Abstract:
It is generally accepted that compensation laws aim to compensate for a loss in living standard throughout the various relocation measures both in academic disciplinary and precedents. The compensation for a loss in living standard means to restore the expropriatee’s living standard to the status quo ante. However current compensation for a loss in living standard has some problem in terms of the principles of laws since it was developed and institutionalized with the rapid growth of development business. One of the problems in the compensation for a loss in living standard is the equity of compensation. The reason why the issue of the equity of compensation is happened is that there are numbers of laws which rule codes of compensation. Therefore it seems necessary to manage current system of compensation laws to minimize the difference of compensation from the laws. The second reason of the issue of the equity of compensation is that current land compensation law which rules relocation measures has yet to present clear rules for the implementation of relocation measures. That is, although current land compensation law regulate construction and provision of moving settlement, provision of financial aid for resettlement, and special provision of resettlement land and resettlement house the compensation effects of these provisions are quite different due to the different condition and content of the provisions, respectively. The final reason of the issue of the equity of compensation comes from inequitable distribution of development profit between expropriated land owners and neighboring land owners. Based on these findings this study suggests that it is necessary to continue research about the way to secure the equity of compensation including relocation measures.

Abstract:
The scientific article describes the concept and essence of forensic support of criminal proceedings, defines the levels, directions and forms of its implementation. It is substantiated that forensic support is realized during the investigation and prevention of criminal offenses, as well as the judicial review of criminal proceedings (cases) using forensic means, methods, techniques according to certain levels, directions and forms. The levels of forensic support of criminal proceedings are distinguished, namely: local; regional; state; international. Considering the established system of forensics, according to which the development of theoretical foundations and practical recommendations of forensic support is based on the provisions of the general theory of forensic science, forensic techniques, tactics and methods, three main areas of forensic crime are defined: forensic. In this case, the general theory of forensic science is of methodological importance for the formation of their scientific foundations. According to the mentioned directions, the main forms of forensic support of criminal proceedings are distinguished: – in the direction of technical and forensic support: the use of technical means and methods of detecting, fixing, collecting, investigating the traces of crime, other forensically relevant information, including through the use of special knowledge, involving specialists in investigative (investigative) actions; fixing the course and results of investigative (investigative), court actions; maintaining criminal registration and forensic records systems; involvement of experts and carrying out of expertise; – in the direction of tactical and criminalistic support: improvement of existing and development of new tactical techniques and their complexes; formation of tactics of investigative (search) actions; – in the direction of methodological and forensic support: development of new methods of investigation of criminal offenses (according to the criminal law and forensic classification); formulating recommendations to increase the effectiveness of the method of investigation of certain types (groups) of criminal offenses. These levels, directions and forms of forensic support should be considered in the scientific and practical aspect, which consists in creating the scientific basis of the tools, methods and techniques used the formation of practical recommendations for their application. The unity of theory and practice ensures effective achievement of the set goals in the system of forensic support of criminal proceedings.

Abstract:
The research is devoted to the coverage of international legal acts and standards in European and international practice for the provision of public services as a direction of reforming legal education in Ukraine. Review of materials and methods is performed on the basis of analyzing documentary materials on regulation of the ser-vice legal relations. The directions of improving domestic legislation on the provision of public services taking into account international legal standards are proposed: 1) the development of the theory of public services, which consists in consolidating conceptual and categorical provisions in the concept of public services, prin-ciples of public services, quality criteria for the provision of public services, etc.; 2) unification of the legal re-gulation of administrative procedures by adopting the Administrative Procedure Code of Ukraine, which would clearly disclose the issue of providing public services; 3) fixing in the legal acts the types of legal guarantees to ensure the legality of the provision of public services: monitoring the activities of public administration entities on the provision of public services; 4) holding public servants accountable for refusing to provide a certain type of public service; 5) bringing into line with European experience the requirements for adoption, amendment, cancellation, and the possibility of appealing individual administrative acts that are the results of the provision of public services; vi) decentralization of power, which consists in justifying an increase in the powers of local authorities in comparison with public authorities.

The inclusion of the Indonesian People's Consultative Assembly Provisions in the hierarchy of legislation, as stipulated in Article 7 paragraph (1) of Law No. 12 of 2011 on the Establishment of legislation raises several issues related to the establishment and review of the legislation. The Indonesian People's Consultative Assembly Provision No. XI/MPR/1998 on the Implementation of the State that is clean and free of corruption, collusion and nepotism, is one of these provisions is still valid in the structure of the legal norms of the legislation. The most important direction in the development and implementation of the financial policy of the enterprise is the management of current assets. In the scientific article the conceptual approach based on the theoretical and methodological essence of current assets, which allowed to identify three main directions of management impacts, is proposed and substantiated. Application of conceptual provisions of current assets management is tested on practical data of agricultural enterprises of the agroindustrial complex of the Leningrad region. The use of the proposed approach will allow for quality monitoring of the state and use of the most important components of current assets, to control the provision of the enterprise with inventories, biological and financial assets, to monitor changes in the composition of liquid assets to ensure the market stability of the enterprise.

Abstract:
This paper analyses the thrust of the UK Government's pension reforms in the context of the system they inherited. The reforms represent continuity with what went before in seeking to continue the privatisation of pension provision, but herald a new emphasis on pensioner poverty reduction. There is a clear broad strategy even though not all of the reforms fit obviously within it – a generous means-tested system, extensive private provision and a diminished contributory pension. In the long term, this strategy has advantages in terms of containing public sector liabilities, but involves further downgrading the contributory principle. It will also affect the incentive to save for many individuals. Individuals currently on means-tested benefits will be able to keep more of their savings as a result of the reform. But those currently outside the means-tested benefit regime who expect to be brought into it as a result of the reforms will face a diminished incentive to save.

Large software organizations establish software technology units for managing the methods and tools aimed at supporting their software engineers. This division between software development and new technologies for software development establishes specialized competencies, supports standardization across software projects and departments and provides dedicated resources for innovation. However, such software technology units are faced with complex diffusion projects that are difficult and challenging to manage and that in many cases lead to unsatisfactory results. This paper reports from attempts to improve diffusion practices within a technology unit in a large software organization. Two complementary roles for software technology units, i.e. technology supplier and service provider, are presented and used for interpreting the experiences. The research suggests that technology units in large software organizations can improve their diffusion practices by complementing the traditional role as a technology supplier with that of a service provider. The paper offers lessons on how software organizations can take steps in that direction.

The article explains the essence of institutional provision and characterizes the main aspects of regulation of the world financial architecture. It is defined that no other element of financial architecture has such powerful financial resources to realize the goal of financial stability and to assist developing countries, as well as countries with transition economies. The main directions of implementation of strategic goals for regulation of financial architecture are considered. The authors justify the need to timely improve the institutional provision for the process of regulating international financial relations in the context of increasing financial stability in the global economic environment and as an appropriate reflection on the conditions of transformational uncertainty and strategic imperatives of the development of the world financial architecture. The conceptual scheme of institutional provision for regulation of world financial architecture is presented and characterized. A new world financial architecture is proposed and its main advantages are analyzed. The need for algorithmic transformation of the liberal model of world financial architecture to a clearer regulation both the State-based and the superior one fulfilled on the grounds of regionalization is argued. It is concluded that the main factors of negative impact of global disparities on the world economy are as follows: imperfection of the financial mechanism, aggravation of a totality of contradictions between financial and real sectors of the economy, between national and international structures in the direction of implementation of the strategic State goals and strengthening of regionalism.

The main mechanisms of state management of the process of autonomy in the field of health care are considered in the article; the legislative provision of autonomy of medical institutions in Ukraine is investigated; the mechanism of transformation of CHC from a budgetary institution into a municipal non-profit enterprise is considered; an analysis of the financing of the health care system of Ukraine was conducted; directions of improvement of the state management of process of autonomy of medical establishments in the conditions of reforming of system of public health services are developed. Proposals for improving public administration in the process of autonomy of medical institutions are formed in three areas: improving public administration in the organizational and legal direction; improvement of public administration in the direction of personnel policy of autonomous medical institutions; improvement of public administration in the direction of resource provision through the introduction of public-private partnership. In the organizational and legal direction, a model of state management of the process of autonomy of medical institutions has been developed, the main stakeholders of the process and their role at each stage of autonomy have been identified. In the direction of personnel policy, changes and updated requirements for the management and medical staff of health care facilities have been identified. The main vectors of professional development of medical staff have been formed, which are a mandatory requirement in the conditions of reforming the medical sector. In the context of health care reform and the autonomy of medical institutions, cooperation between state and municipal medical institutions and business is important. The current practice of interaction between the state and business is reviewed, forms of cooperation with different degrees of private sector involvement are proposed. The state partner bears subsidiary liability for the obligations of such enterprise or business company in accordance with the agreement concluded within the framework of public-private partnership.

Alkaline etching of high purity aluminium has been examined using the complementary techniques of scanning electron microscopy and atomic force microscopy. Provision of specific grain orientations, generated by zone melting, has revealed dissolution rates of individual grains which decrease in the order {334}>{225}>{119}. Further, the faceting of the {334} grain, which has an orientation close to (111), reveals the crystallographic nature of alkaline etching of high purity aluminium, with the limited presence of discrete cathodic sites. For the {119} grain orientation, distinct faceting is replaced by a cellular texture that is elongated in the 〈120〉 direction. The {225} grain reveals cells elongated in the 〈111〉 direction, with step-like features present across the surface. These step features are explained by dissolution along preferred crystallographic directions to reveal facets of low-energy planes of appropriate separation and associated steps.

In this study it is proved that today the economy of Ukraine depends on external sources of supply of these energy resources, which negatively affects its energy security. Ways to overcome this dependence are: development and expansion of own oil and gas production; implementation of energy-saving measures at processing enterprises; a departure from primary resource processing and a reorientation of the economy to high-tech products; diversification of supply sources of energy resources. In view of the above, managing the effective development of Ukraine's oil and gas sector is an actual scientific issue that needs to be addressed. So the practical aspects of implementing the Leontiev's input-output model based on the activity of the oil and gas sector were further developed, which, unlike the existing ones, made it possible to establish a relationship between the pricing policy of the industries and their resource efficiency.

A multitude of studies in recent years have concluded that there are clear links between the amount of government subsidies and subsequent levels of transit performance and productivity. These studies have used data from fixed-schedule/fixed-route transit systems, largely ignoring the possibility of a different reaction of paratransit systems to the provision of operating subsidies. The effect of operating subsidies on the performance of paratransit systems is examined. The results indicate that subsidies from different sources (federal or state and local) have different directions and magnitudes of effects on the performance of different types of paratransit systems. Privately operated systems have been able to absorb and utilize subsidies in such a manner that has increased their performance, but the performance of publicly operated systems has generally decreased with the provision of subsidies. Finally, a drastic reduction in the levels of federal operating subsidies, a direction toward which the government is heading, will significantly and negatively affect the performance of paratransit systems.

The existing disadvantages of the system of recreational development of the natural-resource base of the Carpathian macroregion require adequate measures, development of new mechanisms for rationalization of the use of recreational resources. First of all, it concerns the definition of goals, objectives and ways of implementing an innovative product as a strategic direction of economic development of recreational potential. The article examines the market conditions for the establishment and functioning of the recreation and health industry. Strategic directions for improving the system of economic and environmental decision-making on the principles of sustainable development have been identified. The authors set the priority components of innovative support for the development of the recreational economy. The basic principles of formation of strategy of ecologically oriented diversification of the market of recreational product in the Carpathian macroregion are offered, according to which the main goals of diversification of the studied market should be aimed at the conservation of natural components as the basis of resource potential, as well as ensuring the economic feasibility of diversification. The defined goal includes the search for rational resource alternatives, the efficient use of scarce resources, the spatial expansion of the market, the utilization of new production facilities and the provision of conditions for sustainability in the market. The article substantiates the feasibility and basic directions of application of cluster mechanisms in the investigated sphere, since organized interaction between the cluster subjects on the basis of separately created cluster programs can ensure social-economic growth and ecological safety of the recreational sphere. For optimal interaction between the subjects of ecological-oriented recreational clusters, in addition to economic mechanisms, innovative provision also requires a management and control system. Such an innovative product can be a controlling system. The relevant system significantly expands the organizational and institutional field of regulation of the process of the investigated resources reproduction, as it combines a number of components for planning and management of the recreational sphere development.

Abstract:
Scientific and methodological aspects of ensuring the safety of offshore subsea pipelines proceeding from the accident risk criteria are considered. A conceptual approach to assessing the defect hazard by risk criteria is formulated. This approach is based on the provisions of modern norms and requirements for the calculation of pipelines. A probabilistic model for assessing the risk of accidents at offshore subsea pipelines is developed with allowance for a random nature of defects and damage from accidents. The criterion conditions for the admissibility of defects in pipelines are formulated. Two conceptual directions for developing a methodological base for calculation of the permissible defects by risk criteria are thus proposed. The first direction is the development of semi-probabilistic calculation procedures using differentiated safety factors, with allowance for the level of the accident risk. The second direction consists in solving the problem of the probability of the pipeline destruction taking into account the restrictions in the form of a given risk value. The probability and scale of accidents are linked by a risk matrix. The calculation methodology was developed using a semi-probabilistic concept for the most typical defects in subsea pipelines. The suitability of the pipeline for operation after in-line diagnostics is determined using a three-level assessment of the permissible size of defects. The first, basic level, determines the permissible size of defects according to the strength criteria for the pipelines exposed to the action of the main loads, i.e., internal overpressure and hydrostatic external pressure. The second, extended level, determines the permissible dimensions of defects based on the strength criteria, taking into account the impact of additional longitudinal and bending loads on pipelines. The third, special level, determines the permissible dimensions of cracks and crack-like defects according to the characteristics of the crack resistance of the pipeline metal. The novelty of the methodology consists in the justification of the safety factors through the levels of failure probabilities corresponding to a given class of damage and losses. A scheme for making decisions on the admissibility of defects by risk criteria has been developed. An example of hazard assessment of defects in subsea pipelines is presented.

The article is devoted to the study of the influence of the process of digitalization on the transformation of modern criminal proceedings, the functioning of the institution of justice in general. The introduction of electronic criminal proceedings in our country is due to the development of a modern electronic society and trends in the introduction of information and communication technologies in the world. Electronic criminal proceedings is a “smart” information and analytical system that digitizes paper documents, allows the exchange of files within the framework of criminal proceedings. It is proposed to carry out a detailed and systematic analysis of the provisions of the current national legislation in order to introduce the appropriate substantiated legislative changes and consolidate the concept, stages, and algorithm of the electronic criminal proceedings; the introduction of electronic criminal proceedings on the basis of the functioning of Unified Register of Pre-trial Inquiry. Electronic criminal proceedings are an inevitable phenomenon of the modern information world. For the quality of operation of electronic criminal proceedings, it is necessary to take into account the advantages and risks of the functioning of a “smart” system. The advantages of introducing electronic criminal proceedings include: saving money and time; reduction of terms for consideration of procedural documents; simplification of access of subjects of criminal proceedings within their competence to procedural materials; increasing the efficiency of the investigation of criminal proceedings and so on. The introduction of electronic criminal proceedings should take place quite deliberately, with the understanding that digital technologies will inevitably affect relationship between people and the formation of their thinking. We believe that digital intelligence is not capable to replace a specialist completely. The digitalization of criminal proceedings will entail certain risks and difficulties. It is necessary to protect the collected personal data, which will prevent the drafting of clone documents and the «leaking» of confidential information in connection with cyber-attacks. It is also necessary to protect the provision of necessary equipment for law enforcement officers and judges in the field; the need to integrate among themselves the working electronic systems of the pre-trial inquiry bodies and the court; training of personnel capable of working with digital computer technologies and so on.

One of the directions of the Strategy of scientific and technological development of the Russian Fed-eration, which ensures the connectivity of the territory through the creation of intelligent transport and telecommunication systems, is considered. It is proposed to introduce an integral part into the struc-ture of this direction – geoinformation connectivity of the territory. The dependence of geoinfor-mation connectivity on the level of spatial data provision of the country's territory is substantiated. It is stated that timely geoinformation provision can be achieved through the development of the state spa-tial data infrastructure. The problematic issues of geoinformation connectivity of the state territory and the formation of the state spatial data infrastructure to ensure the connectivity of the territory are iden-tified. It is established that the most successful and systematic construction and development of spatial data infrastructure is carried out within the framework of defense activities with the constant im-provement of the unified automated system for providing geospatial information (EASO GPI). In the conditions of sanction measures and technological isolation, in order to achieve a stable and complete geoinformation connectivity of the territory, the necessity of creating an independent state spatial data infrastructure based on the adaptation and development of a functioning EASO GPI is determined.

The logistic providing foresees a complex from the management of deliveries chains, which is used for satisfaction of necessities of clients by planning, control and introduction of the effective moving and storage of corresponding information, commodities and services from the place of production to the place of consumption. A management logistic helps companies to decrease expenses and promote the level of service of customers. As a rule, large retail dealers or producers own basic parts of the logistic network. Most companies, however, pass to this function the mediators. To the number of basic factors of rapid introduction of logistic in a world economy belong: - dynamic development of information technologies; - globalization of markets; - structural changes are in organization of business; - philosophy of management quality. Modern development of logistic status is characterized by a few tendencies: by computerization of logistic operations, expansion of containertraffics, minimization of charges, related to transporting, storage, repacking, custom registration; by the increase of demand on high-quality logistic services; diminishing of charges of producers due to optimization of logistic chains. Negative factors which influence on market of logistic services development in Ukraine is dissatisfaction by demand on a ware-house economy and a transport infrastructure is developed not enough, absence of skilled shots in logistic. Transformation of logistic infrastructure must be based on approach of the systems, which enables to ground strategy of her development and working out in detail in perspective and current plans. The basic result of optimization of logistic infrastructure must be minimization of charges on maintenance of materially-material streams. The article considers the strategic directions of legal reform, as well as the state of political support of the relevant processes. The need for thorough scientifi c knowledge of the process of legal reform in the Russian-Ukrainian war and postwar reconstruction of society and the state is emphasized. It turns out that the main conceptual idea that should be the basis of the strategy of legal reform is the attitude to the “human”, the recognition of his highest value. It is noted that the strategic idea and the main direction of legal reform is to ensure the rule of law, which is the basis of a democratic society and modern constitutionalism. In this context, emphasis is placed on the need for systemic changes in the legislation of Ukraine on human rights, local self-government, administrative and territorial organization, democracy, parliamentarism, justice, national security and defense. Recommendations are made and relevant legislative proposals are substantiated. It is argued that the strategy of legal reform should focus on solving major systemic political and closely related (economic, social, cultural, informational, national security, etc.) issues in ensuring, implementing and protecting the principles of human dignity, freedom, justice, the rule of law, ensuring human rights, social, legal and democratic statehood and the separation of powers in the face of today’s challenges. It is argued that the strategy of legal reform should determine not only its purpose and principles, but also tactics of transformation in the legal system, vectors of movement, priorities and indicators of appropriate organizational, political, legal, scientifi c, informational and other conditions for modernizing legal system of Ukraine. With the increase of mobile activities in technological environment, it is a challenge to develop and maintain robust networking system with provision of high connectivity. In this context, Mobile Adhoc Network (MANET) is a feasible solution because it is dynamic in nature and the self-configured nodes of MANET can communicate intelligently in adverse and dynamic mobile situations. Though Adhoc on Demand Distance Vector (AODV) Routing protocol handles the networking issues efficiently, still power and delay efficiency has always been a challenging task in MANET due to the resource constrained nodes which are supplied with limited battery power during the operation in the network. Hence while performing various networking activities; gradually the battery power reduces resulting in delay in processing of packet and forwarding them to the next node during transmission. This causes overall end to end delay in the total transmission. Therefore many researches are still going on in the direction of designing robust and reliable protocols. In this paper the authors have developed a robust and energy efficient routing protocol for MANET with real time support. Their approach is different as it calculates the remaining residual battery power, bounded delay and packet processing rate of the intermediate node before selecting a node to forward the packet in the direction of destination. The cost function calculated using the above three factors along with the condition of congested node is also checked to correctly choose a load balanced path from source to destination. Simulation results show that the proposed protocol performs better than the conventional AODV protocol in terms of better network life time, throughput, delay and packet delivery ratio.

PurposeThe purpose of this research is to examine the largely ignored executive development needs of the reformed twenty‐first century public sector by executive education providers in business schools.Design/methodology/approachThe paper is predominantly conceptual exploring the current debates on the effectiveness of public sector management and the requirements for more relevant management and executive education through a literature review. The antecedents of the current position are explored. Hypotheses are developed about the provision of executive education for the public sector within business schools. In the absence of previous investigations in this field, a preliminary survey is conducted employing the Financial Times top 60 ranked executive education, 2006, to test the hypothesis and underpin more in‐depth research.FindingsThe findings demonstrate that almost two‐thirds of the sample did not provide any executive education to the public sector, and most of the provision on offer was for specialised silos within the sector, or borrowed from existing private sector programmes. There was no support found from the sample for public sector new network governance or leadership challenges discussed in the paper. Findings also supported the view that there is a shortage of evidence‐based research for many of the executive programmes that are being offered.Research limitations/implicationsThis paper is the first to explore the status of the field under investigation and provide a conceptual framework; whilst the preliminary empirical research has been an initial surface fact‐finding study to establish the level and size of the problem, this has been achieved. This paper will now underpin a rigorous empirical research programme to explore the subject matter in greater detail.Practical implicationsThe findings support the hypothesis that executive education providers within business schools are failing to address the management development needs of senior executives in the public sector. The paper concludes that there are huge opportunities being missed by business schools both by their management faculty, to investigate and understand the problems of the sector, and by their executive education centres to co‐design and deliver programmes to assist the sector to transform and develop effectively to meet the challenges posed by a more globalized, complex, networked world. The paper invites them to engage.Originality/valueThis paper investigates a subject that has been identified by the Academy of Management as important. It requires further research but has hitherto not received much attention from the research community.

There have been various attempts to capture the direction of welfare provision in Japan and the People's Republic of China (PRC) as a regionally coherent welfare regime, following on from attempts by the welfare regime literature to categorize nation-states by the characteristics of their welfare provision in the West. However, stark differences between the PRC and Japan as regional neighbours, and even within the regions of each country, pose a challenge to this kind of macro-level theorizing. This special issue seeks to supplement macro perspectives on welfare regimes by exploring a range of welfare policies across both states from an ethnographic, bottom-up perspective, which captures the dynamic nature of welfare and highlights the importance of understanding how local actors request, interpret, and implement risk management strategies. The management of social risks is shown not to have one clear direction determined by, for example, market logic: instead, this special issue highlights the ways in which the burden of risk shifts between family, market, state, and communities unevenly over time, reflecting underlying institutional norms which are always up for negotiation. In doing so, this special issue emphasizes the importance of local, contextualized understandings of welfare, and suggests that the comparative welfare regimes literature should seek the micro-institutional foundations of welfare provision as the basis for comparison.

The cost of producing public-transit service is not uniform but varies by trip type (e.g., local or express), trip length, time of travel, and direction of travel, among other factors. However, the models employed by public-transit operators to estimate costs typically do not account for this variation. The exclusion of cost variability in most transit-cost-allocation models has long been noted in the literature, particularly with respect to time-of-day variations in costs. This analysis addresses many of the limitations of cost-allocation models typically used in practice by developing a set of models that account for marginal variations in vehicle-passenger capacity, capital costs, and time-of-day costs. FY 1994 capital and operating data are used for the Los Angeles Metropolitan Transportation Authority (MTA). This analysis is unique in that it combines a number of previously and separately proposed improvements to cost-allocation models. In comparison with the model currently used by the Los Angeles MTA, it was found that the models developed for this analysis estimate ( a) higher peak costs and off-peak costs, ( b) significant cost variation by mode, and ( c) lower costs for incremental additions in service. The focus is on the limitations of the rudimentary cost-allocation models employed by most transit operators and not on the Los Angeles MTA per se. This analysis found that an array of factors addressed separately in the literature can be incorporated simultaneously and practically into a usable cost-allocation model to provide transit systems with far better information about the highly variable costs of producing service.

Benefit levels deriving from the public pay-as-you-go scheme will decline until 2060, while contribution rates may still go up substantially. Additional cover from private or occupational pension schemes is urgently needed. Thus far, steps in this direction have been half-hearted. The continuing crisis in financial markets and a more profound distrust in financial institutions and market-based instruments of old-age provision currently create obstacles to progress with this overhaul. Nevertheless, despite the differing traditions, Germany could learn important lessons now from other developed countries that have longer experience of funded pensions.

The main purpose of studying the dynamics of the geometric parameters of the country's living premises is to determine the patterns of their transformation as a result of changes in the lifestyle of the population. An analysis of official statistical information presented in the reports on population censuses and inventory of residential premises conducted in recent years in Russia, Japan and the United States made it possible to identify the dependence of changes in the number and area of living premises on the direction of development of the property structure in the country. Despite the relative stability of the reproduction of the traditional spatial image of the country's living premises, the change in its characteristics also depends on the level and character of the distribution of housing provision among the population. In the 19th century, a wide variety of living conditions with a low level of housing provision for the population led to an increase in state support for the construction of housing, which made it possible to narrow the geometric parameters of housing under construction and increase the average level of provision in countries. With the increase in the economic opportunities of households, it becomes preferable to purchase housing in private ownership, which makes it possible to expand the variety of living conditions and increase the average provision of housing for the population. The complete privatization of dwellings, observed at the end of the 20th century, leads to the emergence of private rent, which narrows the geometric characteristics of the dwelling under construction and increases the uneven housing supply again. During periods of economic crises, there are noticeable shifts in the transformation of the spatial image of a dwelling, associated with the search for the highest quality geometric forms of a dwelling, which change the direction of its reproduction during periods of restoration.

AbstractWelfare states increasingly activate citizens in the provision of care and welfare services, expecting them to take over certain parts of professional work. The consequences of this ‘volunteer responsibilisation’ for front-line workers’ professionalism have not been studied extensively. Professionalism may be pointed in another direction, from professional self-control or organisational forms of control based on management criteria toward forms of embedded control in which professional work is defined in interaction with all kinds of ‘outsiders’, including volunteers. In this paper we analyse how front-line workers cope with such shifts in care and welfare provision. We find that they move away from frail volunteers, move toward vigorous volunteers, and move against policy makers.

Abstract:
The relationship between society and the State takes various forms. The breadth of such interaction involves the development and implementation of mechanisms of interaction not previously used when extraordinary events occur. The provision of public services with the introduction of extraordinary administrative and legal regimes is at the same time experiencing significant difficulties. The difficulties require the transformation of the system of providing public services not only in order to solve new problems, but also to increase the effectiveness of public authorities with the population when abolishing the extraordinary regime. The authors concluded that in Russian law enforcement practice, the use of an unannounced procedure for the provision of public services should expand. The consolidation of a proactive (proactive) regime is a step in the process of improving the efficiency of public services. However, the movement in the indicated direction must continue. It is necessary to exclude from the legislation the principle of the application procedure for the provision of public services.

The scientific work is devoted to the study of approaches to the classification of interbudgetary transfers in Ukraine and abroad. It has been determined that the classification of interbudgetary transfers is not established due to the constant changes in relations regulated by law, which necessitates the search for new models and mechanisms for financing public needs. The legislation of foreign states and doctrinal developments of foreign authors regarding the issue of types of interbudgetary transfers and features of their provision has been analyzed. The possibility of assigning interbudgetary transfers established by the norms of the budget legislation of Ukraine to the classifications developed by the foreign doctrine of budget law, taking into account the latest changes in the budget legislation of Ukraine, has been established. The most common are classifications depending on the model of building inter-budgetary relations in a specific state: depending on the presence of a target purpose, depending on the term of provision, depending on the presence of an equalizing orientation, depending on the degree of their obligation, depending on the direction of movement of funds, depending on the direction of movement of interbudgetary financial flows.

Route guidance tools have a significant impact on road safety on public roads, as they carry important information on route guidance: provide drivers with information on the location on a specified road, regularly confirm the planned direction of movement, timely inform road users about the change of specified route direction and indicate the distance to the final object. This is very important information for the driver and it is difficult to overestimate it in road safety. Timely informing of drivers on the route direction will allow them carrying out adjustments in advance and feel confident on the road. Ensuring the completeness of route guidance information prevents emergency braking of vehicles in the area of traffic junctions and violation of the maneuvering rules to make a turn / turnaround in the right direction, and such maneuvers lead to road accidents. The establishment of a uniform route guidance system will reduce the road accident level and the cost of transportation due to excessive mileage of vehicles in the case of wrong route and help the drivers freely and easily get to their destination. The main need for information is felt by the drivers of vehicles whose actions directly impact the road safety. This, in turn, determines the basic principles and requirements for the composition, placement and choice of information tools. During the trip, the drivers need the information that would allow them navigating freely on the roads when passing the selected route that will relieve the stress of drivers and reduce the probability of road accidents, as well as increase the capacity of roads. It helps the drivers to adjust the previously selected route taking into account the real traffic conditions during the trip thereby minimizing the time consumption. To navigate the roads during movement, the drivers need the information about streets, objects and directions. Such information is provided by information signs, with which the road network must be equipped in sufficient quantity. The information provision should differ depending on the settlements, public roads and traffic conditions. A comprehensive solution of the issue of quality information provision to the road users can be achieved only by establishing a uniform route guidance system for road users which will take into account the needs for information of different categories of road users.

The study seeks to find out what changes are taking place in strategy in Koforidua Polytechnic and why? The methodology used in the study is based on qualitative approaches of documentary analysis. Data is collected through a content analysis of relevant documents. The scope of the study is limited to the researcher's interpretation of the strategic changes identified and articulated in official polytechnic documents. A framework for assessing and modeling changes in strategy provided by Ginsberg (1988) is adapted to suit the higher education context and applied in the analysis. The adapted framework is used as a tool to conceptualize changes in strategy in Koforidua Polytechnic. The findings indicate significant changes in strategy in Koforidua Polytechnic. The leadership of the polytechnic has introduced new strategic directions for the polytechnic, focusing on the provision of infrastructure facilities, improving financial resource mobilization, promoting research, strengthening collaborative partnership at home and abroad, and promoting good governance and planning. External and internal conditions provide pressure for the shift in strategic direction. The change in direction is a necessary measure which ensures the future of the polytechnic. The article continues the analysis of the problem of tensions between the modelled direction and the context in education in Lithuania in the stage of its development in the second decade of the 21st century. The selected aspect – the opportunity for the transformational purpose of education declared in documents on education while social groups assess education unfavourably. The research question – why are there tensions between the declared transformational purpose of education and the context of development of education. The research is based on the qualitative methodology of documentary analysis: purposefully selected document sources of discourse on educational matters are analysed. Data analysis and interpretation and discussion of approaches by comparing them with theoretical perceptions and insights of researchers lead to conclude the following: All approach coalitions analysed in the discourse recognise transformational impact of education as a system on an individual and society, but treat the content of the impact completely differently. The representatives of business and politics coalitions rely in the discourse on the perceptions of education as socialisation and development of society as economic growth, therefore they would consider education good, if individuals were formed in accordance with the requirements of the business coalition, with no opportunities to choose the learning area, provision of knowledge of exact sciences, digital literacy and entrepreneurship required for economic growth rates, training the capacity to sell skills, instilling values and behavioural models for taking care of oneself, so that young people would as soon as possible be able to become the quality “human capital” creating added value, while the education system and policy would serve business and industrial development. This discourse coalition uses pervading economic criteria in assessing the intellectual resources and processes of education, and educational outcomes, and would use these criteria for modelling further direction of teaching individuals and developing education. Individual participants of discourse who by their occupation belong to the business coalition are guided by the perception of the development of society as long-term sustainable progress, i.e. they assess not only economic growth, but also the distribution of goods resulting from sustainable progress and the stability of progress. Although individual approaches do not represent a strong position in assessing education, their concepts serve the basis for raising the problem of equality of income and opportunities in society, which has a significant impact on educational outcomes: income inequality causes inequality of opportunities due to which some part of the youth is socially marginalised or is forced to emigrate. The discourse coalition of philosophers, sociologists, and psychologists relies on the perception of education as empowerment of an individual and as personal liberation, development of society as increasing choice opportunities and the process of revealing the capacity to form the world. Approaches of this coalition focus on the humanist relationship with the growing individual as the perspective of the nation, on a human being nurtured on the humanist level as a civic, thinking, creative and democratic individual, on the cognition of the world as an intrinsic value and as the way to search for intelligence, on knowledge which serves values, and also on many other values which essentially represent the provisions of educational policies adhered to in Lithuania in the second decade of the 21st century. Tensions between the provisions modelled in education and the understanding of the role of education in society, assessment of the condition of education, and further direction in which education should develop during the period researched by groups implementing education policy and different groups of society occur due to conflicting theoretical concepts, on which individual groups of society rely.

Abstract:
The author of the article has studied the main disadvantages of legal provision of health care financing in Ukraine and the ways of their elimination. The legal principles of medical reform and the basic principle about the autonomy of medical institutions – “a patient-money” have been analyzed. It has been stressed that the subjects of public law in the person of state and municipal health care institutions according to the Constitution of Ukraine are obliged to provide free medical care, however, with the adoption of the Law of Ukraine “On State Financial Guarantees of Medical Care of the Population”, a partial payment for medical services has been established. The author has offered to provide additional guarantees for disadvantaged population by developing and financing social programs for the availability of medical care. The cases of the access to information about a patient without his consent have been considered. New theoretical conclusions, generalizations and suggestions have been formulated, in particular, the author has offered the definition of the concept of “direct threat to life” in the context of regulatory acts regulating financing of health care in Ukraine. It has been stressed that a direct threat to life is the emergence of conditions under which there is a risk of death of a patient without the provision of medical care. It has been clarified that the main disadvantages of legal provision of health care financing in Ukraine include: non-compliance of certain provisions of the mentioned Law with the provisions of the Constitution of Ukraine; the risk of arrangements between family doctors and doctors in different areas in regard of sending patients for further treatment; the lack of security guarantees of personal data of patients in the electronic health care system; the risk of reducing the number of medical institutions in Ukraine. It has been concluded that the reform of the health care system necessitates amendments to the Art. 49 of the Constitution of Ukraine and adoption of the Concept of Financing and Development of the Health Care System, which would involve the introduction of a mixed model of financing health care field. The perspective direction of further research the author believes that scientific development of propositions on improving liability for offenses in the sphere of health care financing in Ukraine.
