Abstract:
The article deals with the results of the research work “The development of methodological instruction “Documentation quality management systems of state specialized institutions providing forensic expert support for justice”. It analysis the international standards of quality management systems; international standards that provide supporting information to institutions, enterprises, and organizations implementing quality management systems; international standards and other documents regulating requirements in certain areas of professional activity. According to the results of the analysis, for the first time were classified the documents of the quality management systems of state specialized institutions providing expert support for justice and they are listed below. Documents by its types: – defined by international, regional, national regulatory documents (in particular, standards, codes of practice, technical specifications, policies and guidelines for quality, procedures, methods, standard operating procedures, operating instructions, etc.); – developed in Ukraine by authorized bodies of public authorities and administration (in particular, laws, by-laws and regulations (in particular, decrees, regulations, instructions, provisions, instructions, etc.); – developed by international organizations involved in standardization processes (ILAC, ENFSI, ASTM, etc.): guidelines, best practices manuals, etc.; – developed by institutions within the framework of their accreditation: policies and guidelines for quality, procedures, methodologies, standard operating procedures, instructions, etc. Documents according to its use from the point of view of regulatory or regulatory and methodological framework of certain segments of quality management systems, which regulate requirements to: – administrative activities of quality management systems (for example, procedures); – conducting expert research – the technical activities of quality management systems (for example, examination procedures, standard operating procedures). Documents according to its impact on quality management systems: – external documents – laws, standards, codes of practice, technical specifications, regulations, instructions, etc., developed outside the institutions with an implemented quality management system; – internal documents – policies and goals in the field of quality management; quality guidelines; documented procedures and methodologies; standard operating procedures; manuals, operating procedures; quality programs; technical specifications; lists of control questions, determination of competence, reports (including inspection or inspection certificate, sampling, etc.), statement of conformity to specification or standard, certificate of calibration, logs, protocols (including tests), forms, etc. Documents according to its hierarchy, starting from international and regional standards, codes of established practice, technical specifications, including harmonized in Ukraine, proper national standards, codes of established practice, technical specifications, other regulatory legal acts of the state, guidelines of the quality system, passports of the conformity assessment body, areas of accreditation, management system procedures, research methodologies (examinations), operating procedures for staff involved in the accreditation areas of institutions, completing the forms documentation, etc. The results of the research work will be implemented when establishing the documentation systems within the framework of accreditation of institutions providing expert support for justice, in compliance with the requirements of international standards of quality management systems, as well as in updating the documentation systems of already accredited institutions.Key words: classification of documents, documentation, quality management systems, expert support for justice.

Abstract:
Purpose The purpose of this study is twofold. First, the study shall evaluate the extent of usage of grey literature and its different types of addiction research. The second purpose of the research is to analyze the extent of usage of reports such as research reports, survey reports, data reports, etc. As the reports are produced in general by various organizations and can be accessed by not only academicians but also the general public, they play an important role in the dissemination of research to the people. Therefore, the study endeavored to identify the major organizations that are involved in the publishing of research reports in the field of addiction. Design/methodology/approach Scopus database was used for the purpose of collecting the data. References in the reference lists of the articles published in 2018 in the journal Psychology of Addictive Behaviors of the American Psychological Association were collected. Scopus indexes the references of the papers in two different categories, namely, indexed in scopus/scopus references and reference lists. They were then categorized as grey literature and non-grey literature. Further, reports were searched manually so that their producers/authors can be found and categorized according to the organizations. Findings The study found that grey literature comprises a very small proportion of citations in addiction research (just approximately 5 per cent). This suggests that the improper indexing and bibliographic control of grey literature may be one of the reasons behind the low numbers. Reports comprised the largest proportion of the grey literature cited in addiction research, followed by software documentation, unpublished manuscripts, guidebooks, handbooks, manuals, websites, government publications, etc. The reports of the US Department of Health and Human Services comprised the maximum citations in the reports category because of the reports produced by organizations like Substance Abuse and Mental Health Services Administration (SAMHSA) which comprised 17.59 per cent of the total reports. National Institute of Health (USA) and Centers for Disease Control and Prevention and others. Other than the reports of the organizations of the USA, the reports published by the organizations of Canada, Australia, UK, New Zealand and one European Body were also cited by the articles of the journal. Practical implications The research focuses on the use of grey literature in addiction research. The findings of the study indicate very low citations to grey literature in addiction research. This reinforces the need for a separate worldwide information retrieval system for grey literature for researchers to conduct systematic reviews. Originality/value Very few studies have been conducted on the use of grey literature and hardly any research focuses on the use of grey literature in addiction research. The study goes one step further and identifies major organizations that are involved in the production of research reports in the field so that their reports can be properly indexed.

Abstract:
The author of the article continues the study of the process of post-communist transformation in Poland, focusing this time on the analysis of the achievements of Polish scientists in the study of the problems of providing public services and public administration communications. The relevance of significantly increasing attention to human problems, changing priorities in citizen-state relations as a new vector of state policy is substantiated. Today in Ukraine, the foreign experience of providing public services and development of communications, which was considered by the author on the example of the Republic of Poland in the coverage of Polish authors, remains relevant for study and implementation. The source of the research was the published works of Polish authors on public services and communications, a large part of which is also available in electronic format. Relevant regulatory legal acts of the EU, Poland and Ukraine, as well as websites of public administration bodies and public institutions of the Republic of Poland, were also developed. The purpose of the study is to reveal the key concepts and approaches of Polish scientists to the problems of providing public services and improving communications, to identify key directions and methods of public administration work with people, to reveal their results and perspectives, as well as to understand the possibilities of using Polish experience in Ukraine. To prepare the article, such scientific methods as analysis, classification, typology, abstraction and comparative studies were used. The author notes the availability in Poland of publications of materials attempting to generalize the results of previous studies and uses them as a basis. An attempt was made to systematize the available materials, highlighting the publications of regulatory and legal acts, reports on the results of scientific research, monographs, manuals and articles, as well as the study and dissemination of the best domestic and foreign experience. The coverage of the problems of public services by scientists of the Republic of Poland was revealed by the author in the following directions: consideration of the concept of "public services" and their role in modern society; classification of public services; public services in the aspect of development of a market economy and a democratic state; co-production as the conscious participation of citizens or civil society organizations in the provision of public services; concepts of innovation and innovativeness in the provision of public services; nodal barriers on the way to improving the provision of public services, etc. The problems of communication development are considered from the point of view of improving the cooperation of the public administration with the public and business, as well as the development of internal relations. In the opinion of the author, key publications of Polish scientists are highlighted, which are summarized in the following forms: monographs, manuals, articles, scientific reports, collections of best practices, methodological recommendations, materials of scientific and practical conferences. The conducted scientific investigation of the state of coverage of the problems of public services and communications by Polish scientists shows the growing attention to a comprehensive approach, which involves the perception of improving public services and communications in the direction of improving public administration.

Abstract:
Background: Health Management Information System (HMIS) is one of the six building blocks of a health system designed to provide important data for continuous quality improvement at all levels of health care administration. It is a major source of information for monitoring and adjusting policy implementation and resources use. Some studies have been conducted in health data collection and ways to improve data quality, but little is known about utilization of HMIS in health services organization. Therefore, this study aimed to assess the utilization of HMIS and associated factors in the study area. Methods: A facility-based cross-sectional study conducted in public health institutions of Kembata Tembaro zone from March 1 to March 30, 2018. The sample size was calculated using single population proportion formula,and a total of 317 heads of units/departments of district health offices and health facilities were included. Both quantitative and qualitative data were collected using structured questionnaires, observational check-lists and interview guide by trained data collectors. Multivariable logistic regressions were performed using Enter method to identify factors independently associated with dependent variable. Statistical significant variables were declared at P-value less than 0.05 and Odds ratio with 95% confidence interval were used for data interpretation. Result: In this study, overall data utilization was 131(41.59%) with 95% CI of 38.9-46.1%. The data utilization was found to be 98(38.73%) and 33(53.23%) in the health facilities and health administrative units respectively. Training for HMIS [AOR (95% CI)=3.06(2.15-6.75)], availability of procedure manuals [AOR (95% CI)=3.67(1.78-9.01)], and Supportive supervision[AOR (95% CI)=5.30(3.05-11.53)] were found to be significant with HMIS utilization. Conclusion: Utilization of HMIS in public health institution was lower compared to previous studies. HMIS training, supportive supervision and availability of procedure manuals were positively associated with utilization of HMIS. Health facilities and offices should avail HMIS manuals and capacity building of health workers through training and supportive supervision was recommended. Abstract:
When the polls close and the ballots are counted, the best sound is the roar of ecstatic cheering from delighted but exhausted campaign committee members. A bond campaign takes an inordinate amount of work, but the results are worth the effort when the campaign is managed in a systematic way. Districts can be successful bond recipients when they effectively market their schools to gain the support of their constituents. Public schools across the U.S. are in dire need of major repairs, remodeling, and rebuilding to meet the educational needs of students. Unfortunately, passing a school bond election is entrusted to school superintendents and other district leaders, who are often inexperienced and ill-prepared and have neither the time nor inclination to focus on tasks that take them far from their primary purpose of teaching and learning. Attaining voter support in a school bond election requires a thorough understanding of school and community issues. The literature review focuses on communication theory and research to garner support of school district's internal and external stakeholders. Communication is instrumental in passage of a construction bond election. This dissertation is theoretically grounded in problem-based learning and the research and development process. The tested product is a handbook for superintendents or other district-level administrators on strategies and practices that assist in passing a construction bond election. In the Preliminary and Main field tests, superintendents and other district leaders used the handbook in a workshop. Survey results provided summative data to assess the efficacy of the handbook and the workshop. Formative results also provided rich information to improve and revise the handbook and workshop.

Abstract:
As budget belts tighten in the public schools today, more and more schools are moving toward participation in federal Schoolwide Title I Programs to most effectively meet the needs of struggling students. This study seeks to inform school administrators how best to approach this yearlong change initiative by both meeting the needs of the rigorous federal standards and facilitating a positive school climate for staff, students, and community. Using a Problem-Based Learning method, the purpose of this study was to research, develop, and validate a handbook for shaping school culture during a major school change project while creating or maintaining a positive school culture. The handbook was developed as a resource for principals, and will ultimately be disseminated to Oregon school leaders with the goal of improving the transition process from a Targeted-Assistance Program (TAP) to a Schoolwide Title I Program (SWP). Research and development (R&D) methodology (Borg & Gall, 1989) was used to develop and validate Moving to a Schoolwide Title I Program: The Path Principals Should Follow to Maintain a Healthy School Culture. The literature review and the researcher's experience in Title I schools provided the necessary information to build the preliminary product (prototype). Field-test reviewers used an evaluation rubric to measure efficacy, practicality, effectiveness, and impact on school climate for each section of the handbook. The handbook was reviewed by three groups: principals of Title I schools, Title I directors and coordinators, and Title I compliance officials. The handbook was then piloted by the principal of an elementary school that is currently making the transition from a TAP to a SWP. Changes in the school's curriculum and innovations in the classroom, even if they are beneficial to student learning, can be challenging to the health of the school culture. Research suggests that school culture is defined by rituals, expectations, relationships, curricular focus, co-curricular activities, decision-making processes, school requirements, and a sense of the "way we do things here" (Bower, 1966, p. 22). School culture directly impacts a school's social, emotional, and academic end results. Through conversations with educators across the state, it is evident that the transition is not always sustainable or fully implemented by all staff, and many times the efforts for change are overcome by resistance, and the momentum toward change is abandoned. The handbook promotes the idea that though collaboration, shared leadership, data driven instruction, and staff buy-in, the yearlong transition process is not only possible, but it can also positively impact a variety of aspects which make up the school culture in hopes of creating a sustainable change.

Abstract:
Professional Learning Communities (PLCs) are groups of educators committed to working collaboratively in ongoing processes of collective inquiry and action research to achieve better results for the students they serve. PLCs operate under the assumption that the key to improved learning for students is continuous job-embedded learning for educators (DuFour, DuFour, Eaker, & Many, 2006). Researchers and practitioners agree that PLCs are critical to the overall success of schools. The problem is that implementing PLCs with fidelity to an inquiry process is a real challenge. Most school districts do not have a systematic or comprehensive approach to guide their PLC process. School leaders are in need of quality tools and resources to assist them in implementing PLCs. As a possible solution to this problem, a design team of four Estacada School District principals and one vice principal was convened to create, field-test and refine a handbook for PLC leadership. The handbook was field-tested in four schools and evaluated to determine its usefulness. The study's primary research questions were: (a) Is the PLC handbook a useful resource for school leaders? and (b) What are the handbook's strengths and weaknesses? Secondary research questions focused on specific topics and sections of the handbook: (a) How do school leaders organize and support a PLC framework? (b) How can PLCs support school change initiatives? (c) How can PLCs gather and analyze student data? (d) How can PLCs plan for future action? and (e) How can PLCs troubleshoot challenges? The design team relied on a problem-based learning approach (Bridges & Hallinger, 1995) and the use of a research and development process (Borg & Gall, 1989) to design an educational product ready for operational use in their schools. The design team met weekly for regularly scheduled meetings. They used the Critical Friends Consultancy Protocol (Harmony Education Center, 2013) as a systematic way to problem solve and collect qualitative data. The data collected from these sessions were transcribed, coded for themes, and analyzed. Other data sources that were used included the review of institutional documentation, structured interviews with teacher leaders, and survey results. The design team then refined its PLC handbook through the first seven steps of the research and development process: (a) Research and information collecting; (b) Planning objectives, learning activities, and small scale testing; (c) Developing a preliminary form of the product; (d) Preliminary field-testing; (e) Main product revision; (f) Main field-testing; and (g) Operational product revision. The design team determined that the handbook was in fact a useful resource for school leaders, and it helped move PLC work forward in each of the four schools. The team found that the handbook had a number of strengths, including the clarification of key terminology and the establishment of a common language for PLCs. Another noted strength was that the activities included in the handbook were user-friendly. A noted opportunity was that the field-tested handbook did not create viable ways to involve parents, families, and community members in PLC work alongside educators. This opportunity is being addressed by the design team in future handbook revisions. The handbook helped school leaders organize and support a PLC framework. The design team confirmed that the handbook assisted PLCs in completing the work required of major school change initiatives, including Differentiated Instruction/Sheltered Instruction, Response to Intervention/Positive Behavioral Intervention Support, Common Core State Standards, and Proficiency-Based Learning. The design team also found the PLC handbook to be useful as an orientation tool for new staff members, as well as a valuable review tool for PLC veterans, particularly regarding how to collect and analyze student assessment data. The handbook also helped PLCs plan future action relative to providing intervention and enrichment opportunities for students. Finally, the handbook provided tools to help educators troubleshoot challenges that surfaced during their PLC work. The design team will continue to refine its handbook and provide support for the Estacada School District and community as mutually-beneficial PLC-related activities, grants, and projects are pursued. The optimal next step for future use of the handbook would be for several schools and districts throughout Oregon, particularly from small, rural areas, to pilot the handbook. The piloting schools and districts could then share the roadblocks and success stories pertinent to their use of the handbook, which would in turn support the design team in making a quality final product revision.

Son but est de montrer leur cohérence avec un fil conducteur commun :le développement d’outils conceptuels et méthodologiques utiles pour la pratique de la médecine générale en particulier, pour le système de dispensation des soins plus globalement. L’impact espéré est une amélioration de la qualité des soins dispensés, à l’échelle individuelle (relation soignant/soigné) ou à l’échelle collective (système de santé).
