Abstract:
Background: Indonesia applies decentralization policy in health sector. However, there are Health Minimum Service Standards (HMSS) that must be met at provincial and district level. In district level, there are 12 indicators that must be achieved include of maternal and child health with the coverage must be 100%. Nevertheless, there are various problems in achieving HMSS both quantity and quality aspect. This study aimed to determine the problems that were happened and determine alternative solutions in the implementation of HMSS especially in maternal and child sector.Methods: This research was done in three steps. The first step was conducted by Focus Group Discussion (FGD) with participant from many stakeholders in Central Java and Yogyakarta. This step aims to identify problems in the implementation of HMSS and develop the alternative solution. Second stage was developing the conceptual framework.Results: Based on the research, there are many problems in quantitative and qualitative aspects related to healthcare services. Program planning and budgeting is the main key to achievement HMSS. In second and third steps, an integrated planning and budgeting framework between multisector was obtained including problem identification, problem cause analysis, multisector identification, setting solutions and programs, planning and budgeting, and monitoring and evaluation. So that, there were no overlapping programs, less optimal, and lack of supervision and guidance.Conclusions: Integrated planning and budgeting was alternative solution to solve the implementation problem in HMSS especially in maternal and child aspect. However, strong commitment and monitoring was needed between stakeholder.

Abstract:
Abstract Climate change and extreme weather have negative impacts on human life. Efforts are needed to prevent environmental damage. In the Indonesian economy, there is a Green Growth Program, which is a program to realize economic growth that can reduce poverty and ensure social inclusion, environmental sustainability, and resource efficiency. One of the programs is green budgeting which consists of actions and fiscal policy to prevent environmental problems. This study focuses on the relationship between green budgeting and financial and development policies, it aims to see how the proportion of the budget is set on finance and development. This study uses a quantitative approach by employing descriptive analysis. Green budgeting has been implemented in Indonesia, but it is facing various problems. At the local level, the government does not understand green budgeting. There is also a lack of data for formulating the next green budgeting policy. Lack of government commitment causes the budget for environmental management not as a priority. This causes the limited local government budget (APBD) allocated. Limited budget constraints have to be overcome by finding other sources, for example, prepare of sustainable programs or environmental approach.

Abstract:
This study aims to explore participatory budgeting practices of a private university in Surabaya. The research method use qualitative approach. The research site is Dr. Soetomo Surabaya. Informants in this study were Rector, Vice Retor, Deans and Head of Internal Audit. The data collection is mainly with participating observation. Researchers as vice chairman of the budget committee could follow budgeting process began with budget committee meetings, leaders meetings, senate meeting until the meeting with the foundation. Data were analyzed with Miles and Huberman's (1992) qualitative analysis technique. The result indicates that Vice Rector II acts as a leader have in the context of budgeting. Rector as a leader in university level and Chairman of the Foundation acts as a leader at the foundation level. Harmony and togetherness in the budgeting process is reflected in the participation of some players in establishment of work program. This process is in a way democratic. While, the balance is reflected in the process of budgetary increase in allowances.

Abstract:
ABSTRACT This study aims to: analyze the significance of the effect of foreign debt on economic growth and poverty levels in Indonesia; examine whether different regimes of the Angagran system affect the management of foreign debt in the context of stimulating the economy and alleviating poverty; and explore what budget system is most behind in encouraging the national economy and poverty alleviation. The method used is descriptive-quantitative analysis using a dummy variable multiple regression test, with genus samples and times series data 1949-2018, data taken from Bank Indonesia (BI) , National Development Planning Agency (Bappenas), Central Statistics Agency (BPS), World Bank and other reference sources. The research results show that foreign debt and inflation have a correlation with the condition of the national economy, specifically the value of Indonesia's Gross Domestic Product (GDP) and the level of poverty. Debt and inflation tend to increase the value of GDP and reduce poverty. This applies to all regimes of the government budget system. The difference in the budget system regime has a real and positive effect in terms of debt governance as an economic driver and poverty alleviation, in achieving GDP, performance-based budgeting regimes, integrated budget regimes and balanced budgets have better impacts than better than program-based budgeting regimes. The best budget system sequences are: performance based budgeting, integrated budgeting, budgeting budgeting and program based budgeting. In poverty alleviation, a balanced budget regime, a performance based budget and an integrated budget are more than a program based budget regime. The order of the best budget system to support poverty alleviation is a balanced budget system, a performance based budget, an integrated budget and a program based budget. Abstract:
West Nusa Tenggara is one of the central province of tourist destinations in Indonesia. This study aims to identify the consistency between planning and budgeting of the tourism sector in West Nusa Tenggara Province. Consistency analysis is done by analyzing the vision, mission, program, and budget. In addition, it compares planning and budgeting according to variance and percentage change between documents. The results showed that the level of consistency of the RPJPD and RPJMD as well as the RKPD in West Nusa Tenggara Province could be categorized as "excellent". In addition, this consistency is reflected in the total variance and standard deviation. Meanwhile, the analysis of the RPJMD and Renstra shows that there is a mismatch between the vision and mission and is categorized as "bad". Finally, the analysis of the consistency of budget values in the RPJMD and DPA shows that there are inconsistencies in planning and budgeting. Furthermore, the comparison between the target and the realization shows that in 2021, West Nusa Tenggara will not be able to achieve its target. These results indicate that the local government should evaluate the tourism program in the planning and budgeting process to obtain optimal results.

Government of Indonesia through Ministry of National Development Planning/Head of BAPPENAS, recently launched a new initiative in regard to Sustainable Development Program/project criteria called Readiness Criteria. The purpose of the criteria is to select proposed development program / project submitted by local governments as well as donor/funding agency especially related to grant or loan funds, through assessment or screening process. The main criteria consist of: relevance, effectiveness, efficiency, sustainability and impact criteria. The screening process implemented using design and monitoring framework (DMF), which is introduced and developed by ADB funded project’s in Indonesia. Decision of the selection process was made based on project assessment tools (PAT). Nowadays, readiness criteria will be implemented during pre-design phase or during proposal submission stages under the planning and budgeting period as stated by Indonesia Development Planning Board/BAPPENAS.

Abstract:
This study aims to determine the processes and obstacles in the production stage of Anak Indonesia video episode of Anak Singkong (The Children of Cassava) by TVRI West Java region, which raises the culture of the indigenous people of Cireundeu, Cimahi, who consume cassava as the main food substitute for rice. Through a descriptive qualitative methods, this study collected data through observations and interviews with the Anak Indonesia production team. The results showed the implementation of the pre-production stage includes finding ideas, research and location hunting, writing manuscripts, selecting talents, preparing meetings, and selecting tools. The production stage includes a shooting process based on the script created in the pre-production stage; The post-production stage includes image sorting and image blending with sound (natural atmosphere, narrative). These three stages are carried out with the principle of being effective and efficient, to avoid over budgeting of production cost. The obstacles encountered were technical and nontechnical, which the team had to overcome, especially production assistants. The conclusion of this research is the production process of a television program requires good coordination, because it involves many people who carry out their respective roles. Supervision and accuracy in carrying out work are very important so that the prepared shows can be presented according to the agreed concept.

This study aims to reveal the implementation of pro poor budgetting policy of Kartu Indonesia Pintar program in order to reach education equality. The method of the study is descriptive qualitative. The research was conducted at UPN Veteran East Java. The informans were those who gets the benefit of Kartu Indonesia Pintar program, the student of S-1 Acountant program year periode 2021. The data was collected by observation, detail interview, and documentation (the pictures of student's residences). The result of the study will reveal that the pro poor budgetting policy has been applied in Kartu Indonesia Pintar program toward students of S-1 acountant program, 2021; and it can be stated that it has reached out the right target. So, it is in accordance to the government's resposibility that is to give every citizenship equal right of having education in order to enrich the quality and the benefit of government support entirely.

Forest and land fires in Indonesia are mostly caused by human factors, therefore human resources are an important element that needs to be considered in the prevention and control of forest and land fires. One of the important efforts in anticipating the ongoing recurrence of forest and land fires in Indonesia is by preparing human resources who have the capacity to control the forest and land fires in the field. Several human resource capacity building programs to control forest and land fires have been developed in Indonesia, but are considered not to have played a significant role in controlling forest and land fires in Indonesia. This study aims to evaluate the sustainability of the human resources capacity development program that has been running so far, by building and implementing the Rapfire method through a multidimensional scaling approach. The results of the study show that the forestry human resource capacity development program with community participation tends to have a low level of sustainability, therefore it needs to receive development priorities. The study also found that the main leverage factors that influence the level of sustainability are in the input dimension, including the recruitment system, program management institutions, and budgeting systems. Leverage factors are important attributes that need to be considered and get policy priorities in order to maintain or improve the sustainability status of the human resources capacity development program for forest and land fires control in Indonesia

Tujuan kajian ini untuk mendapatkan deskripsi tentang kebutuhan budgeting pada dana DBH CHT untuk pelaksanaan program bidang kesentosaan masyarakat dan bidang kesehatan di Kabupaten Kebumen pada masa pandemi C-19. Pengalihan budgeting yg dimaksud diambil berdasarkan pos-pos aturan bukan prioritas, atau pada arti lain masih bisa ditunda. Penelitian ini memakai metode pendekatan kualitatif menggunakan desain penelitian fenomenologis. Dalam kajian ini bisa dianalisis bahwa kebijakan pengalihan aturan tadi sudah melalui bermacam pertimbangan juga perencanaan jangka panjang, sebagai akibatnya cara buat membangun kestabilan ekonomi rakyat pun bisa dilakukan menggunakan sesegera mungkin. Berbagai Pemerintah Kabupaten Kebumen memutuskan untuk tetap melakukan upaya preventif dan kuratif, sehingga kebutuhan sarana dan prasarana kesehatan menjadi prioritas utama dalam rangka peningkatan kesehatan dan pengendalian masyarakat.

Abstract The Green Economy concept is an important component of Indonesia’s economic development plan. This concept is a comprehensive approach to reflect the interdependence between the economy and the ecosystem, taking into account the negative impact of economic activities on the environment from a sustainable development point of view. The trust growth program seeks to create a conducive environment for investment and capital raising, which is carried out with the government to build investors, attract capital, and create sustainable ‘green’ business models that can generate profits, as well as open up new untapped opportunities. The purpose of this study was to determine the importance of the role of budgeting in realizing a green economy and economic growth. This study uses library/literature research. An important step towards realizing green growth for Indonesia is to establish a convention for a vision of what Indonesia wants to achieve by 2050 – a vision linked to a comprehensive green growth strategy. Achieving this vision requires taking advantage of current and future green growth opportunities strategies. The obligation to carry out budgeting, if any, must also be carried out at the regional level.

Penelitian ini bertujuan untuk menggali potensi titik rawan fraud dari pengelolaan keuangan Desa di Indonesia dan bagaimana strategi anti fraud yang tepat untuk mencegahnya. Pengelolaan keuangan desa meliputi alokasi dana desa dan dana desa. Penelitian ini menggunakan paradigma kritis. Pengumpulan data menggunakan wawancara informan, dokumentasi dan data-data terkait pengelolaan dana desa. Hasil penelitian mengindikasikan bahwa potensi fraud pada pengelolaan keuangan desa di Indonesia cukup mengkhawatirkan mulai dari proses perencanaan, implementasi dan pelaporan. Potensi masalah yang muncul ada dalam regulasi dan kelembagaan, tata laksana, pengawasan dan sumber daya manusia. Strategi anti fraud yang dapat diterapkan antara lain dengan menerapkan e-budgeting pada keuangan desa, peningkatan kompetensi SDM pengelola dan pendamping keuangan desa. Penerapan dana desa di Indonesia merupakan program baru pemerintah, sehingga masih sedikit penelitian yang dilakukan terutama penelitian dengan konteks strategi anti fraud.Kata Kunci: Potensi Fraud; Strategi Anti Fraud; Keuangan Desa.

This paper founded on social services programs (education, health, and economic) and better central both effective and efficiency on Village-Owned Entreprises management. This enterprise can be economic productivity increasingly. In adding of village budgeting from the result of economic productivity on access and planning social programs more accessible for societies. Artikel ini mengeksplorasi kemandirian Desa Panggungharjo melalui komunikasi pembangunan. Hal ini dilandasi oleh prestasi Desa Panggungharjo yang berhasil menjadi desa mandiri. Melalui metode kualitatif-deskriptif dapat menghasilkan satu perspektif baru dalam pembangunan desa mandiri. Ternyata, komunikasi pembangunan yang diciptakan oleh kekuatan leadership lokal mampu menjadikan Panggungharjo masuk nominasi desa terbaik di Indonesia dalam pengelolaan Badan Usaha Milik Desa (BUMDesa). Leadership sebagai local strongman telah membingkai framing analisis dalam pola komunikasi dengan masyarakat. Dengan komunikasi efektif menghasilkan masyarakat yang pasif menjadi lebih aktif. Hal ini terlihat dengan tingkat partisipasi masyarakat dalam setiap program pembangunan. Partisipasi tersebut telah mampu menjalankan program-program pembangunan yang bersifat fisik maupun non fisik. Temuan penelitian yang paling menonjol adalah program pelayanan sosial (pendidikan, kesehatan, dan ekonomi) tersentral dengan baik melalui pengelolaan BUMDesa secara efektif dan efisien. BUMDesa menjadi motor penggerak pelayanan karena pendapatan secara ekonomis setiap tahun terus meningkat. Kondisi ini menjadikan pendapatan desa semakin bertambah. Dengan penambahan anggaran desa dari hasil produktifitas ekonomi semakin mempermudah akses dan perencanaan program pelayanan sosial bagi masyarakat.

Abstract:
This paper explores the actualization of the policy of providing premarital education in Indonesia, which in this case is elaborated through 3 Ministries of Municipal Religion, namely the Ministry of Religion of Yogyakarta City, Depok City and Cirebon City. The research is based on the hypothesis that the Ministry of Religious Affairs is tasked with providing premarital insights through premarital education to build a happy and healthy marriage. The Ministry of Religious Affairs itself has issued regulations for pre-marital education from 1961 to 2017 through the idea of the Sakinah Family Movement which continues until now. Using a descriptive analytical approach, researchers interviewed stakeholders who are authorized for the implementation of pre-marital education and observed activity instruments to get a detailed picture of the actualization of pre-marital education policies in 3 research areas. Researchers also explored the area of authority in the scope of premarital education regulations from 1961 to 2017 and their impact on the implementation of pre-marital education. Researchers found that the regulation of premarital education is legally independent and does not have the continuity of the program between each other. As a program overshadowed by regulation for the past nearly 5 years and financed by public funding, premarital education is still not a measurable program, either to look at its effectiveness into the function of family resilience and or into the function of political partisanship. The regulation of premarital education is still only part of the fulfillment of the administration of budgeting and financing. As a result, in each research area, the interpretation of policy implementation is not the same and cannot be evaluated to see the success rate. Through a period of implementation for approximately 5 years, regulations on premarital education need to be evaluated and restructured comprehensively.

Hingga saat ini pemerintah telah melakukan perubahaan sistem dan teknik penganggarannya mulai dari tradisional budgeting system hingga new public management. Namun dalam pelaksanaannya masih belum maksimal walaupun sudah merubah sistem penganggarannya menuju lebih baik. Studi literature ini bertujuan untuk mengidentifikasi masalah yang dapat menyebabkan tidak maksimalnya sistem anggaran yang terapkan pada setiap organisasi sektor public. Metode studi literature dilakukan dengan cara penelusuran artikel melalui media internet seperti google scholar, e-journal UPI dan situs jurnal resmi lainnya. Hasil studi ini memperlihatkan bahwa penerapan sistem penganggarang berbasis kinerja masih belum maksimal karena masih terdapat daerah yang dimana pembiayaannya tidak terserap sesuai anggaran, serta kurangnya inovasi dalam penyusunan program kerja. Latar belakang: Angka Kematian Ibu (AKI) merupakan indikator utama untuk melihat kualitas hidup negara. Di Indonesia, Angka Kematian Ibu dan Angka Kematian Bayi masih tinggi. Berdasarkan data SUPAS Tahun 2015, AKI di Indonesia sebesar 305/100.000 Kelahiran Hidup (KH) dan berdasarkan SDKI 2017, Angka Kematian Bayi (AKB) 24 per 1.000 KH. Angka tersebut masih jauh dari target RPJMN untuk penurunan AKI Tahun 2024 menjadi 183/100.000 KH dan AKB menjadi 16/1000 KH. Pendanaan dari dana transfer ke daerah melalui DAK (Dana Alokasi Khusus) ke dalam sistem pendanaan APBD merupakan bantuan pembiayaan operasional yang disalurkan oleh Pemerintah Pusat kepada Pemerintah Daerah (Kabupaten/Kota). Meskipun tingkat proporsinya terhadap seluruh dana perimbangan nilainya masih kecil (sekitar 8,5%), sehingga perlu dilakukan studi analisis pemanfaatan.Metode: Studi kasus dilakukan melalui analisis penggunaan DAK Non Fisik yang mencakup BOK dan Jampersal terhadap pencapaian kinerja program penurunan Angka Kematian Ibu (AKI). Metode penelitian yang digunakan merupakan hasil analisis gabungan deskriptif dan statistik dengan menggunakan software SPSS, karena analisis ini memberikan kecenderungan hasil penelitian yang menunjukkan hubungan / pengaruh beberapa variabel penelitian yang diujicobakan. Instrumen penelitian menggunakan data primer dan sekunder. Hasil: Berdasarkan hasil penelitian terhadap analisis hasil implementasi keberhasilan program penurunan Angka Kematian Ibu (AKI) melalui studi kasus pemanfaatan Dana Alokasi Khusus (DAK) Non Fisik Tahun 2017, diketahui bahwa indikator ketersediaan Tim Evaluasi BOK dari Kab/Kota memiliki peranan lebih potensial terhadap peningkatan realisasi penganggaran program KIA untuk penurunan AKI yang dilaksanakan oleh UPT Puskesmas. Faktor-faktor yang menjadi hambatan di dalam peningkatan capaian realisasi penganggaran DAK Non Fisik di Dinas Kesehatan Kabupaten/Kota, yaitu : 1) adanya hambatan dalam perencanaan DAK Non Fisik, 2) terdapat menu BOK yang tidak bisa dianggarkan menggunakan kode rekening daerah, 3) sulitnya proses pencairan BOK dan 4) sulitnya pertanggungjawaban BOK di daerah.Simpulan: Indikator ketersediaan Tim Evaluasi BOK dari Kab/Kota memiliki peranan lebih potensial terhadap peningkatan realisasi penganggaran program KIA untuk penurunan AKI yang dilaksanakan oleh UPT Puskesmas.Kata kunci : DAK Non Fisik; Angka Kematian Ibu (AKI); BOKABSTRACTTitle: Analysis of The Successful Implementation of Maternal Mortality Rate Reduction Program through Case Studies of Utilization of Non-Physical Special Allocation Funds in 2017Background: The Maternal Mortality Rate (AKI) is a leading indicator to see the quality of life of the country. In Indonesia, maternal mortality and infant mortality are still high. Based on SUPAS data in 2015, AKI in Indonesia is 305/100,000 Live Births (KH) and based on the 2017 SDKI, the Infant Mortality Rate (AKB) is 24 per 1,000 KH. This figure is still far from the RPJMN target for reducing the 2024 AKI to 183/100,000 KH and AKB to 16/1000 KH. Funding from transfer funds to the regions through DAK (Special Allocation Fund) into the APBD funding system is operational financing assistance distributed by the Central Government to Regional Governments (Regencies/Cities). Although the level of proportion to the entire balance fund is still small (about 8.5%), it is necessary to conduct a utilization analysis study.Method: The case study was conducted through an analysis of the use of Non-Physical DAK which includes BOK and Jampersal on the achievement of the performance of the Maternal Mortality Reduction Program (AKI). The research method used is the result of a combined descriptive and statistical analysis using SPSS software, because this analysis provides a tendency to research results that show the relationship / influence of several research variables being tested. The research instrument uses primary and secondary data. Result: Based on the results of research on the analysis of the results of the successful implementation of the Maternal Mortality Reduction (AKI) program through a case study on the use of the Non-Physical Special Allocation Fund (DAK) in 2017, that the availability indicators of the BOK Evaluation Team from the District / City have a more potential role in increasing the realization of budgeting for the KIA program for reducing AKI implemented by the UPT Puskesmas. This study also describes how the pattern and proportion of zakat receipts and zakat distribution to the program/priority activities, and aims to identify what factors support and hinder the realization of effective and efficient zakat management. Furthermore, to find out the planning and supervision of zakat management in the Baitul Mal. This research is a qualitative descriptive study, data collection techniques in the form of interviews, observation and documentation which are then analyzed using interactive data analysis methods, then to ensure the validity of the data used triangulation techniques. The results of the study indicate that the mechanism for the management of zakat funds carried out by the Government of Aceh has proceeded accordingly. Planning and budgeting, implementation, monitoring and evaluation activities and zakat technically and administratively have been carried out in accordance with the provisions. The pattern and proportion of program allocation activities are in accordance with the purpose of zakat funds. The effectiveness of the management of good zakat funds needs to be accompanied by clear regulations or rules as well as binding as a need to realize accountability in the management of zakat funds.

As a developing country, Indonesia faces a crucial issue concerning the provision of health services to the public. The 1998 political reform led to demands for more aspiring and accommodating bureaucratic services being afforded to the public. The political reform brought about bureaucratic reform bearing good governance, wherein one of its forms is the provision of health services through the innovation of an information technology (IT) based service named e-Health. Keeping in mind Indonesia’s characteristics as a developing country, the implementation of IT-based services evokes numerous debates. This study aims to analyze the implementation of e-Health along with the opportunities it has, and the challenges it faces. By using a study case approach on the Surabaya Municipality Health Authority as the initiator and implementer of e-Health, as well as observations and user surveys, the results show that in spite of having been prepared properly with supporting policies, infrastructure, budgeting, dissemination, and operational system, there were still many prevalent obstacles encountered, particularly concerning digital divide, technical difficulties, psychological barriers, and cultural issues. Nevertheless, there are numerous opportunities available for refining e-Health implementation, provided there is a political will from the government to improve and enhance the ICT infrastructure, widespread use of mobile devices, involvement of public participation, and equal distribution of service points easily accessible to the public. Strong government commitment also serves as a guarantee for e-Health service program sustainability in Surabaya Municipality.

Under the Special Autonomy Law, indigenous Papuans receive special attention and are the main subject of development. The existence of the central government, provincial government, district/city governments, as well as subordinate institutions, are all geared to provide the best service to the indigenous people of Papua, in order that improvedsocial welfare can be realized, so that the lives of indigenous people of Papua can be in line with that of the rest of the population in Indonesia. There are four very important service sectors within the strategic mandate of the Special Autonomy Law to be implemented by the government in relation to the welfare of indigenous Papuans, namely: education, health and nutrition, village infrastructure, and economic empowerment. Supiori local government has yet to determine the performance indicators pertaining to implemented programs and activities funded by Special Autonomy. These conditions make the assessment of performance against the use of Special Autonomy funds difficult because indicators of achievement of the program/ activity are not available.Types of data collected in this study include both secondary and primary data. The data collection techniques used in this study are:Questionnaires and Distributed Questionnaires, In-Depth Interviews, Library Research, and Focus Group Discussions.Supiori Autonomy health sector funding of the programs and activities of the Department of Health in 2012 has been quite effective and beneficial for the Health Services Unit, which includes hospitals, health centers and Puskesmas Pembantu health center. In addition, medical personnel (nurses), Posyandu cadres, pregnant and nursing mothers, infants and toddlers, children and the community district also enjoy greater health benefits.There needs to be involvement and participation in the Health Services Unit Autonomy fund management, in areas ranging from planning to follow-up. Participation can be done through discussions about Health Services Unit needs, as well as the needs foundin the planning and budgeting of Special Autonomy funds in the Supiori health field.

Abstract To evaluate the exploitation potential of wind energy in the coastal area of South Sulawesi, Indonesia, an investigation on the economic feasibility of this project was performed. A 300-watt horizontal wind turbine was used as an example installed turbine. The wind speed range of 4-7 m/s which was the wind speed data in the coastal area of South Sulawesi was computed. The main economic analysis method employed was Capital Budgeting Analysis (CBA) method. In this method, 4 (four) indicators were used to evaluate the feasibility of the project which are payback period (PBP), net present value (NPV), internal rate of return (IRR), and benefit-cost ratio (BCR). A visual basic computer program based on the CBA method was also developed to make the computation more convenient. From the study, it was found that the wind speed range of 4-6 m/s resulted in a non-feasibility project while the highest wind speed (7 m/s) was found to be quite strong to make the project feasible.

The background of this research is the low performance of the Office of Women's Empowerment, Child Protection and Community Empowerment (P3PAD) Medan City. This study aims to analyze and understand the effect of policy implementation, HR competence, and community empowerment on the performance of the Medan City P3APD office either partially or jointly. This research focuses on the variables of Policy Implementation, HR Competence, Community Empowerment and Performance. This research method is a quantitative approach method, data collection techniques using documentation techniques, questionnaires, and literature study. This research data collection tool is a questionnaire based on the Likert scale, observation, interviews. The data analysis technique in this research is validity test, F test and t test. The sampling technique in this study was proportionate stratified random sampling. The results of this study prove that Policy Implementation has an effect of 83.6%, HR Competence has an effect of 99.9%, Community Participation has an effect of 91.3%, Policy Implementation, HR Competence and Community Empowerment together have an effect of 99.9%. on the Performance of the Office of Women's Empowerment, Child Protection and Community Empowerment (P3PAD) Medan City. As a recommendation for the results of this study, namely: (1) carry out monitoring and evaluation of local regulations related to DP3APM agencies so that it describes the financing of work programs supported by the e-budgeting system, e-money for community empowerment in Medan City, etc., (2) increasing cooperation between multi stakeholders in the city Medan in increasing the competence of human resources through increasing knowledge based on science and technology and IMTAQ, (3) The regional government is expected to involve stakeholders in the health sector in order to increase the effectiveness of the community empowerment program in Medan City through socialization efforts, ToT, training and workshops so that occupational health and safety are in empowerment programs. Although the implementation of e-government in the government system in Indonesia has been running for almost decades, in practice, there are still many local government units, mainly villages and sub-districts, that encounter technical problems. The main obstacle faced by the village/sub-district government is the capacity of human resources and the availability of budgeting to support the use of information systems. Based on this issue, the Government Science Department, in collaboration with the Community Service Program (KKN) of UIN Sulthan Thaha Saifuddin Jambi students in 2021, held the e-government workshop for villages/sub-districts governments in Jambi Province with the theme "Utilizing Google Features to Support the Implementation of e-Government at the Village/sub-district Level." The organizer considered these features can overcome the problems of limited budget and human resource capacity because Google's features, apart from being accessible for free, are also quite familiar, especially since the Covid-19 pandemic. The introductory workshop takes about four hours, with offers of further assistance for villages/sub-district who will establish an advanced program. During August-September 2021, the workshop was held in six villages/sub-district spread over three regencies, namely Tanjung Jabung Timur (one village), Muaro Jambi (two villages), and Batanghari (two villages and one sub-district). In this workshop, village/sub-district officials are directly guided to create several online administrative services.

This research is a disparity in women's leadership, especially in the context of Islamic universities in Indonesia. This is because women's leadership still faces many challenges, such as stereotyping and marginalisation of women, both in the educational, social and cultural spheres. This study aims to analyse and evaluate the leadership model of the female rector of PTKIN in implementing gender-responsive programs. This research is field research, namely field research using a qualitative approach. The data needed is the PTKIN rector model including the rector of IAIN Bukittinggi, IAIN Ponorogo, and IAIN Metro Lampung. Data collection techniques using observation, interviews and documentation, with descriptive and narrative analysis. The results of the study indicate that in implementing gender-responsive programs, namely planning and implementing activities, it shows that the three rectors of PTKIN, namely IAIN Bukittinggi, Ponorogo, and Metro Lampung, tend to be transformational-democratic. It is proven from the seven prerequisites that have been set that the planning of gender-responsive programs in its planning is moderate and open in accepting input, proposals and suggestions regarding the planning and implementation of activities as well as budgeting for activities from their subordinates. At the time of performance, they facilitated the administrative process, budget disbursement, and bureaucracy. While in the evaluation activities, although they are still said to be democratic and moderate, in the evaluation activities their leadership style is also a little permissive, an indication that they accept the evaluations carried out.

Law Number 6 June 2014 Village development plans must be carried out in a participatory manner, including the entire community, including sensitive groups (minorities, diverse, women, and the poor). The development carried out by the village is intended to be truly beneficial for all residents. So far, most villages in Indonesia have not been able to carry out legal missions. This is evidenced by the existence of a complete village without entangling the community with a transparent development plan. In addition, there are villages that try to involve the community through the “musrenbangdes” mechanism, but not all community components are invited to the “musrenbangdes”. As a result of non-participatory development planning, the benefits of village development are not felt by all levels of society, so the development program is not successful. The USK staff conducts training on village development planning, budgeting, and evaluation of village development results in Payakameng Village as an effort to realize a participatory village development plan. Representatives from all levels of the village community (village residents, administrators of social organizations, village government) participated in these activities. In this training, it is necessary to implement a participatory village development plan so that all residents can feel the results of development.

To check the validity of the data using an extension of participation, perseverance of observation, and triangulation of data.Research findings show that (1) Islamic Philanthropy-Based Education Financing Strategies: (a) Freeing the cost of education for orphans, (b) Equitable education starting from the lower, middle to upper classes, (c) As school income. Abstract Schistosomiasis in Indonesia is endemic only in Napu and Bada highlands in Poso District and Lindu highlands in Sigi District, Central Sulawesi. Schistosomiasis control program has been done since 1982; however, it is not successful yet. The objective of this study was to re-identify the active focus area of O.h. lindoensis and the schistosomiasis control program by multi-sector and community. This study mapped the foci area and designed an action plan for schistosomiasis control by multi-sector in provincial level, Poso District, and Sigi District. The sectors involved are Agency for Regional Development, Regional Institute of Research and Development, Health Services, Agriculture Office, Plantation, and Animal Health Office, Maritime and Fisheries Office, Public Works Office, and Village Empowerment Office. The foci area of O.h. lindoensis were distributed in 16 villages in Napu, with a total of 242 foci area. The schistosomiasis control program by multi-sectors was making water catchment, making new paddy field, irrigation, molluscicide, cleaning foci area, draining, re-use of abandoned paddy field and plantation. There is a need for a regulation about budgeting and environmental management in sub-district and village level to support community participation in cleaning foci area, mass drug treatment, and stool survey. Abstrak Schistosomiasis di Indonesia hanya ditemukan di Dataran Tinggi Napu dan Dataran Tinggi Bada, Kabupaten Poso serta Dataran Tinggi Lindu, Kabupaten Sigi, Sulawesi Tengah. Sejak tahun 1982 telah dilakukan upaya pemberantasan tetapi sampai saat ini belum berhasil. Tujuan penulisan adalah mengidentifikasi kembali fokus keong perantara schistosomiasis yang masih aktif dan menyusun rencana aksi lintas sektor serta peran serta masyarakat dalam penanganan fokus keong. Kegiatan meliputi pemetaan kembali dan melakukan pertemuan menyusun rencana aksi pengendalian schistosomiasis dengan lintas sektor terkait di tingkat Provinsi Sulawesi Tengah, Kabupaten Poso dan Kab. Sigi. Organisasi Perangkat Daerah (OPD) yang terlibat antara lain Badan Perencanaan Pembangunan Daerah (Bappeda), Badan Penelitian dan Pengembangan Daerah (Balitbangda), Dinas Kesehatan, Dinas Pertanian, Perkebunan dan Kesehatan Hewan, Dinas Kelautan dan Perikanan, Dinas Pekerjaan Umum dan Dinas Pemberdayaan Masyarakat Desa (PMD). Fokus keong Oncomelania hupensis lindoensis tersebar pada 16 desa di Dataran Tinggi Napu. Jumlah fokus keong O. hupensis lindoensis 242 fokus. Rencana aksi lintas sektor dengan pembuatan bak penangkap air, pencetakan sawah, pembuatan saluran air permanen dan penyemprotan moluskisida sedangkan peran serta masyarakat berupa pembersihan, pengeringan, pengaktifan sawah dan kebun. Perlu ada regulasi pembiayaan untuk pengembangan manajeman lingkungan dan regulasi di tingkat kecamatan atau desa untuk peningkatan peran serta masyarakat dalam pelaksanaan pembersihan fokus keong, pengobatan massal dan survei tinja.

SMEs are the backbone in driving the Indonesian economy and play an essential role in creating jobs throughout Indonesia. Indonesian SMEs are the key to designing inclusive development through the merger of large & small businesses so that economic equity can touch all levels of society. This study examines several factors of Indonesian SMEs' organizational performance, such as beyond budgeting, competitor accounting, and transparency through competitive advantage. This research was conducted by distributing online questionnaires to business owners, financial managers, or financial supervisors of SMEs in Indonesia spread across six islands. A total of 155 questionnaires were obtained in this study and analysed by SMART PLS 3.2.9. The results show that beyond budgeting and transparency influence competitive advantage, while competitor accounting does not. Other results show that competitor accounting, transparency, and competitive advantage influence business performance, while beyond budgeting does not. Path analysis in this study shows that competitive advantage mediates beyond budgeting and transparency, while competitor accounting is not mediated. Researchers are aware that this study has limitations in data dissemination and was distributed during the COVID-19 pandemic conditions, which allowed for differences in results with other similar studies. Hopefully, with this research that practitioners will be able to provide other views beyond budgeting, competitor analysis, and the side of transparency for Small and Medium Enterprises in Indonesia. Policymakers can encourage SMEs to be more innovative and responsive to science through programs to increase business scale, considering the contribution of SMEs to Indonesia's gross domestic product. Further research is expected to analyze more deeply what factors affect the competitive advantage and organizational performance of small and medium enterprises, such as the availability of working capital, SME access to banks, how digitalization plays a role, etc.

The research results reveal the effectiveness of the role of actors in the process of implementing E-Budgeting policies determined by several factors, namely: the level of understanding of budgeting procedures and mechanisms (APBD), activeness in providing input in the initial process (Musrenbag), and the ability to accommodate the interests of constituents into programs and concrete activities in the RKPD; the legislative role in implementing E-Budgeting can be mapped out by looking at the actions of the executive and executive, namely: first, the interaction of non-professional making models, is a form of meeting between the executive and the legislature to use the power and authority, use of the budget, process and use; secondly, the associative systemic pattern, is a model of executive and legislative relations that is influenced by political, economic, and social systems, so that the process of formulating the General Budget Policy (KUA) and the Budget Priority and Platform (PPAS) is not value-free because it is influenced by the interests and demands of various interest groups. If there are interests from groups that have more political resources and political power compared to other groups, then they are likely to influence budget decisions.

The budgeting process is central to every administration be it the central government, local governments and the private sector because financial control is perhaps the most effective coordination tool. The scope and nature of government operations as a whole are determined by the allocations for the various programs. In fact, human nature has never been proven compared to when humans struggle to get a larger than usual share of the funds. This paper examines budgeting at the local government level, its preparation, problems and prospects. The study found that there was a wide gap between the budget plan and its implementation which resulted in the failure to fulfill political promises and the increasingly high expectations of society. The widespread dissatisfaction of the masses with the local government contributed greatly to the slow pace of local community development. This paper makes several recommendations that will reduce the incidence of budget deficits in the Government.

One of the government’s commitments to this matter can be seen through Gender-Responsive Budgeting (GRB). This study analyses gender responsive budgeting in social protection programs in Indonesia, with case studies in three regions, namely Gunungkidul Regency, North Lombok Regency, and Padang City. Data collection is carried out by in-depth interviews and literature studies, including the Indonesian Budget and Regional Government Budget documents. This study conducted GRB analysis in three regions with three categories of budget expenditure analysis, namely specifically identified gender-based expenditure, equal employment opportunity expenditure, and mainstream budget expenditure. The results of the study show that in several regions there have been gender-responsive specific budget allocations for affirmation programs for women, children, the elderly, and dissability. However, it can be seen that the budget and gender-specific expenditure are still centralized in services that are identical to women's affairs, and not yet mainstreamed in all of the budget allocation.</span></p><p> </p>

The research subject consisted of understanding the role policy of the school committee and how far the school committee is involved in the budgeting control. This research design was field research with a descriptive qualitative approach. The data has been collected by interviewed teachers, school principals, and school committees. The result showed that the school committee in Bani Hasyim primary school Malang Indonesia was involved in budgeting control. They were actively with schools to discuss once three months, in the beginning, year to make a plan and budget together with the school.

The Government has a duty to foster job protection for Indonesian workers, and do not distinguish between male workers-male and female workers. Including to provide preventive protection. Preventive protection in this case is the provision of protection to the Labor Women (TKW) during the period prior to departure abroad. This study is a descriptive type, using explanatory case study method. Based on the research that has been done, the Central Java Provincial Government already provide preventive protection for Labor Women who will be flown out of the country, as evidenced by the PAP program and Housemaid. In this case the Central Java Provincial Government has run function planning, budgeting, organizing, and coordinating. But both programs are not integrated gender mainstreaming (PUG) in the curriculum. In the implementation of inter-agency partnerships related to preventive protection for migrant workers to be dispatched abroad, relations with the Central Java Provincial Government while the relationship is associative BLKLN Central Java Provincial Government (Manpower) with BP3TKI are parallel. In exercising coordinating, planning, budgeting, and organizing the government should adjust to the conditions and needs of the Labor Women (TKW), not merely to fulfill the functions and role of institutions only.

Achievement of Universal Health Coverage (UHC) is achieved through the participation of JKN - Health BPJS by all Indonesians. Not all poor people were the premium assistance beneficiary, while since 2020 regional health insurance was abolished. The study aims to determine the UHC achievements of the governments, particularly in health financing for the poor. This research uses an Analytic-qualitative approach with the cross-sectional method and was conducted in 2019. Data collection through in-depth interviews with purposive sampling at the Regional Public Health Office, Regional Planning and Development Office, and Social Service in Banjar Regency. The stages for Analysis consist of data reduction, presentation, and data collection. Banjar Regency government involves CSR at TKPKD forum to cover health financing for the poor and underprivileged outside the premium assistance beneficiary, but there were gaps in the unified database synchronization, which can be an obstacle in projecting the health financing and budgeting. The government needs to increase the premium assistance beneficiary quota. The mid-income people or people who can afford health insurance should join the independent universal healthcare participants, so that premium assistance beneficiary is designated only for the poor. Masyarakat miskin dan tidak mampu yang didaftarkan oleh pemerintah daerah berdasarkan Basis Data Terpadu (BDT), dibayarkan oleh pemerintah daerah sebagai peserta Penerima Bantuan Iuran (PBI). Namun tidak semua masyarakat miskin dan tidak mampu masuk dalam daftar PBI. Disamping itu, di tahun 2020 kebijakan jaminan kesehatan daerah (Jamkesda) telah dihapus, sehingga masyarakat miskin bukan PBI tidak dapat lagi memperoleh bantuan pembiayaan kesehatan dari pemerintah. Penelitian ini dilakukan di Kabupaten Banjar untuk mengetahui langkah yang diambil oleh pemerintah daerah dalam menuju pencapaian UHC, yang diutamakan pada kebijakan pembiayaan kesehatan terhadap masyarakat miskin dan tidak mampu. Penelitian ini bersifat analitik dengan desain cross sectional, dilaksanakan pada pertengahan tahun 2019. Metode penelitian secara kualitatif. Pengumpulan data secara indepth interview. Informan penelitian adalah pemerintah daerah yang ditentukan secara purposive sampling, dari Dinas Kesehatan Kabupaten Banjar, Bappeda Kabupaten Banjar, dan Dinas Sosial Kabupaten Banjar. Analisis data dilakukan secara deskriptif dengan tahapan reduksi data, penyajian data dan penarikan kesimpulan. Kabupaten Banjar melalui forum Tim Koordinasi Penanggulangan Kemiskinan Daerah (TKPKD) telah mewacanakan keterlibatan Corporate System Responsibility (CSR) dalam pembiayaan kesehatan masyarakat miskin dan tidak mampu yang berada diluar BDT atau bukan PBI, meskipun diperkirakan belum dapat membiayai masyarakat miskin secara keseluruhan. Namun masih terjadi permasalahan dalam sinkronisasi BDT masyarakat yang tergolong miskin dan tidak mampu tersebut yang dapat menjadi hambatan bagi Dinas Kesehatan dalam memperhitungkan anggaran pembiayaan kesehatan tersebut. Perlu diwacanakan penambahan kuota alokasi anggaran PBI sebagai salah satu solusi untuk dilaksanakan oleh pemerintah daerah. Disisi lain, masyarakat yang telah mampu secara ekonomi harus didorong untuk menjadi peserta BPJS mandiri, sehingga pembiayaan mereka yang semula PBI dapat dialihkan pada masyarakat miskin, diluar peserta PBI. Koordinasi lintas sektor maupun lintas program terintegrasi dalam SLRT, antara lain Dinas Kesehatan, Dinas Sosial, Dinas Kependudukan dan Catatan Sipil, dan Bappeda sehingga masyarakat miskin dan tidak mampu mendapatkan hak yang sama dalam memperoleh kesehatan. Rekomendasi dan strategi yang dilakukan oleh Kabupaten Banjar ini dapat diimplementasikan pada kabupaten/kota dengan kondisi dan permasalahan yang sama. Parliament has its role in supporting Sustainable Development Goals (SDG). SDG number 16 on peace, justice, and strong institution states one indicator of a legislative institution (for “responsive, inclusive, participatory and representative”, that the Inter-Parliamentary Union (IPU) commits to achieve. However, parliament must support the government in achieving all SDG programs as stated in Agenda 2030. What is the role of parliament in this and how to achieve it? This paper aims to show that the role of parliament in SDG is beyond the traditional legislative role of legislating, budgeting and overseeing the government, but more on representing people, meaning channeling people’s voice at the global forums, notably the parliamentary forums discussing sustainable development issues. The cases used in this paper are Southeast Asian parliaments, notably Indonesia, Malaysia, and Singapore. The paper uses four cases of parliamentary gatherings: the World Parliamentary Forum on Sustainable Development Goals in 2017-2019 (3 meetings) that Indonesian parliament organized and the 10th Asia-Europe Parliamentary Meeting (ASEP) in 2018 that the European Parliament organized, where parliaments of Indonesia, Malaysia and Singapore were attended. The study shows that the parliaments still focus much on secondary sources for gathering information, that is from the government, senior policymakers, and international agency personnel to support SDG, rather than bringing the constituents’ voices on these forums. The case also shows that personalized politics still exist from the Indonesian parliamentary side –and not so obvious from the Malaysian and Singaporean sides. This may serve as a base for further study of whether the parliamentary system works better than the presidential system. The parliamentary system emphasizes more on the constituent background, while the presidential one states the members’ political party affiliation.

This study aims to evaluate the implementation of drill and exercise at Pelindo III using the CIPP evaluation model.This research is an evaluative study using a qualitative descriptive approach. The data collection technique is done by using observation, interview and documentation methods. Analysis of data using a Flow Model with data reduction steps, data presentation, and drawing conclusions. The triangulation used is the source and method.The results showed that (1) evaluation of the context was good, due to the existence of a legal basis for implementation as required, the purpose of the drill, and the clearness of the activity program, (2) the evaluation of the input was good, due to the existence of planning documents, communication models, resources, budgeting and aspects. good security, (3) evaluation of the process is good, due to support from management, briefings, recent implementation (4) evaluation of the product (product) is good, because after completing the activity, a debrief, reporting, and recording of documentation of activities is carried out. The results of the drill and exercise evaluation at Pelindo III Surabaya using the CIPP evaluation model as a whole performed well, but still need some improvements related to organizing activities, choosing a safe place.

Abstract:
Poverty is the main problem occurred in all developing countries, including Indonesia. Poverty rates in Indonesia are very various between provinces. Poverty alleviation also have strong association with the implementatation of programs and tasks derived from the government budgeding instument. This paper aims to analyse the influence of government spending on education and health on poverty rate in Papua Barat province. Sample in this research includes five regencies and one manicipality. Panel data regression was employed to estimate the fitted model. The results indicated that government spending on education has a significant influence on poverty reduction, meanwhile government spending on health has not been a significant driver for reducting the poverty rate. An important implication is that the the implementation of budgeting on education need to be increased by taking into account the effectiveness of its allocation, so that it is expected to connect with poverty alleviation through reducing unemployment and expanding job opportunities.

One of the points of the HIV AIDS prevention strategy is to increase the availability and affordability of antiretroviral treatment in hospitals or health centers. The emptiness in antiretroviral drugs is a phenomenon that commonly occurs in hospitals or health centers at the district or city level, and Manggarai Regency is one of the districts that experienced this condition from 2013 to 2017. The aim of this study is to explain the situation and the causes of the absence of antiretroviral drugs with a logistic management approach. This type of research is qualitative research. The informants of this study amounted to 8 people from RSUD dr. Ben Mboi, NTT Provincial Health Office, KPAP NTT and KPAD Manggarai. Data collection will take place from February to March 2018. The results are: Antiretroviral drug planning using consumption methods; budgeting and procurement of antiretroviral drugs by the Indonesian Ministry of Health; the storage of antiretroviral drugs is carried out according to the current standards for the storage of medicines; distribution of antiretroviral drugs from the provinces with expeditions and from hospitals to PLWHA with individual prescriptions that are represented by one person; the elimination of antiretroviral drugs was never performed; control of antiretroviral drugs that are adapted to the schedule of taking medication; cause of the absence of antiretroviral drugs due to the lack of specialized staff administering antiretroviral drugs in hospital pharmacies. Management of antiretroviral drugs in Manggarai Regency runs accordingly the logistics management cycle, but there are still some issues that accompany this process. Issues in question include insufficient human resources in terms of quantity and quality, non-procedural implementation and a weak coordination system. It is recommended that improvements be made to the logistical management process of antiretroviral drugs in hospitals, as well as strengthening the coordination and evaluation system of all parties involved in the logistics management of antiretroviral drugs.

In the implementation of decentralization, the Special Allocation Fund (DAK) for health is given to certain areas of Indonesia to support health financing. The performance of this financing, along with national health development priorities’ achievements, is illustrated through the indicators of coverage of deliveries in health care facilities (PF) and coverage of first neonatal visits (KN1). Yearly increases in the health DAK budget have not been accompanied by increases in these coverages, and there are still significant disparities between regions. Using secondary data at the district/city level for 2014–2017, this study aims to investigate the impact of health DAK on coverage of PF and KN1. The analytical method deployed is linear regression of panel data using a fixed-effects model. The results show that in the short term, health DAK has a positive but insignificant effect on PF and KN1 coverage. However, health DAK has a positive and significant impact on PF coverage in the second year. Impact on KN1 coverage is unfeasible, even over a period of two years. These results indicate that the processes of planning, budgeting, and administering of health DAK require improvement so that benefits can be felt in the short term through better innovations in health programs. Nevertheless, given that our findings are based on a short period of study, the results from such analyses should consequently be treated with the utmost caution Therefore, future research should target a longer period of data collection to detect more trusty lagged effects and structural breaks of a policy intervention.

BACKGROUND: Stunting is a growth faltering condition due to the accumulation of insufficient nutrition that lasts a long time, especially in the first 1000 days of life Basic health research (Riskedas) in 2013 stated that in Indonesia, there has been an increase in the prevalence of stunting in children from 36.8% in 2010 to 37.2% in 2013. Although the stunting rate based on Riskesdas 2018 fell to 30.8%, the challenge of accelerating stunting reduction still quite big. One of the causes is the problem of multisector convergence of planning, budgeting, actuation-implementation, monitoring, and control of programs that have not synergized with each other. AIM: This research is intended to see the picture of the synergy between village, Integrated Health Center (IHC), and early childhood education (PAUD) in preventing stunting. METHODS: This research is a case study took place s in Klaten and Boyolali areas. Research respondents are the officers of village, IHC, and PAUD. The research instrument used was questionnaire aimed at assessing the synergy between stunting prevention activities that had been carried out. This synergy includes knowledge, planning, budgeting, mobilization-implementation, monitoring, and evaluation carried out by the village, IHC and PAUD officials. Data were analyzed using one-way analysis of variance and Duncan test for further analysis (post hoc). The test was carried out with a significance level of 5%. RESULTS: Analysis of stunting prevention activities which include knowledge, planning, budgeting, actuation-implementation, monitoring, and evaluation has a relatively low average score in general. These results indicate that the synergy between village, IHC, and PAUD officials in preventing stunting is still not optimal. The achievement of the best efforts and synergies in the two areas can be seen in the implementation aspect. On the other hand, the less visible aspect is the funding aspect. The knowledge score of IHC officers is known to be lower than that of village officials and PAUD officers. Therefore, this multisector convergence problem requires a solution that is appropriate to the geographical conditions and local context. CONCLUSION: Based on the results of research conducted in the two areas that were used as research locations, the synergy between the village apparatus, IHC, and PAUD in stunting prevention activities still needs to be optimized, especially in terms of the role of each agency and the coordination of the three.

This study aims to get in-depth understanding on budgeting and budget execution carried out by Working Unit (Satker) of Social Sciences and Humanities (IPSK) of LIPI for 2014 period, which including processes, problems, and the efforts taken. The other aim is to obtain evidence regarding the existence of isomorphism and identify the dominant isomorphism pressure found in the practice of budgeting and budget execution in IPSK working unit of LIPI. The theory development and interpretation of this study are based on the theories of public sector budget, accounting behaviour, and institutional isomorphismThe sample used in this study consisted of researchers and financial managers who understand and directly involved in the processes of budgeting, budget execution and becomes parties who often have different perceptions in terms of budget on IPSK working unit of LIPI. This study uses qualitative method with case study approach. Analysis of qualitative data towards the interview results is conducted with thematic analysis, while the concept of Logic Model and Program Logic Model were used to analyze the practice of budgeting.The study results showed that IPSK working unit of LIPI for 2014 period has met the requirements on budgeting and budget execution according to the prevailed regulations. In addition, there are still many problems in budgeting and budget execution within IPSK working unit of LIPI, especially in its relation to human behaviour. Concepts of Logic Model and Program Logic Model were proved to be relevant to mediate differences in perceptions that arise between researchers and financial managers in the process of budgeting and budget execution. The analysis also shows that there is isomorphism existed in budgeting and budget execution conducted by IPSK working unit of LIPI, which is more dominant than coercive, mimetic, and normative pressures.
