Abstract:
Population growth in Indonesia is always increasing every year so that the number of residential needs also increases. Higher house installaments make people think twice before buying a house. The lack of information about subsidied housing makes people think that the prices of some houses are relatively expensive so people choose to contract which will certainly drain income. Subsidied housing is an untaxed plus house with low interest. On the research this time using a Decision Support System that is called the option-based housing support system, using the smart method, which is able to help people select subsidied housing to fit the need. The implementation of this method aims to facilitate the selection of subsidied housing based on calculations from the criteria used as locations, public facilities, access to locations, the quality of buildings and the credibility of developers. The results of this system provide solutions in the form of the best alternatives to be determined based upon the ranking of smart calculations.

Abstract:
Abstract Dengue Hemorrhagic Fever (DHF) is public health problem in Indonesia and causes extraordinary event with high mortality rate. It is caused by Dengue virus infection of the genus Flavivirirus transmitted by Aedes aegypti bite. All regions in Indonesia are risky for contracting DHF because the virus and the mosquitoes have spread widely in residential housing and public places throughout Indonesia. This study used an observational analytic design with cross sectional method. The respondents were people in the Marelan District of Medan. Data on knowledge, attitudes and practices about DHF were obtained through a guided questionnaire. Data about the presence of Aedes aegypti larvae were obtained through direct observation of the environment around the respondent's houses. The chi square analysis showed that the level of knowledge about DHF was not related to the presence of larvae with a p value of 0.128 (p value> 0.05). For attitude and practice aspects indicate relationship with p values of 0.01 and 0.004 (p value< 0.05). Often the knowledge about DHF is not manifested as action to reduce the presence of mosquito larvae causing the disease in their environment. Still, guidance in intensive counseling and motivating the community about eradicating mosquito nests is very important.

Abstract:
As the center of government and economy in the East Sumatra region during the Dutch colonial era, the city of Medan continued to develop and grow in line with the success of the surrounding plantation businesses. This situation resulted in many people coming to Medan to stay and settle down. The large number of people who came to Medan resulted in an increase in population in Medan which resulted in an increase in the number of housing needs at that time, especially houses that met health and safety standards. Since there were many houses that did not meet the standards at that time, the Medan City Government considered that this housing problem had to be taken seriously so they made a policy to establish public housing that met the standards set, which was called “Volkshuisvesting” or people's houses. This housing development policy was also widely carried out in several Gemeente in the Dutch East Indies at that time. Volkshuisvesting itself is public housing aimed at middle and low income people with the aim of helping them to have a decent place to live in. Many things have been prepared by the Medan City government to realize this public housing policy for the people or Volkshuisvesting, starting from planning, provision of funds, housing areas etc. Using historical methods and using sources such as the Dutch colonial archives, newspapers and books that discuss housing published during the Dutch colonial period, this article explains how the Medan City Government plans to build public housing in Medan.

Abstract:
The Provision of housing for the urban poor has been a problem of long standing in the Third World. In some countries efforts at housing supply go beyond events which began forty years ago after World War II when large numbers of people began moving to the cities of Latin Amercia, Africa, and Asia giving rise to uncontrolled urban settlements and causing crowded living conditions in the already built-up areas. In Southeast Asia some colonial governments recognized the housing problem at the beginning of the twentieth century and began programs to ameliorate housing shortages and to improve living conditions for the urban masses. The investigative housing commissions in Singapore beginning in 1907 and the faltering efforts of the Singapore Improvement Trust perhaps are the best known examples. They were the precursors of the Housing and Development Board established in i960 in whose structures live some 85 percent of the Singapore population today. Urban officials in colonial Indonesia, the former Dutch East Indies, also had concerns for the housing of the masses. The Dutch colonial government eventually passed legislation which in a mild way supported housing and- was concerned to some extent with housing construction. For their part, the large cities on Java were more active.

Abstract:
Regional development strategy emphasizes economic growth, then growth and employment opportunities, growth and equity, emphasis on basic basic need approach, growth and the environment and sustainable development . Regional development that can cause spatial changes in urban areas will encourage population growth, thus forming a new social and cultural life for residents in urban areas. This phenomenon of spatial change will encourage revolutionary changes to the spatial area. The current condition of spatial change is the designation of new activities such as residential areas for community dwellings. Housing development is a multi-sectoral activity and is closely related to community welfare. In its development, the housing sector, which should be the spearhead in urban development, often contributes serious problems for life in the city itself. Many problems stem from the housing sector, such as the unavailability of a proper housing environment. This problem is often a problem that cannot be handled optimally. Not to mention, the growth and development of housing that does not pay attention to the interests of the community from various circles, especially the low-income community, can create gaps and difficulties for MBR in obtaining decent and affordable housing. Vertical housing is a new breakthrough in minimizing land use conversion for housing, so that the problem of limited land can be solved and land use becomes more optimal. In addition, with the construction of vertical housing, it will be able to reduce the cost of buying land which is already very expensive. In the future, in developing vertical housing in addition to meeting the community's needs for residential housing, it is necessary to design sustainable housing development policies by prioritizing community participation. Therefore, in accordance with public perceptions regarding vertical housing, the development of vertical housing must lead to sustainable development that pays attention to social, economic and environmental aspects.

Abstract:
This article aims at discussing the New Public Management (NPM) approach that has been implemented in housing policies for low-income communities (MBR) in Indonesia and specifically describes how the NPM approach has diametrical relevance to the post-NPM approach. This research method uses a review approach. The data collection technique is through searching various sources and literature, both from NPM theories, regulations and historical documents on housing policy in Indonesia. Data analysis used in this study uses several stages, i.e., first a brief description of the history of Indonesia’s housing policy during the Old Order, New Order s provided; the second stage focuses on the new order or reform era and explains how the housing approach for MBR in Indonesia has adopted the NPM policy, and the final section presents the direction of the housing policy reform in Indonesia based on the post-NPM paradigm. The result of the study indicates that the NPM approach in the context of housing policy for low-income communities (MBR) in Indonesia has not been fully able to overcome housing problems for low-income communities (MBR) and in principle the NPM approach requires socio-cultural, economic and political adaptation of Indonesia. The main point of this article is to encourage the realisation of an ideal housing policy for low-income communities (MBR) in the future through the application of a post-NPM approach as a correction and evaluation instrument while at the same time encouraging the housing policy reform for low-income communities (MBR) in Indonesia.

Abstract:
Public housing can show us important things about Indonesia in the 1950s, because seemingly technical, neutral planning decisions were in reality highly political choices. Public housing was restarted on a massive scale in Indonesia in the early 1950s, but the building volume soon fell off because of financial constraints. This limited success raises the questions of what happened to public housing during the decolonization, which groups were reached, what the size of the public housing sector was, and why public housing soon failed to live up to the high expectations of the political leaders, and perhaps the general public too, after Independence.

Moreover, this has an impact on public health. Responding to this problem, the need to design a residence by rebuilding a residential area would be better by not abandoning the customs and culture of the people in the area. The project location is in Medan, Kampung Kelurahan Kesawan. The design method that is carried out is the choice of design location and approach to problem-solving design or design stages. Abstract:
The development of public housing infrastructure can encourage the opening of isolated areas, reduce production costs, create new centers of economic activity, expand employment opportunities, increase consumer purchasing power, and trigger economic growth at regional and national levels. This study investigates the effect of public housing on economic growth in Indonesia. The control variables included telecommunications, electricity, and education. The research method used was multiple linear regression with a panel data approach in 34 provinces of Indonesia from 2011 to 2019. The results show that telecommunications and education have a positive and significant impact on economic growth in Indonesia. Meanwhile, housing and electricity have no significant effect on economic growth in Indonesia. These results imply a need to evaluate the benefits of public housing development. Telecommunication infrastructure development must be evenly distributed so people can access the internet to support economic activities. In addition, the government must formulate effective policies so that the people of Indonesia can access education equally.JEL: H41, H44, H53, H54ABSTRAKInfrastruktur perumahan yang layak akan meningkatkan kualitas hidup masyarakat, sehingga meningkatkan produktivitas serta akan mendorong pertumbuhan ekonomi daerah dan nasional. Abstract:
Dengue has been a perennial public health problem in Medan city, North Sumatera, despite the widespread implementation of dengue control. Understanding the spatial and temporal pattern of dengue is critical for effective implementation of dengue control strategies. This study aimed to characterize the epidemiology and spatio-temporal patterns of dengue in Medan City, Indonesia. Data on dengue incidence were obtained from January 2016 to December 2019. Kulldorff’s space-time scan statistic was used to identify dengue clusters. The Getis-Ord Gi* and Anselin Local Moran’s I statistics were used for further characterisation of dengue hotspots and cold spots. Results: A total of 5556 cases were reported from 151 villages across 21 districts in Medan City. Annual incidence in villages varied from zero to 439.32 per 100,000 inhabitants. According to Kulldorf’s space-time scan statistic, the most likely cluster was located in 27 villages in the south-west of Medan between January 2016 and February 2017, with a relative risk (RR) of 2.47. Getis-Ord Gi* and LISA statistics also identified these villages as hotpot areas. Significant space-time dengue clusters were identified during the study period. These clusters could be prioritized for resource allocation for more efficient prevention and control of dengue.

Abstract:
While the decentralised system adhered to by Indonesia has allowed the central government to delegate its affairs to local governments and has brought benefits for democracy, several issues are open for improvement. One of the areas allocated to local governments is housing and settlements. There are indications that in some cases the local governments fail to provide access to public housing for outsiders, who are also vulnerable to eviction and resettlement. This article discusses legal regulations and examples of housing policy at the national level. Moreover, it assesses general practices of four Indonesian local governments: Jakarta, Surabaya, Jogjakarta and Surakarta, concerning access to public housing for outsiders. The article investigates whether the four Indonesian local governments unintentionally facilitate indirect discrimination or legally limit the right to housing for the purpose of promoting the general welfare. The analysis is based on the prohibition of indirect discrimination related to the right to housing in the International Covenant on Economic, Social and Cultural Rights (icescr), General Comments and Concluding Observations.

Abstract:
Abstract The growth of urban areas and the population generally requires the guarantee of a healthy and comfortable environment. The expansion of physical developments and urban areas, year after year, can no longer support human existence. In Indonesia, the city should have at least 10% of its surface area committed to private urban forest and 20% for public urban forest. Jakarta is Indonesia’s largest city, and has only 9.98% urban forest coverage. Medan Baru city is facing the same issue, as it continues to grow year after year. The population requires a comfortable environment, which includes safe drinking water and clean, fresh air. As a result, vegetation is an important component of Medan Baru sub-district that offers numerous benefits. It is necessary to conduct research on the analysis of vegetation density in the Medan Baru, using vegetation indices such as Normalized Difference Vegetation Index (NDVI). The research aimed to analyze vegetation density change and mapping the vegetation density of Medan Baru city. The research found the largest area was relatively dense vegetation, about 262.00 hectares (47.87%). The research also found a decrease in urban forest quality, indicated by an increase in the sparse density class of 41.90 hectares and a decrease in the relative-dense vegetation class with 51.65 hectares. This reduction of vegetation density will reduce the urban forest quality by influencing urban forest capability in absorbing carbon dioxide and alleviating the oxygen productivity volume. Areas with lower stand density must be considered in future urban development planning. Moreover, decrease in vegetation density and urban forest area should be a primary consideration in Medan urban forest management.

Abstract:
The problem with health decentralization in Indonesia is that health decentralization is still half-hearted. The shift also occurred in the focus of policy direction in the health sector, which initially focused on individual health, which then shifted to public health. This study aims to determine how the decentralization of health service delivery at the Darussalam Public Health Center, Medan City. type of research in this study is a qualitative research with a descriptive approach in the form of written or spoken words from people and observable behavior. data collected is in the form of words, pictures, and not numbers. All the data collected may be the key to what has been researched. Abstract:
Dengue fever (DF) infection continues to present as a serious public health problem in Medan municipality, North Sumatera, Indonesia. The number of DF cases continuously increasing recently. However, space time clusters of DF have not been investigated yet. A study was undertaken to detect clusters of DF incidence during 2015-2018 in Medan. Spatial geo-reference was conducted to 151 village coordinates by geocoding each village’s offices. A retrospective space-time scan statistic analysis based on population data and monthly DF incidence was performed using SaTScan TM v9.4.4. Data of DF during 1 January 2015-31 December 2018 were analyzed using Poisson model to identify the villages at high risk of DF. The test of significance of the identified clusters of DF was based on comparing the likelihood ratio (LLR) against the null distribution obtained from Monte Carlo hypothesis testing. Total number of permutation was set to 999 and the significance level was set as 0.05. The highest LLR number was determined as the most likely cluster, while the rests were as the secondary clusters. This analysis identified 13 significant clusters. These DF clusters were initially spatially concentrated in the southwest and center of Medan and the last two years of study moved towards the northern part and identified in the last four months (September-December) of each year, which were the rainy seasons in the area. Most likely clusters were most frequently detected in the last three-year period of study in Anggrung village. Thirteen statistically significant DF clusters were identified in the 2015-2018 period. This may assist health authorities to improve the DF preventive strategies and develop public health interventions especially in the cluster’s area.

Abstract:
Housing financial issue is very complex. Therefore, the socialization of the subsidized housing program is carried out to all stakeholders involved in the housing sector, whether from the central government, the private sector, and the community aiming to encourage them to build houses together, particularly for the low-income people (MBR). In this case, due to the high demand for housing, further encouragement and innovation are needed from the One Million Subsidized Housing Program in Indonesia. This qualitative research was conducted to investigate how the socialization of subsidized housing program policies in Indonesia was conducted through a case study in the Subsidized Housing of Villa Mutiara 2, Sumedang Regency, West Java. This financially subsidized housing was implemented both in the form of down payment subsidies and/or interest differences as well as the provision of long-term low-cost funds for low-income people. Based on the results of research that have been carried out, the overall policy of the one million subsidized housing program in Indonesia can reach low-income communities. In this case, the public communication performed by the central government for the subsidized housing program was done by launching applications and socialization through printed media, electronic media, social media, etc.

Abstract:
Language policy in Indonesia have not completely indicated the dignity of Bahasa Indonesia as the national language of Indonesia. One reason why this phenomenon takes place is the lack of socialization of Bahasa Indonesia in public space. The use of English in Indonesian housing names indicates the violation to the position of Bahasa Indonesia as the national language. Despite the issue of Law No. 24/ 2009, the lack of socialization influences the use of English in Indonesian housing names. By using descriptive qualitative research and interview, this article enlightens the use of English in housing names related to the language policy. Analysis was done by identifying the policy released by the local government, developers’ consideration in creating a housing name and buyers’ consideration in choosing a house. This result shows that the use of English in Indonesian housing names are caused by the lack of socialization of the language policy. It suggests that the collaboration among the government, stakeholders and society is essential in preserving the language policy.
