Abstract:
This study focused on opinions of diagnostic medical sonography program directors concerning online education within an allied health field that is clinically based. Although the study is centered around sonography, the findings can be applied to many online programs with clinical aspects. There was limited information concerning online education within a clinically based healthcare field, therefore the literature review focused on distance or online education in general. The participating program directors used online/distance learning terms interchangeably. The objective of this study was to identify factors that attributed to or hindered the progress of an online program in diagnostic medical sonography. The question that guided this research was: What are the program directors’ perception of face-to-face versus online program delivery in a clinically based subject? Individual interviews were conducted with three directors of online sonography programs. The responses showed that these directors saw improved overall outcomes in their online programs. This was ultimately attributed to a supportive staff and ease of access to resources. Resources and communication are easily accessed due to the improved technology seen in today’s online classroom.

This work aims to study the sport in schools and their educational principles from the perspective of Second Time Program that is integrated to More Education Program (PSTPME). The central research question seeks to answer: How is the development of sport in the school and its educational principles in PST-PME in the pedagogical perspective of physical education teachers? The research objectives are: a) to analyze the development of sports in the school and its educational principles in PST-PMEs, in the pedagogical perspective of physical education teachers; b) to identify the theoretical and methodological assumptions of Second Time Program (PST); c) to identify the theoretical and methodological assumptions of the PST-PME; d) to clarify what is the understanding of the physical education teachers about the theoretical and methodological assumptions of the PST-PME; e) to verify what are the methodological theoretical presuppositions underlying the pedagogical actions of physical education teachers in the development of sport in school. The theoretical contribution of the work is subsidized by studies that address the social role of sport (Gramsci 1976; Cury, 1983; SEMERARO, 1999; Coutinho, 2011; Barbieri, 1999; BRACHT, 2000 COLLECTIVE AUTHORS, 1992; GEBARA 2002 ; Lucena, 2001); Sport Pedagogy and its contributions to the development of educational sports (Reverdito; SCAGLIA, 2009; PAES; BALBINO, 2005); Sport and social programs (TUBINO 1996, 2010; BORGES, 2009) and historical aspects, concepts and objectives related to sports social programs (TAFFAREL, 2012; ATHAYDE, 2009; Ferreira, 2012; Santos, Oliveira, 2009). The methodological basis is a descriptive qualitative approach. The survey was conducted in three (3) public schools in the municipality of Guarapuava-PR, where the Programs Second Time integrated to More Education is developed, and had as subjects of study three (3) physical education teachers who work in that program . As instruments for data collection were used to document analysis, observation of classes and interviews with the teachers. For analysis and discussion of the data it was used the Content Analysis (Bardin, 2011). Through the analysis of data It was noticed that the development of sport in the PST-PME occurs in a context permeated by contradictions, both for physical and material resources, and with regard to understanding and application of its pedagogical rationale. The PST-PME constitutes a space in which children at social risk can play, as well as, play and have fun. In this sense, the sport is seen as a means to fill the downtime and mitigate social issues. It was concluded that the sport and its development through programs and social projects related to school contributes to the effective actions designed to meet the needs and interests of the population.

Bhullar, Amarjit Singh. "Program understanding tool for MODSIM programs (PUMP)." Thesis, University of Ottawa (Canada), 2001. http://hdl.handle.net/10393/9332.

Full text
Abstract:
The focus of software engineering has traditionally been oriented toward new software construction inspite of the fact that very substantial costs arise in the maintenance phase of the software lifecycle. A key element in the maintenance phase is "program understanding" because the individuals assigned this task are typically distinct from those on the development team. Tools to assist with program understanding have, nevertheless, received only modest attention in recent years. In this thesis the topic is explored within the context of the development of a particular program understanding tool called PUMP. PUMP (Program Understanding Tool for MODSIM Programs) is a tool developed to help understand simulation models written in the object-oriented simulation language called MODSIM programs. It has a simple graphical user interface (GUI) and may be used for both system exploration and for browsing purposes as part of a professional software development tool. It quickly displays and provides views of complex inheritance trees, making it an important tool for understanding object-oriented systems.

Abstract:
The study develops an assessment of policies applied in the implementation of the National Program for Production and Use of Biodiesel (PNPB) and the PROALCOOL in Brasil, as well as current policies underway to implement the Biodiesel and Biogasoline Program in Colombia. This work reviews the Brazilian experience to promote production and consumption of ethanol, including granting and retrieval of incentives, towards development and consolidation of PROALCOOL (1975-2006). It also examines the incentives in the Colombian of biogasoline, among others : tax exemptions, guaranteed return to the producer and funding for the installation of new plants. Small family farms arrangements alongside with technical and social guidelines proposed by Petrobras to produce biodiesel are also analysed.. The guidelines are compared with some of the technical and social conditions in Colombia to evaluate potential adoption of similar measures.

McKinnies, Richard C. "Evaluating Assessment and Effectiveness Data to Program Characteristics in Accredited Medical Dosimetry Programs in the United States." OpenSIUC, 2020. https://opensiuc.lib.siu.edu/dissertations/1801.

Full text
Abstract:
The purpose of this study is to analyze medical dosimetry programs in the United States with regard to their assessment data and specific program characteristics. I identified participating programs through the Joint Review Committee on Education in Radiologic Technology (JRCERT) program directory web page for medical dosimetry programs. Once I acquired the email addresses of each program director for all 18 programs, I emailed the program directors requesting their participation in the study. Six program directors responded to the email request and sent all the needed data for the study. The specific data evaluated in this study is assessment data for all four student learning objectives (SLO’s) identified by the JRCERT and program effectiveness data (i.e. certification pass rates, job placement rates for graduates, and attrition rates). I correlated the assessment data and program effectiveness data for each program to look for significance in comparison to the length of time a program received accreditation by the (JRCERT), length of each program academically, and the degree granted by each program. For the variables, I ran a Pearson Correlation and a linear regression, which also provides a significance value for the linear regression. The findings of the study illustrated no significance within the data when comparing it to the specific program characteristics. The study did illustrate some predictability within the linear regression, but did not illustrate any significant linear regression among the data points. This illustrates the dependent variables do not correlate with the independent variables, but are able to explain some of the variability in the dependent variable. Program accreditation is an important aspect for any medical dosimetry program and should be an integral part of the daily mechanisms. Educators need to continually look for ways to improve their assessment endeavors to help improve their programs and student success. Based on the findings of this study, research should continue on assessment data in the field of radiologic sciences and specifically in the field of medical dosimetry with larger population groups.

The objective of this dissertation is two-fold: (i) propose a program evaluation model for enterprise standardization programs based upon two conceptual and interlinked approaches: program evaluation and organizational learning; (ii) to validate the proposed model through a case study on Transpetro s Marine Terminals Standardization Program. In this context, evaluation practice may generate organizational learning to help Transpetro correct standardization program deviations and increase its efficiency and effectiveness towards operational excellence. As a matter of fact, standardization programs are necessary in marine terminals operations where standards are the minimum acceptable requirements to fulfill the goals for the operator, and the maximum requirements provided to the work for the contractor. Additionally, marine terminals should attend sector s regulations, occupational safety guidelines, and environmental management standards. The motivation of this research arose from Transpetro s need to have a program evaluation model capable of measuring efficiency of its Marine Terminals Standardization Program. The methodology encompasses: (i) literature survey on program evaluation and organizational learning; (ii) design of a standardization program evaluation model based on a conceptual framework which links both theoretical approaches; (iii) development of a case study on Transpetro s Marine Terminals Standardization Program; and (iv) formulation of conclusions and suggestions for future research and replication in other organizational contexts. The main results can be summarized as follows: (i) an innovative evaluation model to assess enterprise standardization programs; and (ii) a set of indicators for measuring efficiency and effectiveness of Transpetro s Marine Terminals Standardization Program. As a conclusion, it can be said that the proposed program evaluation model fulfilled expectations and assumptions formulated at the very beginning of this research. According to the opinion of Transpetro s managers and teams involved, the model is a useful management and learning tool for enterprise standardization initiatives and has a large potential for replication in other organizational contexts from the empirical evidences achieved.

The purpose of the current study is to examine what factors contribute to how marriage and family therapy (MFT) programs address multicultural competency training and to understand the support mechanisms of the training process. A sequential explanatory mixed-method design was utilized to evaluate MFT training programs. First, a Multicultural Survey, adapted from the Multicultural Competency Checklist (Ponterotto, Alexander, & Griegor, 1995), was used to gain a preliminary understanding of the masters MFT field regarding multitcultural competency training. Out of the 70 MFT program directors contacted, 39 program directors or program representatives responded to the survey (55.71% response). Qualitative interviews from 8 participants (program directors, n = 7; program representative, n = 1) representing each geographical region (Northeast, n = 2; South, n = 2; Midwest, n = 2; West, n = 2) were used to examine programs’ multicultural competency training content, program context and training processes. Five themes emerged from the data: 1) internal program dynamic, 2) external program factors, 3) stakeholders, 4) faculty recruitment, and 5) cross-program collaboration. General systems theory, process theory and the logic model were utilized to conceptualize the results (Kellogg, 2004; Rossi, Lipsey, & Freeman, 2004; White & Klein, 2002).

Sharma, Surinder Paul. "U.S. Government Program Managers' Competencies to Manage Satellite Acquisition Programs." Thesis, Northcentral University, 2017. http://pqdtopen.proquest.com/#viewpdf?dispub=10603364.

Full text
Abstract:

U.S. government satellite acquisition programs have continually experienced large cost overruns, schedule delays, technology development problems, and performance shortfalls, which can potentially affect national security as well as the health and safety of civilians. Government program managers play a significant role in achieving organizational objectives through the acquisition life cycle of major U.S. government programs. Prior researchers have explored the importance of program managers’ competencies. Other researchers have identified key competencies of project managers to lead and manage the projects successfully in the aerospace industry. However, not enough research was conducted to assess the U.S. government program managers’ competencies to manage complex and challenging satellite acquisition programs in combination of other program context factors above and beyond program managers’ competencies, which could moderate and affect overall program success. The purpose of this quantitative, non-experimental survey research study was to examine the relationship and importance of U.S. government program managers’ perceived hard and soft competencies needed to achieve overall program success in managing major satellite acquisition programs. Additionally, the researcher examined how the program context factors moderated the relationship between program managers’ competencies and overall program success. A web-based survey, targeting aerospace and defense professionals garnered 104 valid responses. Utilizing the competency theory framework, multiple linear regression, chi-square goodness-of-fit, and hierarchical multiple regression tests were used to analyze the study data. The survey results revealed that program managers’ both hard and soft competencies predicted overall program success, F(2, 101) = 4.085, p = .020, R2 = .075. Program managers’ soft competencies were found to be somewhat more important than hard competencies in achieving overall program success, χ 2(4) = 29.3, p < .001. Of the four program context factors, resource availability positively moderated the relationship between program managers’ soft competencies and overall program success, F(10, 93) = 2.116, p = .031, R 2 = .185. A future hypothesis-based study may be conducted for other major U.S. government defense programs or private sector programs, which may provide insight to senior management leaders into matching of program managers’ competencies to specific program contexts and program types. A qualitative study to identify the causal reasons for unsuccessful U.S. space acquisitions program outcomes may provide in-depth personal and professional perspectives of other program context factors, which may influence overall program success.

Abstract:
One of the key issues with the practical applicability of Proof-Carrying Code (PCC) and its related methods is the difficulty in communicating the proofs which are inherently large. The approaches proposed to alleviate this, suffer with drawbacks of their own especially the enlargement of the Trusted Computing Base, in which any bug may cause an unsafe program to be accepted. We propose to transmit, instead, a proof generator for the program in question in a generic extended PCC framework (EPCC). A proof generator aims to be a more compact representation of its resulting proof. The EPCC framework enables the execution of the proof generator at the consumer side in a secure manner.

Abstract:
The Hunter-White Health Advocate Program is a unique peer-education program at the University of Arizona for Greek chapters and is facilitated through Fraternity and Sorority Programs. This program trains health advocates whom then educate their respective chapters on a number of health topics through presentations. Other requirements include attendance to health events, providing resources, and self-reflection. This evaluation compiled and analyzed three surveys using STATA and Microsoft Excel: pre-evaluations prior to the start of health advocates’ term, presentation evaluations completed by Greek members after presentations were completed by health advocates, and Campus Health Services’ Health and Wellness Survey from 2007 to 2012. The results of the evaluation show that little behavior change has taken place. Greek members participate in more risky behaviors than non-Greek members and negative behaviors have not decrease significantly. Health advocates equally chose or were chosen for the position, but did not believe the intended 20-30 minute time frame was necessary to teach material. Members did find topics to be relevant and useful and planned to use it in the future. Recommendations for improvement of the program and further evaluation were provided based on data analysis, observation, and use of the integrated theory of evaluation.

Moore, Michael Courtney. "The CADET Training Program Versus the Student Certification Program: A Study of IT- Support Training Programs at Western Kentucky University." TopSCHOLAR®, 2014. http://digitalcommons.wku.edu/theses/1435.

Full text
Abstract:
Technology is a critical component of modern-day success. Advancements in technology have improved communication between individuals and companies. Technological advancements have allowed students to earn college degrees online. People who habitually use technology expect a high level of performance and support. As new technologies are implemented, such as complex web services or new operating systems, the dependence for information technology (IT) support grows in demand. Even learning curves can be cumbersome without proper assistance from IT professionals. Companies and institutions must accommodate user needs by implementing fast, efficient, and friendly support. In order to offer optimal customer support, representatives must be knowledgeable of the products and services that are supported. At Western Kentucky University’s (WKU) IT Helpdesk, a training program called Consultant Accelerated Development and Education in Technology (CADET) focuses on software, hardware, customer service, and procedures mandated by the IT Division. Prior to CADET, the Student Certification program was used to train student consultants. The Student Certification program was developed to satisfy training needs that allowed consultants to support end-user technical issues. CADET was developed in 2008 to replace the Student Certification program. This study explored the question if CADET training is more effective in preparing consultants to do their jobs than the Student Certification program. The study investigated the effectiveness of CADET training compared to the Student Certification program by surveying IT Helpdesk student consultants. The survey results indicated which program was more adequate. Both programs contained the same training content, but training delivery methods differed. A t-test was used to compare both programs and determine the outcome of the study’s hypotheses. The Student Certification program did not accommodate different learning styles. The teaching methods only included traditional classroom-style delivery. CADET training did accommodate different learning styles, delivering training through a wide variety of formats including video, audio, assessment, assignment, and face-to-face training. The research focused on the importance of addressing different learning behaviors. The study suggested that CADET is more adequate in preparing students to do their job duties. When both Student Certification survey and the CADET survey were compared, CADET training is more adequate in 26 out of the 27 training sessions. The results suggested that learning style accommodation is directly related in the success in the CADET training program over the Student Certification program.

Hundley, Linda Louise. "A Program Evaluation of an Integrative Wellness Program." Diss., The University of Arizona, 2010. http://hdl.handle.net/10150/196117.

Full text
Abstract:
Chronic diseases such as diabetes, cardiovascular disease, cancer, and depression exist in 45% of the U.S. population and are responsible for 70% of the deaths and 75% of the $2 trillion in annual medical expenditures. Healthy eating, being physically active, managing stress, and avoiding tobacco have well-documented relationships to improved health and well-being, and chronic disease prevention.Integrative healthcare, a holistic approach to care that is patient-centered, personalized, and focused on health and well-being, incorporates conventional and complementary and alternative medicine (CAM). Integrative healthcare has the potential to provide high quality care that prevents illness and promotes optimal wellness, resulting in decreased health care costs and a healthier nation. Although integrative healthcare is increasing in popularity, few integrative healthcare programs have been studied and relatively little is known about the processes, outcomes, feasibility, efficacy, effectiveness, or sustainability of these programs. The purpose of this project was to evaluate selected organizational processes and patient outcomes of an integrative health care program. The three specific aims of the project were to analyze the program theory through the development and evaluation of the program logic model, to evaluate selected organizational processes, and to examine selected client outcomes, including satisfaction. This inquiry used the CDC Framework for Program Evaluation as a guide. The study employed a descriptive design with both qualitative and quantitative methods, including key informant interviews with program staff and a client focus group. De-identified data on pre and post measurements of client Wellness Inventory scores, weight, BMI, and advanced cardiac panels, and post program surveys obtained from the program director were analyzed using descriptive statistics and the paired t test or the Wilcoxon signed-rank test. The evaluation of an existing integrative healthcare program provides potentially useful information to the stakeholders of the program and a valuable referral resource for other providers in the community. Dissemination of the information may also be used as a model and an inspiration for other advanced practice nurses to develop innovative practice models that support holistic, wellness-focused care.

Pacheco, Christy Lee. "Program Evaluation of a County Reproductive Health Program." Diss., The University of Arizona, 2012. http://hdl.handle.net/10150/228158.

Abstract:
Northern Arizona women of childbearing age are at disproportionately higher risk for poverty and persistent health disparities in maternal risk factors and maternal child health outcomes. Preconception care is a lifespan and population-based approach to providing health promotion activities to women of childbearing age to improve the health of women, their families, and communities. The county's Reproductive Health Program offers comprehensive reproductive and preconception healthcare to underserved women and men throughout the county without regard for ability to pay, serving as a critical safety net for this vulnerable population. A formative evaluation was performed using the CDC's Framework for Program Evaluation in Public Health and retrospective chart review to assess program implementation. In 2010, 1,561 patients received care over 2,575 visits; the majority of patients (69.4%) were women of childbearing age (females 15-44). Most patients (92.9%) were ≤ 150% FPL, and uninsured (77.8%). Program patients were racially/ethnically diverse, with nearly half identifying themselves as White (48.8%), followed by Hispanic (35.3%), and American Indian/Alaskan Native (11.6%). Program reach was limited. Comprehensive medical and social risk assessment and health promotion activities were consistent with evidence-based recommendations. More than 3,400 STI and pap screenings were performed, with identification of 178 abnormal results at the primary program site. One hundred forty-five females had a positive pregnancy test at the primary program site, one-third (33.1%) to teens. For women of childbearing age not trying to become pregnant (98%), a range of family planning methods were provided, which most commonly included oral contraception (36.9%), followed by condoms (15.4%), and Depo-Provera injection (12.6%). More than 10% of low-income females 15-44 received referrals for further medical care not provided with program. Logistic regression analysis revealed program visits associated with a decreased risk of unplanned pregnancy, though this was not significant (OR 0.87, 95% CI 0.59-1.29, p>0.05). In conclusion, this program provided evidence-based preconception care to underserved women of childbearing age, though reach was limited. Additional studies are recommended to explore patient needs and barriers to improve reach and tailor services. Development of a community advisory council is recommended to guide program activities.

Abstract:
Some U.S. e-commerce retail organizations use inadequate visual product presentation strategies that are limited to static product images and uninspiring textual descriptions. E-store customers have a stake because they are the beneficiary of the higher quality online shopping experience produced when rich media is used. Viewed through richness media theory, the purpose of this summative program evaluation was to evaluate the effectiveness of using rich media in e-store product listings. The evaluation was performed for a partner organization 1 year after the organization implemented a rich media implementation program in its e-store product listings. The results of the first repeated measures t tests indicated using rich media in e-store product listings increased annual sales revenue by 14.2% and total profit dollars by 8.8%; however, the results of a weekly profit comparison between 2016 and 2017 were not statistically significant, t(52) = .768, p = .446. The results of the second repeated measures t test indicated customer retention increased by 7.4% annually after implementing the rich media implementation program; however, the results of a weekly customer retention comparison between 2016 and 2017 were not statistically significant, t(52) = 2.002, p =.051. The results of the thematic analysis revealed one theme: maintaining rich media must be cost effective. The implications for positive social change include the potential for increasing consumer trust in convenient, e-retail shopping practices and reducing consumer dependency on inefficient shopping practices at traditional brick-and-mortar stores. Consumers with more detailed product information can make more informed purchase decisions, resulting in a reduced number of product returns and a higher quality online shopping experience.

Abstract:
This is a study of case with qualitative and quantitative approach. It has as objective the description of the historical description and the evaluation of the Family Health Program (FHP) expansion process in a South of Brazil city, occurred between December of 2002 and December of 2004. It was used the Donabedian model for structure, process and result evaluation and subsequent comparison, in a before and after study type, in the covering area evolution of the program, calculated by the Health Department systematic, from 23,85%(dec/2002) to 70%(dec/2004). The results discussion was carried out joined to a historical description expansion from 11 to 33 Family’s Health teams. It was done through documentary research, where, using the content analysis, it was possible to identify the subjects related to the structure, process and results related to the FHP. Related to the structure was compared financial resources, human resources, physical installations, vehicles, specialized reference, complementary examinations and expenses with medicines. The items analyzed in process were ratio of individual medical record organization for families, covering for medical and nursing consultations and covering of home visits in the FHP. For the result evaluation the taxes of children’s mortality, percentage of pregnant covering with more than 6 prenatal consultations, rates of hospital admission incidence, using the Brazilian Health System, for respiratory infections and diarrhea illness in children under 5 years old were compared. The comparison between the moments evidences a significant meaningful in all items of structure compared, with prominence for financial and human resources, specialized reference and physical installations. About the process, it was adopted an individual medical record filling systematic for registered families. There was an increase in the number of medical consultations in the FHP with reduction for the medical clinic, pediatrics and urgency consultations. As resultant, in the comparison between the moments, it reduced the amount and the consultations covering in the basic specialties. The covering of nursing consultations increased in 160, 7% in the period of comparison. The home visits covering in the systematic of the SISPACTO increased in 92,3% between the analyzed moments, the variation was studied in each professional category. In the results evaluation occurred a worsening in the pregnant with more than 6 consultations of prenatal covering, with reduction from 61,6% to 50,0%. The coefficients of hospital admission using the Brazilian Health System for respiratory infection and diarrhea illness had increased in 29,1% and 15,3%, respectively. Children’s mortality reduced in 33,0%, from 28,8‰ to 19,3‰. The historical description refers to the period before the expansion until the end of 2004, when the analysis of this study was finished. The facilities and limiters in an expansion process are identified by the combination of the quantitative data with the historical description.

Abstract:
Using a combination of the quantitative and qualitative, a peer tutoring program at a secondary governor's school was analyzed between fall of 2015 to spring of 2019 for efficacy with respect to how participation influenced changes in tutees' quarter scores, when the optimal time to offer peer tutoring would be, and what participants identified as the primary benefits and barriers to attending. Peer tutoring was offered both after school and during lunch during this investigation, and yielded many interesting results. First, peer tutoring was found to have no significant influence overall upon change upon participants' quarter scores compared to a control, and in a highly unusual result was even found to have a negative influence upon tutees' quarter scores under certain circumstances. Second, participants attended during certain times and days more reliably than others, though overall attendance was highly vulnerable to academic and activity conflicts. Third, tutors' motivation to offer support tended to be altruistic in nature, whereas tutees' motivation was to receive academic support. Last, participants identified activity conflicts as a significant barrier to attending peer tutoring, and mixed results were found about the influence of lacking transportation as a challenge for attendance.

Abstract:
The purpose of the present study was to assess patient improvement in a specific freestanding partial hospital. Improvement was assessed in two specific areas: 1) symptom reduction as measured by the Symptom Check List-90-Revised (SCL-90-R) and 2) social adjustment as measured by the Social Adjustment Scale Self-Report (SAS-SR) at admission, discharge and three month follow-up. In addition, improvement was assessed from two perspectives: 1) patient evaluation and 2) therapist evaluation. Results indicated that there was statistically significant improvement from admission to discharge on the SCL-90-R and the SAS-SR. This improvement was maintained from discharge to three month follow-up. Findings also revealed statistically significant improvement when analyzed from both the patient perspective and the therapist perspective.

Eisenbise, David Alan. "Diabetes Tele-Health Program for Hispanic Veterans: Program Evaluation." Diss., The University of Arizona, 2015. http://hdl.handle.net/10150/556720.

Full text
Abstract:
Background and Rationale: Rural Hispanic Veterans in the Southern Arizona region with type 2 diabetes mellitus (T2DM) are at risk for diabetes related complications. The Southern Arizona Veterans Administration Health Care System (SAVAHCS) care coordination home tele-health (CCHT) program serves as a useful tool in T2DM management in addition to services through primary care. CCHT has not been evaluated to determine effectiveness in this uniquely vulnerable demographic - rural Hispanic Veterans with T2DM in the Southern Arizona region. Purpose: The purpose of this DNP project was to evaluate the effectiveness of a nurse managed and nurse ran program known as the SAVAHCS CCHT T2DM program in achieving successful diabetes self-management and related biological measures among male and female Hispanic veterans who reside in rural Arizona counties and receive their health care through SAVAHCS. Project Aims: Aim I: Evaluate the effects of the SAVAHCS CCHT T2DM program among rural Hispanic veterans on the biological measure of glycosylated hemoglobin A1C (HbA1C) at three different time periods, initially at admission, three months after admission, and six months after admission. Aim II: Evaluate the effects of the SAVAHCS CCHT T2DM program among rural Hispanic veterans on the other quality measures of diabetes management including Body Mass Index (BMI), blood pressure (BP) and low density lipoprotein (LDL) cholesterol at three different time periods (see Aim I). Methods: A descriptive study design was used to evaluate the SAVAHCS CCHT program. The Centers for Disease Control and Prevention (CDC) Framework for Program Evaluation in Public Health was used to examine the effectiveness of the tele-health program. Data were collected from the Veterans Health Administration data warehouse. Biological measures were collected and analyzed at three different time points. Results: Descriptive data analysis of the veterans (n=12) demonstrated minimal intervention improvement of 0.1 units on A1C (8.3% of veterans), BP (16.7%) and BMI (16.7%). Due to missing data the results may not be due to the CCHT program but to structure and process issues related to collection of reliable data. A more robust program evaluation is recommended.

Abstract:
Health promotion and disease prevention are a focus of population health management. Without ongoing and rigorous evaluation, these programs may be in jeopardy of continuing. The purpose of this project was to conduct a descriptive population health- focused evaluation of a large-scale health system's employee health and wellbeing program. Guided by the Center for Disease Control and Prevention (CDC) framework for program evaluation in public health and National Center for Organization Development guidelines, a nurse-led evaluation was conducted using 5 specific data sets emphasizing organizational structure, employee health offerings, employee surveys, Pathway to Excellence survey, and program contributions. A descriptive analysis was applied towards interpreting the organizational structure, and identifying all contributions to employee wellness. Inferential analysis was applied to identify correlations between survey results. The findings of the evaluation were mixed. The organizational structure of the program complied with CDC wellness program guidelines; of the 97 service departments surveyed, results revealed an 83.51% improvement in engagement, disengagement, satisfaction, best places to work, and customer satisfaction. The Pathway to Excellence survey results revealed a supportive organizational structure for a culture of wellness. The program contribution analysis showed that the health system provided accessible wellness and health promotion opportunities. Positive social change may result from this evaluation as the program is reinforced and the focus on employee wellness, health promotion, and disease prevention services are continued. As a result, the lives of employees, their families, and communities might be improved.

Abstract:
The dissertation A Comparative Study of the Conditioned Income Transfer Programs in Brazil and Mexico aims to carry out a profound study of the two main income transfer programs in the mentioned countries in order to identify its benefits and limitations. Considering that in Latin America the challenges to reduce poverty and inequality are still enormous, presenting the necessity of an ample discussion between the civil society and governments to overcome them, the study of such regional programs have the potential to deepen the debate in order to improve such programs. The most recent estimates on the levels of poverty and indigence in Latin America are still very alarming, although there has been some significant improvement in the past years. Data from 2007 published by CEPAL (United Nations Economic Commission for Latin America and the Caribbean) point that 184 million people in the region are dwelling within poverty levels. Since the end of the 1990s, the Latin American governments have been implementing Conditioned Income Transfer Programs focused on poor families, in order to alleviate poverty in the short term through income transfers and fight against its dissemination throughout generations by demanding the fulfillment of certain conditions. This dissertation has focused on the Bolsa Família Program in Brazil and PROGRESA/Oportunidades in Mexico, which are the two most significant programs of such kind in the world, aiming to evaluate their positive effects as well as their limitations.

Abstract:
Adoption of evidence-based parenting programs by community agencies requires an understanding of the variables that affect their implementation. This study examined variables associated with the implementation of Triple P – Positive Parenting Program in Ontario. Surveys were completed on-line by 63 administrators, 54 supervisors, and 215 service providers from 69 different agencies. In a first article, I report on agencies’ pre-implementation openness, readiness, and resistance as well as on service providers’ self-reported use of and adherence to the program. Respondents from the vast majority of agencies reported openness to change prior to implementation but approximately half reported that they were not ready and experienced resistance. Although the majority of trained service providers used the program, a significant minority had not delivered it since training. The average adherence rate reported by service providers who used the program was 85.9%. In the second article, I report on the variables associated with implementation. The majority of respondents reported that they had adequate office resources to implement Triple P. Over half the managers (administrators and supervisors) and over two thirds of service providers reported that their agency had received adequate training. The most commonly identified barrier to implementation was agency characteristics which included organizational climate, service provider characteristics, and supervision. Adequate office resources and positive agency characteristics were associated with higher program usage by service providers. Service providers’ reports impacted their individual adherence rates whereas managers had broader perspectives of the quality of implementation in their organizations. Differences in reports between managers and service providers were not associated with usage or adherence.

Abstract:
Thesis (S.M. in Engineering and Management)--Massachusetts Institute of Technology, Engineering Systems Division, 2013.
Cataloged from PDF version of thesis.
Includes bibliographical references (pages 162-168).
The US defense acquisition system is a massive enterprise charged with developing and acquiring state-of-the-art military technology and systems. For the past 65 years, many broad-reaching studies and commissions have endeavored to refine and overhaul the acquisition process to improve its value delivery in the form of increased capability, in less time, and for lower costs. But processes don't make things, people do; which reframes this research to focus on people over process. Acquisition people are knowledge workers, who must creatively execute defense programs within the system and processes they are given. The Government Program Manager (PM) is the primary focus of the thesis. The research explores how the PM is able to achieve improved program outcomes through a combination of leadership competencies and management of key stakeholder relationships. The examination of relevant acquisition literature provides opportunities for the application of systems, stakeholder, and negotiation theory to enable PMs to achieve value delivery on defense programs. Additional theories on organizational routines and activity systems provide insight on how effective PMs can build acquisition dynamic capabilities in the small and in the large to benefit US national security. The research gathers interview data from PM experts and leadership of several large acquisition case study programs. Unique to this research is the multi-dimensional perspective obtained from the Government PM, the lead User representative, and the prime contractor PM on the case programs. This approach enables an examination of the influence of dyadic and triadic relationships and program priorities alignment, with particular focus on the Government PM's role in establishing and managing those stakeholder relationships. The research concludes that strong dialectic leadership, with sufficient managerial and technical competence is paramount for an exceptional PM to succeed in delivering improved program outcomes. Recommendations are provided for the PM, those responsible for PM development, and the DoD to increase efficiency and effectiveness of the defense acquisition enterprise.

Abstract:
This study has presented findings on the correlations of the attitudes of the health promotion program provider and the program decision-maker in measuring the success of their worksite health promotion programs. The purpose of this study was to answer the following three questions: 1) Do company decision-makers and primary program providers agree upon which evaluation methods are currently being used in their worksite health promotion program? 2) Do the company decision-makers and primary program providers rank the top five evaluation criteria in the same order of importance? and 3) In rank order, what are the top five preferred evaluation criteria of the program provider? Results indicate a strong correlation of agreement for questions 1 and 2 (0.937 and 0.951 respectively). The data suggests that primary health promotion program providers and company decision-makers share strong agreement on which evaluation criteria should measure program success. Justification of worksite health promotion requires that the program provider be accountable for the criteria on which the decision-maker bases the programs' success.

Program evaluation in the fields of second language acquisition (SLA) and teaching English to speakers of other languages (TESOL) has a history dating from the 1960's. The focus of previous program evaluations has been on language achievement at the end of the program of study (Lynch, 1996). However, to improve or maintain program quality, teacher education of future foreign language instructors is essential; thus, improvements in the quality and/or control of teacher education programs is also important. The primary purpose of this study is to propose and test a multi-faceted approach to program evaluation that originates from the administrative side of two graduate programs in Applied Linguistics. This marks the first time in the field that this approach has been implemented. First, time series enrollment models were examined to investigate the overall stability of the two graduate education programs for non-traditional students from 1993 to 2010 (for the Master's programs) and 1995 to 2010 (for the doctoral programs). Second, logistic regression models were examined to investigate the characteristics of the students who did and did not graduate from the programs. Third, event history Cox regression models were examined to investigate the amount of time spent by the graduate students to complete the degree using potential demographic and enrollment pattern factors as predictors. Finally, a dynamic model was formulated and tested to simulate the program's potential future enrollments based in part on the results of the prior model analyses and publically available data. The results indicated the potential for developing a relatively strong time series enrollment prediction model for near future enrollments using the data available in the administrative database. However, the student success/failure models and event history program study time prediction models were relatively weak and the results indicated the difficulty of predicting whether students will successfully complete the graduate programs using data typically collected from the students when they enter the program. The simulation results showed a potential decline in enrollments over the next decade mainly due to the decline of the 18-year-old student population in Japan, the decreasing size of the foreign language teacher population, the long, gradual recession in Japan, and the revision of university faculty employment status by the Japanese Ministry of Education.

Abstract:
The objective of the research undertaken was to examine the concept of program structure design within the context of program management, propose an ideal-type model for a program design process and use it to assess the 1989-1993 program design activities of Queensland Government departments. A search revealed a dearth of literature on the topic of program design and the lack of sound empirically based theory on the topic. Staff from seventeen government departments were involved in structured face to face interviews using a questionnaire with a list of forty-three questions. The framework for the ideal type-model was gleaned from the little available program management and related literature, and the interviews with departmental staff who were involved in program management activities. The research found that the design period was particularly turbulent for the public sector. It was characterised by the rise to power of the first new State Government in thirty years, a reduction in the number of departments from 27 to 18, departmental amalgamations, large scale retrenchments, Public Sector Management Commission reviews of all departments, a new Public Service Management and Employment Act, many new operational Standards and the new concept of program management. All programs in all government departments and agencies were being designed almost simultaneously. In the absence of a program design model and under tight resource constraints, relatively few departments undertook comprehensive and effective program design activities. Many departments renamed existing organisational units as programs and a few simply synthesised programs for central agency financial reporting purposes.

Abstract:
This evaluation examines the effectiveness of the Fulton County Discharge Planning Program in expediting the mentally ill defendant through the criminal justice system. The sample consists of 30 males who have been diagnosed as mentally ill and consented to jail diversion. Participants were randomly selected from a list provided from the discharge planner without demographic restrictions. Data for this study was collected using a 49-item questionnaire. The Attitude Measure Scale II (AMSII) questionnaire consists of 49 questions inquiring about the participants' beliefs about professionals, knowledge about the Fulton County Discharge Planning Program and community mental health services. Descriptive statistics were used to analyze the data. The findings showed that the Fulton County Discharge Planning Program is effective in expediting the mentally ill defendant through the criminal justice system.

Abstract:

Developmental education continues to be an area of concern for higher education institutions. Understanding and developing programs to provide support and increase retention, completion, and success rates for developmental education students is vital to increasing degree attainment in the United States. This study explored one developmental education program at a Midwest community college implemented in 2011. A mixed-methods approach was executed to compare completion and success rates two years prior to implementation and two years following implementation, as well as to obtain qualitative information regarding perceptions of the program. Quantitative data analysis revealed increases in developmental education rates for qualifying Connection Program students when viewed holistically; however, varying degrees of program effectiveness were seen in discipline-level results. Qualitative data analysis revealed four emerging themes: 1) Flawed Placement, 2) Positive Intentions, 3) Flawed Execution, and 4) Student Ambiguity. These findings coincided with research in the developmental education field as areas of importance in regard to increasing degree attainment for these students.

Abstract:
The purpose of this study was to determine the quality, relevance, benefits, and teacher preparedness of a student advisory that was implemented in a high school to improve student connectedness to the school. Students' and staff perceptions and ideas were collected and analyzed for the purpose of understanding whether the advisory was meeting its stated goals and for the purpose of providing guidance for the next phases of the advisory. One year of extant student and staff surveys were collected and a focus group with staff were held to elicit their thoughts, perceptions, and ideas of the advisory program and whether the advisory achieved its short-range outcomes of increasing student connectivity to the school. The results indicated students want a more engaging and purposeful advisory with relevant lessons that provide them the opportunity to meet other grade-level students in the school. Teachers provided similar feedback regarding the mixed grade levels and relevance, however, teacher respondents also shared more positive insights for the advisory program, compared to students, indicating it was on a purposeful trajectory.

Abstract:

VitalSmarts® Crucial Conversations TM general program theory might be a possible countermeasure addressing organizational culture and communication factors affecting quality and safety. This practice inquiry reports: a VitalSmarts® Crucial Conversations TM general program logic model, a major medical center's Crucial Conversations TM historical implementation program logic model, a clinical exemplar central line associated blood stream infection program logic model; and, findings that describe the fidelity of the major medical center's Crucial Conversations TM historical implementation and clinical exemplar central line associated blood stream infection program logic model to the VitalSmarts® Crucial ConversationsTM general program logic model. The results demonstrated there was no fidelity between the major medical center's Crucial ConversationsTM program logic model and the VitalSmarts ®® Crucial ConversationsTM general program logic model. The clinical exemplar CLABSI program logic model and VitalSmarts® Crucial ConversationsTM general program logic model fidelity differed in intended outcomes. The results might suggest that program adaptability along with program fidelity are factors that influence program strength, and these factors must be uniquely balanced within organizational dynamics to realize intended outcomes. The formative evaluation and program logic model might be a feasible methodology and applicable tool for exploring quality and safety within complex adaptive systems, such as organizational culture, where constraints possibly could exclude more rigorous scientific methodologies until factors are more understood
