Abstract:
This study examines how first year principals learn their roles and provides the picture through their eyes. As there is no formal preparation requirement to become a principal in Victorian government schools, new principals must seek out and direct their own learning for the role. The study describes the informal and formal sources of learning that are sought by beginning principals to help them learn about their new role. The focus is on identifying what sources of learning were used through different phases of the study and how some became more critical than others in shaping and developing the role of a principal in the school. This thesis is a story of continuous professional socialization and learning of a group of seven beginning principals using case studies and interviews over four phases of learning in their first year in the role as they proceed from appointment, entry, establishment through to consolidation of the role. The process of socialization underpins the study and is conceived as a process of learning in which the participants actively direct and participate in their own socialization. However, greater emphasis is placed on the developing nature and reliance on learning in role development. Previous studies of professional socialization of beginning principals have identified licensure programs as significant in the preparation and ongoing development process, whereas this is not the case in Victoria where no such requirements exist. This study adds to existing studies through the finding that there are similarities in the stages of professional socialization process in the Australian context, but also explores new aspects about professional learning by identifying various phases and sources of learning for Victorian principals. These ranged from dependence upon an apprenticeship arrangement, through self-directed task learning, to that of becoming an independent learner within a professional community of equals. Some of the themes identified and explored in this study included examining phases of learning, sources of learning, and their effect on role development. The study was initially based on identifying and exploring some of the key issues and the significance of learning experiences suggested by the beginning principals rather than researching predetermined hypotheses. This grounded and qualitative approach involved data collection over four different time phases in the first year in the role and allowed flexibility in the construction of case studies and the cumulative development of data through the study. The greater part of the data were collected through interviews in each of the four phases of the study along with the collection of survey data for comparison and contrast in the first and final study phases. The research raises many issues that can serve as a basis for further exploration of the complexity of the role of learning within professional socialization for beginning principals. As well, it suggests a number of implications for the organization of professional learning and socialization in beginning principal socialization for the first year in the role.

Abstract:
Since the new dispensation, all stakeholders in the school are expected to play an active role in the governance of schools. It is not the responsibility of government alone to see that schools are up and running. Parents, educators, non-teaching staff, learners (in Secondary Schools) and the community must also share their ideas on how the school is to be administered. This study has focused on the knowledge that the School Governing Bodies (SGB's) should posses in relation to legislations and the application of the knowledge make an impact in the administration and management of the school in the Klerksdorp-area. For schools to function effectively, the School Governing Bodies need to know that the Constitution (Act 108 of 1996) is the supreme law that has an impact in all education legislations, policies and regulations. Therefore, whatever school policy is to be developed should take cognizance of the Constitution. Central to the study is the SGBs' understanding of their roles and functions as stipulated in the Schools Act, (Act 84 of 1996) to avoid conflict of interest and administer the school efficiently and effectively. It is expected that the SGBs should transfer their knowledge into action by formulating policies that govern the school. By formulating school policies the SGB will then be able to have an influence since clear directions will be stipulated in the school policy on how the school is to be managed and administered. School Governing Bodies, as governors of the school are also accountable to people that elected them. It is their responsibility to provide feedback to their constituency and to inform them on the progress made.

Abstract:
This thesis is set out with the purpose to investigate the potential shifts in how victory is presented in the duration of contemporary conflicts. The argumentation is focused on how democratic states, involved in wars, seem to announce different statements regarding victory in its outreach to its inhabitants. This paper will study the case of the American administration of George W. Bush, who initiated and ruled during the first years in the Global War on Terror. By investigating the seven annual State of the Union speeches in a combined quantitative–qualitative method, with Martel’s theoretical framework on victory, the analysis searched after such potential shifts or static usage of the linguistics approach to victory. The answer to the stated research question according to the study conducted by this author is that the publicly announced implications of victory have been subjected to an ongoing shift during the examined time period.

Abstract:
The concept of genocide is probably the most debated subject in Holocaust and genocide studies. The political implications to its usage, or resistance to do so, have also been lengthily discussed. Yet, when it came to the legal sphere of the concept it has been mostly descriptive, without much theorizing on the politicization of the convictions of genocide. This study investigates the relation between the International Criminal Tribunals for the former Yugoslavia and Rwanda application of the crime of genocide and how these judgements were informed. Through the court’s transcripts of a number of selected cases, the research will analyze the application qualitatively, identifying the key factors that determined its usage. The analyses rest on the legal and political aspects that influenced the chambers, evaluating which one explains best. The results indicate that there is no single explanation and that both legal and political reasonings merge in the international legal arena. The courts’ decisions have many inconsistencies that cannot be accounted by a solo description. Thus, matters of law interpretation, conflict’s ending, postcolonialism, and legitimacy all take a tool when convicting or acquitting someone for the crime of genocide.

Abstract:
This thesis evaluates transparency in the context of water utilities’ regulation by comparing legal frameworks in three jurisdictions: Victoria (Australia), England (United Kingdom) and Jakarta (Indonesia). Each of these jurisdictions is selected because of their particular ownership and regulatory model. The thesis analyses whether specific ownership or regulatory models will have implications for transparency. The terms “transparency” and “water utilities’ regulation” are first defined and form the thesis’ analytical framework. This is then applied against the three jurisdictions compared. By evaluating each of the three jurisdictions, the thesis expects to provide explanation on how transparency is enabled or inhibited by the legal frameworks. The thesis recommends a solution by comparing the three jurisdictions and generating “lessons learned”.

This thesis sets out to investigate the meaning, understanding and application of corporate governance in a public sector health service provider in Victoria, Australia. The methodological and analytical approach is based on an adaptation of the Glaser and Strauss’ grounded theory, using ethnographic and survey techniques to collect and describe data so as to capture a broad interpretation of how governance as a process is interpreted, understood and practiced in this organisation. Most studies of governance focus on economic compliance and performance, and questions concerning less obvious human elements of governance involving decision-making are left largely unaddressed and unresolved. In this thesis, these less tangible elements of governance are explored. The perspective presented here is that corporate governance is a socio-cultural phenomenon that requires not only an examination of the governance structures and processes in place, but also the direct observations of social and cultural elements including individual and organisational decision-making. There is a dearth of corporate governance research in the public sector, which has in the past decade adopted a system of governance more aligned to a private sector model. This thesis starts to address this lack. It combines a study of the Board and its accountabilities in the face of rapid change (analogous to the private sector model) with evidence from stakeholders to assess the impact of the governance in the public sector. From the analysis of the data collected and from the researcher’s observations, the health provider studied here can be described as having an effective Board. It appears to have integrated decision-making, with the Board strategically setting the direction of the service and supporting the actions of management to meet the key performance targets and measures as prescribed by the Department of Human Services (DHS). This research explores how governance as a process is interpreted, understood and practiced in the context of a public sector organisation. It offers a unique insight into the complex concept of corporate governance and offers a constructionist conceptual paradigm for further governance inquiry.

Abstract:
The World Health Organization and the United Nations state that people normally access water through their place of residence. However, in North America people regularly need access to water services, such as toilets, fountains, or bathing facilities, when not in a private residence. The purpose of this thesis is to explore the current situation of access to water for personal uses for people outside a place of residence as an emergent research topic. To accomplish this, I conducted a literature review and a thematic analysis of nine key-informant interviews with stakeholders in Victoria. Findings from the research reveal that access to water for personal uses is limited in Victoria when outside a place of residence. Furthermore, the consequences and implications of this limitation directly and indirectly influence both individuals and the broader community. Finally, policy recommendations, action responses, and future research directions inform possible responses to address this issue.

Abstract:
Climate change response is a social contract that requires collective action and can be enhanced through human agency. Management research is needed to examine how institutions at various levels are accountable for climate change and to consider the social and behavioural contexts relevant to the institutions’ engagement with the community. Community climate change response is also an under-researched phenomenon, particular into how the social dimensions of climate actions coalesce with an institutional response. Community collective climate action has been conceptualised as the collective effort between citizens and local government. This multilevel mixed methods research explored public accountability at the local government level and collective climate actions, through a social-psychological lens, at an individual level. A case study of six local governments in Victoria, Australia was undertaken, where council interview transcripts and documents were examined via discourse analysis. Results from the analysis suggest that accountability mechanisms include community demands, hierarchical chain of command, and embedding climate change response within the council and the political interests of its leaders. In the second study, 603 Victorian citizens participated in a survey that focused on how psychological adaptation, social norms, collective efficacy, and procedural justice contribute to collective climate action tendencies. Results of a structural equation model indicated a positive psychological appraisal of climate change influenced the degree to which an individual engages in collective actions, but the magnitude of this relationship depends on the degree to which the individual believes the group can act. Procedural justice had a dampening effect on this positive relationship. The results of these two studies were then synthesised and conceptually integrated in a joint display. Community collective climate actions encompass systems, processes, and behaviours at multiple levels and require incentives that promote self-interest, as well as the collective good. People need to see the benefits of their contributions to the collective good, as this awareness of the benefits of their contribution enhances efficacy and builds a sense of agency. Community response to climate change has an important and complementary role, and insights from public accountability and psychology can contribute to a nuanced understanding of this phenomenon in the Australian context.

Abstract:
This thesis was written to address a problem with ambulance service delivery times in Victoria, Australia. For a number of years, ambulance response times have been increasing to unacceptable levels. As a result of the ever-increasing problem it was appropriate to see if the are other alternative solutions producing better results. There are a number of different service delivery models for Emergency Medical Services (EMS) around the world. The main two are the Anglo/American model (also known as scoop and run) and the Franco/German model (also known a stay and play). There are also two major delivery agencies; the British model of a separate third party public sector service as used in UK, Australia and New Zealand or the fire service model where the fire service is the main delivery agency such as most of Asia, Europe and North America. Which model provides the best outcome for the patient? Such research has not been done in the past. The research will also examine if the Metropolitan Fire brigade has capacity to undertake possible EMS roles. A number of case studies were undertaken and explored with key issues of response times, patient outcomes, skills and new technologies compared. The results, particularly of response time show that in Victoria the response time for fire EMS (8.3 minutes) to medical emergencies is similar to that provided by fire services delivering EMS in North America. The MFB in Victoria is providing the equivalent of first responder; the American and Canadian fire services are delivering Advanced Life Support (ALS). The response times for Basic Life Support (BLS) in Victoria provided by ambulance service are over twice as long (8.3 minutes for fire compared to 18.2 minutes for Victorian Ambulance at the 90%). The US and Canadian Fire Services provide EMS response time considerably lower than Ambulance Victoria, some as low as 7.43 minutes. UK Ambulance (on which the Victorian model is based) also provides response time considerably less than Ambulance Victoria. The issue of whether the fire service in Victoria has capacity to undertake further EMS delivery was explored and whilst it has the capacity it is doubtful it could be delivered in the current industrial environment with the union having the capability of vetoing managerial decisions. The research raised fundamental questions regarding the effective use of scarce public sector resources and agencies working across organisational boundaries in the interests of serving the public. Data analysis involved pattern matching, explanation building and time series analysis to identify trends and commonalities across the cases. A number of themes emerged including continued increases in call volumes, challenges meeting response times and the development of proactive programs to reduce the impact of these trends.

This study investigated the phenomenon of government electronic and mobile service delivery including mobile government service mechanisms. It is an area of management and information systems yet to be fully developed in many parts of the world with considerable variation in success and experience. The study concentrates on a gap in knowledge relating to the significant areas of influence which inhibit or promote successful government electronic and mobile service delivery and therefore the overall success of government projects and initiatives. In addressing the knowledge gap, this study delivers a success factors model which identifies, and categorises those significant areas and factors which directly impact on the success of government service delivery initiatives. It achieves the success factors model in five phases. An extensive review of contemporary literature in the area, the proposing of an initial model of government electronic and unified mobile service delivery as derived from the literature review. An in-depth case study of the Victorian government’s experience and minor case studies of Finland and Singapore relevant to the topic, and independent comment from the World Bank. A verification of the model from the data collected; an analysis of the data and conclusions of the study. Results from this study indicated there are six major areas of significance in the successful delivery of government services by electronic and mobile media. Within these six areas of significance there are domains of influence with success factors and inhibitors to the successful service delivery using these forms of technology. Also it identifies the relationships between success factors, inhibitors and areas of significance, which affect the overall success of projects and initiatives. Recommendations for further research in this field include: change management of government technology environments, education for mobile-government users; redefining information silos within government to delivery unified mobile government and securing government service delivery by delivery platform.

Abstract:
After three hundred and forty-two years of colonialism and apartheid, South Africans of all walks of life experienced their first democratic elections in 1994. Now, as the country is at the precipice of the 5th democratic elections, it has known no government other than the African National Congress (ANC). The ANC has had landslide victories at the ballot box and always managed to secure an electoral vote of around 66%. These victories have not been by accident and have been carefully managed through an Alliance Pact with the South African Communist Party (SACP) and the Congress of South African Trade Unions (COSATU). The nature of the Alliance has infiltrated and influenced the character of contemporary South African public administration. This study postulates vigorously that an alliance is not a coalition, but rather a partnership of ideological semblance and political decorum. This is most significantly expressed through the National Democratic Revolution (NDR). The study further elucidates the notion that the NDR remains the main political artery of the ANC and is seminal in the policy debates and critical platforms for each of the Alliance Partners. The study affirms that irrespective of this convergence of ideology, there is periodic divergence on the leadership role of the ANC viz a viz that of the Alliance as the strategic centre for policy and governance issues. However, the ANC has over the years successfully challenged this assertion and through practice, led the Alliance in a politically driven manner that is predicated on consultation, due diligence and functional purpose. However, any member of the SACP or COSATU who desires to be part of parliament or the executive is required to be a member of the ANC. This, the study asserts, is the new formation of a political partnership. The study adumbrates that the SACP (even though it is registered as a political party with the Independent Electoral Commission) and COSATU do not contest elections separately. As part of the agreement, only the ANC contests elections and as such leads the Alliance. While COSATU and the SACP provide advice through Alliance structures on the deployment of cadres in the public service, the deployment committee is an ANC structure and the final decisions in regard to deployment resides with the ANC. This study has reinterpreted the dialogue within the Tripartite Alliance and how this has moulded the political nomenclature of the ANC, and the solidified impact on the way in which public administration is affected and effected in South Africa and vice versa. The study presents with equanimity how the practice, for example, of dual membership of two political organisations (ANC and SACP) enriches the public service and the policy-making process in a developmental state. It furthermore points to the imperative for a clear underlying ideology (as provided for through the NDR) and certainty as to who leads in such an arrangement. This study finds that it is through the Alliance structures that individual leaders within the Governing Party (ANC) are held to account for their actions – and after a hundred years of existence, the ANC and Alliance structures have managed to address the challenges of time, the pressures of political stress and the coalition of a “broad-based political church”. The logic of maintaining this political marriage and developmental triangulation, and also interpreting the essence of consolidating party manifestos to its membership, and further to preserving democratic principles, while at the same time translating this into the action of good governance in South Africa, is complex, yet manageable.

Abstract:
Community interventions are a recent development in the field of prevention. This study sought to address the current gap in this area, between scientific knowledge and community practice, through an understanding of practitioners’ experiences of implementation. A case study was undertaken to explore the context and complexity of implementation processes. Data was collected concurrently with the implementation of a community intervention located in rural Victoria, Australia, which aimed to reduce early school leaving. Implementers’ perspectives on a guide to best practice, developed from the academic literature, were sought. Concepts from systems theory and ecological approaches were combined to create a framework suitable for the analysis of the data. The intervention was viewed as an open system. Its progression from being a subsystem of the funded organization to a subsystem of both the funded organization and the community was examined. Factors such as meeting community needs and community members as program staff were found to facilitate community acceptance. The interactions within and between the subsystems of the intervention and the community were also explored. School retention rates were suggestive of some level of impact on school leaving. Additional positive outcomes were the facilitation and/or strengthening of links between community subsystems, and a perceived change within the funded organization. This thesis goes some way towards bridging the gap between science and practice in this field. Findings contribute to the debate regarding flexibility versus fidelity and a greater understanding of the unique challenges faced by rural interventions.
