorists such as Michel Foucault, Linda Hutcheon and Guy Debord who question the �truth� value of official history-writing and emphasize the role of representation in determining popular perceptions of the past. This discussion is developed through reference to contemporary performance theory, particularly the work of Richard Schechner and Marvin Carlson, in order to suggest that there is no clear separation between performance and reality, and that access to history is only possible through re-enactments of it, whether in written or performative forms. Chapter One is a survey of the development of �historical� drama in theatre and film from New Zealand and Australia. This includes discussion of the diverse cultural and performative traditions which influence this drama, and establishment of the critical methodologies to be used in the thesis. Chapter Two examines four plays which are intercultural re-writings of canonical texts from the European dramatic tradition. In this chapter I analyse the formal and thematic strategies in each of these plays in relation to the source texts, and ask to what extent they function as canonical counter-discourse by offering a critique of the assumptions of the earlier play from a post-colonial perspective. The potential of dramatic representation in forming perceptions of reality has made it an attractive forum for Maori and Aboriginal artists, who are creating theatre which has both a political and a pedagogical function. This discussion demonstrates that much of the impetus towards historiographic drama in both countries has come from Maori and Aboriginal writers and directors working in collaboration with white practitioners. Such collaborations not only advance the project of historiographic drama, but also may form the basis of future theatre practice which departs from the Western tradition and is unique to each of New Zealand and Australia. In Chapter Three I explore the interface between live and recorded performance by comparing plays and films which dramatise similar historical material. I consider the relative effectiveness of theatre and film as media for historiographic critique. I suggest that although film often has a greater cultural impact than theatre, to date live theatre has been a more accessible form of expression for Maori and Aboriginal writers and directors. Furthermore, following theorists such as Brecht and Brook, I argue that such aspects as the presence of the live performer and the design of the physical space shared by actors and audience give theatre considerable potential for creating an immediate engagement with historiographic themes. In Chapter Four, I discuss two contrasting examples of recorded drama in order to highlight the potential of film and television as media for historiographic critique. I question the divisions between the documentary and dramatic genres, and use Derrida�s notion of play to suggest that there is a constant slippage between the dramatic and the real, between the past and the present. In Chapter Five, I summarize the arguments advanced in previous chapters, using the example of the national museum of New Zealand, Te Papa Tongarewa, to illustrate that the �performance� of history has become part of popular culture. Like the interactive displays at Te Papa, the texts studied in this thesis demonstrate that dramatic representation has the potential to re-define perceptions of historical �reality�. With its superior capacity for creating illusion, film is a dynamic medium for exploring the imaginative process of history is that in the live performance the spectator symbolically comes into the presence of the past.

This thesis explores the development of libraries and associated subjects such as the book trade in Halifax and Huddersfield and their environs as defined by Halifax parish and Almondbury, Huddersfield, Kirkburton and Kirkheaton parishes. Chronologically it covers a period of over three centuries from the mid-sixteenth century to the coming of the public libraries in Halifax in 1882 and in Huddersfield in 1898. The Introduction outlines reasons for undertaking this study and includes a literature review. It is followed by six chapters. Chapter 1 describes the economic, religious and educational background to the area to 1830. Chapter 2 on writing, the book trade and libraries from the mid-sixteenth century to the mid-eighteenth century covers the development of bookselling and printing, Church of England and nonconformist libraries and school libraries. Chapter 3 on the book trade and libraries from the mid-eighteenth century to 1830 comprises sections on bookselling and printing, reading and private collections, school libraries, book clubs, subscription libraries, newsrooms, commercial circulating libraries and libraries of churches, chapels and religious organisations. Chapter 4 continues with the economic, religious and educational background for the second part of this study 1830-c. 90. Chapter 5 on secular libraries from 1830 to the coming of the public libraries includes bookselling and printing, reading and private collections, school libraries, subscription libraries, literary and philosophical society libraries and other special libraries, mechanics' institute libraries, factory libraries, commercial circulating libraries, newsrooms and co-operative society libraries. Chapter 6 on libraries attached to churches, chapels and religious organisations for the same period comprises sections on libraries of the Church of England, nonconformist chapels, the Society of Friends and Sunday schools. An Epilogue describes the introduction of public libraries in Halifax and Huddersfield, but their subsequent history is excluded. The thesis ends with a Conclusion.

The purpose of the study is to investigate the history and development of the Cape Town City Libraries (CTCL) from 1952-1972 and examine the effect of apartheid legislation on establishing a public library system. The study looks at one library service, how it was established, how it adapted to the political and social forces of the time and the services it delivered. Data was sourced from the surviving CTCL archives, interviewing people who worked for CTCL and researching relevant material in the National Library and Archives. Public libraries have aims and functions which are underpinned by a philosophy of free and equal access to all and access to knowledge and books. IFLA defines a public library as an organization that: provides access to knowledge, information and works of imagination through a range of resources and services and is equally available to all members of the community regardless of race, nationality, age, gender, religion, language… (Koontz & Gubbins, 2010). Legislation introduced by the National Party enforced segregation and controlled access to knowledge and books which brought CTCL into conflict with library philosophy. This legislation determined who the CTCL could serve, where they could serve them and what they could serve them. The findings show that CTCL extended the library service to more people and increased the number of facilities, membership and circulation but in a segregated manner. Censorship legislation affected library stock but also induced self-censorship amongst librarians further restricting what was available to patrons. Abstract:
My thesis is a creative writing doctorate which focuses on one Chinese family's adaptation to living in Australia in the mid-twentieth century. The thesis is in two parts. Part I is an examination of Chineseness and identity within the context of the short stories that make up Part I1 of the thesis. In Part I, I have looked at the place of the Chinese within the larger, dominant cultures of America and Australia. In particular, I have discussed the way in which the discourses of the dominant culture have framed Chineseness; and also what it might mean to describe authentic and essential qualities in Chineseness. The question I ask is whether the concept of Chineseness shifts according to time, location, history, and intercultural encounters. This leads me to try to "place" my family and myself. I provide some background on my family and on specific incidents that have served as springboards for the fiction. Part I also discusses some aspects of narrative theory in relation to the stories and considers the stories within the context of other Chinese- Australian fiction and performance. Ln Part 11, I have written a collection of nine short stories about the lives of a fictitious family called the Tangs. The stories can be described as a cycle that is unified and linked by characters who are protagonists in one story but appear in a minor or supporting role in other stories. Composing a linked cycle of stories has given me the opportunity to extend the short story form, especially by giving me scope to expand the lives of the characters beyond a single story. The lives of the characters can take on greater complexity since they confront challenges at different stages of their lives from different perspectives.

AbstractAustralia’s education system reflects its history of federalism. State and territory governments are responsible for administering education within their jurisdiction and across the sector comprising government (public), Catholic systemic and other independent schooling systems. They collaborate on education policy with the federal government. Over the past two decades the federal government has taken a greater role in funding across the education sector, and as a result of this involvement and the priorities of federal governments of the day, Australia now has one of the highest rates of non-government schooling in the OECD. Funding equity across the sectors has become a prominent issue. Concerns have been compounded by evidence of declining student performance since Australia’s initial participation in PISA in 2000, and the increasing gap between our high achievers and low achievers. This chapter explores Australia’s PISA 2018 results and what they reveal about the impact of socioeconomic level on student achievement. It also considers the role of school funding and the need to direct support to those schools that are attempting to educate the greater proportion of an increasingly diverse student population including students facing multiple layers of disadvantage.

AbstractThe COVID-19 pandemic has profoundly affected children and their families. One of the many challenges families faced was limited or no access to age-appropriate reading material. On the one hand, sales data show that sales of children’s books, in particular activity books, increased markedly during lockdowns. On the other hand, spaces which grant children and families free access to books, such as daycare centers, schools, and public libraries, were closed for weeks at a time. This chapter sketches out the central role of books and reading in families as a pathway to literacy, education, and general well-being and draws on concepts such as book deserts and “book hunger” (Shaver 2020), before discussing the repercussions of limited book accessibility for families during the pandemic. Educational experts have hypothesized that children will experience a “COVID slide” in reading and that existing inequalities in reading progress will be exacerbated by prolonged shutdowns. The contribution also shows, however, how institutions and foundations, as well as individuals, have made books available to children and families in creative and pragmatic ways despite COVID-induced restrictions.

AbstractThis concluding chapter explores why it was that post-war child migration to Australia was allowed to resume and continue by the UK Government despite known failings in these schemes. It is argued that one factor was the sheer administrative complexity of a multi-agency programme operating over different national jurisdictions and large distances which made control and oversight of conditions for British child migrants harder to achieve. Despite concerns that the post-war welfare state would be a powerful, centralised mechanism, the history of these programmes demonstrates British policy-makers’ sense of the limits of their powers—limits arising from lack of resource, the perceived need to avoid unproductive conflict with powerful stakeholders, the wish to respect boundaries of departmental policy remits and assumptions about the value of following policy precedents. The chapter concludes by considering how fine-grained analyses of such policy failures can contribute to public debates about suitable redress.

AbstractA history of systemic injustices and a lack of transparency have influenced public perceptions of domestic adoption. This book aims to introduce more empirical evidence into the debate by exploring the value of open adoption, as practised in Australia, as a route to permanence for abused and neglected children in out-of-home care who cannot safely return to their birth families. International evidence about the outcomes of adoption and foster care is discussed. The chapter introduces the Barnardos Australia Find-a-Family programme which has been finding adoptive homes since 1986 for non-Aboriginal children in care who are identified as ‘hard to place’. Regular post-adoption face-to-face contact with birth family members is an integral part of the adoption plan. The methodology for evaluating the outcomes for 210 children placed through the programme included case and court file analysis, a follow-up survey and interviews with adoptive parents and adult adoptees.

This paper examines the history within Australia of the ‘parklet’, a small architecturally-framed open space installed temporarily on an on-street car-parking space. The paper traces parklets’ varied and evolving forms, materials, production processes and functions. It examines how parklets have adapted to rapidly-changing social needs and priorities for economic activity, health, safety, socialising and on-street parking, and changes in street function. The contemporary parklet began in 2005 as a localised, grassroots activity to temporarily reclaim street space for public leisure, as part of the wider movement of ‘tactical urbanism’. Parklets rapidly became a worldwide phenomenon. Starting in 2008, parklets were absorbed into institutional urban planning practice, as a strategic tool to enhance community engagement, test possibilities, and win support for longer-term spatial transformations. From 2012, commercial parklet programs were developed in Australian cities to encourage local businesses to expand into street parking spaces, to calm traffic and enhance pedestrian amenity. A new generation of commercial ‘café parklets’ has emerged during the COVID-19 pandemic, facilitated by local governments, to support the heavily-impacted hospitality industry. Their design and construction show ongoing innovation, increasing scale and professionalism, but also standardisation. This paper draws on diverse Australian parklet examples to chart the emergence of varying approaches to their design and construction, which draw upon different materials, skills, local government strategies and international precedents. The findings also illustrate several convergences in the evolution of parklet design across different Australian cities, due to strong similarities in the spatial contexts, needs, risk factors, and technologies that have defined this practice.

Background: Gestational diabetes mellitus (GDM) is a serious pregnancy complication, in which women without previously diagnosed diabetes develop chronic hyperglycemia during gestation. Studies have revealed that the family history of diabetes is an important risk factor for the gestational diabetes mellitus. The purpose of this study was to investigate effect of family history with diabetes mellitus on the risk of gestational diabetes mellitus. Subjects and Method: This was meta-analysis and systematic review. The study was conducted by collecting published articles from Pubmed, Google Scholar, Scopus, Science Direct, and Springer Link electronic databases, from year 2010 to 2020. Keywords used risk factor, gestational diabetes mellitus, family history, and cross-sectional. The inclusion criteria were full text, using English language, using cross-sectional study design, and reporting adjusted odds ratio. The study population was pregnant women. Intervention was family history of diabetes mellitus with comparison no family history of diabetes mellitus. The study outcome was gestational diabetes mellitus. The collected articles were selected by PRISMA flow chart. The quantitative data were analyzed by random effect model using Revman 5.3. Results: 7 studies from Ethiopia, Malaysia, Philippines, Peru, Australia, and Tanzania were selected for this study. This study reported that family history of diabetes mellitus increased the risk of gestational diabetes mellitus 2.91 times than without family history (aOR= 2.91; 95% CI= 2.08 to 4.08; p<0.001). Conclusion: Family history of diabetes mellitus increases the risk of gestational diabetes mellitus. In his article series “Modern Homes of Newcastle”, published in the Newcastle Morning Herald between 1961 and 1964, journalist Alan Farrelly wrote about the contemporary domestic architecture of Newcastle and its surrounds and in doing so brought public attention to the work of a generation of the city’s younger architects. Prominent amongst these was Sydney Charles Morton who had four houses of his own design featured in the series. These houses stand out for their bold modernist appearance involving stark rectilinear forms, light-weight construction, flat roofs and large amounts of glazing. For readers of the newspaper, they were an illustration of how far residential design in their region had come. This paper looks at the pre-history of these houses in the early domestic work of Morton which included the design of ‘Orana’, or what locally became known as “the chicken coop”. In the context of early 1950s Newcastle, where pitched roof, brick and tile homes were standard, ‘Orana’ certainly represented a radical departure and rethinking of the modern house. Like that of many of his generation, Morton’s work, and in particular his breakthrough project in ‘Orana’, occupies a position of ‘ultra’ defiance against convention. The aim of this paper is to understand how this position developed and grew in strength within his time as a student at Sydney Technical College and within his early practice.

As information resources of all types and disciplines are being stored and retrieved in digital form, libraries are responding to the demands for more effective retrieval of such documents and to provide even more digital access to scholarly and recreational library materials. This has led schools of library and information science to develop special programs, degrees, and certificates in digital librarianship. These programs vary from one school to another, but they all demonstrate the multidisciplinarity of education for librarians who will work specifically with digital librarianship. Library and Information Science education has always had a multidiscipline orientation, with traditional faculty consisting of those with degrees in the fields of sociology, communications, history, public administration, education, engineering, and computer science, as well as advanced degrees in library and information science. But with the advent of special programs in digital librarianship, the curriculum has begun to switch to a multidiscipline curriculum content which may be evolving into a sub-specialization in the field. These trends are examined in this paper and recommendations are made regarding future research needed to determine the advisability and sustainability of this trend.

It is a byword of the study of academic research that disciplines mean differences. The series of studies underway at Ithaka S+R (with library partners) shows how scholars and scientists understand “Changing Research Practices.” The project’s goal is to guide libraries toward the most fruitful forms of support for research, enhancing the scholarly workflow according to disciplinary routines and innovations. Launched in 2012, nine reports have been published thus far, with others planned or anticipated. The disciplines range from history to public health, from chemistry to Asian Studies. The interview-based studies show how scholars manage their methods, and the opportunities and obstacles they face as the availability of resources in several media expand and research technologies evolve. The Ithaka S+R studies represent a unique collective portrait of scholars at work, loyal to research conventions but encountering new tools for inquiry. The reports help us understand how disciplinary habits shape expectations and experience, and what might be done to serve scholars working at change in research practices, particularly the introduction of new technologies. The reports are seen against the backdrop of views among library leaders and librarians themselves about the evolution of the liaison role, including how it can be fitted to the needs of scholars in an evolving research environment.

Background Lung cancer is the number one cause of cancer death worldwide.(1) It is the fifth most commonly diagnosed cancer in Australia (12,741 cases diagnosed in 2018) and the leading cause of cancer death.(2) The number of years of potential life lost to lung cancer in Australia is estimated to be 58,450, similar to that of colorectal and breast cancer combined.(3) While tobacco control strategies are most effective for disease prevention in the general population, early detection via low dose computed tomography (LDCT) screening in high-risk populations is a viable option for detecting asymptomatic disease in current (13%) and former (24%) Australian smokers.(4) The purpose of this Evidence Check review is to identify and analyse existing and emerging evidence for LDCT lung cancer screening in high-risk individuals to guide future program and policy planning. Evidence Check questions This review aimed to address the following questions: 1. What is the evidence for the effectiveness of lung cancer screening for higher-risk individuals? 2. What is the evidence of potential harms from lung cancer screening for higher-risk individuals? 3. What are the main components of recent major lung cancer screening programs or trials? 4. What is the cost-effectiveness of lung cancer screening programs (include studies of cost–utility)? Summary of methods The authors searched the peer-reviewed literature across three databases (MEDLINE, PsycINFO and Embase) for existing systematic reviews and original studies published between 1 January 2009 and 8 August 2019. Fifteen systematic reviews (of which 8 were contemporary) and 64 original publications met the inclusion criteria set across the four questions. Key findings Question 1: What is the evidence for the effectiveness of lung cancer screening for higher-risk individuals? There is sufficient evidence from systematic reviews and meta-analyses of combined (pooled) data from screening trials (of high-risk individuals) to indicate that LDCT examination is clinically effective in reducing lung cancer mortality. In 2011, the landmark National Lung Cancer Screening Trial (NLST, a large-scale randomised controlled trial [RCT] conducted in the US) reported a 20% (95% CI 6.8% – 26.7%; P=0.004) relative reduction in mortality among long-term heavy smokers over three rounds of annual screening. High-risk eligibility criteria was defined as people aged 55–74 years with a smoking history of ≥30 pack-years (years in which a smoker has consumed 20-plus cigarettes each day) and, for former smokers, ≥30 pack-years and have quit within the past 15 years.(5) All-cause mortality was reduced by 6.7% (95% CI, 1.2% – 13.6%; P=0.02). Initial data from the second landmark RCT, the NEderlands-Leuvens Longkanker Screenings ONderzoek (known as the NELSON trial), have found an even greater reduction of 26% (95% CI, 9% – 41%) in lung cancer mortality, with full trial results yet to be published.(6, 7) Pooled analyses, including several smaller-scale European LDCT screening trials insufficiently powered in their own right, collectively demonstrate a statistically significant reduction in lung cancer mortality (RR 0.82, 95% CI 0.73–0.91).(8) Despite the reduction in all-cause mortality found in the NLST, pooled analyses of seven trials found no statistically significant difference in all-cause mortality (RR 0.95, 95% CI 0.90–1.00).(8) However, cancer-specific mortality is currently the most relevant outcome in cancer screening trials. These seven trials demonstrated a significantly greater proportion of early stage cancers in LDCT groups compared with controls (RR 2.08, 95% CI 1.43–3.03). Thus, when considering results across mortality outcomes and early stage cancers diagnosed, LDCT screening is considered to be clinically effective. Question 2: What is the evidence of potential harms from lung cancer screening for higher-risk individuals? The harms of LDCT lung cancer screening include false positive tests and the consequences of unnecessary invasive follow-up procedures for conditions that are eventually diagnosed as benign. While LDCT screening leads to an increased frequency of invasive procedures, it does not result in greater mortality soon after an invasive procedure (in trial settings when compared with the control arm).(8) Overdiagnosis, exposure to radiation, psychological distress and an impact on quality of life are other known harms. Systematic review evidence indicates the benefits of LDCT screening are likely to outweigh the harms. The potential harms are likely to be reduced as refinements are made to LDCT screening protocols through: i) the application of risk predication models (e.g. the PLCOm2012), which enable a more accurate selection of the high-risk population through the use of specific criteria (beyond age and smoking history); ii) the use of nodule management algorithms (e.g. Lung-RADS, PanCan), which assist in the diagnostic evaluation of screen-detected nodules and cancers (e.g. more precise volumetric assessment of nodules); and, iii) more judicious selection of patients for invasive procedures. Recent evidence suggests a positive LDCT result may transiently increase psychological distress but does not have long-term adverse effects on psychological distress or health-related quality of life (HRQoL). With regards to smoking cessation, there is no evidence to suggest screening participation invokes a false sense of assurance in smokers, nor a reduction in motivation to quit. The NELSON and Danish trials found no difference in smoking cessation rates between LDCT screening and control groups. Higher net cessation rates, compared with general population, suggest those who participate in screening trials may already be motivated to quit. Question 3: What are the main components of recent major lung cancer screening programs or trials? There are no systematic reviews that capture the main components of recent major lung cancer screening trials and programs. We extracted evidence from original studies and clinical guidance documents and organised this into key groups to form a concise set of components for potential implementation of a national lung cancer screening program in Australia: 1. Identifying the high-risk population: recruitment, eligibility, selection and referral 2. Educating the public, people at high risk and healthcare providers; this includes creating awareness of lung cancer, the benefits and harms of LDCT screening, and shared decision-making 3. Components necessary for health services to deliver a screening program: a. Planning phase: e.g. human resources to coordinate the program, electronic data systems that integrate medical records information and link to an established national registry b. Implementation phase: e.g. human and technological resources required to conduct LDCT examinations, interpretation of reports and communication of results to participants c. Monitoring and evaluation phase: e.g. monitoring outcomes across patients, radiological reporting, compliance with established standards and a quality assurance program 4. Data reporting and research, e.g. audit and feedback to multidisciplinary teams, reporting outcomes to enhance international research into LDCT screening 5. Incorporation of smoking cessation interventions, e.g. specific programs designed for LDCT screening or referral to existing community or hospital-based services that deliver cessation interventions. Most original studies are single-institution evaluations that contain descriptive data about the processes required to establish and implement a high-risk population-based screening program. Across all studies there is a consistent message as to the challenges and complexities of establishing LDCT screening programs to attract people at high risk who will receive the greatest benefits from participation. With regards to smoking cessation, evidence from one systematic review indicates the optimal strategy for incorporating smoking cessation interventions into a LDCT screening program is unclear. There is widespread agreement that LDCT screening attendance presents a ‘teachable moment’ for cessation advice, especially among those people who receive a positive scan result. Smoking cessation is an area of significant research investment; for instance, eight US-based clinical trials are now underway that aim to address how best to design and deliver cessation programs within large-scale LDCT screening programs.(9) Question 4: What is the cost-effectiveness of lung cancer screening programs (include studies of cost–utility)? Assessing the value or cost-effectiveness of LDCT screening involves a complex interplay of factors including data on effectiveness and costs, and institutional context. A key input is data about the effectiveness of potential and current screening programs with respect to case detection, and the likely outcomes of treating those cases sooner (in the presence of LDCT screening) as opposed to later (in the absence of LDCT screening). Evidence about the cost-effectiveness of LDCT screening programs has been summarised in two systematic reviews. We identified a further 13 studies—five modelling studies, one discrete choice experiment and seven articles—that used a variety of methods to assess cost-effectiveness. Three modelling studies indicated LDCT screening was cost-effective in the settings of the US and Europe. Two studies—one from Australia and one from New Zealand—reported LDCT screening would not be cost-effective using NLST-like protocols. We anticipate that, following the full publication of the NELSON trial, cost-effectiveness studies will likely be updated with new data that reduce uncertainty about factors that influence modelling outcomes, including the findings of indeterminate nodules. Gaps in the evidence There is a large and accessible body of evidence as to the effectiveness (Q1) and harms (Q2) of LDCT screening for lung cancer. Nevertheless, there are significant gaps in the evidence about the program components that are required to implement an effective LDCT screening program (Q3). Questions about LDCT screening acceptability and feasibility were not explicitly included in the scope. However, as the evidence is based primarily on US programs and UK pilot studies, the relevance to the local setting requires careful consideration. The Queensland Lung Cancer Screening Study provides feasibility data about clinical aspects of LDCT screening but little about program design. The International Lung Screening Trial is still in the recruitment phase and findings are not yet available for inclusion in this Evidence Check. The Australian Population Based Screening Framework was developed to “inform decision-makers on the key issues to be considered when assessing potential screening programs in Australia”.(10) As the Framework is specific to population-based, rather than high-risk, screening programs, there is a lack of clarity about transferability of criteria. However, the Framework criteria do stipulate that a screening program must be acceptable to “important subgroups such as target participants who are from culturally and linguistically diverse backgrounds, Aboriginal and Torres Strait Islander people, people from disadvantaged groups and people with a disability”.(10) An extensive search of the literature highlighted that there is very little information about the acceptability of LDCT screening to these population groups in Australia. Yet they are part of the high-risk population.(10) There are also considerable gaps in the evidence about the cost-effectiveness of LDCT screening in different settings, including Australia. The evidence base in this area is rapidly evolving and is likely to include new data from the NELSON trial and incorporate data about the costs of targeted- and immuno-therapies as these treatments become more widely available in Australia.
