Abstract:
Sex trafficking, a pervasive problem in many parts of the world, has become increasingly salient to policymakers and the general public. Activists, politicians, and scholars continue to engage in debates about how best to curb it. This Article discusses one especially contentious dimension of these debates: does banning prostitution reduce sex trafficking? Or is legalizing prostitution the optimal approach? Or is there a third, better way? Proceeding both theoretically and empirically, this Article seeks to cast light on the relationship between different types of prostitution laws and the prevalence of sex trafficking and human trafficking. It attempts to make three contributions to the literature. First, it builds on existing theories of the link between the demand for purchased sex and the supply of sex-trafficking victims to create a simple ordinal measure of prostitution laws. This measure, which the Article dubs the Prostitution Law Index (PLI), captures not only whether prostitution overall is legal or illegal, but whether buying sex is legal or illegal and whether selling sex is legal or illegal, which better reflects the actual cross-country variation in prostitution laws. The PLI takes into account scale, substitution, and replacement effects in the market for prostitution, where scale refers to increases in the prevalence of trafficking that are caused by growth of the overall market for prostitution; substitution to decreases in trafficking caused by current consumers who purchase sex with trafficking victims and, based on the risk of criminal sanction, shift to instead purchasing sex with individuals who voluntarily sell sex, thereby crowding out trafficking victims; and replacement to decreases in trafficking caused by new voluntary sellers of sex who, incentivized by changes in prostitution laws, enter the market and crowd out trafficking victims. The PLI ranks prostitution laws across countries on a four-point scale (from 1 to 4), based on their expected effectiveness (from least to most effective) in reducing sex trafficking. Second, the study uses a recent dataset provided by the European Union to map the statistical relationship between PLI scores and prevalence of sex trafficking, based on the Article’s theory of scale, substitution, and replacement effects. The analysis suggests that there generally is an inverse relationship between a country’s PLI score and the prevalence of trafficking in that country. Greater legislative efforts to reduce scale and to increase substitution and replacement appear, on average, to be associated with lower levels of sex trafficking. Third, the Article presents a basic Difference-in-Differences analysis—on the basis of extremely limited data and thus with an unusually large number of caveats— of Norway’s 2009 prostitution law reform. Tentative results indicate that the Norwegian reform, which made it legal to sell but illegal to buy sex, may potentially have helped reduce the prevalence of trafficking there.

In this two-piece study, the author introduces the most important international organizations and institutions fighting against money laundering of our time, through the main chapters of the formation of the international institutional system. The first part is focused on the creation of the international institutional system fighting against money laundering.By the 21st century the phenomenon of money laundering—with the need of the laundering of gradually increasing “dirty” money, mainly from drugs, weapons and human trafficking, prostitution and corruption—has become a worldwide problem. With the increasing organization of international criminal groups—taking advantage of the free movement of money and financial services—are using more and more refined techniques to get more profits with their illegal activities. Money laundering will not leave terrorism untouched—casting a shadow on our everyday life—as particular radical groups use every means necessary to lay their hands on money sources anonymously needed for their existence, as it supplies their destructive actions; and naturally procuring this money the best sources are the money laundered by criminals. Recognising the money laundering and the negative and destructive effects of new crimes on everyday economic, financial and political life based on laundering, the leading countries of the world started international legislation against money laundering and terrorism which laws and codes are strictly regulating the different financial and bank supervision of the nation states. Despite the onsetting difficulties and indecisiveness, it was clear for the European Union that only strong international collaboration—and the unified understanding of measures—is the only power to stop the spread of money laundering.

Abstract:
In the late 20-th – early 21-st centuries in society under the influence of globalization and informatization there were dramatic changes in the field of sexual values of domestic youth: pluralism and tolerance in relation to sexual life; autonomization of adolescent and youthful sexuality from external forms of control; commercialization of sex (prostitution, pornography, eroticization of advertising, etc.); rehabilitation of unproductive forms of sexuality; legalization of same-sex love; etc. There was a need to radically improve the theoretical and practical solution to the problems of sexual socialization. The first step towards the implementation of this goal was the adoption by the European Union in 2010 of the “Standards of Sexual Education in Europe”, which marked the beginning of the creation of a regulatory framework for sexual socialization of pupils and was to promote a holistic system of sexual education and provide children and young people with objective, scientifically reliable information about all aspects of sexuality. The aim of the article: Based on the analysis of “Standards of Sexual Education in Europe” to prove the need and relevance of the introduction in educational institutions of Ukraine sexual socialization of the school children, to indicate the main steps in the implementation of the best foreign experience in light of the recommendations of this document. The article points out the Standards’ emphasis on the mistakes of traditional sexual socialization, which tried to misgive the youth associative relationship between sex and danger, focusing on the potential risks of sexuality. The article on a large array of research material shows the low level of sexual education and sexual culture of Ukrainian schoolchildren, noted factors that hinder the introduction of sexual education courses recommended by WHO for all European countries. The article on the experience of educational systems of the European Union emphasizes the positive aspects of the introduction of systematic courses of sexual education into the domestic education system. A detailed study of the “Standards of Sexual Education in Europe” and the study of the staging of sexual socialization in foreign countries gave the authors the opportunity to justify the need to use a number of elements of foreign experience in Ukraine. The article defines criteria for assessing the successful implementation of sexual socialization: sexual issues are considered and discussed openly as a positive, integrative part of health; sexual education programs must be adapted to the specific needs and realities of the respective country; there is state support for measures on sexual socialization; sexual socialization takes into account the gender aspect; mandatory linkage of sexual socialization to premarital training of schoolchildren and responsible parenthood; partnership of schools and families, government and non-governmental organizations, various consulting centers in solving the problems of sexual socialization of schoolchildren, etc.

Abstract:
Prostitution has not received the academic interest it deserves in Poland. On the one hand the issue of eroticism and human sexuality is a relatively strong cultural taboo, on the other research on prostitution raises numerous methodological diffi culties. The purpose of this article is to explore two issues. The fi rst is go back to unsatisfactory attempts to defi ne the commercial sex. The second is to look at legal regulations regarding this issue in Poland and several European countries. At the level of sociological reflection, prostitution can be defi ned by referring to the elements of a specifi c interaction between two people, one of whom offers paid sex and the other of whom is interested in using such a service. Prostitution is defi ned completely differently in law and in several European countries, for example in Great Britain and Austria there are interesting legal provisions. But I propose my own definition of prostitution or sex work in which the eight elements are combined. As far as legal regulations of prostitution are concern four categories of countries can be mentioned in Europe. From these in which the provision and purchase of sexual services is prohibited, to those where prostitution is legal and the professional status of the person engaging in it is regulated. There is also variety of perceptions of prostitution as a social phenomenon and different typologies of policies implemented by individual countries. But it appears that further studies on sex business and prostitution as a social phenomenon are needed.

Abstract:
Purpose The purpose of this paper is to analyse the effect of six governance indicators on the rate of creation of new companies between countries that are members of the European Union (EU) and those that are not. H1 states that the various dimensions of governance help to explain the immediate creation of new businesses in European and non-European countries. H2 states that the various dimensions of governance help to explain the deferred creation of new businesses in European and non-European countries. Design/methodology/approach The paper uses two types of analyses: firstly, univariate analysis, which is a descriptive statistics of the dependent, independent and control variables, and the results of a t-test; and secondly, multivariate analysis, which estimates using the fixed-effects estimator under the specifications previously raised for the subsample of 28 EU countries and for the subsample of 103 non-EU countries during the period 2004-2014. Findings The results show that the variables of governance are not significantly higher in the EU, although the density of the enterprises is. Within the governance indicators, government effectiveness is significant in the EU. The results obtained for the EU confirmed H1and H2, with a significant positive effect of government effectiveness on entrepreneurship, while the other governance variables were not significant in the EU subsample. The results obtained for non-EU countries suggest no significant immediate effects (H1) and a slightly significant delayed effect of rule of law on the entrepreneurship (H2) concerned. Research limitations/implications Future research in this area could consider introducing another regional division or other types of methodology as variables affect models. Practical implications Governance can be defined as the ability of a government and its public institutions to provide services and design, and implement rules, which is a factor that affects the creation of new companies. However, the effect of governance could differ depending on the country and its economic environment. This paper analyses the effect of six governance indicators on the rate of creation of new companies considering two different geographic regions as countries are presumably heterogeneous. Therefore, these results indicate that the effect of governance variables on entrepreneurship differs according to the region. Social implications The effect of governance variables on entrepreneurship according to the region is also known. Originality/value This study applied panel data analysis to two samples of countries during the period 2004-2014, one formed by 28 countries of the EU and the other by 103 non-EU countries. No other paper considers this number of countries for this period. To assess the impact of governance on the creation of new companies, this paper considered the existence of immediate and deferred effects of governance on entrepreneurship.

This article attempts to analyze and compare the two most influential systems that regulate prostitution in Europe: the Nordic model that is based on the total prohibition of prostitution and on the penalization of the purchase of sexual services and the German-Dutch model that introduces the normalization of prostitution via the legalization of the activity in question and the imposition of State controls and regulations.Furthermore, the article will focus on the policy of the European Union as well as on the Greek legislation regarding the confrontation of the phenomenon of prostitution. As far as the latter is concerned, the inconsistencies of the current legal framework and its applicability problems will be highlighted and the first efforts aiming at an alternative regulation of prostitution will be described.

Abstract:
The objective of the study is to analyze the effects of two breakpoints on the relationships of Istanbul Stock Exchange with the European stock markets and on the relationships among these European stock markets to increase the economic integration. The breakpoints are the execution of the Customs Union Agreement of Turkey with the European Union in 1/1/1996 and the introduction of the Euro in 1/1/1999. While both breakpoints have effects on Turkey&rsquo
s economic relations, the European Union countries are expected to be influenced by only the introduction of the Euro. Stock market indices provided by DataStream is utilized. The statistical techniques used include the correlation and cointegration analysis. Results indicate that when examined on pair wise basis Turkish stock market has more liaisons with the European stock markets, in general, after the Customs Union
but less liaisons after the conversion to Euro. However, when examined as a group, the cointegration result finds the Euro as influential as the Customs Union. Alternatively, the European stock markets have decreasing integrations as a result of correlation analysis after the Euro, but it is an influential breakpoint according to cointegrating structures.

L'emploi informel est devenu un sérieux défi pour l'économie ukrainienne et des pays en transition au cours de l'adaptation aux conditions du marché. La tendance du nombre de travailleurs qui participent au secteur informel est en hausse depuis les dernières années. Dans mes recherches, je vais présenter l'état actuel de l'emploi informel en Ukraine et les pays en transition. Une attention particulière est accordée à la répartition du travail entre les différentes catégories de population, en divisant les individus en cinq catégories (employés formels, employés informels, travailleurs indépendants formels, travailleurs indépendants informels et chômeurs) selon la définition de l'emploi informel de l'OIT. Nous examinons le marché du travail en utilisant les données de Ukrainian Longitudinal Monitoring Survey pour l'Ukraine et Survey on Living and Income Conditions pour les pays en transition et nous élaborons la fonction des gains du capital humain pour le marché du travail en appliquant la fonction de répartition des gains de Mincer, afin d'étudier les facteurs qui déterminent les revenus et le choix de l'emploi de l'individu en Ukraine et les pays en transition
Informal employment became a serious challenge for the Ukrainian economy and economy of transition countries during the adjustment to market conditions. Trends of the number of workers participating in the informal sector have been rising for the last years. In my research I will present the current state of informal employment of Ukraine and transition countries. Detailed attention is paid to labour distribution across different population categories by dividing the individuals into five categories (formal employee, informal employee, formal self-employed, informal self-employed and unemployed) following the definition of informal employment from the ILO. We examine labour market using the data of the Ukrainian Longitudinal Monitoring Survey for Ukraine and the Survey on Living and Income Conditions for transition countries and we design human capital earnings function for labour market by applying Mincer earnings distribution function in order to investigate the factors that determine the individual’s earnings and choice of the employment status both for Ukraine and transition countries

Abstract:
In the last few decades the European Union (EU) and its members have emphasized the importance of human rights and the need to improve human rights conditions in Third World countries. In this research project, I attempted to find out whether the European Union and its members practice what they preach by giving precedence to countries that respect human rights through their Official Development Assistance (ODA) program. Furthermore, I tried to analyze whether European integration occurs at the foreign policy level through aid allocation. Based on the literatures on political conditionality and on the relationship between human rights and foreign aid allocation, I expected that all EU members promote principles of good governance by rewarding countries that protect the human rights of their citizens. I conducted a cross-sectional time-series selection model over all recipients of ODA for each of the twelve members for which I have data, the European Commission, and the aggregate EU disbursements from 1979 to 1998.

Together with the transition from the industrial society to the information society, Innovation at the forefront of the countries' development arguments has strategic significance for companies, industries, and countries and it is emerging as the main element of being in the market. Also, Innovation has vital importance in determining the policies of countries because of increasing social welfare and living standards of individuals. Countries having effective innovation policies and systems are rapidly advancing in the development race. Even in countries with low innovation performance, demand for innovative products and services are high. According to the Lisbon Strategy, it is important to know the innovation performances of the member countries of the European Union, which see the innovation as the basic element of economic growth, and to measure their activities. For these reasons, the purpose of this research is to analyze the innovation performances of the EU member countries. So, Data Envelopment Analysis (DEA) to measure the performance of each member country against the other member countries in the group consisting of European Union countries was considered. Therefore, the variables that are used in determining the level of innovation of the member states of the European Commission were respectively considered as Input Variables (Human Research, Research Systems, Finance, and Support) and Output Variables (Innovators, Economic effects). Tone (2001)'s Slack-Based Model and Lotfi & Poursakhi (2012)'s dynamic DEA Model was considered together to measure the efficiency of the countries in few periods instead of a single period.

Abstract:
This working paper examines the puzzle of the gaps between the images that the EU projects, voluntarily and involuntarily, and the perceptions of the EU in Latin America. After reviewing some of the debates related to the role of perceptions in public policy and EU Public Diplomacy (EUPD), the paper analyzes some critical developments in global perceptions of the EU based on the study Update of the 2015 Analysis of the Perception of the EU and EU Policies Abroad (2021 Update Study), which assessed the attitudes of the EU in 13 countries. The third section examines some studies on the attitudes of the EU in Latin America, including some contributions from Latinobarometer. The fourth section offers comparative cases of EU perception in Brazil, Mexico, and Colombia based on the findings of the 2021 Update Study. The analysis of each country relies on the interpretation of surveys with some references to the press analysis and interview methods provided in the 2021 Update Study. Each case discusses specific trends in the following areas: visibility, primary descriptors, global economics, and international leadership. Also, it identifies some patterns in perceptions of the EU in social development, climate change, research/technology, development assistance, culture, the case of the critical juncture in the survey (pandemic), and the EU as a normative setter. The final section offers some general trends in the perceptions of the EU in Latin America.

Abstract:
The Ukraine war has added to the pressure to address the links between the environment, natural resource management and conflict. This SIPRI Research Policy Paper assesses the priorities of selected European Union (EU) member states regarding climate-related security risks, explores their strategies for pursuing these at EU level and identifies steps for further action. It finds that the appetite to tackle climate-related security risks at EU level is mixed. While maintaining the operational efficiency of the military is a red line, concentrating efforts on research, development and peacekeeping is acceptable even to countries that do not prioritize climate insecurity in their policies. Country strategies for pursuing such efforts involve spotlighting climate security during their respective rotating Council presidencies, working closely with the European External Action Service and the European Commission, and collaborating with like-minded member states. The paper recommends additional steps for action but in order to make effective adjustments to EU processes, climate security will need greater prominence on the EU agenda.

This SIPRI Research Policy Paper identifies European Union (EU) member states’ efforts to address climate-related security risks in the short to medium term and suggests entry points for further action. Even countries making visible attempts to mainstream the linkages between climate and security are falling short of pursuing a comprehensive approach. Among the ongoing initiatives that might bear fruit in one to three years are: appointing climate security advisers; climate proofing peacebuilding and conflict proofing climate action; investing in early warning and risk mapping; reassessing climate financing and development aid; and building up the operational resilience of the military. Strengthening such efforts would involve: incorporating climate insecurity into foreign and security policy dialogues; increasing conflict-sensitive climate adaptation finance; sensitization to climate change and conflict; and improving the operationalization of early warning. To remain credible, EU member states must advance their climate security initiatives and close the gap between rhetoric and practice.

Abstract:
This paper employs a panel data econometric approach in order to empirically ascertain the role of the phenomenon of financialisation in the deceleration of labour productivity in the European Union (EU) countries from 1980 to 2019. During that time, the EU countries suffered a huge structural transformation based on Reaganomics and Thatcherism and their financial systems have experienced strong liberalisation and deregulation, which have contributed to poor evolution of labour productivity and have revived fears around a new ‘secular stagnation’ in the era of financialisation. Grounded in post-Keynesian literature, the slowdown of labour productivity in the majority of developed economies in the last decades cannot be separated from the phenomenon of financialisation, which has occurred through four different channels, namely the weak economic performance, the decline in the labour income share, the increase in personal income inequality, and strengthening of the degree of financialisation. Our findings confirm that lagged labour productivity, economic performance, and labour income share have a positive impact on labour productivity in the EU countries, while personal income inequality and the degree of financialisation impact it negatively. Our findings also reveal that labour productivity in the EU countries in the last decades would have grown more if there had been a stronger economic performance, a smaller decline (or even a rise) of the labour income share, a smaller increase (or even a decrease) of personal income inequality, and a weakening of the degree of financialisation.
