Abstract:
Provincial Reconstruction Teams (PRTs) are currently prominent constructs for stabilization and reconstruction in Afghanistan and Iraq. PRTs are composed of civil-military teams, including elements from coalition partners and the host-nation, and involve multiple military services and civilian agencies. Their missions are to extend the legitimacy of the central government throughout the country and to use Civil Military Operations (CMO) to counter anti-government forces. PRTs are prominent, but controversial. Nongovernmental organizations (NGOs) complain that the U.S. military blurs the lines between humanitarian assistance and military operations. Other critics have called PRTs interagency failures because the U.S. Department of State (DOS), the Department of Defense (DoD), and other government agencies have not contributed the personnel, resources, or training required to make PRTs operationally functional. The result is both lack of integration and of effectiveness. The purpose of this thesis is to determine how to make PRTs more effective in the future. While host-nation participation is necessary for success, this thesis will focus only on the controversies involving NGOs and interagency communities. These include humanitarian space, general attributes, and effectiveness of PRTs. The policy prescription for future PRTs is found in the concept of a Civil Military Operations Center (CMOC), which is described in U.S. Army's FM 3-05.40, Civil Affairs Operations. The core tasks of a CMOC, especially those of Civil Information Management (CIM), are designed to accomplish a variety of missions relating to Post-Conflict Reconstruction (PCR). They would serve well as foundational components of a PRT. Also, because of the interagency nature of PRTs, commanders of these teams must have the right character and skill sets to operate in this complex environment.

Abstract:
This research uses a case study of Xinjiang to challenge China's reform by addressing the problems rooted in its partiality and regionalisation. The reform started in the field of political administration and toleration of decentralisation and marketisation in the economic sphere has generated economic prosperity in some regions. But economic reform was not necessarily accompanied by political transformation. Most characteristics of socialism have been retained, including political discretion and economic bailout. Both are regarded as major causes to economic weakness in some sectors and some provinces. The central argument for the continuation of the partial reform is decentralisation of decision-making to the local political state, enabling local government to give a "helping hand" in facilitating change. But the partiality of the reform drives local governments in those regions with political sensitivities to become a "political defender", holding back the progress of the reform there. Such unbalanced and unparalleled developments amongst the regions and institutions has create imbalances in provinces such as Xinjiang, challenging the success of China's reform overall. In politically sensitive regions, the Communist Party has retained an administrative stranglehold and development has stagnated, not only calling into question the sustainability the reforms but also potentially threatening China's unity and political stability. The thesis uses Xinjiang, which is politically very sensitive, because of its ethnicity and strategic resources, to argue this point.

Cette thèse étudie les cycles économiques provinciaux chinois durant la période 1989-2009. Dans un premier temps, Nous utilisons une variété de techniques afin d'examiner la nature et le degré de comouvement entre les cycles de croissance provinciaux chinois. Nous détectons différentes propriétés des cycles de croissance provinciaux. En utilisant une méthodologie de classification basée sur un modèle, nous constatons que les provinces peuvent être classées parmi cinq classes en fonction des mesures standards des caractéristiques cycliques. Bien que la majorité des provinces a connu la récession qui a eu lieu autour de la crise asiatique, la nation dans son ensemble a connu une phase d'expansion. En outre, toutes les provinces, ont connu la récession liée à la crise financière internationale qui a eu lieu en 2007/2008 à l'exception du Jiangsu et Tianjin. Toutes les provinces côtières, sauf Hainan, sont significativement synchronisées avec le cycle national. En outre, nous constatons que les quatre principales récessions nationales sont bien diffusées dans tout le pays. Ensuite, nous analysons la co-cyclicité entre les provinces dans chacune des six régions définies par Groenewold et al. (2008). Nous nous basons sur la décomposition tendance-cycle en utilisant le modèle à composantes inobservables univarié et multivarié. This thesis deals with the Chinese provincial growth cycles over the period 1989-2009. First, we use a variety of techniques to examine the nature and degree of comovement among Chinese provincial growth cycles. We detect different properties of the provincial growth cycles. Using a model-based clustering methodology, we find that provinces can be classified among five major clusters as a function of standard measures of cyclical characteristics. Although the majority of provinces experienced the recession that occurred around the Asian crisis, the nation as whole experienced an expansionary phase. Moreover, all the provinces experienced the recession related to the subprime crisis that occurred in 2007/2008 except Jiangsu and Tianjing. However, All coastal provinces except Hainan are significantly synchronized with the national cycle. Furthermore, we find that the main four national recessions are well diffused across the country. Then, we analyse the co-cyclicality between provinces in each of the six regions defined by Groenewold et al. (2008). We rely on trend-cycle decomposition by using both univariate and multivariate unobserved component model. The majority of provincial cycles reflect demand rather than supply-side shocks. By examining the commonality of provincial growth cycles within each region, we ask whether the definition of these regions is supported by statistical analysis. We find mixed results. Finally, we use a Markov switching model that allow for the identification of business/seasonal cycle interaction

Esta tesis doctoral se propone establecer un estudio de conjunto sobre los cambios y permanencias que se producen en la provincia de Alicante durante la dictadura de Primo de Rivera. En este sentido, la tesis se estructura en seis capítulos que siguen una secuenciación temática y cronológica. El primer título de la tesis aborda el marco historiográfico de la Dictadura, prestando especial atención a la evolución conceptual e interpretativa que ha conocido el estudio del régimen primorriverista. El segundo apartado se reserva al análisis de las causas conducentes al pronunciamiento militar. En él se abordan las condiciones previas al pronunciamiento militar desde una doble perspectiva: Una nacional, donde se describe el funcionamiento del sistema de Restauración y los elementos que determinaron su crisis. Y otra regional, que explica los antecedentes al golpe de Estado desde una óptica provincial, repasando los particularismos económicos, demográficos, políticos y sociales de la Alicante previa a la Dictadura. El tercer capítulo estudia el desarrollo del pronunciamiento militar y sus inmediatas repercusiones en Alicante. Mediante una contextualización comparada abordamos la connivencia de la oficialidad alicantina con la sublevación y las reacciones de los diversos grupos sociales al golpe de Estado. El segundo apartado de este capítulo analiza los fundamentos del ideario regeneracionista del Dictador y explica que parte del respaldo social que recibió inicialmente se debió a la estrategia de incorporar ese argumentario al mensaje oficial. El cuarto capítulo comprende todo el periodo de la Dictadura, pero profundiza concretamente en dos aspectos temáticos: El primero, en el periodo de fiscalización inicial, que afecta a la fase de desmantelamiento de las estructuras político-administrativas del régimen canovista (octubre de 1923-abril de 1924). En estos subapartados se estudia la repercusión de la política anticaciquil y fiscalizadora en las comarcas alicantinas: las medidas de moralización de las costumbres, la destitución de los antiguos representantes públicos, la auditoria de las administraciones, la censura de la opinión pública y la represión político-sindical. El segundo aspecto compete al estudio del Gobierno Civil de Alicante. Dado que la gestión política durante la Dictadura estuvo fuertemente centralizada y militarizada, en esta sección se analizan los órganos de la autoridad central del Estado en la provincia de Alicante. Se describe la concentración de funciones en los gobernadores cívico-militares, su papel como interlocutores del Dictador y se hace un repaso a su perfil ideológico y profesional. A continuación, se detalla el cometido de una institución original de la Dictadura, la Junta Ciudadana de Autoridades. En cuanto a los delegados gubernativos, una autoridad militarizada y creada ex novo, examinamos su evolución para averiguar por qué se convirtieron en una institución tan cuestionada. El capítulo quinto se refiere a la administración local y provincial. Este título es esencial para entender cómo funciona el poder local durante la dictadura primorriverista. En sus diversos apartados se estudia la renovación política y administrativa que se produce en estas instituciones, el personal que las compone, la repercusión que tuvo en el funcionamiento de estos organismos la aprobación del Estatuto Municipal y Provincial y, en su última sección, la política económica, fiscal y presupuestaría que aplican. El capítulo final se ocupa de dos de las organizaciones más genuinas de la Dictadura: el Somatén y la Unión Patriótica. La primera se concibió como una milicia cívica garante del orden público y la paz burguesa, y el segundo como un partido gubernamental encargado de crear una base social de apoyo al régimen y de preparar a los hombres destinados a ocupar los cargos públicos de la Dictadura.

Absenteeism remains a challenge in government entities, especially if it is measured in monetary terms. Government loses a number of hours through employees who are officially or unofficially away from work. The high absenteeism is created by a number of factors, amongst which leave policy gaps and poor management systems can cited. Therefore this study expected to investigate the management of absenteeism in Limpopo Provincial Legislature. A qualitative research approach was used to collect data through semi-structured interviews. One of the major findings in the study is that there is a lack of communication between line-managers and human resources section. Departments still work in silos and hence some employees exploit their leave benefits. The study recommends that communication strategies in the Limpopo Provincial Legislature should be effectively implemented and policy gaps in relation to leave benefits should be reviewed.

ENGLISH ABSTRACT: In terms of the Constitution (108 of 1996) provinces are given the responsibility for planning. Following the history of provincial planning it can be seen that the context of spatial planning have changed dramatically. This can be linked to changes in planning theory. The legal and policy environment for provincial planning have been shaped by different national departments concerned with planning. The Development Facilitation Act (67 of 1995) a key piece of legislation moved towards a normative based system for planning. Provinces were given the opportunity to introduce provincial specific legislation for planning. Since 1994 only four provinces the Western Cape, Northern Cape, Gauteng and KwaZulu- Natal have introduced Acts or Bills. To assist the remaining five provinces in introducing province specific planning legislation it is important to establish if the different systems are moving towards conformity. Through analysis of the different systems, mechanisms and institutions, a comparison and evaluation of the different Act and Bills it was established that the provincial planning systems are to a large extent similar and in deed moving towards conformity.
AFRIKAANSE OPSOMMING: Provinsies is verantwoordelik vir beplanning volgens bepalings in die Grondwet (108 van 1996). Deur 'n historiese oorsig van provinsiale beplanning word dit duidelik dat die konteks van ruimtelike beplanning dramaties oor tyd verander het. Hierdie verandering kan gekoppel word aan verandering in beplanningsteorie. Die wetlike en beleidsomgewing van provinsiale beplanning is dinamies. Hierdie veranderende omgewing word geskep deur die invloed van verskillende nasionale departemente wat betrokke is by beplanning. 'n Toonaangewende wet die Wet op Ontwikkelingsfasilitering (67 van 1995) het beweeg na 'n normatief gebasseerde sisteem vir beplanning. Provinsies word die geleentheid gebied om wetgewing daar te stel wat handel oor beplanning. Sedert 1994 het slegs vier provinsies - die Wes-Kaap, Noord-Kaap, Gauteng en KwaZulu- Natal wette o fwetsontwerpe opgestel. In 'n poging om die oorblywende provinsies te help om hul eie wetgewing op te stel is dit van belang om te bepaal tot watter mate die verskillende sisteme van provinsiale beplanning beweeg na konformiteit. Deur 'n analise en vergelyking van die verskillende sisteme, meganismes en instellings, gevolg deur 'n evaluering, is daar bevind dat die provinsiale beplanningsisteme ooreenkomste toon en daadwerklik beweeg na konformiteit.

Abstract:
The thesis examines and explains the history of provincial fire-fighting in England. A literature survey demonstrates the academic neglect of the subject, and discusses the written work that exists. This is supplemented by an extensive bibliography. An outline of early fire history then indicates that nothing happened in the fight against fire until the Great Fire of London, in 1666. This event directly inspired the formation of the first fire brigades in Britain by the insurance companies. Financing their own fire brigades, the insurance companies set a precedent that was to hinder the establishment of a national system of fire-fighting for over two hundred years. Two constant themes emerge: the first is that it takes a disaster to prompt action, and the second is that there was no overall organisation in English firefighting until World War Two. A study of fire appliances reveals that their slow development hindered the growth of fire brigades, but once multiple manufacturers emerged and became competitive, then interest was stimulated, directly resulting in the establishment of many local brigades. An examination of equipment follows this. By studying the types and sizes of brigades it is revealed that fire-fighting was a local expedient, and that self-help was essential since successive governments failed to provide any national fire acts until 1938. The different forms, membership, and financial circumstances of individual brigades show the totally dangerous shambles out of which the efficient British Fire Services of today have arisen. Aspects of the life of the fireman (remuneration, pensions, hours, unions, fire stations, etc.) are then highlighted before it is shown why he became a hero of Victorian society, and the epitome of the ideal of manliness

The thesis focuses on analyzing and discussing Hunanese audience members’ receptions of three of his films – Rocky IV (1985), Cliffhanger (1993) and The Expendables (2010) to reveal the audiences’ motivations of admiring him and his movies. The analysis is based on Hunanese male characteristics because Hunanese culture is a male centric culture. In the Rocky IV film, Hunanese fans like his manhood, nature of soldier, and determination. In the response to Cliffhanger, some audience members appreciate his manhood, family value. Some members think his character is a coward, some of them even support the bad guys. In the audience’s reception of The Expendables, audiences have different opinions for different action actors. For example, Barney Ross (Stallone) was perceived as an extraordinary military leader. The thesis is divided into six chapters, and conducted upon Stuart Hall’s Encoding & Decoding theory.

Abstract:
This is a study of the Christianisation of the built environment: the physical manifestation of the transition from paganism to Christianity in the Greek East. The core of this thesis comprises an archaeological exploration of temple conversion in terms of structural mechanics, logistics, chronology and socio-political implications. This work provides a re-assessmenot f the fate of the temples- their deconsecration,d estruction, preservation, abandonment and re-utilisation - by supplementing and questioning the historical record through reference to the wealth of available archaeological evidence. Detailed chapters on the mechanics and chronology of particular forms of conversion scenario illustrate the emergence of an architectural vocabulary of temple conversion from the middle of the Sth century. In order to assess the impact of change on a local level, these primary issues are addressed through the archaeology of provincial Cilicia. This sheds new light on several well-known temple conversions and raises important questions about those for which the evidence is less conclusive. It is through this kind of regional study that the variability in the fate of temples is realised and increasingly attributed not to the influence of a particular piece of legislation, but to local and regional circumstances and context. Detailed studies of individual sites have also enabled the formulation of a methodological critique for the identification of the sites of temple conversion in their various manifestations: from complete incorporation of the temple remains, to piecemeal appropriation of individual architectural elements. Archaeological, historical and epigraphical evidence from over 250 structures in which the influence of a pre-existing temple has been detected, have been incorporated into a highly detailed database, providing a platform for information management and the analysis of trends in the fate of the temples. By looking beyond the subjective narratives of the primary historical sources, this thesis demonstrates that the archaeological evidence can provide us with a deeper understanding of the complexity and variability of temple conversion as it occurred in individual urban contexts. This has enabled the formulation of a more coherent picture of its significance and situation in the cultural and physical transfonnation of the late antique city.

This thesis is concerned to discover the nature of regional identity in Furness and Cartmel, also known as Lancashire North of the Sands, in the 50 years around 1800, and explore the relationship between the essential regional qualities, geographical and cultural, of the area, and the way it was viewed by the human inhabitants. The methodology is heavily biased towards a thorough survey of surviving archival material in the county record offices and public libraries of Cumbria, Lancashire and Cheshire and the integrating of these sources into a coherent narrative of the period, which is then analysed. Attempts have been made to quantify wherever possible, but the sophistication of the statistical manipulation is kept in proportion to the reliability of the gathered data. Chapter 1 surveys the ways in which regions within England have been defined and the uses to which a regional approach can be put. Chapter 2 provides an introductory overview of the society of the area, concentrating on the degree of population mobility. Chapter 3 examines the development of various economic sectors in the period, and the way in which those sectors were spatially organised, both as a result of natural topography and under the influence of human actors. Chapter 4 studies the way in which the manorial administrative system of the area was replaced by a more rationalised system mediated by lawyers, and the influence of statutes and enclosure on this process. Chapter 5 is concerned with the degree of local distinctiveness from national patterns in the administration of the Poor Law, and in the way the authorities reacted to the problems of crime and popular politics. Chapter 6 looks at the factors affecting religious observance, and the reference of both Anglican and dissenting churches to authorities from without the area. Chapter 7 inquires into the ways in which patterns in education, recreation and sexual practices mark either the exclusivity of the area or its absorption into national trends. Chapter 8 concludes that although the area had many distinct regional characteristics, both of ecotype and of culture, and although these are important in explaining many aspects of development in this period, the most distinctive quality of the area was the way in which it lent itself to reinvention by individual human actors, particularly outside colonisers. The originality of the thesis lies in its genuinely integrated study of an area of town and country, and its application of extra-disciplinary ideas (particularly the distinctions between essence and imagination, and material and information) to an English local study of this period.

The objective of the present research ("work paper") is to elaborate a strategic plan for the Provincial Municipality of Jaen that will allow it to be within the five provinces of the Country with the lowest level of illiteracy and poverty. In order to achieve this objective, it’s crucial to strengthen the production and sale of certified organic coffee taking into account that this product has the greatest potential of development and that Peru is the second largest producer of this type of coffee in the world, that is sustainable over time, and that privileges social and environmental responsibility. The higher revenues resulting from the increase in sales of this type of coffee will allow to reduce the economic, social and educational gaps of the province. In this work paper, we also aim to improve the educational level, reduce extreme poverty; and improve the life quality of the population, by a more efficient and extended provision of public services. In this sense, the present strategic planning proposes a common vision that, following the designed strategies, will achieve the proposed short and long term objectives, being fundamental the joint participation of the authorities, the private sector and the population

To determine the Perinatal Mortality Rate and establish what percentage of perinatal death s occurred in unbooked patients and in those with positive syphilis serology. 3. To establish booking status, place of delivery, whether treated or not, serological findings, signs and symptoms of infants with Early Congenital Syphilis. Study Design: 1. A descriptive, retrospective study of deliveries in the month of March 1994. 2. A descriptive, prospective study of perinatal deaths over six-month period January to Jun e 1995. 3. A descriptive, retrospective study of Early Congenital Syphilis patients over five-year period 1990 - 1994. Setting: Maternity and paediatric wards at Provincial Hospital Uitenhage, East Cape. Patients and Methods: 1. Records were studied of 154 maternity patients delivering in March 1994 in order to ascertain booking status and serology results. 2. Data on sixty-one perinatal deaths weighing over 500 grams was examined to establish maternal booking and serological status. 3. Folders of forty patients with Early Congenital Syphilis admitted to the paediatric ward were examined. Results: 1. Syphilis in Pregnancy: i) Prevalence of syphilis at delivery was 9% for patients with titres =/> 1 :8. ii) Unbooked patients totalled 47% of deliveries (73/154). iii) Fifteen percent of deliveries had no syphilis serology tests performed and were discharged without screening (23/154). iv) No significant association was found between unbooked status and positive serology (p=0.35). 2. Perinatal Deaths: i) In instances of a perinatal death, a significant association was found between unbooked status and positive RPR serology (p=0.017). ii) Perinatal death rate due to syphilis totalled 10.8/1000 deliveries. 3. Early Congenital Syphilis: i) Eighty-five percent of cases (34/40) delivered at PHU and were mismanaged by personnel. ii) Eighteen of the thirty-four mothers had attended antenatal clinic and were untreated or inadequately treated by the time of delivery (53%). vii iii) Sixteen of the mothers had been unbooked and were discharged without screening or treatment (47%). iv) Four booked patients had negative sousveillance during the antenatal period. Conclusion: Provincial Hospital Uitenhage serves a poor community. This is reflected in the high prevalence of syphilis at delivery and the high proportion of unbooked patients. Time-consuming and inefficient methods of sero-surveillance plus separate clinics and staff for antenatal and Sexually Transmitted Diseases compounded existing problems. The standard of care anticipated at a Level 2 Referral Hospital was not delivered by Health Workers, largely due to lack of in-service training and guidelines for the management of Syphilis in Pregnancy. Recommendations: 1. In-service staff training by the Perinatal Education Programme (PEP) and adoption of protocols of management. 2. Rapid ("same-day") availability of serology results and initiation of treatment at Antenatal Clinic. 3. RPR at booking visit and repeated at delivery in all patients. 4. Monthly evaluation by Perinatal Problem Identification Programme (PPIP) and Obstetric/Paediatric meeting to monitor implementation.

Later, in the beginning of the twentieth century, the automobile was introduced and a new type of the transportation system was born. Therefore, it was necessary to change the condition of roads to fit with the automobiles. With the spread and the development of the automobiles, roads also have developed and increased all over the world. That caused negative effects on the environment and humans’ life quality. Thus, highways associations and communities had to take some steps to reduce these effects and care about environmental and cultural issues with the traditional commitment to safety and mobility, and that is known as context sensitive design. The aim of this thesis is to use the concepts of context sensitive design to reduce the negative environmental impacts of provincial road Galliera, which connects via Colombo in city of Bologna to provincial road 3 in Argelato city. Some solutions were proposed in this thesis to reduce traffic noise, fragmentation, fauna mortality and to improve the aesthetics of the road.

Es tracta d'una construcció excepcional, tant per la integració dels imponents volums arquitectònics en opus quadratum i el seu entorn paisatgístic a la part més alta de la ciutat, com pel context antròpic previ a la seva realització. Una ubicació escenogràfica intencionada que, junt a la majestuositat de l'arquitectura i de la decoració del complex tarragoní, va aconseguir transmetre amb força i eficàcia el missatge ideològic del monument. Per a la realització d'una recerca coherent i crítica, s'ha pres com a punt de partida l'estudi de les dades materials. L'anàlisi de les característiques constructives de les estructures que constitueixen els tres espais del Fòrum Provincial, ha tingut com a objectiu investigar els coneixements tecnològics i l'organització de l'obra, més enllà d’aproximar-se a comprendre els aspectes arquitectònics d'un dels monuments més imponents de les províncies d'Occident. Una anàlisi puntual de les fases de desenvolupament de l'obra, ha posat de manifest com aquesta ha estat capaç d'adaptar-se a les noves exigències o als replantejaments del projecte. El trabajo que se presenta se refiere al estudio arquitectónico y constructivo del Foro Provincial de Tarraco. El conjunto arquitectónico de la capital de la provincia de la Hispania Citerior, consta de tres espacios - el Recinto de Culto, la Plaza de Representación y el Circo- y se trata de una construcción excepcional por la integración de los volúmenes arquitectónicos imponentes en opus quadratum tanto en el entorno paisajístico de la parte más alta de la ciudad, como en el contexto antrópico previo a su realización. Una ubicación escenográfica intencionada y que, junto a la majestuosidad de la arquitectura y de la decoración del complejo tarraconense, consiguió transmitir con fuerza y eficacia el mensaje ideológico ínsito en el monumento. Para la realización de una investigación coherente y crítica, se ha tomado como punto de partida el estudio del dato material. El análisis de las características constructivas de las estructuras que componen los tres espacios del Foro Provincial ha tenido la finalidad de investigar los conocimientos tecnológicos, la organización de la obra de construcción, además que aproximarse a comprender los aspectos arquitectónicos de uno de los monumentos más imponentes de las provincias de Occidente. Un análisis puntual de las fases de desarrollo de la obra de construcción ha puesto en relieve como ésta ha sido capaz de adaptarse a exigencias nuevas o a replanteos de un mismo proyecto. La capacidad y experiencia constructiva de los constructores del foro imperial si por un lado refleja la madurez alcanzada por la ingeniería romana, por el otro lado evidencia como la experimentación de soluciones constructivas es continua y como, en nuestro caso, no deja de ser absolutamente exitosa.
Herein, a study is presented that embraces the architectural and constructive aspects of the Provincial Forum of Tarraco. The architectural complex of the capital of the Provincia Hispaniae Citerioris is comprised of three areas - the Worship Area, the Representation Square and the Circus- and stands as an exceptional example characterized by the harmonious integration of mighty structures made in opus quadratum in both the anteceded anthropic context and in the landscape of the upper town. The impressive architectural elements and detailed decorations set in a scenic landscape convey a powerful and ideological message. In order to achieve a study both coherent and critical, the research presented here started from the material data. The resulting analysis of the constructive features of the three areas of the Provincial Forum provided insight into the technological knowledge, the organization of constructive processes and the architectural perspectives required to construct of one of the most important monuments in the Western provinces. The detailed analyses of the different building phases revealed a constructive process that permitted adaptation to new contingencies or deliberate modification of the original plans. The Roman builders exhibited their substantial engineering expertise as well as their willingness to implement experimental building solutions at Tarraco, which resulted in the successful construction of the Provincial Forum.

My master thesis aims to examine how a Chinese political economy context has shaped the media landscape in China, especially in the domain of provincial television. The key issues are: 1) what the role of private profit accumulation is for provincial TV stations in China; 2) Whom the ownership of provincial TV stations in China belongs to; 3) how global capitalism influence provincial TV stations today; 4) how government regulation influence provincial TV stations today. Theoretically, we follow a political economy framework developed by Wasko (1994), Meehan (2005), and Mosco (2009) and relate western theories to a Chinese social context, by referring to a range of academic works focusing on the Chinese media and a political economy context in China (e.g. Bai, 2005; Zhao, 2008). Based on a case study of Hunan provincial satellite television (Hunan PSTV), the results show that: 1) advertising is the main contributor to the total income of provincial TV stations; 2) provincial TV stations are state-owned according to the party-state’s definition, but they have started to gain some capitalistic characteristics as they are increasingly driven by  audience-rating and advertising revenue; 3) party-state can support the commercialization of provincial TV stations by taking a series of reforms, and at the same time, it can readily suppress the development of provincial TV stations, by issuing legal decrees.

The discussion on the extent to which audit committees perform the oversight function of financial governance is important. This is particularly so in the Eastern Cape where the implementation of the Public Finance Management Act (PFMA) of 1999 has not significantly improved financial management. The deteriorating financial management environment of provincial departments impacts negatively on service delivery and is therefore a matter of great concern to the political administrators at both national and provincial levels. The objective of this study is to determine how effective audit committees are in Eastern Cape provincial departments and how this translates into good financial governance and, ultimately, improved service delivery. To achieve this objective, a literature review of the link between audit committee effectiveness, accountability and corporate governance in the public sector was conducted. It was found that audit committees in the public sector have similar responsibilities to that of the private sector and lack of accountability in the public sector impacts negatively on service delivery. A second literature review was conducted to highlight the current state of public financial management in South Africa and how this has had an impact on financial management in Eastern Cape provincial departments. A qualitative research methodology was applied because the researcher is of the opinion that the research question asked is more interpretive than predictive. An interview survey was conducted in which senior management officials were selected from provincial departments and interviewed using semi-structured questions. The research study concluded, that provincial departments in the Eastern Cape have all established audit committees in line with the Public Finance Management Act (PFMA) National Treasury regulations. These committees are however ineffective. Ineffectiveness is as a result of, among other factors, lack of stability in accounting officer and chief financial officer positions. Secondly, senior management have not been made to account for the persistent negative audit outcomes in their departments. The research recommends that the political leadership of the province should ensure stability in leadership, particularly in the position of accounting officer and the chief financial officer.

The South African Health Care environment is in state of reform. Government strategy and change in legislation have been the catalyst for the development of new business models in South Africa. This report deals with the feasibility of a proposed model which is to be implemented by the Eastern Cape Department of Health at the Provincial Hospital in Uitenhage. The fundamental challenge in South Africa is the shortage of resources to support the health care industry from a public perspective. The point of departure for this research was to understand the complexity of this industry and investigate models that have evolved in South Africa and internationally. The literature research covers funding mechanisms from both a public and private perspective and takes into account the role the government plays in providing equitable health care for all. The literature provided the foundation to develop the model which is to be piloted at the hospital in Uitenhage. In terms of the research objective, a single case study methodology approach was conducted. Triangulation technique was used to gain insight from different perspectives and to test the model for validity. The core of this research focuses on the viability of the proposed model and the integration of this into the government health reform plan. The research revealed that in comparison to the existing PPP models in South Africa, this model is feasible. As a result of the analysis and the development of the proposed model, the research is concluded by offering suggestions for further research.

The questions: "who becomes a provincial premier?", "what is a premier's career pattern?", and "does selection process make a difference in the type of person that becomes premier?" are answered in this study. A series of 22 political and socio-economic variables was collected for each of the 185 men who have been provincial premiers between July 1, 1867 and July 1, 1987. After the data set was created, analysis by province and party was then performed. The response to "who becomes a provincial premier" shows that premiers are not typical of the electorate that they represent. Provincial premiers, on average, are Protestant lawyers who come to office at age 48.6. These men usually have a post-secondary education, and are born in the province of which they become premier. Three distinct career patterns are found when one answers the question "what is a premier's career pattern?". The first, and most common path, is the replacement of one premier by another while the party is in government. The second path, and the least frequented, is the "comeback" route. This occurs when an individual is in government, goes into the opposition, becomes party leader, and comes back to government as premier. The third path to the premiership is via the post of leader of the opposition. An individual following this path is leader of the opposition party and wins an election to become premier. Each of the 185 premiers followed one of these distinct paths to office. Parliamentary and cabinet experience, years as party leader before becoming premier, duration as premier, and reason for leaving the premiership each vary, when analyzed by path to power. The response to the third question is that the selection process makes a difference in the type of person that becomes premier. Convention chosen premiers, in contrast to caucus chosen premiers, are younger, have more diverse occupational backgrounds, and have less parliamentary and cabinet experience. Convention chosen leaders have a longer duration in office. Comparison of results with parallel studies of Australian state premiers, national party leaders, federal cabinet ministers, and provincial cabinet members, shows that Canadian provincial premiers are unique in their background and career progression.

This thesis examines the development of biology as an academic discipline in Manchester from the second half of the nineteenth century until the early 1960s. During the late nineteenth century, as has been well documented by a number of studies, the life sciences underwent rapid and radical change. However, as this thesis emphasises, the opening decades of the twentieth century were also crucial to the institutionalization of biology, bringing as they did the rise of applied biology and the growth of specialization. Biological departments are the locus of the discipline-building process. The changes that transformed biology over the decades in question are therefore explored as they manifested themselves in the growth and development of the Botany and Zoology departments of Manchester University. The study situates Manchester within the wider national institutional and disciplinary context and examines the influence of political and economic factors on Manchester Biology. While others have examined aspects of the history of British biology through studies of individual institutions, the present study is the first to explore the particular dynamics involved in building biology in a civic university. The study therefore brings a much needed `provincial' perspective to bear on a national picture characterized by an uneven distribution of resources. The thesis therefore has broader relevance for the question of the changing relationship between science, the universities and the state in the twentieth century. This thesis is concerned with three major currents of change that shaped the content and organization of academic biology in the period under study: the `New Biology' of the late nineteenth century, the rise of applied biology in the early twentieth century and the growth of `experimental zoology' in the interwar period. The emphasis is on research, although pedagogical change is also considered at particular points. The first shift took biology into the laboratory. The rise of applied biology led to the mobilization of state funds for biology and widened career opportunities for biologists. The third current is associated with specialization and the move beyond whole organism biology: for example, to the cellular and molecular levels.

This thesis investigates the extent to which this notion serves as a functional value for the English provincial news industry; it positions it within an historical context to understand its relationship with the economic structure of the local newspaper. As such, after Foucault, it constitutes the good of the community as a discursive position which functions in different ways during different periods of development for the provincial press. The history of the provincial press is charted from its inception in the eighteenth century to the present day. This history conceptualises its development within six distinct stages; as such it seeks to demonstrate the fluidity of the notion of serving the good of the community which is presented as absolute by the industry. Interviews with current workers within the industry are used to expose the way in which the concept functions for the industry today and concomitant changes wrought by digital innovation. These demonstrate that the notion functions best at those titles which enjoy direct investment in their ability to act in a way which serves the good the community; conversely it is most under threat at those titles which are increasingly removed from their locale for reasons of profit. This thesis ends with the suggestion that preserving the ability of the provincial news industry to serve the good of the community necessitates a new approach to an assessment of its value; it suggests that alternative funding models are needed if the ability of the industry to meet this goal is to be retained.
