This dissertation is a study on Public Administration research in South Africa. It explores the current nature of Public Administration research in the country by analysing and categorising journal articles extending over a thirteen year time period from 1994-2006. The hypothesis guiding this dissertation is that South African Public Administration research focuses too heavily on practitioner-orientated research (applied research) rather than enhancing basic, theory-generating research. The methodology used is a content analysis of two prominent South African Public Administration journals: Journal of Public Administration (JOPA) and Administratio Publica (AP). A total of 383 articles (278 from JOPA and 105 from AP) were classified according to a set of descriptive and analytical variables to measure research characteristics prevalent within the field. Findings from this study not only confirm the hypothesis but also conclude that research deficiencies identified in the British and United States contexts exist within South African Public Administration research. This implies that there has been little evidence of developing a cumulative knowledge base within the discipline and research methodologies are generally of a poor quality making little effort to contribute to a systematic, scholarly base of Public Administration knowledge. Therefore basic, scholarly theory development in the field is weak.

Abstract:
Local government is the sphere of government that is most directly involved in rendering services to communities and individuals. It is also at this sphere of government where the basic needs of people are addressed. Services like water, sanitation, waste removal and electricity have a direct influence on the quality of life that people live. In order for the occupation of local public administration to contribute meaningfully towards rendering services of a high level, both in quantity and quality, it is important to lay down a number of preconditions. In this research report it was argued that for local public administration management to become a profession in the full sense, it will be necessary: to draw well-qualified graduates from tertiary institutions
to develop practitioners in the occupation on a continual basis
to develop minimum performance standards and requisite competencies
to develop standards of ethical conduct acceptable to the community at large, and the occupation as a whole
and to continuously develop knowledge in the science of public administration as it is found in the local sphere of government.

Abstract:
The purpose of this dissertation is to examine if, and how, the executive-centered approach to public administration, which emphasized public administrators' unwavering loyalty to the president, intellectually shaped the founding and growth of Korean mainstream public administration in the 1962-1987 period. Specifically, this dissertation identifies the four normative tenets underlying the executive-centered approach and conducts comprehensive qualitative content analysis of mainstream scholars' journal articles and book chapters to investigate if, and how, such normative tenets framed the intellectual trajectory of Korean mainstream public administration in the 1962-1987 period. The major findings of this dissertation indicate that: 1) Korean public administration was intellectually founded upon the four tenets of the executive-centered approach and such tenets became fully entrenched as unassailable normative beliefs in Korean mainstream public administration scholarship in the 1962-1987 period and 2) Korean mainstream public administration scholars' strong commitment to the executive-centered approach led them to uphold executive-centered governing order, in which the president exercised exclusive control of public administrators, and to champion the authoritarian developmental state, in which the authoritarian president pushed administrators into controlling civil society and market in line with his political and policy agenda, in the 1962-1987 period. This dissertation also contends that in the post-1987 period, the advent of the new governing order of separation of powers created an intellectual dilemma for Korean public administration scholars because their blind adherence to the executive-centered approach, which stressed administrators' exclusive responsiveness to the president, came into essential tension with the new governing order of separation of powers, in which administrators were required to be simultaneously responsive to not only the president, but also the legislative and judicial branches.

Internet connaît depuis quelques années une application croissante dans l'activité de l'administration, qu'elle soit centrale ou territoriale. L'administration électronique, source de simplification des démarches administratives, s'affirme chaque jour comme l'instrument privilégié d'une nouvelle stratégie de communication au service des usagers. Elle se traduit par un échange sous forme numérisée des formalités administratives entre les services publics et les citoyens. Le gouvernement veut en faire un outil majeur en vue d'améliorer le service rendu aux administrés avec la mise en ligne des formulaires, des données publiques et la création de nouvelles procédures électroniques. Toutefois, sa mise en oeuvre est un véritable laboratoire en tant que siège d'évènements ayant des conséquences juridiques importantes voire préoccupantes. En effet, l'Internet public se conjugue avec l'obligation de résoudre quelques défis juridiques qui tiennent à la définition de nouveaux moyens de sécurité (sécurité des systèmes informatiques, confidentialité des données, la cybercriminalité, etc. ) et à l'encadrement des procédures administratives numériques par rapport aux principes fondamentaux régissant le service public. Face à ces défis, le droit public est-il en mesure d'y faire face ? Les réponses à cette question constitueront les éléments essentiels de nos travaux.

Un téléservice public est une activité d’intérêt général, mise en œuvre directement ou indirectement par une personne publique, qui utilise les outils de télécommunication. Cette définition rappelle celle du service public qui désigne une activité d’intérêt général, assumée ou assurée par une personne publique. Le téléservice public constitue pourtant, du fait des règles qui lui sont applicables, une notion juridique émergente qui s’automatise par rapport à celle du service public. This research project seeks to identify commonalities and differences between new administrative ideologies in the United States and post-Soviet Russia. To achieve this goal, the study explores the question of administrative ideology through the lens of the New Public Management (NPM) related reforms, which spread around much of the world in the late twentieth and early twenty-first centuries. The discussion is structured around two broad themes identified in the review of the literature on NPM and Reinventing Government: the new vision of the government (and its bureaucracy) and the relationship between government and the public. As a method of inquiry, the study uses the review and analysis of official publications and elite interviews with high-ranking officials, analysts, and scholars in the United States and Russia. The research demonstrates that although new ideologies of administration in the United States and Russia share significant characteristics, they differ in a number of important respects. � �

Abstract:
Do citizen volunteers, sitting on legislatively created local historic architectural review boards, represent a part of the American governance tradition? This study examines the relationships between public board members, citizen interests, career public administrators and the elected appointing authorities. This research involved a national survey of over 1200 members of boards of historic architectural review. In addition, four town or county case studies are presented in detail. These case studies are Jonesborough, Tennessee; Lynchburg, Virginia; Cobb County, Georgia; and Gettysburg, Pennsylvania. These case studies are examined through an ecological perspective. Within the context of this study, boards of historic architectural review are very much a part of the urban/town/county governance model. They are highly professional in their composition, highly egalitarian, and deeply committed to furthering highly individualistic notions of community. Although some national community studies suggest a malaise in communitarian ideals, this research suggests just the contrary. The failure of citizenship falls more upon the legitimacy accorded to citizens as public administrators rather than an apathy toward manifesting that citizenship. Historic preservation itself is in a national state of disarray. Its ethos is poorly defined, and the national wellspring for preservation impetus to the local community is strained. Most communities find themselves struggling to fit a nostalgic, sentimental vision of the preserved environment into a well articulated economic model. This research suggests that local historic architectural review boards need to draw upon themselves to create better opportunities through self-study and formal certification programs. By enhancing their natural reserves of professionalism and commitment, they will advertise what they already do very well: administer in the public interest. By joining with like-minded community-based public boards this new coalition promises a energy and direction for municipal governments. The key is to foster an open environment of dialogue and debate centered on furthering good, responsive government.

Ancrée dans une attitude constructiviste, une fondation théorique du management public et des organisations publiques, cette thèse exploratoire en sciences de gestion mobilise les champs de la bureaucratie et de la post-bureaucratie afin de décrypter la politique publique française d’exemplarité en matière de développement durable et d’analyser ses effets sur l’organisation publique et le management public. La volonté d’observer les rhétoriques exemplaires et de comprendre ce qu’ils peuvent signifier pour une organisation publique amène à en questionner le contenu : « C’est quoi l’exemplarité pour une organisation publique - en réseau » : S’agit-il de bureaucratie wébérienne ? S’agit-il de nouvelle gestion publique ? S’agit-il d’une transformation organisationnelle qui tend vers une organisation publique émergente ? Nous constaterons qu’en réalité, l’exemplarité induit des organisations publiques qui ne s’inscrivent pas toujours dans un paradigme particulier. Elles existent sous la forme de systèmes « hybrides » dont les caractéristiques des différents paradigmesbureaucratiques, post-bureaucratiques se chevauchent et décrivent un mix entre des connaissances organisationnelles et une gouvernance éclatée qui n’est ni celle de la centralisation wébérienne, ni celle de la focalisation autour du « volontarisme managérial au centre de la logique du modèle d’organisation post-bureaucratique (De Rozario, Pesqueux, 2018)
Anchored in a constructivist attitude, a theoretical foundation of public management and public organizations, this exploratory thesis in management sciences mobilizes the fields of bureaucracy and post-bureaucracy in order to decipher French public policy of exemplarity in sustainable development and to analyze its effects on public organization and public management. The desire to observe exemplary rhetoric and to understand what it can mean for a public organization leads us to question its content: "What is exemplarity for a public organization - networked": Is it a Weber bureaucracy? Is this new public management? Is it an organizational transformation that tends towards an emerging public organization? We will see that, in reality, exemplarity leads to public organizations that do not always fit into a particular paradigm. They exist in the form of "hybrid" systems whose characteristics of the different bureaucratic, post-bureaucratic paradigms overlap and describe a mix between organizational knowledge and fragmented governance that is neither that of Weberian centralization, nor that offocusing on "managerial voluntarism", at the centre of the logic of the post-bureaucratic organizational model" (De Rozario, Pesqueux, 2018)

Abstract:
Inefficiency in the public sector as a result of leadership ineptitude is said to have contributed significantly to the underdevelopment of Nigeria. This has led to the mismanagement of human and financial resources as well as contributed extensively to poor service delivery to the citizens. The research considered the critical role of public sector administration to the functionality of a society, noting that the major determinant for public sector success is leadership effectiveness. The purpose of this qualitative phenomenological study was to identify how leadership ineffectiveness could be addressed in public sector administration in Nigeria and consider the implications of adopting a different approach to improve effectiveness. The study was partly informed by the dearth of literature on leadership in public sector administration, especially within the Nigerian context. The study was underpinned by leadership theories particularly strategic leadership. Research questions focused on existing leadership approaches and how it hindered/enhanced effective service delivery. The study utilized a case study of Tertiary Education Trust Fund (TETFund) and collected data through face-to-face interviews of 17 staff. Data was analyzed using content analysis and findings revealed the existence of pseudo leadership and blame avoidance behaviour which are detrimental to public sector efficiency. Recommendations are that strategic leadership, administrative accountability, patriotism and reframing be adopted to refine leadership attitude to work in TETFund and other public sector organizations. Application of findings will result in positive social change by providing adequate service delivery for the Nigerian populace thus improving their living standards and supporting economic growth.

The public interest is the highest standard for bureaucratic action in American government. While the importance of this standard ebbs and flows in the literature, the eminence of it remains unquestioned as the North Star for the American ship of state. As the highest standard in American politics and policy, this standard must be formed democratically. In this dissertation, I examine the formation of the public interest standard through the lens of citizen-bureaucratic communication, using the theory of communicative action advanced by the contemporary German social and political philosopher, Jürgen Habermas. I support the use of such a theoretical framework in America by examining the importance of communication for the American pragmatist philosopher, John Dewey. I examine the ramifications of communication in the American democratic state as foundational for the formation and continued expression of the public interest throughout the institution of the American executive branch.

Abstract:
The thesis expands Signitzer and Coombs' (1992) seminal study on the conceptual convergence of public diplomacy and public relations. Similar to international public relations, public diplomacy serves to transmit infolination, promote influence, create understanding and build relationships. However, a review of the existing academic literature reveals that the public diplomacy/public relations nexus has received insufficient attention from scholars. The purpose of the study is to determine whether there exists a strong enough similarity between the two domains to actively theorize public diplomacy from a communications (public relations) perspective. The research systematically applies the Signitzer and Coombs comparative model to interpret evidence of conceptual convergence in five areas of Quebec's public diplomacy (academic and cultural relations, investment and tourism promotion, and sports diplomacy). It is demonstrated that public diplomacy and public relations are both premised on the concept of symmetry, but also share asymmetrical tendencies. The findings suggest that the two disciplines are experiencing a process of convergence and support the value of exploring public diplomacy with public relations-based theories and models. However, public diplomacy practitioners are generally unwilling to recognize the relationship between public diplomacy and public relations. The development of shared concepts is therefore encouraged to overcome these perceptual gaps. Future research centred on common functions, such as reputation management and relationship building, is proposed and the thesis concludes that interdisciplinary cooperation is necessary to advance the public diplomacy scholarship. L'introduction en 1999 du Master in Public Administration (MPA) en milieu universitaire valorise la scientificité du savoir administratif, sans abandonner les dispositifs et les critères de sélection préexistants. Changing nothing to change everything: innovation and continuity in the reforms of Chinese administrative training — At the end of the Maoist era, the Communist Party of China (CPC) attempted to create a more highly‑skilled bureaucracy to achieve economic development in a stable political context. Reforms concerned not just recruitment, management and civil service organization, but also the training of officials in order to improve their skills. The introduction of the Master of Public Administration (MPA) in 1999 enhanced the scientific character of administrative knowledge while pre‑existing selective mechanisms were retained. We conducted 10 semi-structured interviews with first line managers in Swedish public healthcare organizations. A result is reached by a thematically constructed analysis were citations are presented and analyzed.   Result & Conclusions: The study shows through the model that has been used that first line managers are highly affected by administrative tasks that can be linked to New Public Management. The participant managers see these related tasks as important for the organizations and natural in their profession.   Contribution of the thesis: The study contributes with an increased understanding of the managing of first line managers and how it is affected by New Public Management related administration through a perspective that is lacking in previous research. Translation studies in Hong Kong have been focusing mainly on the literary aspect of the discipline. Although huge amounts of bilingual texts are churned out every year from virtually every government and quasi-government department and other institution, these products of translation, as well as the work processes involved, do not receive due attention of the academia for research purposes. Studies on translation of this type and nature may have largely been ignored. To promote academic studies in this field, this thesis attempts to establish Public Administration Translation as a genre which bears distinctive features and a production process of its own, although the linguistic features of this genre do not form part of the present study and are left for future exploration. To achieve this goal, a general history of Public Administration Translation in Hong Kong with regard to various grades of Public Administration Translation service providers has been compiled to track the development of these grades, as well as the relations among them. With a view to putting Hong Kong’s Public Administration Translation in a sociolinguistic perspective, a sociolinguistic framework regarding societal multilingualism types with reference to territorial monolingualism, bilingualism and trilingualism, as well as diglossia and triglossia, is proposed for discussing Hong Kong’s Public Administration Translation and its service providers. After detailed analysis and discussion, it is suggested that Hong Kong’s sociolinguistic situation has always been evolving in response to its political and demographic development, and the Hong Kong Special Administrative Region seems to be moving towards a society of biliteracy (i.e. Standard Written Chinese and written English) and trilingualism (i.e. Cantonese, spoken English and Putonghua) while Hong Kong’s Public Administration Translation keeps reacting accordingly to the changes in the sociolinguistic situation of the community.

Abstract:
England came to have a nation-wide administrative system for public health in the 1870s. It consisted of the local councils which were designated as sanitary authorities and the Local Government Board (LGB) as the central department. This thesis explores how public health reform was pursued under this administrative system, by tracing the career of Arthur Newsholme (1857-1943), who served as Medical Officer of Health (MOH) for Brighton, 1888-1908, and as Medical Officer to the LGB, 1908-19. The main aim of the thesis is to examine the activities in which Newsholme was involved and his views, in order to consider the development of public health activities, or state medicine, in relation to the traditional notions of government and society in England, that underlay the administrative system such as 'minimal government', , local self-government' or 'voluntarism'. The first half of the thesis deals with public health reform in Brighton during Newsholme's years of office as local MOH. Particular attention is paid to how the scope of public health administration was decided through interactions between the MOH and the local council as a representative body of the community, and to how voluntary efforts were involved in its extension. The second half deals with Newsholme's administrative ideas and activities in the process of, and after, becoming the country's leading health official. By the time of his assumption of office at the LGB, Newsholme envisaged a comprehensive state medical service as the ultimate medical ideal. The thesis examines how he tried to pursue this ideal by means of reconciling it with traditional ideas of government. Special attention is paid to Newsholme's difference from his fellow reformers such as the Webbs and George Newman, particularly in respect of their recognition of the framework of centralllocal relations that underlay the administrative system, and concerning how reforms should or could be proceeded with by means of central bureaucratic initiatives.

American Public Administration (PA) theory and practices have lacked adequately articulated or formalized normative foundations since the formal founding of the American State. Discussions regarding how PA theory derives from individual and collective critical reflection on practices (praxiology) and how that knowledge can inform future actions (praxis) virtually have been absent in all organizations. The recognition of the political legitimacy of PA has been lacking. The placing of a viable and critical social theory that posits conscious, responsible, and committed human practices within the context of the administration of the American Constitutional State, a politically narrow context, has been lacking as well. This dissertation establishes the works of social theorists Orion White, Jr., Michael Harmon, Robert Denhardt and Bayard Catron as the foundation for understanding how individuals do and can contribute to the collective administration of the complex state, including how they operate daily in organizations they join, critique and are capable of changing. These scholars understand the dynamics of human being and present discussions of human actions and practices that are capable of tackling the challenges associated with administering the American State. The work of John Rohr has established the other missing linksâ the constitutional legitimacy of PA and the clarification of constitutional values to which American administrative actions and knowledge must adhere. This dissertation asserts that it is the placing of human theory and action within the distinctly American theory and practices of the State that constitutes the solid normative foundations for American PA Praxis and Praxiology that constitutes a viable and formal founding of American Public Administration in word and deed.

The purpose of this dissertation is to understand the managerial â actionâ of public administrators in the management of their organizations within the brazilian context. It seeks to understand the relationships between managers and formal management mechanisms by exploring the complementary nature of the effective managerial action in the face of structural deficiencies and flaws, considering the possibility of overcoming the structuralism-subjectivism dichotomy present in the construction of the Theory of Organizations. Initially, the study provides a review of the literature on organizational design. It highlights the â goodness of fitâ proposition on strategic choice issues concerning the main organizational variables design and organizational goal attainment. It also calls special attention to the emerging interest of designing theorists on interpretivist aproachs to the matter, such that of Karl Weick. A review of the the administrative reforms in Brazil is made from the perspective of the main stream organizational design conceptual framework. It highlights the complex dynamics of a constant search for differenciation and flexibilization subject to patherns of advances and reversals, due to the centrality, streng and pervasiveness of the bureaucratic model. It is concluded that in no single given moment, a public manager and his team, may count on a formal organizational design wich attends the â congruencyâ criteria, devised by organizational design conceptual frameworks, to explain organizational results in different environmental sets. Although this conclusion may explain failure at the public sector, it can not provide understanding on the many instances of significative success attained by government operations in spite of inadequate formal administrative structures. This point calls for a better understanding from the interpretivist aproach, on how public administrators, strongly associated with good organizational results, engage into transformative action, in order to superate administrative structures flaws and disfuncional cultural patherns of conduct, structurally present and constantly reproduced, in vigorous develloping countries, such as Brazil. The dissertation transcribes the testimony of four outstanding public administrators, doing a deep incursion in the managerial real world of public administration, as subjectivelly defined by them and transformed by their engagement into action.Through the thematic version of the Oral History methodology, full segments of the complete enterviews are cathegorized into the thirty two managerial strategies captured wich are presented on a recathegorized manner under eight main strategies: (1) Interchanging Frames of Reference; (2) Exploring the Formal Limits; (3) Playing the Bureaucracy Game; (4) Inducing the Inclusion of Others (5)Promoting Internal Cohesion; (6) Creating Shields against Transgressions; (7) Overcoming Internal Restrictions; (8) Letting the Structures Blossom. Each one of these eight blocks of strategies presented, deserves further reflexive interpretation by the author, on the light of the interpretivist aproach to organizational design. A final effort is made, now on theory building, for improuving understanding on the matter. In order to find a significant meaning underlining all the strategies extracted from the â practical constiounessâ of the enterviweers as revealed in their report, the author resort to a methafor. This methafor helps to: (1) better describe and understand a not adequately treated phenomenon, namely, good results under inadequate structural social and organizational conditions; (2) reveal the logic and the meaning underlining all the strategies adopted to generate results under these unfaithfull conditions; (3) name, accordingly to the nature of the managerial transformative social action envolved, an open ended class of managerial interventions of a pragmatic sort driven by an ethics of results much common to good managers, that is, the concept of â managerial equalizationâ ; and (4) give back to public administrators, represented by the enterviwees, to be incorporated in their â discursive counciousnessâ , something the most effective and experienced public managers already have as tacit knowledge built in their â practical counsciousnessâ , and so, help the education and development of new talents.

The author studies the protection that the liability of public administration regime offers against Public Administration’s actions in Peruvian Administrative Law. In this context, he notes the shortcomings of such regime and proposes Peruvian legislation must change in order to overcome this weakness. Finally, the author notes that it is necessary to change this regime in order to guarantee effective economic protection against illegal decisions of the Regulatory State.

Tenure can affect administrative continuity and proper governance in cities that employ the council-manager form of government, as most public policy proposals originate with the city manager. Literature regarding low tenure in medium and large communities is relatively well explored; however, little is known about the relationship between length of service and leadership style among small municipalities. Using Hersey and Blanchard's theory of situational leadership as a theoretical framework and the Leadership Behavioral Analysis IIRTM Self (LBAIIRTM Self) as an instrument, this study looked at managers' leadership flexibility and effectiveness and whether selection of an appropriate leadership approach impacts length of service in the city manager role. An additional questionnaire was used to determine gender, educational level, the racial homogeneity of the community served, and tenure. A random sample of 350 city managers of small municipalities were surveyed by mail and 25 percent of the surveys were returned (n = 90). Data were analyzed using Pearson product moment correlations and t-tests. Findings indicate that there are no statistically significant relationships between any of these variables, including tenure, and a manager's leadership flexibility and effectiveness, suggesting that leadership ability and tenure are not related. These findings are not consistent with the academic literature regarding public leadership. This study contributes to social change by providing city managers and other municipal leaders with more nuanced information about tenure and leadership and can be used by city managers and city councils in making policy decisions, including decisions about appointment to the city manager position.

The communication of an organizational change vision is a key to the success of organizational transformation. Theorists have prescribed models of how to make change vision communication successful but these models have no empirical data to support them. The purpose of this study was to explore the efficacy of change agents in communicating a change vision that compels employees to accept a perception of reality (mental model) that aligned with the change agents' vision. A case study of the merger of two metropolitan agencies was conducted to examine the relationship between the communication of a change vision and its effect on organizational change. The primary change agent and several organizational members affected by the transformation were interviewed. Primary and secondary organizational documents concerning the merger were collected. Mental models from organizational members were compared for similarity to the change agent's vision. Written and oral materials communicating the change vision were analyzed using Automap text analysis software as a measure of effectiveness and to determine which type of communication was most effective. Findings suggest that the change agent's vision was poorly defined and communicated yet the transformation succeeded because organizational members created their own compensating change vision. Social change implications of this study may include challenging unproductive methods of organizational change that have wasted resources and led to organizational misalignment. A better understanding of the communication of change visions will lead to cost savings and more effective and efficient change efforts that benefit managers, employees and the customers of public agency services.
