This article discusses philosophy of public administration. It must be recognized that the goals of the development strategy of New Uzbekistan serve the development of all spheres of state and community life. But what is the reason why the construction of a society and a people-friendly state with priority of human value is defined as the first priority of the development strategy? Because the effectiveness of our activities in the remaining six directions will directly depend on pro-people policy and pro-people management. In other words, the populist Strategy cannot be implemented without populist leaders. This requires raising the public service to a new level.

Abstract:
Good governance is a common denominator for reform processes in public administration, which can potentially become supranational. It includes a set of doctrines and governance techniques in public administration. Considering the changes and challenges faced by the public administrations of countries around the world and the necessary reforms in response to them, this concept, with its universal potential, can serve as a kind of guide for them. It represents an aspiration to make public administration more open, transparent, and accountable. The principles contained in the concept of good governance should be understood as fundamental principles on which modern public administration rests and as a standard presented to national public administrations that should be strived for.

Abstract:
The article reveals the basic theoretical principles of public administration. The stages of formation and development of public administration are studied. It was found that public administration, as a system of public administration in Ukraine, needs to be reformed in a market economy and democratization of society. The main problems of formation and development of the system of public administration in terms of compliance with the European political trend of integration of public and personal factors, expanding the sphere of state influence while maximizing rights and freedoms, absolutization of the administrative factor of social transformations are considered. It is established that public administration: provides implements the decisions of the authorities; applies democratic, public, liberal forms and methods of managing the social, social and economic development of the country. The main factors that influenced the emergence in many countries of the world of such a new form of government in the public sector as public administration. Based on the understanding of the peculiarities of the evolution of the management model in the public sector, the need to introduce the concept of "public administration" into scientific circulation is substantiated. Recommendations for decentralization of management in the context of domestic reforms to increase the efficiency of the system of public authorities on an innovative basis are offered. In this context, it is extremely important to implement initiatives on constitutional changes in the decentralization of power, the priorities of the Public Administration Reform Strategy of Ukraine for 2016-2020; development of a new version of the Law of Ukraine "On Civil Service", which regulates the basic principles, legal and organizational principles of public service.

This dissertation is a study on Public Administration research in South Africa. It explores the current nature of Public Administration research in the country by analysing and categorising journal articles extending over a thirteen year time period from 1994-2006. The hypothesis guiding this dissertation is that South African Public Administration research focuses too heavily on practitioner-orientated research (applied research) rather than enhancing basic, theory-generating research. The methodology used is a content analysis of two prominent South African Public Administration journals: Journal of Public Administration (JOPA) and Administratio Publica (AP). A total of 383 articles (278 from JOPA and 105 from AP) were classified according to a set of descriptive and analytical variables to measure research characteristics prevalent within the field. Findings from this study not only confirm the hypothesis but also conclude that research deficiencies identified in the British and United States contexts exist within South African Public Administration research. This implies that there has been little evidence of developing a cumulative knowledge base within the discipline and research methodologies are generally of a poor quality making little effort to contribute to a systematic, scholarly base of Public Administration knowledge. Therefore basic, scholarly theory development in the field is weak.

Local government is the sphere of government that is most directly involved in rendering services to communities and individuals. It is also at this sphere of government where the basic needs of people are addressed. Services like water, sanitation, waste removal and electricity have a direct influence on the quality of life that people live. In order for the occupation of local public administration to contribute meaningfully towards rendering services of a high level, both in quantity and quality, it is important to lay down a number of preconditions. In this research report it was argued that for local public administration management to become a profession in the full sense, it will be necessary: to draw well-qualified graduates from tertiary institutions
to develop practitioners in the occupation on a continual basis
to develop minimum performance standards and requisite competencies
to develop standards of ethical conduct acceptable to the community at large, and the occupation as a whole
and to continuously develop knowledge in the science of public administration as it is found in the local sphere of government.

The purpose of this dissertation is to examine if, and how, the executive-centered approach to public administration, which emphasized public administrators' unwavering loyalty to the president, intellectually shaped the founding and growth of Korean mainstream public administration in the 1962-1987 period. Specifically, this dissertation identifies the four normative tenets underlying the executive-centered approach and conducts comprehensive qualitative content analysis of mainstream scholars' journal articles and book chapters to investigate if, and how, such normative tenets framed the intellectual trajectory of Korean mainstream public administration in the 1962-1987 period. The major findings of this dissertation indicate that: 1) Korean public administration was intellectually founded upon the four tenets of the executive-centered approach and such tenets became fully entrenched as unassailable normative beliefs in Korean mainstream public administration scholarship in the 1962-1987 period and 2) Korean mainstream public administration scholars' strong commitment to the executive-centered approach led them to uphold executive-centered governing order, in which the president exercised exclusive control of public administrators, and to champion the authoritarian developmental state, in which the authoritarian president pushed administrators into controlling civil society and market in line with his political and policy agenda, in the 1962-1987 period. This dissertation also contends that in the post-1987 period, the advent of the new governing order of separation of powers created an intellectual dilemma for Korean public administration scholars because their blind adherence to the executive-centered approach, which stressed administrators' exclusive responsiveness to the president, came into essential tension with the new governing order of separation of powers, in which administrators were required to be simultaneously responsive to not only the president, but also the legislative and judicial branches.

AbstractIn the system of German federalism, the administrations of the 16 federal states (Länder) have central responsibility for the enforcement of both federal and state law. Despite all the heterogeneity in terms of size, administrative tradition and culture, their administrative structures are relatively uniform. Everywhere, the municipalities, which are part of the state executive under state law, play a significant and, above all, independent role as bodies of the public administration. There are some differences, but administration seems in some respects relatively homogeneous, not least due to the largely similar staffing structures, career patterns and administrative cultures. Structural reforms of very different scopes have been a long-term phenomenon since the 1990s.

The concept of real action (Realakt – in German) is well known in both Latvia and Germany. In both countries, real action is contrasted with those acts of public administration that produce legal effects, thus explaining the distinction between real action and administrative acts, regulatory acts and contracts. In Germany, however, the concept of real action is broader and actually covers all activities of public administration, which do not produce legal effects. Consequently, public administration’s activities (actions) in the field of private law, activities (actions) aimed at the execution of an administrative act, simple administrative activities (actions), internal public administration activities (actions) and procedural activities (actions) are also covered by the concept of real action.

n the paper, the author deals with the topic of administration contacts, as the broadest category of contracts concluded by the state. In this sense, the term "administrative contracts" is narrower than the term "administration contracts". By the way, the administrative contract became a legal category with the adoption of the Law on General Administrative Procedure from 2016. Based on this Law, the administrative contract is concluded only when it is determined by a special law. The author expresses his opinion that the domestic legislator has not characterized any management contract as an administrative contract. The paper compares administration contracts - public procurement contracts, public service entrustment contracts and public-private partnership contracts with administrative contracts, analyzes their legal nature, but nevertheless concludes that despite the similarity of these administration contracts with administrative contracts, they are not administrative contracts

The role of the public administration in modern states is diverse and extensive. The state administration is traditionally connected with the activity of lordship and decision-making. The municipality and community administration is more user-oriented and supportive in difficult life situations. Both types of public administration execute permanent and daily control of their users. They check how the addressees follow laws, by-laws and orders or instructions of the public administration. Contemporary modern global society born new challenges and for both parties of the relationship. The paper examines the needs of users for a more friendly, supportive approach. The public administration's daily practice must connect particular and general interests regarding, on the one hand, the protection of human rights, on the second-hand goods of a community or the whole society. The paper analyses the thin line between support and control when delivering public service based on the Czech Republic experience. The article focuses on managerial and legal issues and possible tools for transitioning from lordship to procuring and assisting public administration.

Abstract:
As they increasingly adopt digital infrastructure, public administrations worldwide are increasingly collecting, generating and managing data. Empirical researchers are, at the same time, collaborating more and more with administrations, accessing vast amounts of data, and setting new research agendas. These collaborations have taken place in low-income countries in particular, where administrative data can be a valuable substitute for scarce survey data. However, the transition to a full-fledged digital administration can be a long and difficult process, sharply contrasting the common leap-frog narrative. Based on observations made during a five-year research collaboration with the Senegalese tax administration, this qualitative case study discusses the main data management challenges the tax administration faces. Much progress has recently been made with the modernisation of the administration’s digital capacity ,and adoption of e-filling and e-payment systems. However, there remains substantial scope for the administration to enhance data management and improve its efficiency in performing basic tasks, such as the identification of active taxpayers or the detection of various forms of non-compliance. In particular, there needs to be sustained investment in human resources specifically trained in data analysis. Recently progress has been made through creating – in collaboration with the researchers – a ‘datalab’ that now works to improve processes to collect, clean, merge and use data to improve revenue mobilisation.

The Realities of Academic Data Sharing (RADS) Initiative’s public-access data management and sharing (DMS) activities are the result of categorizing services and support across the institution that are likely needed to make public access to research data available. The RADS project team categorized these activities by life-cycle phases for public access to research data, and used the activities in RADS surveys of publicly funded campus researchers and institutional administrators whose departments likely provide support in these areas. The result of categorizing and defining these activities not only delineated questions for RADS’s retrospective studies, but, consequently, may also help researchers, administrators, and librarians prepare for upcoming federal and institutional policies requiring access to publicly funded research data. This report presents version 1 of the RADS public access DMS activities. Additional versions are expected to be released as more institutions engage in implementing new federal policies in the coming months. Community engagement and feedback on the RADS DMS activities is critical to (1) validate the activities and (2) parse out the activities, as sharing and refining them will benefit stakeholders interested in meeting new federal open-access and sharing policies.

Abstract:
The modern understanding of the state as a complex social system allows us to assert that its resilience is based on ensuring systemic homeostasis as a stabilizing dynamic mechanism for resolving contradictions arising in society associated with the threat of losing control over the processes of public administration and legal regulation. Public administration is a kind of social management that ensures the organization of social relations and processes, giving the social system the proper coordination of actions, the necessary orderliness, sustainability and stability. The problem of state resilience is directly related to the resilience of state (public) administration requires a «breakthrough in traditional approaches» and recognition of «the state administration system as an organic system, the constituent parts and elements of which are diverse and capable of continuous self-development». Within the framework of the «organizational point of view» on the control methodology, there are important patterns and features that determine the viability and resilience of public administration and regulation processes in the state and society. These include: W. Ashby's cybernetic law of required diversity: for effective control, the degree of diversity of the governing body must be no less than the degree of diversity of the controlled object; E. Sedov’s law of hierarchical compensations: in complex, hierarchically organized and networked systems, the growth of diversity at the top level in the structure of the system is ensured by a certain limitation of diversity at its lower levels; St. Beer’s principle of invariance of the structure of viable social systems. The study was supported by the RFBR and EISI within the framework of the scientific project No. 21-011-31155.

Tax administrations in Africa and, more broadly, low-income countries (LICs), are increasingly investing in advanced digital technologies, in an effort to build more effective, rules-based and efficient tax systems. Those efforts fit within broader government efforts towards e-government and the establishment of digital public infrastructures (DPI). 1 While these efforts to digitalise tax administration are multi faceted, affecting all aspects of administration, recent years have seen growing attention to the potential impacts of digital ID systems (DIS) and digital merchant payments (DMP), both of which are linked closely to broader discussions of the potential of DPI to strengthen development outcomes. This growing attention has been driven by hopes that building such systems can contribute to significant improvements in tax systems and revenue collection as part of broader and ambitious digitalisation efforts undertaken by African governments (World Bank 2016; IMF 2020).
