Abstract:
Public-nonprofit contracting for human services is complicated by the difficulty of fully specifying contracts in the face of complex human service delivery issues. To understand how public and nonprofit agencies resolve these complications while serving client populations effectively and meeting public accountability requirements, this article examines the following research question: given the complexity of human service delivery, how do public and nonprofit managers address the challenges of contract management? The study analyzes qualitative data from interviews and focus groups with managers from three San Francisco Bay Area county human service agencies and three nonprofit agencies contracting with these public agencies to deliver human services. Findings uncover the deeply relational and collaborative nature of human service contracting amidst technical challenges that reflect the underlying complexity of human service delivery. The results also show how public and nonprofit managers address these dynamics to inform the task of organizing and delivering human services.

Abstract:
The urgent need to develop South Africa's human resources in the public service has been conceptualized in many policy documents. The underlying objective of efforts to strengthen the human resources in the public sector, is the delivery of effective services to the people of South Africa. In line with the White Paper on the Transformation of the Public Service, 1995, the effective mobilization, development and utilization of human resources are stressed as important factors in the transformation of the public service because of their contribution to individual and institutional capacity to ensure effective governance. Financial resources are important in order to develop and sustain the skills of the public servants; however, there is a tendency to cut the budget for human resource development programmes. Alternative methods should be developed to obtain additional sources of income.

Abstract:
This study aims to find out how public services are by using a humanistic approach organized by public service agencies as an effort to realize good governance. The public service agency under study was the Population and Civil Registry Office of Kebumen Regency. What is meant by the humanistic approach in the administration of public services in this research is the approach used in public services by prioritizing humanist/human values. This study uses a qualitative approach, which seeks to obtain as complete information as possible about public services carried out by the public service actors in the Population and Civil Registry Office of Kebumen Regency, which was explored through observation, documentation, and in-depth interviews with informants consisting of employees of the Population Service and Kebumen District Civil Registry and the public service users in the Population and Civil Registration Office of Kebumen Regency. In this study, writing is focused on issues relating to the delivery of public services using a humanistic approach for the realization of good governance. The humanistic approach in public services involves three aspects in the delivery of public services, namely the role of human resources shown through the attitude of the public service apparatus in serving the community, the process/mechanism/procedure of services carried out in the administration of public services, as well as facilities and infrastructure that support public services. Respect for humans is reflected in how the public service apparatus behaves towards the community they serve. The demand for good behavior which includes friendly, smiling, patient, empathy, and sympathy is an absolute thing in the Kebumen Regency's Population and Civil Registry Office in serving the community. Public services with a humanistic approach prioritize reciprocal communication between the public service apparatus and the people served.Keywords: good governance, humane, humanistic approach, public service.

Abstract:
Personal assistance for people with disabilities in Poland is not available as part of a comprehensive state policy; it is instead a dispersed, fragmented service based on projects. There is a lack of both a national strategy for independent living (including solutions for personal assistance as a key tool) and a plan for deinstitutionalisation of support services. A disabled person as an independent entity seems to be invisible to legislators, despite the postulates regarding “tailor-made” services or “profiling of help” present in public discourse. At the same time, uncoordinated changes are taking place regarding support for people with disabilities, including assistance services. They are partly forced by Poland’s ratification (2012) of the Convention on the Rights of Persons with Disabilities, and partly due to grassroots social innovations of non-governmental organizations. In the article, the authors analyse the factors responsible for the current state of affairs in the context of the theory of imposed modernization, emphasizing the superficiality of institutional changes. They will refer to critical research of public policies (so-called street level bureaucracies) analysing the daily practices of public officials and the social consequences for their recipients. The limitations of the model of personal assistance services as services including disabled people in the mainstream of social life will also be discussed.

The aim of this study is to find out the bureaucracy models from Human rights perspective as one of regional government public service influential factors, which is the influence of unprofessional work of civil servants (Abuse of power), the ignorance on duty (Violation by omission) and wrong policies which violated public rights (Violation by commissions) toward public services by regional government of South Pesisir Regency which is led to neglect of public services. Orientation on the interests of the bureaucracy which is shown by a large budgetaround 70% to 30% for the bureaucracy and the people. The study uses a quantitative approach, conducted in the of South Pesisir Regency with 200,000 households and a population of 1,000 households’ sample into respondents. Data were collected through questionnaires that have been validated and processed through techniques Path-Analysis with SPSS version 16. The results prove that the variables: human rights-minded bureaucracy (professional, caring not negligence), and humane policies is related to andinfluencial means to public service. Model hypothetical designed proven can be used as a model of bureaucracy in the public service vision of human rights, can improve citizen satisfaction with the services provided by the district government. The results of this study can serve as a model that needs to be tested in wider area, indifferent and spatial locus and cultural contextvalues, in order to make it a reliable model. Keywords: bureaucracy, human rights, abuse of power, violation by omission, violation by commission, public service Abstrak Tujuan penelitian adalah mencari model birokrasi dalam perspektif Hak Asasi Manusia sebagai faktor yang mempengaruhi pelayanan publik, yaitu pengaruh ASN yang tidak bekerja secara profesional, kelalaian dalam bertugas, dan kebijakan birokrasi yang salah. Orientasi pada kepentingan birokrasi yang ditunjukan dengan APBD yang besar 70% untuk birokrasi dan 30% untuk rakyat. Penelitian menggunakan pendekatan kuantitatif, yang dilakukan di Kabupaten Pesisir Selatan dengan 200.000 orang KK populasi dan 1.000 orang KK sampel yang menjadi respondennya. Data dikumpulkan melalui angket yang telah divalidasi dan diolah melalui teknik Path-Analysis dengan bantuan program SPSS versi 16. Hasil penelitian membuktikan bahwa variabel: birokrasi yang berwawasan HAM (professional, peduli (tidak melakukan kelalaian), dan kebijakan yang manusiawi menunjukan keterkaitan dan pengaruh yang berarti terhadap pelayanan publik. Model hipotetik yang dirancang terbukti dapat dijadikan sebuah model birokrasi dalam pelayanan publik yang berwawasan Hak Asasi Manusia, dapat meningkatkan kepuasan warga terhadap pelayanan yang disediakan pemerintah kabupaten. Hasil penelitian ini dapat dijadikan sebagai sebuah model yang perlu diuji secara lebih luas pada lokus dan konteks nilai budaya yang berbeda secara spasial, sehingga memiliki keterhandalan model. Objectives: The new public service theory is a new theory and practice mode of public administration, which provides an important theoretical platform and a new perspective for the construction of government service center. Value pluralism will inevitably make it difficult for a single value appeal to be consistent with the public value of the public. Methods: If the principle of single value supremacy is the only one, it will promote the infinite development of a certain kind of sports social organizations. Results: To improve the supply efficiency of sports public services, social sports services belong to public organizations, and their development aims to provide social sports services for all citizens, which requires a large number of human resources to participate in public sports services and management. The development of sports social organizations is influenced by economic development and the implementation of the national regional development strategy, the understanding of the government and relevant departments, and the development of sports public services. Conclusion: The choice of paths to promote the innovation mode of social services will provide better public services for improving the existing supply mode and system of public services.

The primary intent of this degree paper is to provide an assessment of transportation approaches that are presently being utilized by human service agencies to meet and improve the mobility needs of their respective client groups. Also an attempt has been made to discuss"and recommend the option of coordinating or consol idating agency sponsored and public transit systems as a more cost effective and service efficient approach to the delivery of transportation services as provided hy human service agencies. In the past twenty years there has been substantial growth in both the number and percentage of elderly. children. mentally/physically disabled, and economically disadvantaged individual s in the United States. At the same time there has been a significant increase in the number of programs and the level of support aimed at addressing their health and welfare needs. Based on current population trends and greater life expectancy of the transportation disadvantaged group, its population will continue to grow over the next several decades. For the elderly, children, mentally/physically disabled and economically disadvantaged community, adequate means of transportation will continue to be a pressing concern. At the present time, there are a great many publ ic and private institutions and agencies dedicated to ensuring the mohil ity of these individuals. Public transit agencies are playing a lead role among these groups and the public transit industry, through the policies and services being implemented around the country, is reaffirming its continued strong commitment to providing the most effective and efficient means of meeting the mobility needs of the transit dependent. The main sources of information consisted of various federal, state, and-local level documents, reports, plans, manuals, and case studies containing relevant information on how human service agencies may provide and improve the specialized transportation services of their target clientele groups.

Abstract:
As the debate intensifies regarding developing remedies to meet the needs of America’s homeless, one solution is for governmental agencies to collaborate with and employ organizations from the nonprofit sector to assist with the needs of the homeless population. Included in the nonprofit sector, faith-based organizations (FBOs) have historically been a source of debate and contention in terms of collaborations with the government. However, Presidents Reagan, George H. Bush, Clinton, George W. Bush, and Obama have embraced the idea of including FBOs in the pool of service providers offering human services. In the Richmond, Virginia region, FBOs and nonreligious nonprofit organizations provide a range of human services to a substantial population of homeless clients. Yet, whether the homeless population prefers services offered by FBOs versus nonreligious nonprofits in general and for specific categories of service is unknown. These specific categories of service include alcohol treatment and recovery, counseling, drug treatment and recovery, food pantries, health care, job training and placement, short-term and long-term shelter, and meal sites. In addition, this study seeks to identify models using variables from this study that predict the preference for each category of service. Since homeless clients overall and specific human service preferences are an unknown, the importance of this study is to inform policymakers, those in the nonprofit sector, researchers, and other interested parties of these preferences. A study of this nature is also important to compare policy implementation to the preferences of the homeless to ensure the implementation accounts for principles of social equity. In addition, a study of this nature seeks to fill a literature gap by examining and understanding the intersections of demographic characteristics and preferences. Using the cohort and the rational choice theories, this study examines the preferences of homeless individuals for particular types of service providers.

The Howard Government has made public its agenda to significantly reform the Australian Public Service (APS). It has presented its vision for a highly efficient APS which is globally competitive by being customer focused, and by benchmarking best practice in organisation management. Outsourcing of a range of internal functions is but one of the strategies Commonwealth agency Chief Executive Officers are applying or considering to apply in achieving the Government's vision for a reformed APS. When examining functions to be outsourced within Commonwealth agencies it seems that many senior managers see benefits in outsourcing a range of corporate support functions. Such support functions, which are considered as potentially being undertaken by private sector vendors, generally include property management, financial management, payroll services, records management, human resource management (HRM) and human resource development (HRD). In view of the varying impacts different functions have on an organisation it would be rational to consider the implications of outsourcing each function separately. All functions are complex and have their own specific impacts on the organisation. In its own right HRD has a significant impact on an organisation in that it develops and trains employees, initiates and delivers a range of interventions to improve performance and brings about a desired corporate culture. The idea of outsourcing the HRD function presents an interesting topic for study. Recent APS reforms, which include outsourcing strategies, provide an opportunity to examine the practice of outsourcing the HRD function within selected Commonwealth agencies. Outsourcing the HRD function, within the Commonwealth context, raises two basic questions: · What factors need to be considered before deciding to outsource (or not outsource) the HRD function? · What factors do managers within selected Commonwealth agencies consider before arriving at a decision to outsource the HRD function? In essence this study seeks to review how HRD and outsourcing generally apply to the APS. It also critically examines the outsourcing of the HRD function in certain Commonwealth agencies, and the implication this could have for ongoing people and organisation development.

The environment within which the South African public service renders a variety of services is always changing. Some needs may be justifiable and some may not meet the expectations of the South African citizens as their expectations increase while the human resource and financial capacity do not increase in the same proportion. A direct consequence of this situation is a backlog in service delivery, unresponsive service delivery and impatience on the part of consumers. Human resources, therefore, need to be managed for optimum service delivery. The public service needs to invest more in human resource and be able to retain skilled employees. This article attempts to define concepts that relate to human resources development. Furthermore, this article pays attention to the policy and institutional framework within which public services have to be rendered. The objectives of human resource development are also explained in his article. A number of challenges that impede human resources development are analysed. Lastly, the article focuses on interventions and recommendations that could enhance capacity building in the public service.

Abstract:
As the poverty rate continues to rise, many individuals seek assistance to help meet basic needs. Previous research has indicated that churches provide a social safety net for those in need, yet some churches choose not to become human service providers. The purpose of this multicase study was to explore how pastoral transformational leadership influences a church's decision to become a provider of human services among African American pastors and churches. Transformational leadership provided the theoretical framework for this study. The purposeful sample included bounded systems of 5 pastors and their respective churches. Each case was bound by race, location, and denomination. The Multifactor Leadership Questionnaire was used as a tool to identify each pastor's leadership style, and interviews were used to determine how the church becomes a human service provider. Interviews were transcribed, inductively coded, and analyzed to identify recurring themes. The results of this research indicated that the transformational pastor is influential in all aspects of the church's human service initiatives. The transformational pastor plays a key role in determining whether the church becomes involved in human service initiatives, and he or she remains involved throughout initiation, implementation, and sustainability. Findings from this study may influence pastoral leadership training and provide a framework for churches and communities who wish to help meet the social needs in their communities. If churches consistently address poverty-related issues, they can address the underlying problems associated with it. This can result in a decrease in the poverty rate over time. This contribution can potentially help decrease the rate of poverty in the community.

Abstract:
This study is a self-assessment of a small group of Appalachian face-to-face service providers in human services and community mental health. It has evolved from their daily experiences. The purpose of the study has been to reflect back to these providers information about themselves. That reflection has been given in the form of an Adlerian life style analysis, a psychological assessment for individuals modified as assessment of a group. The reflected impression provided its own image for change and an opportunity for the participants to assess what impact, if any, their jobs might be having on other aspects of their lives. In the process of informing the participants about themselves, there has been the intent to give that same information to the people who come for services, supervisors, administrators, policy makers, and ultimately the community of academics and scholars. The author of this study functioned as a co-worker with the other participants, becoming a part of that system which she was observing. The job gave wide access for observation and work with the participants in a variety of settings. The primary interactions took place in the homes of families referred for alleged child abuse and neglect, to include sexual abuse. The methodology allowed the research effort to be one of exploration and evolution. Based on the notion expressed by Carol Ehrlich that people can do research for and about themselves rather than having others do it for them, it drew from several theorists, described in order of their use in the study: H.T.Wilson, Brian Fay, Alfred Adler, Stephen Fawcett, and George Gazda. Presenting one subjective view of reality, conclusions of the study pointed to unconscious guilt on the part of participants with respect to system inadequacies, marked by a desire to feel superior in the helping relationship or in the relationship with those perceived to have authority over them. Unaware of these feelings, and in the simple performance of their jobs, the participants help to perpetuate the systems in which they work and often purport to deplore.

Abstract:
This paper focuses on three main themes. Firstly, what is Strategic Human Resource Management (SHRM) and the rhetoric surrounding it? Secondly, does the reality match the rhetoric? Thirdly, is the model that has been adopted by the private sector an appropriate model for the Australian public sector to be using? HR has been criticised for being an administrative function that is regulatory and compliance based, adding little value to an organisation. SHRM provides a strategic focus, involving the partnering of HR and line areas to provide value added people services. SHRM has been described by some theorists (Ulrich, Rothwell et al) as the only way of the future for the HR function. The model/s of SHRM that have been adopted by the private sector are now being promoted by the Public Service and Merit Protection Commission as the way forward for HR in the Australian Public Service. This paper discusses the appropriateness of the SHRM model/s for the public sector by examining what is happening in the HR area in three Commonwealth Government departments: Health and Aged Care, Transport and Regional Services and Family and Community Services. It examines the dilemmas for the HR functions as they try to move to an SHRM approach in these organisations, and suggests models that are appropriate to the public sector context.

In recent years, chatbots have been adopted in business contexts and also for public services at a growing rate. Chatbots provide dialogue interfaces combining visual elements with natural conversation. Good Conversational Design in this context covers the topics of Natural-Language Processing (NLP) and Dialogue Management (DM). Few attention has been paid to the usability evaluation of conversational interfaces (Höhn & Bongard-Blanchy, 2021). The present paper builds upon the work by Höhn & Bongard-Blanchy by applying their framework of conversational heuristics to evaluate a set of public service chatbots operated in the federal state of Schleswig-Holstein. Thus, for each public service chatbot, a usability score is established and typical characteristics of public service chatbots in general are summarized. We discuss results by comparing the overall scores, weaknesses and strengths of each chatbot. In addition, we reflect on our experience in the application of the framework as well as highlight possible optimization potentials. Concludingly, this paper collects UX recommendations for public service chatbots.

In the new economic and epidemiological climate, the tourism industry is becoming a political and economic priority for Russia’s development. Domestic tourism resources shall be used to the maximum extent whereas patterns and models of international tourism shall be comprehended anew and reformatted. Given the increasing introduction of technology into the fabric of human life and the associated political decisions in the fields of professional employment in tourism and socio-cultural services, the article poses the problem of dialogue between man and machine, and predicts a new dimension of human nature. The phenomenological methodology and analytical approach embraced in the article allows us to argue that engineering content, the technical, the machine, ceases to be a useful service tool to serve human desires and needs. The ‘technical’ becomes a means and a way of shaping ‘new images of the world, values and realities’. New types of social connections and relations arise, in which technical items interact with humans ‘as equals’, and thereby often substitute living interlocutors and partners. Hence the social relationship concept expands. The tourism, hospitality and entertainment industry is concentrating on the changing role of the technical in human life. Through tourism and consumer services, a new type of individuality is being formed, for which the technical becomes an ‘additional living organ’ of natural human nature.

Autonomously driving shuttles with electric drive are envisioned to play a complementary role in public transportation in the near future. These vehicles may be used in scenarios where the use of full-sized busses is not technically feasible or economically viable. The compact size of automated shuttles offers the opportunity to operate in narrow streets, to connect suburban areas and to supply on-demand first and last mile services. The integration of an on-demand shuttle service into public transportation was tested and evaluated in a real-world trial in Hamburg-Bergedorf (Germany). A survey covering a large variety of aspects of user experience was created and distributed among users. Overall, the passengers were satisfied with the on-demand shuttle service and indicated that they could imagine to use such a service in the future. The field trial provided valuable insights and revealed the development potential of on-demand shuttle services in public transportation, motivating to continue research in this area.

In recent years there has been huge growth in the amount of data stored on public cloud services. Much of the data stored on these services is placed there through the use of mobile apps (such as Facebook or DropBox), with little consideration given by the owners to the potential consequences of storing their data on a public service. While these services typically spell out the conditions under which user data is stored in their Terms of Service, most users don't take the time to read these and they are seldom written in a way that encourages real understanding of the terms. However, there are many issues that should be considered when choosing to store personal data in a public cloud service, both from the perspective of the user and the cloud service provider. This paper begins by explaining some key concepts of cloud storage. It then provides a list of items that should be considered when choosing a cloud service provider, explains why the issues are potentially important, and gives suggestions for actions the user might make in order to achieve their desired goals.

In this paper we present recent cases where human-centered designers apply empathic design approaches for public service development. The public service development nowadays involves a complex network in which multiple organizations from different sector need to collaborate in order to provide more holistic and effective solutions for citizens. Collaboration in this complex network, however, is yet very challenging. In this paper, we explore the mindset and tools of empathic design as a potential approach to overcome this challenge. Based on two pilot projects carried out with a large municipality in Finland, we shed light on opportunities of empathic design in three aspects: firstly, in helping service developers see a holistic picture of the complex service structure and at the same time view it from individual actors’ perspectives; secondly, in engaging various actors in face-to-face dialogues and achieving a mutual understanding; lastly, in envisioning new ways of working in organizations through the small-scale experiments. These findings indicate new roles of empathic design for creating collaborative relationships in service networks. Discussions in this paper also include challenges of doing empathic design in public organizations.

Despite increasing recognition of public health and rights issues associated with human trafficking globally and in the United States following the Trafficking Victims Protection Act of 2000, there has been limited research on how to systematically strengthen service access for survivors of sex and labor trafficking. The experience of service providers may provide insight into how trafficking survivor responses and service networks function in California’s Bay Area. This study explores provider perspectives on existing service networks and collaboration dynamics, including the barriers to and enablers of long-term service provision and survivor follow-up. A participatory research design included qualitative interviews with key informants working at nongovernmental organizations, organizational website reviews, and consultation with network service providers in the Greater San Francisco Bay Area. This study approach allowed for eliciting in-depth reflections of service provision, collective generation of stakeholder mapping, and consensus-driven recommendations arising from barriers and enablers to anti-trafficking service provision. This report enhances stakeholder awareness of existing organizational and policy resources and offers insights into research and programming on how anti-trafficking service response networks can be strengthened to provide survivor-centric support in the long-term.

This paper presents an innovative public–private partnership to revive the urban primary health center (UPHC) system of Nagpur City in Maharashtra State, India. From the baseline assessment, the partnership between the Nagpur Municipal Corporation (NMC) and Tata Trusts identified that the low utilization of UPHCs was due to inadequate infrastructure of the health centers, fewer working hours, inadequately trained human resources, and availability of staff only for a short time. A road map consisting of three phases was jointly prepared by NMC and Tata Trusts to improve the quality of service in 26 UPHCs, of which phase 3 is currently underway.

The People’s Republic of China (PRC) has eliminated absolute poverty in 2020. Its recent national 14th Five-Year Plan (2021–2025) highlights improving the quality of human capital as an essential goal. Research has shown that investing in early childhood development generates the highest rates of return and leads to better education, health, social, and economic outcomes. After decades of neglect, the government has been increasing investment in preschool education targeting children in ages 3–6 years since 2010. This paper recommends that a comprehensive and equitable early childhood development service system must be a priority in building essential public service systems.

Channel Island National Park (CHIS), incorporating five islands off the coast of southern California (Anacapa Island, San Miguel Island, Santa Barbara Island, Santa Cruz Island, and Santa Rosa Island), has an outstanding paleontological record. The park has significant fossils dating from the Late Cretaceous to the Holocene, representing organisms of the sea, the land, and the air. Highlights include: the famous pygmy mammoths that inhabited the conjoined northern islands during the late Pleistocene; the best fossil avifauna of any National Park Service (NPS) unit; intertwined paleontological and cultural records extending into the latest Pleistocene, including Arlington Man, the oldest well-dated human known from North America; calichified “fossil forests”; records of Miocene desmostylians and sirenians, unusual sea mammals; abundant Pleistocene mollusks illustrating changes in sea level and ocean temperature; one of the most thoroughly studied records of microfossils in the NPS; and type specimens for 23 fossil taxa. Paleontological research on the islands of CHIS began in the second half of the 19th century. The first discovery of a mammoth specimen was reported in 1873. Research can be divided into four periods: 1) the few early reports from the 19th century; 2) a sustained burst of activity in the 1920s and 1930s; 3) a second burst from the 1950s into the 1970s; and 4) the modern period of activity, symbolically opened with the 1994 discovery of a nearly complete pygmy mammoth skeleton on Santa Rosa Island. The work associated with this paleontological resource inventory may be considered the beginning of a fifth period. Fossils were specifically mentioned in the 1938 proclamation establishing what was then Channel Islands National Monument, making CHIS one of 18 NPS areas for which paleontological resources are referenced in the enabling legislation. Each of the five islands of CHIS has distinct paleontological and geological records, each has some kind of fossil resources, and almost all of the sedimentary formations on the islands are fossiliferous within CHIS. Anacapa Island and Santa Barbara Island, the two smallest islands, are primarily composed of Miocene volcanic rocks interfingered with small quantities of sedimentary rock and covered with a veneer of Quaternary sediments. Santa Barbara stands apart from Anacapa because it was never part of Santarosae, the landmass that existed at times in the Pleistocene when sea level was low enough that the four northern islands were connected. San Miguel Island, Santa Cruz Island, and Santa Rosa Island have more complex geologic histories. Of these three islands, San Miguel Island has relatively simple geologic structure and few formations. Santa Cruz Island has the most varied geology of the islands, as well as the longest rock record exposed at the surface, beginning with Jurassic metamorphic and intrusive igneous rocks. The Channel Islands have been uplifted and faulted in a complex 20-million-year-long geologic episode tied to the collision of the North American and Pacific Places, the initiation of the San Andreas fault system, and the 90° clockwise rotation of the Transverse Ranges, of which the northern Channel Islands are the westernmost part. Widespread volcanic activity from about 19 to 14 million years ago is evidenced by the igneous rocks found on each island.

In partnership with the National Oceanic and Atmospheric Administration and Oregon State University, the National Park Service has been collecting continuous acoustic recordings at a stationary autonomous recorder in Buck Island Reef National Monument since 2016. The audio data were previously analyzed to establish baseline soundscape conditions as well as monitor the acoustic presence of vessels and humpback whales. This report specifically investigates potential changes to the soundscape environment during the onset of the COVID-19 pandemic and the consequent “anthro-pause” when human activities such as tourism and commercial shipping were interrupted by public health guidance. Although major declines of anthropogenic activities were observed in other regions of the world, soundscape conditions in Buck Island Reef National Monument were only minimally impacted during early 2020. Furthermore, in latter months of 2020 and into 2021, vessel movement and related noise levels slightly increased from historic levels. Humpback whale vocalizations were also analyzed for seasonal presence in Buck Island Reef National Monument, revealing a consistent pattern with previously analyzed seasons. Ongoing passive acoustic soundscape monitoring will provide data that can be used to evaluate continued impacts of anthropogenic activity in and near Buck Island Reef National Monument.

This paper describes primary health care (PHC) in Mongolia and ADB support in its reform. It highlights results achieved and the lessons drawn that could be useful for future programs in Mongolia and other countries. PHC reform in Mongolia aimed at facilitating a shift from hospital-based curative services toward preventive approaches. It included introducing new management models based on public–private partnerships, increasing the range of services, applying more effective financing methods, building human resources, and creating better infrastructure. The paper outlines remaining challenges and future directions for ADB support to PHC reform in the country.

Focusing on the dynamics between governments and big tech, on cybercrime, and on disinformation and fake news, this paper examines some of the risks that have been highlighted and aggravated as societies have transitioned at speed to a more virtual way of living. The COVID-19 pandemic has been called the ‘great accelerator’ of digital transformation, with technology at the forefront of countries’ response to the crisis. The experience of the past year has underscored that tech governance must be based on human-centric values that protect the rights of individuals but also work towards a public good. In the case of the development of track-and-trace apps, for instance, a successful solution should simultaneously be both respectful of individual privacy and robust from a cybersecurity perspective, while also effectively serving essential epidemiological goals. Ensuring a sound approach to tech policy has been made all the more complex by the context of the pandemic, as decision-makers have found themselves having to respond swiftly and decisively in a public health emergency. While there is considerable uncertainty as to the long-term consequences of their responses, the paper’s authors emphasize that a whole-of-society approach is needed that will restore and build greater public trust in the ability of governments and public-serving bodies to protect them, respect their rights and ensure the information they receive is solid and reliable.

Spread across Brazil and attaining an unparalleled political force, therapeutic communities are as inescapable in the debate on drug policy as they are complex to define. Although they are not a Brazilian creation, they have been operating in that country for decades, and their dissemination intensified in the 1990s. In 2011, they were officially incorporated into Brazil's Psychosocial Care Network (Rede de Atenção Psicossocial, or RAPS). Since then, therapeutic communities have been at the center of public debates about their regulation; about how they should—or even if they should—be a part of the healthcare system; about the level of supervision to which they should be submitted; about their sources of funding, particularly whether or not they should have access to public funding; and, most importantly, about the quality of the services they offer and the many reports of rights violation that have been made public. However, a well-informed public debate can only flourish if the available information is based on sound evidence. The SSRC’s Drugs, Security and Democracy Program is concerned with the policy relevance of the research projects it supports, and the debate around therapeutic communities in Brazil points to a clear need for impartial research that addresses different cross-cutting aspects of this topic in its various dimensions: legal, regulatory, health, and observance of human rights, among others. It is in this context that we publish this working paper series on therapeutic communities in Brazil. The eight articles that compose this series offer a multidisciplinary view of the topic, expanding and deepening the existing literature and offering powerful contributions to a substantive analysis of therapeutic communities as instruments of public policy. Although they can be read separately, it is as a whole that the strength of the eight articles that make up this series becomes more evident. Abstract:
Hawks and owls can negatively impact a variety of human interests, including important natural resources, livestock and game bird production, human health and safety, and companion animals. Conflicts between raptors and people generally are localized and often site-specific. However, the economic and social impacts to the individuals involved can be severe. Despite the problems they may cause, hawks and owls provide important benefits and environmental services. Raptors are popular with birdwatchers and much of the general public. They also hunt and kill large numbers of rodents, reducing crop damage and other problems. Hawks and owls are classified into four main groups, namely accipiters, buteos, falcons, and owls. All hawks and owls in the United States are federally pro-tected under the Migratory Bird Treaty Act (16 USC, 703−711). Hawks and owls typically are protected under state wildlife laws or local ordinances, as well. These laws strictly prohibit the capture, killing, or possession of hawks or owls (or their parts) without a special permit (e.g., Feder-al Depredation Permit), issued by the USFWS. State-issued wildlife damage or depredation permits also may be required.
