Abstract:
This book is devoted to the Boards of Appeal of the EU agencies. While EU agencies are a diverse group, one subcategory among them has been granted the power to adopt binding decisions. Those agencies have also been established with an organizationally separate administrative review body, a Board of Appeal (BoA). In theory, these BoAs have a dual function, that is filtering cases before they end up before the courts and providing parties with expert review of scientifically or technically complex decisions. Despite this common function, the BoAs of different EU agencies remain heterogenous in their set up and functioning. In addition, the degree to which the BoAs actually live up to the expectation of a more in-depth scrutiny of EU administrative action remains an open question. The book provides in-depth analysis on the functions of the BoAs, what kind of review do they offer, and how should they be conceptualized in the EU’s overall system of legal protection against administrative action. It presents a series of case studies that cover the existing EU BoAs and looks into the horizontal issues raised by the phenomenon of the BoA.

Abstract:
The chapter sets out the gendered context of childhood, on family issues such as the education and behaviour deemed appropriate for boys and girls, and what level of freedom they might enjoy. It explores parental preferences in terms of both gender and birth order, and shows that despite a general preference for boys, many couples hoped for children of both sexes. The analysis then addresses the issue of individual favouritism. While the eldest son was often favoured, other parents showered affection on their youngest, or the one closest in temperament. Parental favouritism was a major factor in sibling rivalry, with resentment over issues such as inheritance directed both at parents and the favoured siblings. The chapter ends by exploring the contrasting evidence of close childhood bonds, and striking examples of the care and protection provided by older children towards younger brothers and sisters.

Abstract:
This book contributes to legal and labor history by reinterpreting the U.S. Supreme Court’s Hague v. CIO (1939) decision, which upheld a federal district court injunction prohibiting Jersey City boss Frank Hague from obstructing workers from the Committee for Industrial Organization (CIO) and allies in the American Civil Liberties Union (ACLU) from meeting in urban public places. The case involved speech and assembly freedoms, rights essential for CIO workers’ organizing efforts, but, as the book shows, these rights were submerged under municipal police powers to preserve public order until the court brought them under federal protection of the Fourteenth Amendment in Hague. Revising the conventional view, the book argues that Hague was more than simply a civil liberties victory for workers over a dictatorial, antilabor city boss. Drawing on new evidence in city archives, CIO records, trial transcripts, newspaper reports, and Jersey City court filings, as well as traditional sources in ACLU records and anti-Hague literature, the book demonstrates that the Hague-versus-CIO controversy emanated more from shifts in the labor movement from craft to industrial unionism, in municipal law, in urban police practices, in the politics of anticommunism and antifascism, and especially in the Supreme Court’s “civil liberties revolution.” With women and African Americans on the periphery, the book concludes, male CIO workers initiated the case, but Hague ultimately benefitted outdoor protests more than it benefitted labor speech.

Abstract:
By drawing on Bronfenbrenner’s (1999) ecological framework, this mixed-method paper recognizes school discontinuation not as an event but as a culmination of an interplay of various factors over time. Adopting a life course perspective and analyzing reasons given by adolescents for “not being in school” across the four middle- and low-income Young Lives study countries, three broad categories of reasons for early school leaving emerge. These are push factors, pull factors, and opted-out factors. Findings revealed that pull factors emerge as the greatest contributor toward children discontinuing education as they enter middle and late adolescence. Besides household dynamics and shocks, boys in particular discontinue schooling due to paid work, while girls spend long hours in domestic chores at the cost of attending school. While in-school factors, particularly quality, cannot be ignored, it is important to provide social protection nets to the poorest families in order to achieve Sustainable Development Goal Goal 4.
