Gupta, Soni. "Housing with authority : the role of public and private architects in public housing in Delhi." Thesis, Massachusetts Institute of Technology, 1991. http://hdl.handle.net/1721.1/66729.

Full text
Abstract:
Thesis (M.S.)--Massachusetts Institute of Technology, Dept. of Architecture, 1991.
Includes bibliographical references (p. 99-103).
The main concern of this thesis is the role of the architect in the design and production of public housing. The argument presented here is that the method of procurement of architectural skills affects the architectural quality of the product, and that architectural design is driven by more than professional 'idealism'. The case studies that form the basis for the discussion are two middle income housing projects built by the Delhi Development Authority (DDA). One was designed in-house by DDA architects and the second by a private architect. Working within similar constraints of economy, bureaucratic requirements and time, the results produced were very different. On the basis of the difference in architectural quality, I analyze the methods of procurement of architectural skills, for both the private and the in-house architect. The issues that were raised by the case studies as being the part of the process of procurement were categorized into four broad areas: (i) The DDA and its administration of architectural skills; (ii) the nature of housing as the product; (iii) the nature of the professional establishments; and (iv) the architects, themselves as professionals. The process of procuring architectural skills had implications on the architect's performance and his response to design issues. Thus, the qualities of livability, efficiency of land use and aesthetic design that were present in one project and not in the other were linked to the fragmentation of work in the professional system, the manner in which compensation for work was made, the nature of the project itself, in terms of visibility. They also had to do with the staffing of the architectural offices and the research carried out by them. Rather than make normative judgements about the quality of the projects, this thesis questions the appropriateness of the decisions made by the architects in both cases and highlights the issues that lay behind them.

Roberts, D. J. "Make public : performing public housing in regenerating east London." Thesis, University College London (University of London), 2016. http://discovery.ucl.ac.uk/1514412/.

Full text
Abstract:
This thesis explores the history and future of two east London housing estates undergoing regeneration; Samuel House, a 1935-8 London County Council neo-Georgian perimeter block on the Haggerston West Estate demolished in 2014; and Balfron Tower, a 1965-7 Brutalist high-rise on the Brownfield Estate designed by Ernö Goldfinger and facing refurbishment and privatisation in 2016. To ‘make public’ expresses a demand and an aspiration; materially – to protect and extend public housing provision at a time when austerity measures are dismantling it in ideal and form [Phillips and Erdemci, 2012]; procedurally – to make visible problematic processes of urban change that are increasingly hidden from public view under the pervasive metaphor of regeneration [Campkin, 2013]; and methodologically – to make public the act of research through long-term collaborations with residents and other practitioners, using archival research and socially-engaged performance practice that reveals spatial changes and their affects on social relations [Harvie, 2013]. The thesis draws on the idea of ‘multiple publics’ to re-conceptualise a constructive approach to public housing and to evaluate the ethic of ‘making public’ [Fraser, 1990]. It works between architecture and performance to forge new connections with the research of Forty, Rendell, Schneider and Roms, and choreograph relationships between buildings, texts and residents through critical acts of writing, dramaturgy and re-enactment. The practice is conducted through performative workshops that open a social, discursive and imaginative space for residents to re-enact the histories of each estate and build collective knowledge and experience. This collaborative work is shared with wider publics through a feature-length artist’s film, site-specific performance, and six-week exhibition, and is documented in the thesis as two acts, comprising scenes interspersed with reflective essays. The evidence gathered is fed into formal and legislative frameworks with the aim of influencing housing policy: at Samuel House, a redesigned housing survey and at Balfron Tower, a listing upgrade nomination and online archive.

Abstract:
In recent years, along with the soaring housing price level, housing problem in China turned out to be in the spotlight more than ever before. With the high housing price, low and moderate-income families find it very difficult for them to buy their own dwelling. In order to meet the needs of low and and moderate-income families and lessen the overheating, Chinese goverment carried out some plans, one among which was the Public Rental Housing program. Public Rental Housings mostly serve for low and moderate-income family to live, with a lower rent than market rent on the same condition. And there are other limits or drawbacks sach as monitioring and housing register problem. Details of the limits differ from city to city. In this thesis, Public rental Housing project in Chong Qing, the first city implemented Public rental Housing to a great extent in China will be studied. Market analysis on both demand side and supply side is carried out to examine the influence on residential market and whether Public Rental housing can ease the overheating in residential market. A questionnaire is used to study public acknowledgement and satisfaction with Public Rental Housing projects in Beijing (for convenience). The finding is: Current public Rental Housing can ease the market but this policy requires better financing resource, subsidy policy to back up, monitor system and more involvement of society resources.

Abstract:
Hong Kong has a long historical development of public housing and become one of the largest public housing programmes city in the world. However, the demand for housing of the low income young people is still not met. They cannot afford decent housing in the private market. Since Housing Authority (HA) introduced the Quota and Points System (QPS) in 2005 for single person applicants. The purpose of the scheme was to set an annual quota for non-elderly one-person applicants applying for public rental housing (PRH) and establish a points system to accord priority to applicants of higher age. The goal of this study is to evaluate the effectiveness of the existing housing subsidy policy for solving the housing problems of the young people in Hong Kong. First, I will investigate and define the housing problems of young people and trying to make some recommendations and suggestions to government. Therefore, a survey will be conducted through interview questionnaire to the young people in order to study their housing problems and general characteristics. By studying the housing problems of the lower income young people in Hong Kong and hope the findings of this research may provide insights for policy makers in tackling the young people's housing problems.

Komu, Felician. "Housing Decay and Maintenance : The Case of Public Housing in Tanzania." Doctoral thesis, KTH, Bygg- och fastighetsekonomi, 2011. http://urn.kb.se/resolve?urn=urn:nbn:se:kth:diva-28652.

Abstract:
The dominant discourse in Tanzania is that home ownership is the most sustainable strategy towards solving housing problem. As a result, housing policy orientation has been towards promotion of home ownership through a land-housing linkage strategy that manifests in improvement of access to identified categories of people usually classified on resources constrained criterion. Rental housing has been observed from this study to have suffered a number of setbacks in history. Public rental housing featured prominently in the first Five-Year Development Plans (1964-69). In subsequent years and particularly with the demise of socialistic form of governance in the post 1992 era, attention has moved away from public rental housing to home-ownership strategies. Private rental housing on the other hand has never featured in the national policies until mid-2000s. This study investigates the future of public housing in Tanzania from a housing management perspective. Through interviews and direct observation in two case studies at Keko and Ubungo National Housing Corporation (NHC), it has been demonstrated that public housing in Tanzania has suffered neglect in terms of repair and maintenance for many years. The main reason as claimed was poor rent collection and low rent levels. The general finding of the study is public housing in Tanzania has been greatly influenced by employment policy changes. Public housing as construed by main actors in the study area is for public servants and largely government employees. Rental payment to the Public Housing Organization was usually through direct remittance from employees salaries by their employers. The Government in 2001 was the largest rent defaulter to NHC. Through a study on housing careers in Dar es Salaam, the study demonstrates the relationship that exists between landlords and tenants. With growing demand for accommodation, renta lsector has been shown to be the strategy that meets needs for newcomers to towns. The study also demonstrates how policy implications are influencing means of solving housing problem. The study urges public housing authorities to exploit all opportunities and in particular the social capital embedded in their tenants to help solve some of their maintenance problems.

Abstract:
This thesis addresses two key questions: First, how did those involved in the provision of public housing in twentieth-century England conceptualise the people who they were providing houses for? Second, how did their ideas change over time? These questions are important and need answering because, although there has been a great deal written about the history of public housing in England, there has up until now been very little thought given to the manner in which the council estate tenants themselves were actually identified and conceptualised as subjects in need of state-funded housing. My thesis begins to redress this imbalance by providing an overview of the changing forms and practices through which prospective tenants were conceptualised and acted upon by those in positions of power in England between 1920 and 1970. Using records from local authority archives, sociological surveys, architectural and town planning journals, central government publications, Mass Observation reports and tenant handbooks, and focusing primarily on council estates in London, Manchester and Sheffield, it shows how ideas about what prospective tenants needed from their homes changed dramatically over the course of this period, with the narrowly sanitary and biopolitical approaches of the 1920s and 1930s increasingly being challenged and complemented by a host of new ideas and discourses which placed far more emphasis upon the prospective tenant’s emotional, social and personal needs. As such, this thesis not only adds substantially to our understanding of the changes that took place in the English public housing sector between 1920 and 1970, but also adds to the burgeoning literature on questions of governmentality; contributing in the process to our understandings of modern modes of power.

Adolfsson, Ellen. "Housing and Sustainability : A study about how municipalities and public housing companies in Uppsala county are working with sustainability regarding public housing." Thesis, Uppsala universitet, Institutionen för geovetenskaper, 2020. http://urn.kb.se/resolve?urn=urn:nbn:se:uu:diva-417146.

Full text
Abstract:
The research topic of this study is about how municipalities and public housing companies in Uppsala county are working with sustainability regarding public housing. Housing can have a significant impact on improving humans' well-being and quality of life. It can also have a significant impact on the environment by lowering households’ emissions. Uppsala county is experiencing a growing population which leads to a higher demand for housing. Therefore, the purpose of this research is to provide insight into how municipalities and public housing companies in Uppsala county are working with public housing. The method used to collect empirical data has been through semi-structured in-depth interviews with public housing officials at the municipalities and public housing companies in Uppsala county. The approach to the collected empirical data has been interpretative. The collected empirical data has provided the insight that there is extensive work going on with respect to the environmental, economic and social dimensions of sustainability at the municipalities and public housing companies. It also provided an understanding that public housing officials place the most emphasis on environmental sustainability when it comes to public housing while attempting to balance the possible trade-offs between these dimensions in planning for public housing. This study provides a base for further research regarding how to identify an appropriate balance between the three sustainability dimensions in public housing in Uppsala county.

Abstract:
The use of modular construction systems for residential purposes currently represents a very small proportion of all housing construction. The focus of these systems is on niche markets typified as cheap alternatives, homeowner involvement in construction or adaptations to construction constraints (build time availability, site access, etc.). Governments, regulatory bodies and industrial members are progressively moving towards increased environmentally sustainable practice. This progression is evidenced by the development of design and construction rating tools and the introduction of statutes and regulations governing construction and design. This work investigates the improvement of residential construction practice in terms of environmental sustainability outcomes through the use of modular housing systems. Two key aspects of environmental sustainability identified are embodied energy and material waste reduction. A modular system has been investigated because methods and procedures that directly relate to these two areas are well addressed by such systems. In order to validate the potential of modular systems in this environmental regard, three main areas have been addressed. The first is the ability for modular systems to generate the type of floor plans currently offered by Australian high-volume builders. Second, the environmental improvement potential offered by modular systems is addressed. Lastly are the issues of structural performance and the means of the tailoring of prefabricated modular systems to residential construction standards. Through the treatment of these three areas, potential benefits of modular systems are identified, with future work necessary to implement such benefits highlighted. The need for such improvements is noted, and a framework for evaluating future developments in this area of research is presented.

Comrie, Donna A. "The Influence of HOPE VI Public Housing on Public Schools." FIU Digital Commons, 2013. http://digitalcommons.fiu.edu/etd/873.

Full text
Abstract:
In the United States, public school enrollment is typically organized by neighborhood boundaries. This dissertation examines whether the federally funded HOPE VI program influenced performance in neighborhood public schools. In effect since 1992, HOPE VI has sought to revitalize distressed public housing using the New Urbanism model of mixed income communities. There are 165 such HOPE VI projects nationwide. Despite nearly two decades of the program’s implementation, the literature on its connection to public school performance is thin. My dissertation aims to narrow this research gap. There are three principal research questions: (1) Following HOPE VI, was there a change in socioeconomic status (SES) in the neighborhood public school? The hypothesis is that low SES (measured as the proportion of students qualifying for the Free and Reduced Lunch Program) would reduce. (2) Following HOPE VI, did the performance of neighborhood public schools change? The hypothesis is that the school performance, measured by the proportion of 5th grade students proficient in state wide math and reading tests, would increase. (3) What factors relate to the performance of public schools in HOPE VI communities? The focus is on non-school, neighborhood factors that influence the public school performance. For answering the first two questions, I used t-tests and regression models to test the hypotheses. The analysis shows that there is no statistically significant change in SES following HOPE VI. However, there are statistically significant increases in performance for reading and math proficiency. The results are interesting in indicating that HOPE VI neighborhood improvement may have some relationship with improving school performance. To answer the third question, I conducted a case study analysis of two HOPE VI neighborhood public schools, one which improved significantly (in Philadelphia) and one which declined the most (in Washington DC). The analysis revealed three insights into neighborhood factors for improved school performance: (i) a strong local community organization; (ii) local community’s commitment (including the middle income families) to send children to the public school; and (iii) ties between housing and education officials to implement the federal housing program. In essence, the study reveals how housing policy is de facto education policy.

Standard prestressed hollow-core slabs have many advantages as construction members while being relatively very low in cost. The principal advantages include the ease of mass production, a small cross-sectional area, light weight, and flat surfaces. In addition, the slabs have the advantage s of concrete, precasting and prestressing. The only specifications which make hollow-core components unsuitable for wall members are their lack of weight and mass, their inability to be used as long members because of the limited distance between the floor-to-floor height, and, in some cases, insufficient insulating qualities. This thesis recommends a practical and economical system for the structural use of hollow-core components which have been modified with two other additional structural members - a continuous precast "L" beam and a precast support panel. This system will allow a high degree of standardization and an additional saving in the total cost of the equipment and formworks. Most of all, the wall members have the advantages of precast prestressed hollow-core slabs and their low cost. The new system's applications are mainly directed towards housing, administrative and public buildings. A design example is also introduced and analyzed in terms of possible variations in area of the individual units and the total cost of the building . The latter case shows that the total cost of structure per square-foot for the recommended system is considerably lower than the other construction types.

In the coming years there will be a need to revisit the question of public housing in general and dealing with existing housing projects in particular. This thesis attempts to provide a new approach to the redesign of existing projects. This new approach will be applied to the Mission Hill Main housing project and surrounding area. The main ideas behind the thesis are, that any attempts at redesigning existing projects should be done, with the goal of integrating the public housing with its surroundings at both the urban and site scales. Also an effort should be made to provide clearly defined zones of public, semipublic, and private spaces throughout the project. Socio-economic issues and the future demographics of the public housing as well as the surroundings, should also be addressed as part of the redesign of the units and the programming of the buildings in and around the site. A new urban plan for the area around the Mission Hill Main housing project will be discussed in chapter 2. Chapter 3 will deal with the housing project at the site scale. Chapter 4 will look at a block on the site in more detail, as well as some proposed unit types. Due to the wide scope of this thesis and the limited time available there will only be a perfunctory discussion on the history and theory of public housing provided in the introductory chapter.

Abstract:
Thesis (MA (Public and Development Management))--University of Stellenbosch, 2006.
The role of public participation within government administration is set out in Chapter 10 of the Constitution (South Africa, 1996) which states that “people’s needs must be responded to, and the public must be encouraged to participate in policy making”. Public participation processes are encapsulated within various legislative mandates such as the Integrated Development Plans, the White Paper on Local Government (South Africa, 1998c) and the White Paper on Transforming Public Service Delivery (South Africa, 1997b). Public participation is critical to the success of sustainable development and therefore South Africa should justifiably “promote public participation, including through measures that provide access to information regarding legislation, regulations, activities, policies and programmes” (United Nations, 2002:71). The strategies implemented to produce what can be considered successful public participation is an aspect not thoroughly considered in the development process. For this reason this study delves into the various facets of public participation and the environment it operates in. The research methodology encompasses the use of the Mamre low-income housing project as case study, qualitative, primary and secondary data as well as a comparative literature study. where 100 respondents were Face-to-face interviewsed face-to-face were conducted with 100 respondents from the Mamre community, withthrough the use of a structured questionnaire. Face- to- face interviews were also conducted with a municipal housing officer involved in the projectcase study. The results of the questionnaires were then investigated againstcompared to the public participation model depicted in chapter 3 as well as the interview answers given by the municipal housing official in terms of the public participation strategies employed. Qualitative and secondary data, as well as a comparative literature survey, informs the content of this study. The study examines the role that public participation plays in development by means of the public participation strategies employed within different contexts and iii formulates a public participation model with recommended public participation strategies to be utilised within four different phases. To emphasise the importance of implementing the correct, context-appropriate public participation strategies, this study uses the Mamre low-cost housing project as a case study to demonstrate how the lack of the appropriate public participation strategies can result in the failure of sustainable development. Having considered all of the above, a number of recommendations are made which can be considered when embarking on a project similar to this one. In the case of Mamre, an opportunity for improvement still exists, as the project is yet to be completed. The recommendations are based on categorising the public participation strategies Blaauwberg Municipality employed throughout the Mamre low-cost housing project according to the public participation model presented in chapter 3. The recommendations incorporates the lessons learnt from Cupido and suggests a preproject strategy and pre-project planning workshops (which explains, amongst other things, .what authentic and empowering public participation actually is). The research results indicate that if a more structured approach is applied to existing strategies, the public participation process can be rendered authentic and empowering. Therefore, further recommendations are aimed at improving the strategies already utilised by Blaauwberg Municipality, to optimise the public participation process.

Abstract:
Even though much has been written about negotiations in general, research into the negotiation of housing public-private partnerships (HPPPs) is still relatively sparse. The nature of partnership negotiation processes has never been fully defined. Essentially, scholars disagree on how partnership negotiations are phased. In this regard, few studies have focused on phasing of HPPPs negotiations – which are characterised by long-term relationships – or on the impact of macro-level contextual and conditional factors. Furthermore, little is known about the number of phases that comprise an HPPP negotiation process in an Afrocentric context, or what may trigger their beginning and end. There is also a dearth of literature concerning the influence of partners’ resource endowment and resource contribution on the process of negotiating partners’ roles and responsibilities, pace of phasing negotiations, and on resolving a project’s resource constraints. Similarly, little is known about the influence of partnership structure on the phasing of negotiations. Lastly, and whether there is a shift in the balance of power during negotiations once partners have shared resources. Previously, some researchers have accentuated the importance of the negotiation process, while others have placed greater emphasis on overall negotiation outcomes. Furthermore, some described negotiation as an activity, while others have defined it as a process with distinct activities in each phase. Based on five case studies, this qualitative research uses both organisational collaboration and negotiation theories to analyse the elements outlined above. The research shows that an HPPP negotiation process consists of five phases: a finding that significantly challenges existing research, which has never recognised so many. The phases identified in this study are: (i) Partnership conception and initiation phase; (ii) Partnership negotiation phase; (iii) Partnership cementing phase; (iv) Partnership implementation phase; and (v) Partnership conclusion or extension phase. The study further shows that these phases differ in terms of negotiation span, duration, intensity and outcomes per phase, in line with negotiation content and skills required. It further shows that although partners recognise that resources are synonymous with power, parties truly benefit once their resources are equally leveraged. This result in sound relationships characterised by equitable recognition of each partners’ resource contribution, characterised by shared risks and benefits. Furthermore, negotiations are more effective in smaller forums; these structures are more focused, which significantly improves decision-making turnaround times. Lastly, the study also shows that there are power dynamics between negotiating partners. Power does not reside with one partner, but constantly shifts over time. Implying that power balance should be viewed in a holistic and longitudinal manner over the lifespan of the partnerships, rather than on snapshots, which distorts the overall power balance over the life cycle of partnership negotiations The identification of these five key phases has also enabled the development of a Housing Public-Private Partnership Negotiation Lifespan Wheel and a proposal for the development of a Housing Public-Private Partnership Negotiation Framework. Key words: Housing public-private partnerships, negotiation process, power balance, resource capacity and contribution, Gauteng.
