Abstract:
The document most frequently used to support a water resource project's economic feasibility is the commercial benefit-cost analysis, which quantifies tangible and direct project consequences. The objective of this type of analysis is simply to maximize net monetary benefits. This analysis assigns an arbitrary monetary value to ecological and social disruptions, if it does not ignore these effects entirely. An improvement on this method is the social benefit-cost analysis, which assesses sane intangible costs such as air and noise pollution. Unfortunately, even the social analysis usually neglects the sometimes profound effects that a large water resource project has upon quality of life, particularly with regards to massive relocations. The purpose of this dissertation is to resolve these problems by presenting a method by which a water resource study team may use five unique viewpoints - technical, organizational, personal, social, and environmental - to quantify and compare the true benefits and costs of project construction and operation. The study team begins by rigorously documenting the three general categories of project consequence (economic, social and environmental) and assigning each benefit or cost a relative value within category according to perceived positive or negative effects. The second step is to use these quantifications to produce three impact vs. dam height curves. The final and most difficult step in this study process is to assign a relative weight to the respective economic, social, and enviromental impact clusters, depending on national priorities and the biases and personal viewpoints of the decisiomaker (s). The final product of this procedure is a single curve which is used to further investigate and assess the overall feasibility of a water resource project and the 'optimum' range of dam heights. All of the possible impacts of a large water resource project, whether they be tangible or intangible, should be investigated in order to produce an authentic indicator of project efficiency. The only way to insure that all impacts are properly accounted for is to perform an exhaustive examination of a water resource project from the five perspectives mentioned above. The body of this dissertation is an example analysis based upon the proposed Three Gorge Dam and Reservoir on the Yangtze River in the People's Republic of China. This project will be the world's largest power plant at 13,000 megawatts. Because of its size, anticipated impacts, and the interest it has generated all over the world, the Three Gorge project is considered the ideal subject of a comprehensive multiple perspective analysis as described in this study.

Abstract:
The business benefits of IT projects are becoming the main determining factor in selecting projects at the ex-ante justification stage. The core stakeholders, i.e. the business management and IT professionals are charged with the task of evaluating the benefits of IT investment. Despite high adoption rates of formal IT investment appraisal methods, there is still on-going evidence that show organisations not being able to appropriately evaluate IT benefits. This study investigates the process of IT project evaluation at the ex-ante justification stage to understand factors that contribute to ineffective practical application of evaluation and based on the findings, to explore how these factors can be redeemed to improve the benefit evaluation process. A case study research was conducted to explore how benefits can be evaluated appropriately within its context in a tertiary educational institution. The case study research approach enabled the researcher to gain a complete and in-depth understanding of the process and activities involved to identify and measure benefits at the justification stage. Business middle managers that are involved and responsible for IT project justification were approached from various business units as case study participants. Interview questions addressed various aspects of the benefits evaluation process in reference to participants’ experience and past IT project justifications. Content analysis was used to identify frequencies and intensities with which themes and concepts appear in interviewee responses. In addition, a cause and effect relationship tool was used to summarize the research findings for better data analysis and interpretation. The findings indicate factors that contributed to ineffective benefit evaluation in the organization. Close collaboration and partnership between business management and IT professionals is shown to be a crucial component of the justification process. The suggested role of IT management exceeds beyond the task of technical advisor and involves the task of being a coach, informer, educator, assessor, transparency and communication agent. The results also show how best the measurement process can be performed at this stage. This study confirms that business management’s clear understanding of IT benefit concepts is necessary in the evaluation process. Based on the findings, an IT benefit evaluation method is developed as a modification of the current justification process in the organisation. The results presented in this study lay plausible insights for additional approaches to IT benefit evaluation research. It compels researchers to consider new methodologies in the quest for improving benefit evaluation.

South Africa is a developing state; the roles of the state owned entities in encouraging economic growth and contributing to the mitigation of unemployment and poverty eradication are unavoidable. Project management from an engineering development perspective and as an industrial discipline has been investigated and published throughout the past period. It could be said that the subject is mature, as recent publications on project management fail to bring new knowledge to light particularly in Eskom. This mini dissertation studies the most significant serious success factors in the effective project management in different departmental conditions within Eskom. Projects are being used daily in Eskom to achieve the company goal. In recent years researchers have become increasingly interested in factors that may have an impact on project management effectiveness and the success of projects. However, there is little research that shows how effectively projects are managed in a business organisational context like Eskom. My Study aims to partly fill this gap by presenting results from a case study and surveys of Eskom as an organisation practising project management. It also aims to investigate the effectiveness of project management in terms of Eskom Divisional structures, technical competency, Eskom Project leadership ability and the characteristics of an effective project manager. In managing projects, it is significant to know how to handle both the tools and the people and to achieve a balance between the two. Experience, especially in the management of change was perceived to be a significant factor in project success

The function of organisations is to deliver a product or a service, and thus the survival of an organisation is dependent on ensuring successful delivery in a financially viable manner. Project management was introduced to aid in this required successful delivery, placing emphasis on the cost, time and quality of the execution process of delivering the service or product. Project management does however not always deliver on successful service or product delivery, as can be deduced from the many projects that overrun budgets and timelines or under deliver on quality. The study of the impact of organisational culture stemmed from the movement in research to include the effect of the environment of a project on the effectiveness of the project management. Organisational culture has been noted to impact on many organisational elements, one of which is project management. In light of the current production and economic pressure experienced by Eskom’s power generating facilities, the effective and efficient management of projects plays a critical role in ensuring uninterrupted production and financial management. The success of the projects undertaken at Matla power station has a direct impact on the facility’s power generation capability and operational costs. This study found that the organisational culture of Matla supports effective project management at a level closer to the lower limits for the 12 cultural dimensions of a sample group of 29 national companies. Only two of the cultural dimensions rate below the national lowest rating. Considering the importance of projects for continued operational functioning, there is space for improvement in the level of support. A large plethora of factors impact on effective project management and the challenge for organisations lies in balancing the energy spent in addressing all the various factors. The difference between functional department needs and project needs must be balanced to ensure long-term goals are not given up for short-term production gains. Performance measurement should take cognisance of strategic long-term goals and must not be focused on purely short-term outcomes. The balance between production and projects is a continuous challenge. Project management plays an integral role in achieving the intense expansion required by Eskom over the next 15 to 20 years, the effective and efficient implementation of projects through effective project management must therefore be supported by the organisational culture.

Abstract:
Increased globalised competition and the need to meet continuously changing customer requirements has forced the UK construction industry to consider its practice. The industry has been repeatedly criticised for its inefficiency, fragmentation, profitability, and lack of co-ordination and communication by many governmental and institutional reports (Phillips, 1950; Emmerson, 1962; Banwell, 1964; Gyles, 1992; Latham, 1994; Egan, 1998). Latham and Egan cited that process improvement and learning from the manufacturing industry could aid the prevailing situation. Following such recommendations, a number of construction clients started developing their own design and construction process, including BAA (British Airports Authority), BAe (British Aerospace) and London Underground, as a way to improve the prevailing situation. An appraisal of these industrial approaches highlighted a common structure that contributed to the development of the Generic Design and Construction Process Protocol (GDCPP). This research project, led by the University of Salford, proved to be the impetus for a flurry of other construction companies to remodel their processes. However, the success of a construction project is not always directly attributed to the performance of the new project process, and vice versa. Framed in these terms, how can the effectiveness of implementing a new design and construction project process be measured in recompense to this growing trend of process improvement? Construction performance measurement today is myopic. For too long, construction organisations have focused on short-termism. If they are to remain competitive, they need to embrace broader issues other than the traditional time cost and quality metrics of construction performance (Love & Holt, 2000). They must also consider the performance of the project process itself (Neely et al, 2000) as to determine the true barriers to success, be that the process itself or implementation factors. However, there is at present a lack of understanding on how the measurement of project processes should be approached. This is attributable in part to the absence of publicly available information, and in part to the inherent difficulty of measuring a complex and creative process. This thesis describes the development of the project process evaluation (PPE) framework that aims to address this research gap. Literature reviews and a scoping survey questionnaire were used in this research investigation for the discovery and building of the PPE framework. The framework consists of five steps, which guides the user from the identification of performance indicators governing the selection of the new project process, through into a knowledge-learning domain in order to improve upon future projects. A case study research strategy was then used to test and validate the model, which employed various research methods to collect both qualitative and quantitative data for the study; the Process Protocol was deployed on the case studies in order to certify the framework. The resulting PPE framework provides an original, prototypical solution to assessing the effectiveness of implementing a new design and construction project process.

Область управління проєктами відіграє важливу роль у забезпеченні ретельного планування, напряму та узгодження проєктів зі стратегічними цілями компанії. Управління реалізацією міжнародних проєктів ефективно знижує ризики, скорочує витрати та підвищує ймовірність успіху. Впровадження нових міжнародних проєктів дає поштовх для розвитку компанії, підвищує прибуток або знижує витрати, шляхом залучення нових технологій або продуктів на підприємство. Реалізація міжнародних проєктів - це життєво важливий крок, що пов'язує етап планування з остаточним досягненням стратегічних цілей компанії. Зв’язок роботи з науковими програмами, планами та темами. Магістерська дисертація на здобуття ступеня магістра виконувалась в Національному технічному університеті України «Київський політехнічний інститут імені Ігоря Сікорського» відповідно до планів наукових досліджень кафедри менеджменту за темою «Управління реалізацією міжнародного проєкту». There are three lines of poverty in South Africa, the first line is that of people living at less than R271 per month and constitute one third of the population (about 33 percent), second being those people living at less than R422 per month (50 percent of the population) and the last group being people living at less than R1 230 per month, constituting 79.1 percent of the population (Oosthuizen. 2008: 7 – 9). The poorest provinces are Eastern Cape and Limpopo with a poverty rate of 68.3 percent and 60.7 percent respectively, Western Cape and Gauteng the poverty rates are 20 percent and 28.8 percent respectively (United Nations Development Programme. 2003) To respond to the poverty challenges the government has come up with poverty alleviation strategies which were later translated into anti-poverty programmes. The Anti-poverty programmes undertaken by Government since 1994 can be grouped into various categories of public expenditure such as (Friedman and Bhengu, 2008:14), Social assistance and grants, Employment generating programmes, enterprise development and income support, Basic household security, Social services, Disaster relief and Employment related social insurance. This study assessed Mogabane Community Project to find out reasons why the project did not reach its objective of poverty reduction in the community. Qualitative Research methodology was used to arrive at the findings.

In the nuclear industry, Quality Management Systems are extremely important, especially if one wishes to improve public acceptance of radioactive solutions. There is normally minimum communication between the public and scientists, especially in nuclear science. People are not comfortable with nuclear technology, based on the past history of the Chernobyl catastrophe. Consequently, it is difficult to discuss important and sensitive issues like disposing of nuclear waste. Quality Management Systems can improve public confidence and communication. Integrated Management Systems in the project planning stage of the project can be a proactive step towards preventing unnecessary delays and costs. There is a perception that quality is implemented or executed at the implementation stage of the Project Life cycle. Most people believe that a Quality Management System is quality control only and forget the aspect of Quality assurance. The project managers are more concerned with finishing the project and saving costs. Quality holds together the three pillars of project management, which are schedule, costs and scope. There are a plethora of things that can go wrong if the Quality Management System is not implemented on time, like scope changes that are not captured, monitored and controlled. This can lead to scope creep, unnecessary costs and schedule overruns. If there is no cost control, the project can also overrun its budget and consequently be stopped. PBMR is the only company that is active in new nuclear projects in South Africa, except Koeberg, which was commissioned about thirty years ago.

The implementation of professional learning communities (PLCs) in schools has been shown to serve as a catalyst in transforming school culture and increasing the academic performance of students. Our school district mandated that PLCs were established at the research site, an urban Louisiana school, for the primary purpose of closing the achievement gap. Yet, recent data from the local district indicate that these PLCs have not resulted in capacity building for sustainable improvement. Ineffective implementation of the current PLCs may have contributed to the poor outcomes. One purpose of this qualitative case study was to examine teachers' perceptions of the implementation of PLCs. Another was to gauge teachers' views on PLCs as a means of promoting a positive school culture and increasing academic achievement among students. A social constructivist framework was used for this qualitative case study. Research questions centered on teachers' perceptions regarding refinement of the currently implemented PLCs. Purposeful sampling was used to select 13 seventh through ninth grade teachers as participants. Qualitative data were collected through questionnaires and telephone interviews and then analyzed for emergent themes. Findings revealed that the current PLCs were beneficial but needed refinement related to relevance, intent, and planning. The following four themes emerged: time, collaboration, shared responsibility, and a focus on learning for all students. Study findings provide insight about PLCs from the perspectives of the teachers who work within them. The implications for social change include enhanced knowledge and understanding that may help educators in better implementing PLCs with intent and transparency and by positively contributing to school improvement and student achievement.

The purpose of this dissertation study was to examine the effectiveness of an intervention program specifically designed to facilitate social awareness and adjustment to college for Latino/a students enrolled in four-year universities in the Pacific Northwest. I designed an intervention program, the Latino/a Educational Equity Project (LEEP), as a multifaceted prevention intervention to increase student capacities and knowledge of: (a) the importance of building a network of individuals to support their academic endeavors, (b) political awareness of race and higher education and the importance of college retention and completion, (c) awareness of university demands and development of skills that are needed to balance home and university demands, as well as (d) comfort with and increased utilization of campus resources. As identified by the research literature, these components have been associated with both the needs of Latino/a students in higher education and with Latino/a student retention. I utilized quasi-experimental design with between- and within-subject measurement, including assessments at pre- and three-week post-test, to evaluate the effects of the LEEP program in comparison with a no-treatment control condition. The LEEP intervention was conducted at three public universities in the Pacific Northwest. The total sample for the present study was 40 treatment participants and 41 participants in the control condition. A repeated-measures MANCOVA was utilized to assess the effectiveness of the LEEP intervention program. Results demonstrated partial success for the LEEP intervention program. The intervention successfully improved participants' overall adjustment to college in comparison with control condition participants. However, intervention effects for LEEP participants were not statistically different from control participants on outcomes related to increased critical consciousness, collective self-esteem, or enhanced cultural congruity. Initial pre-test scores and lower statistical power than optimal (.35) for this type of study may partially explain why the intervention was not fully successful in these other areas. A discussion of results, strengths, and limitations of the present study and implications for future intervention research and practice and provided.

In 2005 the Swedish government introduced a law of amnesty for refugees in the country which made the Minister of Integration invite a number of national organizations to discuss this law. After that, seven organizations in Gothenburg also felt that something should be done and they started talking about a cooperation to improve the situation for newly arrived people to Gothenburg. They formed a project, “Plattform Göteborg”, which in this paper will be evaluated according to a manual from Sida. The project consists of seven organizations which have their separate activities formed by them to improve the integration. They do things such as teach Swedish, offer a place for counseling, teach sports to young people and have different activities for children. I will here present these activities, how the organizations planned this, whether these plans is in accordance with what really happened and evaluate the results. To do this I have preformed interviews with the people involved. I have then examined and evaluated the project according to five different criteria; effectiveness, impact, relevance, sustainability and efficiency. From this I have concluded that the idea of a cooperation between organizations is good and necessary a better cooperation with the municipality is needed to make it work better. The project also needs to be structured in a better way and more well-planned, and here the organizations could help each other better. It is also necessary to take effects in to consideration in a better way than done up until now, to see what they want to get out from the project and also think to examine more after which effects that have come from this.

This research evaluates the effectiveness of Project ReCharge, an energy efficiency, STEM curriculum designed for middle and high school students. The project includes a five-unit curriculum, and monthly professional development spanning a year. The project was implemented in ten schools over three years. Four areas were explored in the study including (1) changes to student content knowledge, (2) changes to student attitudes towards STEM subjects and careers, (3) changes to teacher self-efficacy and beliefs, and (4) changes to teacher content knowledge. A content test for teachers and students, the STEM Semantics Survey, and STEBI-A were used to collect data on 4123 students and 47 teachers. Data were collected in a quasi-experimental design utilizing parametric and nonparametric techniques. Analyses suggest student content knowledge increased significantly from pretest to posttest for all years (Pretest: M = 11.38, SD = 4.97, Posttest: M = 16.67, SD = 5.83, t = 45.05, p < 0.001, d = 0.98). Increases to student attitudes in STEM varied by year and grade, but overall increases were found in science (N = 2362, z = –2.618, p = 0.030, η 2 = 0.002), and math attitudes (N = 2348, z = –2.280, p = 0.023, η2 = 0.002). High school students tended to show more increased attitudes in more subject areas than middle school students. No changes to teacher self-efficacy and beliefs were found, and increases to teacher content knowledge only occurred in the third year (N = 22, x2 = 5.158; p = 0.076, η2 = 0.319).

Undergraduate pre-business students who had taken an introductory business statistics course three years ago were sent a questionnaire that, among several other questions, asked them about their views on the usefulness of the course. Students rated the introductory business statistics course as "moderately important" for their business education. They favored an integrated approach that covers both the statistical concepts and the computer software necessary to carry out the statistical analysis, and they had a strong preference for the Microsoft EXCEL software. Students thought that projects played an important role in introducing them to real-world applications of statistics, but they also mentioned several problems that arose with group-based work. Factors mentioned as having had an impact on teaching effectiveness are discussed in the last part of the paper. (author's abstract)

Stormwater Management (SWM) or Best management practices (BMPs) treat the stormwater runoff that carries pollutants. Pollutants in the waters and in the stormwater, negatively impact the environment, the ecology, and natural resources. Stormwater Control Measures (SCM) are used in different projects to improve water quality and quantity. This thesis aims to understand the connection between SWMs, the economy, and environmental sustainability. This thesis evaluates the cost-effectiveness of SWMs in Mediterranean climates. The research aims to guide the next project managers to choose better SWMs based on cost-effectiveness, socio-economic, and environmental implications. Various studies suggest that the terms SWM, SWM, and SCM are used interchangeably. The research methodology uses a mix of qualitative and quantitative data analysis The research was conducted in Los Angeles at the request of UCLA. Therefore, it focused on water quality improvement projects in Los Angeles. The costs for the projects, areas, and whatSWMs are used will be acquired through data gathering and personal communication with experts. This thesis compares several projects which include different SWMs. It calculates the cost-effectiveness with two different methods, firstly, the cost per drainage area, and secondly, the cost per pollutant removed. Data is gathered from the city of LA and other secondary data sources to calculate the cost-effectiveness. The calculation results showed that the Glenoaksproject and the Machado lake project were the most cost-effective. Glenoaks utilizes infiltration wells and grass swales, and the Machado lake is a large wetland. Based upon these facts, generally, wetlands and grass swales can be recommended for Mediterranean climates. The expensive total costs of SWMs or their inability to remove pollutants can strongly affect the cost-effectiveness of some projects, and produce a negative impact on the economy. Quantitative assessment of study investigates cost-effectiveness of SWMs and for highlighting its economic impact. For qualitative assessment thematic analysis of 14 sample studies related to stormwater management (SWM) was carried out. Findings reveal that 78% of sample studies reflect the themes associated with the positive economic impact of SWMs. Additionally, the sample studies confirm a 76% positive impact of SWMs on the environment and ecology of the region. Further research with better data and more accurate calculations are needed. It would be beneficial if other factors such as recreation and unquantifiable factors such as the aesthetic improvements and community benefits were incorporated into or considered together with the cost-effectiveness for future projects.

A sample population of single family residents living in Eastern Pima County, Arizona, that is the Tucson area, was examined to evaluate the effectiveness of a water conservation education tour. This tour is conducted at the Casa del Aqua water conservation research and public education house. Two populations were examined utilizing questionnaire surveys: a study group comprising the tour participants, and a control group of randomly selected Tucson area homeowners. Major findings included the following: (1) there were no significant initial differences between the control and study groups in terms of water conservation awareness, attitudes, knowledge seeking, or behavior adoptions; (2) the educational tour promotes increased water conservation awareness, generally positive shifts in water conservation attitudes, continued water conservation knowledge seeking, and increased water conservation structural response; and (3) the oral presentation of water conservation information, was more effective in promoting water conservation changes than a video tape presentation of the same material.

The research examined the experiences of professional workers engaged in the monitoring and evaluation of Scottish social inclusion projects, in order to address the research question "To what extent do the existing systems of monitoring and evaluation in Scottish social inclusion initiatives recognise the particular nature of social inclusion?" In-depth interviews were undertaken with 34 key players involved in the policy and practice of evaluation social inclusion projects. Interviewees included individuals involved in social inclusion projects at both project and programme level, funders and evaluators of social inclusion projects, and policy makers. The interviews were analysed using qualitative content analysis. The research concluded that the respondents were very positive about social inclusion, with the key disadvantage of the term identified as its lack of meaning for the client groups with whom projects were working. Encouraging participation and empowering individuals and communities were seen as the key outcomes of social inclusion projects, with outcomes relating to poverty and tackling exclusion mentioned only by a small number of respondents. Respondents found indicators such as resident satisfaction, fear of crime and confidence useful. Relationships were noted to be an important area that projects had an impact on, but none of the projects involved were actively measuring their impact in this area. Qualitative methods were noted by respondents to be useful in recognising individual experience, and have a key role to play in establishing the additionality of projects, but respondents perceived a lack of credibility of qualitative research amongst funding agencies and policy makers. Respondents raised concerns regarding the views of individuals who did not, for whatever reason, participate in research, but noted the expense of methods that specifically targeted non-participants, and, on the other hand the dangers of survey fatigue. The conclusions of the thesis were that although social inclusion is a well received term and both the policy makers and practitioners are working toward the same agenda, there are a number of areas where there is a need for further development in order to make the monitoring and evaluation of initiatives meaningful. The conclusions note that the current systems meet the needs of neither funding agencies nor projects well.

Evaluation is based on C&B analysis, which is primarily intended for evaluating investments and interventions in the public sphere. In the business domain, interviewing is the requirements elicitation technique of choice for practitioners participating in the development of software solutions. Interviewing is used for reasons such as its simplicity to implement, its familiarity with participants, and the ability to conduct more thorough analysis sessions. It is widely acknowledged that during interviews, experts experience difficulty with articulating their tacit knowledge. This can affect the interview technique. This dissertation examines the effectiveness of interview techniques in eliciting user requirements when knowledge is tacit. A framework is proposed to classify interview techniques using two dimensions developed in this study - specificity and structure. The framework is tested using a survey of qualified practitioners responsible for projects with varying levels of complexity that are 400 hours or less of effort. Multivariate statistical tests are performed to assess the effect of interview dimensions (specificity and structure) after accounting for requirements complexity and human factors. Results suggests that the two proposed dimensions, specificity and structures, do not have a strong effect on effectiveness in general. Further analysis is performed after taking into account the low sample sizes and the use of non-validated scales. This results in preliminary evidence that when there is more structure and less specificity, interview techniques trend towards a higher level of effectiveness. Overall, the dimensions of structure and specificity do not appear to significantly impact the effectiveness of interviewing techniques. The findings of this study are sufficient to encourage further work on the research model. Several suggestions are made for future research.

To evaluate the effectiveness of the investment plan the static and dynamic methods are applied. The financial analysis represented by relative indicators is performed in the work. According to the resulting values of these indicators the proposals to improve the weaknesses are identified. Using the methods of evaluating the economic efficiency of the investment recommendations on the implementation and proposed recommendations for the further development of agricultural cooperatives is formulated.

Desde a regulamentação dos procedimentos de avaliação de impacto ambiental (AIA), em meados dos anos oitenta, numerosos projetos de mineração foram avaliados, aprovados e licenciados no Estado de São Paulo, consumindo grande parte dos escassos recursos humanos e materiais disponíveis para análise técnica de estudos ambientais. Pouco se sabe, no entanto, sobre os resultados efetivamente alcançados com a aplicação do novo instrumento de gestão ambiental. Esta pesquisa teve como propósito geral avaliar a eficácia da aplicação dos procedimentos de AIA aos projetos de mineração no Estado de São Paulo. O foco principal da análise foi a etapa de acompanhamento, ou mais precisamente, a atuação dos órgãos governamentais no sentido de garantir a correta implementação do projeto, bem como do programa de gerenciamento ambiental definido no processo de AIA como condicionante à outorga da licença. Analisaram-se em profundidade seis casos escolhidos entre os estudos de impacto ambiental aprovados no Estado no período compreendido entre os anos de 1987 e 1997. Em cada caso estudado, examinaram-se todos os documentos e registros administrativos disponíveis nos principais órgãos de governo que participam do processo de AIA. Esta tarefa objetivou principalmente (1) obter dados sobre cada projeto; (2) pesquisar todas as medidas mitigadoras e outras medidas de gerenciamento ambiental propostas e incorporadas aos termos e condições de aprovação do projeto; e (3) verificar as ações de controle executadas após a aprovação do projeto. Complementarmente, visitaram-se as minas para observação das condições de implementação dos projetos e das medidas de gerenciamento ambiental. Os resultados do estudo confirmaram largamente suas hipóteses iniciais de que a implementação dos projetos é falha e compromete severamente o processo. Concluiu-se, ainda, que esta situação decorre não somente das deficiências dos órgãos fiscalizadores, incapazes de garantir o cumprimento dos termos e condições estabelecidos na aprovação do estudo de impacto ambiental, mas de uma cadeia de imperfeições que atinge praticamente todas as atividades do processo de AIA. Para superar as deficiências da etapa de acompanhamento, propõem-se, portanto, intervenções nas várias etapas do processo, que deve ser aprimorado e fortalecido, sob pena de transformar-se um poderoso instrumento de gestão como a avaliação de impacto ambiental em apenas mais um obstáculo em meio às já enormes dificuldades burocráticas impostas para a regularização de empreendimentos de mineração.
Since procedures of environmental impact assessment (EIA) were regulated in Brazil, in the mid eighties, numerous mining projects have been assessed, approved and granted environmental permits in the State of São Paulo, draining a great part of the scarce human and material resources available for reviewing environmental studies. Notwithstanding, there are few data concerning the actual results achieved by this new environmental management tool. This research aimed at evaluating the effectiveness of the EIA procedures applied to mining projects in the State of São Paulo. The analysis focused mainly on the follow-up phase, or more precisely, on the government branches’ performance in enforcing the proper implementation of terms and conditions of project approval. The study examined in full detail six cases selected among the environmental impact studies approved in the State of São Paulo between 1987 and 1997. In each case studied, all the documents and administrative records of relevant government organisms that take part in the EIA process have been reviewed. This task aimed mainly at (1) obtaining data on each project, (2) surveying all mitigation and other management measures proposed and incorporated into the terms and conditions of project approval and (3) checking the control actions performed after project approval. Additionally, site visits were carried out in order to check the implementation of the project and the environmental management measures. The study widely confirmed its initial hypothesis that the implementation of mining projects is actually faulty, severely harming the whole process. The research also showed that this situation is not uniquely due to the weak performance of the surveillance agency, which is not able to enforce the terms and conditions of project approval, but also because of several imperfections that pervade most of the EIA process activities. To overcome the deficiencies in the follow-up phase, changes are proposed in several steps of the process, which should be improved and strengthened. If not, a powerful management tool as the environmental impact assessment is endangered to be transformed in just one more obstacle among the already enormous bureaucratic hindrances imposed to mining projects regularization.

Дисертаційну роботу присвячено розробленню науково-методичних засад і практичних рекомендацій щодо підвищення ефективності використання внутрішніх інвестицій на прикладі підприємств будівельної галузі. Удосконалено економічний зміст поняття «внутрішні інвестиції». Дано економічну характеристику будівельної галузі та її інвестиційної привабливості. Визначено основні фактори, що впливають на ефективність фінансування інвестиційних проектів. Удосконалено модель фінансування житлового будівництва, шляхом поєднання переваг механізмів ФФБ та ФОН. Запропоновано узагальнену методику аналізу ефективності внутрішніх інвестицій, на основі методу інтервальної параметризації визначення основних показників проекту, з урахуванням специфіки галузі та відповідно до фінансових можливостей підприємства. Доведено доцільність впровадження систему відкритого інвестиційного моніторингу на протязі всього життєвого циклу будівництва житла для відслідковування усіх відхилень від планових показників
Диссертационная работа посвящена разработке научно-методических основ и практических рекомендаций по повышению эффективности использования внутренних инвестиций на примере строительной отрасли. В первой главе диссертации «Теоретические и практические основы инвестиционной деятельности промышленных предприятий» исследована экономическая сущность инвестиций как объекта анализа их эффективности, что позволило уточнить определение «внутренние инвестиции» как процесс вложения материальных и интеллектуальных ценностей, денежных средств и финансовых инструментов в основной капитал, использование которого приведет к получению экономических выгод в будущем субъекту предпринимательства; раскрыто структуру ресурсного обеспечения инвестиционной деятельности предприятий, которая должна формироваться исходя из имеющихся финансовых ресурсов и их информационного отражение в финансовом учете и финансовой отчетности; проведен анализ существующих методик для оценки эффективности инвестиций с учетом особенностей деятельности предприятий конкретной отрасли, современных условия их хозяйствования, состояния внешней среды, наличия достаточной информационной базы, набора показателей, которые необходимо спрогнозировать, технического и программного обеспечения анализа. Во второй главе «Организационно-методические основы повышения эффективности внутренних инвестиций предприятий строительной отрасли» проанализировано современное состояние строительной отрасли, определены факторы, сдерживающие развитие жилищного строительства как на макро-, так и на микроуровне; исследованы основные организационно-экономические особенности отрасли влияют на эффективность привлечения и использования инвестиций и предложены организационные подходы по минимизации их воздействия; проанализированы существующие механизмы финансирования жилищного строительства в Украине и за рубежом и предложена усовершенствованная модель организации строительства через систему совмещение функций ФОН и ФФС, которая соединила преимущества как фондов финансирования строительства так и фондов операций с недвижимостью, что способствует инвесторам получить жилье, на строительство которого они инвестировали средства, а также дает право на получение дохода от операций с недвижимостью. В третьей главе «Формирование экономического механизма повышения эффективности использования внутренних инвестиций в строительстве» предложено внедрение подсистемы открытого инвестиционного мониторинга и анализа эффективности использования внутренних инвестиций, на основе метода интервальной параметризации определения основных показателей. Система мониторинга проектов дает возможность активизировать инвестиционную деятельность в строительной отрасли, обеспечив аналитическую поддержку всех этапов жизненного цикла инвестиционного проекта, при этом уменьшается инвестиционный риск и повышается его экономическая и социальная эффективность. Метод интервальной параметризации определения основных показателей позволяет упростить процедуру расчета и представить данные в интуитивно-понятной форме; проведен расчет интервальных показателей NPV и IRR инвестиционного проекта жилищного строительства на основе предложенного метода, который подтвердил целесообразность использования данной методики при анализе альтернативных проектов; доказана целесообразность создания систему открытого инвестиционного мониторинга в течение всего жизненного цикла строительства жилья, что позволяет оперативно реализовать меры, направленные на адаптацию к изменениям внешней среды и повысить финансовую устойчивость предприятия.

In the case of limited national science and technology budget, it is necessary to evaluate the effectiveness of R & D subsidy programs to ensure the effectiveness of R & D resources utilization. In this study, a case study method was used to study the effectiveness of R & D subsidy program in the science and technology project promoted by the technical department of the Ministry of Economic Affairs. The two objectives were met: 1. To understand the effectiveness of the implementation of the work plan, And the policy objectives of the link; 2. Branch performance evaluation indicators on the applicability of the project category. In this study, two cases were selected from the closure plan, and the case data were collected and collated to facilitate comparison and verification. This research project focuses on understanding the reasons why projects executed within Denel UAVS do not meet the objectives as set out in beginning of the project and inevitably, the project fails. The aim of the study is to meet the following objectives: 1) To evaluate the effect the current project management process practiced within Denel UAVS has on project success. 2) To evaluate the effect of size and complexity of projects executed within Denel UAVS has on project success. 3) To establish the most important interpersonal skills required by project managers, within Denel UA VS for project success. 4) To evaluate the influence the current organisational structure within Denel UAVS has on project success. The research method for this research project consists of two phases: namely phase one - Literature Review and phase two - Empirical study. The Literature review was conducted to evaluate the common reasons for project failure and to gain a better understanding of defining project success. A survey questionnaire was distributed to employees of Denel UAVS to obtain quantitative data as part of the Empirical study. The research provides information on results obtained and specific analysis of data collected from employees within Denel UAVS. The research also provides information on the reasons for project failure within Denel UAVS. The researcher makes recommendations to the management of Denel UAVS based on the results obtained from this study.
