The article deals with the peculiarities of public administration in the field of intellectual property and the conceptual foundations of its procedures in the countries of the European Union. The conceptual foundations of the formation and development of public administration procedures in the field of intellectual property in the countries of the European Union are revealed. The pluralism of approaches to determining public administration procedures in the field of intellectual property in the European Union countries is analyzed. The legal framework of public administration procedures in the field of intellectual property in the countries of the European Union is presented. A modern analysis of the legislation of the European Union for the Protection of Intellectual Property Rights, including: copyright and related rights; protection of rights to inventions; utility models; industrial designs; brands; geographical indications; branded names; plant varieties; layout of semiconductor products; commercial secrecy; as well as legislation on civil law and customs ways to protect intellectual property rights in the European Union, the practice of application. It is established that in the national legal systems of European countries the regulation of public relations in the field of intellectual property is given considerable attention. At the same time, neither universal international treaties nor national legal regulation in the field of intellectual property can ensure the effectiveness of legal protection of the results of intellectual creative activity. The acts of the European Communities on Public Administration in the field of intellectual property are analyzed. The process of improving public administration procedures in the field of intellectual property in the countries of the European Union is analyzed and the legal framework of this process is presented. The conclusion was made on the relevance of the study of problems of public administration in the field of intellectual property in the countries of the European Union. Abstract:
Abstract The article deals with the problems of the development of property law in the legislation of Ukraine considering the experience of the countries of the European Union (EU). It is emphasised that the development of property law of Ukraine is determined primarily by the European tendencies of harmonisation, convergence and Europeanisation of the rights of EU Member States. The scientific doctrine of EU countries in the field of development and improvement of property law has been researched. The authors extrapolate the experience of regulation of property law in the EU countries on the development of the legal system of Ukraine. The principles of European property law are analysed: these are the principles of specificity, openness and transparency. It is concluded that recognising the existence of an EU system of substantive law will allow introducing appropriate substantive remedies that can successfully exist in addition to legal obligations.

Abstract:
The article investigates the mechanism of legal regulation of property relations of partners in de facto unions. The national legislation of European states is analyzed, as well as the recommendations of the Commission on European Family Law, suggestions for improving national legislation are made.It is determined that there are no uniform approaches in the legal regulation of partners in de facto unions in European countries, in particular in six countries such relations are unregulated, in fourteen countries such relations are regulated by different branches of law, and in nine jurisdictions there is a special legal mechanism (Sweden, Hungary, Slovenia, Croatia, Catalonia, Portugal, Scotland, Ireland and Finland).The provisions of the Lithuanian Civil Code on the regulation of de facto marital relations, as well as the legislation of Croatia, Sweden, Norway and other countries are analyzed. It was found that in Scotland, civil partnerships were allowed for same-sex couples back in 2005, and for people of the opposite sex only from June 30, 2021.It is substantiated that in the context of Europeanization of private law, the position on the need to amend the Family Code of Ukraine and introduce the term «de facto union» recommended by the Commission on European Family Law in the Principles of European Family Law on property rights, maintenance and succession of couples in de facto unions.It is proved that in the process of Europeanization of private law the institution of de facto union should be regulated by the norms of the Family Code of Ukraine, which, taking into account the recommendations of the Commission on European Family Law should be improved as follows: contract on selling a dwelling in which partners live, as well as household items, is made with the consent of both partners; to guarantee partners the right to file a claim to the court for consent to dispose of the property without the consent of the other partner; to guarantee the principle of freedom of contract between partners in de facto unions; establish the right to compensation for a significant contribution to the property (or business) or profession of another partner; guarantee the right of the partner to inherit equally with the spouses, etc.

Abstract:
A property tax (or millage tax) is a levy on real estate that the owner is required to pay. The tax is levied by the governing authority of the jurisdiction in which the real estate property is located; it may be paid to a national government, a federated state, a county or geographical region, or a municipality. Multiple jurisdictions may tax the same property. This is in contrast to a rent and mortgage tax, which is based on a percentage of the rent or mortgage value. There are four broad types of property: land, improvements to land (immovable man-made objects, such as buildings), personal property (movable man-made objects), and intangible property. Real property (also called real estate or realty) means the combination of land and improvements. Under a property tax system, the government requires and/or performs an appraisal of the monetary value of each property, and tax is assessed in proportion to that value. Forms of property tax used vary among countries and jurisdictions. Real property is often taxed based on its classification. Classification is the grouping of properties based on similar use. Real estate properties in different classes are taxed at different rates. Examples of different classes of property are residential, commercial, industrial and vacant real property. In Israel, for example, property tax rates are double for vacant apartments versus occupied apartments.

Abstract:
The aim of the study presented in the paper was to assess the level of investment in farms in European Union countries. The assessment applied the reproduction rate, fixed-asset reproduction rate and the investment rate. Studies were performed for all farms and farms divided into classes according to economic size (KS6 classification). The study covered years 2007–2016. As significant changes were observed in individual years, the study period was divided into two equal sub-periods, for which average values of the ratios were determined. The studies showed that the level of investment in farms as taken jointly for all EU countries is not enough to reproduce their assets in both sub-periods. What needs to be positively assessed is the fact that the values of all indicators grow as the economic size of farms grows. The level of reproduction and multiplication of property in Polish farms is lower than the EU average for economically weaker farms, but it is usually higher for the stronger ones.

Properly constructed criminal law provisions can prevent the destruction of heritage. The laws of the European Union are not an appropriate toolto reduce this phenomenon, although an analysis of criminal laws of individual countries may help in developing effective solutions in the Polish legalsystem. This article presents the criminal law solutions to protect againstthe destruction of heritage in France, Italy and Austria. Comparison of theprovisions in these European countries allows the effective scope of protection of their cultural property to be indicated and to assess the possibility ofincluding some of the standards to the Polish system of heritage protection.

Abstract:
Purpose The purpose of this study is to contribute to the relatively narrow existing residential real estate literature by developing and validating several univariate forecasting models, to reliably anticipate future house price dynamics across several European Union (EU) countries. Design/methodology/approach The research approach relies on the time series analysis, by using the Box–Jenkins autoregressive integrated moving average (ARIMA) methodology to explore the trends of residential property prices in selected EU countries and to obtain a snapshot of the potential signs of change to be witnessed by domestic residential markets on a short time-period. The analysis has been performed distinctly for each country in the sample, to account for country-specific past and future trends as well as similarities in their house price growth rate evolutions. The models were estimated for a broad sample of quarterly observations during 1990-2015, while the forecast horizon ranged between the third quarter of 2015 and the fourth quarter of 2016. Findings The findings suggested that residential property prices’ real growth rate can be modeled through the Box–Jenkins method for France, The Netherlands, Sweden and UK. The pattern of Italy’s residential property prices’ real growth rate cannot be explained by means of univariate ARIMA models, being more suited for multivariate models. Originality/value The article subscribes to the need for timely, high-frequency and quality data about house price trends in Europe, to increase the accuracy of forecasts and prevent the appearance of bubbles on real estate market. It compares residential property prices’ dynamics across European countries to identify housing markets with similar patterns of their prices.

AbstractThe EU trademark law has recorded the important changes in the last years. The Community trademark in the past and the EU trademark at the present have become very popular legal measures not only in the EU Member States but also in the third countries. Its preferences are increasing year to year. The EU trademark may consist of a sign that fulfils two main attributes. Firstly, there is a distinctive character. Secondly, there is a capability of being represented on the Register of the EU trademarks. The second attribute is new and replaced the previous attribute - capability of being represented graphically. The interpretation of the above mentioned attributes is not possible without the judgements of the Court of Justice of the European Union. It is necessary to take into account the kind of trademark, list of the goods and services, which should be signed by the trademark, and its perception by the public. The paper includes the main judgements of the Court of Justice of the European Union related to the interpretation of the sign that may be registered as the EU trademark. They are very helpful in the application practice of the European Union Intellectual Property Office and the national offices of the intellectual property as well.

Introduction. In the modern conditions of economic development, an important task is to study the specific features of real estate tax administration in the European Union in order to implement best practices in the Ukrainian system, especially during martial condition and postwar reconstruction of Ukraine. European experience shows that the real estate tax, using the right approach, can become one of the important provisions of the revenue side of budgets at various levels. The purpose of the paper is to substantiate the theoretical and applied provisions of real estate taxation in the European Union and the formation of measures for effective administration of real estate tax in modern Ukrainian fiscal practice. Results. The paper examines the current features of real estate taxation in the European Union. Emphasis is placed on specific procedures for applying real estate tax rates in some European countries. A comparative analysis of the elements of real estate tax in the European Union and Ukraine is conducted. The monitoring of system-wide trends in the development of property taxation in the European Union and Ukraine revealed a high degree of compliance of domestic and European property tax systems. In particular, in Ukraine, as well as in the EU member states, there is an increasing role of property taxes in the fiscal policy of the state and municipalities. Attention is drawn to the controversial provisions and prospects of riches taxation, which can serve as a potential in solution budget problems of national economies. Conclusions. The actual normative positions on optimization of property taxation in Ukraine in the conditions of martial condition are systematized. The conducted research made it possible to form scenarios for strengthening the fiscal potential of the real estate tax in Ukraine, taking into account the experience of the European Union in the period of economic recovery.

ENGLISH ABSTRACT: In October 1999 South Africa and the European Union (EU) signed a free trade agreement, the Trade Development and Co-operation Agreement (TDCA), which came into effect on 1 January 2000. The TDCA was developed to enhance bilateral trade, economic-, political- and social cooperation and consists of three components - the creation of a Free Trade Area between South-Africa and the EU, EU financial aid to South Africa through the European Programme for Reconstruction and Development (EPRD), and project aid. However, the EU, in an effort to secure the best possible deal for itself, often behave in its own interests (through the manipulation of the Wine and Spirits Agreement) during the negotiations for the TDCA. The goal of this study was to establish what exactly trademarks are, and what implications the EU's protection of intellectual property rights on wine and spirits trademarks will have on i) the South African wine industry, ii) whether South Africa could have exercised another option, iii) whether this action has created a precedent with which the EU can, in future, again force South Africa or any of its other developing trade partners to make concessions, and iv) who gains the most from the TDCA. The concludes that the EU, through the manipulation of the Wine and Spirits Agreement, left South Africa with no choice by to concede the use of the contested trademarks - something that has already taken its toll on the South African wine industry - in order to save the TDCA. This action created a precedent that the EU will, in future, again be in a position to threaten developing countries with the termination of an agreement should they fail to comply with its demands. Finally, the conclusion is made that even though the TDCA was created to assist South Africa with its reintegration into the world market, it will ultimately be the EU that benefits most from the agreement.
AFRIKAANSE OPSOMMING: Suid-Afrika en die Europese Unie (EU) het in Oktober 1999 In vryehandelsooreenkoms, die Trade Development and Co-operation Agreement (TDCA) onderteken, wat op 1 Januarie 2000 in werking getree het. Die TDCA is ontwerp om bilaterale handel-, ekonomiese-, politieke- en sosiale samewerking te bevorder en bestaan uit drie komponente, naamlik die skep van 'n vryehandelgebied tussen die EU en Suid-Afrika; finansiele steun deur die EU aan Suid-Afrika onder die European Programme for Reconstruction and Development (EPRD) en projekhulp. Die EU het egter dikwels in eiebelang opgetree (deur middel van die manipulasie van die Wyn- en Spiritus Ooreenkoms) tydens die onderhandelingsproses in 'n poging om die beste moontlike ooreenkoms vir homself te beding. ENGLISH ABSTRACT: This thesis deals with the Trade, Development and Cooperation Agreement (TDCA) between the European Union and the Republic of South Africa, which was concluded in October 1999. In particular, the agreement is analysed in the light of the negotiating process between the parties, the contents of the agreement, the applicability of WTO law and the compatibility of the agreement with it and the Port and Sherry Agreement. Since the EU emphasised its aim to commence economic and development cooperation with other African, Caribbean and Pacific (ACP) countries on a reciprocal basis during the negotiations for a successor of the Lomé Convention, the TDCA between the EU and South Africa had to be seen as a "pilot project" for future cooperation agreements between countries at different levels of development. The TDCA between the EU and South Africa is therefore not only very important for the two concerned parties, but could serve as an example for further negotiations between the EU and other ACP countries. Thus the purpose of this thesis is to examine the TDCA between the EU and South Africa from a wider global perspective. The thesis is divided into six Chapters: The first Chapter provides an introduction to the circumstances under which the negotiations between the EU and South Africa commenced. It deals briefly with the economic situation in South Africa during the apartheid era and presents reasons why the parties wanted to enter into bilateral negotiations. The introductory part furthermore presents an overview of the contents of the thesis. The second chapter contains a detailed description of the negotiating process that took place between the parties and shows why it took 43 months and 21 rounds of negotiations to reach a deal. South Africa's partial accession to the Lomé Convention and the conclusion of separate agreements such as the Wine and Spirits Agreement, are also analysed. Chapter three presents the various components of the TOCA and illustrates what the negotiators achieved. This chapter on the TOCA concludes with an evaluation of the Agreement and shows the potential benefits to South Africa and the EU. Since the Agreement had to satisfy international rules, the provisions of the General Agreement on Tariffs and TradelWorld Trade Organisation (GATTIWTO) were of major importance. The EC Treaty, however, does not contain any provision that indicates whether, or how, an international agreement like the GATTIWTO penetrates the Community legal order. In Chapter four, accordingly, questions are raised regarding the extent to which the bilateral agreement between South Africa and the EU was influenced by the GATTIWTO provisions and how these rules were incorporated into the agreement. Furthermore, since the parties agreed on the establishment of a free trade area, this chapter deals with the question of in how far the TOCA is in line with Article XXIV GATT. In addition to the GATT provisions, the TOCA is also affected by the Agreement on Trade Related Aspects of Intellectual Property Rights (TRIPs). Therefore Chapter five deals with TRIPs in connection with the TOCA. The use of the terms "Port" and "Sherry" as the major stumbling block to the conclusion of the TOCA is analysed more closely. The final part, namely Chapter six, provides a summary of the results of the investigation. Furthermore, a conclusion is provided with regard to the question of whether the TOeA can be seen as an example for further trade relations between the EU and other ACP countries.
AFRIKAANSE OPSOMMING: Hierdie tesis is gerig op die Handels-, Ontwikkelings- en Samewerkingsooreenkoms (TDGA) tussen die Europese Unie (EU) en die Republiek van Suid Afrika wat in Oktober 1999 gesluit is. Die ooreenkoms word veral in die lig van die onderhandelingsproses tussen die partye, die inhoud van die ooreenkoms, die toepaslikheid van Wêreldhandelsorganisasiereg en die versoenbaarheid daarvan met die ooreenkoms en die Port en Sjerrie-ooreenkoms ontleed. Aangesien die EU sy oogmerk van wederkerige ekonomiese en ontwikkelings-gerigte samewerking met ander lande in Afrika en die Karibiese en Stille Oseaan-Eilande gedurende die onderhandelings vir 'n opvolger van die Lomé Konvensie beklemtoon het, moes die ooreenkoms tussen die EU en Suid-Afrika as 'n "loodsprojek" vir toekomstige samewerkingsooreenkomste tussen lande wat op verskillende vlakke van onwikkeling is, gesien word. Die Handels-, Ontwikkelings- en Samewerkingsooreenkoms tussen die EU en Suid-Afrika is dus nie net baie belangrik vir die betrokke partye nie, maar dit kan ook as 'n voorbeeld vir verdere onderhandelings tussen die EU en lande van Afrika en die Karibiese- en Stille Oseaan-Eilande dien. Die doel van dié tesis is om die Handels-, Ontwikkelings- en Samewekingsooreenkoms tussen die EU en Suid-Afrika vanuit 'n meer globale perspektief te beskou. Die tesis is in ses Hoofstukke ingedeel: Die eerste hoofstuk bied 'n inleiding tot die omstandighede waaronder die onderhandelings tussen die EU en Suid-Afrika begin het. Dit behandel die Suid- Afrikaanse ekonomiese situasie onder apartheid kortliks en toon hoekom die partye tweesydige onderhandelings wou aanknoop. Verder bied die inleidende deel 'n oorsig oor die inhoud van die tesis. Suid-Afrika se gedeeltelike toetrede tot die Lomé Konvensie en die sluit van aparte ooreenkomste soos die Port- en Sjerrieooreenkoms word ook ontleed. Die daaropvolgende hoofstuk bespreek die verskillende komponente van die Handels-, Ontwikkelings- en Samewerkingsooreenkoms en toon wat die onderhandelaars bereik het. Hierdie hoofstuk oor die Ooreenkoms sluit af met 'n evaluering daarvan en dui die potensiële voordele van die Ooreenkoms vir Suid- Afrika en die EU aan. La réalisation du marché intérieur européen par une meilleure intégration des marchés financiers est aujourd’hui devenue une réalité. L'objectif est toutefois loin d'être atteint en matière de crédit hypothécaire, nonobstant de nombreuses initiatives européennes. Compte tenu de ces difficultés et du postulat selon lequel il serait impossible d'harmoniser le droit des suretés immobilières en raison de leur ancrage culturel et national, une proposition alternative consistant dans la création d'une sûreté immobilière commune (euro-hypothèque), venant se superposer aux systèmes nationaux, a été formulée depuis un certain nombre d'années. La recherche analyse dans un premier temps la réalité du postulat précité à la lumière du droit comparé et conclut qu'en réalité, les différents systèmes trouvent non seulement leur origine dans un modèle identique, fondé sur le caractère accessoire de la sûreté, mais ont en outre connu une évolution similaire au cours de ces dernières années. Il apparaît que ce modèle constitue la meilleure base pour toute harmonisation européenne. Après avoir examiné l'interaction avec le droit international privé, sous l'angle de la protection du consommateur, et le droit européen, sous l'angle de la question de la compétence communautaire et du principe de subsidiarité, des pistes sont proposés pour opérer un rapprochement des législations nationales relatives au crédit hypothécaire. La proposition consiste à intégrer dans un seul instrument juridique contraignant (une directive européenne) les différentes propositions permettant d'opérer un rapprochement des législations nationales à trois niveaux :celui de la sûreté immobilière et de la publicité foncier, celui du contrat de prêt et enfin, celui relatif à la procédure de réalisation de l'immeuble.

The objective of the study is to analyze the effects of two breakpoints on the relationships of Istanbul Stock Exchange with the European stock markets and on the relationships among these European stock markets to increase the economic integration. The breakpoints are the execution of the Customs Union Agreement of Turkey with the European Union in 1/1/1996 and the introduction of the Euro in 1/1/1999. While both breakpoints have effects on Turkey&rsquo
s economic relations, the European Union countries are expected to be influenced by only the introduction of the Euro. Stock market indices provided by DataStream is utilized. The statistical techniques used include the correlation and cointegration analysis. Results indicate that when examined on pair wise basis Turkish stock market has more liaisons with the European stock markets, in general, after the Customs Union
but less liaisons after the conversion to Euro. However, when examined as a group, the cointegration result finds the Euro as influential as the Customs Union. Alternatively, the European stock markets have decreasing integrations as a result of correlation analysis after the Euro, but it is an influential breakpoint according to cointegrating structures.

L'emploi informel est devenu un sérieux défi pour l'économie ukrainienne et des pays en transition au cours de l'adaptation aux conditions du marché. La tendance du nombre de travailleurs qui participent au secteur informel est en hausse depuis les dernières années. Dans mes recherches, je vais présenter l'état actuel de l'emploi informel en Ukraine et les pays en transition. Une attention particulière est accordée à la répartition du travail entre les différentes catégories de population, en divisant les individus en cinq catégories (employés formels, employés informels, travailleurs indépendants formels, travailleurs indépendants informels et chômeurs) selon la définition de l'emploi informel de l'OIT. Nous examinons le marché du travail en utilisant les données de Ukrainian Longitudinal Monitoring Survey pour l'Ukraine et Survey on Living and Income Conditions pour les pays en transition et nous élaborons la fonction des gains du capital humain pour le marché du travail en appliquant la fonction de répartition des gains de Mincer, afin d'étudier les facteurs qui déterminent les revenus et le choix de l'emploi de l'individu en Ukraine et les pays en transition
Informal employment became a serious challenge for the Ukrainian economy and economy of transition countries during the adjustment to market conditions. Trends of the number of workers participating in the informal sector have been rising for the last years. In my research I will present the current state of informal employment of Ukraine and transition countries. Detailed attention is paid to labour distribution across different population categories by dividing the individuals into five categories (formal employee, informal employee, formal self-employed, informal self-employed and unemployed) following the definition of informal employment from the ILO. We examine labour market using the data of the Ukrainian Longitudinal Monitoring Survey for Ukraine and the Survey on Living and Income Conditions for transition countries and we design human capital earnings function for labour market by applying Mincer earnings distribution function in order to investigate the factors that determine the individual’s earnings and choice of the employment status both for Ukraine and transition countries

Abstract:
Reducing greenhouse gases emissions is one of the major environmental challenges of the modern world. The European Union (EU) has set itself ambitious reduction targets. Proper monitoring of emissions and its valuation is necessary to achieve this goal. In addition, valuation (in monetary terms) will help to raise awareness of the climate change costs among society. The aim of this article is to present international comparisons within the EU covering the monitoring and valuation of aggregate emissions of selected greenhouse gases in general and in agriculture. The study uses Eurostat data for the years 2007-2015. The evaluation was based on the average annual price of carbon dioxide allowances under the European Union Emissions Trading System. Leipzig stock market data were used to determine the price. The study compares the total greenhouse gas emissions and its value in different EU countries. These results show that the largest emitters in the EU are Germany, United Kingdom, France. A comparison of per capita and per GDP emissions results in an almost reversal of this order. The share of agriculture in greenhouse gas emissions was 11% in 2015 and ranged between countries from 3% (Malta) do 32% (Ireland). The results show also that the decline in value is greater than the decrease in emissions. This is due to the dramatic change in the price of allowances. The decrease in quantity of agricultural emission was 0,5%, whilst the decrease in value was 55,5% between years 2008 and 2015.

Abstract:
The economic results of many dynamically developing European countries largely depend on the availability of mineral raw materials. For this reason, securing their supplies from import must be supported by a committed foreign policy as well as a sustainable raw materials policy in the field of their obtaining from domestic sources, both from mineral deposits, as well as secondary and waste sources. Raw material security must be based on the diversification of supply sources and minimizing supply risks. The results of analyses show that the European Union relies heavily on imported raw materials, especially in industries recognized as strategic (renewable Energy - wind & PV; grids, Li-ion batteries (LIB), electric vehicles (EVs), Robotics and defense). Moreover, most of the import sources are countries with high or very high risk of supply. Recently, these risks are higher due to unstable political situation in Eastern Europe. Taking into account above, the European Union should consider the possibility of further development of its own mining industry, based on its own resources. The raw material potential of European countries is significant, but recently problems related to the possibility of launching new mining projects have been increasing. Social, environmental and spatial conditions play a decisive role. In this context, particular attention should be paid to the properly implemented policy of mineral deposits safeguarding which provides access to primary sources of raw materials (deposits), thus reducing dependence from unstable import sources.

Sustainable development approaches the concept of quality of life in all its complexity, from an economic, social and environmental point of view, promoting the idea of ​​the balance between economic development, social equity, efficient use and conservation of the environment. By its very nature, sustainable development represents the need for responsibility and education for environmental protection, and this aspect is reflected in the evolution of community policy in recent years, a policy marked by the transition from an approach based on constraint and sanction, to a more flexible, based one on incentives. Thus, it is acting in the direction of a voluntary approach, in order to promote this environmental responsibility and to encourage the use of environmental management systems. The environmental policy does not act independently, but reflects the interest of civil society in this direction, manifested by the creation of numerous environmental movements and organizations. Moreover, in some countries the creation and development of "green" political parties has been achieved, with real success in the political arena. However, resistance - or, more properly, the restraint and inertia that manifests itself, should not be forgotten, when environmental objectives seem to limit industrial competitiveness and economic growth; but this aspect only emphasizes once again the need for a concerted approach at European level and the need for an active and integrated environmental policy, capable of responding to the challenges that appear economically. The European environmental policy is based on the principles of precaution, prevention, correction of pollution at source and "polluter pays". The precautionary principle is a risk management tool that can be invoked if there is scientific uncertainty about a possible risk to human health or the environment, arising from a particular action or policy.

The approach to the cadastral value of the property is an indicator of the development of the real estate market, and therefore there are still divisions between countries preferring addictive this value from the surface and from values. The article comments on regulatory presented in selected European Union countries and presents original solution for the determination and correction of the cadastral value of the property, which is the basis to determine the property tax. About the tax character of this value, the fact that the introduction of social concern. Based on Poland, more than twenty years there has been discussion on this subject, but without regulation, there is only a discuss about the concepts of the system. The first attempts spatial analysis in order to determine the cadastral-tax areas have not yielded sufficient results, which is why the authors decided to present original solution resulting from the combination of statistical methods inclusive quantitative traits (facet surface) and qualitative characteristics (standard flat) with the characteristics of spatial (location, neighbourhood), in to determine the cadastral value of the property to eventually create the zones in cadastral-tax-zones. As an example, the property from the city Bochnia were used. The paper sought optimal zoning, to minimize variations and create homogeneous collections, which are enclosed areas, so that the weightings were small. To do this, the property housing was selected, as constituting the highest percentage of items on the market.

Banking sector plays a key role in financial system of every developed country. To know possible weaknesses proper risk management is necessary. European Banking Authority (EBA) is the arterial institution in attempt to consolidate risk management among different countries of European Union. EBA discloses on quarterly basis various Key Risk Indicators (KRIs) for all EU member countries. The goal of this paper is to analyze chosen KRIs of all EU countries and based on distances and similarities among them, insert them into homogenous groups. The purpose of the analysis is to seek insights into different countries bank’s sector and finding similarities among them, which might not be visible at the first glance. For the research, both hierarchical and non- hierarchical cluster analysis were performed. Results show that we could observe four groups of states which could be, with a little generalization, labeled as eastern countries, southern countries, northern countries and middle and core countries of EU, based on analyzed KRIs.

Abstract:
In recent years, the rule of law and, especially, its “proper” implementation has become one of the most debated topics in Europe in recent years. The “Big Bang Enlargement” marked the beginning of dilemmas whether the new EU Member States fulfil the necessary rule of law criteria and opened the way for divergent views on how to implement TEU Article 2 values in practice. Furthermore, constant problems and difficulty of the candidate countries to fulfil the necessary rule of law criteria added to the complexity of the problem. In turn, the European institutions have tried to introduce a series of mechanisms and procedures to improve the oversight and make the states follow the rules - starting from the famous Treaty on the European Union (TEU) Article 7, the Rule of Law Mechanism, annual reports on the rule of law and the most recent Conditionality Regulation. The Conditionality Regulation was finally adopted in December 2020 after much discussion and opposition from certain EU Member States. It calls for the suspension of payments, commitments and disbursement of instalments, and a reduction of funding in the cases of general deficiencies with the rule of law. On the other hand, similar provisions were laid out in the February 2020 enlargement negotiation methodology specifying that in the cases of no progress, imbalance of the overall negotiations or regression, the scope and intensity of pre-accession assistance can be adjusted downward thus descaling financial assistance to candidate countries. The similarities between the two mechanisms, one for the Member States, the other for candidate countries shows an increased sharing of experiences and approaches to dealing with possible deficiencies or breaches of the rule of law through economic sanctioning, in order to resolve challenges to the unity of the European union. The Covid-19 pandemic and the crisis it has provoked on many fronts has turned the attention of the Member States (i.e. the Council) away from the long running problematic issues. Consequently, the procedures against Poland and Hungary based on the Rule of Law Mechanism have slowed down or become fully stalled, while certain measures taken up by some European states have created concerns about the limitations of human rights and liberties. This paper, therefore, analyses the efforts the EU is making in protecting the rule of law in its Member States and the candidate countries. It also analyses the new focus of the EU in the financial area where it has started to develop novel mechanisms that would affect one of the most influential EU tools – the funding of member and candidate countries through its structural and enlargement policy. Finally, it attempts to determine and provide conclusions on the efficiency of new instruments with better regulated criteria and timing of activities will be and how much they would affect the EU and its current and future member states.

Besedes and Prusa (2006a-b) reveal that international trade relationships are often very short-lived contrary to previously thoughts. In line with this unexpected result, this study provides a statistical description and empirical analysis of the duration of Turkish exports. Specifically, Kaplan-Meier survival function is used to estimate the survival of trade flows over time and also a regression analysis using discrete-time duration models which allow us to properly control for unobserved heterogeneity and the presence of many tied duration times is used to explore the impact of key variables on hazard rates of export flows. The detailed trade data reported by BACI-CEPII are employed to analyze Turkey's export to European Union countries from 1998 to 2013 according to the 6-digit Harmonized system. Results obtained from the analysis of descriptive statistics suggest that the duration of Turkey’s export to European Union countries is short-lived. The median and mean duration of Turkey's exports are merely two years and 4.26, respectively. The Kaplan-Meier estimates of survival functions show that all survival curves are downward sloping with decreasing rate and about 40% of export relationships fails in the first year. The results of the discrete-time duration models indicate that product-market diversification, common language, total exports, initial value, importer GDP and lagged duration have a strong negative impact on the hazard rates of export flows. Whereas distance, common border and difference in GDP per capita have a positive effect on the hazard rates of export flows.

The Common Agricultural Policy (CAP) of the European Union has generated a great deal of attention and controversy among research community, practitioners and the wider population. The aim of this study is to overview and to discuss the thoughts and comments on the CAP which have been addressed by both its proponents and its opponents in the scientific publications, political commentaries, official reports, pubic opinion surveys and social-media-based public forums. While on the one hand, recent public opinion poll (Eurobarometer 2016) indicated broad support among EU citizens for the CAP; on the other hand, other sources give some strong arguments in favour of reducing or even scrapping the CAP. The CAP supporters (including European Commission itself) highlight, among others, the benefits of this policy (environmental; cultural; social vitality; food variety, quality and security; maintaining of rural employment, etc.) for all European citizens and not only for farmers, while CAP opponents stress its unfairness both to non-farmers (e.g. huge financial costs of its policy for taxpayers) and small farmers (large farmers benefit most), heavy administrative burden for farmers as well as the CAP’s destructing impact both on the EU states’ agriculture systems and developing countries’ agricultural markets. The CAP is basically the same for all EU member states but the EU countries differ considerably in terms of their rural development. According to some views, the CAP does not fit the Central and Eastern European countries. It represents a failure of the EU to adjust adequately from an exclusively Western European institution into a proper pan-European organization.

This work was supported by the Agency for Research and Development under the contract no. APVV-17-0217.Every year fires cause big damage to society, property, environment, buildings and infrastructure and pose a threat to life and health of persons in endangered areas. In most cases arson serves as insurance fraud or cover up any crime (e.g. robbery, embezzlement). However, there may be other reasons, e.g. in the case of the Commission of the European Union, the use of the product in envy, hatred, threats, blackmail, competitive struggle. Or social, political, or ethnic differences. In several cases, arson was used as a so-called 'arson attack'. The false flag, that is, the arsonist used the fire to accuse his enemy and took advantage of the wave of recourse that subsequently was raised against him. The circumstances of the cause and the fire are under investigation. After extinguishing a fire, it is standard procedure to seek and then either confirm, refute or further examine the possibility of intentional formation. In most countries of the world, arson is treated as a crime and seen as harming a stranger or a threat to life.

Abstract:
Today we need more than basic skills to use a computer. Due also to the current pandemic situation we have a lot of on-line activities - starting from school, work, training, shopping, paying the bills, exercising, watching a movie and many others. Fortunately, the Internet is offering us the possibility to stay safe. That is why we need to obtain digital skills - information, communication, problem-solving, and software skills. For that, besides the infrastructure, we need specialists that will be able in the end to also teach the large population to properly use a computer. We have analyzed in this paper six indicators referring to individuals' level of digital skills, the ways to obtaining ICT skills, the number of employed ICT specialists, the education attainment level of those specialists, and their age. We did that with the help of the data from the Eurostat database. We selected for the graphical analysis 5 countries with different national cultures and different companies cultures, as identified with Hofstede's Model: Romania, Bulgaria, Poland, Germany, Finland, and we also use the composite index EU-27 for the remaining 27 countries in the European Union. Unfortunately, for the moment, the ICT specialists are representing only a maximum of 7% of the employed persons. For sure this percent will become higher because society needs to adapt to the new realities, the new and dangerous crises. The discrepancies between the urban and the rural population, and of course, between the rich and the poor will be more accentuated.

The internet and digital technologies are upending global trade. Industries and supply chains are being transformed, and the movement of data across borders is now central to the operation of the global economy. Provisions in trade agreements address many aspects of the digital economy – from cross-border data flows, to the protection of citizens’ personal data, and the regulation of the internet and new technologies like artificial intelligence and algorithmic decision-making. The UK government has identified digital trade as a priority in its Global Britain strategy and one of the main sources of economic growth to recover from the pandemic. It wants the UK to play a leading role in setting the international standards and regulations that govern the global digital economy. The regulation of digital trade is a fast-evolving and contentious issue, and the US, European Union (EU), and China have adopted different approaches. Now that the UK has left the EU, it will need to navigate across multiple and often conflicting digital realms. The UK needs to decide which policy objectives it will prioritise, how to regulate the digital economy domestically, and how best to achieve its priorities when negotiating international trade agreements. There is an urgent need to develop a robust, evidence-based approach to the UK’s digital trade strategy that takes into account the perspectives of businesses, workers, and citizens, as well as the approaches of other countries in the global economy. This working paper aims to inform UK policy debates by assessing the state of play in digital trade globally. The authors present a detailed analysis of five policy areas that are central to discussions on digital trade for the UK: cross-border data flows and privacy; internet access and content regulation; intellectual property and innovation; e-commerce (including trade facilitation and consumer protection); and taxation (customs duties on e-commerce and digital services taxes). In each of these areas the authors compare and contrast the approaches taken by the US, EU and China, discuss the public policy implications, and examine the choices facing the UK.

This working paper examines the puzzle of the gaps between the images that the EU projects, voluntarily and involuntarily, and the perceptions of the EU in Latin America. After reviewing some of the debates related to the role of perceptions in public policy and EU Public Diplomacy (EUPD), the paper analyzes some critical developments in global perceptions of the EU based on the study Update of the 2015 Analysis of the Perception of the EU and EU Policies Abroad (2021 Update Study), which assessed the attitudes of the EU in 13 countries. The third section examines some studies on the attitudes of the EU in Latin America, including some contributions from Latinobarometer. The fourth section offers comparative cases of EU perception in Brazil, Mexico, and Colombia based on the findings of the 2021 Update Study. The analysis of each country relies on the interpretation of surveys with some references to the press analysis and interview methods provided in the 2021 Update Study. Each case discusses specific trends in the following areas: visibility, primary descriptors, global economics, and international leadership. Also, it identifies some patterns in perceptions of the EU in social development, climate change, research/technology, development assistance, culture, the case of the critical juncture in the survey (pandemic), and the EU as a normative setter. The final section offers some general trends in the perceptions of the EU in Latin America.

The Ukraine war has added to the pressure to address the links between the environment, natural resource management and conflict. This SIPRI Research Policy Paper assesses the priorities of selected European Union (EU) member states regarding climate-related security risks, explores their strategies for pursuing these at EU level and identifies steps for further action. It finds that the appetite to tackle climate-related security risks at EU level is mixed. While maintaining the operational efficiency of the military is a red line, concentrating efforts on research, development and peacekeeping is acceptable even to countries that do not prioritize climate insecurity in their policies. Country strategies for pursuing such efforts involve spotlighting climate security during their respective rotating Council presidencies, working closely with the European External Action Service and the European Commission, and collaborating with like-minded member states. The paper recommends additional steps for action but in order to make effective adjustments to EU processes, climate security will need greater prominence on the EU agenda.

Abstract:
This SIPRI Research Policy Paper identifies European Union (EU) member states’ efforts to address climate-related security risks in the short to medium term and suggests entry points for further action. Even countries making visible attempts to mainstream the linkages between climate and security are falling short of pursuing a comprehensive approach. Among the ongoing initiatives that might bear fruit in one to three years are: appointing climate security advisers; climate proofing peacebuilding and conflict proofing climate action; investing in early warning and risk mapping; reassessing climate financing and development aid; and building up the operational resilience of the military. Strengthening such efforts would involve: incorporating climate insecurity into foreign and security policy dialogues; increasing conflict-sensitive climate adaptation finance; sensitization to climate change and conflict; and improving the operationalization of early warning. To remain credible, EU member states must advance their climate security initiatives and close the gap between rhetoric and practice.
