Full textSouth Africa is a developing state; the roles of the state owned entities in encouraging economic growth and contributing to the mitigation of unemployment and poverty eradication are unavoidable. Project management from an engineering development perspective and as an industrial discipline has been investigated and published throughout the past period. It could be said that the subject is mature, as recent publications on project management fail to bring new knowledge to light particularly in Eskom. This mini dissertation studies the most significant serious success factors in the effective project management in different departmental conditions within Eskom. Projects are being used daily in Eskom to achieve the company goal. In recent years researchers have become increasingly interested in factors that may have an impact on project management effectiveness and the success of projects. However, there is little research that shows how effectively projects are managed in a business organisational context like Eskom. My Study aims to partly fill this gap by presenting results from a case study and surveys of Eskom as an organisation practising project management. It also aims to investigate the effectiveness of project management in terms of Eskom Divisional structures, technical competency, Eskom Project leadership ability and the characteristics of an effective project manager. In managing projects, it is significant to know how to handle both the tools and the people and to achieve a balance between the two. Experience, especially in the management of change was perceived to be a significant factor in project success

Full textENGLISH ABSTRACT: Democratic systems are dependent on voluntary compliance of citizens to the commands of governments. A decline of public confidence in the public sector is an indicator of fundamental problems in the nature of a democratic system. Constitutional objectives and supporting legislation in South Africa advocates the practice of public participation through the Community Based Public Works Programme and integrated development planning at local council level. The importance of public participation as a vehicle to enhance the social capital of nations cannot be overstated. There are various opinions however of what model of public participation is best suited to the life cycle approach of project management. The literature supports the fact that social capital formation curtails the incidence of crime, poverty and other adverse social evils. A misaligned approach to the application of public participation holds the danger that the socio-economic objectives of government cannot be attained. In this regard, project managers have a responsibility towards government to apply public participation in their projects in such a way that formation of social capital is achieved. In tum, governments should endeavour to apply an appropriate amount of resources to these initiatives to get the critical mass necessary to turn the economy around.

The construction industry is fragmented due to the many Small and Medium Enterprises (SMEs) and phases involved in a construction project. This fact has led to well documented problems with project management and concretely communication and information processing.
What most SMEs require in terms of project management is the ability to manage and share the company's documents. This is achieved by removing certain core applications from individual PCs and running them on a server such as an Electronic Document Management System (EDMS). Such tools should centralise the information specific to the organisation in an easily accessible environment, allowing users to store, access and modify information quickly and easily.
On the other hand, large companies, often early adopters of IT, demand that SMEs that work with them adopt the same management systems. Currently, the most popular option used by larger companies for the project management is web based tools such as Web based Project Management Systems (WPMS) that are applications designed to store and manage project information. Quite simply project collaboration applications allow disparate groups of people such as engineers, architects and clients to control access and automate dissemination of information. The most WPMS used in the construction sector is to rent a completely developed WPMS from an Application Service Provider (ASP) for a usage fee. The development and operation of this option require a minimum of technical, financial and human resources.
The start point of the thesis is survey carried out in several SMEs in the construction sector in Spain in order to acquire a general idea of their working methodologies and the deficiencies on document management.
From the SMEs standpoint, the main challenge of WPMS still lies within the lack of a standardized document organization and the inefficiency of the information flow from different sources (Documents stored in their EDMS and those stored in the WPMS).
The suggested remedy for this inefficiency and the aim of this thesis is to create a tool to improve both internal and external document organization. This Life cycle Document Management System for Construction automatically creates a folder structure for each specific project to be download into each company's server and into the WPMS which is being used for the project management. This folder structure will be the same to the folder structure of the WPMS with the consequent improvement of document storage, interaction and exchange of information between all the actors working in the same construction project.
To do this, the flow of information between the different parties involved in a construction project is mapped out and a Concept Model for Information Flow is designed to store all the documentation of a construction project and its metadata throughout the life cycle of the project. Different approaches are analyzed to obtain the most accurate solution.
Moreover, when these actors are working with WPMS sharing documents all the stakeholders should have the same working standards. This thesis also provides a Guidelines for Document Management through WPMS to unify the different working processes of all the companies involved in the project. These guidelines are applicable to projects of varying complexity, size and duration. Document codification, organization of folders and documents, publication dates, documentation control, and so on, are some of the aspects that these guidelines are oriented to.
Finally, the system is submitted for criticism and evaluation by several academics with the aim to verify its contents and consistency. A survey is also carried out in 30 SMEs out of a variety of project types, sizes, values, and Project Management utilized to validate the system.
The system will serve as a demonstration for all the participants in a construction project that a good document management is basic for the fulfilment of the project objectives.

Full textThis thesis aims to contribute to the understanding of HOLC in context of the HSCM and to propose a decision model which applies to the phases of HOLC the decision making regarding a real situation . This include the implementation of the proposed model to design and develop a decision support tool in order to improve the performance of humanitarian logistics in both national and international relief operations. This research is divided into three phases; the first phase is to clarify and define HL among HSCM, commercial supply chain management (CSCM) and SCM and their relationship. Project Life Cycle Management (PLCM) approaches are also presented. The difference between project life cycle management (PLM) and PLCM is also required to distinguish a clear understanding which can be addressed in the phase of humanitarian operation life cycle. Additionally, the literature of Multiple-Criteria Decision Making (MCDM) models and existing decision aid system for HL are analyzed to establish the research gap. The MCDM approaches which implement the decision support system (DSS) and lastly how DSS has been used in the HSCM context. The second phase is to propose a decision model based on MCDM approaches to support the decision of the decision maker before he/she takes action. This model provides the ranking alternatives to warehouse, supplier and transportation over the phases of HOLC. The proposed decision model is conducted in 3 scenarios; I. The decision in 4-phase HOLC, international relief operation of French Red Cross (FRC). II. The decision on 3-phase HOLC, national operation by the Thai Red Cross (TRC). III. The decision on response phase HOLC, international operation by the FRC in four countries. In this phase, the scenario I and II are performed step by step though numerical calculation and mathematical formulas. The scenario III will be presented in the third phase. In the third phase, an application of web-based multi-criteria decision support system (WB-MCDSS) which implement the proposed model is developed. The web-based multi-criteria decision support system is developed based on the integration of analytical hierarchy process (AHP) and TOPSIS approaches. In order to achieve an appropriate decision in a real time response, the WB-MCDSS is developed based on server-client protocol and is simple to operate. Last but not least, a validation application of the model is performed using the sensitivity analysis approach

Full textMergers and acquisitions (M&A) projects have long been considered as a strategy for organizational growth and gain of market share. Top management teams of companies take M&As into consideration since it is faster and less costly compare to internal growth and development programs. M&A project has variety of benefits such as growth in market share, increase in shareholder wealth, access to new markets, technological advantages and so on and so forth. Another benefit of such projects is the expected synergies which happen in financial, production, value chain and technological aspects of the existing company. However, according to many authors there is a high rate of failure in M&A industry. One of the main reasons of failure identified as the poor performance of post-M&A integration projects. Based on literature, a project perspective to these highly complex projects will reduce the risk of failure and will result in successful performance of new companies. However, there is a research gap in this filed.
After identifying the research gap and formulating the problem statement, research was designed in order to study the applicability of a project management (PM) approach toward M&A and their integration projects. Through performing a case study on a Swedish company who has undergone a number of M&A projects, interviews were conducted with top management team involved in such projects in order to collect empirical data. Based on qualitative data analysis methods, the primary data was integrated into pattern and themes and then analyzed.
Based on the findings of the research, it was identified that in acquisition projects of small and medium size companies the strategic fit is more significant than organizational fit since the new company will dissolve completely and the rest of the integration is in control of the company. Furthermore, after identifying M&A projects as temporary organizations, three aspects: project organization, human resource and governance were verified based on literature. In the context of this study, human resource and governance is considered key elements in terms of acquisition projects. Finally, a framework was proposed in order to implement project management approach by fulfilling three dimension of PM which are project organization, project life-cycle and project governance.

Full textThis thesis focuses on the analysis of the performance during the life cycle of information system (IS) projects that requires change and transformation of the firm in evolutive contexts (economic, organizational, social). Our objective is to understand the process of establishment of IS projects and to identify the determinants of performance in the different phases of this process. We consider that the process of implementation is composed of three phases : starting, implementation and generalization. The theoretical framework mobilised is the Resource Based View (RBV) which underlining the role and the articulation of the resources especially through their complementarities for the determination of IS project performance. Based on qualitative and inductive research, we realized 28 semi-directive interviews in ten large French firms. The idea which is defended in this thesis is that the performance of IS project does not depend exclusively from the technological characteristics of a new information system but more widely on the context and environment in which they are established. We demonstrated that performance is function of the capacity to take into account a larger scope of determinants (financial rentability, organizational, managerial, human and social, technical and functional, strategic) identified in this thesis with different levels of importance according to the phase of project. The capacity of the firms to take into account a multidimensional nature of determinants of performance in the different phases of IS project is also likely to explain differences in performance levels

Full textThe current situations of hospitals require more efficient management in order to control their performance. The real estates of public hospitals contribute to the quality of required healthcare, the quality of patient care and working conditions of healthcare staff.Today, hospitals are designed and built without anticipating of future evolution of operation and maintenance costs. These costs that are an important contribution to the value of the overall operating budget are underestimated and far unknown. To overcome the lack of public finance, the government has so used the Public Private Partnership Contracts as a new procedure. Yet the government does not have a minimum of information about operating and maintenance expenses of its real estates. In this context, the Whole Life Cycle Costing is an innovative approach in managing public healthcare real estate projects. The problem developed in this thesis is to expend is to expend the knowledge of operation and maintenance costs of healthcare real estates. This thesis highlights the relationship between operating and maintenance costs and hospital activity. It proposes a more efficient response in the issue of estimating these costs by helping the director to take into account the healthcare activity and the architectural choices. It provides a decision making tool for designing and building a new hospitals for minimizing future costs of operation. This method is based on a model for estimating costs and on an observatory of real operation and maintenance costs of 37 public hospitals

Full textThe present work intends to develop a specific reference model for new products and production technologies development in the Brazilian ceramic tiles industrial sector. It is based on Product Development, Total Life cycle Analysis and Management and Sustainable Products Development methodologies, integrating the industrial aspects with the environmental impact reduction and the sustainability of processes and products. The ceramic tile production sector has not yet been widely approached, as academic research, about the product and production project methodology. This work can cooperate to fulfill this gap and perform a useful contribution to a national strategic sector, for being, nowadays, Brazil the second producer and the second consumer into the world market. Form the energy point of view, the ceramic tile production is intensive and an efficient environmental impact reduction must have the main focus in the production process. The sector analysis revealed structural fragilities that must be revised to achieve an international competition level. The present research development engender, as main result, the creation of a reference model for new ceramic product and production technology project and development, based on the analysis of the current practice for product development, on the product development process theory and on its application by a comparative analysis of the state of the art in Brazil and Italy. The proposed model is validated by field research in Brazilian and Italian ceramic industries, as well as critical analysis about Life Cycle Analysis calculation. As secondary result, guidelines are presented, to apply this methodology into the national production, aiming to orient a strategic sector restructuration.

Full textPurpose: The purpose of the study is to investigate which factors affect the longlife cycle-term planning of a railway infrastructure. The aim is to clarify what the Swedish Transport Administration needs to take into account when planning a railway infrastructure in the future in order to meet the requirements and increase the predictability of life cycle costs. Research questions: How can railway infrastructure planning phase be improved based on a life cycle long-term perspective? What factors do the Swedish Transport Administration need to take into account during the planning phase to ensure reliable and cost-effective railway infrastructure? How can a working methodology be designed to promote a cost-effective railway facility? Method: The following study is based on a qualitative case study of Swedish Transport Administration. The literature study and the theoretical framework are based on peer-previewed journals, scientific articles and books that covers the areas of the study. The empirical data collection is based on semi-structured interviews and reports from different administrative authority. Conclusion: This study has shown that planning of railway infrastructure from a life cycle perspective can be improved by concrete evidence to support the decisions to be taken. The decisions basis for the railway infrastructure should be based on various analysis in order to evaluate the most cost-effective option while reflecting the desired goals and requirements. However, analysis should not only be based on the technical design. It should also consider operation and maintenance, since they have a major impact on the outcome of capacity, performance and cost throughout the life cycle of the railway infrastructure. Furthermore, the study has demonstrated the importance of having reliable systems that can provide information about the railway infrastructure and all data required for carrying out analysis.
