Abstract:
The purpose of this project is to explore the following research question: do same day (i.e. concurrent) provincial-federal elections exhibit a higher degree of cross-level partisanship than non-concurrent elections? This paper proposes that concurrent elections lead to a convergence in voters evaluations of federal-provincial co-partisans, and that this results in a higher degree of cross-level partisanship than in non-concurrent elections. Using 2011 Canada Election Studies (CES) data on federal party vote choice and provincial party preference, this paper will project the results of concurrent federal-provincial elections for three Canadian provinces. The results of these projected concurrent elections will be compared to actual party vote shares received in the first provincial election held following the 2011 Canadian federal election. The comparison of these data will be used to test the hypothesis that concurrent elections have a higher degree of cross-level partisanship than non-concurrent elections. This paper consists of five sections. First, I introduce the aims of this research and discuss its theoretical and substantive significance by referencing relevant literature. Second, a comprehensive theoretical framework is developed to explain why cross-level partisanship is expected to be higher in a concurrent election. Third, I outline the research design and methodology used to test this causal hypothesis. Fourth, I report and interpret my findings which show that overall cross-level partisanship was slightly higher in projected concurrent elections. I conclude by discussing the implications and limits of this study.

Abstract:
High-income countries often outsource material demands to poorer countries along with the associated environmental damage. This phenomenon can also occur within (large) countries, such as China, which was responsible for 24 to 30% of the global material footprint (MF) between 2007 and 2010. Understanding the distribution and development of China’s MF is hence critical for resource efficiency and circular economy ambitions globally. Here we present a comprehensive analysis of China’s MF at the provincial and sectoral levels. We combine provincial-level input–output data with sector- and province-specific trade data, detailed material extraction data, and the global input–output database EXIOBASE. We find that some provinces have MFs equivalent to medium-sized, high-income countries and limited evidence of material decoupling. Lower-income regions with high levels of material extraction can have an MF per capita as large as developed provinces due to much higher material intensities. The higher-income south-coastal provinces have lower MF per capita than equally developed provinces. This finding relates partly to differences in economic structure but indicates the potential for improvement across provinces. Investment via capital formation is up to 4 times more resource-intensive than consumption and drives 49 to 86% of provincial-level MFs (the Organisation for Economic Co-operation and Development average is 37%). Resource-efficient production, efficient use of capital goods/infrastructure, and circular design are essential for reductions in China’s MF. Policy efforts to shift to a high-quality development model may reduce material intensities, preferably while avoiding the further outsourcing of high-intensity activities to other provinces or lower-income countries.

From the analysis of the local and provincial elected people in the province of East-Flanders during the period 1946-1991 one can conclude that there are barriers for women, lower social classes and certain age categories preventing them from moving up the local and provincial political! elites.Clear differences between local and provincial elected people are present when comparing professional backgrounds with the composition of the total working population in East-Flanders. Workers are neither on the local, nor on the provincial level very numerous. However the large absence with the provincial elected people bhs to be emphazised. Secondly farmers, intellectual and free professions, employees, self-employed and employers are on both levels constantly overrepresented. However the overrepresentation of farmers can mainly be situated on the local level until the mergers of 1976. For intellectual and free professions, till the mid-sixties the overrepresentation can mainly be situated on the provincial level, from then onwards on the local level. The employees' overrepresentation has always been most important on the provincial level white the self-employed and employers are mainly overrepresented on the local level from 1970 onwards. Finally till about 1970 teaching personnel was underrepresented on both levels white from then onwards there is an overrepresentation.

Abstract:
This study aims: To investigate whether the Poverty Level Affects Provincial Tax Revenues in Indonesia, to test whether per capita income affects provincial tax revenue in Indonesia, to test whether the Audit Opinion with Intervention Variables, Public Trust Level, to test whether the Audit Opinion affects Provincial Tax Revenues in Indonesia. This academic study typically uses secondary data with time series data for the period 2010, 2012, 2014, 2016, and 2018. The data analysis technique typically uses the stimulus equation with the path analysis estimation technique. The Statistical Package for the Social Science application program (SPSS) version 23 is typically used to carefully help carefully analyze the data typically used in this study. The results showed that: The level of poverty has a significant effect on Provincial Tax Revenues in Indonesia, Per capita income has no significant impact on Provincial Tax Revenues in Indonesia, Audit Opinion with Intervening Variables Community Trust Level typically has a significant effect on Provincial Tax Revenues in Indonesia.

This study focuses on assessing the progress towards SDGs in terms of the People aspect in Viet Nam by provincial level over the years. We quantify the implementation of the sustainable goals with respect to the People pillar in 25 provinces in Northern Vietnam over the last decade. The research results show that, in general, there has been much progress in the last many years. However, the performances are uneven across provinces. There is a large gap between the provinces in the Northern key industrial economic zone (NKEZ) and the mountainous areas. The results of this research can contribute to the development of a monitoring program, providing the information needed for policymakers to make decisions and develop policies that are appropriate and effective to achieve those sustainable development goals for industrial development in Vietnam.

Abstract Over the last decade, the inevitable rise in temperature has resulted in more extreme heat events in Indonesia, despite very little research being conducted to investigate the heat-related vulnerability of the exposed population. The extreme heat vulnerability index (EHVI) was evaluated in this study to identify the most vulnerable districts to extreme heat events. We used both physical and sociodemographic to assess exposure, population sensitivity, and adaptive capacity. A multivariate analysis was applied from eight indicators to determine the extreme heat vulnerability in the chosen region, namely North Sumatra, East Java and Bali. The EHVI was computed by adding the normalized heat indicators and factor scores from the multivariate analysis. Our findings show that the most vulnerable populations are concentrated in the urban and coastal regions. The sources of vulnerability differed among the selected areas, with urbanization and population density increasing vulnerability in urban areas. These findings are helpful in identifying districts vulnerable to extreme heat and assisting regulatory bodies in developing effective adaptation and preparedness strategies to increase population resilience to excessive heat.

Objective — To analyze the situation of the provincial-level overall planning of basic medical insurance in China, so as to put forward some suggestions on the path of promoting the provincial-level overall planning in China. Methods — By means of literature search and incremental analysis, a systematic study was conducted on the current situation and implementation path of the provincial-level planning of basic medical insurance in China. Results — At present, only some provinces have achieved provincial-level overall of some insurance types, and the overall paths of these provinces basically incubate the principle of incrementalism. The overall planning of benefit has transitioned from “one system and multiple tranches” to a unified system; the overall planning of fund has transitioned from the risk adjustment mechanism to fund unified revenue and expenditure; the overall planning of regional is characterized by gradual progress by region; the overall planning of insurance types is basically advanced in the order of first employee medical insurance and then resident medical insurance. Conclusion — The general path of provincial overall planning should follow the principle of incrementalism. On the premise of ensuring policy stability, provincial overall planning should be gradually promoted in stages, tasks, regions and types of insurance.

By constructing a complex network analysis model, this paper analyzes the data of 31 selected provinces in China from 2010 to 2019, summarizes China’s provincial innovation chain development model, and then combined with the time series analyzes the evolution path of the model. The research shows that there is certain group proximity in China’s provincial innovation chain in each year, and there are eleven models in ten years. The evolution path of the provincial innovation chain development model is mainly manifested in the development trend of low-level to medium-level and then high-level equilibrium model. Increasing investment and improving efficiency are the leading driving force for the development of China’s provincial innovation chain. The medium-level equilibrium model runs through almost all years. Taking this as the node, the innovation driving force gradually changes from high investment to high efficiency.

At present, China implements a quota-based trading mechanism to achieve carbon emission reduction, in which the allocation of carbon emission quotas among different provinces is short of considering the influence of unbalanced provincial development. Heterogeneity among the provincial-level three major industries, namely, agriculture, manufacturing and mining, and service industries, is a case in point. To address this insufficiency, this paper proposes a novel parallel data envelopment analysis (DEA) based method for carbon emission quota allocation. The method models each province as a decision-making unit (DMU) and the provincial-level three major industries as parallel sub-decision-making units (SDMUs). A distinguished feature of the method is that it makes explicit tradeoffs between efficiency and equality considerations for policymakers in allocating the carbon quotas among three heterogeneous provincial-level major industries. The empirical results show that the proposed method effectively improves the overall provincial gross domestic product (GDP) potentials through the reallocation of carbon quotas among industries while the equality level is not worse off. This work is helpful for policymakers to achieve a long-term emission reduction target and provides suggestions for improving the initial allocation mechanism of a national carbon trading market.

Using Agency theory, this research aims to examine the factors that potentially influence the level of disclosure within financial statements in Indonesian provincial governments including Human Development Index (HDI), Liabilities, General Allocated Fund (GAF), and Provincial Original Revenue (POR). This research is very important because Indonesia has recently undergone major governmental financial reform and is seeking to greatly enforce its financial accounting transparency. The objects of this research are 99 financial statements from 33 Indonesian provinces in the period of 2014 to 2016. The level of disclosure is measured using a 34 item index derived from Indonesian Government Accounting Standards. Regression analysis shows that Human Development Index (HDI) and General Allocated Fund (GAF) are positive and significant predictors of the level of disclosure within financial statements of Indonesian provincial govern- ments. These results can be used by Indonesian government as a potential information in making government policy related to financial transparency at provincial level.

This study was conducted in order to determine the job satisfaction levels of provincial referees on the basis of 9 demographic variables. The study sample consisted of 83 provincial referees working in Kahramanmaras, Adana, and Osmaniye provinces of Turkey. The Minnesota Satisfaction Questionnaire (MSQ; Dawis, Weiss, England, & Lofquist, 1967) was used to identify job satisfaction levels. While a statistically significant difference was found between provincial referees in terms of age, foreign language level, income level, and other-than-refereeing jobs and term (p < 0.05); no statistically significant difference was found between the provincial referees in terms of marital status, education level, and sports background (p < 0.05). It is recommended that mental and psychological needs of referees be met to ensure that they can perform well. Moreover, management and senior colleagues should support younger and less experienced referees.

The development of China’s resource industry is facing great pressures from industrial structure adjustment and environmental restraints, and the sustainable risk of the provincial resource industry is different. Considering the development of the resource industry and environmental pressure, this article selects the panel data of 31 provinces from 2015 to 2019 to construct an index evaluation system with six dimensions: influence, induction, supply and demand safety, regional pollution emission, environment quality, and pollution control. The results showed that Shanxi, Anhui, Jiangsu, and Shanghai had the highest sustainable risk in the resource industry, while Heilongjiang, Jilin, Tianjin, Fujian, Jiangxi, Hunan, Guizhou, Sichuan, and Qinghai had the lowest sustainable risk. The resource industry model of all the provinces is divided into sustainable, industrial, ecological, and unsustainable. Finally, this article puts forward reasonable suggestions for the four scenarios and argues that the balanced development of the resource industry sector and environmental protection is conducive to reducing the sustainable risks of the resource industry.

Integrated assessment modeling at a higher spatial scale is a prerequisite for deriving region-specific implications from the model. The Global Change Assessment Model (GCAM) was chosen for GCAM-Korea, a detailed integrated assessment model (IAM) of Korea’s socioeconomic and energy systems. GCAM-Korea is developed based on GCAM-USA. Data for 16 provinces have been collected from various sources. Some data have been pre-processed to fit within the specific structure of GCAM-USA data. Other types of data were newly added through new structures. The model results were validated to be compatible with historical trends. It was found that provincial energy plans or policies could be compiled in detail using the proposed model while maintaining consistency with national level modeling results. The cross-border air pollution issue in Northeast Asia could also be addressed by combining GCAM-Korea and air quality models in the future.

The theme of the article is social influence, this is the main perspective of the examination in this dissertation vis-à-vis CPEC in Baluchistan. The examination article has been oriented towards a social goal, therefore, this study has aqualitative and quantitative approach mainly sourcing primary and secondary data. The research dissertation has found that the CPEC, from its establishment, has had an economic alignment, and has influenced social growth mainly indirectly.

Abstract:
Exploratory Spatial Data Analysis was used to analyze the evolvement of spatia1 pattern on coal consumption in China since 2002. General spatial autocorrelation of coal consumption in 31 provinces of China was analyzed by Morans I and Getis-Ord General G. Getis-0rd Gi* was used to test the local spatial dependence, identifying the spatial distribution of hot spots and cold spots. The results show that coal consumption per capita of 31 provinces in China exhibits an enhanced trend of spatial autocorrelation. The areas with similar level of coal consumption are clustered in space. The coal consumption activity can be affected by the neighborhoods and their own regions. Hotspot areas are mainly concentrated in North and Northeast China and continuously increase with time, coldspot areas are mainly concentrated in South China and constantly decrease by time. So government needs to consider the spatial interaction mechanism of coal consumption when establishing the energy management policy.

The campaign to Open Up the West that started in 2000 has been presented as a major state project of nation-building directed at the interior provincial-level jurisdictions in order to encourage endogenous economic growth, to reduce socio-economic inequalities, and to ensure social and political stability in non-Han areas of the PRC. Despite appearances to the contrary it is more of an adjustment to the PRC's regional development policy than a radical change, not least because of debate and imprecision about its goals, processes and finance. Its impact is perhaps best viewed from provincial and local perspectives. These stress not only the importance of the west's varied social and economic ecology, but also the significance of the sub-provincial as a focus for analysis.

The method of analysis of this research is descriptive and quantitative. The population in the study were the employees of Jambi Provincial Transportation Department. Technique of sampling research using technique of Stratified Sampling. The total sample in this study was 123 respondents. The data were analyzed using 2 (two) ways, namely (1) Using multiple linear regression to find out the factors that influence Organization commitment with t test and F test at significance level (α = 0,05). The result of the research shows that average level of respondent's answer for organizational culture variable (X1) is 60,94 and average level of respondent answer for work management system variable (X2) is 66,41, it shows highest level. The magnitude of influence of organizational culture variable and work management system on Organization commitment at Jambi Provincial Transportation Department is 6,333 (X1) and 3,685 (X2). From the test results simultaneously can be seen that the organizational culture variables and management systems work together have a significant influence on organizational commitment. Meanwhile, it is also known that work management system variables are more dominant in influencing Employees commitment to Jambi Provincial Transportation Department. The purpose of this study was to determine the effect and analyze the variables of Education level, Provincial Minimum Wage , and Number of Industries on Employment Opportunities in East Java Province 1995-2020. This study uses the Multiple Regression analysis tool method with time series. The results of the study show that simultaneously the variables of Education Level, Provincial minimum wage, and Number of Industries have a significant effect on Employment Opportunities in East Java Province in 1995-2020. The coefficient of determination (R²) indicates that 95 percent of employment opportunities and the remaining 5 percent are explained by other variables not examined.
