Abstract Ex-post evaluation is starting to be recognized in the Algerian different government institutions (e.g., ministries); and evaluation is becoming part of any program or project for two main reasons, justify the legitimacy of the programs and projects, and collect lessons learned for the next similar programs and projects. On the other hand, academicians believe that programs and projects can be improved by conducting proper evaluations and extracting lessons learned. Program/Project evaluation is comprehensive evaluation, which mainly applies to ex-post evaluation. This paper will look closer at an ex-post evaluation of an Algerian highway megaproject based on PESTOL model, this evaluation is already conducted in the period of 2014 – 2016. Considering ex-post evaluation of projects has many purposes and among them is linked to learning and knowledge sharing and transfer. In this regard, the paper describes very briefly the approach used to the post project evaluation. In addition, link it to learning and to other types of evaluations – i.e., ex-ante, monitoring, midterm, terminal evaluations, and using system-thinking approach, and proposes a framework for learning in projects by evaluations. This paper is based on qualitative case study approach.

Abstract:
Project full-cycle evaluation is the process of evaluating the level of project implementation. The evaluation has a clear purpose orientation and involves the entire cycle of the project. This paper proposes a research method for the full-cycle evaluation of power grid projects based on rough set-multi-level extension theory. First, this article combines various aspects of the project to establish a project evaluation index system involving multiple interests such as the environment and society. Then, the index weight is determined based on the rough set theory, and the multi-level extension theory is used to evaluate the project in the whole cycle. This model provides new ideas for the accurate evaluation of various types of projects and lays a theoretical foundation for improving the level of project management.

Abstract:
An important growing trend is reliance on temporary organisations and mechanisms such as projects. Projects have been increasingly used in all kinds of organisations, including public sector organisations, and are widely considered as effective and precise management tools. The extent to which current evaluations are able to measure their perceived impact is, however, unclear. Are project evaluations conducted in such a way that the long-term effect of – in this case the EU fisheries policy – can be assessed, and to what extent are the contribu- tions or added value of projects as a form of organizing assessed in the evaluations? The article draws on programme theory to analyse the evaluation criteria used for European Fisheries Fund projects in Finland. The article concludes that a potential mismatch between operational logic between the evaluation system and the project logic exists. It also shows that there is a connection between decisions made to fund projects and the actions that they produce, but that a clear causal relationship measurement of project impact is difficult to establish using current evaluation criteria.

The public-private partnership (PPP) model has become one of the marketization models for water environment treatment projects. Evaluating the performance of these projects is vital for their long-term success. Performance evaluations can inform the government when allocating expenditures for the operation and maintenance of services and can guide the private sector’s operation and maintenance management of projects. By attending to the specific characteristics of urban water environment treatment PPP projects (UWETP-PPP), this study developed a performance evaluation system and corresponding performance evaluation model comprised of eight first-level indicators and fifty second-level indicators. This model was used to evaluate a water environment treatment and ecological restoration project located in Xuchang, China. The results generated by the performance evaluation model indicated that this project was satisfactory and used the PPP model with a very high level of success, which accurately reflected real-world assessments of the project and verified the effectiveness of the model. This research provides guidance for the government in designing a performance evaluation mechanism that implements the specific characteristics of PPP projects. It also provides practical value for the operation management and performance improvement of PPP projects in China.

Abstract:
In this paper, we present a method for evaluating the success of digitalization projects, namely the Project Successful Deployment (PSD). With the term digitalization, we mean the use of digital technologies and digitized information to create value in new ways and to benefit from them. The existing methods for project evaluation emphasize the capability of a project to deliver its results by respecting times and costs. The method we propose, instead, suggests evaluating projects by means of its external dimensions, namely the functionalities and quality of the deliverables. These external project dimensions are reflected on the project scope, and thus evaluate the requirements of the deliverables, and the degree to which the deliverable meet their quality objectives The method is composed of a set of matrixes, and it uses a structured procedure to define and refine its items and their weights, by means of a panel of experts. It has been applied to a practical case study, a digitalization project of a network of research and teaching laboratories. The method allowed a structured project evaluation, and the practical case study showed strengths and weaknesses of the PSD model, which proved to be robust and effective, in providing a timely evaluation of the project.

Purpose – The aim of this paper is to identify ways for improvement of the foresight evaluation framework on the basis of analysis and systematisation of accumulated experience in the field of project management. Design/methodology/approach – The paper is based on a detailed literature review devoted to an evaluation of foresight and traditional projects. The approaches to project evaluation in the field of project management were investigated, and the main steps of traditional project evaluation process were determined. The most commonly applied steps of foresight evaluation were identified by the analysis of recent foresight evaluation projects. The comparison of evaluation frameworks for foresight projects and traditional projects allows to provide recommendations for foresight evaluation framework improvement. Findings – The paper identifies several lessons for foresight evaluation from project management. The elements which can enrich foresight evaluation framework are the following: the development of an evaluation model; the extensive use of quantitative methods; the elaboration of evaluation scales; the inclusion of economic indicators into evaluation; and the provision of more openness and transparency for evaluation results. Originality/value – Given the importance of foresight evaluation procedures and the lack of a commonly applied methodological approach, the value of this paper consists in identifying a foresight evaluation framework and enriching it with elements of project management.

This paper is mainly talking about the construction of e-government projects performance evaluation from the view of financial, user, internal process and learning and growth which are the core elements of the balanced scorecard. Using AHP to calculate the weight of each index and figure out the final score of a project. After analyzing the weaknesses of AHP, the method of minimum range and GA is put forward to prefect some weight values and make the appraisal result more impersonal and convincing.

Mesurer l'avancement de gros projets est toujours difficile car la charge de travail est partagée entre les départements d'une entreprise ou même entre des entreprises réparties dans le monde. La littérature de niveau recherche sur la gestion des projets a été passée en revue pour découvrir les différentes techniques applicables. Les outils largement utilisés pour prévoir et mesurer l'avancement des projets, comme la méthode de la valeur acquise (Earned Value Analysis), Progress Plot, Milestone and Resource slip charts, Concurrent Engineering, peuvent être utilisés. Le problème étudié est lié à l'industrie pharmaceutique où de nouveaux traitements ou médicaments sont développés, et où l'efficacité d'un traitement médical est testée sur des patients répartis à travers le monde. Beaucoup de variables augmentent la complexité et l'ambiguïté du problème étudié. L'objectif principal est d'analyser l'efficacité d'une solution dans différentes situations au cours du projet, de sorte que la durée soit la plus réduite possible, et que les objectifs soit atteints au moindre coût. Les résultats suggèrent que la relocalisation des patients dans les pays produit de meilleurs résultats en terme d'avancement de projet
In large projects measuring progress is always difficult due to the complexities involved, because the realization is shared among departments of a firm or even between firms disseminated all over the world. Project management and operations research literature is reviewed for discovering various techniques applicable. Widely used tools for progress measurement and forecasting, such as Earned Value Analysis, Progress Plot, Milestone and Resource slip charts, concurrent engineering, can be employed. This thesis is based on a problem of pharmaceutical industry where the effectiveness of a certain medical treatment is examined on patients in a number of countries. The number of variables involved increase the complexity of this problem. The main objective is to analyze the effectiveness of a solution in different situations during the project such that a better project duration and a lower cost can be achieved. Our findings suggest that reallocation of patients among countries produces better results in terms of progress

Abstract:
The aim of the thesis is to explain main aspects of the development and elaboration of a real project of mountain apartments on the level of a feasibility study. The thesis is divided up into two parts. Theoretical part describes individual stages of the development, involved entities and the procedure of obtaining building permit, which is all necessary for the implementation of the project. The emphasis is laid on funding, namely financial resources and tax optimalization. The second part deals with the develoment project itsef, which is the construction of weekend apartments in the mountains. The project aims at finding the right use of a specific piece of land, the concept of construction and its funding. Further on the thesis contains sensibility analysis, market and competion analysis and SWOT analysis and identification of main risks including their solution and possible preventive measures. The final part of the thesis focuses on evaluation of this project and its comparison with several competitive projects.

The evaluation of a large infrastructure project is a critical activity for bidders and governments under traditional procurement or through Public Private Partnership. When a project requires huge capital investment, public-private partnership (PPP) is often sought as an alternative in cases of shortage of public funds. Nevertheless, the complexity of the PPP arrangement has constituted a dilemma for government authorities to balance the interests between the public and the private parties (stakeholders). High capital burdens in terms of PPP bidding cost, construction cost, and operation and maintenance cost are part of the major challenges for private sponsors to get involved in PPP projects. Meanwhile, PPP scheme projects, believed to deliver better value for money, have been criticised by many as the product of highest influence level from either political patronage or corporate political power. There is an apparent need for a tool to help the government agency evaluate the delivery of value for money on PPP projects while still sustaining the interests of private parties. The aim of this research is to assist government agencies in evaluating bids and making decision efficiently for PPP seaport development projects through the use of an integrated project evaluation tool (IPET). A computer (MS excel program) based tool was developed to evaluate the project financial viability and negotiate the risk sharing mechanism of PPP Seaport Project at five different project stages. The stakeholders’ expectations, financial indicators, financial risks, and mitigation measures are considered and developed into the following modules: (1) Financial viability module; (2) Financial risk analysis module; and (3) Financial risk mitigation module. A triangulation strategy was justified with caution due to the possibility of error. A qualitative method (i.e. literature review and interview to explore stakeholders’ expectation and preferred indicators of PPP financial models) was undertaken prior to performing a quantitative technique (i.e. questionnaire survey to narrow down the preliminary findings). Then, the proposed tool was validated by comparing the results with secondary data and interviewing experts regarding their opinion on its applicability. The findings from the statistical analysis indicate that an efficient negotiation is possible if: (1) PPP financial models were used at the pre-proposal stage to examine the project’s ability in generating enough cash flow; (2) All stakeholders know the most important expectations and the most preferred financial indicators of other stakeholders; and (3) IRR, NPV, Revenue, Operating Cost, and Principal Payback are not considered as the only financial indicators for evaluating PPP projects. By knowing the mutual agreement among stakeholders, any conflicting expectations can also be identified early and it may be possible to accommodate such expectations in the negotiation process. The IPET has been confirmed that it has several implications: (1) possibility to facilitate an efficient negotiation and effective evaluation process; (2) applicability in evaluating PPP seaport projects; and (3) potentially to be extended to other sectors. However, the IPET is designed to be used with financial model, hence it will require an actual PPP financial model.

The growing threat of climate change has led to a strong interest in sustainability, environment and climate issues, especially as a result of the Paris agreement signed in 2015. The shift towards a more sustainable and climate resilient economy has led to the creation of a specific sector of finance: Green Finance. Although this sector is constantly evolving, there is still a long way to go to standardize and homogenize this field. The focus of this thesis is on Green Projects, which are medium-long term projects with environmental and climate objectives. The analysis concerns, in particular, the financial instruments used for their financing, the necessary eligibility criteria, the required certifications and the sectors in which these projects operate. In order to provide the most comprehensive analysis of these projects, it has been necessary to study the methodology used for their evaluation: cost-benefit analysis. To complete the assessment, an empirical study of a Green Project is finally carried out.

Abstract:
The Malawi country evaluation map was created to promote the knowledge and use of development project evaluations in Malawi. It presents 576 project evaluations from nine databases and a targeted Google search. Malawi has very many evaluations of health, agricultural development and economic development interventions. Education, governance and public sector, and social protection all have a broad evidence base. These areas are ripe for summaries of lessons learned from these evaluations. The primary function of the country evaluation map is to increase knowledge and accessibility of project evaluations of development projects in Malawi. This map can be used by policymakers and researchers alike to understand what development project evaluations have been done and where there is a need for more research.

This report examines findings from a mid-term evaluation conducted by Breakthrough RESEARCH, a USAID-funded research and evaluation project. The purpose of this evaluation is to provide recommendations to enhance the effectiveness of USAID Tulonge Afya’s strategies and activities as the program enters year three. The evaluation identified successes, promising strategies, and interventions that can be sustained throughout the life of the project and scaled-up to other regions and districts. The evaluation also helps to identify facilitating and limiting factors for implementing a complex, integrated social and behavior change communication (SBCC) program, with applications for the future of this project as well as future integrated SBCC programming globally.
