AbstractIn the 1930s, the Nationalist government in Nanking faced two major problems: warlord rebellions and Japan’s invasion. Established in 1928, the Nationalist government led by Generalissimo Chiang Kai-shek exerted power in North China after suppressing the rebellions in that area in 1930, but the local governments in South China maintained their own armies and bases largely directed against this central government. Political divisions and tensions persisted. In May 1931, the Canton authorities rebelled against the Nationalist government, and a new full-scale civil war seemed imminent. The Manchurian Incident and subsequent invasion and occupation of Manchuria by the Japanese Army served to bolster national patriotism against Japan and, in response to public pressure, the Nanking and Canton governments held a series of peace conferences. The Canton government was forced to abolish its “Nationalist Government,” yet Kwangtung and Kwangsi Provinces remained functionally independent of Nanking until 1936.

Abstract:
The Hakka are a branch of the Chinese Han people, who immigrated from central China to Kwangtung (Guangdong 广东) Province. They have their own cultural norms in terms of language, lineage, distribution of work roles. The trans-national Basel Mission was headquartered in the Swiss city of Basel, near the Swiss–German border. The Basel Mission was distinguished among the missions to China by its rural Hakka Christian community. This article sets out to illustrate how the Basel Mission supported and maintained the rural Hakka Christianity community by integrating Christianity with Hakka cultural precepts. Previous Christian historiographical research has generally chosen not to emphasize Hakka cultural beliefs and practices. Examining the activities of the Basel Mission from the perspective of the indigenous Hakka culture, this article aims to enhance our understanding of the cultural precepts of receptors to shape the global enterprise of missionary society.

Abstract:
Political participation is a necessity of human life and the level of it reflects the degree of democracy which can be considered not only the right but also the obligation. Hebei province as a populous province has a large population of undergraduates, especially the expansion the university education policy carrying out in 2008. For the undergraduates in Hebei Province, they do not have adequate political knowledge, political skills and rarely practice in political activities. The objective of this article is to propose and evaluate students’ political participation behaviors in Hebei public universities of China. Data of this article is based on two sources; primary data were collected through questionnaire and 1990 informants were selected based on the cluster sampling method, the main statistical method for evaluation of research hypotheses is on the basis of on the basis of SmartPLS and SPSS software, meanwhile, secondary data which were collected from journal articles, reports and so on. Findings of this study indicate that, the level of students’ political participation was low in public universities in Hebei province in China. Moreover, the author elaborated four reasons that led to the low political participation behaviors in public universities of Hebei Province, which were the weak economic foundation, the backwardness of the cultural environment, the unsound political system and the influence of traditional culture. In addition, the author suggested that political participation among Hebei province public universities students need to improve and develop.

Abstract:
In recent decades, political participation amongst young people has attracted much academic research in established democracies. However, as an understudied area in China especially in Hebei province, political participation of public university undergraduates is in low level. Thus, this article concerns the political participation of public university undergraduates in Hebei province of China. The objective of this article is to identify the influential factors and determine the principal influential factor to students’ political participation in the public university of Hebei province. Therefore, 1990 respondents were selected based on the cluster sampling method, the main statistical method for evaluation of research hypotheses is by the PLS-SEM. Findings of this study indicate that political education has neither effect nor relation to political participation, whereas university identity, experience, major integrated undertake directly function on political participation. Moreover, political competence is the most important for students’ political participation in the public universities of Hebei province, China. Political value cognitive ability is the most important competence which influences the level of political participation among all involved factors in influencing students’ political participation in Hebei public universities according to the results of Importance-Performance Map Analysis (IPMA) and Structural Equation Modeling (SEM). Additionally, the author suggested that in order to improve students’ participatory level, enhancing capability of students is a necessary way.

Based on annual parasitological data recently collected at county and village levels, this article presents a multiscale spatiotemporal analysis of transmission risk of schistosomiasis japonica in Hunan Province during 2001 to 2015 in a geographic information system environment. The study shows that the incidence and prevalence rate of human Schistosoma japonicum infection in Hunan Province decreased after 2001. A spatial autocorrelation analysis reveals the existence of spatial clusters of human Schistosoma japonicum infection and a growing tendency of spatial clustering over time. The identification of high-risk areas (hot spots) helps find areas of priority for future implementation of control strategies. The research demonstrates the importance of spatial scale in public health studies.

Abstract:
Tuberculosis (TB) is the leading cause of death from a bacterial pathogen worldwide. China has the third highest TB burden in the world, with a high reported burden in Hunan Province (amongst others). This study aimed to investigate the spatial distribution of TB and identify socioeconomic, demographic, and environmental drivers in Hunan Province, China. Numbers of reported cases of TB were obtained from the Tuberculosis Control Institute of Hunan Province, China. A wide range of covariates were collected from different sources, including from the Worldclim database, and the Hunan Bureau of Statistics. These variables were summarized at the county level and linked with TB notification data. Spatial clustering of TB was explored using Moran’s I statistic and the Getis–Ord statistic. Poisson regression models were developed with a conditional autoregressive (CAR) prior structure, and with posterior parameters estimated using a Bayesian approach with Markov chain Monte Carlo (MCMC) simulation. A total of 323,340 TB cases were reported to the Hunan TB Control Institute from 2013 to 2018. The mean age of patients was 51.7 years (SD + 17.6 years). The majority of the patients were male (72.6%, n = 234,682) and had pulmonary TB (97.5%, n = 315,350). Of 319,825 TB patients with registered treatment outcomes, 306,107 (95.7%) patients had a successful treatment outcome. The annual incidence of TB decreased over time from 85.5 per 100,000 population in 2013 to 76.9 per 100,000 population in 2018. TB case numbers have shown seasonal variation, with the highest number of cases reported during the end of spring and the beginning of summer. Spatial clustering of TB incidence was observed at the county level, with hotspot areas detected in the west part of Hunan Province. The spatial clustering of TB incidence was significantly associated with low sunshine exposure (RR: 0.86; 95% CrI: 0.74, 0.96) and a low prevalence of contraceptive use (RR: 0.88; 95% CrI: 0.79, 0.98). Substantial spatial clustering and seasonality of TB incidence were observed in Hunan Province, with spatial patterns associated with environmental and health care factors. This research suggests that interventions could be more efficiently targeted at locations and times of the year with the highest transmission risk.

Abstract:
Objective To evaluate the availability, prices, and affordability of essential medicines in Zhejiang Province, China. Methods The survey was carried out in Zhejiang Province in 2018 following the methodology of the World Health Organization (WHO) and Health Action International (HAI). This method is an international standard method.Data on 50 medicines were collected from public health facilities and private pharmacies. Medication prices were compared with international reference prices to obtain a median price ratio. The affordability of medicines was measured based on the daily wage of the lowest-paid unskilled government worker. In private pharmacies, the mean availability of Originator Brands (OBs) and Lowest-priced Generics (LPGs) was 36.7% and 40.3%, respectively. Findings The effects of the mean availability of OBs and LPGs were seen in private pharmacies. Correspondingly, the average availability of OBs and LPGs was 41.8% and 35.1% in the public sector, respectively. In the public sector, the median price ratios (MPRs) were 5.21 for generics and 13.49 for OBs. In the private sector, the MPRs were 4.94 for generics and 14.75 for OBs. Treating common diseases with LPGs was generally affordable, while treatment with OBs was less affordable. Conclusions In Zhejiang Province, low availability was observed for medicines surveyed in the public and private sectors. Price differences between originator brands and generics in both sectors are apparent. OBs were more expensive than LPGs in both the public and private sectors. Low availability affects access to essential medicines. Policy measures should be taken to improve the availability of essential medicines.

Medical waste refers to those hazardous waste materials generated by healthcare activities, including a broad range of materials, and remains as an issue on both public health and environment. In China, there was inadequate information on the implementation of management systems in hospitals based on the national regulatory framework. The objectives of this study were to assess the current situation of medical waste management and to identify factors determining the implementation of a management system based on the national regulatory framework in hospitals. We investigated 23 general hospitals in both urban and rural areas of Shandong Province, China, by both quantitative and qualitative approaches. The medical waste generation rate was 0.744, 0.558 and 1.534 kg bed— 1 day—1 in tertiary hospitals, urban secondary hospitals and county hospitals, respectively. There is a wide disparity between implementation in tertiary, secondary and county hospitals. With increasing financial, technological, and materials investment, a management system has been established in tertiary and secondary hospitals. Financial support and administrative monitoring by the government is urgently needed to build a sound management system in hospitals located at remote and less-developed areas. In those areas issues in the financial, administrative and technical aspects should be further examined.

Few provinces in China have recently conducted population-based surveys on tuberculosis (TB) awareness at the provincial level. Hence, we conducted a population-based, cross-sectional study to evaluate the level of awareness of TB knowledge among residents of Zhejiang Province, China from October 2018 to December 2018. A total of 7174 individuals were randomly selected to participate in this survey. The rate of awareness of key information on TB was found to be 48.0%. The study’s participants exhibited a good understanding of the transmission route (80.8%), curable outcome (78.3%), and designated treatment sites (67.0%) of TB. The rate of awareness of suspicious TB symptoms (36.1%) and the relief policy on diagnosis and first-line therapeutic drugs (38.0%) were found to be relatively low among the respondents. People living in rural areas, those who were less educated, and students all showed a low level of awareness of key knowledge about TB. In conclusion, residents in Zhejiang Province generally lacked key information about TB, which is not conducive to the early detection and treatment of TB. Corresponding efforts should be made for different groups of people to achieve favorable effects on the prevention and control of TB.

As the basic support of regional economic and social development, land transportation is one of the important engines to promote regional development, and its construction and improvement will have an important impact on the regional economic pattern. Based on the road network of Shandong Province, China, in 2020, according to the Medium and Long-term Development Plan of Comprehensive Transportation Network of Shandong Province (2018–2035), this paper uses the GIS network analysis method, weighted average travel time, modified gravity model and other methods to study the land traffic accessibility and economic relation intensity of prefecture-level cities in Shandong Province, China, in 2020 and 2035. The results show that the distribution of land traffic accessibility in Shandong Province, China, shows a certain regional main road pointing characteristic in 2020, and the urban accessibility level gradually decreases along the Beijing–Shanghai high-speed railway and Jinan-Qingdao high-speed railway to the periphery. In 2035, the land traffic accessibility of Shandong Province, China, will be more spatially distributed as “concentric circles”. From 2020 to 2035, the urban land traffic accessibility and the balance of economic contact in Shandong Province, China, will be improved significantly. The research results can provide a theoretical reference for optimizing the traffic network pattern and promoting urban economic contact in Shandong Province, China.

Abstract Shandong is a typical region in northern China that is experiencing a serious shortage of water resources. To tackle the water resources shortage, Shandong is striving to develop alternative water resources, in addition to efficiently utilizing regular water resources, of which, the utilization of reclaimed water plays a major role. However, the successful implementation of the reclaimed water projects heavily depends on public perception and a positive public attitude toward reclaimed water. This study examines public perception of water resources and public attitude toward reclaimed water in Shandong through a questionnaire survey. The results indicate that the public lacks a general understanding of water resources in Shandong. The public positively accepts using reclaimed water for all 12 purposes examined. However, their receptivity of some of the purposes is relatively weak, especially with respect to domestic potable water. Graphical analysis results indicate that older people and people with higher educational levels are more willing to accept reclaimed water. Finally, this study recommends a group of people as the a priori target to improve public receptivity. The study could also provide a valuable reference for other regions of China and developing countries facing similar advancements in the development of reclaimed water.

Based on STIRPAT and panel threshold models, this study empirically tested the impact of Internet development on carbon emissions using panel data of Jiangsu Province from 2007 to 2020. The results showed that the carbon emissions intensity of the Internet development level had a significant promotion effect, while the carbon emissions intensity of technological progress showed a significant inhibition effect, but this inhibition effect is less than the promotion effect brought about by internet development. Considering the threshold effect, the development of the Internet had a double-threshold effect on carbon emissions in northern and central Jiangsu. Jiangsu Province should further accelerate the pace of Internet development and cross the threshold value as soon as possible. Finally, this study constructed a prediction model of emissions reduction to predict the future emissions reduction potential of Jiangsu Province and found that there was still much room for improvement regarding carbon emissions reduction in Jiangsu Province.

This paper (Part II), right after the Part I, also as an information article, introduces the recent progress of “green mine construction” in China. China is a big country in resource exploitation, but there are serious problems such as hidden danger, environmental pollution and resource waste in the exploitation of mineral resources in China. Therefore, the promotion of “green” mining technology, the implementation of “green mine construction” and the promotion of small- and medium-sized mines to green non-waste mining mode transformation and upgrading are crucial measures on the road of China’s mining development, with very important practical significance. Therefore, this information paper of our Chinese mining research mainly reviews the key progress in the construction and development of green mines and introduces four typical green mine examples in China: (1) the mine with the best green environment in China: Jinhui Mining Co., Ltd., Jiuquan, Gansu Province; (2) the most advanced mine in China: Jinchuan Group Company, Jinchang, Gansu Province; (3) the oldest green mine in China: the Suichang gold mine, Lishui, Zhejiang Province; and (4) the most mechanized mine in China: the Pingshuo Coal Co., Ltd., Shuozhou, Shanxi Province. This paper traces the development and distribution of museums and public monuments in one province of China during the twentieth century, with special emphasis on the cultural policies of the post––Mao reform era. By considering the museum and monument (i.e., artifacts, historically significant geographic features, and the physical representation of historical experience) as among the most tangible aspects of historical capital, it is demonstrated how region, province, and nation are involved with public and private interests in an ongoing dialogue over what types of history are to be represented, and in what context. This evidence suggests that while the state may impose its own historical interpretation in key areas, most public history is sponsored and managed by provincial, regional, and even commercial interests which represent the immediate interest first, leaving the connection with the nation to develop on its own tenuous ground. Regional historical representation, therefore, demonstrated that "national history" is not the sum of its parts, and that the "making" of public history occurs at multiple levels of bureaucracy, and through many levels of patronage.

The current study examines the long-run effects of climatic factors on wheat production in China’s top three wheat-producing provinces (Hebei, Henan, and Shandong). The data set consists of observations from 1992 to 2020 on which several techniques, namely, fully modified OLS (FMOLS), dynamic OLS (DOLS), and canonical co-integrating regression (CCR) estimators, and Granger causality, are applied. The results reveal that climatic factors, such as temperature and rainfall, negatively influenced wheat production in Henan Province. This means that Henan Province is more vulnerable to climate change. In contrast, it is observed that climatic conditions (via temperature and rainfall) positively contributed to wheat production in Hebei Province. Moreover, temperature negatively influenced wheat production in Shandong Province, while rainfall contributed positively to wheat production. Further, the results of Granger causality reveal that climatic factors and other determinants significantly influenced wheat production in the selected provinces.

Purpose The purpose of this paper is to examine the market demand of sport lottery in China from the following perspectives: available types and varieties of sport lottery, number of retail outlets, public welfare funds, promotion costs, per capita income, and population. Design/methodology/approach As the earliest province of issuing the sales of sport lottery and having one of the largest sales volumes in China, Guangdong Province was chosen for conducting the current study. Data were obtained from 14 sport lottery administration and distribution centers and statistics bureaus of 14 corresponding municipal cities. Multiple regression analysis was used. Findings Multiple regression analyses revealed that number of retail outlets, promotion cost, per capita income, and public welfare funds were positively (p<0.05) predictive of sport lottery sales; however, available types and varieties of sport lottery were not found to be significantly (p>0.05) related to total sport lottery sales. The findings are discussed in the context of theories and practices in the marketing and administration of sport lottery sales in China. Research limitations/implications Similar studies are suggested to be conducted in provinces and regions beyond Guangdong Province. Originality/value This study combined socioeconomic characteristics of the population, lottery game characteristics and management factors for the first time.

Evaluating the effectiveness of ecological civilization policies is the basis from which policymakers can optimize policies. From the perspective of the overall effectiveness of regional policies, and taking Jiangsu Province as an example, this study constructed a quantitative evaluation model of eco-civilization policy text and an eco-civilization evaluation index system. Using these tools, this paper evaluates the effectiveness of 53 ecological civilization policies issued by Jiangsu Province during 2004–2019 to promote the construction of ecological civilization in the four fields of resource utilization, environmental protection, economic development, and social life. There are three key findings. (1) During the period of 2004–2019, the effectiveness of the textual content of ecological civilization policies in Jiangsu Province generally showed a fluctuating upward trend. (2) The construction effectiveness indexes of the four fields of eco-civilization all showed a growth trend, but the construction effect varied greatly. The index of economic development had grown rapidly, while environmental protection had grown slowly. (3) Ecological civilization policies in Jiangsu Province were effective in promoting the construction of ecological civilization. However, the effects of different policy dimensions on ecological civilization development in the four fields were significantly different. Finally, based on these results, powerful recommendations are provided for the optimization of eco-civilization policies in Jiangsu Province. Moreover, Jiangsu is the first province in China to launch a provincial-level ecological civilization construction plan. Its policy optimization to promote ecological civilization construction can also provide an example and realistic basis for reference for the construction of eco-civilization in other provinces in China.

For a long time, the epidemic situation of hemorrhagic fever with renal syndrome (HFRS) caused by hantavirus (HV) in Yunnan Province of China has been relatively severe. The molecular epidemiology and host characteristics of HV in Yunnan Province are still not completely clear, and the systematic and long-term investigation of the epidemic area is very limited. In this study, a total of 488 murine-shaped animals were captured in the three regions of Mile City, Mangshi City and Lianghe County in Yunnan Province, and then the type of HV was identified by multiplex real-time RT-PCR and sequenced. The results indicate that 2.46% of the murine-shaped animal specimens were infected with HV. A new subtype of Seoul virus (SEOV) was found in the rare rat species Rattus nitidus in Lianghe County, and the two strains of this new subtype were named YNLH-K40 and YNLH-K53. Through the phylogenetic analysis of this new subtype, it is shown that this new subtype is very similar to the type S5 of SEOV, which is previously described as the main cause for the high incidence of HFRS in Longquan City, Zhejiang Province, China. This new subtype is highly likely to cause human infection and disease. Therefore, in addition to further promoting the improvement of the HV gene database and strengthening the discovery and monitoring of the host animals in Yunnan Province, more attention should be paid to the pathogenic potential of the newly discovered HV type.

Aim: Obesity and Blood Pressure (BP) is a serious public health issue. The study aims to assess the prevalence of BP and the factors associated with High Blood Pressure (HBP) among student in Jiangsu Province, China. Methods: A cross-sectional epidemiological study. A total of 101886 students (62,065 boys and 39,821 girls) aged range from 7-22 yea rs were recruited in 2010-2013. Anthropometric measurements and BP prevalence were measured, and in addition, body mass index (BMI) was calculated. We assess the prevalence of BP according to the National Blood Pressure Reference for Chinese Han children and adolescents. Results: A significant difference was observed in HBP prevalence in terms of student gender, region, age and BMI (P<0,001). Overweight and obesity were significantly associated with HBP (P<0.001). Conclusions: The findings convey an important message to the parents, health institutions that urgent action is needed to enhance effective control of HBP among the overweight and obese, and among those are living in a rural area.

Gansu Province is rich in tourism resources, and it is the hometown of the “copper galloping horse”, which is the logo of China’s tourism. However, the scale and revenues of tourism in Gansu province are still at a low level. This paper first evaluated the tourism efficiency of 14 cities and prefectures of Gansu Province in China from 2011 to 2019 using the super-slack-based measure (Super-SBM) and then investigated the internal driving mechanism of the efficiency change through the Global Malmquist-Luenberger (GML) index and its decomposition, and finally analyzed the external influencing elements of tourist efficiency by the Tobit model. The results revealed that the tourism efficiency of Gansu Province had increased rapidly during the study period, especially after 2016, the rising range increased. From 2011 to 2019, the cumulative changes in GML index, technological change (TC), and efficiency change (EC) of tourism efficiency in Gansu Province were 5.053, 4.145 and 1.160, respectively, indicating that the improvement of tourism efficiency in Gansu province is mainly due to technological progress. The regression results of the Tobit model show that the status of the tourism industry, trade openness, information level, and technological innovation level can significantly promote tourism efficiency in the province. At the same time, upgrading the industrial structure and the improvement of greening coverage inhibit tourism efficiency. However, the impact of the economic development level on the tourism efficiency of Gansu Province is not apparent. According to the research results, this paper puts forward corresponding suggestions to promote the development of tourism in Gansu Province. This study is crucial for hospitality, tourism, and policy sectors to understand the underlying factors and promote the healthy development of the tourism industry in Gansu Province.

To raise public awareness of protecting Buddhist temples, this study considers Hebei Province of China as an example, and explores the value of architectural planning and design of Buddhist temples. After 11 Buddhist temples in Hebei Province of China are selected, the paper adopts a Delphi method and questionnaire survey method, establishes the value evaluation system from four dimensions: historical value, artistic value, scientific value, and sociocultural value; and calculates the value of the Buddhist temples’ architectural planning and design according to expert rating. Research results indicate the following. Puning Temple, Jinhe Temple, and ShiEn Temple rank at the top because they are complete extant ancient buildings and have beautiful architectural styles. Chongguang Temple and other Buddhist temples have low comprehensive score because they are severely damaged and other reasons. The comparative study indicates that Buddhist temples at different historical periods have different architectural heritage values, and different influencing factors exert different effects on the architectural heritage value. The study establishes an evaluation indicator system, studies the value of Buddhist temples’ architectural planning and design, and achieves certain innovative research perspective. The evaluation of the value of Buddhist temples’ architectural planning and design can help the public gain a better understanding of the value of temple architectural culture. This understanding benefits the preservation of the temple building heritage.

Objectives. To compare the epidemic prevention ability of COVID-19 of each province in China and to evaluate the existing prevention and control capacity of each province. Methods. We established a quasi-Poisson linear mixed-effects model using the case data in cities outside Wuhan in Hubei Province, China. We adapted this model to estimate the number of potential cases in Wuhan and obtained epidemiological parameters. We estimated the initial number of cases in each province by using passenger flowrate data and constructed the extended susceptible–exposed–infectious–recovered model to predict the future disease transmission trends. Results. The estimated potential cases in Wuhan were about 3 times the reported cases. The basic reproductive number was 3.30 during the initial outbreak. Provinces with more estimated imported cases than reported cases were those in the surrounding provinces of Hubei, including Henan and Shaanxi. The regions where the number of reported cases was closer to the predicted value were most the developed areas, including Beijing and Shanghai. Conclusions. The number of confirmed cases in Wuhan was underestimated in the initial period of the outbreak. Provincial surveillance and emergency response capabilities vary across the country.

The Chinese police performs a wide spectrum of social functions. The first part of this paper presents a daily routine of a district police station in the city of Kunming, Yunnan Province, and the various social functions they perform. Mediation among members of the local community in solving minor conflicts is one of the police’s main functions. Police officers are highly motivated in their work. Their success is measured by the degree of satisfaction of their local community. The methods of Chinese police are unique. Its force lies not so much in the extensiveness of governmental control over the life of ordinary citizens as in the wide network of personal relationships between the police and the members of the Chinese public. This network as well as the variety of functions has a single ultimate goal: public security. The second part of the paper examines the concept of public security in Chinese law. It is impossible to understand the whole of the Chinese legal system in its dynamic without taking into account the normative importance of the concept of public security or public order. In China, public order and public security are synonymous. They are understood differently from the Western legal tradition. In the West, public order is a delineation of freedom of private individuals to act pursuing their own interests. It exists to secure the individual rights and liberties. In China, it is the condition for the stability, greatness and prosperity of the Chinese nation. The third part of the paper examines the relationship between public security and human rights. It is argued that the criticism of China by the Western human rights activists fails to understand the Chinese perspective. The Chinese police’s measures restricting individual freedoms should not be understood as the violation of human rights, on the contrary, it is a protection of the majority’s essential right to public order. The idea of public security in the work of Chinese police is not simply an ideological slogan, it is an essential principle of the Chinese legal system which invigorates and innerves the work of the Chinese police.

Objectives: To qualitatively compare the influence of different ownership which is considered as a kind of institutional environment in public hospitals, private hospitals, and mixed-ownership hospitals on hospital governance structure and organizational behavior. Design: Qualitative descriptive study, using semi-structured, in-depth interviews and thematic template analysis, theoretically informed by critical realism. Participants: 27 key informants including national policymakers in charge of the health sector, influential researchers, local administrators responsible for implementing policies, and hospital managers who are experienced in institutional change. Results: Hospital ownership has a significant influence on hospitals in terms of decision-making power allocation, residual ownership allocation, market entry level, accountability, and social functions. These five aspects in hospital organizational structure incentivize hospitals to adapt to the internal and external environment of the hospital organization—such as market environment, governance, and financing arrangements—affect the behavior of the hospital organization, and ultimately affect the efficiency of hospital operation and quality of service. The incentives under the public system are relatively distorted. Private hospitals have poor performance in failing their social functions due to their insufficient development ability. Compared to them, mixed ownership hospitals have a better performance in terms of incentive mechanism and organizational development. Conclusion: Public hospitals should improve the governance environment and decision-making structure, so as to balance their implementation of social functions and achieve favorable organizational development. For private hospitals, in addition to the optimization of the policy environment, attempts should be made to strengthen their supervision. The development of mixed-ownership hospitals should be oriented towards socialized governance.
