Abstract:
This article focuses on public management reforms in Turkey and how the reform trajectory has changed over the past two decades. Reforms in Turkey represent a mixture of ideas and reform elements that are constantly evolving under the influence of foreign actors, especially the European Union, efforts to respond to global reform trends, and domestic political developments. The article is divided into three parts. The first part gives a brief picture of the political-administrative structure of the country. The second part provides a landscape of the reform initiatives in the last two decades. The third part examines the main challenges Turkey might face in the coming years in terms of implementing reforms and provides a discussion on how they can be addressed.

The students of public sector organizations are often surprised by the phenomenon of repetitive, costly and inconclusive reforms, which seem to be an unavoidable part of the public sector landscape. One possible reaction to it is to make a rationalistic critique and then to issue recommendations for improvement. An alternative is to look for a different perspective in analyzing functions of reform. A study of Sub-municipal Committee reform in Swedish municipalities is analyzed in terms of a symbolic accomplishment. In the light of the results, it is somewhat doubtful whether so-called reforms change organizational forms, but they do help to re-shuffle power, achieve a renewed legitimacy, re-socialize organization members and, in general, introduce variety into routines of organizational life.

Abstract3 The article assesses how and the extent to which political or policy priorities of European governments condition reform processes and their results in times of crisis. This research is based on desk research and statistical analysis of the 2013 EUPAN survey data on public-administration reform initiatives in Europe. The article finds that the place of public-administration reforms on the governmental agenda partially explains the process of public-administration reforms, but it cannot account for the variation in the (perceived) reform results. Also, the results of this research confirm that EU-13 and (potential) candidate countries face more difficulties in reform implementation due to a combination of comprehensive reform strategies and weak administrative capacities. If the quantitative analysis was able to uncover some broad trends common to European public administrations, more qualitative approaches (causal process-tracing and case studies) are needed to capture specific contexts and changing processes in different European public administrations on which delivery progress is inevitably contingent. In order to explain why some windows of opportunities are seized while others are missed during the process of public-administration reforms, it is important to undertake process-tracing in within-case and between-case analysis and focus on causal configurations in the study of particular reform cases.

AbstractIn recent years many important developments have been observed in the Ukrainian public administration: reforms in the public-administration system and civil service, improvements in the regulatory framework for their functioning, extension of the rights and powers of local self-government, bringing their activities into compliance with the EU requirements as well as the transformation of civil service according to the European standards.However, reforming public administration in a post-socialist transition country is hampered by the lack of resources and by public mistrust. The Ukrainian state faces these challenges, as well, and it attempts to find the ways to leave behind the situation formed by decades of uncertain public policy and a flapping development vector.Since 2014 key events have taken place that dramatically affected the public administration in Ukraine, i.e.: the elections of a new president instead of the one who fled, the snap parliamentary elections, establishing new civil and military administrations, launching approximately 60 reforms aiming to give the nation a modern shape corresponding to world-wide trends. Special importance must be granted to the public administration (PA) reform because it plays a crucial role in securing the nation’s success in global competition.The goal of this study is reviewing the most important PA reforms occurring in Ukraine (decentralization, civil-service reform, anti-corruption measures, transparency, reviewing the functions of the central executive bodies). The research questions embrace the following: (a) what main directions in PA reforming are perceived by the Ukrainian government; (b) how are the national governmental body’s functions reviewed; (c) what are the obstacles and risks for PA reforming at the national level ? To address these questions, the respective legislation has been analyzed along with some practical steps applied by the government towards the improvement of public institutions’ operation.Our study demonstrates that Ukraine has moved quite a distance from the soviet legacy as concerns public administration; however, the country has not reached the point of no return yet: the positive reform achievements must be supported by steady efforts in order to make them irreversible and to significantly raise public administration’s efficiency.

Political and administrative reform of the public administration system is the implementation of a setof public administration mechanisms aimed at modernizing and developing the public administrationsystem, optimizing public authorities and local self-government, changing communication between publicauthorities, forming an innovative model of public administration, and professionalizing the system of publicadministration directed on the formation of an efficient and effective system of public administration.The main problems of the implementation of the political and administrative reform of the publicadministration system should include the following:firstly, the absence of a substantiated and systematic Concept for the implementation of political andadministrative reform of the public administration system;secondly, the lack of specially trained personnel in the public administration system that are able to formulate and implement government-management decisions;thirdly, there are no systemic and optimal mechanisms for implementing the political and administrativereform of the public administration system;fourth, the lack of continuity in the implementation of reforms in society and their validity;fifth, the lack of scientifically substantiated models of the optimal system of public administration that canbe implemented in Ukraine;sixthly, the lack of a system for evaluating reforms in the public administration system;seventh, the slow struggle against corruption, affecting the quality of not only socio-economic reforms,but also reforming the system of public administration. The Western Balkan countries have made important steps in the advancement of democracy. However, public administration remains a field where reforms progress very slowly, due to a combination of reasons, ranging from economic and political to cultural ones. Macedonia is not an exception. This paper analyzes the main reasons for the slow pace of reforms in Macedonia’s public administration sector. The focus on public administration and the state contributes to understanding the priority of establishing a professional, efficient and transparent public administration system in a country in the process of European accession. The main research question is why reforms in Macedonia’s public administration sector have been so difficult to implement.

AbstractThe goal of this paper is to document and to analyse public administration reform dynamics and outcomes in three selected areas – transparency and accountability, civil service and local self-governments.The high level of potential access to government information in Slovakia does not “produce” increased accountability, predictability and also does not effectively serve as a tool to control corruption. We argue that citizens are not only victims, but also accomplishers: their tolerance for corruption, excessive bureaucracy and rentseeking is confirmed by many existing studies.Concerning civil service reform, Slovakia shows a substantial reform reversal towards politicisation and centralisation after 2001, which clearly threatens the fundamental features of democratic governance. Soon after the EU accession in 2004 major regressive changes took place, and the Civil Service Office was abolished in 2006. The new legislation in force from 2017 (forced by the EU conditionality) should return the Slovak civil service back on the right track – let us to see.With regard to self-government the reforms aimed towards the establishment of more independent local and regional self-government. However, the major issue here is the extreme fragmentation on the municipal level – almost 3,000 municipalities in the country, most of them bellow 1,000 inhabitants. Many studies confirm that amalgamation (or at least functional amalgamation) is necessary – but there is no political will to start it.What are the main lessons from the Slovak case ? The information provided indicates that the Slovak Republic belongs to the “standard” group of CEE countries – after the first wave of democratisation reforms immediately after 1989, most of the later changes were realised “thanks to” external motivations and pressures – and not always really welcomed. The specific issue, however, is the decentralisation reform in 2000 – 2005. This change, providing really fragmented local self-government by extra rights and responsibilities, was internally driven, with positive results from the point of view of self-government principles, but with many hurdles caused by too large a number of too small municipalities.

From three theoretical perspectives – instrumental, cultural and mythical – this article analyses the reasons for the worldwide emergence of post-New Public Management reforms and summarizes the typical features of those measures. In particular, it explores the link between post-New Public Management and public-sector reforms in China and argues that the ongoing reforms in China, including the super-ministry reform, the regulation of industry, the affordable housing policy, social and healthcare reforms, and the anti-corruption campaign, have shed light on various aspects of post-New Public Management measures. However, because China’s complex public administrative systems are more centralized than they are in many Western countries, it faces big challenges in deciding on and implementing reforms. Points for practitioners The examined administrative reforms demonstrate that China is imitating post-New Public Management reforms and adapting them to Chinese cultural traditions. China’s case reveals that the public sector is a complicated combination of elements from New Public Management and post-New Public Management reforms in a process where new reform elements are continuously added to old ones. China’s reforms are still ongoing; in the past years, China focused more on economic reform, decentralization and efficiency, but today its reforms are turning to social stability, political order and central control.

When a new president is elected, it is generally assumed that one of the president's challenges is to reform government operations. Recent reforms in Korean government had been mainly those of changes of government structures: these changes have included the consolidation of organizational functions and the dismantling of inefficient and unpopular agencies. They were the so-called cutback reforms. In May 1988, when popularly elected President Rho announced the establishment of the Administrative Reform Commission (ARC), many believed that administrative reform would be critical to the president's effort to democratize the governmental processes of the Sixth Republic. In July 1989, the ARC submitted its proposals for reform to the Ministry of General Affairs(MGA): these proposals recommended a wide range of structural and functional changes. The MGA, serving as the secretariat to the ARC, distributed the report to each ministry and agency and invited their opinions.

O presente trabalho tem como finalidade a identificação dos fundamentos de uma sociologia da Administração Pública brasileira. Para tanto, uma gama de formulações teóricas são estudadas a fim de obter um panorama sobre as interpretações a respeito da natureza da Administração Pública no país. A metodologia deste trabalho consiste, portanto, em estudar o pensamento social brasileiro relativo à formação histórica do Estado brasileiro e suas implicações para a sua administração pública. Para tanto, adotamos duas grandes categorias do pensamento social brasileiro: a primeira vertente traz, fundamentalmente, a discussão sobre o país patrimonialista, cujas referências críticas atribuem uma cultura particularista do Estado para com o trato da coisa pública; a segunda discute a ação tutelar do Estado sobre a sociedade, cuja finalidade seria concretizar uma nação organizada e cumprir sua missão civilizatória sobre a sociedade. Ao articular tais vertentes interpretativas, temos uma concepção comum a ambas: a administração pública brasileira é de natureza peculiar, derivada de uma densa rede de relações entre Estado, instituições e sociedade civil. Complementarmente, interessa-nos localizar determinados legados históricos, que persistem a despeito das sucessivas reformas pelas quais passou o aparelho do Estado brasileiro. Assim, delineado o contexto histórico reformista e dadas as exposições, contraposições e proximidades entre os autores, traçamos um panorama sobre a administração pública no contexto do pensamento social brasileiro. A intenção, portanto, é contribuir para uma tipificação, ainda que preliminar, dos trabalhos de viés sociológico sobre a administração pública no Brasil
This work aims to identify the foundations of a sociology of the Brazilian Public Administration. Thus, a range of intellectual formulations are studied to obtain an overview on the interpretations regarding the nature of the public administration in the country. The methodology of this study consists in studying the Brazilian social thought on the historical formation of the State and its implications for public administration. Therefore, it was adopted two broad categories of Brazilian social thought: the first part provides essentially the discussion on the patrimonial country, which critic references attribute a particularist culture of the State to deal with public affairs; the second discusses the tutelary action of the State over society, whose purpose would be to bring an organized nation and to realize a civilizing mission. By articulating such interpretative aspects, there is a common conception to both: the Brazilian public administration has a peculiar nature, derived from a dense network of relations between State, institutions and civil society. In addition, there is an interest in identifying some historical legacies related to successive reforms that the Brazilian state has passed. As a result, after the presentation of the reformist historical context and given the exhibitions, oppositions and proximities between the authors, it was traced a panorama of the administration in the context of Brazilian social thought. The intention therefore is to contribute to a classification, although preliminary, of the works about sociological feature on the public administration in Brazil

Abstract:
The intent of this degree paper is to describe and analyze problems of inefficiency in personnel administration in the Personnel Direction of the National Institute of Housing in Venezuela. The paper includes a general description of the National Institute of Housing, the actual structure and functions of the Personnel Direction as well as the functions of those divisions and departments attached to it. The study draws attention to those existent inefficiencies in personnel administration and authority distribution. The study found that public employees at the National Institute of Housing are not regulated by the provisions of the Administrative Career Law designed as a guide for the Venezuelan public administration system. Consequently, Public employees are laid off every five years, employees are not selected on merit basis, employees are promoted through political patronage and personal alliances, and they are paid inadequately. Furthermore, the Personnel Direction lacks sufficient delegated authority in the administration of personnel. The main sources of information were a combination of secondary sources and the writer's observation during his tenure as head of the department of classification and remuneration within the Personnel Direction. Included in this study are proposed reforms in the above mentioned areas in an attempt to help create a better and more efficient public administration system. The suggested reforms address the inequities of the Personnel Direction and are proposed as corrective measures for the Personnel Direction's present ineffective policies in recruitment, selection, promotion, authority distribution, and call for the enforcement of the Administrative Career Law.

Abstract:
New Public Management (NPM) has been one of the dominant paradigms in public management since the 1980s. Its various elements have been adopted by many countries around the world in their public sector reforms. This research examines the most influential models of NPM and draws out the recurring elements among them. These elements are then employed to build the theoretical framework of how NPM may be related to the reforms in higher education sectors in two countries with highly contrasting contexts: the United Kingdom and China. The UK is an industrialized country that has been one of the pioneers in implementing NPM reforms in its public sector; whilst China, being a socialist country where its public sector has long been under the tight control of the government, is among the developing countries as one of the "late adopters" of NPM techniques in its public management reforms. The aim of this study is to examine the extent to which NPM reforms in these two countries shared any commonalities and divergences. Multiple cases studies are adopted as the main research method. Four universities are chosen: two in the UK and two in China. A comparative analysis of issues relating to the application of NPM techniques in the reforms in these two countries is provided. The NPM elements adopted during the reform processes in the four case studies are analyzed respectively according to the theoretical framework. The conditions under which various NPM elements have been introduced during the reforms are examined and the extent to which they have been applied in the higher education sector in both countries is explored. Results indicate that there has been a translation of NPM techniques from its original country (the UK) to the Chinese socio-economical and political environment. It has been found that although some of the NPM elements such as delayering and devolution of power are shared by both countries, divergences still exist in many aspects of their organizational changes. Meanwhile, the elite and non-elite group of universities in both countries have chosen different pathways in their reforms, which I have significant impacts on the outcomes. The implications of these case studies for future research on public sector management are discussed in the conclusion.

AbstractThis chapter describes the most prominent public management reform trajectories in German public administration over the past decades since unification. In the 1990s, the New Steering Model emerged as a German variant of the NPM. Since the mid-2000s, local governments in Germany have been subjected to a mandatory reform of their budgeting and accounting system known as the New Municipal Financial Management reforms. Both reforms have led to a substantial change in terms of internal decentralisation, customer orientation, transparency in resource use and the financial situation of administrative bodies. But the emerging reform patterns and their impacts have not replaced the dominance of a strong legalist culture with hierarchical, centralised control. However, in the course of the reforms, a citizen-customer perspective, more participation of citizens and limited application of new management instruments have been accommodated within the persisting bureaucratic system.

AbstractThe chapter analyses recent reforms in the multilevel system of the Länder, specifically territorial, functional and structural reforms, which represent three of the most crucial and closely interconnected reform trajectories at the subnational level. It sheds light on the variety of reform approaches pursued in the different Länder and also highlights some factors that account for these differences. The transfer of state functions to local governments is addressed as well as the restructuring of Länder administrations (e.g. abolishment of the meso level of the Länder administration and of single-purpose state agencies) and the rescaling of territorial boundaries at county and municipal levels, including a brief review of the recently failed (territorial) reforms in Eastern Germany.

AbstractIn the system of German federalism, the administrations of the 16 federal states (Länder) have central responsibility for the enforcement of both federal and state law. Despite all the heterogeneity in terms of size, administrative tradition and culture, their administrative structures are relatively uniform. Everywhere, the municipalities, which are part of the state executive under state law, play a significant and, above all, independent role as bodies of the public administration. There are some differences, but administration seems in some respects relatively homogeneous, not least due to the largely similar staffing structures, career patterns and administrative cultures. Structural reforms of very different scopes have been a long-term phenomenon since the 1990s.

AbstractThe international community of public administration and administrative sciences shows a great interest in the basic features of the German administrative system. The German public administration with its formative decentralisation (called: administrative federalism) is regarded as a prime example of multilevel governance and strong local self-government. Furthermore, over the past decades, the traditional profile of the German administrative system has significantly been reshaped and remoulded through reforms, processes of modernisation and the transformation process in East Germany. Studies on the German administrative system should focus especially on key institutional features of public administration; changing relationships between public administration, society and the private sector; administrative reforms at different levels of the federal system; and new challenges and modernisation approaches, such as digitalisation, open government and better regulation. The publication is following this structure in four parts with 22 chapters.

After the collapse of the Soviet Union, Kyrgyzstan has faced with public debt problem. Sharp decline of production, high level of unemployment and the need for economic and structural reforms during transition to market economy caused a large budget deficit. Budget deficit and public debt problems still remain as one of important macroeconomic issues in Kyrgyzstan. The purpose of our paper is to overview public debt politics and analyze public debt administration in Kyrgyzstan. Sažetak: Neučinkovitost javne uprave redovito se ističe kao jedan od najvažnijih razloga loše pozicije Republike Hrvatske na globalnoj ljestvici konkurentnosti. Često spominjana reforma u političkim programima reforma je javne uprave. Javna uprava obuhvaća tijela državne uprave, tijela jedinica lokalne i područne (regionalne) samouprave i pravne osobe koje imaju javne ovlasti (javnopravna tijela). Republika Hrvatska donijela je 2015. godine Strategiju razvoja javne uprave za razdoblje 2015. – 2020. godine, kao nastavak reforme javne uprave započete Strategijom reforme državne uprave za razdoblje 2008. – 2011. godine. Strategija ima jasno definiran cilj, utvrđuje poslovne procese javne uprave, govori o standardima kvalitete, donosi metodologiju oblikovanja i provedbe javnih politika, utvrđuje opće i posebne ciljeve. Glavni je cilj Strategije podizanje razine kvalitete javnih usluga radi osiguravanja višeg životnog standarda građana i stvaranje poticajnog poduzetničkog okruženja. Upravljanje kvalitetom u javnoj upravi obuhvaćeno je i dokumentom Nacionalni program reformi, koji je donijela Vlada Republike Hrvatske 2020. godine. U radu autori prezentiraju rezultate nastavka istraživanja sustava upravljanja kvalitetom u javnoj upravi u Republici Hrvatskoj, započeto 2016. godine. Abstract: The inefficiency of public administration is regularly highlighted as one of the most important reasons for the poor position of the Republic of Croatia on the global competitiveness scale. The oft-cited reform in political programs is public administration reform. Public administration includes government bodies, local and regional government and legal subjects which has public authority (public administrative bodies). During the 2015 Republic of Croatia has brought a Strategy of public administration development for the period 2015 – 2020, as a continuation of public administration reform started by Strategy of government administration reform for the period 2008 – 2011. Strategy is clearly defined goal, talk about quality standards, establishes business processes of public administration, suggest methodology for modelling and providing public policies, defined general and specific objectives. The main goal of Strategy is public services quality level increasing because of secure higher standard of living for people and creating stimulating entrepreneurship environment. Quality management in public administration is also included in the document National Reform Program, which was adopted by the Government of the Republic of Croatia in 2020. In this paper the authors present the results of further research of quality management system of public administration in Republic of Croatia, started in 2016.

Public services that satisfy the interest of the community in contemporary conditions are provided by administrative organizations, market entities or an administrative organization and a private entity together through various arrangements, all depending on the generally accepted conception of the role of the state in public administration. Some of the countries to be analyzed went much deeper into management than other countries because governments realized that they did not have to provide goods and services to citizens if they could not guarantee that services would be provided fairly, which contributed to the rapid and effective public service reform. The state (administration) becomes (remains) only the coordinator of public policies that ensures fairness in providing services to citizens, and ceases to be its undisputed immediate executor. In this paper, the author analyzes the impact of new public management on the privatization of public services in the United States and in Westminster countries (Canada, United Kingdom and Australia). Private provision of public services has long been a part of efficient and effective governance in these countries. In the midst of new public management reforms that have spread around the world since the 1980s and beyond, there is a growing interest in private governance and ownership of key public services at all levels of government. A key question for governments considering privatizing public services is whether private firms provide higher quality services than their public sector partners. Compared to the performance of private sector organizations, the quality of public service delivery is difficult to measure and monitor in today's context. For these reasons, it is sometimes thought that private firms may not have the necessary capabilities to deal with all elements of effective public service management.

An anonymous idea is observed in the public finance literature that includes where fiscal rules, i.e numerical rules on the fiscal indicators, are strict and stringent, policy executives will have incentives to recourse to creative accounting implementations to overcome these numerical limits. Creative accounting is applied for demonstrating economic, especially fiscal indicators better than the originals to reach the necessary fiscal limit, even if they are primarily conducted by private firms. Many countries applied these illusory implementations to hide their reported budget deficits especially in the last global crisis period. With this manner, creative accounting violates the basic principles of governance in public finance. In this context, governments should have to establish statistical classification structure and government accounting system that aims to prevent creative accounting. With this dimension, fiscal transparency will prevent from creative accounting implementations. In this study, the relationship between fiscal rules and creative accounting on the public finance administration level will be determined and fiscal transparency suggestions that prevent these frauds in the economies will be evaluated. As a result, the practice of good governance in public finance should be implemented to provide financial transparency. In addition, the reforms about transparency in the legislation should be consider as an important proposal.

After the latest reforms in higher education according to the NPM (New Public Management), the autonomy of universities and the organizational perspective have been strengthened. According to predominantly used neo-institutional research in higher education, organizations adapt their structure by the pressure of legitimacy from outside. So the research question arises, if universities are actors and if so, what are the influencing factors on organizational structure. The goal is to point out the reasons for organizational design and if they act on their own or only adapt changes by pressure from outside. For this, interviews with 16 experts in faculty management are conducted and interpreted using qualitative content analysis according to Mayring and Grounded Theory. The results show that it is possible for faculties to change and design their organizational structures. There is staff responsible for this task. They work in the faculty between management and administration. Reasons to change the organizational structure are not caused by legitimacy. Much more, the new tasks cause a real need for new positions. This argumentation is not in line with neo-institutionalism. So the results strengthen the thesis that neo-institutionalism is not sufficient anymore to explain the organizational change of universities.

Organizational culture is the basis for the harmonious development of unwritten values and norms that guide a good unfolding of services in public administration institutions. The efficiency and effectiveness of public administrations is dependent on the culture agreed by public clerk. However, in the current context, the political problems that public authorities have are increasingly complex and for this reason there is a real need to develop the organizational culture in public institutions. Moreover, we have to consider the pandemic context caused by the infection with the SARS-CoV 2 virus, so the acute need to digitize to a greater extent the public services, implicitly to develop the organizational culture. This research aims to identify and analyze the organizational features and culture in the public service, the relationship between organizational culture and performance and last but not least to propose a set of principles that can significantly contribute to a reform of public administration.
