Abstract:
The study was concentrated on the period following the first democratic elections for a new government in South Africa, that is, post -1994 up to the year 2000. The change from a system based on fixed apartheid ideology to a more open and democratic one meant that the political scene became more characterized by fierce competition and volatility. The aim of the research was to understand the nature of the contestation as it manifests itself in both the development and implementation of school governance policy at national, provincial and local levels in a climate of political change and turbulence.

It is hoped that the importance of this study lies in its contribution in helping provincial school administrators, Practical Skills teachers, curriculum advisory committee members, inspectors, staff and students at the Design and Technology Department to gain an insight into the current problems and issues faced by Practical Skills teachers with the end view of effecting changes in the present set-up to attain the objectives of the Practical Skills programs in the provincial high schools in Papua New Guinea. METHODS USED: The methods employed in this study to collect the data were:- A. Questionnaires, B. Interviews and C. Review of literature. A proposed set of questions for the questionnaires was sent to the Division of Research and Evaluation Unit, Department of Education in Port Moresby, who made some encouraging comments and suggestions which were then used in the formulation of the final questionnaires consisting of 32 questions.

Abstract:
This study involves an investigation into reasons why pupils continue with mathematics after Std 7. The sample, consisting of Std 8 and Std 10 mathematics pupils at six academic, English-medium high schools in Port Elizabeth, had to complete a short questionnaire during the third term of 1985. It was found that most pupils continue with mathematics because of requirements for certain post-matric courses, to improve their career options and for other reasons classified in this investigation as "extrinsic", i.e. reasons that are not directly related to the nature of mathematics. An attempt is made to determine the extent of the pupils' knowledge of the nature of mathematics. Questions relating to the nature of mathematics are poorly answered by almost all of the pupils, thereby suggesting that this aspect of mathematics is sadly neglected in mathematics courses. The suggestion is made that this lack of knowledge of the nature of mathematics is linked to pupils' decisions to continue with the subject. The conclusion is drawn that unless more attention is given to conveying to pupils something of the nature of mathematics, there will be an increasing proportion of pupils who choose to continue with mathematics for the "wrong" reasons. This, in turn, has possible negative implications for mathematics education in general. Attention is also paid to differences re the above in respect of groupings based on standard, mathematical grade, sex, mathematical achievement and type of schooling. Although no conclusive findings are made other than with regard to specific questions, enough evidence of differences in certain of the groupings is produced to warrant further investigation

Abstract:
The biggest impact that school governing bodies (SGBs) could probably have on school governance is by the appointment of quality additional educators and non-educators at the school. The South African Schools Act (SASA) provides, in section 20, for a public school to establish and employ staff in such positions. The school, as juristic person, becomes the employer and not the SGB which only acts as the agent on behalf of the school. Through this qualitative study I aimed to explore the expectations of parent members of different school SGBs regarding the appointment of staff members that are additional to the post establishment in public schools. By making use of semi-structured interviews, document analysis and a literature review I wanted to contribute to a more profound understanding of parents’ expectations of their roles in SGBs and as to what they want to achieve through being involved in SGBs. Through this I hope to improve relationships between parent members, educator members of SGBs and the principal. I determined that all parent members of SGBs are directed by bona fide intentions in that they think that they can make the greatest contribution to the learning and teaching culture of the school through the appointment of additional staff in order to have a better learner to teacher ratio in the classroom and in so doing improve the quality of teaching and learning at the school. I also determined that the parents’ expectations do not differ from one type of school to another and that all parents, irrespective of race, gender, language or culture basically have the same expectations. I discovered that schools increasingly appoint retired staff in SGB posts in order to keep their expertise at the school. Schools also appoint student teachers in posts to assist teachers at the school. This is a huge advantage to education in that they are trained in their profession at no additional cost to the government. By taking the financial position and the curriculum requirements at the school into account parent members of SGBs see it their primary duty to make sufficient finances available to enable schools to appoint additional staff. This practice is perhaps the only way to ensure quality education to all learners. The lack of financial capabilities at most schools makes the correct use of this function unavailable to them.

Abstract:
The purpose of this work is to explore the motivation of young Indonesians to learn English over the first two years of formal study in a provincial junior high school. The national education system has always struggled to produce competent users of the language, yet the country's need for such graduates is never greater than at the beginning of the 21" century as it responds to the social, economic and political challenges of globalization. Meanwhile motivation has always been recognised as an important factor in language learning success, but recent work has stressed its complexity and changeability over time and in particular contexts, encouraging the possibility of new discoveries in this academically unexplored territory. Defining motivation as a dynamic constellation of contextually sensitive cognitions and affects stimulating individuals to learn, the study adopted a mixed method strategy, using questionnaires at beginning and end of the 20-month research period to track motivational trends across the whole school year group (n = 195) and developing indepth portraits of 12 individuals through interview and classroom observation at three points. The eight school English teachers were also interviewed at the beginning. Results showed a very high level of motivation to learn English, reflected in much autonomous learning of the language outside of school. Although there was evidence of dissatisfaction with aspects of school English lessons, this motivation was largely sustained throughout the period under study and appeared to contribute to significant gains in competence in the language among some learners. It is argued that this motivation derives its strength from identification processes, nurtured and developed through social interaction at home and in the community, which encouraged many young Indonesians in this context to view English as integral to their future lives. 'Me study strongly suggests that understanding differences in the way learners identify with the language is an important direction for future research into L2 motivation in general. Understanding how schools and teachers promote or challenge pupils' L2 identities could lead to improvements in language pedagogy

Abstract:
In the Eastern Cape department of Education, there are a variety of failures within the delivery of the school infrastructure. The department is faced with the problem of the infrastructure backlog. The study looked into planning, controls, leadership management style and the locus of control of officials dealing with the delivery of the school infrastructure in the department of education. Objective is to investigate the factors hindering the school infrastructure service delivery in the Eastern Cape Provincial Department of Education. It was imperative that there was a need for more emphasis in ensuring that Education infrastructure planning base stabilized in order to effectively address infrastructure service delivery. The empirical study was conducted through semi-structured questionnaires. The sample was drawn from the infrastructure unit in Zwelitsha offices as well as from the officials that were implementing the infrastructure plans and from officials who provided support and monitoring. The empirical results showed that the department had no credible plans, no sound systems, or controls to track the non- service delivery. Management style was perceived as unconsultative and do not promote good co-operate governance. There is no retention strategy whilst there is a shortage of technical skills. It is recommended that the department should established a cross functional team which gives the strategic direction to the management of the school infrastructure delivery. The team should comprise of the top management of the department and as well the implementing agent and must be chaired by the Head of the department. The management should undergo a developmental training on charisma techniques which is associated with aspiration of officials in order to argument the unconsultative style of management which is perceived as more of instructing. Officials are to be capacited with the technical skills relevant to the built environment. The department should also implement the infrastructure delivery management system (IDMS) as prescribed in the Construction Industry Development Board (CIDB) Toolkit Guide. The Toolkit provides a documented body of knowledge and a set of processes that represent generally recognised best practices in the delivery management of infrastructure (CIDB Toolkit Guide).

ENGLISH ABSTRACT: The South African Constitution, 1996, requires a development–oriented public administration, cultivating good human resources management and career development practices to maximise human potential. Talent management complies with this constitutional requirement as a practice that ensures that people with the required skills and aptitude are attracted, developed, utilised and retained to increase workplace productivity. The Provincial Government Western Cape (PGWC) has aligned itself with talent management by focusing on the attraction, development and retention of skills to address poverty and unemployment. The Western Cape Provincial Treasury (WCPT), which manages the PGWC finances, has however experienced high employee turnover rates lately with talented employees leaving the organisation for other public service departments or private sector organisations. This thesis assessed WCPT’s approach to talent management by: Obtaining an understanding for why talented employees left or are leaving WCPT; Exploring the concept of talent management in organisations globally; Exploring the legislative context for talent management in the South African public service; and Determining what WCPT’s approach to talent management is by using WCPT as a case study. A qualitative case study research design with unstructured interviews, a survey questionnaire and documentation were used to conduct this study. The case study of WCPT was used to draw inferences between the practice and theory in the literature review to understand why talented employees left and are leaving WCPT and what WCPT’s approach to talent management is. It was found that job dissatisfaction was the broad reason why talented employees left WCPT. Job dissatisfaction includes dissatisfaction about competitive salaries, sufficient training and development, a career planning programme, work-life balance, and so on. A draft talent management strategy has been formulated for WCPT but has not been implemented because the Human Resources department of WCPT has been relocated to the Department of the Premier as a result of the modernisation1 of public service departments in the PGWC. This thesis has made recommendations that the draft talent management strategy be implemented, despite the absence of the Human Resources department, as part of a broader strategy to establish WCPT as an employer of choice.
AFRIKAANSE OPSOMMING: The Suid-Afrikaanse Grondwet, 1996 vereis ʼn publieke administrasie wat goeie menslike hulpbron bestuurspraktyke bevorder en loopbaanontwikkeling sowel as menslike potensiaal aanhelp. Talentbestuur voldoen aan hierdie vereiste deur te verseker dat mense met vaardighede gewerf, ontwikkel, aangewend en behou word om produktiwiteit te verbeter. Die Wes-Kaapse Provinsiale Regering het homself in lyn gebring met hierdie grondwetlike vereiste deur te fokus op die werwing, ontwikkeling en behoud van vaardighede om armoede en werkloosheid aan te spreek. Die Wes-Kaapse Provinsiale Tesourie (WKPT) het egter, inteendeel, ʼn hoë omset in talentvolle werknemers ondervind, wie die organisasie verlaat het vir posisies in ander openbare sektor departemente sowel as privaatsektor organisasies. Hierdie verhandeling het die WKPT se benadering tot talent bestuur gemeet deur: ʼn Begrip te verkry vir hoekom talentvolle werknemers WKPT verlaat het; om die begrip talentbestuur in organisasies wêreldwyd te verken; om die wetlike konteks van talentbestuur in openbaresektor organisasies in Suid-Afrika te ondersoek; en om vas te stel wat WKPT se benadering tot talentbestuur is deur WKPT as ʼn gevallestudie te gebruik. ʼn Kwalitatiewe navorsingsontwerp was gebruik om die navorsings probleem te ondersoek met ongestruktureerde onderhoude, ʼn meningsopname vraelys en dokumentasie as navorsingsmetodes. Die gevallestudie van WKPT was gebruik om verskille tussen die praktyk en die teorie te verstaan en vas te stel waarom talentvolle werknemers WKPT verlaat het en wat die organisasie se benadering tot talentbestuur is. Daar was gevind dat werknemerontevredenheid die oorhoofse rede was waarom talentvolle werknemers WKPT verlaat het. Werknemerontevredenheid sluit in hierdie geval ontevredenheid oor kompeterende salarisse, genoegsame opleiding en ontwikkeling, ʼn loopbaanontwikkelingsprogram en werk-leefbalans in. WKPT het ʼn konsep talentbestuur strategie ontwerp, maar dit was egter nog nie geimplementeer nie omdat die menslikehulpbronne department van WKPT verskuif was na die Departement van die Premier. Hierdie verhandeling het aanbeveel dat die konsep talentbestuur strategie nog steeds geimplementeer word ten spyte van die feit dat die menslikehulpbron department verskuif was. Die implementering van hierdie strategie sal deel uitmaak van ʼn oorhoofse strategie om WKPT te vestig as ʼn werknemer by keuse.

ENGLISH ABSTRACT: The democratisation of South Africa on 27 April 1994 marked the beginning of a new era for South Africans in all spheres of society. The new democratic Government of the Republic of South Africa faced numerous challenges, including the transformation of the South African Public Service into a non-discriminatory organisation for both citizens and employees. The pre-1994 South African Public Service functioned as a centralised driven system that negatively discriminated against non-white employees in terms of financial rewards resulting in salary differences between white and non-white employees. The promulgation of the new legislative framework of deconcentration had resulted in the centralised driven South African Public Service system becoming obsolete as it was incompatible with the democratic Government’s vision. The transformation of the South African Public Service was supported through legislation and various directives simultaneously focusing on service delivery improvement as well as implementing new internal systems to address discriminatory practices. The implementation of the EQUATE job evaluation programme within the new legislative framework of deconcentration marked the beginning of a new era of grading post in the Public Service. It had brought an end to the unfair salary differentiation in the Public Service. To render public services effectively and efficiently is a legislative requirement. Political and administrative leaders are responsible for ensuring that both external and internal services are rendered optimally through improvement interventions. In the Provincial Government of the Western Cape (PGWC), the Department of the Premier renders a job evaluation service to all provincial departments to ensure internal consistency in terms of grading of posts. The purpose of this study is to evaluate the current process of evaluating posts in the PGWC and subsequently to formulate recommendations to improve the process. The study concludes with a set of recommendations which include amongst others the following: • The devolvement of the job evaluation function to the provincial departments enabling them to conduct their own departmental job evaluations. • The creation of a Job Evaluation Unit in every provincial department. • That the proposed Process Model of evaluating posts in the provincial departments be considered. • It is the responsibility of the Directorate Organisation Development Interventions in the Department of the Premier to co-ordinate the job evaluation process in the Provincial Government of the Western Cape.
AFRIKAANSE OPSOMMING: Die demokratisering van Suid-Afrika op 27 April 1994 was die begin van ‘n nuwe era vir Suid-Afrikaners op alle vlakke van die samelewing. Die demokratiese Regering van die Republiek van Suid-Afrika het verskeie probleme in die gesig gestaar wat onder andere die transformasie van die Suid-Afrikaanse Staatsdiens ingesluit het. Die Staatsdiens moes verander word na ‘n diens wat nie diskrimineer teen nie-blanke burgers of werknemers nie. Die Suid-Afrikaanse Staatsdiens voor 1994 het gefunksioneer as ‘n gesentraliseerde sisteem en het negatief gediskrimineer teen nie-blanke werknemers in terme van besoldigingspakkette wat aanleiding gegee het tot verskille in besoldigingsvlakke. Die promulgering van die nuwe regulatoriese raamwerk van dekonsentrasie het meegebring dat die gesentraliseerde benadering in onbruik verval het, omdat dit teenstrydig was met die visie van ‘n demokratiese Regering. Die transformasie van die Suid-Afrikaanse Staatsdiens is ondersteun deur verskeie wetgewing en mandate wat gefokus het op sowel die verbetering van dienslewering aan burgers as die implementering van nuwe interne sisteme om diskriminerende praktyke aan te spreek. Die implementering van die EQUATE posevalueringsprogram binne die nuwe regulatoriese raamwerk van dekonsentrasie was die begin van ‘n nuwe era van posgradering in die Staatsdiens. Dit het ‘n einde gebring aan die onregverdige besoldigingsvlakke in die Staatsdiens. Die lewering van doelmatige en doeltreffende openbare dienste is ‘n wetlike vereiste. Politieke en administratiewe hoofde is daarvoor verantwoordelik om toe te sien dat alle dienste, intern en ekstern, optimaal gelewer word deur gebruik te maak van verskeie verbeteringsintervensies. Die Departement van die Premier in die Provinsiale Regering van die Wes-Kaap (PRWK) is verantwoordelik vir die lewering van die posevalueringsdiens aan alle provinsiale departemente ten einde konsekwentheid in terme van posgradering te verseker. Die oogmerk van die studie is om die huidige posevalueringsproses in die PRWK te evalueer om sodoende aanbevelings te doen om die proses te verbeter. Abstract:
The purpose of this study was to assess the effectiveness of internal financial controls with specific reference to the Eastern Cape provincial department of basic education. A self-administered questionnaire was used to collect data. The questionnaire was filled by the respondents who are directly involved in processing payments and procuring for the departments. The findings have shown that Internal control system does exists within the department however the implementation and monitoring of its effectiveness needs to be strengthened. The findings show that the internal control system have an important role to play in attaining desired positive results within the department. Internal control effectiveness is one of the most important aspects in any organisation, whether in a private sector or in the public sector. It determines the stewardship of an entity’s management. The PFMA states that the accounting officer of a department must ensure that that department has and maintains effective, efficient and transparent systems of financial and risk management and internal control. If public officials could strictly adhere to the stipulated internal controls, there will be a positive response to accountability and also in service delivery as expected by the citizens. Public accountability gives a reflection on how does the entity conducts its business affairs in terms of adhering to the norms and standards as prescribed by the law and whether there are any strong controls to prevent acts of fraud and corruption.

ENGLISH ABSTRACT: Electronic government or e-Government has become a global phenomenon and is seen as a tool to strengthen the performance of government and public administration. An efficient and effective state administration is a necessary requirement for economic and social development. This study describes to what extent the e-Government policy of the PGWC compares with other e-Government policies internationally and in particular the Australian e-Government policy. South Africa as a young democracy can use the transformational power of the e- Government approach to the benefit of government, business and the citizens of the country if this approach is applied appropriately. e-Government offers the opportunity to improve public services and can even reduce the gap that exists between those who are computer literate and those who are not. E-Government in the PGWC is still in the beginning phases compared to e- Government in Australia, which has developed rapidly over the last decade. The PGWC can learn from the Australian e-Government development process, with Australians being regarded as one of the leading e-Government nations in the world, according to the United Nations Organisation. Even though the e-Government policy of the PGWC and the Australian e- Government policy use a comparatively similar approach within the demographic boundaries in which they exist, it was found that the socio-economic challenges of South Africa as a developing country, still have an enormous influence on the optimal application of the e-Government policy.
AFRIKAANSE OPSOMMING: Elektroniese regering of e-Regering het ‘n wêreldwye verskynsel geraak en kan gesien word as ‘n maatstaf vir die versterking van regeringsoptrede en publieke administrasie. ‘n Effektiewe en doeltreffende staatsadministrasie is ‘n noodsaaklike vereiste vir ekonomiese en sosiale ontwikkeling. Hierdie studie beskryf tot watter mate die e-Regeringsbeleid van die Wes-Kaapse Provinsiale Regering met ander internasionale e-Regeringsbeleide vergelyk, veral met betrekking tot die e- Regeringsbeleid van Australië. As ‘n jong demokrasie kan Suid-Afrika die transformerende invloed van die eregerings benadering tot die voordeel van die regering, besigheid en die burgers van die land gebruik indien hierdie benadering korrek toegepas word. e-Regering bied die geleentheid om publieke dienste te verbeter en kan selfs die bestaande gaping vernou tussen diegene wat rekenaargeletterd is en diegene wat nie rekenaargeletterd is nie. e-Regering in die Wes-Kaapse Provinsiale Regering is nog in ‘n betreklike vroeë stadium vergeleke met e-regering in Australië waar dit oor die laaste dekade snel ontwikkel het. Die Wes-Kaapse Provinsiale Regering kan vanuit die ontwikkelingsproses van die Australiese e-Regering leer, daar Australië deur die Verenigde Volkere-organisasie as een van die voorste e-Regeringnasies in die wêreld beskou word. Selfs al toon die beleide van die Wes-Kaapse Provinsiale Regering en die van Australië ‘n relatief eenderse benadering tot e-Regering binne die demografiese grense waarin hulle bestaan, is gevind dat die sosio-ekonomiese uitdagings van Suid-Afrika as ‘n ontwikkelingsland steeds ‘n enorme invloed op die optimale aanwending van e-Regering het.

Abstract:
The book world of sixteenth-century England was heavily focused on London. London's publishers wholly dominated the production of books, and with Oxford and Cambridge the booksellers of the capital also played the largest role in the supplying and distribution of books imported from Continental Europe. Nevertheless, by the end of the sixteenth century a considerable network of booksellers had been established in England's provincial towns. This dissertation uses scattered surviving evidence from book lists and inventories to investigate the development and character of provincial bookselling in the period between 1520 and 1640. It draws on information from most of England's larger cities, including York, Norwich and Exeter, as well as much smaller places, such as Kirkby Lonsdale and Ormskirk. It demonstrates that, despite the competition from the metropolis, local booksellers played an important role in supplying customers with a considerable range and variety of books, and that these bookshops became larger and more ambitious in their services to customers through this period. The result should be a significant contribution to understanding the book world of early modern England. The dissertation is accompanied by an appendix, listing and identifying the books documented in nine separate lists, each of which, where possible, has been matched to surviving editions.

Abstract:
Founded in 1851, the Stourbridge School of Art offered instruction in drawing, art and design to students engaged in industries, especially glass. Using social history methodology and primary sources such as Government reports, local newspapers and school records, this thesis explores the school’s development from 1850 to 1905 and explicates its relationships with the local glass industry. Within the context of political, economic, social and cultural forces, the school contributed to the town’s civic culture and was supported by gentry, clergy and industrialists. The governing Council held public meetings and art exhibitions and dealt with management issues. Working class men attended evening classes. Women from wealthy families attended morning classes. This thesis argues that a fundamental disconnect existed between the school’s purpose (art instruction to train designers) and its instruction (basic drawing and fine art). The school enrolled men employed in glass decorating but few from glass manufacturing. Classes reflected the South Kensington curriculum, and the art masters were unaware of the design needs of industry. Glass manufacturing firms provided modest financial support but did not encourage employees to attend, creating frustration for the Council. In contrast, similar schools in Brierley Hill and Wordsley were well-supported by the glass industry.

ENGLISH ABSTRACT: The research was undertaken during 2009/2010 and focused on the Western Cape Department of Transport & Public Works (DPW) programme for the provision of land for the construction of new state health facilities (hospitals, community health centres, clinics) in the province. The purpose of the study was to determine whether the Department has instituted proper policy to deliver the required land, and whether this policy is implemented successfully. The study was thus, in essence, an evaluation of a government policy programme. The following are the overall findings and conclusions, per chapter: •Chapter 1 provides an introduction, with reference to the main research question and related questions. •In Chapter 2 important theory on policy evaluation is presented, and a Policy Documentation Template (PDT) developed, capturing the essential principles and elements for effective public policy documents. •In Chapter 3 important selected sections of the existing conceptual/theoretical body of knowledge on policy implementation are explored and analysed by the researcher, leading to identification of critical implementation principles/lessons as well as the Policy Implementation Monitor (PIM). •In Chapter 4 the DPW‟s set of policy documentation related to land provision for new state health facilities is studied, described, analysed, and compared with the PDT. It is found that an effective and enforceable annual operational plan does not exist, rendering successful policy implementation and monitoring impossible. •In Chapter 5 the implementation of the policy documents is described, and critically analysed. The PIM and lessons learnt from policy implementation theory are applied to DPW‟s implementation practice. Serious shortcomings are found in the implementation of the land provision programme – especially regarding ineffective cooperation between the Provincial Departments of Public Works and Health – resulting in delayed delivery of land for new state health facilities. •Chapter 6 contains the researcher‟s conclusions and policy recommendations. The researcher produces the following recommendations for consideration by the Minister, to address the problems in the DPW land provision policy programme: A. Appointment of a policy think tank (group of independent expert professional individuals with high-order management skills) with the following tasks: •Facilitate the establishment of a Health Facilities Partnership Contract (HFPC) between DPW and the Provincial Department of Health by 31 March 2011. •Ensure that the HFPC contains the essential elements on functioning of the partnership, and includes the mutually agreed new state health facility projects, of which construction must start over the next three financial years (2011/12 – 2013/14); also initiate an electronic management cockpit to be used by the Minister for real-time (24 hr) monitoring of progress with the priority land/facility projects. •Document a broad policy and strategic framework for innovative asset management approaches and models that will maximise revenue streams for DPW, and increase the value of the asset base of the Western Cape Provincial Government; this policy framework should include reference to inner city renewal in Cape Town, as well as asset-based urban regeneration and economic development in other larger towns of the Western Cape (e.g. George, Mossel Bay, Oudtshoorn, Hermanus, Paarl/Wellington, etc.). •Make recommendations regarding updating of the asset register of DPW, including reference to effecting and conclusion of the transfer of various real estate properties that have not been transferred to DPW yet, and regarding sophisticated information/communication technology (ICT) solutions that will modernise DPW‟s asset management to international best practice standards. B. The „policy think tank‟ (Ministerial advisory group) should have experts from outside DPW as members, but will have to engage with the DPW top management (Head of Department; Chief Director of Property Management; Director of Property Development) in a partnership context in order to have the HFPC established.
AFRIKAANSE OPSOMMING: Die navorsing is onderneem gedurende 2009/2010 en fokus op die Wes-Kaap Departement van Vervoer & Openbare Werke program vir die voorsiening van grond vir die konstruksie van nuwe staatsgesondheidsfasiliteite (hospitale, gemeenskap gesondheidsentrums, klinieke) in die provinsie. Die doel van die studie was om vas te stel of die Department behoorlike beleid ingestel het om die vereiste grond te lewer, en of hierdie beleid suksesvol geimplementeer word. Die studie was dus, in wese, 'n evaluering van 'n regeringsbeleidsprogram. A pesquisa compreendeu as observações e proposições de Dalcídio Jurandir, intelectual brasileiro, em particular aquelas ligadas ao campo educacional, resultantes de sua atuação junto a revista Escola, a inspetoria escolar, a educação sanitária e sua participação no I Congresso Brasileiro de Escritores. Por meio de um estudo bibliográfico, documental e aproximado a uma baliza teórico-metodológica representada pelas formulações de Carlo Ginzburg, Mikhail Bakhtin, Pierre Bourdieu, Antonio Gramsci e Serge Gruzinski, a investigação se voltou, em um primeiro momento, as origens de sua família e aos prováveis condicionantes que o levaram a uma vida profissional norteada ao campo literário, ao campo educacional, em especial na década de 1920. Na sequência, enquadrou-se diferentes colaborações desse intelectual, com destaque as produções encontradas na revista Escola, entre 1934 e 1935, além da atuação como inspetor escolar, no ano de 1939, no interior do estado do Pará. Alusivo aos anos 40, rastreou-se o momento em que atingiu relativa consagração no campo literário nacional, coisa que o credenciou, em grande parte, a participar do I Congresso Brasileiro de Escritores e a atuar no Serviço Especial de Saúde Pública, no setor de educação sanitária. Como possíveis resultados e contribuições advindas do estudo, destaca-se a formação inicial de Dalcídio como artista indigente, um intelectual distante dos considerados epicentros culturais, fruto das condições políticas e econômicas decadentes que o Pará e o Brasil se encontravam, e que, aos poucos, passou por uma reconversão de capital e conseguiu sustar parte da situação difícil que estava inserido. Nessa alteração, o ingresso no serviço público representou a mudança necessária de sua condição entre à intelectualidade que, progressivamente, legitimou sua migração para a condição de funcionário-escritor. Colaborando em diferentes jornais e revistas brasileiras, Dalcídio Jurandir, já na altura dos anos 40, tem outro deslocamento de sua posição e atinge a condição de intelectual nacional, um jornalista-militante, intelectual relativamente consagrado, vencedor de expressivo prêmio literário que, diante do novo e favorável momento, articulou e participou do I Congresso Brasileiro de Escritores, assim como desenvolveu trabalhos de educação sanitária junto ao Serviço Especial de Saúde Pública.
The research sought to understand the observations and propositions of Dalcídio Jurandir, brazilian intellectual, in particular those related to the educational, field which resulted from his work at the magazine Escola, at school inspectorate, in health education and his participation in the 1st Brazilian Congress of Writers. By means of a bibliographic and documentary study and guided by a theoretical-methodological landmark associated with the ideas of Carlo Ginzburg, Mikhail Bakhtin, Pierre Bourdieu, Antonio Gramsci and Serge Gruzinski, the research turned, in a first moment, to the origins of his family and the likely conditions that led him to a career guided to the literary and educational fields. As a result, several of his productions were approached, emphasis being given to those found in the magazine Escola, between 1934 and 1935, as well as to his office as a school inspector in the year 1939, in the state of Pará. Depicting the 1940s, we delineated the moment when he acquired relative acclaim on the national literary field, which accredited him, in large part, to attend the 1st Brazilian Congress of Writers and to work at the Special Service of Public Health in the field of health education. As possible results and contributions of this study is the portrayal of the early formation of Dalcídio Jurandir as an indigent artist, an intellectual apart from the great cultural centers, as a result of the declining political and economic conditions in which Pará and Brazil were involved, that gradually went through a reconversion of capital that managed to relieve part of the difficulties of the situation. In this transition, his entry into public service represented the necessary change of his condition among the intelligentsia that legitimized his migration to the condition of functionarywriter. Collaborating in different Brazilian newspapers and magazines in the 40s, Dalcídio Jurandir had a new offset of his position and reached the status of national intellectual, a journalist-activist relatively consecrated, awarded an expressive literary distinction and that, in face of the new and favorable time, articulated and participated in the 1st Brazilian Congress of Writers, and developed health education activities along the Special Service of Public health.

Resumo: A presente investigação situa-se no conjunto de trabalhos desenvolvidos pelo HISTEDBR junto à FEIUNICAMP que tratam da temática História, Sociedade e Educação no Brasil - Estudos Temáticos e História Regional da Educação a partir da problematização da Educação e Imprensa. Esta tese tem como objetivo saber o que o jornal diz da Instrução Pública e as críticas e as propostas referentes a ela feitas pelos republicanos por meio dos artigos publicados nas páginas do jornal paulistano "A Província de São Paulo" ao longo de sua existência, 1875 - 1889. A metodologia adotada consistiu na técnica de análise documental. Esse jornal republicano era, na época, o porta-voz de um grupo que quer mudanças e o que importa é saber o que ele diz da instrução pública. Concluiu-se que as críticas e as propostas dos republicanos encaminhavam-se no sentido de solucionar os problemas da Instrução Pública. O presente estudo, histórico e descritivo, desenvolve-se em dois capitulos mais a conclusão e a referência bibliográfica. Na Introdução, apresentamos a problemática, os objetivos do trabalho, os aspectos metodológicos e a revisão da literatura sobre o tema de pesquisa. No primeiro capítulo, apresentamos o contexto histórico e educacional, entre os anos de 1875-1889. No segundo capítulo, discutimos as fontes de pesquisa, abordando a Instrução Pública, sua desorganização e a necessidade de sua reorganização, bem como, das qualidades propostas para a mesma, visando solucionar os problemas existentes. Abstract: The present investigation lies in the group of papers developed by the HISTEDBR together with the Education College/Unicamp that deal with the thematic History, Society and Education in Brazil. - Thematic Studies and Regional History of Education from the probe of Education and Press. This thesis has, as a goal, to find out what the press says about Public Institution, and the reviews and propositions conceming it done by the republicans through issues published in the pages of the paulistano newspaper "A Província de São Paulo" during its existence, 1875-1889. The methodology adopted consisted in the Documental Analyses T echnique. That republican newspaper was, at that time, the prolocutor of a group that wanted changes and what is important is to know what it says about Public Education. We concluded that the reviews and propositions made by the republicans were Olientated to solve the problems ofPublic Education.This historic and descliptive study is developed in two chapters plus conclusion and bibliographic references. In the foreword, we present the problematic, the objectives, the methodological aspects and literature revision about the topic of the research. In the first chapter, we present the histOlic and educational contexts fi'om 1875 to 1889. In the second chapter, we discuss source of research, approach Public Education, its disorder and its need of reorganization, as well as, its qualities proposed, aiming to solve the existing problems. In the conclusion, we point the revealed aspects and their contlibutions. In the bibliographic references we cited the sources, searched and consulted documents

ENGLISH ABSTRACT: The practice of public-sector strategic planning has gained dominance in public sector management in imitation of the concept of strategy in military science and later of the practice of strategic planning in the private sector. Its institutionalisation in the public sector should be welcomed as a positive development. The policy and regulatory framework instils a culture of cooperative governance through the promotion of effective intra- and inter-governmental relations that assume a developmental approach to planning. It is this culture that sets parameters within which the practice of strategic planning should be managed in the public sector. Strategy alignment is critical in achieving cooperative governance in strategic planning, as is shown in this study. The study sought to establish the extent to which the existing strategic planning guidelines could be manipulated to achieve alignment between the provincial and local spheres of government. A qualitative study was performed. It relied on both a non-empirical literature review and an empirical investigation to generate its data. Interviews were conducted with representatives of a sample of four Provincial Departments and seven different Municipalities drawn from the three categories of Local Government, namely metropolitan, local and district Municipalities. The Eastern Cape Provincial Government structure with its composite Municipalities constituted the case selected for this study. The study revealed that strategic planning in the province assumes different formats ranging from basic and medium-term to comprehensive and long-term, as well as sector- and project-specific strategic planning processes. The public sector strategic processes are politically influenced, taking their tone from political directives, but driven mainly by administrators. Whereas the active participation of politicians in shaping integrated development plans (IDPs) as the principal strategic plans for Municipalities is acknowledged, the concern that politicians at a provincial level are playing a limited role in shaping Provincial Departments’ strategic plans remains relevant. It is vital that the political governance centre in the province; namely the premier’s office, should take charge of coordinating strategic planning and should be responsible for the alignment efforts of the government structures in the province. Strategic planning plays a significant role in defining the organisational growth path of every public-sector organisation, as well as the management of public resources, financial and non-financial. This study advocates for learning as a central organisational value and recommends that the existing strategic-planning guidelines be improved to embody a cooperative governance approach.
AFRIKAANSE OPSOMMING: Die toonaangewende posisie wat strategiese beplanningspraktyk in die openbare sektor, binne die kader van bestuur in die openbare sektor, verwerf het, het beslag gekry weens die nabootsing van strategiese beplanningskonsepte eie aan die militêre wetenskapsmilieu. Dit is later versterk deur navolging van strategiese beplanningsmodelle uit die privaatsektor. Die institusionalisering van strategiese beplanning in die openbare sektor moet as ’n positiewe ontwikkeling verwelkom word. Beleidstelling en ’n reguleringsraamwerk vestig ’n sterk korporatiewe verantwoordelikheidsin. Dit word bewerkstellig deur die bevordering van effektiewe intra- en interregeringsvehoudinge, wat ’n ontwikkelingsbenadering tot beplanning veronderstel. Hierdie kultuur omskryf die raamwerk vir die toepassing van strategiese beplanning in die openbare sektor. Soos hierdie ondersoek aandui, is ’n voorvereiste vir deelnemende bestuur, wanneer daar strategies beplan word, koördinering van strategie. Die ondersoek het ten doel gehad om te bepaal tot watter mate bestaande strategiese beplanningsriglyne aangepas kon word om gerigdheid tussen provinsiale en plaaslike regeringsfere te bewerkstellig. ’n Kwalitatiewe ondersoek is gedoen, gebaseer op navorsingsdata verkry uit sowel ’n nie-empiriese literatuurstudie as ’n empiriese ondersoek. Onderhoude is gevoer met verteenwoordigers van ’n monster werknemers, saamgestel vanuit vier provinsiale departemente en sewe verskillende munisipaliteite. Die volle spektrum van plaaslike regeringsinstellings is gedek, naamlik metropolitaanse, plaaslike en distriksmunisipaliteite. Die provinsiale regeringstruktuur van die Oos-Kaap en sy saamgestelde munisipaliteitstrukture vorm die basis vir hierdie gevallestudie. Die ondersoek het aangedui dat strategiese beplanning in hierdie provinsie verskeie vorme aanneem; dit wissel in formaat van basies en mediumtermyn tot omvattend en langtermyn, asook sektorale en projekspesifieke strategiese beplanningsprosesse. Die strategiese proses van die openbare sektor word polities beïnvloed deur die politieke ondertoon teenwoordig in direktiewe, maar dit is hoofsaaklik administrateurs wat die agenda bepaal. Alhoewel die aktiewe betrokkenheid van politici in die daarstelling van geïntegreede ontwikkelingsplanne (GOP’s), die hoof strategiese planne vir munisipaliteite, erken word, is daar steeds rede tot kommer dat politici op provinsiale vlak slegs ’n beperkte rol vervul as dit kom by die skep van die provinsiale departemente se strategiese planne. Dit is van kritieke belang dat die kern van politieke bestuur, naamlik die kantoor van die premier, in beheer van die koördinering van strategiese beplanning moet wees en verantwoordelikheid sal aanvaar vir die koördineringspogings van regeringstrukture in die provinsie. Strategiese beplanning speel ’n betekenisvolle rol wanneer die organisatoriese ontwikkelingspad vir elke openbare sektor instelling uitgestippel word, asook by die bestuur van openbare bronne; sowel finansieel as nie-finansieel. Hierdie ondersoek maak voorspraak vir die beklemtoning van kennisontwikkeling as ’n sentrale organisatoriese noodsaak en beveel aan dat bestaande strategiese beplanningsriglyne sodanig aangepas word dat dit ’n koöperatiewe bestuursplan vir beter deelnemende bestuur beliggaam.

Demuestra la relación directa y significativa que existe entre el estilo de liderazgo del director y el clima organizacional que perciben los docentes. Estas variables han sido consideradas dentro del marco de la eficacia escolar, cuyo fin último es lograr el aprendizaje de todos y cada uno de los estudiantes. Si bien es conocido que estas variables no están directamente relacionadas a los aprendizajes, las investigaciones la consideran como factores que influyen en el logro de los objetivos institucionales, por lo tanto es valiosa la información al respecto. En ese sentido, la investigación reconoce la figura del director como un líder que influye en la comunidad educativa; que con su estilo peculiar de dirigir la organización genera en los docentes una percepción adecuada de clima organizacional cuyo nivel de relación varía de una institución a otra; se presume que se debe a variables relacionadas con el contexto en la cual se encuentra la institución, las características de los estudiantes, los años de gestión del director, el tiempo de servicio del personal docente, entre otros. Con la base de datos de cuatro instituciones educativas de la provincia de Lima; las cuales pertenecen a la cadena de colegios “Innova Schools”; se realizó un análisis descriptivo y luego del tratamiento de contraste de hipótesis, las conclusiones que se derivan son: existe una relación directa y significativa entre las variables “estilo de liderazgo del director” y “clima organizacional”; este resultado se da cuando se analiza los datos de los 185 docentes; pero la misma tendencia se refleja cuando el análisis es por sede. Situación similar se observa cuando se relaciona el estilo de liderazgo del director con cada una de las dimensiones del clima organizacional: satisfacción personal, relaciones humanas y estructura organizacional, la relación también es directa y significativa tanto a nivel de todas las sedes como por cada sede.

El estudio se desarrolla en las escuelas de educación especial y común de la provincia de Jujuy. El propósito de la investigación fue desarrollar, un modelo de organización que promueva la atención a la diversidad en las escuelas desde un enfoque inclusivo. Esta nueva propuesta puede ser denominada como institucional- transformadora, donde educación común y especial se constituyen en un modelo de actuación escolar único. En síntesis, con nuestro estudio tratamos de conocer y fortalecer un proceso de trabajo asistemático iniciado por las escuelas de educación especial y luego apoyado por grupos de escuelas comunes. Buscamos que la atención a la diversidad, en este caso de los alumnos con discapacidad, no permanezca sólo a nivel de intenciones, marcos normativos y teóricos sino que se constituya en una realidad con acciones concretas, tanto para el colectivo educativo, como para la sociedad en general.
The study allowed us to know the foundations, work strategies and organization of the schools in relation to the attention to the diversity of the students. The study is carried out in special and common education schools in the province of Jujuy. The purpose of the research was to develop an organizational model that promotes attention to diversity in schools from an inclusive perspective. This new proposal can be called as institutional-transformative, where common and special education constitute a model of unique school performance. In short, with our study we tried to know and strengthen a process of asystematic work initiated by special education schools and then supported by groups of common schools. We seek that attention to diversity, in this case of students with disabilities, not only remain at the level of intentions, normative and theoretical frameworks but that it becomes a reality with concrete actions, both for the educational group and for society in general

The study of the reception of Seneca’s tragedies in the Jesuit School theatre in the Bohemian province is focused on three aspects: the description of the mechanism and the expression of passions; the pedagogical issue linked to the figure of a tyrant, with an emphasis on female characters; and the image of pagan gods. The research is based on a comparison of Senecan tragedies and school plays from the Society of Jesus. The corpus consists of three parts: the printed plays of Carolus Kolczawa; the plays of Arnoldus Engel, both staged and intended for publication; and the plays devoted to John of Nepomuk, the emblematic saint of the Czech baroque period, which were not to be published. The analyses are preceded by an overview of the Senecan reception in the Early Modern Europe, the presentation of the Jesuit context and the studied corpus
Studie recepce Senekových tragédií ve školském jezuitském divadle české provincie se zaměřuje na tři aspekty: popis fungování a zobrazení vášní; pedagogický aspekt spojený s postavou tyrana, se zřetelem k ženským postavám; a obraz antických bohů. Výzkum je založen na srovnání textů Senekových tragédií a jezuitských školských her. Korpus tvoří tři části: tištěné hry Karla Kolčavy; hry Arnolda Engela, které byly inscenovány, a zároveň autor usiloval o jejich vydání tiskem; hry spojené s emblematickou postavou českého baroka, svatým Janem Nepomuckým, které neměly jiné ambice než školní představení. This study examined different elements within the classroom, school and environment in order to establish their influence on technology implementation in schools. A review of the literature suggests that the integration of computers in schools is influenced by a number of separate but inter-related factors. If technology implementations in schools are to achieve the desired objectives as outlined in the e- Education White Paper, it is important that such efforts are cognizant of the unique characteristics of each school setting. Eight schools in Polokwane (Limpopo, South Africa) were chosen for this study, which was intended to evaluate current technology integration efforts against existing policy; and to see what policy lessons may be drawn from this.

Since government exerts great efforts to promote the policy “ TANet to (Junior) High Schools and Elementary Schools ”, all levels of schools have been constituting campus Internet/Intranet on-line operating environment and they will have completed their own campus Internet / Intranet pretty soon. It is well known that on-line operating environment brings about much convenience and increasing efficiency. However, after schools have constituted campus Internet/Intranet, they have to consider carefully how to use on-line network to support administration and teaching. The current written lists of application for leave which staff use in schools not only call for much paper which is harmful to environmental protection, but also take up a lot of space after years of keeping them on file. Inquiring or calling up files for reference is never easy, and to make matters worse, manual labor’s managing lists of application for leave, restricted by time and space, will waste time and manpower and even lead to decreasing efficiency of administration. This thesis takes an example of the processing of current staff’s attendance in schools and embarks on designing this on-line computerizing attendance system. Beside network platforms and program generator, This thesis also use Petri-Net as a modeling tool to reach the goal of processing management. This on-line attendance system in this thesis takes electronic form (E-form), which neither call for paper which is helpful to environmental protection nor take space through computer storage device, and it is easier for us to inquiry or call up kept files. Furthermore, it also takes advantage of its convenience and reaches expected effect through network. It not only provides staff with convenience but also improves the efficiency of administration. This thesis reaches the conclusions as follows: I. Computerization aims at shortening operating time, improving the quality of working, increasing the efficiency of administration, expanding the application of data, and promoting the effect of management. The development and constitution of this on-line attendance system can meet the aims of computerization. II. The equipment required by this system does not cost much; the design and maintain of hardware and software is easy. Moreover, the benefit of campus Internet/Intranet can be given full scope after “TANet to (Junior) High Schools and Elementary Schools” is put into practice. III. Client-Sever is presently considered as a better system structure, and under 3-Tier Client-Sever structure, this attendance system offers integrated system structure, which can easily expand other information modules that provide expanding and integrating space for different systems of school administration. IV. No one will deny that Windows operating environment is easy to access, under which this attendance system is developed and designed. At the same time, graphical inter-face offers not only good interaction between users and machines but also easy to learn and easy to access operating environment. V. This attendance system can improve traditional ways of applying for leave and effectively use network to save time and manpower. In addition, it can effectively control current processing at real time. VI. This attendance system is based on the Windows NT Server network operating system and integrates SQL Server system and workflow management system. Because it is easy to constitute and manage network, it is suitable for schools to develop and phase in this attendance system, especially when the schools are limited in manpower and budget.

Arguing for the understanding of policy and its implementation as a multi-dimensional process, this study explores how provincial officials interpret and implement policy. It uses the context of the National Norms and Standards for School Funding (NNSSF) aimed at KwaZulu-Natal (KZN) independent schools to study what happens on the ground in relation to policy implementation. The aim is to explore knowledge and experience residing within local implementation contexts. It presents policy implementation from an interpretive perspective highlighting how provincial officials receive, interpret and transmit policy meanings. This research was conducted using a qualitative methodology. It is based on a case study of three KZN provincial officials in head office and one in the district office, sampled on a purposive basis. The interviews were administered to elicit responses from participants. Qualitative content analysis was used to analyse data collected through interviews in order to discover among other things patterns, concepts, themes, and meanings. Premised on the theory of sense-making in policy; the study concludes that how policy is interpreted or understood depends largely on the repertoire of skills, knowledge, and experience of its implementers (Spillane, 2002). The research makes three key recommendations for policy, implementation, and research: 1. Allow local knowledge to flourish by engaging more with local implementers of policy as intelligent individual sense-makers and contributors. 2. Decentralise the system by delegating some decision-making powers to district and circuit levels. For example, allow them to have the power to advertise posts; make appointments; and perform other related duties that will contribute towards efficient implementation. 3. Capacitate district directorates through constant training and support. Chapter 1 introduces the study’s historical foundations and explains the underlying factors that influenced its composition; chapter 2 presents a literature review; chapter 3 outlines the research methodology; chapter 4 describes the data collection; and chapter 5 offers a summary, discussion, conclusions and implications.

In the recent past, teachers in South African secondary schools have begun to give lessons on life skills, sexuality and HIV/AIDS. The lessons are located within the curriculum in the learning areas of Life Orientation and Life Skills. These lessons are guided by policy documents which regulate what, when and how much information the learners must have access to. Issues explicitly concerning gender are addressed in these lessons as well. Although policy documents provide clear guidelines as to how policy should be implemented, teachers are still experiencing difficulties delivering life skills, sexuality and HIV/AIDS lessons. Consequently lessons pertaining to these issues are usually minimised in favour of less sensitive topics. Many reasons have been suggested for the poor implementation of these lessons, some of which include inadequate teacher training, a lack of support structures and services, and teacher attitudes and beliefs. Although the way policy is implemented is cause for concern, this dissertation focuses on the assumptions about gender that are concealed by policy documents, which in turn, impacts on the way these documents are interpreted and implemented by teachers. The purpose of this dissertation is to analyse national and provincial South African education policy documents for the gendered assumptions they make about teachers of life skills, sexuality and HIV/AIDS education. Although policy documents are "based on principles of gender equity" (Tallis, 2000: 58), this research tries to establish whether any gender assumptions exist about teachers of life skills, sexuality and HIV/AIDS education, that limit how effectual these policy documents are at the stage of implementation. The gendered neutrality of these documents conforms to the requirements of the South African Constitution, in that they are non-discriminatory. Given the inequalities of the apartheid era, it is possible to regard the use of genderless language in policy documents as progress towards the goals of gender equity. However, not differentiating between males and females is also problematic. Unequal gender power relations that exist between males and females ensure that their experiences are not the same. There are unintended consequences that flow from the use of gender-neutral terminology in policy documents and these include that the gendered realities of teachers are not taken into account and this may well be a reason for the reluctance or inability of teachers successfully to teach lessons on sexuality and HIV/AIDS.

The aim of this study it to evaluate the Gauteng Government’s attempt to implement a life skills education programme in all primary and secondary schools. A chosen strategy of the National HIV/AIDS/STD Strategic Plan for South Africa: 2000-2005, a universal programme of life skills and HIV/AIDS education in primary and secondary schools was identified as a vital means to contain South Africa’s HIV/AIDS epidemic. Broadly, the life skills and HIV/AIDS education programme is intended to “promote improved health seeking behaviour and [the] adoption of safe sex practices” (DOH, 2000) amongst school going youth. Responsibility for the implementation of this programme in all primary and secondary schools is decentralised to the provincial level. Accordingly, this study seeks to analyse and evaluate the Gauteng Provincial Government’s (GPG) progress in the implementation of the life skills programme. A case study design centered upon documentary analysis and key informant interviews was employed in order to capture the necessary and predominantly qualitative data. These data are analyzed using the conceptual framework developed through the work of Hildebrand and Grindle (1994 in Brijal and Gilson, 1997), and Brijal and Gilson (1997). This study found that numerous implementation deficits arising at the organisational, task network, public sector institutional and external environmental levels combined to hamper implementation of the life skills programme according to the time frames set out within the National Integrated Plan for Children Infected and Affected by HIV/AIDS. Nevertheless, this study also found that political stability in Gauten gprovince was a significant factor promoting steady and progressive programme implementation and expansion. To conclude, this study indicates that policy implementation requires numerous complimentary factors (for instance, a strong level of local service delivery capacity) to be in place in order for public HIV/AIDS policy implementation to be achieved in an efficient and sustainable manner.

The research sample is the regular class teachers of KPES that had adopted SEIS. Questionnaire was used to examine the satisfaction of teachers towards SEIS, as well as advanced into analyzing the difference in background of teachers towards the demand of SEIS. The results were: 1. teachers were "satisfied towards SEIS, and felt that there is a demand for SEIS; 2. when analyzing the satisfaction of teachers with different background variables, only teachers with special education background show significant difference in satisfaction of SEIS; 3. when analyzing the level of demand in SEIS of teachers with different background variables, variables display significant difference were gender, special education background, school region, size of class, and teaching position This results of this study can be useful for further discussion when debating related issues on Special Education Itinerant Service. The subjects include all the graduates from 1994 to 1996, which come to the amount of one hundred and sixty-eight. Among them are thirteen from Taiwan Provincial Hualian School for Mentally Retarded Students; sixty-four from Taiwan Provincal Taoyuan School for Mentally Retarded Students; ninty-one from Taiwan Provincial Tainan School for Mentally Retarded Students.   According to the collected data and the results of analyzing, there are four results: (1)The graduates'''''''' vocational adapted abilities are at the middle level, although there are differences between each individual. (2)As to the vocational placement, the rate of the employment comes to 66%. Most of the graduates are employed and get the employment guidance from their teachers before they are graduated, besides, they are satisfied with their present job. (3)The graduates whose vocational adapted abilities are at the high level have better employment and higher wages. They are also more satisfied with their jobs and they are stably employed. Of those abilities, the differences of the characters between the high and low level groups and greater than those of their other abilities. (4)Those who have high level vocational adapted abilities remain longer employment at one job than those who are low level.   There are also some suggestions for related organizations, teachers, and researchers at the end of this study.

Public programming initiatives are considered an integral part of archival operations across the world because they support a greater use of archival records. In South Africa, public archival institutions are mandated in terms of section 5(1)(c) of the National Archives and Records Service of South Africa Act (Act No. 43 of 1996) (NARSSA Act), to reach out to the less privileged sectors of society, by making known information concerning records by means such as publications, exhibitions and lending of records. This also includes taking archives to young people, especially school learners. As a result, public archives repositories in South Africa have designed programmes to take archives to school learners for the purpose of creating future users and expanding the use of archival sources. Despite efforts to take archives to the people in South Africa, it would seem that public programming methods that repositories use at schools are not effective in creating awareness and promoting public archives to attract school learners. This qualitative study utilised semi-structured interviews and observation as data collection tools to investigate schools as conduits for taking public archives to learners in the Gauteng province of South Africa. The study targeted learners and teachers in schools which participated in the archival public programming in Gauteng province, as well as staff members of the National Archives and Records Service of South Africa (NARSSA) and Gauteng Provincial Archives responsible for public programming. The key findings suggest that the public archives repositories in Gauteng do not use technology, particularly social media, to market their services to school learners. The main method of taking archives to learners is through invitations and participation in the annual archives week, which do not yield any positive results, as learners do not visit the archives afterwards. It is recommended that NARSSA and Gauteng Provincial Archives consider using school learners who participated in archives week and are interested in archives to be ambassadors to further recommend the use of archives to potential users and their peers. Furthermore, collaboration between archivists and teachers from neighbouring schools should be considered by including school projects that involve the use of “archives’’. The study concludes that failure to adopt social media platforms to market archives would result in school learners not using archives. A further study covering all provinces in South Africa is recommended.

Abstract:
From 1983 until 2011 Grade 12 students in the Canadian province of British Columbia were required to write provincial exams in a wide variety of academic subjects, including Biology 12, Chemistry 12, and Physics 12. These government-administered exams may be considered “high stakes” in that they counted for 40% of a student’s mark, were used in part to determine post-secondary admissions and scholarships, and the publicly-available exam results were used in highly publicized school “ranking” systems. A large volume of research literature suggests high stakes exams of this nature dictate the manner in which courses are delivered as teachers feel obliged to “teach to the test” in order to maximize the grades students receive on these exams. A major gap in the literature appears to be an examination of the effects on teacher behaviours and practices when a long-standing high-stakes testing program is eliminated. The decision made by the British Columbia Ministry of Education to remove provincial exams in secondary science at the Grade 12 level in August of 2011 created a unique and original opportunity to examine teacher pedagogical practices following the removal of subject-specific exams. Specifically, the question considered in this investigation centred upon the effect(s) the elimination of provincial exams in Biology 12, Chemistry 12, and Physics 12 had on the pedagogy and work environment of teachers in one British Columbia school district. This investigation followed case study methodology. The primary source of data was interviews with teachers who had experience teaching the three aforementioned courses in both the time of mandatory exams and following exam elimination. Interviews were semi-structured and focussed on the effects of the removal of Grade 12 exams on teacher pedagogy and general practices, classroom resource and time allocation, relations with colleagues, perceived student responses to courses, and exam data usage. The findings from this research suggest that, contrary to popular discourse, exam-generated data is not a valuable pedagogical resource for teachers and a high-stakes exam is not required to ensure full curricular coverage by teachers. In fact, the results suggest the opposite: curricular coverage is enhanced in the absence of a high-stakes exam. Further, not having to spend classroom and external time preparing students for exams has allowed teachers to implement and explore a greater diversity of pedagogical avenues not utilized during the time of exams. Teachers also spoke of reduced pressures in the absence of an exam. Finally, findings of this investigation suggest the presence of an exam greatly affected the way teachers both assessed and motivated students, effects that continue to have repercussions following elimination of provincial exams.

After the Japanese surrendered in August 1945, Taiwan was occupied by the Nationalist government of Kuomintang (KMT). Facing the change of regime, the Taiwanese social elites who had received Japanese education had to confront a challenging new era. Because the KMT regime believed the Japanese colonial education enslaved the Taiwanese people, the Chinese Nationalist Government required Taiwanese people to learn the Chinese national language, Mandarin Chinese. The switch of language policy in the post-war Taiwan greatly impacted the students of the Provincial Taipei Normal School between 1946 and 1949. Most of them were educated in the colonial primary schools in which Japanese was spoken as the national language. However, when these students entered the post-war normal school, they must master another national language, Mandarin Chinese, in order to teach in the post-war primary schools in which Mandarin Chinese had to be spoken. It is difficult to depict such hardship. This thesis studies the students of the Provincial Taipei Normal School who graduated in the last years of the Japanese colonial rule and the beginning years of the KMT rule up to 1949, and it describes how these graduates of the Normal School accommodated themselves to the Chinese regime in Taiwan after the Second World War. To glance their situations, we can say that most graduates were able to overcome various challenges in the new Chinese-speaking environment. Some graduates quit teaching positions soon, but they still had excellent achievements in other occupations. The author collects and analyzes various historical materials in this study and classifies these graduates into three categories. The first group was constituted by the Taiwanese students who had already enrolled in the Normal School before 1945. The second group was also constituted by the Taiwanese students, but they were enrolled during the Chinese regime in order to fill the great number of vacancies left by Japanese teachers after the war. The third kind of students were Chinese Mainlanders who crossed the sea to study in Taiwan. The backgrounds of these students in the post-war Provincial Taipei Normal School were diverse, but most of them had excellent achievement after graduation. When the economy of Taiwan flourished after 1960, some graduates of the Normal School who were fluent in Japanese became businessmen and devoted to the growing Taiwan-Japan trade. Besides, other graduates remained in their positions in schools and dedicated themselves to education until retirement. In short, these students encountered an extreme situation in the early post-war Taiwan, but they overcame the hardship and had outstanding achievements in various fields.

Abstract This paper is to research on the current vocational education of Both Sides of the Strait and compare on the basis of three dimensions: curriculum, staff, and internship program. The study has chosen Taiwan Provincial Tam-shui Vocational Senior High School and Beijing Jing-song Vocational Senior High School for their outstanding achievement and comparable condition in hospitality education. In Taiwan, senior vocational education of hospitality emphasizes on three fields: Chinese culinary, Western culinary, and Food & Beverage service; on the other hand, in the mainland China, Professional Chinese culinary, Professional Western culinary, and Hotel service are the three fields of emphasis. Therefore this research is to focus on the comparison of three fields: Professional Chinese culinary, Professional Western culinary, and Hotel service. The researcher has visited Beijing Jing-song Vocational Senior High School twice to collect relative information from series of interviews and seminars and compiled the data into the contents. The purpose of the study is to provide useful reference for hospitality educators of the Both Sides and the future progress. This paper is composed of seven chapters: Chapter one: Introduction: This chapter includes motivation, and purpose of study, research methods, scope and restrictions of the study, and definitions. Chapter two: Literature review: This chapter discusses hospitality education in the U.S.A., Japan, and Swiss. Chapter three: History and development of hospitality education of the Both Sides: Senior vocational education of hospitality in Taiwan has founded in Tam-shui Vocational Senior High School since 1985. Until now twenty-three public and private vocational senior high schools have established this department. On the other hand, in the mainland China senior vocational education began to develop in Shanghai, and in Beijing district senior vocational education started from Jing-song Vocational Senior High School in 1983. Now there are twenty-eight senior high schools have these relative programs available. Chapter four: Analysis of current senior vocational education of hospitality in Taiwan: This chapter introduces the educational environment of Tam-shui Vocational Senior High School and analyzes the curriculum, staff, and internship program of the school. Chapter five: Analysis of current senior vocational education of hospitality in the mainland China: This chapter introduces the educational environment of Jing-song Vocational Senior High School and analyzes curriculum, staff, and internship program of the school. Chapter six: Comparison of the senior vocational education of the Both Sides: This chapter compares the curriculum, staff, and internship program of the two schools, discusses the similarities and differences, and explains the discrepancies. Chapter seven: Conclusion and recommendation: This chapter proposes the author''s findings, views, and recommendations for the future researchers and the senior vocational educators of the Both Sides.

Seneca's Tragedies and their Reception in the Jesuit School Theatre of the Bohemian Province in the 17th and 18th Centuries (1623-1773) Eva Popelková Abstract The study of the reception of Seneca's tragedies in the Jesuit School theatre in the Bohemian province is focused on three aspects: the description of the mechanism and the expression of passions; the pedagogical issue linked to the figure of a tyrant, with an emphasis on female characters; and the image of pagan gods. The research is based on a comparison of Senecan tragedies and school plays from the Society of Jesus. The corpus consists of three parts: the printed plays of Carolus Kolczawa; the plays of Arnoldus Engel, both staged and intended for publication; and the plays devoted to John of Nepomuk, the emblematic saint of the Czech baroque period, which were not to be published. The analyses are preceded by an overview of the Senecan reception in the Early Modern Europe, the presentation of the Jesuit context and the studied corpus. The purpose of this study is to explore the overall context and development of the public teacher’s (under senior high school)remedy system in Taiwan and to explore the remedies that can be sought when the teacher's rights and benefits are damaged after the J.Y. Interpretation 736. Researcher adopted documentary analysis and judgment analysis as the main research methods, and supplemented by the social research, the comparative research and the cross-table analysis to analyze the current situation of administrative litigation and the application of practical judgment cases to strengthen the link between laws and practice and to construct the teacher's remedy system. Accordingly, the results of the quantitative analyses from Taipei, Taichung and Kaohsiung high administrative court which the teacher filed (under public senior school) indicate the five conclusions below: 1. In terms of the quantity of administrative litigation among the courts, the quantity of Taipei high administrative court is the largest, and the Taichung high administrative court is the least. And the difference between these five years (2011-2015) is not significant. 2. For the type of administrative litigation, the Administrative Actions for Revocation is the largest, and following is Administrative Actions for merge. In the Administrative Actions for merge, the Administrative Actions for Revocation and Administrative Actions for Effecting is in the majority. 3. In terms of the results of judgments, there are 17 pieces of winning suits, 77 pieces of losing suits, 51 pieces of procedural rejection, 5 cases that is part of them is reasonable and the another is unreasonable, 2 cases which is transferring to the administrative litigation court and 2 cases is the stakeholder should to participate in the litigation. And the performance rating and disciplinary are considered not the subject of administrative litigation, so they are dismissed by procedure. 4. In terms of the results of subject-matter, the most is the recruitment, the next is retired seniority, performance rating, the events of civil servant and teacher insurance act, disciplinary, salary and the rest are not more than 5%. 5. The proportion of administrative litigation which the teacher (under public senior school) file is not high. The ratio is about 0.41%. According to the judgment analysis from administrative court, many of the measures were originally considered school management measures, not to file administrative litigation, but it is indeed related to the rights and interests of teachers, including teacher transfer among schools, surplus-teachers transfer among schools, the rights of reading the files , absence without reasons, staying in the original salary, administrative punishment -record a demerit, the rights to participate school synod, disagreeing job allocation, the school management measures arising from school sexual harassment events, teacher service certificate filling service is excellent. Therefore, according to meaning of the J.Y. Interpretation 736, should consider the possibility of opening up administrative litigation after the J.Y. Interpretation 736. Four suggestions based on the results of this study are as follows: 1. To strengthen the concept of law for teacher. 2. The education authorities should held professional legal courses for reviewers. 3. Inspection of existing laws and regulations relating to teachers, whether there is in violation of the meaning of the J.Y. Interpretation 736. 4. To establish standard procedures for the type of administrative discretion on high private events.

The effect of the new South-African dispensation extends to all areas of society and education is not excluded. This research is aimed at investigating the functioning and structuring of psychological and counselling services as well as exploring the new possibilities of these services. With the scrapping of apartheid policies the psychological and counselling services are faced with the reality of functioning in a multicultural society. In South-Africa multicultural counselling, assistance and testing is a virtually unknown area and problems pertaining to these are addressed in this research. In the present study the changing functions of the educational psychologist and other professionals adherent to the school clinics are considered. The particular roles of the school counsellor and class teacher are highlighted. The new political dispensation requires the re-structuring of psychological and counselling services. The different relevant aspects are discussed and suggestions are put forward. Umbrella planning needs to be done on national level, while provincial structures must be brought about within the framework of distinctive circumstances and unique needs. The indispensable role and function of this service and its essential contribution to the bringing about of a new South-African education dispensation are pointed out.

This study was influenced by two sociological theories namely: Durkheim’s Structural Functionalism and Relativism. In terms of Durkheim’s Structural Functionalism, I claim that the aspects of social structures, cultural norms and values, which are among its main components, are also among the main components of Indigenous Knowledge Systems (IKS). In line with Relativism, this study argues against Durkheim’s claim that social structures, and cultural norms and values determine human choices and behaviour. It is claimed that in line with my understanding of IKS in this study social structures, cultural norms and values are relative aspects, because they change and differ from context to context even if their carriers are the same, and human choice in different times and places play a vital role in determining decisions. These theories have been applied practically by examining the relationship between Indigenous Knowledge Systems (IKS) and good governance. The study asserts that IKS has the potential to improve the efficiency and effectiveness of policies at the local municipality level. Thus, the study has sought to understand the extent to which IKS is incorporated in the policy development and implementation at the local municipality level. This investigation has been undertaken in the thematic context of HIV/AIDS. I investigated the extent to which IKS is incorporated into policy development and implementation related to HIV/AIDS at the local municipality level. The study has argued that the extent to which IKS is appropriated into policy development and implementation relies on the power dynamics between the provincial and national spheres of government on the one hand, and the local municipality leaders and officials on the other. The study has found that local municipality leaders and officials have a strong affinity to the IKS due to their proximity to the local citizens. But, political leaders at the national and provincial spheres of the South African government exert influence on the local municipality leaders and officials to exercise their power with limited response to the IKS needs of the local communities.
