- Considering PPP in urban projects, project financing and integrated development programs increasingly share a common economic approch and determine relevant issues as far as the relations with the general planning tools are concerned. Thanks to such urban management tools, local administrations can trade land capital gains with investiments in public infrastructures and services otherwise financed by public funds. En los inicios de los 90, la actuación en la ciudad existente empezó a alejarse de la mera transformación física y a acercarse a un enfoque integrado que ponía en relación dicha transformación con la dimensión social, económica y medioambiental del desarrollo urbano. Esta evolución se manifestó en el ámbito comunitario con el lanzamiento de la Iniciativa Comunitaria URBAN (1994-1999), que promovió un método de regeneración urbana integrado basado en un enfoque multidimensional, estratégico y participativo. El mismo ejerció una influencia en el marco de la regeneración urbana de los Estados miembros que ha sido reconocida por la literatura. En el caso español, introdujo un modo diferente de abordar los problemas de degradación urbana que iba a tener continuidad en los programas URBAN II (2000-2006), la Iniciativa URBANA (2007-2013) y, en el periodo 2014-2020, en las Estrategias de Desarrollo Urbano Sostenible Integrado (EDUSI). Todos ellos mantienen el “enfoque URBAN”, evidenciando su influencia sobre la acción política del Gobierno de España en materia de desarrollo urbano sostenible. Este trabajo hace una revisión del periodo 1994-2018 con el fin de identificar las influencias y relaciones entre el marco político y los instrumentos mencionados, para entender la evolución que ha dado lugar a las EDUSI y generar un conocimiento que pueda contribuir tanto al avance en el ámbito de la regeneración urbana como a la reflexión sobre la Agenda Urbana para España que el Ministerio de Fomento está desarrollando en la actualidad.

Given the constant changes in the way people move in urban spaces, and based on the National Urban Mobility Policy (PNMU) established by Law 12.586 / 2012, the article will present Urban Mobility indicators used in the municipalities of the state of Mato Grosso, inserted in the Integrated Institutional Development Program - PDI and supported by TCE/MT. Through research methodologies, address the historical and recent aspects of Urban Mobility in the country. From this, present the changes in the indices identified in the period from 2015 to 2017, and verify if the planned goals were met, and if the indicators are supported by PNMU. The study proposes to measure the effectiveness of indicators associated with the theme of Urban Mobility in the municipalities. Moreover, the work proposes to encourage citizens, and especially public managers, to participate effectively in the delivery of efficient solutions for Sustainable Urban Mobility to society.

Dagli anni ‘90 la realizzazione dei quartieri residenziali pubblici, avvenuta tra gli anni '50 e '70, ha ceduto il passo in buona parte delle città italiane ad interventi di riqualificazione, non solo fisica ma anche sociale, dei grandi complessi realizzati nei decenni precedenti, spesso percorsi da processi di degrado che ne hanno stigmatizzato negativamente l’immagine. I tre casi presentati nell’articolo descrivono diverse ed esemplari modalità di intervento pubblico o in partnership pubblico-privato, per la riqualificazione integrata di quartieri periferici: mentre due di essi (PRU via Artom e CdQ Sant'Eusebio) utilizzano in modo nuovo alcuni strumenti attuativi innovativi nelle modalità di finanziamento pubblico e nell’iter procedurale introdotti negli anni '90 –i cosiddetti “programmi complessi”-, il terzo caso (Villaggio Barona) propone, attraverso un intervento di dimensioni quantitativamente limitate e di iniziativa sostanzialmente privata, la riqualificazione di un ampio settore urbano in crisi di cui il “quartiere” diviene il nuovo centro spaziale e sociale. Dei casi si ricostruisce, oltre la contestualizzazione negli ambiti urbani di riferimento, l’insieme delle azioni di accompagnamento o di partecipazione che hanno teso a superare le situazioni di conflittualità che spesso compromettono l’efficacia di questi programmi.

Los ejercicios de planificación se hacen generalmente en una sola dimensión, el tiempo o el espacio. Los planes de desarrollo, en los cuales se definen objetivos, metas, programas y proyectos a ejecutar en un horizonte de tiempo determinado y los de ordenamiento territorial, en los cuales se definen los usos de los suelos y la localización de las diferentes intervenciones humanas a realizar para garantizar un desarrollo territorialmente ordenado de una región o localidad, se elaboran generalmente, sin que exista un mínimo de alineación entre los dos ejercicios. El propósito de este trabajo es presentar una propuesta de planificación en la cual se integran estas dos dimensiones aplicando dos principios fundamentales, ir del largo al corto plazo en la dimensión tiempo y del macro al micro territorio en la dimensión espacial. Posteriormente, se presenta una aplicación al caso del municipio de Buenaventura, en la región Pacífico colombiana. Se espera con ello, hacer una contribución al mejoramiento de la planificación regional y urbana en países en desarrollo.

Resumo Uma lógica setorial tem estruturado as ações do Estado brasileiro e é conhecida sua incapacidade em promover o desenvolvimento urbano justo e equilibrado. Resultado do amadurecimento e da pressão social, o Ministério das Cidades foi criado para preencher uma lacuna no que tange aos problemas urbanos, parcialmente sanados na elaboração do Estatuto da Cidade. Juntos, Estatuto e Ministério das Cidades representam a primeira experiência brasileira democrática de gestão territorial urbana, enquanto o Ministério representa um esforço institucional intersetorial jamais realizado em território nacional. Entretanto, embora tenham se passado 12 anos desde sua criação e apesar de inúmeros estudos sobre seus principais programas de financiamento, pouco se sabe a respeito da intersetorialidade entre suas secretarias, da forma como ele estabelece pontes com outros ministérios e de sua atuação em entes federativos estaduais e municipais. Assim, utilizando-se de uma metodologia investigativa baseada na análise documental e em entrevistas, este artigo procura identificar os principais avanços no Planejamento e Gestão Urbana advindos da presença do Ministério das Cidades, assim como contribuir na compreensão dos impactos deste no equilíbrio federativo. Apesar de ter encontrado consideráveis avanços na integração setorial, o estudo verificou lacunas na articulação da escala estadual com as demais, assim como um fraca participação do ente estadual nos financiamentos disponibilizados pelo Ministério das Cidades.

Nell’ambito delle riflessioni sulla rigenerazione urbana, i fronti avanzati del dibattito disciplinare internazionale si fanno portatori di nuovi riferimenti significativi inerenti sia questioni endogene agli approcci disciplinari, sia tematiche collegate al cambiamento globale del contesto ambientale, socio-economico e culturale. Il PRG di Roma (2008) ha avviato la sperimentazione di una strategia complessiva di rigenerazione. Nel quadro di questa strategia, i «Programmi integrati» si distinguono per il carattere partenariale e l’approccio complesso alla costruzione della città pubblica. La limitata sperimentazione di questi strumenti apre tuttavia la strada anche ad altre pratiche per la rigenerazione resiliente dei “beni comuni” attraverso modalità innovative.

ResumenEste trabajo analiza el perfil social y económico de las Áreas de Rehabilitación Urbana Integrada (ARI) determinadas por la Comunidad de Madrid entre 1992 y 2012.A través de la comparación cronológica de datos censales de 1991, 2001 y 2011, se obtiene información sobre la evolución de cada ARI y los cambios producidos durante ese periodo, así como la motivación y repercusión de estas transformaciones. Este proceso permite evaluar la integralidad de las propuestas, las posibles diferencias de comportamiento según su localización y marco temporal respecto al municipio de Madrid, y la posible vinculación de estas intervenciones con procesos de gentrificación.El trabajo concluye con una reflexión sobre la necesidad de coordinar adecuadamente los programas de rehabilitación y de crear instrumentos de evaluación de planes de regeneración urbana.Palabras clave Regeneración de barrios, carácter integral, gentrificación, centro, periferiaAbstractThis paper analyses the socioeconomic profile of the Integrated Urban Areas (ARI) determined by the Municipality of Madrid between 1992 and 2012. This research approach allows to evaluate the integration of the proposals, identify different geographic behaviours according to their location and time framework and define the relation between these interventions and processes of gentrification. Nas cidades de médio porte a oferta de unidades habitacionais é limitada, bem como os programas de regularização ou renovação que poderiam beneficiar os moradores. Diante das dificuldades vivenciadas pelas famílias em função de carências referentes aos aspectos físicos, ambientais, jurídicos e sociais, ações pontuais de desenho urbano podem contribuir para o processo de reabilitação de áreas carentes buscando sua habitabilidade. O bairro Manoel Domingos, em Pau dos Ferros/RN experimenta desde 2015 um processo de regularização fundiária que deve contemplar prerrogativas jurídicas e sociais. Aborda as formas de utilização da Praça Antônio Francisco Floriano bem como identifica como os usuários se relacionam com o ambiente e como ele influencia as formas utilização e valorização local. Trata-se de uma pesquisa quanti-qualitativa que contou com pesquisa bibliográfica, com levantamentos físicos do equipamento e do bairro, observações sistematizadas e entrevistas semiestruturadas. Ressalta-se a relevância em discutir elementos da vitalidade urbana em uma cidade de médio porte do semiárido nordestino, considerando as particularidades existentes. Os resultados apontaram que a praça está integrada material e imaterialmente na comunidade e se consolida como local de encontro e lazer dos moradores e da circunvizinhança, especialmente pela carência desse tipo de equipamento na cidade. Têm-se nessa praça um importante suporte para a vitalidade urbana e para o incremento da vida em âmbito público no bairro e da cidade, contribuindo junto com o processo de regularização fundiária para a reabilitação integrada da área.

Esta dissertação tem como tema a relação entre a mobilidade urbana e a cidadania no Distrito Federal, com enfoque nas atuais condições de deslocamento da população e nas perspectivas trazidas pelo Programa Brasília Integrada. O objetivo é, a partir de um olhar sociológico, analisar o trânsito da cidade, considerando a acepção mais completa do termo, que envolve todas as formas de locomoção. Para isso, realizou-se uma revisão bibliográfica em que se buscou nos textos clássicos de sociologia urbana e em obras mais recentes a fundamentação teórica da importância da mobilidade para a existência e o desenvolvimento das cidades e do modo de vida urbano. Na descrição e análise da mobilidade urbana do Distrito Federal, chega-se à conclusão de que, devido à prioridade ter sido até hoje o deslocamento por automóveis particulares, a situação é crítica para todos os atores do trânsito (motoristas, pedestres, ciclistas e usuários de transporte público) e tende a piorar, chegando ao colapso caso não sejam adotadas medidas urgentes para reverter essa tendência. As formas como a cidade foi planejada e como o poder público conduziu sua política de mobilidade urbana consolidaram uma “cultura do automóvel” e um ciclo vicioso de aumento do número de carros seguido de maiores investimentos na estrutura viária, deixando o transporte público em segundo plano e destinado apenas a atender as necessidades de acesso aos locais de trabalho das classes menos abastadas. A principal aposta do Governo do Distrito Federal para solucionar os problemas de locomoção da capital federal, constituído pelo Programa Brasília Integrada, prevê a reformulação do sistema de transporte público coletivo da cidade, além da construção de ciclovias e da ampliação da malha viária. Conclui-se que, apesar de positivas as ações previstas no Programa, elas serão insuficientes para evitar o colapso no trânsito de Brasília. Seria necessária uma mudança de paradigmas da política de mobilidade urbana, colocando como prioridade as formas sustentáveis de locomoção, em especial o transporte público coletivo, de forma a superar a “cultura do automóvel” ainda vigente na mentalidade da população e do governo local. ______________________________________________________________________________________ ABSTRACT
The present dissertation intends to analyze the relationship between urban mobility and citizenship in the Federal District, emphasizing population’s current displacing conditions and the perspectives brought by government’s Integrated Brasilia Program initiative. From a sociological perspective, the aim is to analyze traffic in the city, taking into account its broadest aspects, concerning all forms of locomotion. In order to achieve this goal, a bibliographical revision was undertaken. Through this procedure, classical papers on urban sociology and other updated works provided theoretical background to support the importance of mobility to the existence and development of cities, as well as urban life. The analysis of urban mobility in the Federal District leads to the conclusion that, due to the priority attributed to automobiles, the displacement situation for all traffic participants (drivers, pedestrians, cyclists and users of public transportation) is bound to worsen or collapse if urgent measures are not taken. The way the city was designed and public authorities conducted its mobility policy consolidated an “automobile culture” that triggered an endless cycle, in which increases in the number of cars are always followed by the construction of vehicle structures. In this model, public transportation is left behind and designed merely to fulfill the need of lower social classes to reach their workplaces. Local government hopes to solve locomotion problems in the capital through the Integrated Brasilia Program by overhauling the public transportation system, building cyclists roads and new roads for vehicles. The conclusion is that, despite previsions of positive measures in the above mentioned government project, such actions will not be enough to save Brasilia’s traffic from collapsing. A change of paradigm in urban mobility policy is needed in order to establish sustainable forms of locomotion, especially public transportation, as a way to overcome the “automobile culture” in the local government and the population’s imaginary.

Esta pesquisa tem como objeto de estudo os PRIHs - Perímetros de Reabilitação Integrada do Habitat ¿ que foram parte do Programa Morar no Centro da Gestão Marta Suplicy, 2001-2004. O Morar no Centro, além dos PRIHs, incluía outras três frentes, que eram: o Programa de Cortiços, a Bolsa Aluguel e o programa de Locação Social. Formulados com base em experiências europeias de reabilitação de áreas centrais, os PRIHs contavam com a participação da população local para a criação de demandas específicas para cada um dos perímetros. Diferente dos projetos de requalificação urbana com base no ideário neoliberal, os PRIHs tinham como premissa básica a manutenção da população local no território. Apesar do enfoque na questão habitacional, os PRIHs podem ser entendidos como uma oportunidade de articulação de programas existentes, o que torna-o um exemplo rico de reabilitação de áreas centrais.
This research has as its object of study the PRIH program (Perimeters of Integrated Habitat Rehabilitation) which were part of the Morar no Centro program, during the Marta Suplicy 2001-2004- government. Morar no Centro, in addition to PRIHs, included three other programs, which were: the Cortiço Program, Rent Subsidy and the Social Rent Housing program. Formulated based on European experiences of rehabilitation of central areas, the PRIHs counted on the participation of the local population in order to raise specific demands for each perimeter. Unlike urban requalification programs based on the neoliberal ideas, the PRIHs had as its basic premise the maintenance of local population in the territory. Despite the focus on the housing issue, the PRIHs can be understood as an opportunity for the articulation of existing programs, which makes it a rich central area rehabilitation case.

This Diploma thesis deals with the support system for the Czech urban areas development, available in the EU Funds in the 2007-2013 programming period. First, the work briefly discusses the characteristics of the EU Cohesion Policy, and then describes the development of its urban dimension emphasizing the period after 2000. The main objective of this thesis is to analyze Czech strategic documents for the implementation of the EU Cohesion Policy and specific programmes linked to urban development, i.e. the Regional Operational Programmes and the Integrated Operational Programme. The final part includes the case study of Pilsen city, as a concrete example of the analyzed programmes implementation.

Abstract:
Introduction Interventions to reduce greenhouse gas emissions and mitigate climate change can involve co-benefits of health, with special active transportation policies (including walking, cycling and travelling by public transport) having the potential to provide both co-benefits to environmental and public health. Methods A health impact assessment approach has been performed using a quantitative model for estimating the health impacts of different active transportation policies in urban areas. Result We have quantified the impacts of two risk factors, air pollution and traffic accidents, as well as the protective effect of physical activity. In total, the benefits of physical activity exceed the risks associated with active transport policies. Conclusions Active transportation policies can produce substantial benefits for public health, which are mainly associated with increased levels of physical activity.
Introducción Las intervenciones para reducir las emisiones de gases de efecto invernadero y cambio climático, pueden conllevar co-beneficios para la salud. En especial las políticas de transporte activo (caminar, viajar en bicicletas o en transporte público) pueden tener la capacidad de proveer beneficios para el medioambiente y la salud. Métodos Mediante el abordaje de la evaluación de impactos en salud se ha utilizado una modelo cuantitativo par estimar los impactos en salud de diferentes intervenciones o políticas de transporte activo, en áreas urbanas. Resultado Se cuantificaron los impactos de dos factores de riesgo, la contaminación del aire y los accidentes de tráfico. Se cuantifico además el efecto protector de la actividad física. En conjunto los beneficios de la actividad física superaron a los riesgos asociados con las políticas de transporte activo. Conclusiones Las políticas de transporte activo pueden producir grandes beneficios para la salud de la población. Estos beneficios están asociados principalmente con el incremento en los niveles de la actividad física.
Introducció Les intervencions per reduir les emissions de gasos d'efecte hivernacle i canvi climàtic, poden implicar beneficis per a la salut. Especialment les polítiques de transport actiu (caminar, viatjar en bicicletes o en transport públic) poden tenir la capacitat de proveir beneficis per al medi ambient i la salut. Mètodes Mitjançant l'abordatge de l'avaluació d'impactes en salut s'ha utilitzat una model quantitatiu per estimar els impactes en salut de diferents intervencions o polítiques de transport actiu en àrees urbanes. Resultat Es van quantificar els impactes de dos factors de risc, la contaminació de l'aire i els accidents de trànsit. Es va quantificar a més l'efecte protector de l'activitat física. En conjunt els beneficis de l'activitat física superar els riscos associats amb les polítiques de transport actiu. Conclusions Les polítiques de transport actiu poden produir grans beneficis per a la salut de la població. Aquests beneficis estan associats principalment amb l’incremento en els nivells de l'activitat física.

This paper chiefly aims at understanding the perception that recipient families entitled to the Housing State Program under PAC Beberibe have on experiencing their right to the city, taking into account the consumption perspective of collective use-driven goods. Besides the economic reasoning, consumption can be also construed as a social distinction factor, and also as political expression, when reasoned as a purpose of grassroots struggle for the equal access right to the ensemble of goods and services made available within the urban background. The perspective of the said consumption construing further enhances the studies dedicated to social inclusion process, in particular, when dealt with the urban setting and upon taking the city as a product of human labour, placed within a capitalist environment that brings together not only the physical structural dimension, but also the cultural, symbolic and the political dimension underneath the daily life. Aiming to meet the purposes of the said survey, the paper hereof turned out to be an exploratory, quality-led research. The empirical background of this paper comprised the families who have left the wretched dwellings in the banks of Beberibe River and currently live in council housings built according with Beberibe Basin’s Integrated Sanitation Programme (PAC Beberibe), carried out in the municipality of Recife, State of Pernambuco. Hence, upon the sample selection based on the snowball sampling technique, the empiric contribution to the speech analysis was employed as related to the French line to guide the search for the meaning given to the right to the city as experienced by the recipient families through their own descriptions. Among the outcomes thus achieved, it should be stressed that it is becomes indispensable that social housingoriented public policies are built upon the housing concept in a broader sense than its physical infrastructure, by encompassing the home feeling awareness and the entitlement to other social rights to the family, including the access to mass consumption goods and services and the actual involvement at the urban development, based upon the adoption of the citizenship status.
A presente dissertação tem por objetivo, compreender a percepção que as famílias beneficiárias do programa habitacional do PAC Beberibe possuem sobre a vivência do direito à cidade, levando em consideração a perspectiva do consumo dos bens de uso coletivo. Além da racionalidade econômica, o consumo pode ser interpretado também como um fator de distinção social e ainda como uma expressão política, quando pensado como um propósito de luta popular pelo acesso igualitário ao conjunto de bens e serviços disponibilizados no ambiente citadino. A observação destas interpretações do consumo, enriquece ainda mais os estudos que se dedicam ao processo de integração social, especialmente, quando se trata da esfera urbana e se admite a cidade como um produto do trabalho humano, imerso em um contexto capitalista que congrega não só a dimensão estrutural física, mas também a cultural, simbólica e a política que subjazem o viver cotidiano. E para atender os propósitos desse estudo, este último configurou-se como uma pesquisa qualitativa. Teve como universo empírico, as famílias que saíram de habitações miseráveis às margens do rio Beberibe e que hoje residem nos habitacionais sociais construídos através do Programa de Saneamento Integrado da Bacia do Beberibe (PAC Beberibe) executado no município de Recife em Pernambuco. Assim, após a seleção da amostra com base na técnica bola de neve, fez-se uso do aporte teórico da Análise do Discurso referente à linha francesa para nortear a busca pela compreensão do sentido dado à vivência do direito à cidade pelas famílias beneficiárias através de suas narrativas. Entre os resultados obtidos, destaca-se que é imprescindível que as políticas públicas voltadas para habitação social alicercem-se no conceito de moradia em um sentido mais amplo que o de sua infraestrutura física, ao englobar a sensação de lar para o núcleo familiar e o atendimento dos outros direitos sociais, incluindo o acesso aos bens e serviços de consumo coletivo e a efetiva participação no desenvolvimento urbano a partir da apropriação da condição de cidadania.

Abstract:
The Apollo Project investigates the recent establishment of numerous private educational institutions in the inner city of Pretoria. It identifies the need for adequate urban educational facilities and explores the use of existing buildings as schools. An existing educational cluster is identified at the eastern edge of the inner city, defined by Church, Du Toit and Pretorius Streets, and Nelson Mandela Drive. This city block and the ones surrounding it contain numerous primary, secondary and tertiary educational institutions in a predominant industrial/automotive precinct. An urban design framework is proposed for the precinct. It is envisioned that the precinct may be developed as a mixed-use urban educational campus. Within the existing city block and the urban framework proposal, the Apollo Centre, located on the corner of Church-and Du Toit Street, is selected for an adaptive re-use intervention. The proposed use is an urban primary school. The Apollo project investigates current pedagogical trends, which informed a concept that is largely defined by the idea of contextual learning within a vertical structure. Transparency and integration of education with the urban environment is at the core of the proposal. The traditional notion of horizontal education is explored in a vertical manner. The existing structure is analyzed and a position taken regarding the adaptive re-use process that informs the design. Precedent Studies include existing schools within the inner city of Pretoria as well as local and international schools. The process of converting the Apollo Centre into a primary educational facility, that shares its resources on a cross-programming basis, is explored in a series of proposals. The numerous explorations are considered in their various aspects, as well as their relationship to the whole, which then leads to a final design proposal. Key areas of the proposed Apollo Primary School will finally be resolved technically. A conclusion summarizes the author’s thoughts on the result of the project.

El presente trabajo de memoria presenta el diseño, implementación y validación de un framework de integración de un simulador de transporte, Quadstone Paramics con un simulador de redes comunicaciones inalámbricas, OMNeT++, para la simulación y estudio de Sistemas Inteligentes de Transporte. Los Sistemas Inteligentes de Transporte surgen como una respuesta a la necesidad de optimización, modernización y mejoramiento de los actuales sistemas de transporte. Los Sistemas de Transporte Inteligente pretenden proveer servicios innovadores que otorguen información a los usuarios y les permitan utilizar el sistema de transporte de manera más segura, coordinada e inteligente. Resulta fundamental la recopilación y transmisión de información en estos sistemas, lo cual se realiza mediante implementación de redes comunicación inalámbrica, tanto entre vehículos como entre vehículos e infraestructura. Es necesario entonces el desarrollo de entornos de software de modelamiento y simulación de estos sistemas, para su estudio previo a su implementación en el mundo real. Este trabajo de memoria presenta un framework que posibilita la simulación y análisis de los Sistemas Inteligentes de Transporte. PVEINS, como se denomina el software desarrollado, permite el estudio de la integración bidireccional de un sistema de transporte con un sistema de comunicaciones inalámbricas. En ese sentido, el framework permite determinar tanto el impacto de la comunicación entre vehículos sobre el modelo de transporte, como el impacto del movimiento de los vehículos sobre el medio de comunicación entre estos. Adicionalmente, el presente trabajo de memoria presenta un análisis de eficiencia del software desarrollado, y un estudio para verificar su validez para la simulación de sistemas de transporte de alta complejidad. Los resultados son positivos y demuestran que PVEINS tiene el potencial para posicionarse como una opción competitiva para la simulación de Sistemas Inteligentes de Transporte en la academia. En particular, se demuestra su eficiencia para simular grandes sistemas de transporte ejecutando un escenario de 15 minutos de tiempo simulado, con aproximadamente 900 vehículos presentes en la red en cada instante de simulación, en apenas 11 minutos de tiempo real. Se demuestra también su austeridad en uso de recursos del sistema al realizar una simulación con un promedio de 1400 nodos utilizando menos de 600 MB de memoria RAM y menos del 20% de la capacidad total del procesador. Finalmente, se expone su utilidad para el análisis y estudio de Sistemas Inteligentes de Transporte extrayendo información y estadísticas de los escenarios simulados.

This chapter examines contemporary black public art in Chicago, including Bernard Williams's black biblical figures in the apse of Saint Edmund's Episcopal Church. As a principal artist in the Chicago Public Art Group (CPAG), Williams has been the lead restorer for most of murals by William Walker. The Saint Edmund's committee directed the content of Williams's mural at the church in relation to the newly installed stained glass program of important black heroes. Father Richard Tolliver considered murals and stained glass an integral part of his revitalization of Saint Edmund's. Williams also helped restore Frederick D. Jones's mural at the First Church of Deliverance (FCOD) and created a number of local community murals. The chapter concludes with a discussion of Damon Lamar Reed's mural ministry consisting of murals, graffiti, rap music, and T-shirts. Like the conflations of the black Christ with the pastor at Pilgrim Baptist Church and FCOD, Reed's work merges the painted image of Jesus with that of a real black body, the one within the T-shirt.

The cultural community a child grows up in is arguably the most important influence in a child’s development. Culture and context should be incorporated into every research program in human development in our field. Ecocultural theory links structural and environmental conditions to the cultural learning environments of children and the everyday routines and activities that shape behavior and the minds of children. To do this, we require strong mixed methods, designs, samples, and analytical approaches. The world certainly is not linear, additive, and decontextualized, although for analytical purposes we can usefully model the world as if it were. This chapter discusses five research programs that use ecocultural models and integrate qualitative and quantitative methods: rural-urban migration and effects on parenting and children’s development in Kenya; sibling caretaking; countercultural families and children in California; families with children with disabilities in California; and interventions to support working poor families in Wisconsin.

AbstractThis chapter analyses the potential impacts of the URBANA programme between the periods before and after its implementation. The impact was studied using a quasi-experimental design based on secondary data from the complete series of the Spanish Living Conditions Survey. The impact of the programme on household socio-economic conditions, self-perceived health and the quality of the built environment was studied. In addition, the degree of vulnerability of the neighbourhoods in which the programmes were implemented was taken into account, as the impacts could be conditioned by this contextual dimension. The results suggest some improvements in urban context and health, specifically among those neighbourhoods with higher levels of vulnerability before the intervention process. Therefore, the chapter shows ‘neighbourhood effects’ due to the differences between the selected neighbourhoods and the importance of the selection process in policy design.

AbstractProblems to solve, objectives, and policy actions are the main components of the policy agenda of local strategies. The European framework for sustainable urban development sustains that urban policy initiatives have to pay attention to five main policy sectors to promote sustainable urban development: physical space, economic development, social inclusion, environment, and governance. Applying the CUPPA approach, this chapter analyses the relevance of these five policy sectors as problems, objectives, and policy actions in local projects. Comparing URBAN and URBANA Initiatives, the chapter shows the growing importance of environmental and governance issues. Moreover, the comparison shows a change in the policy frame of URBAN and URBANA programmes from the classical ‘neighbourhood revitalisation’ (centred on physical space and social inclusion) to the current ‘sustainable neighbourhoods’ frame (more comprehensive portfolios across policy sectors and a more important role to community).

AbstractPolicy design is a growing area of study in policy studies due to its importance in ensuring good implementation and impact. A ‘good design’ ensures good implementation processes and the proposed policy outcomes. Nevertheless, this issue has received little attention in urban initiatives promoted by the EU, at least through the analysis of local policy portfolios from a comparative perspective. This chapter applies the CUPPA approach to analyse the quality of local strategies design from a comparative perspective applying the comparative urban policy portfolio approach. The chapter establishes quality dimensions of local plans for each phase of the policy cycle (from diagnosis to evaluation); and two broad dimensions to analyse local plans’ evaluability: the practical dimension (information needed to evaluate local plans) and the analytical dimension (the coherence between problems, objectives and planned actions). The analysis of URBAN and URBANA Initiatives shows a medium level of quality of local plans design, although very low regarding evaluation. The comparison between URBAN and URBANA local projects shows learning processes regarding the design of governance processes and mechanisms in local strategies, a better definition of instruments designed to ensure coordination among policy sector departments in local governments, between local and supra-municipal authorities, and between public and societal actors. Therefore, portfolio design analysis shows a growing trend towards multi-level governance in urban initiatives, but it also indicates evaluation is a dimension that needs improvements (low levels of quality and no improvements between programmes analysed).

AbstractThis chapter is devoted to analysing the policy theory used by local plans to implement integrated policy mixes. Based on the theory-driven evaluation and social mechanism perspectives, the chapter analyses the causal process established by local plans to ensure the link between objectives and their expected results; and, therefore, the relation between goal and implementation tools. From an analytical point of view, four main causal processes are proposed as combinations of two main aspects. First, goals according to the classical distinction in urban policies between context and actors. Second, the causal mechanism behind policy tools is distinguished according to two main types: oriented to modify opportunity structures and to change actors’ preferences or resources. These causal processes are identified by analysing each policy action implemented in local plans portfolios. The comparison between URBAN and URBANA programmes shows a progressive change from causal processes based on motivational mechanisms targeted at specific groups to re-equilibrate social inequalities to causal processes centred on context improvements to enhance their attractiveness.

AbstractAfter reviewing previous research strategies applied to evaluate the impacts of EU urban initiatives, and previous evaluative assessments of similar place-based initiatives, this chapter proposes the use of ‘controlled comparisons’ to perform this crucial task for the urban dimension of the European Cohesion Policy: analyses should compare changes before and after interventions between territorial targets and appropriate contrafactual. Previous studies on policy effectiveness have analysed programme outcomes or case studies, but their results do not provide information about initiatives’ impacts due to the lack of contrafactual comparison. Besides, urban initiatives establish some ‘eligibility criteria’ to select their territorial targets. Therefore, contrafactual should be chosen according to the criteria. Based on these ideas, this chapter applies propensity score matching to select appropriate experimental and control groups to evaluate the impact of EU urban initiatives in Spain. The following chapters use the chosen neighbourhoods (experimental and control groups) to perform impact analyses using different methodological approaches.

Geralmente a questão é abordada como um problema em si, não como resultado de um processo social que reflete diversos fatores, interesses e correlações de forças no espaço urbano. O artigo objetivaa investigação das dinâmicas urbanas evidenciadas nos deslocamentos, através da análise da mobilidade eda inserção urbana dos empreendimentos do Programa Minha Casa Minha Vida na área conurbada de Florianópolis-SC.Conclui-se que a mobilidade urbana é indissociável das diversas outras questões urbanas e sociaise que o processo de espraiamento urbano na área continental vem sendo fortalecido pelosconjuntos MCMV. Apesar de o programa habitacional ter tido êxito em muitos aspectos, a inserção dos empreendimentos nãovem acompanhada de infraestruturas adequadas de transportes, serviços e atrativos urbanos, que aliado a incentivos governamentais à indústria automobilística, induz a uma dependência aos transportes individuais motorizados, com impactos em toda a região. The urban mobility theme has had repercussions. Usually the issue is addressed as a problem in itself, not as a result of a social process that reflects several factors, interests and correlations of forces in urban space. The article aims to investigate the urban dynamics evidenced in displacements through the mobility analysis and urban integration of the developments of the Minha Casa Minha Vida Program in metropolitan area of Florianópolis-SC. It is concluded that urban mobility is inseparable from many other urban and social issues and the urban sprawl process in the continental area has been strengthened by housing developments. Although the housing program having been successful in various aspects, the insertion of the projects is not accompanied by adequate transport infrastructure, services and urban attractions, which combined with government incentives to the automotive industry, leads to a dependence on individual motorized transport, with impacts throughout the region.

Durante esta investigación se analiza comparativamente el proceso de formación y gestión llevado a cabo para la implementación de dos programas de vivienda social; el programa de realojamiento de población marginada - Barrios de tipología especial- implementado en Madrid, España (1986) y el programa nuevos barrios – “Mi casa mi vida” en Córdoba, Argentina (2001). Ambos programas fueron ejecutados para resolver la problemática habitacional de grupos marginales, a través del traslado y realojo a nuevos barrios construidos especialmente para estos sectores. Se procura estudiar el proceso de formulación e implementación de dichos programas, intentando descubrir si era posible predecir desde la formulación de dichos programas las problemáticas actuales de exclusión urbana como un agravante a las problemáticas de exclusión social. Será objeto de este artículo reflexionar sobre la capacidad del estado para incidir en los modos de hacer ciudad incorporando o no las necesidades de integración socio-urbanas de las poblaciones afectadas. During this research are analyzed and compared the structure and management process carried out for the implementation of two social housing programs, the re-housing program for marginal population- Suburbs of special typology (BTE)– in Madrid - Spain (1986) and new neighborhoods program –“My house my life”- in Córdoba Argentina (2001). Both programs were made to solve the housing problems of marginalized groups, through relocation and re-housing of the affected people to new neighborhoods built especially for them. The purpose of this comparative analysis is to study the process of design and implementation of the two housing programs, trying to find out if it was possible to predict from the formulation of such programs, issues of urban exclusion as an aggravating factor of the social exclusion. The object of this article will reflect the state’s ability to influence in urban development, incorporated or not social-urban integration needs of the affected populations.

Un dels efectes més notables de la reestructuració econòmica viscuda a Europa durant les darreres dècades ha estat la intensificació dels processos de pobresa urbana i exclusió social. El que ha comportat el reforçament i agudització de les desigualtats socials i la segregació espacial, consolidant-se així una realitat urbana dualitzada. Les situacions d’exclusió social han tendit a concentrar-se en aquelles àrees urbanes que pateixen majors processos de degradació, amb una qualitat de vida i unes oportunitats econòmiques sensiblement inferiors a la del conjunt urbà més proper. Per treballar en favor d’un model de desenvolupament urbà sostenible i socialment més just, així com per donar resposta als reptes i necessitats especials dels barris amb dificultats, s’estan implementant, en diferents ciutats europees, respostes conegudes com programes d’intervenció integral. Aquests programes recullen de forma explícita la voluntat d’actuar sobre les múltiples variables que configuren i expliquen les situacions de marginalitat urbana. No plantegen actuacions focalitzades en la transformació de l’espai físic, sinó que també atorguen una atenció especial als diferents factors que interaccionen en la configuració social i econòmica de l’espai urbà. La perspectiva integrada implica la superació del model clàssic de compartimentació sectorial. L’element que canalitza l’actuació pública no són les responsabilitats i fronteres competencials, sinó els dèficits i les oportunitats que manifesta una determinada àrea urbana. Aquest model d’intervenció ha assolit un creixent protagonisme, tant en l’agenda política de diferents Estats i regions europees, com en la pròpia UE. L’any 1994, la UE creà la Iniciativa Comunitària URBAN. El programa recollia com a objectius generals la necessitat de fer front a la degradació de la qualitat de vida en determinats espais de les ciutats i actuar en favor de la redinamització socioeconòmica i ambiental de les àrees urbanes amb dificultats. A través de dues edicions (1994-1999 i 2000-2006), URBAN ha permès cofinançar 188 programes en 15 Estats Membres. En aquesta comunicació es presentarà els resultats d’una recerca sobre la IC URBAN, tot centrant l’atenció de l’anàlisi en el model d’aproximació a la realitat urbana que planteja. Aquest model es caracteritza per la perspectiva integrada de les qüestions socials, econòmiques i medi ambientals com a mecanisme per donar una millor resposta als problemes locals. Finalment, s’interpretarà l’impacte assolit per URBAN, emprant com a indicador l’anàlisi de diferents casos d’estudi de ciutats angleses, espanyoles, franceses i italianes One of the most notable effects of the economic restructuring undertaken in Europe during recent decades has been the intensification of processes that give rise to urban poverty and social exclusion. This has led to the reinforcing and sharpening of social inequalities and spatial segregation and to the consolidation of a dichotomous urban reality. Situations of social exclusion have tended to concentrate in urban areas that have suffered major processes of degradation and which have levels of quality of life and economic opportunity that are appreciably inferior to those of their nearest urban neighbours. Several European cities are currently working towards the creation of a model of sustainable and more socially just urban development and towards providing responses to the challenges and special needs of neighbourhoods with difficulties. This initiative forms part of what are known as integrated intervention programmes. These programmes explicitly share the will to take appropriate action to influence the many variables that configure and explain situations of urban marginality. They do not only propose interventions aimed at physically transforming space, but also dedicate special attention to the different factors that interact to determine the social and economic configuration of urban space. The integrated approach implies improving on the classical model of sectorial division. The elements that channel public responses are not responsibility and competence frontiers, but rather the deficits and opportunities manifested by a given urban area. This new model for intervention has gained increasing protagonism, both in the political agendas of various European states and regions and in the European Union itself. In 1994, the EU established the URBAN Community Initiative. The general objectives of this programme were related to the need to take measures against the loss of quality of life in certain parts of cities and to take action to promote the socioeconomic and environmental revitalisation of urban areas with difficulties. To date, two editions of URBAN (1994-1999 and 2000-2006) have permitted the co-financing of 188 programmes in 15 EU member states. In this communication, we will present the results of research relating to the URBAN Community Initiative, specifically focusing our attention and analysis on the model for urban reality that it proposes. This model is characterised by the way in which social, economic and environmental questions are addressed from an integrated approach, which serves as a mechanism for providing better responses to local problems. Finally, we will analyse the impact that the URBAN has achieved, using case studies based on British, Spanish, French and Italian cities as indicators in this analysis.

En el contexto urbano europeo, se ha abordado comúnmente la integración de grupos sociales vulnerables, económica o socialmente, a través de políticas de vivienda y programas de realojo. Sin embargo, estas medidas y su eficacia actualmente son debatidas, en base a la limitada incidencia que la transformación espacial de ámbitos reducidos ha mostrado tener sobre otros factores de la exclusión social. Este estudio busca, a partir del estudio de la Operación Bolsas de Deterioro Urbano en Madrid, vincular procesos de planificación y gestión del suelo a aquellos referentes a la integración de grupos vulnerables en la ciudad. Se concluye que cambios efectuados en las disposiciones de ordenamiento y gestión de algunas áreas de la operación, así como la falta de seguimiento de los procesos de desarrollo urbano posteriores a las intervenciones efectuadas, y de los efectos del realojo sobre la población objeto, desvían a ésta de su postura ideológica inicial. In the context of European urban development, housing policies and relocation programmes are commonly used to foster urban integration of vulnerable social groups. However, these measures and their associated effects are still up for debate, mainly due to the limited impact spatial transformation of reduced areas has shown on other aspects of social exclusion. This article, through the analysis of a specific case, the Bolsas de Deterioro Urbano programme in Madrid, attempts to link spatial planning and land management processes to those of social integration in the urban environment. We conclude that alterations made to the management and land use dispositions of some of the areas included in the programme, as well as the absence of surveillance of urban development trends occurred after its implementation, and the poor study of relocation effects on the population groups affected by the programme interventions, deviate this one from its initially established ideological posture.

As políticas de habitação do Programa Minha Casa Minha Vida têm produzido habitações sociais no Brasil, gerando núcleos e conjuntos habitacionais em diversas cidades. A maioria dos conjuntos e núcleos está sendo construída em áreas de expansão urbana, gerando apêndices urbanos deslocados do tecido urbano consolidado. O trabalho aborda estudo de caso em Passo Fundo (RS), em conjunto habitacional que combina a construção privada com investimentos públicos, tendo como característica a diversidade de tipologias, tecnologia construtiva racionalizada e a gradual oferta de equipamentos comunitários. A análise é realizada com base métodos e conceitos de valoração integral das áreas habitacionais propostos por Montaner, Muxi e Falagan (2011). Como resultados, verifica-se que mesmo em empreendimentos privados, as ferramentas de “habitar o presente”, que consideram habitação como parte de projeto urbano, podem contribuir para que a morfologia urbana resultante de novas paisagens obtenha melhor qualidade e sustentabilidade, desde que sejam efetivadas as políticas públicas habitacionais correspondentes The housing policies of the Minha Casa Minha VidaProgramme have produced social housing in Brazil, generating urban developments and housing projects in several cities. Most of them are situated in areas of urban sprawl, generating displaced urban appendices of the consolidated urban fabric. This paper presents a case study in Passo Fundo (RS) that combines private construction with public investments, with the characteristic diversity of typologies, building technology and streamlined the gradual provision of community facilities. The analysis is based in methods and concepts of full valuation of residential areas proposed by Montaner, Muxi and Falagan (2011). As a result, it appears that even in private enterprises, the tools "to inhabit the present," that consider housing as part of urban design can contribute to the resulting urban morphology of new landscapes get better quality and sustainability, provided that effect the corresponding public housing policies.

La Ciudad de Cholula representa un ejemplo icónico del desarrollo periurbano en México de ciudades medias inmersas en un entorno metropolitano. La particular heterogeneidad de Cholula como región sagrada, estudiantil y de servicios, se ha ido conformando a través de tres tipos de modelo socio-territorial: el compacto, el rural y el metropolitano; estos modelos se integran a través de diferentes patrones de uso de suelo. La transformación urbana de Cholula se originó en territorio ejidal, donde su expropiación en la década de 1990 y la implementación del Programa de Desarrollo Regional Angelópolis generaron diversos detonadores peri-urbanos, como cambios en las dinámicas poblacionales, especulación inmobiliaria, dispersión de localidades, abandono de las actividades agrícolas y consumo desmedido del territorio. Estos detonadores generaron cambios en los patrones de uso de suelo que van desde los núcleos urbanos compactos hasta las localidades rurales dispersas a las nuevas centralidades urbanas. The City of Cholula represents an iconic example of peri-urban development in Mexican middle-size cities. Cholula has a particular heterogeneity as a sacred, student, and services region. Its context is being developed through three socio-spatial models: the compact, the rural, and the metropolitan; each integrated with patterns of land use. The urban transformation of Cholula began in 1990 with the expropriation of ejido and agricultural land and the implementation of the Regional Development Plan Angelópolis. All of these triggered peri-urbanization development, like changes in populations’ dynamics, real estate speculation, urban sprawl, abandon of agricultural activities, and a wasteful consumption of land. These facts generated changes in the patterns of land use, from compact-urban cores, sprawl rural localities, to new urban centralities.

Con el propósito de facilitar el proceso de selección y priorización de barrios para el Programa de Recuperación de Barrios del Ministerio de Vivienda y Urbanismo, se ha desarrollado una metodología de focalización territorial que busca identificar Áreas de interés para la gestión pública. Dicho desafío no sólo resulta consistente con la necesidad de establecer criterios objetivos, cuantificables y transparentes para orientar la inversión ministerial en la escala barrial, sino que tiene relevancia con miras a construir unidades de gestión urbana funcionales a la planificación estratégica de las ciudades en coherencia con una visión integral de los territorios urbanos. Con este objetivo, el presente artículo da cuenta de las decisiones que determinan la metodología, exponiendo sus resultados y las posibilidades que nos ha develado la configuración de Zonas Prioritarias para contribuir en los procesos de regeneración urbana de las ciudades. In order to facilitate the process of selecting and prioritizing neighborhoods for Neighborhood Recovery Program of the Ministry of Housing and Urban Development ha s developed a territorial targeting methodology that seeks to identify areas of interest for public management. This challenge is not only consistent with the need to establish objective, quantifiable and transparent investment guide ministerial neighborhood level, but has relevance with a view to building functional units of urban management to strategic planning of cities in line with a comprehensive view of urban territories. With this objective, this article reports on the decisions that determine the methodology, explaining their results and the possibilities has unveiled Priority Zones settings to contribute to urban regeneration processes of cities.

El trabajo analiza las transformaciones del territorio en Sumay Pacha, Jujuy, desde la compleja relación que se da entre el urbanismo, entendido en términos de políticas y técnicas que resultan del saber especializado, y la urbanización, entendida como la multiplicidad de acciones de diferentes actores sociales que contribuyen a la construcción del espacio urbano. Sumay Pacha es un barrio de conformación reciente que se encuentra por fuera de las tramas urbanas de Tilcara y de Maimará (Provincia de Jujuy) y surgió a partir de una toma de tierras. Las políticas de vivienda tuvieron una fuerte participación en el origen de la toma, la construcción del barrio y su desarrollo posterior; tanto desde el plano material como desde el simbólico. El análisis se realizó desde dos lógicas, por un lado a partir de la observación directa del territorio y el redibujo interpretativo de sus elementos, y por otro lado, los relatos de los entrevistados y las instancias de formulación de planes y programas públicos. El trabajo muestra que el urbanismo –que examinamos en términos de políticas de vivienda en esta instancia- permitió consolidar y legitimar la urbanización, y a su vez, que la urbanización promovió la integración del tejido urbano. En efecto, la urbanización, motorizada por la movilización, la toma y la autoconstrucción, habilitó al municipio a hacer urbanismo, a través de la ejecución de obras que ya estaban “en carpeta”, transformando el territorio en una reserva de suelo como sede de demandas sociales para ejecutar políticas públicas. The paper analyzes the territorial transformations in Sumay Pacha, Jujuy and how they are related to the complex relationships that exist between urbanism (understood in terms of policies and techniques that result from specialized knowledge) and urbanization (understood as the multiplicity of different social actions that contribute to the construction of urban space) . Sumay Pacha is a recently formed neighborhood out side the urban areas of Tilcara and Maimará (Jujuy Provi nce) and was originated on popular subdivisions of land. Housing policies were involved in the origin of the urban area, the construction of the neighborhood a nd its development, both from a material and a symbolic po int of view. The analysis was conducted from two perspectives, first from direct observation of the territory and interpretative re-drawing of its elem ents, and second from the accounts of the interviewees and th e design of plans and programs. The paper shows tha t urbanism –examined in terms of housing policies at this stage of the research, allowed to consolidate and legitimize the urbanization, and at the same time, urbanization promoted the integration of the urban fabric. Indeed, urbanization, driven by the mobilization, p opular subdivisions and self-making houses, enabled the local government to do urbanism, through the implem entation of policies that were already "in the pipe line", transforming the territory into a land reserve that can host social demands for public policies.

El programa de La Ciudad Amable -LCA- creado en 2013 por la Consejería de Fomento y Vivienda de la Junta de Andalucía, dirigido a los Ayuntamientos, orienta las actuaciones en el espacio público andaluz hacia metodologías de intervención que incorporen parámetros de activación urbana, movilidad sostenible, calidad ambiental, participación o integración social. LCA se desarrolla en tres fases: formativa; de creación -poniendo en práctica estos principios en el espacio urbano-; y divulgativa. La calidad de la propuesta la ha hecho merecedora de ser seleccionada en el Concurso de Buenas Prácticas de Dubai 2014, siendo Finalistas en la categoría Best. El proyecto de investigación “Sistema de información activa de los espacios públicos de Andalucía” (GGI3001/ IDIU) incluye como parte de su investigación el análisis de los 21 proyectos licitados en la primera convocatoria LCA 2013, determinando la integralidad de las propuestas y la definición de espacios públicos sostenibles e inclusivos. La Ciudad Amable Programme -LCA- created in 2013 by the Department of Development and Housing of the Regional Government of Andalusia, and aimed at the local councils, guides the interventions within Andalusian public spaces towards methodologies in which parameters of urban activation, sustainable mobility, environmental quality, participation and social integration are brought together. LCA is developed in three phases: training; creation- putting in practice the objetives of this Programme in the urban space-; and dissemination. Due to its quality, this initiative was selected, and then competed in 2014 for the Dubai International Award for Best Practices, and was finalists for the -Best- category. As part of the research project, “An active information system on the public spaces of Andalusia” (Code: GGI3001/ IDIU), it has been evaluated the 21 projects put forward for the first call in 2013. The study of the projects has allowed us to determine the scope of their contribution to the definition of sustainable and inclusive public spaces.

Durante las últimas décadas Detroit ha sido sinónimo de decadencia urbana mientras hoy en día su paisaje apocalíptico plantea un desafío para los profesionales e inversores que pretenden ofrecer una visión sobre su futuro. El presente estudio tiene por objetivo comprender las complejas dinámicas que culminaron en el abandono de la ciudad y a la vez invalidaron los intentos para revertir el deterioro iniciado en los años sesenta. Entre ellos, el "Plan Doxiadis" destaca por haber presentado una visión a largo plazo basada en un conjunto de programas integrados y siguiendo pautas "científicas". El estudio se realiza a través de un análisis global de los problemas estructurales de Detroit poniendo en evidencia aquellas interacciones que formaron una espiral descendente conduciendo la ciudad al declive. Asimismo, examina el "Plan Doxiadis" en su contexto histórico y establece paralelismos con iniciativas contemporáneas, tratando así de explicar su fracaso y a la vez revisar su visión optimista de cara a las nuevas promesas. Previendo un futuro post-industrial para Detroit requiere integrar su pasado como pauta de desarrollo. For the past decades Detroit has been synonymous for urban decay, while today its apocalyptic landscape poses a challenge for professionals and investors claiming to provide a vision for its future. This study aims to understand the complex dynamics that led to the abandonment of the city and invalidated the attempts to reverse the decline started in the sixties. Among them, "Doxiadis Plan" stands out for having presented a longterm vision based on a set of integrated programs and following "scientific" guidelines. The study carries out a comprehensive analysis of Detroit’s structural problems highlighting their interactions that formed a downward spiral leading the city to decline. Moreover, It examines the "Doxiadis Plan" in its historical context and draws parallels with contemporary initiatives, in order to explain its failure while reviewing its optimistic vision towards the new promises. Envisioning Detroit’s postindustrial future one should integrate its past.

TMG’s Urban Food Futures programme closes its scoping phase with a series of reports summarising the main insights lying the foundation for the next phase of action research. This working paper, written in collaboration with partners African Centre for Cities (ACC), FACT and Muungano AMT, argues that for the progressive realization of the right to food in urban settings, food sensitive planning and urban design must be integrated into urban governance actions. Findings from Ouagadougou, Nairobi, and Cape Town indicate the necessary steps that need to be taken toward more food-sensitive planning: clearly defining the mandate to govern urban food systems by national and local governments; drawing from community knowledge and experience for strategic thinking around food systems, and politicising urban food system issues to create the momentum needed in holding relevant authorities accountable.

While the worst forms of child labour (WFCL) is not only an urban phenomenon, evidence suggests that WFCL emerges in cities in unique ways due to the complex structures and dynamics of urban systems. This report, therefore, develops a conceptual framework for WFCL in cities that integrates key understandings of urban systems and evidence about urban WFCL. This report reviews current literature on the complex systemic nature of cities – drawing on literature on the urban land nexus, urban complexity, informality, and inclusive urbanisation. It also reviews studies of child labour (focusing on the worst forms, where possible) in urban contexts. In this way, the report offers an innovative way of understanding the challenge of WFCL, and outlines the premises of a research agenda for responding to WFCL in cities. These contributions are made with the specific cities and neighbourhoods in mind where the CLARISSA programme is being implemented; however, they should be useful more generally.

The Government of Tamil Nadu (GoTN) has prioritised the full sanitation chain, including the strengthening of septage management as an economical and sustainable complement to networkbased sewerage systems. The Bill and Melinda Gates Foundation (BMGF) is supporting the GoTN to achieve the Sanitation Mission of Tamil Nadu through the Tamil Nadu Urban Sanitation Support Programme (TNUSSP). TNUSSP Phase I (2015-2018) was designed to support GoTN and selected cities in making improvements along the entire urban sanitation chain. In the second phase (2018– 2020), TNUSSP seeks to go one step further and integrate a gender and social inclusion (GSI) perspective within its interventions at two sites – the city of Tiruchirappalli (Trichy), and the two town panchayats (TPs) of Periyanaicken-Palayam (PNP) and Narasimhanaicken-Palayam (NNP) in Coimbatore district – along the urban sanitation cycle and in its support provided at the State level.

Preventing unintended pregnancy among HIV-positive women is an effective approach to reducing pediatric HIV infection and vital to meeting HIV-positive women’s sexual and reproductive health needs. Although contraceptive services for HIV-positive women is one of the cornerstones of a comprehensive program for prevention of mother-to-child transmission of HIV (PMTCT), a review of PMTCT programs found that implementers have not prioritized family planning (FP). While there is increasing awareness about the importance of FP and HIV integration, data about FP from PMTCT clients are lacking. The Horizons Program is conducting an operations research study testing several community-based strategies to reduce mother-to-child transmission of HIV in a densely settled urban slum in Nairobi, Kenya. Strategies being piloted include moving PMTCT services closer to the population via a mobile clinic and increasing psychosocial support for HIV-positive women. This research update presents key findings about FP at PMTCT sites, including the interaction between providers and clients as well as HIV-positive women’s fertility desires and demand for contraceptives, from the baseline cross-sectional survey and qualitative interviews with postpartum women.

Asia has experienced widespread transformation and growth, accompanied by increased demographic pressure, greater intensification of agricultural production, industrialization, and urbanization. This economic growth has been very resource- and carbon-intensive, while climate change has triggered or exacerbated behaviors and defense mechanisms that have come at the expense of the natural environment. Therefore, we examine and compare three Asian Development Bank (ADB) projects in two member countries of the Central Asia Regional Economic Cooperation: one in the People’s Republic of China (PRC) and two in Mongolia that relate to sustainable green development and use innovative financial mechanisms, and behavior-changing nudges. We provide comparative analyses and aim to demonstrate effective, innovative, and sustainable green finance and green transformation approaches in these two countries to address these pressures. The ADB–PRC loan for the Anhui Huangshan Xin’an River Ecological Protection and Green Development project aims to help Huangshan municipality reduce water pollution in the Xin’an River Basin, which is part of the Yangtze River Economic Belt. The project is piloting innovative green financing mechanisms to reduce rural pollution and complement the ongoing interprovincial eco-compensation scheme while supporting green agroecological businesses through two interventions: the Green Investment Fund and the Green Incentive Mechanism. In Mongolia, ADB and the Government of Mongolia have developed two large-scale transformative projects using integrated design and innovative green financing mechanisms to leverage private sector investment: (i) Aimags and Soums Green Regional Development Investment Program, which aims to promote green urban–rural linkages, green agribusiness development, natural capital, rangeland regeneration, and soil carbon sequestration through the (ii) Ulaanbaatar Green Affordable Housing and Resilient Urban Renewal Project, which aims to transform Ulaanbaatar’s vulnerable and substandard peri-urban areas into low-carbon, resilient eco-districts that provide access to green affordable housing.
