Abstract:
The Inspectorate of Education in Spain was created in 1849. During the second half of the nineteenth century, the supervision of schools was for the first time in the hands of professional officials that used uniform education criteria for all schools. As delegates of the government, these helped to consolidate the school system, which, after the enactment of the Public Education Act of 1857, was gradually but very significantly implemented throughout the nation. The article describes the operation of the first provincial inspectors in Teruel, a rural province in the interior of Spain, which had high rates of illiteracy and serious problems with school attendance, teacher remuneration, and lack of schools, especially for girls. This article describes the work of the provincial inspectors, who, through their association with the Provincial Board of Education, managed to improve all aspects related to the working and living conditions of teachers: state exams, pay, classification for promotion or regulation of promotions, transfers and substitutions. It also studies the inspection visits to schools, and their contribution to both the improvement in school organization and the teaching methodology used by teachers in one-room schools.

Abstract:
ABSTRACT:Background and Objectives: Federal and provincial governments in Canada are promoting provincial legislation to prevent and manage sport-related concussions (SRCs). The objective of this research was to determine the incidence of concussions in high school sport, the knowledge of the signs, symptoms, and consequences of SRC, and how likely student athletes are to report a concussion. Methods: A cross-sectional survey of athletes (N = 225) from multiple sports in five high schools in one Manitoba school division was conducted. Results: Participants in this study were well aware of the signs, symptoms, and consequences of SRC. Cognitive and emotional symptoms were the least recognized consequences. SRC is prevalent in high schools in both males and females across all sports. Of the 225 respondents, 35.3% reported having sustained an SRC. Less than half (45.5%) reported their concussion. Athletes purposely chose not to report a concussion in games (38.4%) and practices (33.8%). Two major barriers to reporting were feeling embarrassed (3.4/7) and finding it difficult (3.5/7) to report. There was, however, strong agreement (Mean 5.91/7, SD 0.09) when asked if they intend to report a concussion should they experience one in the future. Conclusions: The results suggest that high school athletes would benefit from more SRC education. Coaches and team medical staff must be trained to be vigilant for the mechanism, signs, and symptoms of injury in both game and practice situations. This study will also inform the implementation of pending legislation in Manitoba and perhaps other provinces in Canada.

Abstract:
Based on Law 23 of 2014 on Regional Government, there is a change in the distribution of affairs in the management of education. Secondary education (SMA / SMK) previously administered by regency / municipality government based on the law is the authority of its management to switch to provincial government. This article will discuss how the process of execution of transfer of authority of secondary education from regency / municipality government to Central Java Provincial Government. Using qualitative research, this article will provide a critical analytical understanding of the transition process or the delegation of secondary education authorities in the areas of Asset, Human Resources (HR) and Finance from the Regency / City government to the Provincial Government in Central Java. The research findings show that the delegation of authority at the level of the Provincial Government actually makes the model of government farther away from idealism to provide services closer to the community. Because the implementation of this policy impact on local government policy, which has been eliminating education for 12 years, ie from elementary school to high school. As a result of the transfer of management function to the province, now the free education policy for SMA and SMK had to stop as well as happened in Kudus, Sukoharjo, Karanganyar. The community hopes the Central Java Provincial Government still holds a commitment to free education, both for public and private schools for high school / vocational high school level. In addition, there is hope from the community for the Provincial Government to implement a commitment not to withdraw fees, levies or donations after the transfer of education authority to the Central Java provincial government.

Abstract:
Background: Despite its apparent popularity, participation in the sport of rugby union is accompanied by a significant risk of injury. Concerned parties have recently questioned whether this risk is acceptable within school populations. This is difficult to assess within the South African schools’ population as no recent longitudinal injury studies exist. Objectives: To determine the training habits, rugby-related exposure and injury risk within a population of South African high school first team rugby players. Methods: Training and match exposure in both school and provincial competition were examined and the resultant injuries were longitudinally observed for the duration of a South African high school rugby season. Results: Match (79, 95%CI 52-105 injuries/1 000 h) and training (7, 95%CI 3-11 injuries /1000h) injury incidences were demonstrated to be greater than previously reported incidences in similar populations in England and Ireland. Weeks where players were exposed to both school and provincial competition (34, 95%CI 19-49 injuries /1 000 h) had significantly (p<0.05) greater injury incidences than during school competition alone (19, 95%CI 12-26 injuries /1 000 h).Conclusion: The injury risk demonstrated was greater than expected and represents reasons for concern. Possible reasons for the high injury incidence recorded may be the frequency of games played within the season, and the overlap of school and provincial competitions. It should be noted that these results were taken from one school over one season and might not be representative of the incidence of school rugby injuries overall. However, this research demonstrates the need for a multischool longitudinal study within South African schools rugby to determine the overall risk.

Abstract:
The quality of international education is measured through PISA and TIMSS results and the member countries are very concerned about their students' ability to work on PISA and TIMSS. Countries with low PISA and TIMSS ratings indicate that students' science process skills in this country are low, including in Indonesia. Therefore, this research needs to be done to see the characteristics of science process skill (SPS) of junior high school students, especially in Indonesia. This study involved 9th-grade students of the academic year 2016/2017 in three randomly selected districts. The number of subjects involved in the study was 120 randomly selected respondents. The research was conducted by survey method, by giving SPSs questions to respondents. The results showed that the SPS of junior high school students in Lampung Province-Indonesia is low. Students from schools in the capital and school areas close to the provincial capitals have the characteristics of SPSs on "observing" and "classifying" indicators in the "moderate" category. Students from distant areas of the provincial capitals, the characteristics of their SPSs are "low", for all indicators (observing, classifying, predicting, interpreting, and communicating).

Organizational open and generate trust for educators and their communities. Organizational development interventions tend to emphasize the application of collaborative or interpersonal and group strategies in inter-organizational actions in a coordinative or vertical manner, in accordance with the spirit of reinvention. In restructuring educational organizations or reinventing education to increase the activities and programs of the Provincial, Regency and City Education Offices in carrying out routine activities, they must be changed, no longer using a bureaucratic approach with a participatory approach. The paradigm of education officials must be changed, so that in accordance with the spirit of the implementation of school-based management in schools. Lamb, Mertin Veevers. "The motivation of junior high school pupils to learn English in provincial Indonesia." Thesis, University of Leeds, 2007. http://etheses.whiterose.ac.uk/261/.

Full text
Abstract:
The purpose of this work is to explore the motivation of young Indonesians to learn English over the first two years of formal study in a provincial junior high school. The national education system has always struggled to produce competent users of the language, yet the country's need for such graduates is never greater than at the beginning of the 21" century as it responds to the social, economic and political challenges of globalization. Meanwhile motivation has always been recognised as an important factor in language learning success, but recent work has stressed its complexity and changeability over time and in particular contexts, encouraging the possibility of new discoveries in this academically unexplored territory. Defining motivation as a dynamic constellation of contextually sensitive cognitions and affects stimulating individuals to learn, the study adopted a mixed method strategy, using questionnaires at beginning and end of the 20-month research period to track motivational trends across the whole school year group (n = 195) and developing indepth portraits of 12 individuals through interview and classroom observation at three points. The eight school English teachers were also interviewed at the beginning. Results showed a very high level of motivation to learn English, reflected in much autonomous learning of the language outside of school. Although there was evidence of dissatisfaction with aspects of school English lessons, this motivation was largely sustained throughout the period under study and appeared to contribute to significant gains in competence in the language among some learners. It is argued that this motivation derives its strength from identification processes, nurtured and developed through social interaction at home and in the community, which encouraged many young Indonesians in this context to view English as integral to their future lives. 'Me study strongly suggests that understanding differences in the way learners identify with the language is an important direction for future research into L2 motivation in general. Understanding how schools and teachers promote or challenge pupils' L2 identities could lead to improvements in language pedagogy

Since government exerts great efforts to promote the policy “ TANet to (Junior) High Schools and Elementary Schools ”, all levels of schools have been constituting campus Internet/Intranet on-line operating environment and they will have completed their own campus Internet / Intranet pretty soon. It is well known that on-line operating environment brings about much convenience and increasing efficiency. However, after schools have constituted campus Internet/Intranet, they have to consider carefully how to use on-line network to support administration and teaching. The current written lists of application for leave which staff use in schools not only call for much paper which is harmful to environmental protection, but also take up a lot of space after years of keeping them on file. Inquiring or calling up files for reference is never easy, and to make matters worse, manual labor’s managing lists of application for leave, restricted by time and space, will waste time and manpower and even lead to decreasing efficiency of administration. This thesis takes an example of the processing of current staff’s attendance in schools and embarks on designing this on-line computerizing attendance system. Beside network platforms and program generator, This thesis also use Petri-Net as a modeling tool to reach the goal of processing management. This on-line attendance system in this thesis takes electronic form (E-form), which neither call for paper which is helpful to environmental protection nor take space through computer storage device, and it is easier for us to inquiry or call up kept files. Furthermore, it also takes advantage of its convenience and reaches expected effect through network. It not only provides staff with convenience but also improves the efficiency of administration. This thesis reaches the conclusions as follows: I. Computerization aims at shortening operating time, improving the quality of working, increasing the efficiency of administration, expanding the application of data, and promoting the effect of management. The development and constitution of this on-line attendance system can meet the aims of computerization. II. The equipment required by this system does not cost much; the design and maintain of hardware and software is easy. Moreover, the benefit of campus Internet/Intranet can be given full scope after “TANet to (Junior) High Schools and Elementary Schools” is put into practice. III. Client-Sever is presently considered as a better system structure, and under 3-Tier Client-Sever structure, this attendance system offers integrated system structure, which can easily expand other information modules that provide expanding and integrating space for different systems of school administration. IV. No one will deny that Windows operating environment is easy to access, under which this attendance system is developed and designed. At the same time, graphical inter-face offers not only good interaction between users and machines but also easy to learn and easy to access operating environment. V. This attendance system can improve traditional ways of applying for leave and effectively use network to save time and manpower. In addition, it can effectively control current processing at real time. VI. This attendance system is based on the Windows NT Server network operating system and integrates SQL Server system and workflow management system. Because it is easy to constitute and manage network, it is suitable for schools to develop and phase in this attendance system, especially when the schools are limited in manpower and budget.

The purpose of this study is to explore the overall context and development of the public teacher’s (under senior high school)remedy system in Taiwan and to explore the remedies that can be sought when the teacher's rights and benefits are damaged after the J.Y. Interpretation 736. Researcher adopted documentary analysis and judgment analysis as the main research methods, and supplemented by the social research, the comparative research and the cross-table analysis to analyze the current situation of administrative litigation and the application of practical judgment cases to strengthen the link between laws and practice and to construct the teacher's remedy system. Accordingly, the results of the quantitative analyses from Taipei, Taichung and Kaohsiung high administrative court which the teacher filed (under public senior school) indicate the five conclusions below: 1. In terms of the quantity of administrative litigation among the courts, the quantity of Taipei high administrative court is the largest, and the Taichung high administrative court is the least. And the difference between these five years (2011-2015) is not significant. 2. For the type of administrative litigation, the Administrative Actions for Revocation is the largest, and following is Administrative Actions for merge. In the Administrative Actions for merge, the Administrative Actions for Revocation and Administrative Actions for Effecting is in the majority. 3. In terms of the results of judgments, there are 17 pieces of winning suits, 77 pieces of losing suits, 51 pieces of procedural rejection, 5 cases that is part of them is reasonable and the another is unreasonable, 2 cases which is transferring to the administrative litigation court and 2 cases is the stakeholder should to participate in the litigation. And the performance rating and disciplinary are considered not the subject of administrative litigation, so they are dismissed by procedure. 4. In terms of the results of subject-matter, the most is the recruitment, the next is retired seniority, performance rating, the events of civil servant and teacher insurance act, disciplinary, salary and the rest are not more than 5%. 5. The proportion of administrative litigation which the teacher (under public senior school) file is not high. The ratio is about 0.41%. According to the judgment analysis from administrative court, many of the measures were originally considered school management measures, not to file administrative litigation, but it is indeed related to the rights and interests of teachers, including teacher transfer among schools, surplus-teachers transfer among schools, the rights of reading the files , absence without reasons, staying in the original salary, administrative punishment -record a demerit, the rights to participate school synod, disagreeing job allocation, the school management measures arising from school sexual harassment events, teacher service certificate filling service is excellent. Therefore, according to meaning of the J.Y. Interpretation 736, should consider the possibility of opening up administrative litigation after the J.Y. Interpretation 736. Four suggestions based on the results of this study are as follows: 1. To strengthen the concept of law for teacher. 2. The education authorities should held professional legal courses for reviewers. 3. Inspection of existing laws and regulations relating to teachers, whether there is in violation of the meaning of the J.Y. Interpretation 736. 4. To establish standard procedures for the type of administrative discretion on high private events.

Abstract:
The participation of learners in science is important to a country’s socio-economic development impediments, therefore, the argument is that the girl learner should be increasingly encouraged to perform well in STEM related subjects (STATS SA). UNESCO indicates 35% women representative in STEM as students in higher education globally, whilst less than 40% of South Africa’s scientists, engineers and technologists are women. This situation also relates to the South African education system, particularly in rural schools where girl learners are outperformed by boy learners in STEM, especially, in subjects such as Life Sciences and Physical Sciences. The purpose of this reflective paper is to ascertain the factors prohibiting excellent achievement of females in sciences in rural high schools of South Africa. The data has been gathered from numerous documents such as national and provincial analysis of result, examination and assessment directorate analysis and the district statistics in solidifying our investigation as couched by document analysis. Based on our observations and experiences of the conditions prevailing in rural high schools and less participation of female learner access in STEM, suggestions are put forth as to how their performance can be improved. The investment thereof in the body of knowledge will be to fulfil the concern not only of the country but the world at large when the number of female participants increase in STEM.
