The main concern of this thesis is the role of the architect in the design and production of public housing. The argument presented here is that the method of procurement of architectural skills affects the architectural quality of the product, and that architectural design is driven by more than professional 'idealism'. The case studies that form the basis for the discussion are two middle income housing projects built by the Delhi Development Authority (DDA). One was designed in-house by DDA architects and the second by a private architect. Working within similar constraints of economy, bureaucratic requirements and time, the results produced were very different. On the basis of the difference in architectural quality, I analyze the methods of procurement of architectural skills, for both the private and the in-house architect. The issues that were raised by the case studies as being the part of the process of procurement were categorized into four broad areas: (i) The DDA and its administration of architectural skills; (ii) the nature of housing as the product; (iii) the nature of the professional establishments; and (iv) the architects, themselves as professionals. The process of procuring architectural skills had implications on the architect's performance and his response to design issues. Thus, the qualities of livability, efficiency of land use and aesthetic design that were present in one project and not in the other were linked to the fragmentation of work in the professional system, the manner in which compensation for work was made, the nature of the project itself, in terms of visibility. They also had to do with the staffing of the architectural offices and the research carried out by them. Rather than make normative judgements about the quality of the projects, this thesis questions the appropriateness of the decisions made by the architects in both cases and highlights the issues that lay behind them.

Abstract:
This thesis explores the history and future of two east London housing estates undergoing regeneration; Samuel House, a 1935-8 London County Council neo-Georgian perimeter block on the Haggerston West Estate demolished in 2014; and Balfron Tower, a 1965-7 Brutalist high-rise on the Brownfield Estate designed by Ernö Goldfinger and facing refurbishment and privatisation in 2016. To ‘make public’ expresses a demand and an aspiration; materially – to protect and extend public housing provision at a time when austerity measures are dismantling it in ideal and form [Phillips and Erdemci, 2012]; procedurally – to make visible problematic processes of urban change that are increasingly hidden from public view under the pervasive metaphor of regeneration [Campkin, 2013]; and methodologically – to make public the act of research through long-term collaborations with residents and other practitioners, using archival research and socially-engaged performance practice that reveals spatial changes and their affects on social relations [Harvie, 2013]. The thesis draws on the idea of ‘multiple publics’ to re-conceptualise a constructive approach to public housing and to evaluate the ethic of ‘making public’ [Fraser, 1990]. It works between architecture and performance to forge new connections with the research of Forty, Rendell, Schneider and Roms, and choreograph relationships between buildings, texts and residents through critical acts of writing, dramaturgy and re-enactment. The practice is conducted through performative workshops that open a social, discursive and imaginative space for residents to re-enact the histories of each estate and build collective knowledge and experience. This collaborative work is shared with wider publics through a feature-length artist’s film, site-specific performance, and six-week exhibition, and is documented in the thesis as two acts, comprising scenes interspersed with reflective essays. The evidence gathered is fed into formal and legislative frameworks with the aim of influencing housing policy: at Samuel House, a redesigned housing survey and at Balfron Tower, a listing upgrade nomination and online archive.

Abstract:
The dominant discourse in Tanzania is that home ownership is the most sustainable strategy towards solving housing problem. As a result, housing policy orientation has been towards promotion of home ownership through a land-housing linkage strategy that manifests in improvement of access to identified categories of people usually classified on resources constrained criterion. Rental housing has been observed from this study to have suffered a number of setbacks in history. Public rental housing featured prominently in the first Five-Year Development Plans (1964-69). In subsequent years and particularly with the demise of socialistic form of governance in the post 1992 era, attention has moved away from public rental housing to home-ownership strategies. Private rental housing on the other hand has never featured in the national policies until mid-2000s. This study investigates the future of public housing in Tanzania from a housing management perspective. Through interviews and direct observation in two case studies at Keko and Ubungo National Housing Corporation (NHC), it has been demonstrated that public housing in Tanzania has suffered neglect in terms of repair and maintenance for many years. The main reason as claimed was poor rent collection and low rent levels. The general finding of the study is public housing in Tanzania has been greatly influenced by employment policy changes. Public housing as construed by main actors in the study area is for public servants and largely government employees. Rental payment to the Public Housing Organization was usually through direct remittance from employees salaries by their employers. The Government in 2001 was the largest rent defaulter to NHC. Through a study on housing careers in Dar es Salaam, the study demonstrates the relationship that exists between landlords and tenants. With growing demand for accommodation, renta lsector has been shown to be the strategy that meets needs for newcomers to towns. The study also demonstrates how policy implications are influencing means of solving housing problem. The study urges public housing authorities to exploit all opportunities and in particular the social capital embedded in their tenants to help solve some of their maintenance problems.

Abstract:
This thesis addresses two key questions: First, how did those involved in the provision of public housing in twentieth-century England conceptualise the people who they were providing houses for? Second, how did their ideas change over time? These questions are important and need answering because, although there has been a great deal written about the history of public housing in England, there has up until now been very little thought given to the manner in which the council estate tenants themselves were actually identified and conceptualised as subjects in need of state-funded housing. My thesis begins to redress this imbalance by providing an overview of the changing forms and practices through which prospective tenants were conceptualised and acted upon by those in positions of power in England between 1920 and 1970. Using records from local authority archives, sociological surveys, architectural and town planning journals, central government publications, Mass Observation reports and tenant handbooks, and focusing primarily on council estates in London, Manchester and Sheffield, it shows how ideas about what prospective tenants needed from their homes changed dramatically over the course of this period, with the narrowly sanitary and biopolitical approaches of the 1920s and 1930s increasingly being challenged and complemented by a host of new ideas and discourses which placed far more emphasis upon the prospective tenant’s emotional, social and personal needs. As such, this thesis not only adds substantially to our understanding of the changes that took place in the English public housing sector between 1920 and 1970, but also adds to the burgeoning literature on questions of governmentality; contributing in the process to our understandings of modern modes of power.

With the high housing price, low and moderate-income families find it very difficult for them to buy their own dwelling. In order to meet the needs of low and and moderate-income families and lessen the overheating, Chinese goverment carried out some plans, one among which was the Public Rental Housing program. Public Rental Housings mostly serve for low and moderate-income family to live, with a lower rent than market rent on the same condition. And there are other limits or drawbacks sach as monitioring and housing register problem. Details of the limits differ from city to city. In this thesis, Public rental Housing project in Chong Qing, the first city implemented Public rental Housing to a great extent in China will be studied. Market analysis on both demand side and supply side is carried out to examine the influence on residential market and whether Public Rental housing can ease the overheating in residential market. A questionnaire is used to study public acknowledgement and satisfaction with Public Rental Housing projects in Beijing (for convenience). The finding is: Current public Rental Housing can ease the market but this policy requires better financing resource, subsidy policy to back up, monitor system and more involvement of society resources.

Abstract:
Hong Kong has a long historical development of public housing and become one of the largest public housing programmes city in the world. However, the demand for housing of the low income young people is still not met. They cannot afford decent housing in the private market. Since Housing Authority (HA) introduced the Quota and Points System (QPS) in 2005 for single person applicants. The purpose of the scheme was to set an annual quota for non-elderly one-person applicants applying for public rental housing (PRH) and establish a points system to accord priority to applicants of higher age. The goal of this study is to evaluate the effectiveness of the existing housing subsidy policy for solving the housing problems of the young people in Hong Kong. First, I will investigate and define the housing problems of young people and trying to make some recommendations and suggestions to government. Therefore, a survey will be conducted through interview questionnaire to the young people in order to study their housing problems and general characteristics. By studying the housing problems of the lower income young people in Hong Kong and hope the findings of this research may provide insights for policy makers in tackling the young people's housing problems.

The research topic of this study is about how municipalities and public housing companies in Uppsala county are working with sustainability regarding public housing. Housing can have a significant impact on improving humans' well-being and quality of life. It can also have a significant impact on the environment by lowering households’ emissions. Uppsala county is experiencing a growing population which leads to a higher demand for housing. Therefore, the purpose of this research is to provide insight into how municipalities and public housing companies in Uppsala county are working with public housing. The method used to collect empirical data has been through semi-structured in-depth interviews with public housing officials at the municipalities and public housing companies in Uppsala county. The approach to the collected empirical data has been interpretative. The collected empirical data has provided the insight that there is extensive work going on with respect to the environmental, economic and social dimensions of sustainability at the municipalities and public housing companies. It also provided an understanding that public housing officials place the most emphasis on environmental sustainability when it comes to public housing while attempting to balance the possible trade-offs between these dimensions in planning for public housing. This study provides a base for further research regarding how to identify an appropriate balance between the three sustainability dimensions in public housing in Uppsala county.
