Abstract:
This book introduces to the theory of probabilities from the beginning. Assuming that the reader possesses the normal mathematical level acquired at the end of the secondary school, we aim to equip him with a solid basis in probability theory. The theory is preceded by a general chapter on counting methods. Then, the theory of probabilities is presented in a discrete framework. Two objectives are sought. The first is to give the reader the ability to solve a large number of problems related to probability theory, including application problems in a variety of disciplines. The second is to prepare the reader before he takes course on the mathematical foundations of probability theory. In this later book, the reader will concentrate more on mathematical concepts, while in the present text, experimental frameworks are mostly found. If both objectives are met, the reader will have already acquired a definitive experience in problem-solving ability with the tools of probability theory and at the same time he is ready to move on to a theoretical course on probability theory based on the theory of Measure and Integration. The book ends with a chapter that allows the reader to begin an intermediate course in mathematical statistics.

Up-to-date chapters on theory of language learning, assessment, and evidence-based practice replace removed chapters. Chapters on English and American Sign Language structure and on the three major approaches (listening and spoken language, bilingual-bimodal instruction, and American Sign Language instruction) are updated. The chapters on teaching vocabulary and morphosyntax, how to ask and answer questions, and writing language objectives for individualized education plans are expanded. Specific examples of real cases are incorporated throughout the book. Finally, after a theoretical base of information on language instruction, many of the chapters provide language teachers with specific examples of how to answer the question: “What should I do on Monday?” The author avoids promoting one or another philosophy, presenting all and demonstrating the commonalities across classroom language instruction approaches for deaf and hard-of-hearing children.

Abstract:
Today’s vision of world order is founded upon the concept of strong, well-functioning states, in contrast to the destabilizing potential of failed or fragile states. This worldview has dominated international interventions over the past thirty years as enormous resources have been devoted to developing and extending the governance capacity of weak or failing states, hoping to transform them into reliable nodes in the global order. But with very few exceptions, this project has not delivered on its promise: countries like Somalia, Afghanistan, South Sudan, and the Democratic Republic of the Congo (DRC) remain mired in conflict despite decades of international interventions. This book addresses the question, Why has United Nations (UN) statebuilding so consistently failed to meet its objectives? It proposes an explanation based on the application of complexity theory to UN interventions in South Sudan and the DRC, where the UN has been tasked to implement massive stabilization and statebuilding missions. Far from being ‘ungoverned spaces’, these settings present complex, dynamical systems of governance with emergent properties that allow them to adapt and resist attempts to change them. UN interventions, based upon assumptions that gradual increases in institutional capacity will lead to improved governance, fail to reflect how change occurs in these systems and may in fact contribute to underlying patterns of exclusion and violence. Based on more than a decade of the author’s work in peacekeeping, this book offers a systemic mapping of how governance systems work, and indeed work against, UN interventions. Pursuing a complexity-driven approach instead helps to avoid unintentional consequences, identifies meaningful points of leverage, and opens the possibility of transforming societies from within.
