La dilemmaticità dell’esperienza della malattia, le implicazioni etiche e morali determinate dal progresso della bioingegneria medica e la complessità dei percorsi di cura hanno determinato il progressivo incremento di conflitti di natura morale all’interno delle strutture ospedaliere, dei centri di cura e degli hospice. Tali cambiamenti hanno pertanto condotto filosofi, bioeticisti e teologi morali ad interrogarsi circa la modalità con cui l’etica, diventando parte integrante della prassi clinica, può trovare un’applicabilità nella gestione, decostruzione e risoluzione dei conflitti morali nascenti all’interno del settore sanitario. Paul Ricoeur ha individuato nella phrônésis aristotelica l’approccio d’indagine imprescindibile per l’analisi contestuale del reale: quello prudenziale. Pertanto, nella sua petite éthique, la “saggezza pratica” – la prudence, così tradotta dalla nozione latina di “prudentia” – rappresenta il punto di partenza dell’espressione del giudizio medico, nonché dell’applicabilità della norma morale nella particolarità del reale. Il presente lavoro è stato concepito nell’obiettivo di indagare il ruolo pragmatico della nozione ricoeuriana di phrônésis in quella sfera “regionale”, così come presentata dall’autore, che è l’etica medica. L’analisi circa l’apporto della “prudenza” nelle dinamiche conflittuali del settore sanitario risulterà inoltre fondamentale nel rilevare l’interconnessione tra la nozione di phrônésis e i due concetti cardine del fine vita, ovverosia, la futilità e la proporzionalità.

- This article analyses the European Commission's efforts to encourage the development of efficient rail sector. The potential of railways for expanding their share of both passenger and freight transport was seriously limited by rail systems fragmented into national market shaped by national transport policies. The Commission stressed the importance of the necessary transformation of railway market that requires the following priorities: liberalization, free access market and competition, interoperability including both high speed and conventional rail networks. La questione sull’obbligo di impiegare o di non impiegare un mezzo terapeutico, era tradizionalmente risolta definendo obbligatori i mezzi che si consideravano ordinari, e invece non obbligatori quelli che si consideravano straordinari. Dopo le critiche ricevute da questo tentativo di risposta si è provato a risolvere diversamente la questione suddividendo le opzioni terapeutiche in proporzionate e sproporzionate. In questo articolo si tenta di mostrare come le due distinzioni non siano equivalenti e come, anche se necessarie, non siano sufficienti per il buon agire medico. Si deve pertanto sempre ricorrere alla prudenza terapeutica per fornire ad ogni paziente la migliore opzione medica personalizzata.

Il lavoro di tesi offre un’analisi dell’antropologia pragmatica di Kant considerata come dottrina della Weltklugheit (“prudenza mondana”). L'antropologia è detta appunto pragmatica in quanto si ritroverebbe all'intersezione tra dimensione mondana e prudenziale. La lettura proposta mira a precisare sia la collocazione dell’antropologia kantiana in rapporto alla morale, sia il suo specifico valore filosofico. Funge da presupposto una chiarificazione dell’origine e dello sviluppo dei concetti filosofici di “mondo” (Welt) e “prudenza” (Klugheit) nell’Illuminismo tedesco. L’ipotesi di lavoro è che in quell'epoca sia in corso un poderoso processo di secolarizzazione di alcune componenti culturali fondamentali, secolarizzazione particolarmente evidente nell’istanza pragmatica di Kant e riscontrabile appunto nel conio concettuale di Weltklugheit.

Ce travail de thèse porte sur la notion de prudence dans la pensée castillane médiévale et moderne, depuis le début du règne d'Alphonse X de Castille, dit « le roi Sage », en 1252, jusqu'à la mort de Philippe II, dit « le Prudent », en 1598. Le choix d'une période longue a permis d'analyser dans toute sa complexité le processus de réception et d'adaptation des doctrines classiques sur la prudence par les traducteurs, commentateurs et penseurs politiques castillans. La thèse montre comment ce concept défini dans les textes de l'Antiquité grecque et latine a nourri leur réflexion sur la double nature, rationnelle et politique, de l'homme : la prudence est en effet la vertu intellectuelle qui définit l'homme comme animal politique, et plus particulièrement, chez Aristote, le gouvernant et le législateur. La transmission, fidèle ou non, de la doctrine aristotélicienne des vertus intellectuelles en général, et de la prudence en particulier, se révèle le lieu d'un affrontement entre deux paradigmes royaux dans la Castille d'alors : face au modèle d'un roi sage (sapiens, sabio) disposant d'un pouvoir absolu, que les monarques successifs s'attachent à maintenir tout au long de la période, la haute noblesse et les maîtres ès arts salmantins posent l'image d'un roi simplement prudent au sens où l'entend Aristote, c'est-à-dire faillible, pour mieux l'inviter à gouverner en s'appuyant sur les élites de son royaume
This PhD thesis deals with the notion of prudence in medieval and modern Castilian thought, from the beginning of the reign of Alfonso X of Castile, known as “the Wise King”, in 1252, until the death of Philip II, called “the Prudent King”, in 1598. The choice of a long period enabled to analyze in all its complexity the process of reception and adaptation of classical doctrines of Prudence by Castilian translators, commentators and political thinkers. The thesis shows how this concept defined in Greek and Latin Antiquity texts nourished their thougt on the dual nature of man (rational and political): Prudence is indeed the intellectual virtue that defines Man as a Political animal ; in Aristotle's Ethics and Politics, this virtue defines more particularly the ruler and the legislator. This study shows how the transmission, faithful or not, of the Aristotelian doctrine of intellectual virtues in general, and of Prudence in particular, was in Castile the place of a confrontation between two royal paradigms: opposite the model of a Wise king (sapiens, sabio) possessing absolute power, which the successive monarchs strove to maintain throughout the period, the high nobility and the Salmantine Masters of Arts proposed the image of a merely prudent ruler. This latest model, defined by Aristotle as being fallible, allowed them to claim their participation in the governance of the Kingdom

Introduction: Phrônesis, word that comes from the Greek, meaning the exercise of a capacity to apply truths about what is good for a certain type of person, people in general, in certain situations, for themselves in particular occasions. This term can be brought by prudence in which is a virtue that when applied to the concrete case has a human character by being contingent and variable depending on individuals and circumstances. Phrônesis was used by Aristotle during the construction of his theory of justice. In the Aristotelian prudence, all theoretical significance is removed in order to avoid more than one type of moral being, capable of orienting the action in the path which is considered fair. Aristoteles insisted on the vocation practice of this term and concerned himself in the direction which the human actions considered fair and virtuous should be guided with prudence General Objective: Analyze the Aristotelian prudence as a determinant factor of obtaining justice. Specific Objectives: Identify the direction of the Aristotelian justice; analyze the Aristotelian prudence present in the Ethics to Nicomacus; and verify in what way the prudence is a determinant in justice practice. Methodology: bibliographic and qualitative research. Expected Results: The demonstration that the prudence is not only an important criterion of justice, since is considered a sort of moral sense, presumes that all decisions that have as the end justice should observe the practical intelligence, under penalty of commit the effectiveness of the real justice

Como as pessoas que sofrem as consequências de um processo prolongado de conflito armado manifestam, por meio de seus corpos, diferentes produções corporais? Se a história se escreve sobre os corpos, que história se está escrevendo nos corpos de pessoas que vivenciam a incidência da violência social? Como relação corpo-violência pode contribuir para gerar novas interpretações do presente a partir das perspectivas corporais postas em prática no teatro? Qual pode ser o lugar do teatro e das práticas corporais nos contextos de conflito e violência social? Estas são as perguntas que atravessam a presente investigação, a qual se escreve da perspectiva dos estudos culturais em diálogo e articulação com as artes cênicas e a educação. Tais inquietudes se originam a partir de processos formadores em artes cênicas que se inscrevem no âmbito do contexto e da violência social na Colômbia. Experiência que, ao ser refletido a partir das lentes dos estudos culturais em educação, dirigiu uma problematização sobre as possíveis práticas que se instauram sobre o corpo das pessoas que vivem em zonas de violência na Colômbia. Esta articulação fez com que emergisse a categoria de corpos prudentes. Tal categoria se apresenta como um elemento central a construir dentro dessa investigação. Para qualificar esta figura de corpos prudentes, por um lado se articulou a experiência vivida junto a diferentes materiais, abordando o campo dos estudos culturais latino-americanos, os estudos de corpo contemporâneos e olhares sobre o corpo nas práticas performáticas na América Latina. Por outro lado, é discutido o conceito de prudência no âmbito do discurso religioso associado com a noção de risco proposta pelo campo da sociologia e da saúde. Isso para, finalmente, abordar os corpos prudentes como corpos que resistem por meio da prudência aos impactos violentos da guerra, associando a prudência como uma estratégia de sobrevivência no âmbito do conflito armado e da guerra. Reflexão que conduz a questionar: Qual poderia ser o papel dos processos formadores em artes cênicas nos dados contextos para estes corpos?
In what way do people who suffer the consequences of a long process of armed conflict manifest, through their bodies, different “body productions”? If history writes itself on the bodies, what history is being written on the bodies of people who live in a context of social violence? How can the relationship between body and violence contribute to generate new interpretations of the present from the body perspectives put to action in theater? What can be the role of theater and body practices in contexts of conflict and social violence? These are the questions that permeate the present investigation, one which is written under the perspective of the cultural studies and in dialogue and articulation with performing arts and education. Such uneasiness is originated by formation processes in performing arts that inscribe themselves in the realm of context and social violence in Colombia. An experience which, reflected through the lenses of cultural studies in education, guided a questioning about the possible practices brought to the bodies of people who live in violence zones in Colombia. This articulation precipitated the emergence of the category of “prudent bodies”. A category that presents itself as a core element to be built within this investigation. In order to qualify this image of “prudent bodies”, on the one hand an articulation was made among the experience alongside different materials, approaching the field of Latin American cultural studies, contemporary body studies and observations over the bodies in performing practices in Latin America. On the other hand, the concept of prudence is discussed in the scope of religious speech associated with the notion of risk proposed by the fields of sociology and health. That said to, finally, approach the notion of “prudent bodies” as the ones resistant through prudency to the violent impacts of war, associating prudency as a survival strategy in the realm of armed conflict and war. A reflection which leads up to the question: What could be the role of performing arts training/forming processes in the given contexts for these bodies?
¿Cómo las personas que sufren las consecuencias de un proceso prolongado de conflicto armado manifiestan, por medio de su cuerpo, diferentes producciones corporales?; ¿Si la historia se escribe sobre los cuerpos, que historia se está escribiendo en los cuerpos de las personas que vivencian la incidencia de la violencia social?; ¿Cómo la relación cuerpoviolencia puede aportar para generar nuevas interpretaciones del presente, a partir de la perspectiva de las prácticas corporales que se llevan a cabo en el teatro?; ¿Cuál puede ser el lugar del teatro y las prácticas corporales en los contextos de conflicto y violencia social? Estas son las preguntas que atraviesan la presente investigación, la cual se escribe a partir de una perspectiva de los estudios culturales en diálogo y articulación con las artes escénicas y la educación. Dichas inquietudes se originan a partir de procesos formativos en artes escénicas que se inscriben en el ámbito del contexto y la violencia social en Colombia. Experiencia que, al ser reflexionada a partir de los lentes de los estudios culturales en educación, dirigió una problematización sobre las posibles prácticas que se instauran sobre el cuerpo de las personas que viven en zonas de violencia en Colombia. Esta articulación orientó a que emergiera la categoría de cuerpos prudentes. Esta categoría se presenta como un elemento central a construir dentro de esta investigación. Para cualificar esta figura de cuerpos prudentes, por un lado se articuló la experiencia vivida junto a diferentes materiales, abordando el campo los estudios culturales latinoamericanos, los estudios del cuerpo contemporáneos, algunas miradas el cuerpo en las prácticas perfomáticas en Latinoamérica. Por otro lado, se discute el concepto de prudencia en el ámbito del discurso religioso asociado con la noción de riesgo propuesta por el campo de la sociología y la salud. Para finalmente abordar los cuerpos prudentes como cuerpos que resisten por medio de la prudencia a los impactos violentos de la guerra, asociando a la prudencia como una estrategia de sobrevivencia en el ámbito del conflicto armado y la guerra. Abstract:
There is no doubt that a natural phenomenon of the magnitude of a pandemic requires a series of tough precautionary measures in order to limit the spread of the disease, to combat the manifestations of the disease by appropriate therapeutic means and to increase the resistance of the population through prophylactic immunisation, namely vaccination. At the same time, caution points out that not all precautionary measures achieve their aim, for at least two reasons: first, it is an extremely versatile micro-organism (like any virus) which can change its genetic configuration through mutations, thus retaining its main characteristics; contagiousness and pathogenicity; second, the preventive measures initially used: quarantine, mask and physical distancing, have proved to be totally outdated and ineffective in today's conditions (economic interdependence, population movement, overpopulation of the planet). The very vaccination on which so much hope was pinned has failed to stem the new pandemic waves (3 and 4), even in countries where the vaccine immunisation rate has exceeded 70%. The three major means of prevention are reviewed which, beyond the immense frustration they have produced in the population, have had a devastating socio-economic impact, and the results of forcible imposition have produced insignificant results. It has been demonstrated once again that the global approach to the pandemic is doomed to failure (witness the successive waves) and that precautionary measures are illusory. Thus, between precaution and prudence, prudence must prevail in order not to replace an existing evil with a greater evil. The only effective measures remain outbreak control with specific means (which epidemiologists know very well) and immunisation by vaccine.

Data and experiences in Sweden show that it is possible to combine high productivity in animal production with the restricted use of antibiotics. The major key factors that explain Sweden’s success in preventing AMR are: Swedish veterinary practitioners were aware of the risk of AMR as early as the 1950s, and the need for prudent use of antibiotics was already being discussed in the 1960s. Early establishment of health services and health controls to prevent, control and, when possible, eradicate endemic diseases reduced the need for antibiotics. Access to data on antibiotic sales and AMR made it possible to focus on areas of concern. State veterinary leadership provided legal structures and strategies for cooperation between stakeholders and facilitated the establishment of coordinated animal health services that are industry-led, but supported by the State.

Does exposure to crises reduce the citizens trust in a countrys president? Are individuals willing to accept fiscal reforms and make personal economic sacrifices if it would help the country to leave the crisis faster? We take advantage of two survey panels in Argentina and Uruguay, with a first wave fielded before COVID-19 (the crisis studied here) and a second wave a year later during the pandemic. Results provide no evidence of a decline in trust after the individual's health was compromised by COVID-19. We find mixed evidence of support for higher personal sacrifices. These results are relevant for understanding how voters' experience with COVID affects their trust in the government and whether crises could be prudent times for reforms. The results highlight the importance of having multi-country panel data for evaluating the impact of crises on trust.

In order to enhance fiscal sustainability and regain “investment grade” credit rating, in 2011 Colombia implemented a fiscal rule (FR) on the Central Government's structural balance. Investment grade was rapidly attained, and FR targets were complied with, until 2019. Using the Synthetic Control Method, we provide evidence that the FR promoted fiscal discipline. Nevertheless, public debt has increased continuously and is now expected to exceed 60 percent of GDP, in large part driven by the pandemic. We argue that the FR should be reformed so as to incorporate a debt anchor. Using a regime change model and the IMFs buffer risk methodology, we show that the prudent debt level should not exceed 48 percent of GDP and that in order to achieve this in the medium term, a policy mix increasing revenues to 17.8 percent of GDP (from 15.5 percent during 2016-2019) and reducing primary expenditure to 15 percent (from 16 percent during 2016-2019) is required. FR's performance would also benefit from changes in its institutional design.

Abstract:
Management of invasive phragmites (Phragmites australis [Cav.] Trin. Ex Steud.) in the United States has proven challenging over the last several decades. Various methods for control exist, but integrated approaches appear to have the most success. However, documentation of vegetation community–wide responses to these approaches remains limited. This study monitored plant community changes at Times Beach, New York, over a five-year period. In concert with mowing and thatch removal in all areas, the study evaluated two herbicides separately and together, representing three experimental treatment areas (TAs), for control efficacy by measuring plant community structure. Phragmites was targeted for treatments, avoiding native and nonproblematic non-native species when possible, to preserve beneficial habitat during phragmites control efforts. Monitoring results showed significant drops in phragmites relative cover, relative frequency, and importance values due to integrated management, regardless of herbicide treatment, with corresponding increases in these same values for native and other plant species. This suggests that prudent removal of phragmites is compatible with beneficial plant restorative efforts to maintain and improve habitat in infested areas.
