Obtained a picture there is a link between emotional intelligence with science learning achievement of fifth-grade elementary school students in the even semester of 2019 which is located in the Provincial City, Regency City, District City and Remote Areas which is stated through the results of data analysis that shows the contribution of emotional intelligence to students’ learning outcomes.

ABSTRACT: This article entitled "Provincial Regulation of Gospel City Manokwari: Significance and Consequences for the Churches in Indonesia" will first explore the presence of Provincial Regulation (Perda or peraturan daerah) of Gospel City Manokwari. The article is based on data collected by the author in a field research in areas related to the initiation of these regulations, and particularly in Manokwari. The author will then analyze this regulation from the standpoint of Christian theology, and further explain the implications of these regulations for the churches in Indonesia. In 2018, the City of Toronto’s municipal election overlapped with a provincial election that brought a new government to office. While the municipal election ran for a protracted period from May 1 to October 22, the provincial election began on May 9 and ended about four weeks later, on June 7.1 On July 27, after only a few weeks in office, the provincial government tabled the Better Local Government Act (BLGA) and proclaimed the Bill into law on August 14.2 The BLGA reduced Toronto City Council from 47 to 25 wards and reset the electoral process, mandating that the election proceed under a different concept of representation for City Council.3

For more than 80 years, Roi Et established a city hall followed to the legislative requirement. Last year in 2018, Roi Et provincial office planned to remodel the city hall building to replace the former buildings which were dilapidated. So, this research aims to evaluate the local perception of Roi Et city hall. The methodologies to test the architectural perception of the Roi Et city hall is the sketch presenting to the pictures of the redesigned Roi Et city hall displayed with the questionnaire. Se analiza la geografía de la innovación en PyMEs argentinas tomando como base una muestra representativa a nivel nacional y provincial. Se exploran tres premisas: 1) el mayor número de innovaciones está en la ciudad de Buenos Aires y en las provincias del centro y Cuyo; 2) la tasa de innovaciones por jurisdicción es mayor en esos lugares que en el norte; 3) las tasas de innovación no son un reflejo mecánico del desarrollo de cada jurisdicción.Se reseña la bibliografía existente y se presenta información de contexto. Se describen datos para el país. Luego se analizan: variables que describen las actividades de innovación por jurisdicción y un indicador agregado de innovación. Los resultados son esperables y sorprendentes. El lugar del norte argentino en el ranking era esperable, aunque sorprende la distancia que lo separa de la ciudad de Buenos Aires. El rezago de la provincia de Buenos Aires sugiere una gran heterogeneidad interna. AbstractGEOGRAPHY OF INNOVATION IN ARGENTINA: PROVINCIAL ANALYSIS BASED ON SMES DATAThe geography of innovation in Argentinean SMEs is analyzed based on a representative sample at the national and provincial levels. We explore three premises: 1) the largest number of innovations is in the city of Buenos Aires and in the central provinces and in Cuyo; 2) the rate of innovations by jurisdiction is greater in those places than in the North; 3) innovation rates are not a mechanical reflection of the development of each jurisdiction.A literature review and context information are presented. Data for the country are described. Then are analyzed: variables describing innovation activities by jurisdiction and an aggregate indicator of innovation. The results are both expected and surprising. The place of Northern Argentina in the ranking was to be expected, but surprisingly the distance that separates it from the city of Buenos Aires. The lag in the province of Buenos Aires suggests great internal heterogeneity. Innovating establishments are to be found not only in the more developed jurisdictions, though they concentrate in them.Keywords: geography; innovation; SMSEs; provinces. Late in February of 1677/8, Edward Petre wrote about the approaching provincial congregation to his fellow Jesuit William Tunstall. He reminded Tunstall that, as one of the senior professed fathers of the English province, Tunstall ought to be present at the meeting and he relayed the provincial's instructions that the individual Jesuits be in London on 21 April so that the actual congregation could convene on the 24th. ‘Lest occasion should be given to suspect the designe,’ no one should either appear in London before 21 April or travel publicly around the city. If Tunstall were unable to attend, he was to inform the provincial as soon as possible so that another could be named in his stead.

Abstract:
The article deals with the activity of the provincial presence for urban affairs — the body that establishes administrative supervision over the activities of city self-government bodies in the 70s and 90s of the XIX century. The study is based on the positions of pre-revolutionary lawyers who consider and analyze innovations in the Urban statute of 1870 and changes that occurred in 1892. First of all, it is worth noting that in post-reform Russia, the provincial presence for urban affairs was created to streamline the work on administrative control over city self-government bodies. Its organization was due to the need to oversee the correctness and legality of their rulings, as well as the desire to speed up the resolution of many cases that had previously often lain for a long time in the departments of the Governing Senate. The presence was mainly assigned to the functions of the administrative court, whose decisions were often not final. Based on archival materials of the post-reform period, the practice of administrative supervision concerning city self-government bodies is analyzed. Special attention is paid to the consideration of complaints from members of the city government on various grounds. After the city counter-reform, which resulted in the adoption of the new Urban statute, the provincial presence for city affairs was merged with the provincial presence for land affairs. This was done to simplify the work since the specifics of the activities of these bodies were almost the same. Thus, after combining the two presences into one, the new organization has the opportunity to monitor and analyze the most important issues related to the interests of the entire province. As a result, it was revealed that the activity of the provincial presence for urban affairs is also determined to an important extent by the public function.

Tangshan is not only a strong economic city but also a high energy consumption city in Hebei province. Although Tangshan GDP occupies 1/5 of the provincial total, the energy consumption accounts for 1/3 of the provincial total. Facing the challenge of the low carbon economy, urban environmental problem has already become the bottleneck of future development in Tangshan, which directly influences the competition ability of this city. The purpose of this study was to analyze the logistics management of drugs in the pharmaceutical installation at the health office of the province of North Sumatra. This research method is qualitative.The informants in this study are all drug managers at the Provincial Health Office consisting of Key Informants 1 Head of the Pharmaceutical Section, 1 Health Service User Property Manager, 4 pharmaceutical installation staff and Supporting Informants of the Regency/city Health Office as goods users. The instruments used in this research are primary data from interviews and secondary data from reports that can be used as sources or references to support research data. Results. The results showed that the source of the budget came from the Regional Revenue And Expenditure Budget (APBD) and APBN (State Revenue and Expenditure Budget) funds. The number of human resources in the pharmacy section in drug management in the pharmaceutical installation of the Sumatra Provincial Health Office is 18 people. The distribution method is carried out in 2 ways, namely the Regency / City Health Service which picks up directly from the North Sumatra Provincial Health Office or the North Sumatra Provincial Health Office who sends it to the Regency/City Health Office. All drug needs at the Regency/city Health Office are fully met and the supply is sufficient. Drug logistics management at the Pharmacy Installation of the North Sumatra Provincial Health Office has been running well, this is a sign of the availability of good and sufficient drugs.

Abstract:
This study is intended to identify the level of compatibility documents planning (RPJPD, RPJMD, and RKPD) between provincial and city/regency in East Java of Indonesia. In addition, this study also provides a framework in proposing documents for each city/regency in East Java. This research applied a qualitative method using content analysis. This study employed both primary and secondary data to gain a deeper understanding to the existing phenomenon. The primary data was gathered from in-depth interviews, while secondary data was achieved from several documents owned by each city/regency in East Java provincial. The findings of the study reveal that in general, the substance of the RPJMD in the twenty regencies/cities in East Java of Indonesia is in accordance with the provincial plan. However, there are several different sections of the format in the placement of chapters and sub-chapters of the naming of chapters. In the broader sense, the substance of the RKPD in the twenty regencies/cities is in accordance with the provincial plan.

The purpose of this study is to obtain objective information and clarity regarding the impact of management authority transfer of senior high school (SMA)/vocational high school (SMK) from regency/city government to the provincial government in West Kalimantan Province. The benefit of the results theoretical and practical for teachers, school principals, education and culture services and regional governments. The population in this study were SMA/SMK teachers, SMA/SMK principals, regency/city education office and the provincial education office of West Kalimantan. This study uses direct communication techniques, direct observation techniques, and documentation techniques. The results of this study indicate that: (1) Management of SMA/SMK by the regency/city government and school activities run smoothly before the authority transfer of SMA/SMK to the Provincial Government Staffing. There is no separation between elementary school, junior school, high school and vocational school by Regency/City Education Service; (2) Management of SMA/SMK after the transfer of authority by the provincial government is obtained data and information there is a tendency for SMA/SMK to be abandoned by Regency/City Education Services because they are not responsible anymore to take care of SMA/SMK, while the Provincial Education Service which has the mandate to take care of SMA/SMK is difficult to reach schools, especially SMA/SMK far in remote areas, outermost, disadvantaged and remote areas; (3) The workload of the Head of Regency/City SMA/SMK Court MKKS after the transfer of management of SMA/SMK to the province is felt to be increasingly heavy. Because the duties of the School Supervisor that should be handled by the SMA/SMK Supervisor cannot be implemented properly due to the limited budget of the visit, the location of the SMA/SMK is too far away. Finally, the task of the School Supervisor was forced to be taken over by the Chairperson of the Regency/City MKKS. Even to the extent that the selection of selected SMA/SMK principals is conducted by the Chairperson of the MKKS.

ABSTRACT:By looking at the spatial cultures of nineteenth-century provincial administrative towns in colonial Bengal, this article problematizes notions of city, town or country and their relationships. It looks at colonial provincial governance within a framework that extended far beyond ‘formal’ governmental administrative spaces and thus engages with the complex overlap between categories like work, home and leisure. It argues that provincial urbanism in colonial Bengal defied clear-cut categories and in effect created a ‘fluid’ spatial culture, which was distinct from, but also calibrated between, metropolitan centres on the one hand and a vast rural hinterland on the other.

Nighttime light data have been proven to be valuable for socioeconomic studies. However, they are not only affected by anthropogenic factors but also by physical factors, and previous studies have rarely examined these diverse variables in a systematic way that explains differences in nighttime lights across different cities. In this paper, hierarchical linear models at two levels of city and province were developed to investigate the nighttime lights effect on cross-level factors. An experiment was conducted for 281 prefecture cities in Mainland China using orbital satellite data in 2016. (1) There exist significant differences among city average lights, of which 49.9% is caused at the provincial level, indicating the factors at the provincial level cannot be ignored. (2) Economy-energy-infrastructure and demography factors have a significant positive lights effect. Meanwhile, industry-information and living-standard factors at the provincial level can further significantly increase these differences by 18.30% and 29.01%, respectively. (3) The natural-greenness factor displayed a significant negative lights effect, and its interaction with natural-ecology will continue to decrease city lights by 11.99%. However, artificial-greenness is an unreliable city-level factor explaining lights variations. (4) As for the negative lights effect of elevation and latitude, these become significant in a multivariate context and contribute lights indirectly. (5) The two-level hierarchical linear models are statistically significant at the level of 10%, and compared with the null model, the explained variances on city lights can be improved by 70% at the city level and 90% at the provincial level in the final mixed effect model.

The nominative space of a provincial town is the subject of the author's attention in the proposed article. An important aspect in consideration of functioning of signs, posters, and other objects in town space is a linguoculturological aspect meaning the analysis of interrelation of the language environment of the town and its inclusiveness into a sociocultural situation. The article analyzes various terminological designations of the names of urban objects in linguistics: urbanonyms, ergonyms, emporonyms, firmonyms and others. The author, referring to the opinions of well-known onomatologists, focuses the attention on the term ergonym, justifying the need to use it to denote the names of shops and institutions. The rethinking of names, according to onomatologists, actualizes the processes of the sociocultural life of the town associated with linguistic problems including games with graphemes. The work examines the current language process reflected in the language of the provincial town – the use of Cyrillic letters in the names of shops and institutions. The study of the naming trends of the provincial town allowed the author to talk about the cultural value of the names. The updating of Cyrillic letters on signs has become a means for forming the value and meaning space of a provincial town, on the one hand, and the process of creating errors on the other. The article describes linguistic contradictions: combinations of modern borrowings with pre-revolutionary graphics, mixing of graphic styles, processes of Eurolatinisation and retrorization, inconsistent use of graphemes. The author of the article concludes that as a result of rethinking the usual nominations in the spirit of pre-revolutionary design of urban space, a special linguistic and cultural phenomenon of a provincial town is formed, striving during globalization for authenticity and identity, which is perceived differently by citizens.

Data were collected through a depth interview with Jakarta.go.id and Surabaya.go.id website administrators, observation of digital data, literature review, and through secondary data. Data analysis was done through a constant comparative technique. The results indicates that diffusion innovation theory is used by provincial government to give digital public services. It means that the government is seeking people to adopt the use of information technology in the interaction with the government. Local and Provincial Government provides a media center for public services, which the public can access information and provide input to the government. Some of the challenges show that society is not fully ready to change from conventional public services to digital public services received from the government. There is a massive need to educate society while also providing free mobile internet services. Other than that, there is also a gap in internal governmental human resources skill and competences. As a solution to some of these problems, both DKI Jakarta and Surabaya Provincial Government need to apply information technology to achieve e-government and cyber city.

Abstract This article classifies housing development according to horizontal and vertical intensity in the administrative capitals of each of the Polish provinces. Moreover, the distribution of individual types of residential development is assessed on the example of Warsaw. The function of the place of residence is an elementary urban function which translates itself into a large share of residential development in its structure. It assumes different forms which depend on many factors, such as the location in the given region of the world, conditions of the natural environment, housing tradition or location in the city. It should be borne in mind that cities tend to be heterogeneous urban organisms in which different periods of their development overlap which is reflected in the variations in the appearance of development in its individual parts. The character of buildings changes together with distance from the city centre: the farther from it, the less urban the development tends to be, gradually turning into a rural one both within the city boundaries and outside them. The distribution of residential buildings was analysed with the use of measures of centrography, i.e. centre of gravity, standard deviation and the standard deviation ellipse. Data on residential buildings in the cities analysed was obtained from Polish official geodetic and cartographic databases (państwowy zasób geodezyjny i kartograficzny [PZGiK]) – in particular, Database of Topographic Objects. In turn, layers with land parcels come from the Land-Parcel Identification System [LPIS]. Further analyses use information regarding the vertical and horizontal intensity according to the classification proposed by S. Liszewski (1978).

Introduction. Population is one of the most important economic, social and cultural resources, and the tendency of decline in population is a serious obstacle to urban development. In Russia, the processes of decline in population have taken place due to its natural loss, which until recently has been offset by migration growth. However, in recent years, external immigration flows have reduced significantly. In these conditions, the task of increasing the attractiveness of a provincial city for migrants is of particular relevance. The objective of this study is identification and comprehensive analysis of the full diversity of factors in migration attractiveness of urban space, exemplified by the city of Saransk. Materials and Methods. The study employed qualitative and quantitative research methods, the method of semi-structured interview, supplemented by the method of secondary analysis of statistical data, being the main one. 57 semi-structured interviews with migrants, including participants of the State Program for Resettlement of Compatriots and foreign students studying in the city of Saransk, conducted in 2017–2019, provided the empirical basis for this research. Results. The performed analysis of the interviews has shown that attractiveness of a region is determined not by some single factor, but by a systemic combination of them. The following factors influencing the choice of a region for resettlement have been identified: economic, social, cultural, political and natural ones. Although in the decision-making process the economic factors are the most important ones, the presence of strong social ties, the attitude of the population and officials, the availability of education and housing, and the environmental situation also have a significant impact on the choice of the region. Discussion and Conclusion. When developing migration policies, all groups of factors that help attract migrants to a provincial city should be taken into account. Analysis of these factors as well as comparison of the expectations of newcomers and the real problems they face, make it possible to substantively increase the migration attractiveness of a city and to take into account the opinion of migrants as full-fledged subjects of social change when planning changes in the urban space. The paper may be useful to researchers in the field of sociology of migration and employees of services and organizations involved in the development of migration policies at the regional level.

Urban politics and ethnicity have been intimately linked in the history of the twin cities, Port Arthur and Fort William, later amalgamated into Thunder Bay in 1970. The historic relationship between political and urban development and ethnicity may be seen in three distinct phases: (1) the era of ethnic exclusion and factionalism in the period 1900-30, when ethnic groups settled into "foreign" enclaves, or "quarters," and largely stood apart from mainstream political parties, particularly those groups like the Ukrainians and Finns who were active on the radical left; (2) the two decades of radical protest and emergent ethnopolitcal activism from 1930-50, which saw the flowering of city "boss" rule in Port Arthur under Mayor C. Kapuskasing, Ontario warrants special mention in the history of Canadian land use planning. The town first acquired special prominence immediately following World War I when it was the site of the first provincially-planned resource community in Canada. The early layout of the settlement reflected the imprints of both the "city beautiful" and "garden city" movements. After 1958, the resource community then became the focus for an important experiment in urban "fringe" rehabilitation at Brunetville, a suburban area situated just east of the planned Kapuskasing townsite. The author suggests that the role of the Brunetville experiment in helping to change the focus of urban renewal in Canada from redevelopment to rehabilitation has not been fully appreciated.

Household split between rural and urban areas has become an important social issue in China’s urbanization process. This study analysed the influence of household split on migrants’ life satisfaction and the differences between inter- and intra-provincial migrants. Using the data of the 2014 China Migrants Dynamic Survey, we found that the life satisfaction of inter-provincial migrants was significantly lower than that of intra-provincial migrants. For inter-provincial migrants, the life satisfaction of those who moved to the city with underaged children was significantly lower than that of those who left their children in their hometown. Moreover, the life satisfaction of migrants who were concerned about childcare in the hometown was significantly lower than that of those who did not worry about it. Chinese migrants face a dilemma: bringing their family members to the city despite the lack of social welfare support or leaving them in the hometown worrying about family care. We also found that family income does not have a significant moderating effect on the decline in life satisfaction owing to concerns about childcare in the hometown. Future policy concerning China’s population should create external conditions for migrants to accomplish family reunion.

The improvement of China’s ecological civilization system can not only provide developing countries with an empirical reference for ecological civilization construction, but also make a huge contribution to the progress of global ecological civilization. This paper focuses on improving the provincial ecological civilization evaluation system. First, the Provincial Ecological Civilization Construction Evaluation Index System is established according to the Green Development Index System issued by the Chinese government in 2016, and then the applicability of the Spatio-Temporal Factor Analysis (STFA) is verified as the evaluation method of the provincial ecological civilization construction level. Further, taking Jiangsu Province, China as an example, this paper evaluates the level of ecological civilization construction in each city of Jiangsu Province, and analyzes the main factors affecting ecological civilization based on the evaluation results. Finally, according to the relationship between the ecological civilization construction and economic quality of each city, the four-quadrant method is applied to divide Jiangsu Province into four types of regions to help each city position itself in ecological civilization construction. This paper mainly draws the following conclusions: (1) Due to its simple operation and accurate evaluation results, STFA is applicable in evaluating the provincial ecological civilization construction level. (2) Taking Jiangsu Province as an example, it is found that the level of ecological civilization construction in the southwestern region is higher than that of the northeast coastal region in Jiangsu. Three inequality indices are applied to measure the regional inequality of ecological civilization construction among 13 cities, which is relatively high in recent years. (3) By analyzing the results of STFA, it is found that economic quality and natural protection are not only the main factors affecting the ecological civilization construction in Jiangsu province, but also the main reasons for the regional heterogeneity of provincial ecological civilization. (4) For the four types of regions, suggestions are proposed according to the characteristics of each region to help improve the provincial ecological civilization construction level. This paper not only improves China’s ecological civilization construction system, but also provides information for the provincial ecological civilization construction in developing countries.

The decisions of the Duma were covered in the pages of the provincial press (both official and private publications). It should be noted that in the regional press, a large place was given to news from the city authorities for two reasons: this was attributed to the regulation on publications and the interest of residents in news of this kind. The purpose of the work is to analyze information about the activities of the City Duma of the Kursk province in 1880. Materials and Methods. The solution of the set research tasks was provided by a complex of interrelated theoretical (analysis of scientific literature, comparative analysis, comparison, generalization, systematization) and empirical (study and generalization of sources, hermeneutical) methods. The results of the study. During the year under study, each issue of the newspaper published reports on the issues under consideration and decisions taken by the county city councils. The issues that were put up for discussion were important for the citizens: from the adoption of the budget to personnel changes taking into account local characteristics. Discussion and Conclusion. For example, a typical provincial edition “provincial sheets Kursk” shows the activities of fifteen County-level City councils, the issues raised for discussion, specificity of problem-solving, depending on the level of socio-economic development of the district. The analyzed material allows us to conclude that the City Councils were quite effective self-government bodies, the main problem of which was the budget deficit.

Abstract:
The effects of raters’ characteristics, vehicle classes, and highway classifications on panel ratings are described. Development of the present serviceability index (PSI) models as well as determination of the terminal PSI values for different highway classes in Taiwan also are investigated. Freeways and provincial highways as well as city streets were selected for use in evaluating road serviceability. A rating panel of 20 people rated the selected sections while they were in passenger cars and on buses. Pavement roughness also was measured with the Mays ride meter, and a manual distress survey was conducted to collect the pavement distress data. It is found that raters’ ages did not have a significant effect on the ratings, but factors of raters’ seat location on the bus, driving experience, and gender affected the ratings significantly. Another interesting finding is that raters tended to give lower ratings for freeways and provincial highways than for city streets, even if they were equally rough. Therefore, the terminal PSI of the former (2.1) was higher than that of the latter (1.8). Two PSI models that describe the relationship between panel ratings, pavement distresses, and roadway roughness are established and presented. Due to the large percentage of passengers who travel on buses within the city, a PSI model based on the ratings of city streets by a panel of raters on buses is recommended for the city system, and a PSI model developed from data for ratings of freeways and provincial highways by a panel of raters in passenger cars is recommended for highway systems.
