Abstract:
Context: Accrediting bodies and universities increasingly require evidence of student learning within courses and programs. Within athletic training, programmatic assessment has been a source of angst for program directors. While there are many ways to assess educational programs, this article introduces 1 systematic approach. Objective: This article describes the steps necessary to create an assessment plan that meets the needs of the accrediting body, the program, and the athletic training students. Background: Assessment helps determine if the program's goals and objectives are meeting the athletic training students' needs. Program review cannot be accomplished in a manner that is helpful unless the assessment plan is systematic, planned, and ongoing. Recommendation(s): Effective and systematic assessment plans provide a framework for program evaluation, modification, and improvement. Conclusion(s): Assessment should be an ongoing process which creates opportunities for active learning. Clinical education needs to be included in the overall programmatic assessment, as those courses provide application of didactic learning.

Abstract:
Background: Adolescent pregnancy is a global health problem. Early pregnancies among adolescents have major health consequences for adolescent mothers and their babies. Contraceptives can prevent early pregnancy and its consequences. However, there is a low use of contraceptives among adolescents. Global evidence has shown which programmatic approaches are effective to increase the use of contraceptives among adolescents. Methods: This is not a systematic review. Desk review was done using Google Scholar and PubMed. Different policies, strategies, and reports published by agencies were also reviewed. Results: There is a low use of contraceptives and high unmet need for family planning and high adolescent fertility rate. Various studies conducted in different parts of the world have shown that there are some programmatic approaches implemented which are effective to improve the contraceptives use among adolescents. We have categorized the findings into three parts; i) delivery of services ii) increasing demand for services, and iii) creating an enabling environment. Conclusions: The use of contraceptives is low among adolescents in low- and middle-income countries including Nepal. So, the current programmatic approaches should be reviewed and the evidence-based practices implemented to bring better results. Ministry of Health and Population and partner agencies in Nepal also need to review the current programmatic approaches and implement them based on the evidence-based practices to improve contraceptives use among adolescents. Keywords: adolescents; contraceptive; evidence-based

Abstract:
209 Background: Patient-reported experience measures (PREMs) gather information directly from patients and capture their perspectives on their health care. Deficiencies identified by PREMs can lead to quality improvement (QI) interventions. The purpose of this review was to identify published and unpublished evidence on initiatives aimed to improve patient experience, to identify their areas of application and their overall impact on patient experience. Methods: We conducted a systematic literature review using MEDLINE (Ovid), EBM Reviews, HealthStar, PsycINFO, PubMed, PubMed Central, CINAHL, MEDLINE (Ebsco), Psychology & Behavioral Sciences, TRIP Database, EMBASE and Web of Science databases and several sources of grey literature. Inclusion criteria required the studies to evaluate an intervention or a systematic change aimed to improve patient experience and measured by a specific PREM. The search was limited to English language reports published between 1998 and 2018. Of the initial 780 articles, 318 were included in abstract reviews. 304 abstracts were excluded leaving 44 records for full text review. Results: 21 records were included in the final analysis (20 journal articles and 1 web report). Publication dates ranged between 2007 and 2018 in the USA, UK, Norway, Denmark, Belgium and Bangladesh. There were 8 QI initiatives, 6 randomized studies, 1 non-randomized trial, 3 mixed methods, 2 repeated cross-sectional studies and 1 national patient experience model. Areas of focus included hospital care, surgery, internal medicine, primary care and oncology. Nine studies had programmatic interventions and 12 had specific interventions. All specific interventions reported positive effects. Outcomes were variable in programmatic interventions, including 5 studies reporting positive effects, 3 neutral and 1 mixed effects. Conclusions: The effect of specific interventions aimed to improve patient experience is positive. There is limited data on the effect of programmatic initiatives and the factors that drive the improvement in patient experience. Such initiatives are needed to understand their impact on patient experience and person-centered care.

Abstract:
The objective of this research is to develop conceptual, analytical, and managerial models and insights by analyzing a portion of the supply chain made up of a retailer dealing with two suppliers in an uncertain environment. In the first part of this thesis, we consider a single high-end (or perishable) product, single period, variable unit price, variable unit production cost, variable unit shortage cost, variable unit salvagevalue, stochastic demand problem. In a second part of the thesis, we consider settings inspired by the case of large international companies sourcing some of their products from low cost countries. This structure is as follows: two products (one sourced locally and the other sourced abroad), a three-period, two-stages, two capacitated suppliers, and a single capacitated retailer. Both analytical and numerical results are provided. Important theoretical results and insights are developed for these types of settings. These models can be used as decision-making aid tools in such environments

Abstract:
This work presents a study of linguistic expressions of opinion from different sources in Spanish texts. The work includes the definition of a model for opinion predicates and their arguments (source, topic and message), the creation of a lexicon of opinion predicates which have information from the model associated, and the implementation of three systems. The first system, based on contextual rules, gets good results for the F-measure score (partial match): predicate, 92%; source, 81%; topic, 75%; message, 89%; full opinion, 85%. In addition, for source identification the F-measure for exact match is 79%. The second system, based on Conditional Random Fields (CRF), was developed only for the identification of sources, giving 76% of F-measure (exact match). The third system, which combines the two techniques (rules and CRF), gives a value of 83% of F-measure (exact match), showing that the combination yields interesting results. As regards the identification of sources, our system compared to other work developed for languages other than Spanish, gives very satisfactory results. Indeed these works had scores that fall between 63% and 89.5%.Moreover, in addition to the systems made for the identification of opinions, our work has led to the construction of several resources for Spanish: a lexicon of opinion predicates, a 13,000 words corpus with opinions annotated and a 40,000 words corpus with opinion predicates end sources annotated

Abstract:
AbstractThe literature on smallholder farming and climate change adaptation (CCA) has predominantly investigated the barriers to and determinants of farmer uptake of adaptation interventions. Although useful, this evidence fails to highlight the changes or persistence of adaptation responses over time. Studies usually adopt a narrow focus on incremental actions that provide limited insights into transformative adaptation pathways and how fundamental shifts in policy can address the root causes of vulnerability across different sectors and dimensions. Drawing on an evidence synthesis commissioned by the International Fund for Agricultural Development’s Independent Office of Evaluation, this chapter outlines how lessons from CCA interventions can be transferred via three learning domains that are essential for transformational change: scaling-up (in its multiple forms), knowledge management, and the human-environment nexus. We discuss the implications of our findings on monitoring, evaluation, and learning, highlighting the challenges that evaluators may face in capturing (a) the persistence or durability of transformational pathways, (b) the complexity of “super-wicked” problems, and (c) the relevance of context-dependent dynamics, within a landscape setting. We also address the contribution of evidence reviews to contemporary debates around development policy linked to climate change and agriculture, and the implications and value of such reviews to provide independent scientific rigor and robustness to conventional programmatic evaluations.

Abstract:
AbstractIntroduction: Sex workers who use drugs represent two distinct populations, yet programmatic and policy responses are siloed and failed to acknowledge the ways in which populations overlap and needs intersect. Although prevalence of drug use among sex workers is believed to be higher than the general population, no published estimates of global prevalence exist. We aimed to estimate the prevalence of lifetime illicit drug use among sex workers overall, by gender (cis, transgender, and non-binary), and sub-region.Methods: We searched electronic databases for studies measuring the prevalence of illicit drug use among sex workers from the past decade [2009–2018]. Data were combined to generate pooled prevalence and associated 95% confidence intervals of lifetime use using a random effects model. Countries were categorised into geographic sub-regions, and sub-regional pooled estimates of lifetime use among female sex workers generated and mapped. Results: Among 86 studies in 46 countries, pooled prevalence of lifetime illicit drug use among sex workers was 35% (95% CI 30–41%). There was significant diversity (I2 > 90.0%, P < 0.01), and prevalence ranged from 1.2% to 84%. Most studies reported lifetime drug use among female sex workers (32 studies from 20 countries), and pooled prevalence in this sub-group was 29% (95% CI 24–34%). Insufficient data precluded generation of estimates for male and transgender sex workers. Conclusions: Our review identified significant gaps in data quality and availability. Future research in partnership with sex workers is necessary to explore the diversity of populations and contexts in which drug use and sex work intersect, inform more accurate estimates of prevalence, identify differences in risks and exposures, and guide the creation, implementation, and evaluation of programmes and services.

Abstract:
AbstractThis chapter introduces the structural determinants that shape health and labour rights among im/migrant sex workers globally. It explores issues related to criminalisation, mandatory health testing, precarious immigration status, economic marginalisation, racialisation, racism and discrimination, language barriers, and gender. This chapter examines how these factors shape health access, health outcomes, and labour rights among im/migrant sex workers in diverse contexts. These issues were explored through a review of academic literature, which was complemented by community consultations that elucidate the lived experiences of gender-diverse im/migrant sex workers from Europe and across the globe. Findings illustrate how shifting sex work criminalisation, public health and immigration regulations (e.g. sex worker registration, mandatory HIV/STI testing), and policing practices impact im/migrant sex workers and shape the labour environments in which they work. The chapter subsequently presents recommendations on policy and programmatic approaches to enhance health access and labour rights among im/migrant sex workers. Finally, it concludes by highlighting the ways in which im/migrant sex workers resist social and structural exclusion, stigma, and ‘victim’ stereotypes, highlighting their tenacity and leadership in the fight to advance labour and human rights among im/migrants and sex workers worldwide.

Abstract:
AbstractIn order to shed light on this missing link between programmatic action and political institutions, this chapter reviews how institutions are currently discussed in policy process research in order to derive hypotheses that may explain under which institutional conditions programmatic action should or should not take place. The goal of this overview of the state of the art is twofold. On the one hand, it serves to assess the contribution of the PAF to existing theories of the policy process and the understanding of institutions in it. In doing so, it becomes clear why a new theoretical lens is needed and where and why the PAF is able to fill gaps left by others. On the other hand, the established approaches to explaining policy change and stability with respect to policy processes contain assumptions and hypotheses about the role of institutions that can be integrated into the PAF and help sharpen the analytical power of a look at the institutional conditions for programmatic action. They do this by formulating mechanisms between theoretical concepts that can also be adapted, or at least assumed to be relevant, to the formation of programmatic groups and the success of the group and its program. At the very least, they lay the groundwork for the question that asks about the influence of institutional settings familiar in comparative politics on policy change.

Abstract:
<em>Abstract.— </em>The U.S. Fish and Wildlife Service‘s Federal Aid Program is examining alternative approaches to developing a programmatic review of projects that involve the use of rotenone. The projects considered under programmatic review would consist of a large but as yet uncertain subset of projects funded by the Federal Aid Program. These would include (1) projects with no significant impacts expected, (2) projects where significant impacts could be avoided through the choice of management practices, and (3) those where potential impacts could be mitigated to less than significance. All other projects would require site-specific National Environmental Policy Act (NEPA) review as is currently required for all projects not categorically excluded. Objectives of the programmatic evaluations are to (1) better assess cumulative effects of rotenone use on the environment in the context of rotenone use nationwide, (2) assure more comprehensive and consistent review within the Federal Aid system for compliance with NEPA, (3) increase the efficiency of state fish and wildlife agencies and the Federal Aid system by developing a streamlined grant approval process for rotenone projects, (4) provide complete NEPA process coverage for a subset of projects funded by Federal Aid, thereby reducing state workloads associated with meeting NEPA requirements, and (5) provide an environmental consequences review text that could be used by projects that need site-specific documentation.

Abstract:
Education for sustainable development (ESD) is one of the multiple approaches advanced in the last two decades to address sustainability challenges affecting the world. While all types and levels of education have a role to play, higher education institutions are seen as the main drivers of change, but actions remain fragmented and inadequate. This chapter attributes this to inadequate knowledge about suitable approaches that would bring about transformation for sustainability. Premised on the transformative learning theory and adopting an integrative literature review method, this chapter attempts to bring together ESD appropriate programmatic and pedagogical approaches. Findings reveal the whole system, curriculum, and competence-based programmatic approaches blended with the adoption of learner-centered, holistic, integrative pedagogical approaches as the best for achieving the transformative purposes of ESD.

Abstract:
This report describes the state of design reviews observed at NASA and research into improving review practices. There are many types of reviews at NASA. Formal, programmatic project reviews such as the Preliminary Design Review and Critical Design Review are a required part of every project and mission development. However, the informal and technical engineering peer reviews that support teams’ work on such projects are informal, ad hoc, and inconsistent across the organization. The goal of this work is to identify best practices and lessons learned from NASA’s review experience, benchmark against industry techniques, and develop methodologies to improve the process. Thus far, the research has determined that the organization, composition, scope, and execution, including the use of information technology and structured design methodologies, of reviews all impact the technical, engineering peer reviews to help NASA work towards error-proofing the design process.

Abstract:
Current assessment and progression policies and practices in higher education are largely dominated by dichotomy between formative and summative assessments. Given assessments are major drivers of learning, such as dichotomous assessment systems which promote the learning that can only be tested via summative assessments and falls short in fostering complex graduate attributes - such as interdisciplinary competencies. Medical programs, across the globe are now embracing emerging concepts such as programmatic assessment that allows the assessments to serve ‘for, of and as’ learning. Given the most challenging curricular reform in any field, including Business is reforming assessments, this paper critically reflects on how emerging concepts such as programmatic assessment are promising in resolving the tensions created by dichotomy of assessment for vs as learning. The reflections are based on rapid scoping review of programmatic assessment in Medical education, as well as authors’ familiarity with implementation of programmatic assessment in the Sydney Medical School renewed curriculum. There are many lessons that can be learned and carried over from the University of Sydney Medical curriculum to the Business education space.

Abstract:
Abstract The American Petroleum Institute (API) represents all segments of the natural gas and oil industry, aiming to accelerate safety and environmental progress across operations while meeting global demand for affordable, reliable, and cleaner energy. Through API and partnership with the U.S. Pipeline and Hazardous Materials Safety Administration (PHMSA), state pipeline regulators, and other interested stakeholders, pipeline operators developed API Recommended Practice (RP) 1173: Pipeline Safety Management Systems. API RP 1173 is designed to help operators create a management system structure to systematically manage pipeline safety and continuously measure progress to improve overall pipeline safety performance. The core principle of API RP 1173 is the "Plan-Do-Check-Act" cycle, and it requires an operator to periodically review their pipeline safety management system (PSMS) to the requirements of RP 1173 on a triennial cycle. In collaboration with industry partners, API developed the not-for-profit Pipeline SMS Assessment Program in 2019 and fully launched the offering in January 2020. In the three years since its inception, API has facilitated 14 assessments of pipeline operators’ safety management systems against the requirements of RP 1173. In doing these 14 assessments, the process for completing assessments has been tested by operators of vastly different sizes, carrying a wide array of products, from very small steam utility operators to large liquids operators with operating regions across North America. The industry has also identified specific trends relevant to API RP 1173 implementation in conducting these assessments. Specifically, it has created awareness around some areas pipeline operators continue to struggle with in creating a holistic PSMS: 1) ensuring that field-level personnel understands how their roles relate to safety performance relative to the company's PSMS; 2) incorporating learnings from external events into their PSMS so that similar incidents do not occur; 3) incorporating relevant and standardized PSMS requirements into agreements with service companies, and; 4) delineating what RP 1173 requirements mandate programmatic governance or policy within their PSMS (an industry learning). In this manuscript, API will provide an overview of the PSMS Assessment Program and changes made since its inception, an examination of the key learnings from assessment outputs to date, and a description of how the program is providing a feedback mechanism to improve industry initiatives to help operators implement RP 1173.

Abstract:
Abstract The objective of this paper is to introduce and address the programmatic and technical challenges associated with the implementation of systems engineering (SE) at the enterprise level in the oil and gas environment. However, the lessons applied here could be tailored and applied to the project level. Currently, there is a strong movement towards a digital transformation of the industry, from exploration of new fields to the revitalization of more mature fields. A systems engineering environment is a prerequisite for the conversion and implementation of Digitalization Transformation. This paper will outline and address the risks and rewards of the partial to full implementation of the principles and methodologies of systems engineering across the lifecycle of a project. The ideas and methods presented here are what should follow once a decision to implement SE into an organization has been made. It assumes that the reader has reviewed the costs, benefits, and results of a digital engineering approach. The scope of this paper will address the technical as well as the organizational challenges that the initiator should be prepared to address in order to be successful.

McGee, Gary P., and Steven M. Unikewicz. "Inservice Testing for Small Modular Nuclear Reactor Plants." In ASME/NRC 2017 13th Pump and Valve Symposium. American Society of Mechanical Engineers, 2017. http://dx.doi.org/10.1115/pvs2017-3506.

Full text
Abstract:
The American Society of Mechanical Engineers (ASME) Operation and Maintenance of Nuclear Power Plants, Division 1, “OM Code: Section IST,” defines a post-2000 plant as a nuclear power plant that was issued (or will be issued) its construction permit, or combined license for construction and operation, by the applicable regulatory authority on or following January 1, 2000. The NuScale advanced small modular reactor plant is passive, pressurize water reactor, designed such that from one (1) to twelve (12) nuclear power plant modules (NPM) can operate within a single Reactor Building. Each NuScale Power Module (NPM) consist of a reactor core, two steam generator tube bundles, and a pressurizer contained within a single reactor vessel, along with the containment vessel that immediately surrounds the reactor vessel and is rated at 160 MWt. The ASME Operation and Maintenance (OM) Code was written considering single-unit reactor plants, not multi-modular SMRs. The ASME Sub-Committee, New Reactors is developing a new Sub-Section, ISTG to address inservice testing (IST) of valves for all new and advanced reactor types. This paper reviews the unique aspects and programmatic solutions for preservice testing (PST) and IST specific to the NuScale small modular reactor (SMR). The functional design, qualification provisions and IST program is described. The PST and preservice test period will be discussed as some preservice testing may be completed in the factory prior to shipping the reactor module to the site. Additionally, methods eliminate overlap, redundancy and excessive testing between the preservice testing (PST) and IST program plans will be explored. The intent of these solutions is to provide reasonable assurance that the ASME BPV Code, Section III Class 1, Class 2, Class 3, non-safety-related and non-ASME valves that have an important function will operate when needed. The program considers both deterministic and risk insights in its evaluation of PST and IST and meets the requirements of the ASME OM Code as endorsed by 10 CFR 50.55a. Abstract:
Once they adopted the sedentary lifestyle, humans set to building settlements which were to protect groups of families and give them the sense of belonging to a material and social community. The settlement unit which could be called a housing complex goes back thousands of years BC. The scale of problems related to housing environment grew considerably with the emergence and development of cities, yet truly distinctive quantitative and qualitative changes occurred in the early 20th century. Implementation of the programmatic assumptions of the Athens Charter resulted in the emergence of spatial and functional structures based on hierarchic dependence of components. The initial projects reflected the pursuit of a human-scale environment and the structural division into neighbourhood units. Undoubtedly, the second part of the 20th century brought about a change in the trends of development in cities. Large housing estates were abandoned in favour of a much greater diversity of housing complex forms – the revived form of city street, urban block or the classic form of a residential complex with clearly delineated structure, services and – most frequently –some recreational areas. The 21st century draws from well-known patterns, complementing them with new elements and solutions imposed by the requirements of the principles of sustainable development. Due to the limited availability of land in highly urbanized central city parts, contemporary housing development occupies more peripheral areas, often at the border between urban and rural neighbourhoods. The development process involves numerous participants, often with opposing interests – public authorities, whose concern should be sustainable growth of the whole city, and developer firms and investors, whose motivation is to maximize profit. This situation has led in most Polish cities to the emergence of disconnected fenced-away residential ghettos with no spatial order. Meanwhile, housing development in Western Europe continues to be built as planned urban complexes drawing from the experience of the past and satisfying the needs of the contemporary city dwellers. The article presents several urban complexes with dominant housing development (Orestad in Copenhagen, Monte Laa and Nordbahnhof-Area in Vienna, Ijburg in Amsterdam and Riem in Munich) built relatively recently. It discusses their functional, spatial and social characteristics, which make them examples of good practice in contemporary urban planning. They demonstrate clearly that only comprehensive planning in a broader scale guarantees creation of high-quality urban spaces, where the welfare of resident communities is a priority.

Sriraj, P. S., Bo Zou, Lise Dirks, Nahid Parvez Farazi, Elliott Lewis, and Jean Paul Manzanarez. Maritime Freight Data Collection Systems and Database to Support Performance Measures and Market Analyses. Illinois Center for Transportation, December 2020. http://dx.doi.org/10.36501/0197-9191/20-021.

Abstract:
The Illinois Marine Transportation System (IMTS) is a key component of the nation’s inland waterway system. IMTS is comprised of 27 locks and dams, 19 port districts, more than 350 active terminals, and 1,118 miles of navigable inland waterways traversing along the borderline or within the state of Illinois. However, the infrastructure of IMTS is aging and its conditions are deteriorating. To monitor the performance of IMTS and guide infrastructure investment to enhance safety, efficiency, and reliability of the system, a comprehensive performance measurement program is needed. To this end, the objective of this project is to create an integrated, comprehensive, and maintainable database that facilitates performance measurement of maritime freight to, from, and through Illinois. To achieve this objective, a review of the literature on maritime freight transportation both in the United States and abroad was performed. To gauge practitioners’ points of view, a series of phone interviews and online surveys of Illinois’ neighboring state DOT officials, officials from the US Army Corps of Engineers, Illinois port district authorities, and carriers operating in Illinois was also conducted. With the findings from the literature review and an understanding of state DOT practices, the needed and available data sources for a maritime freight performance measurement program were identified. Building on all the above efforts, a first-of-its-kind PM database for IMTS was designed and developed, along with a detailed user manual, ready for IDOT’s immediate use and future updates. In addition, opportunities for IDOT to use the database to conduct analysis are discussed. Key programmatic recommendations that outline the role of IDOT as a champion and as a facilitator are further included. The outcome of this project will help IDOT gain much-needed knowledge of and develop programs to improve IMTS performance, increase multimodal transportation network capacity, and expand the transportation and logistics sector of the state, which ultimately benefit the people and economy of Illinois.

Braun, Lindsay, Jesus Barajas, Bumsoo Lee, Rebecca Martin, Rafsun Mashraky, Shubhangi Rathor, and Manika Shrivastava. Construction of Pedestrian Infrastructure along Transit Corridors. Illinois Center for Transportation, March 2021. http://dx.doi.org/10.36501/0197-9191/21-004.

Full text
Abstract:
The availability and quality of pedestrian infrastructure play key roles in enabling access to transit. Many transit operators face challenges in facilitating this access, however, because they lack land use authority and encounter other institutional and programmatic impediments to effecting changes in the pedestrian environment. This report identifies the barriers to pedestrian access to transit in suburban communities located in the Pace Suburban Bus service area in northeastern Illinois and suggests potential solutions to overcome these barriers. The research team led several activities to collect data, including: conducting an academic literature review; reviewing pedestrian plans, policies, and programs in the region; surveying and interviewing key stakeholders; reviewing pedestrian funding sources; surveying and conducting case studies of peer transit agencies; conducting physical audits of pedestrian infrastructure; and interviewing residents of six municipalities about their transit access experiences. Lack of adequate funding, difficulties planning across jurisdictional boundaries, and conflicts in transportation priorities are major impediments to building pedestrian infrastructure. While planners and decision-makers tend to value pedestrian planning, challenges such as funding constraints and the need to retrofit suburban infrastructure are key barriers to implementation. Peer transit agencies face similar barriers to Pace and use strategies such as plan and policy development, diverse funding opportunities, and collaborative partnerships with stakeholder agencies and advocacy groups to overcome these barriers. Transit riders generally reported positive experiences with pedestrian access to transit in their communities. Many locations had robust infrastructure, but common deficiencies included poor sidewalk connectivity, incomplete crossings, lack of lighting and transit shelters, and deficiencies in Americans with Disabilities Act (ADA) infrastructure. A suite of policy recommendations for Pace and other partners that focus on planning, policy, funding, interagency coordination, education and training, infrastructure prioritization, and transit amenities address the full range of physical and institutional barriers identified in the research.

Abstract:
One of the leading Western Ukrainian diaspora journals – London «Liberation Way», founded in January 1949, has become the subject of the study for the first time in journalism. Archival documents and materials of the Ukrainian Publishing Union in London and the British National Library (British Library) were also observed. The peculiarities of the magazine’s formation and the specifics of the editorial policy, founders and publishers are clarified. A group of OUN members who survived Hitler’s concentration camps and ended up in Great Britain after the end of World War II initiated the foundation of the magazine. Until April 1951, including issue 42, the Board of Foreign Parts of the Organization of Ukrainian Nationalists were the publishers of the magazine. From 1951 to the beginning of 2000 it was a socio-political monthly of the Ukrainian Publishing Union. From the mid-60’s of the twentieth century – a socio-political and scientific-literary monthly. In analyzing the programmatic principles of the magazine, the most acute issues of the Ukrainian national liberation movement, which have long separated the forces of Ukrainian emigration and from which the founders and publishers of the magazine from the beginning had clearly defined positions, namely: ideology of Ukrainian nationalism, the idea of unity of Ukraine and Ukrainians, internal inter-party struggle among Ukrainian emigrants have been singled out. The review and systematization of the thematic palette of the magazine’s publications makes it possible to distinguish the following main semantic accents: the formation of the nationalist movement in exile; historical Ukrainian themes; the situation in sub-Soviet Ukraine; the problem of the unity of Ukrainians in the Western diaspora; mission and tasks of Ukrainian emigration in the context of its responsibilities to the Motherland. It also particularizes the peculiarities of the formation of the author’s assets of the magazine and its place in the history of Ukrainian national journalism.

Allouche, Jeremy, Harriet Hoffler, and Jeremy Lind. Humanitarianism and Religious Inequalities: Addressing a Blind Spot. Institute of Development Studies (IDS), October 2020. http://dx.doi.org/10.19088/creid.2020.002.

Full text
Abstract:
Religious identity is critically important to consider in assessing patterns of displacement and the dynamics of conflict and peace-building, as well as programmatic and policy responses to humanitarian crises. Conflicts are frequently driven by discrimination and generate massive numbers of refugees and internally displaced persons (IDPs) as they flee from persecution and violence, whilst individuals or groups may be targeted for their identity or face insecurity during community activities. As a result, the relationship between diversity, inclusivity, and interdependence is key to developing approaches that address intersecting forms of insecurity experienced by religious minorities. This paper reviews current thinking and policy directions in understanding religious inequalities in humanitarian contexts and asks the following questions: 1) What are the implications of programming that is blind to religious inequalities? 2) How can humanitarian actors incorporate sensitivity to religious difference and persecution in their programming, and what are the challenges of doing so?

Abstract:
After five years of national programmatic use of Norplant® contraceptive implants, in 1992 the National Population and Family Planning Board (BKKBN) plans to implement a follow-up Use-Dynamics Study of implant users in West Java and West Sumatra Provinces, Indonesia. A Diagnostic Study was implemented in 1991 to prepare for that study prior to final approval, and to get some early insights into implant program operations in advance of final results from the main study. This report is a summary of findings from the Diagnostic Study. The Diagnostic Study had two broad objectives: to obtain information to guide development of the larger Use-Dynamics Study, and to supplement existing information on implant service delivery with a field-based observation study to help BKKBN make necessary decisions for its implant program. The Diagnostic Study helped in sharpening the original questionnaire draft, which has been appropriately revised.
