Abstract:
Population growth in Indonesia is always increasing every year so that the number of residential needs also increases. Higher house installaments make people think twice before buying a house. The lack of information about subsidied housing makes people think that the prices of some houses are relatively expensive so people choose to contract which will certainly drain income. Subsidied housing is an untaxed plus house with low interest. On the research this time using a Decision Support System that is called the option-based housing support system, using the smart method, which is able to help people select subsidied housing to fit the need. The implementation of this method aims to facilitate the selection of subsidied housing based on calculations from the criteria used as locations, public facilities, access to locations, the quality of buildings and the credibility of developers. The results of this system provide solutions in the form of the best alternatives to be determined based upon the ranking of smart calculations.

Abstract:
The development of ring roads in Indonesia are not only as a means of transportation needs but also as a means for the urban regional development. Although it produces many economic benefits, this development produces many new problems, especially in metropolitan cities. The aim of this research is to formulate and describe the problems of ring road development in the metropolitan cities of Indonesia. The data collection was carried out through a survey and interview with related institutions in 7 cities, they are Medan, Palembang, Bandar Lampung, Surabaya, Makassar, Manado, and Jakarta. The result of this research shows that there are 23 problems found there. The most common problem found are the uncontrolled housing development (urban sprawl) and public transportation (occurs in 6 cities). The second most problems found are regional connectivity, ring road intersection, housing access, settlement facilities, and social problems (occurs in 5 cities). All the existing problems can be classified into 6 problem types, they are (1) problem of ring road preparation and construction, (2) problem of disobedience and inconsistency of regulation, (3) problem of spatial planning and urban development, (4) problem of housing growth and facilities provision, (5) problem of coordination among institution and regulatory synchronization, and (6) problem of environmental management related to the integration of ring road and settlement development.

Abstract:
Abstract Dengue Hemorrhagic Fever (DHF) is public health problem in Indonesia and causes extraordinary event with high mortality rate. It is caused by Dengue virus infection of the genus Flavivirirus transmitted by Aedes aegypti bite. All regions in Indonesia are risky for contracting DHF because the virus and the mosquitoes have spread widely in residential housing and public places throughout Indonesia. This study used an observational analytic design with cross sectional method. The respondents were people in the Marelan District of Medan. Data on knowledge, attitudes and practices about DHF were obtained through a guided questionnaire. Data about the presence of Aedes aegypti larvae were obtained through direct observation of the environment around the respondent's houses. The chi square analysis showed that the level of knowledge about DHF was not related to the presence of larvae with a p value of 0.128 (p value> 0.05). For attitude and practice aspects indicate relationship with p values of 0.01 and 0.004 (p value< 0.05). Often the knowledge about DHF is not manifested as action to reduce the presence of mosquito larvae causing the disease in their environment. Still, guidance in intensive counseling and motivating the community about eradicating mosquito nests is very important.

Abstract:
IntroductionThe prevalence of depression differs between groups, such as race, gender, and age group. According to the World Health Organization (WHO), depression is one of the leading causes of death in the age group of 15-29 years-old. During the COVID-19 pandemic, some countries, including Indonesia, ordered a nationwide physical distancing and limited public activities. Indonesia also restricts the public mobilities, leaving the college students, studying in different regions, isolated and confined to their flats, boarding houses, and apartments.ObjectivesTo find out the prevalence of Depression in College Students, living alone, in Pandemic 2020.Methods College students aged 18 to 28 years old, were assessed using Beck’s Depression Inventory (BDI-II), through Google Form, and shared using social media. We also grouped the participants to age, gender, religion, and types of housing, and did the multivariate analysis using median comparison and multinomial logistic regression. Results A total of 84 college students, who are living alone during the Pandemic 2020, participated in this study. We found that 33.3% of the population suffered from depression. The median score for the group of females, prefer not to say their religion, and living in the owned house have a higher median. While multinomial logistic regression study does not have any significant odd risks in the variables.ConclusionsThe results indicate that in time of nationwide physical distancing and limited public activities due to COVID-19 Pandemic, the prevalence of depression among college students living alone in Pandemic 2020 is 33%. One-fourth of them are with severe depression.

Abstract:
As the center of government and economy in the East Sumatra region during the Dutch colonial era, the city of Medan continued to develop and grow in line with the success of the surrounding plantation businesses. This situation resulted in many people coming to Medan to stay and settle down. The large number of people who came to Medan resulted in an increase in population in Medan which resulted in an increase in the number of housing needs at that time, especially houses that met health and safety standards. Since there were many houses that did not meet the standards at that time, the Medan City Government considered that this housing problem had to be taken seriously so they made a policy to establish public housing that met the standards set, which was called “Volkshuisvesting” or people's houses. This housing development policy was also widely carried out in several Gemeente in the Dutch East Indies at that time. Volkshuisvesting itself is public housing aimed at middle and low income people with the aim of helping them to have a decent place to live in. Many things have been prepared by the Medan City government to realize this public housing policy for the people or Volkshuisvesting, starting from planning, provision of funds, housing areas etc. Using historical methods and using sources such as the Dutch colonial archives, newspapers and books that discuss housing published during the Dutch colonial period, this article explains how the Medan City Government plans to build public housing in Medan.

Abstract:
The Provision of housing for the urban poor has been a problem of long standing in the Third World. In some countries efforts at housing supply go beyond events which began forty years ago after World War II when large numbers of people began moving to the cities of Latin Amercia, Africa, and Asia giving rise to uncontrolled urban settlements and causing crowded living conditions in the already built-up areas. In Southeast Asia some colonial governments recognized the housing problem at the beginning of the twentieth century and began programs to ameliorate housing shortages and to improve living conditions for the urban masses. The investigative housing commissions in Singapore beginning in 1907 and the faltering efforts of the Singapore Improvement Trust perhaps are the best known examples. They were the precursors of the Housing and Development Board established in i960 in whose structures live some 85 percent of the Singapore population today. Urban officials in colonial Indonesia, the former Dutch East Indies, also had concerns for the housing of the masses. The Dutch colonial government eventually passed legislation which in a mild way supported housing and- was concerned to some extent with housing construction. For their part, the large cities on Java were more active.

Implementation of 1 Year 2011, there are still many problems, especially those related to the role and capacity of local governments, both in terms of commitment and funding, so it is necessary to develop derivative regulations related to local governments. There are still weaknesses in housing regulations, among others, related to the current income limit for MBR, which is relatively 35% higher than the average wage / salary income of people in Indonesia, as well as the benchmark for common house prices which are 44% lower in value than the market price in accordance with construction costs on the market.

Abstract:
Indonesia is in its era of development in almost every aspect of human life in which these development are directed and guided by the State Guidelines. One priority under the State Guidelines is housing development, specifically housing development for the low and middle income groups. 'Perumnas' or the National Housing Company is created by the government to take the responsibility of providing and developing affordable housing through a long term loan provided by the Bank Tabungan Negara (the State Savings Bank), with more careful observation to the population growth and its distribution, land use planning in urban and rural areas, job opportunity, health environment, social facility, local building material production, and maintain a balance with the regional development.Jakarta, the capital city of Indonesia with its population of more than seven million people has become the primary city in Indonesia and it has been also as a major destination for migrants for jobs opportunities, public services, and information. This study has explored the National Housing Company strategies in dealing with the housing demand and the fast growing population, limited government financial funds, and land availability with special observation to the development of affordable housing in Jakarta; how the National Housing Company financed the housing program includes land and housing development, the methods of building construction, and the method of long term housing payment.

Abstract:
This thesis addresses the issues faced by the urban poor in their efforts to gain housing in developing countries. It argues that participation in housing is a matter of governance, in which the Public, Private and Popular sectors interact, and Intermediary Agents (IA) are necessary to act as catalysts in this interaction. In Indonesia there are two major problems related to housing the urban poor. The first problem concerns the quantity of housing. The second problem concerns the quality of housing, infrastructure and the environment. The government usually addresses these problems through a project-based, sectoral approach that lacks community engagement and accountability. Intermediary Agents have assisted many of these housing projects. However, little research has been undertaken on their role in these housing projects, as well as in the informal housing process. This thesis examines the role of IAs in the housing process of four different communities: one community in a government-sponsored project and three communities in informal settlements. The findings showed that the IAs, in engaging with the four different communities, played different roles and have different values. The involvement of IAs in the housing process elucidates a fundamental issue. On one hand, the IAs offer a mechanism to assist communities in providing and improving access to housing, infrastructure and services. However, there are limitations to their role: they have not the capacity to improve security of land tenure for the residents, which is essential for sustainable housing development. Where there has been some recognition of residents' rights to occupy the land, there have been substantial gains in community engagement in investing and improving their living environment. The thesis demonstrates the importance of community participation and acknowledges stakeholder engagement and community empowerment are crucial, roles that are often dependent on the involvement of IAs. It also extended the research on movement and development IAs demonstrating that both functions are complementary and important in housing delivery and that there are five roles that these IAs could play depending on the housing situation. The thesis offers new approaches to housing delivery and policy in Indonesia by involving urban poor communities, as the beneficiaries of housing for the poor programs. The qualitative method of the research has not been able to provide a generalised conclusion, but the lessons learned are important not only for providing housing for the urban poor in Indonesia but also possibly to addressing housing problems in other Asian countries. This thesis addresses four areas of intervention in transposing skills for a more democratic approach in housing the poor. Within these areas the research proposes new models of engagement for relevant stakeholders in public, popular and private sectors involving Intermediary Agents. These models are underpinned by a set of basic principles to guide IA engagement. Lastly the thesis proposes three models for IAs involvements in the housing process.

Abstract:
This chapter focuses on the involvement of Chinese Indonesians in electoral politics in post-Suharto Medan and Surabaya and how this intersects with their stereotypical position as businesspeople. The opening up of a democratic environment in post-Suharto Indonesia has prompted many Chinese Indonesians to get involved in electoral politics. Some of them become electoral candidates in order to push for reform and positive changes in Indonesia and reject approaches of support for their campaigns in return for political and business favours. But there are also those who become actively involved in politics with the aim of gaining political protection for their business instead of fighting for the interests of the general public. Ironically, the latter often have a higher chance of getting elected, because of the increased cost of campaigning in direct elections introduced during the democratisation process. Their own wealth, or the willingness to accept support from corrupt businesspeople, often Chinese, ensures enough funds to obtain party support and to bribe voters. In this way, Chinese businesspeople continue to establish corrupt and patrimonial relationships with aspiring politicians in exchange for political favours for their business.
