Abstract:
Educational change in higher education is challenging and complex, requiring engagement with a multitude of perspectives and contextual factors. In this paper, we present a case study based on our experiences of enacting a fundamental educational change in a medical program; namely, the steps taken in the transition to programmatic assessment. Specifically, we reflect on the successes and failures in embedding a coaching culture into programmatic assessment. To do this, we refer to the principles of programmatic assessment as they apply to this case and conclude with some key lessons that we have learnt from engaging in this change process. Fostering a culture of programmatic assessment that supports learners to thrive through coaching has required compromise and adaptability, particularly in light of the changes to teaching and learning necessitated by the global pandemic. We continue to inculcate this culture and enact the principles of programmatic assessment with a focus on continuous quality improvement.

Abstract:
Purpose Additive manufacturing (AM) enables the fabrication of complex geometries beyond the capability of traditional manufacturing methods. Complex lattice structures have enabled engineering innovation; however, the use of traditional computer-aided design (CAD) methods for the generation of lattice structures is inefficient, time-consuming and can present challenges to process integration. In an effort to improve the implementation of lattice structures into engineering applications, this paper aims to develop a programmatic lattice generator (PLG). Design/methodology/approach The PLG method is computationally efficient; has direct control over the quality of the stereolithographic (STL) file produced; enables the generation of more complex lattice than traditional methods; is fully programmatic, allowing batch generation and interfacing with process integration and design optimization tools; capable of generating a lattice STL file from a generic input file of node and connectivity data; and can export a beam model for numerical analysis. Findings This method has been successfully implemented in the generation of uniform, radial and space filling lattices. Case studies were developed which showed a reduction in processing time greater than 60 per cent for a 3,375 cell lattice over traditional CAD software. Originality/value The PLG method is a novel design for additive manufacture (DFAM) tool with unique advantages, including full control over the number of facets that represent a lattice strut, allowing optimization of STL data to minimize file size, while maintaining suitable resolution for the implemented AM process; programmatic DFAM capability that overcomes the learning curve of traditional CAD when producing complex lattice structures, therefore is independent of designer proficiency and compatible with process integration; and the capability to output both STL files and associated data for numerical analysis, a unique DFAM capability not previously reported.

Programmatic Advertising (PA) is changing the way advertisers and publishers interact in the industrial 4.0. PA collects cookies from site pengguna to help advertisers identify the required audience. In PA, an important question is regarding the level of penetration and the reasons for using PA, especially in Indonesia. PA is different from traditional buying and selling advertising, which must bring together sellers and buyers face to face. Qualitative research is used in studying the situation based on the point of perspective of PA users with relevant backgrounds. Data collection techniques with interview observation using open coding, axial, and selective. Then, they used thematic and narrative data analysis with data confirmation through triangulation techniques in order to see data from various perspectives. As a result, in the Indonesian context, PA is growing well, it's just that it is still constrained by a complex implementation process (requires knowledge, insights, and networks).

AbstractIntroduction:Humanitarian agencies in North Korea operate within a complex sociopolitical environment historically characterized by a baseline of mistrust. As a result of operating within such a heated environment, health sector collaborations between such agencies and the North Korean government have followed unpredictable courses.Problem:The factors that have contributed to successful programmatic collaborations, as perceived by United States non-governmental organizations (NGOs) and North Korean officials were investigated.Methods:A qualitative, multi-case, comparative, research design using semistructured interviews was used. Expert North Korean informants were interviewed to generate a list of factors contributing to programmatic success, defined as fulfilling mutually established objectives through collaboration. The North Korean informants were asked to identify US NGOs that fulfill these criteria (“mission-compatible NGOs”). Representatives from all of the missioncompatible NGOs were interviewed. All informants provided their perspectives on the factors that contributed to successful programmatic collaborations. The interviews were recorded, transcribed, and analyzed for thematic content.Results:North Korean informants identified six mission-compatible US NGOs. The North Korean and US NGO informants provided a number of factors that contributed to successful programs.These factors were grouped into the following themes: (1) responsiveness to North Korean requests; (2) resident status; (3) program monitoring; (4) sincerity (apolitical objectives); (5) information gathering; and (6) interagency collaboration.Conclusions:Some US NGOs have devised innovative measures to work within a unique set of parameters in North Korea. Both US NGOs and North Korean authorities have made significant concessions to maintain their programmatic partnerships. In this manner, seasoned collaborators have employed creative strategies and a form of health diplomacy to facilitate programmatic success in North Korea by building trust within a complex sociopolitical space.

Preparing students in school-based agricultural education (SBAE) to respond to emerging challenges impacting – and being impacted by – agriculture, food, and natural resource systems (e.g., climate change, water scarcity, soil degradation) is essential. Therefore, student involvement in SBAE was investigated in relation to metacognition, problem-solving abilities, and systems thinking, three educational outcomes deemed "emerging" due to their necessity in addressing complex problems. Overall, results from this investigation suggest involvement in SBAE is related to higher levels of metacognition, problem-solving ability, and systems thinking when compared to no involvement. However, when comparing more advanced levels of involvement (e. g., participating in state or national level FFA contests) to foundational involvement (e.g., participating in local/chapter level FFA contests), advanced involvement did not consistently relate to increased attainment of the emerging educational outcomes. In congruence with the Theory of Student Involvement, recommendations for practice and research are highlighted. Principal among the recommendations is a call for educators to invest resources to encourage a broader range of students to be involved in SBAE at more foundational levels rather than investing resources in the advanced involvement of a select few students.

Specific objectives were to: (1) analyse diabetes intermediate clinical and programmatic outcomes (blood pressure (BP)/glycaemic control, visit volume and frequency); (2) explore the association of key insecurity and related programmatic events with these outcomes; and (3) describe incremental IDC-OPD programme costs.DesignRetrospective cohort analysis of routine programmatic data collected from January 2014 to February 2017; analysis of programme costs for 2014/2015.SettingOutpatient diabetes programme in Mweso hospital, supported by Médecins sans Frontières, in North Kivu, Demographic Republic of Congo.ParticipantsDiabetes patients attending IDC-OPD.Outcome measuresIntermediate clinical and programmatic outcome trends (BP/ glycaemic control; visit volume/frequency); incremental programme costs.ResultsOf 243 diabetes patients, 44.6% were women, median age was 45 (IQR 32–56); 51.4% were classified type 2. On introduction of IDC-OPD, glucose control improved and patient volume and visit interval increased. During insecurity, control rates were initially maintained by a nurse-provided, scaled-back service, while patient volume and visit interval decreased. Following service suspension due to drug stock-outs, patients were less likely to achieve control, improving on service resumption. Total costs decreased 16% from 2014 (€36 573) to 2015 (€30 861). Annual cost per patient dropped from €475 in 2014 to €214 in 2015 due to reduced supply costs and increased patient numbers.ConclusionsIn a chronic conflict setting, we documented that control of diabetes intermediate outcomes was achievable during stable periods. During insecure periods, a simplified, nurse-led model maintained control rates until drug stock-outs occurred. Incremental per patient annual costs were lower than chronic HIV care costs in low-income settings. Future operational research should define a simplified diabetes care package including emergency preparedness.

PurposeWith a growing need to assess multiple aspects of healthcare education, the goal of this study was to develop an innovative web-based application to streamline assessment processes and meet the increasingly complex role of the educational manager.Design/methodology/approachAARDVARC (Automated Approach to Reviewing and Developing Valuable Assessment Resources for your Curriculum) was created with the core function of standardizing course syllabi through the use of a web-based portal and the ability to query fields within the portal to collect multiple points of data. AARDVARC permits quick and efficient gathering of programmatic, curricular, faculty, teaching, preceptor and financial data to facilitate meaningful change and a shared responsibility of assessment. This software has allowed automatic completion of complex analytics each semester, including coverage of program outcomes, course learning objectives, teaching and assessment methods, course readings, topics covered in the curriculum, faculty teaching hours, experiential activities, coverage of disease states and scheduling of peer observation of teaching.FindingsThree years after its initial launch, AARDVARC is now used by 520 faculty, 60 staff, 44 preceptors and over 2,000 students across multiple health profession and science programs. Data analytics through AARDVARC have allowed the School to reimagine how assessment can be conducted and have provided a pathway for making evidence-based programmatic and curricular changes.Originality/valueThis original software has provided an innovative approach to conduct assessment that combines best practices in curriculum, assessment, data analytics and educational technology while improving the overall quality, speed, and efficiency of academic and business operations.

Academic analyses of the French radical right tend to converge in their assessment that, since Marine Le Pen took over the campaign management of the 2007 presidential election and succeeded her father as party president, the Front National has undergone a path of image change and ideological deradicalization or, at least, that most radical and polemic stances have been toned down. Demonstrating that ideological change must be understood as a complex and multiform process, this article examines whether the dédiabolisation preached by Marine Le Pen has led to the emergence of a post-radical Front National. The analysis is based on a qualitative content analysis of campaign speeches and programmatic documents produced between 2007 and June 2012. The results reveal that, rather than an all-encompassing deradicalization, the FN has undergone a process of selective moderation, issue reframing and integration of republican lieux de mémoire accompanied by a radicalization of its programmatic responses to European integration.

Provision of high-quality HIV care is challenging, especially in rural primary care clinics in high HIV burden settings. We aimed to better understand the main challenges to quality HIV care provision and retention in antiretroviral treatment (ART) programs in rural South Africa from the health care providers’ perspective. We conducted semi-structured qualitative interviews with 23 providers from nine rural clinics. Using thematic and framework analysis, we found that providers and patients face a set of complex and intertwined barriers at the structural, programmatic, and individual levels. More specifically, analyses revealed that their challenges are primarily structural (i.e., health system- and microeconomic context-specific) and programmatic (i.e., clinic- and provider-specific) in nature. We highlight the linkages that providers draw between the challenges they face, the motivation to do their job, the quality of the care they provide, and patients’ dissatisfaction with the care they receive, all potentially resulting in poor retention in care.

AbstractThe present study sets out to analyze and to present the main aspects of composer C. Țăranu’s symphonic works in the 21st century. The fourteen symphonic works composed from 2005 to 2018 represent an important contribution to the contemporary symphonic landscape. Due to the extremely extensive material, I divided the work in two parts: in the first one, I presented the symphonic works with historical-cultural references and in the second part the concertante works for the saxophone and the symphonies themselves. To the diversity of chosen there themes corresponds an enormous variety of means of expression in which we detect the permanence of a complex post-serial “post-Enescian” language of synthesis of the most innovative compositional procedures of the 20th century, with essences of ancient Romanian or universal music. The conclusions include a synthesis of the strategies of musical dramaturgy, comprising common elements of language that configure composer C. Țăranu’s original, unique and unitary style in the seven symphonic works on display.

Abstract Interpreters commonly connect Luke 4:18–19 and Acts 2:17–21 as programmatic passages in Luke-Acts. However, the program of Acts 2:17–21 they typically develop is less than what Luke actually presents. Luke’s program includes five elements that speak loudly throughout Luke-Acts: (1) a distinct salvation history; (2) a new deluge of the Spirit; (3) a new universality of prophecy; (4) a new diversity of spiritual gifts; and (5) a new promise of salvation in Jesus’s name. Each of these needs to speak if Luke’s narrative intentions are to be heard. The study wrestles first with the intricate craftsmanship of the author as narrator in setting up Acts 2:17–21 and then explores the five elements of the theological program of the passage. Though not developed fully, this program is also seen as encompassing the whole church age and the entire NT.

The structure of undergraduate advising at private institutions that offer degrees beyond the baccalaureate level is considered. Shared advising models are found to be suitable for highly selective, extensive doctoral institutions with sizeable full-time undergraduate populations and relatively basic programmatic structures. Similar but more pro-grammatically complex institutions with larger full-time undergraduate populations might benefit more from the decentralized satellite model. Smaller, less selective, more residential, liberal arts institutions may find the decentralized faculty-only model most appropriate.

Background: Split is a city in the Mediterranean, situated on Croatia’s coastline. Split’s northern coast has a long-stand-ing industrial function and harbors the city’s first electri-cal substation, designed by modernist architect Josip Maria Kodl. Objective: The goal of this work was to envision a science center in Split’s industrial zone in Dujmovača (the northern coast of the Split peninsula), comprising a science museum with a research and congress center. The programmatic and spatial analyses of the science center’s amenities and the proposal as a whole demonstrate the potential of this forgotten space in Split and breathe new life into Kodl’s ar-chitectural heritage. Methods: The proposed solution uses a dialogical narrative between a conservation, contextual, programmatic, and theoretical approach within a strict orthogonal structure, fostering the development of alternative associations and elaboration of architectural details.Results: The proposed solution constitutes a complex of multiple interconnected and flexible elements. This paper provides an analysis of design steps and methods, the proposal’s advantages and limitations, and the way the repurposing of industrial heri-tage was approached. Conclusion: The position of the Science Center in Dujmovača would provide one of the first impressions when entering Split on the future metro line. By reconcil-ing landscape and industrial architecture, the proposed building complex offers a framework for presenting various kinds of modifiable content, for both the pres-ent and the future.

This study focused on the process of how the staff at the Thompson Scholars Learning Community (TSLC), a comprehensive college transition program, tailored the programmatic offerings to meet the needs of low-income, first generation and racialized minority students. Because college students are complex individuals, each of whom faces a unique set of challenges and opportunities, it is reasonable to hypothesize that tailoring support services to the multiple needs of each student may make them more effective. The research identifies a four-part iterative and cyclical process to tailor the programmatic offerings for students – beginning with the individual student and then using information about individual needs to scale to broader group level tailoring. This broadening or scaling process is a new contribution to the literature that has not previously been identified. The tailored approach we identified works at both individual and group levels, which makes it viable as an intervention for large numbers of students. The effort to attend to and learn about individual students ensures that the intervention still meets the needs of individuals, but the testing of these interventions more broadly allows for understanding how these approaches will work for diverse group level tailoring.

BACKGROUND: The GenoType MTBDRsl v2 is a molecular test designed for the rapid detection of resistance to second-line anti-TB drugs in Mycobacterium tuberculosis complex (MTBC).OBJECTIVE: To assess the use of MTBDRsl in a programmatic setting and to describe the resistance patterns in a high HIV-TB-endemic area in South Africa.METHODS: We performed a retrospective data analysis of all MTBDRsl results in patients with newly diagnosed rifampicin-resistant TB (RR-TB). We compared its performance on direct testing of smear-positive and smear-negative specimens. Results were examined to observe the detected resistance-conferring mutations.RESULTS: Of 1873 RR-TB/multidrug-resistant TB (MDR-TB), 37.4% were smear-negative and 62.5% were smear-positive. Among smear-negative specimens, the MTBDRsl showed an inconclusive rate of 61.2%, while the inconclusive rate from smear-positive specimens was 6.6%. The most common mutation observed in case of fluoroquinolone resistance occurred at the gyrA gene, codon 90 (A90V) (61/158, 38.6%), and the most common mutation in injectable aminoglycoside resistance occurred in the rrs region, A1401G (71/108, 65.7%).CONCLUSION: In HIV-TB-prevalent settings, routine use of the MTBDRsl is more effective when performed directly on smear-positive specimens. In view of currently used injectable-free regimens, this test requires revision.

Isoniazid preventive therapy (IPT) has been shown to decrease disease progression by up to 90%. Kenya, a high TB burden country experiences numerous operational challenges that limit implementation of TB preventive services. IPT completion in child contacts is not routinely reported in Kenya.ObjectiveThis study aims to review the child contact management (CCM) cascade and present IPT outcomes across 10 clinics in western Kenya.DesignA retrospective chart review of programmatic data of a TB Reach-funded active, clinic-based CCM strategy.ResultsOf 553 child contacts screened, 231 (42%) were reported symptomatic. 74 (13%) of the child contacts were diagnosed with active TB disease. Of those eligible for IPT, 427 (90%) initiated IPT according to TB REACH project data while 249 (58%) were recorded in the IPT register with 49 (11%) recorded as a transfer to other facilities. Of the 249 recorded in the IPT register, 205 (82%) were documented to complete therapy (48% of project initiation children).ConclusionOur evaluation shows gaps in the routine CCM care cascade related to completeness of documentation that require further programmatic monitoring and evaluation to improve CCM outcomes.

Abstract In German there is a long tradition of institutionalized daycare center-based early education. These institutions are concerned with Bildung, Erziehung und Betreuung - the education and care of children up to six years of age. Education and childrearing as well as care are all important but separate processes in German early childhood settings. Looking back, this theoretical division has a very long tradition. However, the energized public, political and professional discussions about the PISA results at the beginning of the 21st century led to Bildung and ECEC settings becoming increasingly important. Taking into account this complex and difficult historical development it is interesting to have a critical look at the dominant programmatic frames that characterize the German ECEC system nowadays: Bildung and quality of early education. The former double motif of education (Bildung und Erziehung) on the one hand and care (Betreuung) on the other hand remains an important aspect of German ECEC practices. Nevertheless, in the political arena and professional discourses Erziehung and Betreuung have been pushed into the background, to remain in symbolic form. Bildung and quality of early education seem to be in the spotlight. We will show how those programmatic frames have taken shape and are manifested in early childhood programs and projects.

To maximize the public health benefits of voluntary medical male circumcision (VMMC) in real-world settings, sexual abstinence is recommended for six weeks following VMMC to ensure complete wound healing. We determined the frequency and predictors of early resumption of sex among a cohort of HIV-negative, sexually active men 18–49 years who underwent VMMC within a public-sector clinic in Botswana. Multivariate robust Poisson regression methods were used to identify predictors of having any sexual intercourse in the last six weeks since undergoing VMMC. In total, 433/519 (83%) men had data available on sexual activity at six weeks post-VMMC. Median age was 27 years, 57% had a higher than secondary education, 72% were employed, and 9% were married. Overall, 122/433 (28%) men had sexual intercourse within the six weeks since VMMC, of whom 36% reported inconsistent condom use. Compared to men ≥34 years, men aged <30 years (adjusted risk ratio [aRR] = 1.71, 95% CI 0.95–3.08) and men 30–34 years had a two-fold higher likelihood of resuming sexual activity early in multivariate analyses (aRR = 2.31, 95% CI 1.26–4.25, Wald p = 0.018). Employed men were more likely to resume sexual activity early than unemployed men (aRR = 1.58, 95% CI 1.02–2.44, p = 0.039). Additional interventions are needed to encourage abstinence until complete wound healing.

The programmatic and iconographic features of both the destroyed frescoes and the surviving ones correspond to the solutions that can be found in Post-Byzantine painting. The palaeographic analysis of inscriptions and the analysis of the style of the murals in the dome, the area under the dome and both chapels in Davidovica clearly indicate that we are dealing with paintings done in the second half of the sixteenth century.

The prevalence of drug use among probationers, and the entire offender population, has been well documented. Numerous drug treatment modalities have been shown to reduce recidivism among this population; however, analyses of programmatic success are often based on a subset of offenders who complete treatment. Less is known about individuals who fail to complete treatment. The goal of the current study is to consider the interaction of drug use, drug treatment provision, and treatment completion on recidivism using data from the 2000 Illinois Probation Outcome Study. Findings from a series of proportional hazard models indicate that probationers who failed to complete treatment were more likely to be rearrested in the four years following discharge from probation, even when compared to individuals who needed treatment but did not enroll. Moreover, probationers who failed to complete treatment had more serious criminal histories and fewer ties to society. The research has important implications for the measurement of treatment provision in studies of recidivism, in specific, and more generally for the need to engage and retain probationers in drug treatment.

Musical conceptual blending can be intra-musical, pertaining to the combination of diverse structural elements for the creation of new melodies, harmonies or textures, as well as cross-domain, involving the integration of musical and non-musical spaces for the creation of novel analogies or metaphors. This article presents a structural and hermeneutical analysis of “Il vecchio castello” and “Samuel Goldenberg und Schmuÿle” from Modest Musorgsky’s Pictures at an Exhibition in an attempt to disclose both the intra-musical (combination of modal, tonal or coloristic harmonic spaces and rhythmic/textural structure) and extra-musical (contextual, symbolic and programmatic aspects) conceptual blending that the works incorporate. The reductional/prolongational analyses provide input for two distinct Conceptual Integration Networks, the first describing the intra-musical blending of melodic harmonization and the second proposing the cross-domain blending of the musical and pictorial input spaces into a blended hermeneutical space that projects the works’ narrative/programmatic/emotional potential. The proposed analyses show how musical structure promotes creative listening and meaning construction through complex cross-domain integration. This research suggests that conceptual blending theory as an analytical tool can promote a richer structural interpretation and experience of music, even in cases of instrumental, non-vocal compositions.

Abstract Arguably, constructive alignment has been the major challenge for assessment in the context of problem-based learning (PBL). PBL focuses on promoting abilities such as clinical reasoning, team skills and metacognition. PBL also aims to foster self-directed learning and deep learning as opposed to rote learning. This has incentivized researchers in assessment to find possible solutions. Originally, these solutions were sought in developing the right instruments to measure these PBL-related skills. The search for these instruments has been accelerated by the emergence of competency-based education. With competency-based education assessment moved away from purely standardized testing, relying more heavily on professional judgment of complex skills. Valuable lessons have been learned that are directly relevant for assessment in PBL. Later, solutions were sought in the development of new assessment strategies, initially again with individual instruments such as progress testing, but later through a more holistic approach to the assessment program as a whole. Programmatic assessment is such an integral approach to assessment. It focuses on optimizing learning through assessment, while at the same gathering rich information that can be used for rigorous decision-making about learner progression. Programmatic assessment comes very close to achieving the desired constructive alignment with PBL, but its wide adoption—just like PBL—will take many years ahead of us.

Abstract Some gerontology programs have required students to complete internships in order to satisfy the “interactional” Category II Competencies for gerontology as outlined by AGHE in 2014. For many non-traditional learners, a required internship in gerontology poses major challenges that may contribute to declines in enrollment and retention. Non-traditional learners are often older, employed, and have multiple responsibilities that compete for their time. This is especially true for students who attend university from a distance. This presentation reports the challenges faced by non-traditional, online students at a large state university who have an interest in gerontology. For these learners, the internship requirement is a deterrent to becoming a gerontology major. Challenges include student constraints, identifying potential placement sites in remote locations, and negotiating a complex administrative process. I review the programmatic measures taken to address these challenges and discuss the ways in which the internship process can be facilitated for non-traditional students. By developing a better process for securing internships, students have more freedom to focus on workplace learning. In addition, prospective gerontology students may come to regard the internship as an excellent opportunity for professional growth rather than a burden , thereby improving retention and interest in the major.

RDF has become the standard technology for enabling interoperability among heterogeneous biomedical databases. The NCBI provides access to a large set of life sciences databases through a common interface called Entrez. However, the latter does not provide RDF-based access to such databases, and, therefore, they cannot be integrated with other RDF-compliant databases and accessed via SPARQL query interfaces. This paper presents the NCBI2RDF system, aimed at providing RDF-based access to the complete NCBI data repository. This API creates a virtual endpoint for servicing SPARQL queries over different NCBI repositories and presenting to users the query results in SPARQL results format, thus enabling this data to be integrated and/or stored with other RDF-compliant repositories. SPARQL queries are dynamically resolved, decomposed, and forwarded to the NCBI-provided E-utilities programmatic interface to access the NCBI data. Furthermore, we show how our approach increases the expressiveness of the native NCBI querying system, allowing several databases to be accessed simultaneously. This feature significantly boosts productivity when working with complex queries and saves time and effort to biomedical researchers. Our approach has been validated with a large number of SPARQL queries, thus proving its reliability and enhanced capabilities in biomedical environments.

Abstract Objectives This study drew upon experiences of stakeholder engagement in food choice research to advance knowledge about best practices. Methods The Drivers of Food Choice Competitive Grants Program aimed to understand food choice in low- and middle-income-countries. All funded proposals included stakeholder engagement strategies. Data were from document review of proposals and reports and semi-structured interviews with the principal investigators of the 15 projects. Interviews were transcribed and uploaded into NVIVO 12. The lead author analyzed interviews thematically using an a priori code list and led discussion of themes and patterns through peer review with co-authors. Results Grantees developed and implemented a range of strategies. “Uni-directional” strategies were researcher-driven and informational, did not seek input from the target stakeholder, and included one-way communication such as emails, newsletters, meetings, press releases, technical briefs, newspaper articles, and public engagement efforts. “Bi-directional” strategies sought collaboration with stakeholders. Examples were workshops which sought feedback on stakeholder identification, research questions, methods, results, and recommendations. Grantees used unidirectional strategies to increase buy-in and generate demand for results, which helped promote the use of evidence for decision-making. Bi-directional strategies were integral to knowledge production. Grantees thought that bi-directional engagement enhanced the immediate applicability of the research. Grantees developed more- and less-intensive strategies that involved both bi-and uni-directional engagement, depending on goals for uptake. Conclusions This research sheds light on the role of stakeholder engagement strategies in advancing multisectoral nutrition. The current landscape of research and practice is fast-paced and complex; ensuring relevance of research via diverse stakeholder engagement strategies should remain a priority for researchers and funders. Abstract The financial model presented in the article attempts to further integrate capital budgeting into the firm's overall financial planning policy. Although it is an extension and generalization of Bernhard and Weingartner's previous models, it differs from these works by some basic assumptions related to both the objective function and constraint set. First, the objective function stresses the growing role of managerial discretion as opposed to the common assumption of maximizing shareholders' wealth. In particular we assume that managers wish to maximize the size of the firm under their control at the end of some future time horizon. Since net cash flows of the investment projects selected are sources of future investment funds, the managers try to keep the shareholders' dividends to a minimum level, sufficient enough however to pacify them. Secondly, the model constraints embody the complete set of financial instruments available to the corporation managers: in a sense, this enlarges the previous models' short-term external financing facilities by considering simultaneously the alternative long-term external financial instruments, namely equity and bond issues. In the latter case, the refunding features are incorporated in the constraints. The constraints also imply that managers prefer steady growth of net cash flows through time. This contrasts with the usual maximization approach which has been shown to favor long-term investment projects with somewhat more erratic net cash flows. The derivation of the Kuhn and Tucker conditions for the model allows us to show the impact of the opportunity cost of the various instruments on that of the liquidity requirement and the investment projects selection criterion. Finally, the duality properties also highlight the reciprocal relationships existing between the various opportunity costs, both internal and external.

In a previous issue of this journal, John Coleman (2004) reviewed the written-up version of a poster I presented at the 15th International Congress of Phonetic Sciences, Barcelona (Battaner-Moro 2003, henceforth BM). The aim of the poster was to discuss the evolution of Firthian prosodic analysis. In his review, Coleman derives from it ‘an ignorance or a neglect of Firth's publications prior to 1948' on my part (p. 211). He focusses his criticisms on the following three statements: ‘Firth never did prosodic analysis.’‘There is a complete absence of programmatic work in Firth's works.’‘Prosodic analysis was developed by the members of the London School and not at all by John Firth.’

The management of the SEACOOS program and its evolution over a five-year period are reviewed. The topics included pertain to the mechanisms used to create a consortium, define its mission, develop and manage its annual budget and tasking cycle; and the history of its focus over a five-year period. The management of SEACOOS was complex and required significant efforts to develop new approaches and collaborative mechanisms. Changes in management were made as weaknesses were identified and to enable a more unified approach to the evaluation, operations, data management and outreach efforts. A number of programmatic lessons learned are summarized that may be of value for future development of regional coastal ocean observing systems.

ABSTRACTThe Pennsylvania Department of Transportation and the Federal Highway Administration are undertaking a long-term, multiphase project to improve and rebuild Interstate 95 (I-95) in Pennsylvania, within the historic city of Philadelphia. Given the complex urban setting, the archaeological subsurface testing for the I-95 Girard Avenue Interchange Improvement Project is being guided by a programmatic agreement under Section 106 of the National Historic Preservation Act and a categorical exclusion under the National Environmental Policy Act. Through data-recovery excavations, the contractor for the project, AECOM, has documented 30 historical-period and Native American archaeological sites. The project includes its own professional journal, live interactive reporting, and a public archaeology center.

Looking for one specific point of origin of the far reaching transformation of the Labour Party obscures rather than illuminates the complex process which lies behind its ideological self-redefinition. This response to Adam Lent's article in Politics Volume 17, ‘Labour's Transformation: Searching for the Point of Origin’, argues that the long march from the party of Michael Foot to that led by Tony Blair is more usefully explored in terms of a gradual, staged process This transformation, evidenced in alterations in Labour's programmatic stance, electoral strategy and stated political objectives, was enacted in the period 1983–1997 as a whole. While several significant ‘moments of transition’ can be identified none are by themselves a single ‘point of origin’.

It is well recognised that the maltreatment of children results from a range of factors; some residing within the person, their family history and background, and others, clearly attributable to social stress and difficulties originating external to the family. In the last few decades, child welfare efforts have centred on the improvement of Child Protection Services and raising the prevention of child abuse as a community concern. More recently, attention has been focussed on strengthening the capacity of families to nurture and protect their own as the best means of meeting the developmental needs of children. However, our best efforts to assist families may still necessitate removal to protect the child.Research has identified that children removed for their own protection may be at even greater risk in out-of-home care. (Ryan 1987, Dawson 1984) Whether the incidence of abuse of children in out-of-home care is currently equivalent or higher than for the general population, is at this point a secondary concern. Out-of-home care is an essential and complex service. It is imperative to acknowledge that abuse can occur within the very system entrusted with the responsibility of protecting and caring for vulnerable children and young people.

The aetiology of anaemia is complex, yet anaemia determinants are frequently examined in isolation. We sought to explore how shifts in sociodemographic (wealth, age at pregnancy, education, open defecation, cooking fuel type, household size), programmatic (iron–folic acid tablet consumption, antenatal care visits) and dietary factors (intake of Fe, folic acid, vitamin B12, phytate) predicted changes in anaemia prevalence.DesignNutrient levels for eighty-eight food items were multiplied by household consumption of these foods to estimate household-level nutrient supply. A synthetic panel data set was created from two rounds of the District Level Household and Facility Survey (2002–04 and 2012–13) and Household Consumer Expenditures Survey (2004–05 and 2011–12). Ordinary least-squares multivariate regression models were used.SettingDistricts (n 446) spanning north, north-east, central and south India.SubjectsPregnant women aged 15–49 years (n 17 138).ResultsIn the model accounting for both non-dietary and dietary factors, increased age at pregnancy (P<0·001), reduced village-level open defecation (P=0·001), consuming more Fe (P<0·001) and folic acid (P=0·018) and less phytate (P=0·002), and urbanization (P=0·015) were associated with anaemia reductions. A 10 mg increase in daily household Fe supply from 2012 levels was associated with a 10 % reduction in anaemia.ConclusionsPublic health interventions to combat anaemia in pregnant women should use a holistic approach, including promotion of delayed marriage, construction and use of toilets, and measures that facilitate adoption of nutrient-rich diets.

Biomass material volatility generates new opportunities for port-city relationships. Alternative energy markets require specialized port facilities to handle new bulk commodities like biomass. Wood pellets, a type of biomass, present warehousing challenges due to combustion danger. The industrial response to this risk has generated new storage forms for port regions. The return to bulk cargo reintroduces materiality as a focus for port city research, which had generally been regarded as a peripheral concern since the advent of the shipping container. The container had come to represent a borderless, ‘fast capitalism’ throughput model, but research on port ‘accidents’ has complicated this reductive globalization narrative. The programmatic dynamism of wood pellet dome structures suggests new spatially-porous possibilities for an interstitial border space at the port-city interface with material commonalities and hybrid potentials for resilient logistics and civic facilities. In contrast to container cargo unitization, the dome signifies the standardization of the coastal/riparian port environment. Dome structures can help ports plan for the complex challenges of cargo material behaviors and increasing extreme weather events. The article begins with wood pellet materiality to then explore programmatic possibilities that industrial construction technology generates. Conceptually, this joins the proposal of port as ‘seam space’ with port-city resilience planning and the porosity celebrated in recent urbanism literature. Scaling up from wood pellet materiality to an interstitial port-city district, the article contributes to calls for increased attention to materiality as a means to envision new urban agendas.
