Abstract:
The Western Balkan countries have made important steps in the advancement of democracy. However, public administration remains a field where reforms progress very slowly, due to a combination of reasons, ranging from economic and political to cultural ones. Macedonia is not an exception. This paper analyzes the main reasons for the slow pace of reforms in Macedonia’s public administration sector. The focus on public administration and the state contributes to understanding the priority of establishing a professional, efficient and transparent public administration system in a country in the process of European accession. The main research question is why reforms in Macedonia’s public administration sector have been so difficult to implement.

Public-private partnership was not unknown in Macedonia prior to the adoption of the latest legislation on concessions and PPP in 2007. Many infrastructure and other public interest projects have been developed or tried in the form of concessions mainly at the state level over the past few years. The Concession and Other Forms of Public-Private Partnerships Act marks an important step towards stimulating more intensive use of public-private partnerships, particularly in developing infrastructure and public services at the local self-government level. One has to welcome the introduction of this very concept of the Public-Private Partnerships Act into the Macedonian legal system because it brings this form of financing local development closer to both public and private partners, and it makes the whole process of structuring and awarding PPP projects more transparent and clear. Abstract:
The complex set of historical and political processes between the countries of the Western Balkans, as well as the absence of the EU from the region, complicates the process of building democratic and political capacities in these countries. The United States has a complex political approach to the Western Balkans, without having an exclusive ally in this part of the region. Although the region does not seem to be at the top of US policy priorities at the moment, the Western Balkans play an important role in its interests, especially when it comes to security issues, which have always been a top priority for the US administration. The public in the Republic of North Macedonia is still emotional about the process of changing the constitutional name, and the Prespa Agreement, although a closed topic for the US administration, at least judging by the last move of President Biden, is still not fully accepted, not only by the population, but also among some experts. Some critics comment on the distrust of the process "vis a vis" the constant blockades of the pre-accession negotiations with the EU, despite the name change, which by the way according to the amendments to the Constitution should be implemented in practice in parallel with the opening of EU negotiation chapters. This begs the questions: What is the US position on North Macedonia's strategic interests? Does and in what way does the United States influence North Macedonia through NATO? What are the benefits and prospects for North Macedonia from NATO membership? The purpose of this paper is to explain the US attitude towards North Macedonia from a geostrategic point of view by applying descriptive analysis. In 2008, after the Greek veto on Macedonia's membership in NATO, a Declaration on Strategic Partnership and Cooperation was signed between the United States and Macedonia, with which the United States guarantees the security of Macedonia, but without meaning a replacement for NATO membership. The Declaration is one of the most important agreements for North Macedonia, which emphasizes, among other things, the strategic commitment of both sides to Macedonia's integration into NATO and the EU, making the United States the only strategic partner and supporter (of the great powers) of Macedonia in its EU and NATO aspirations.Finally, in 2020, through the North Macedonian Embassy in Washington, the instrument for joining the North Atlantic Treaty was deposited, with which North Macedonia officially became a member of NATO.

Abstract:
This paper is about the local utility services in the decentralization process in the Republic of Macedonia. Particular emphasis is placed on the legal framework for financing municipal utility services through the decentralization process. Since the utility service tariffs are relatively low, the Macedonian utility companies want to increase their tariffs up to cost recovery levels to achieve higher standards required by the EU Directives. The paper also deals with financial relations between the central and local authorities versus the utility company management and the current state of providing utility services in light of financial issues. It has been found out that there is a huge potential to improve user charges. However, due to the current economic situation and the unwillingness of customers to pay higher fees, this solution cannot be applied for the time being. A number of abuses of power and position, daily committed for acquisition of unlawful profit, beyond of permitted and envisaged legal jobs, starting from the lowest level, to the so-called, daily corruption, which most often is related to existential needs and it acts harmless, not even grow into another form, to one that uses such profits as the main motive for generating huge illegal gains for a longer period of time, by exploiting and abusing high social position, corruption in public sector, but today already in private sector too, are part of corruption in the broadest sense, embracing all its forms, those who do not enter in zone of punishment and those who means committing of serious crime. It has many forms, but due to focusing on a particular problem, as a better way to contribute a solution, this paper will focus on the analysis of corruption in the public administration in the Republic of Macedonia, and finding measures for its prevention and reduction, which we hope will give a modest contribution to its real legal protection, not only in declarative efforts in some new strategy for its prevention and suppression.

The increased competences and strengthening of the political culture of the population will result in a more active participation of citizens in local processes. An increase in the professional level of the executive and administrative bodies along with improved communication with a civil society will have a positive impact on the quality of municipal management. Decentralized approaches to local development can be a sustainable way to preserve multiculturalism in an ethnically and culturally diverse country. <p>Effectiveness of the workplace is one of the most contemporary topics in the modern organizations. In era of increased competition and globalization, it is of paramount importance for organizations to increase loyalty and efficiency of their employees, i.e. to increase the motivation of its employees. To motivate the employee and to get maximum output of them is the first key to success of the organization. The second key is to reduce the turnover, especially the voluntarily one. The idea is that turnover is costly to organizations.</p><p>This paper seeks to explore the impact of job design, job enlargement and job enrichment on job satisfaction and motivation with employees from business sector and public administration. Three countries are taken into consideration and compared – Macedonia, Bulgaria and Kosovo, using the Job Diagnostic Survey. The sample includes 285 respondents. The study has been conducted as a start of a longitudinal study of which two datasets from 2010 and 2013 are presented in the paper. Being one of the first studies investigating this topic in the countries in question, this study clarifies the similarities and differences among Balkan countries.</p><p>The findings presented in the paper suggest that the highest result for Motivational Potential Score (MPS) can be observed in the public administration sector in Kosovo (MPS=153.5), followed by Macedonia’s business sector (MPS=133.6) and public administration (MPS=132.4). Lowest MPS score is for the Kosovo’s business sector (MPS=106.7). Bulgaria scores MPS=114.4 and MPS=112.7 in the public administration and privates sector respectively.</p>

<p class="ber"><span lang="EN-GB">Local government in Westerns Balkans has gone through various public administration reforms resulting from the era of New Public Management (NPM) developments that took place in developed countries. However, such reforms have not yet reached their goal of creating more autonomous (especially financially) local government units that would be efficient and effective enough to provide better services to citizens. Macedonia is perceived a country where fiscal decentralisation has not reached its expected outcome reflected mainly in low shares of finances compared to central government finances. This paper aims to elaborate on the reforms that have shaped the management of local government in Macedonia, as well as its financial position. This is an exploratory study of previous writings about decentralization and local government (mainly) in Macedonia. The paper starts with some theoretical background of NPM and decentralisation that have shaped the local government. Then it follows with a review of the public administration reforms, decentralisation process, and local government finances. The paper is expected to contribute modestly in understanding the nature of local government and its finances along the reforms channelled mainly through the decentralization process. </span></p>

In this essay the aim was to investigate how the EU is trying to function as a democracy promoter in three particular countries, the so called candidate-countries Croatia, Macedonia and Turkey. The aim was also to analyze if there exist any differences in how the EU functions in these countries as a democracy promoter with a focus on how acts of democracy promotion is taken place. In order to fulfil the purpose of the essay two questions were addressed, how does the EU perform in promoting democracy in the three candidate-countries Croatia, Macedonia and Turkey? And also, is it possible to identify any differences in how the EU functions as a democracy promoter in those three countries?

The method used to fulfil purpose and answering research-questions was qualitative text-analysis.  The results of the study were that the EU does perform in a number of ways to promote democracy in the three countries. The main differences are that the EU is using primarily political tools in Croatia and Macedonia which are channelized top-down and economic tools in Turkey channelized mainly top-down to promote democracy. The extent between the tools used differs.

What drives politicians to adopt and implement civil service reforms differently? What explains the variation in politicization and professionalization in the state bureaucracy across countries and across governments? Why do certain incumbents politicize less the state administration and others professionalize more? This thesis answers these questions by contributing to the literature of postcommunist studies, comparative politics and political economy in two ways. The thesis first unpacks outcomes that stand between the patrimonial and Weberian bureaucracy along a two-dimensional framework on levels of politicization and professionalization, in order to explain the political incentives and circumstances that explain this variation. Challenging current explanations on state reform as a by-product of political competition or historical legacies the thesis argues that political parties’ incentives play a central role in reforming bureaucracies. More precisely, I argue that while, politicization, in terms of political hiring and firing, is a function of resources’ needs of parties to strengthen their own organizational survival, professionalization is a function of the electoral pressure on parties to deliver public good. The incentives political parties face to provide more effectively public goods and the incentives to use state resources for organizational needs might combine in various ways, yielding different combinations of professionalization and politicization in bureaucratic design. To explore this argument, the dissertation examines levels of politicization and professionalization in Albania and Macedonia1 over time in the period between 2000-2013. The dissertation finds that Macedonia in contrast to Albania ended up in a highly incompetent administration because of parties’ usage of ethnic salience in order to electorally win, without the need to deliver on public good. Conversely, Albania developed a comparatively more competent administration, as incumbents had to deliver some public good in order to maintain power in comparison to competitors. Interestingly, in both countries, levels of politicization varied across time and across sectors based on party organization age, showing that older parties have lower need to use state patronage for organizational survival and hence were more capable of improving the state bureaucracy.

In this chapter, an electronic model of Public Administration’s operation using an ontology as a means to a formalized representation of knowledge is presented. According to the proposed model, every public administration procedure is viewed as a service offered to some external entity and is represented as a (Semantic) Web service, semantically annotating its functional parameters, profile, and workflow. The modeling of public administration services/procedures involved the commonly used IOPE (Inputs – Outputs – Preconditions – Effects) model of OWL-S for Semantic Web Service description. This chapter also presents a specific use case about the Human Resource Management department of the Region of Central Macedonia. In order to do so, certain extensions/adaptations of the general methodology were needed. In this chapter the authors fully present and justify these adaptations that were deployed in order to turn the general methodology into a really flexible and re-usable tool to model any public administration procedure. Furthermore, the authors describe the full knowledge engineering cycle for developing the ontology of this department’s business processes.

In the last three decades our knowledge about ancient Macedonia, classical, Hellenistic and Roman, has been boosted thanks to archaeological discoveries and editions of epigraphic corpora or reassessment of individual documents. The study of legal norms and practices in Roman Macedonia will unavoidably rely on the epigraphic material published or re-edited over this period. Inscriptions tend to cluster around three main themes: a) the public domain as revealed through honorific practices of (autonomous) poleis or other collectivities, b) manumissions for which there is the dossier from the sanctuary of the Autochthonous Mother of the Gods of Leukopetra as well as other similar acts from various localities, and c) funerary monuments, containing information about fines, endowments, and testaments. This chapter will provide an outline of what we know about legal rules, procedures, and practices. These concepts are not shaped in a vacuum, therefore a brief excursus into the legal life of the kingdom of Macedonia and the terms of its incorporation into the Roman administrative structures is necessary.

Abstract:
Svetozar Pribićević was the first Minister of the Interior of the Kingdom of Serbs, Croats and Slovenes for an uninterrupted duration, from December 20, 1918 to February 19, 1920. Around half of this period he was a minister while Stojan Protić was at the head of the government, and around half while the prime minister was his party partner Ljubomir Davidović. Although he came to the head of the Ministry of Interior with the support of the People’s Radical Party (Narodna radikalna stranka, NRS), within a few months there was a disagreement between them based on the differences in the view of the internal administration in the country. Pribićević passionately advocated state centralism and Yugoslav unitarism, which only partly agreed with the radical point of view. His dogmatized application of the unitary state and regime assumed only the supporters of his coalition political party, the future Yugoslav Democratic Party (Jugoslavenska demokratska stranka, JDS). Any opposition to this kind of state organization was labeled as anti-state, in the Croatian case as separatist, and the response of his regime included the violence of the repressive apparatus and the suppression of all oppositional expression. During his mandate in the Ministry of Interior, Pribićević established the structure of its activities, including the activities of the Department for public security, which was immediately recognized as the political police. He paid special attention to the former Austro-Hungarian territories, especially Croatia and Slavonia. He installed his supporters, Ivan Paleček and later Tomislav Tomljenović, to the postitions of Croatian Ban, who then appointed officials at lower levels according to his ideological expectations. In the area of Banat, Bačka and Baranja, he established the State Secret Police whose task was to monitor the non-Serb population, which was also suspected of being an anti-state element. This practice of monitoring society was maintained throughout the entire duration of monarchist Yugoslavia. During this period, Pribićević made 2,353 personnel decisions that related to 1,538 people, most of whom were promoted from the existing administrative systems. The largest number of decisions related to the territory of Serbia and Southern Serbia, i.e. Macedonia, Kosovo and Metohy. These decisions also had a direct impact on his coalition relationship with the NRS, which accused Pribićević of favoring democratic sympathizers, to the detriment of radical members. The exceptional influence of the democratic current on personnel decisions implemented by Pribićević in the Ministry of Interior supports the conclusion that there could be no question of the alleged division of responsibility between him and Marko Trifković, whereby Pribićević was in charge only of the former Austro-Hungarian territories.
