Abstract:
SMEs are the backbone in driving the Indonesian economy and play an essential role in creating jobs throughout Indonesia. Indonesian SMEs are the key to designing inclusive development through the merger of large & small businesses so that economic equity can touch all levels of society. This study examines several factors of Indonesian SMEs' organizational performance, such as beyond budgeting, competitor accounting, and transparency through competitive advantage. This research was conducted by distributing online questionnaires to business owners, financial managers, or financial supervisors of SMEs in Indonesia spread across six islands. A total of 155 questionnaires were obtained in this study and analysed by SMART PLS 3.2.9. The results show that beyond budgeting and transparency influence competitive advantage, while competitor accounting does not. Other results show that competitor accounting, transparency, and competitive advantage influence business performance, while beyond budgeting does not. Path analysis in this study shows that competitive advantage mediates beyond budgeting and transparency, while competitor accounting is not mediated. Researchers are aware that this study has limitations in data dissemination and was distributed during the COVID-19 pandemic conditions, which allowed for differences in results with other similar studies. Hopefully, with this research that practitioners will be able to provide other views beyond budgeting, competitor analysis, and the side of transparency for Small and Medium Enterprises in Indonesia. Policymakers can encourage SMEs to be more innovative and responsive to science through programs to increase business scale, considering the contribution of SMEs to Indonesia's gross domestic product. Further research is expected to analyze more deeply what factors affect the competitive advantage and organizational performance of small and medium enterprises, such as the availability of working capital, SME access to banks, how digitalization plays a role, etc.

Public policy becomes an important arena for the struggle to realize gender equality and justice. One of the government’s commitments to this matter can be seen through Gender-Responsive Budgeting (GRB). This study analyses gender responsive budgeting in social protection programs in Indonesia, with case studies in three regions, namely Gunungkidul Regency, North Lombok Regency, and Padang City. Data collection is carried out by in-depth interviews and literature studies, including the Indonesian Budget and Regional Government Budget documents. This study conducted GRB analysis in three regions with three categories of budget expenditure analysis, namely specifically identified gender-based expenditure, equal employment opportunity expenditure, and mainstream budget expenditure. The results of the study show that in several regions there have been gender-responsive specific budget allocations for affirmation programs for women, children, the elderly, and dissability. However, it can be seen that the budget and gender-specific expenditure are still centralized in services that are identical to women's affairs, and not yet mainstreamed in all of the budget allocation.</span></p><p> </p>

Latar belakang: Angka Kematian Ibu (AKI) merupakan indikator utama untuk melihat kualitas hidup negara. Di Indonesia, Angka Kematian Ibu dan Angka Kematian Bayi masih tinggi. Berdasarkan data SUPAS Tahun 2015, AKI di Indonesia sebesar 305/100.000 Kelahiran Hidup (KH) dan berdasarkan SDKI 2017, Angka Kematian Bayi (AKB) 24 per 1.000 KH. Angka tersebut masih jauh dari target RPJMN untuk penurunan AKI Tahun 2024 menjadi 183/100.000 KH dan AKB menjadi 16/1000 KH. Pendanaan dari dana transfer ke daerah melalui DAK (Dana Alokasi Khusus) ke dalam sistem pendanaan APBD merupakan bantuan pembiayaan operasional yang disalurkan oleh Pemerintah Pusat kepada Pemerintah Daerah (Kabupaten/Kota). Meskipun tingkat proporsinya terhadap seluruh dana perimbangan nilainya masih kecil (sekitar 8,5%), sehingga perlu dilakukan studi analisis pemanfaatan.Metode: Studi kasus dilakukan melalui analisis penggunaan DAK Non Fisik yang mencakup BOK dan Jampersal terhadap pencapaian kinerja program penurunan Angka Kematian Ibu (AKI). Metode penelitian yang digunakan merupakan hasil analisis gabungan deskriptif dan statistik dengan menggunakan software SPSS, karena analisis ini memberikan kecenderungan hasil penelitian yang menunjukkan hubungan / pengaruh beberapa variabel penelitian yang diujicobakan. Instrumen penelitian menggunakan data primer dan sekunder. Hasil: Berdasarkan hasil penelitian terhadap analisis hasil implementasi keberhasilan program penurunan Angka Kematian Ibu (AKI) melalui studi kasus pemanfaatan Dana Alokasi Khusus (DAK) Non Fisik Tahun 2017, diketahui bahwa indikator ketersediaan Tim Evaluasi BOK dari Kab/Kota memiliki peranan lebih potensial terhadap peningkatan realisasi penganggaran program KIA untuk penurunan AKI yang dilaksanakan oleh UPT Puskesmas. Faktor-faktor yang menjadi hambatan di dalam peningkatan capaian realisasi penganggaran DAK Non Fisik di Dinas Kesehatan Kabupaten/Kota, yaitu : 1) adanya hambatan dalam perencanaan DAK Non Fisik, 2) terdapat menu BOK yang tidak bisa dianggarkan menggunakan kode rekening daerah, 3) sulitnya proses pencairan BOK dan 4) sulitnya pertanggungjawaban BOK di daerah.Simpulan: Indikator ketersediaan Tim Evaluasi BOK dari Kab/Kota memiliki peranan lebih potensial terhadap peningkatan realisasi penganggaran program KIA untuk penurunan AKI yang dilaksanakan oleh UPT Puskesmas.Kata kunci : DAK Non Fisik; Angka Kematian Ibu (AKI); BOKABSTRACTTitle: Analysis of The Successful Implementation of Maternal Mortality Rate Reduction Program through Case Studies of Utilization of Non-Physical Special Allocation Funds in 2017Background: The Maternal Mortality Rate (AKI) is a leading indicator to see the quality of life of the country. In Indonesia, maternal mortality and infant mortality are still high. Based on SUPAS data in 2015, AKI in Indonesia is 305/100,000 Live Births (KH) and based on the 2017 SDKI, the Infant Mortality Rate (AKB) is 24 per 1,000 KH. This figure is still far from the RPJMN target for reducing the 2024 AKI to 183/100,000 KH and AKB to 16/1000 KH. Funding from transfer funds to the regions through DAK (Special Allocation Fund) into the APBD funding system is operational financing assistance distributed by the Central Government to Regional Governments (Regencies/Cities). Although the level of proportion to the entire balance fund is still small (about 8.5%), it is necessary to conduct a utilization analysis study.Method: The case study was conducted through an analysis of the use of Non-Physical DAK which includes BOK and Jampersal on the achievement of the performance of the Maternal Mortality Reduction Program (AKI). The research method used is the result of a combined descriptive and statistical analysis using SPSS software, because this analysis provides a tendency to research results that show the relationship / influence of several research variables being tested. The research instrument uses primary and secondary data. Result: Based on the results of research on the analysis of the results of the successful implementation of the Maternal Mortality Reduction (AKI) program through a case study on the use of the Non-Physical Special Allocation Fund (DAK) in 2017, that the availability indicators of the BOK Evaluation Team from the District / City have a more potential role in increasing the realization of budgeting for the KIA program for reducing AKI implemented by the UPT Puskesmas. Factors that become obstacles in increasing the achievement of non-physical DAK budgeting realization in the District / City Health Office, namely: 1) there are obstacles in the planning of Non-Physical DAK, 2) there is a BOK menu that cannot be budgeted using the regional account code, 3) the difficulty of the BOK disbursement process and 4) the difficulty of BOK accountability in the regions.Conclusion: The availability indicators of the BOK Evaluation Team from the District / City have a more potential role in increasing the realization of budgeting for the KIA program for reducing AKI implemented by the UPT PuskesmasKeywords: Non-Physical DAK; Maternal Mortality Rate (AKI); BOK

The direction of research development in the realm of public sector budgets always pays attention to contemporary issues. Therefore, through research on public budgeting in the context of this village, it is hoped that it can support the realization of the direction of developing studies in the field of public policy and public administration. This study aims to produce a public budgeting model based on the basic service needs of rural communities in Banyumas Regency. This study aims to determine the direction of budget policies that support the increase in the level of public education. This article tries to explore the extent of the village government's commitment to human development issues through community empowerment and community development organized by the village government through the village budget. The research method uses a case study technique, in which the location of the research sample is selected by using area sampling technique. This article is expected to provide input to local and village governments regarding improving the quality of village budgeting. The results of this study provide an overview of the direction of policies undertaken by the village government and its relation to mapping the priority needs of the village community.

This paper describes PRO Plus, a whole-farm fodder budgeting decision support system for beef, sheep meat and wool producers. The program predicts the pasture mass available at the end of each month for individual paddocks based on pasture growth rates, number of stock, intake and the grazing plan where producers allocate mobs weekly to paddocks. Two case studies are presented that identify how the program can be used individually or in conjunction with other programs to make management decisions. PRO Plus is an integral component of the PROGRAZE Plus course and assists producers to improve the financial viability and sustainability of their farms through better pasture and grazing management.

The BPS-Statistics Indonesia tried to take a step to realize good governance, especially in conducting good budget management by implementing an information system of public budgeting management known as the BackOffice Information System. The purpose of this study is to find out how the effectiveness of the implementation of the BackOffice Information System at BPS. This study uses a qualitative method by conducting case studies in BPS Headquarter (Jakarta). Conducting online interview to 59 operators and users, as well as conducting deep interview to 10 key informants. The result shows that the implementation of the BackOffice Information System is effective and practical because this information system is accurate and timely in presenting data and budget information, integrated with several other information systems. Users and key informants also are satisfied with the performance of this information system. The implementation of Back Office also contributes to increasing the realization of the budget and the achievement of BPS performance and to maintaining the Financial Statements performance: Unqualified Opinion (from BPK-the Audit Board of the Republic of Indonesia).

Purpose of the study: The objective of this study is to analyze the legal framework regarding village funds in Indonesia and analyze the budgeting of some villages in Central Java along with the relation of village funds to their development and poverty. Lastly, this paper will hand over recommendations to solve these problems. Methodology: The research method employed in this legal research is normative-empirical research, whereas the research material used includes primary and secondary data. The primary data is obtained based on field research by conducting interviews with the related respondents, while the secondary data obtained through literature studies of various sources. Main Findings: The authors found out that although with the existence of the village fund, there is still some village that is underdeveloped and there are many poor people. Applications of this study: The findings can be useful as a source to improve the effectiveness of Village Funds, whether for the Central Government or the Village Government. Novelty/Originality of this study: The new findings in this study would advance the existing knowledge in Village Funds, especially its implementation through village expenditure.

This study aims to obtain a detailed understanding of the management of zakat as the original regional income in the Aceh Government's Baitul Mal Aceh. This study also describes how the pattern and proportion of zakat receipts and zakat distribution to the program/priority activities, and aims to identify what factors support and hinder the realization of effective and efficient zakat management. Furthermore, to find out the planning and supervision of zakat management in the Baitul Mal. This research is a qualitative descriptive study, data collection techniques in the form of interviews, observation and documentation which are then analyzed using interactive data analysis methods, then to ensure the validity of the data used triangulation techniques. The results of the study indicate that the mechanism for the management of zakat funds carried out by the Government of Aceh has proceeded accordingly. Planning and budgeting, implementation, monitoring and evaluation activities and zakat technically and administratively have been carried out in accordance with the provisions. The pattern and proportion of program allocation activities are in accordance with the purpose of zakat funds. The effectiveness of the management of good zakat funds needs to be accompanied by clear regulations or rules as well as binding as a need to realize accountability in the management of zakat funds.

Abstract:
This paper explores the actualization of the policy of providing premarital education in Indonesia, which in this case is elaborated through 3 Ministries of Municipal Religion, namely the Ministry of Religion of Yogyakarta City, Depok City and Cirebon City. The research is based on the hypothesis that the Ministry of Religious Affairs is tasked with providing premarital insights through premarital education to build a happy and healthy marriage. The Ministry of Religious Affairs itself has issued regulations for pre-marital education from 1961 to 2017 through the idea of the Sakinah Family Movement which continues until now. Using a descriptive analytical approach, researchers interviewed stakeholders who are authorized for the implementation of pre-marital education and observed activity instruments to get a detailed picture of the actualization of pre-marital education policies in 3 research areas. Researchers also explored the area of authority in the scope of premarital education regulations from 1961 to 2017 and their impact on the implementation of pre-marital education. Researchers found that the regulation of premarital education is legally independent and does not have the continuity of the program between each other. As a program overshadowed by regulation for the past nearly 5 years and financed by public funding, premarital education is still not a measurable program, either to look at its effectiveness into the function of family resilience and or into the function of political partisanship. The regulation of premarital education is still only part of the fulfillment of the administration of budgeting and financing. As a result, in each research area, the interpretation of policy implementation is not the same and cannot be evaluated to see the success rate. Through a period of implementation for approximately 5 years, regulations on premarital education need to be evaluated and restructured comprehensively.

This article is a literature review conducted on five dissertation articles that discuss the topic of community empowerment published by the Development Extension / Community Empowerment Doctoral Study Program, Graduate School, Sebelas Maret University in the period 2013-2020. As a result, the five dissertation articles reviewed used a case study approach as an analytical tool in dissecting community empowerment activities. A case studies must be supported by a deep understanding of the characteristics of the findings so that these approaches could have a large scientific impact.

Abstract:
The main objective of the stuajl is to analyze the political economic and cultural factors aflecting corruption in regional economic development during decentralization era in Indonesia. The research uses both qualitative and quantitative methodology to elaborate the process of policy making in budgeting and in formulating regional regulation (Perda). Three districts were chosen as case studies i.e. Kabupaten Solok, Kabupaten Sukoharjo and Kabupaten Kutai Kartanegara. The results of the stuajl indicate that corruption has already emerged since the begining of decision making process in the executive as well as legislative agencies. The findings show that political economic and cultural factors are strongly aflecting the corruption in regional development in the autonomy era.

Abstract:
Microfinance has broadly been used to alleviate poverty and empower women in Indonesia. Many studies have already examined the microfinance performance but mostly on the basis of a client versus non-client comparative method. In this study, we measure the outreach of and impact of microfinance on poverty alleviation through random sampling of poor households. A case study was conducted at the district of Purbalingga to assess the most widespread woman microfinance in Indonesia, Savings and Loans for Women ( Simpan Pinjam Perempuan, SPP). While the SPP has a good repayment rate and asset growth, its performance in poverty alleviation is low. Only 18 per cent of the respondents ever benefitted from the SPP, which indicates low outreach to the poor. The impact on income generation and development of social capital as well as empowerment of the poor is weak. The causes are limited fund, lack of prioritisation to the poor and inexistence of assistance to loan utilisation. Institutionally, the SPP is not connected to the local government. These create a low sense of belonging and fund allocation from the local authorities. The continuity of the SPP requires a closer institutional linkage with the local government and bank institutions in order to have better assistance and budgeting while maintaining informality of loan disbursement.

The results revealed that the assistance provided to students is very useful, even though only in the amount of Rp. 450,000, but it can ease the strain on parents, which is used to meet student needs. The Smart Indonesia Program is expected to be sustained so that students can continue their studies to higher levels of education. However, the obstacle faced is that the supervision from the local government (stakeholder) has not been effective. Some students cannot afford to have not been registered as recipients of the Smart Indonesia Card even though the school operator has submitted it through the Dapodik application. As a result, some parents of students complained to the school regarding this case.

The root of Indonesian education can be traced back to the Dutch colonial period. The country adopts the 6–3–3–4 system of education, which consists of public schooling, Islamic schooling, and out-of-school education. In addition, the country has also been exposed to distance education. The call for this type of education was due to the geographic condition of Indonesia where face-to-face instruction has become limited. Studies on nutrition education in Indonesia covered various topics and teaching methods that were delivered mostly in after-class sessions. Effects on improved knowledge and attitudes were more marked than that of practices in relation to each nutrition topic. Nutrition and its related topics are delivered separately in different school subjects, such as biology, sport, health science, and home economics. Moreover, as the country keeps developing malnutrition problems, the Indonesian government through the Ministry of Health has run a feeding program that covers only children in elementary school aged 6–12 years old both in urban and rural areas. Efforts from private sectors and NGOs on the feeding program for schoolchildren seem to give complementary effects to the existing program. Human resources development of nutrition professionals was started in the early 1950s when a school for food scientists was first established. However, the professionals responsible for delivering nutrition-related topics in the school are the schoolteachers who mostly have never received relevant training for delivering such topics. For achieving effective children's nutrition education through schools, a solid partnership among stakeholders must be encouraged.

Most universities or higher education institutions in Indonesia are developing an effective program supporting their students to become entrepreneurs. They believe that entrepreneurial behaviour can be developed through entrepreneurship education. Therefore, these universities continually improve their entrepreneurship curriculum by integrating theoretical entrepreneurship concepts and practical contexts within such education. The purpose of the research reported here is to compare the effects of personality trait dimensions on student's entrepreneurial ambitions and their behavior. The study used personality trait dimensions such as internal locus of control, need for achievement, risk tolerance and entrepreneurial awareness as independent variables. Quantitative methods, including Structural Equation Modelling (SEM), were applied for the purposes of data analysis. The research populations consisted of final year undergraduate students who had already undergone an entrepreneurship learning program in Indonesia. Data collection employed questionnaires distributed to undergraduate students drawn from three different faculties: Business Studies, Social Studies and Engineering, within private universities. The measurement instrument consisted of a Likert scale 1-7. The results demonstrated that private university-sector entrepreneurial education, by enhancing certain personality traits, has significant effects on the entrepreneurial behavior of students. The research findings can be used to monitor and evaluate the entrepreneurial learning process within higher education. The implications can be used for policy makers and educators to add value at the design stage of entrepreneurship course syllabi within higher education institutions. Community Outreach Program is an established international service-learning program which has been around for 22 yr. The program offers an inter-discipline activity set in an international atmosphere to connect the academic theories with the actual social life and problems in the less developed rural community in East Java Province, Indonesia. There have been students from 16 university partners from 10 different countries ever participating in the program. Studies from the observations and opinions by the university partners claimed that COP has had an impactful outcomes in students‟ learning in the areas of diversity awareness, citizenship, and values development. The first study in 2009 on students‟ expectations in participating in COP reported that the students were aware that joining COP would expose them in diversity through working along with international friends and the community in the village. In this current study, 90 reflection books of COP 2015 Asian participants from Japan, Hong Kong, South Korea, and Indonesia were further studied to test and evaluate how COP as a service-learning program has provided an education setting to educate caring and responsible citizens, who were open to other cultures, and respectful of differences. Students' responses affirmed the positive effects of COP on the acceptance of diversity and sense of civic responsibility.

Background: Few studies have reported on interventions to alleviate financial toxicity in patients with cancer. We developed a financial navigation program in collaboration with our partners, Consumer Education and Training Services (CENTS) and Patient Advocate Foundation (PAF), to improve patient knowledge about treatment costs, provide financial counseling, and to help manage out-of-pocket expenses. We conducted a pilot study to assess the feasibility and impact of this program. Methods: Patients with cancer received a financial education course followed by monthly contact with a CENTS financial counselor and a PAF case manager for 6 months. We measured program adherence, self-reported financial burden and anxiety, program satisfaction, and type of assistance provided. Results: Thirty-four patients (median age, 60.5 years) were consented (85% white and 50% commercially insured). Debt, income declines, and loans were reported by 55%, 55%, and 30% of patients, respectively. CENTS counselors assisted most often with budgeting, retirement planning, and medical bill questions. PAF case managers assisted with applications for appropriate insurance coverage, cost of living issues (eg, housing, transportation), and disability applications. High financial burden and anxiety about costs (4 or 5 on a Likert scale) were reported at baseline by 37% and 47% of patients, respectively. Anxiety about costs decreased over time in 33% of patients, whereas self-reported financial burden did not substantially change. Conclusion: Implementing an oncology financial navigation program is feasible, provides concrete assistance in navigating the cost of care, and mitigates anxiety about costs in a subset of patients. Future work will focus on measuring the program’s impact on financial and clinical outcomes.

As a developing country, Indonesia faces a crucial issue concerning the provision of health services to the public. The 1998 political reform led to demands for more aspiring and accommodating bureaucratic services being afforded to the public. The political reform brought about bureaucratic reform bearing good governance, wherein one of its forms is the provision of health services through the innovation of an information technology (IT) based service named e-Health. Keeping in mind Indonesia’s characteristics as a developing country, the implementation of IT-based services evokes numerous debates. This study aims to analyze the implementation of e-Health along with the opportunities it has, and the challenges it faces. By using a study case approach on the Surabaya Municipality Health Authority as the initiator and implementer of e-Health, as well as observations and user surveys, the results show that in spite of having been prepared properly with supporting policies, infrastructure, budgeting, dissemination, and operational system, there were still many prevalent obstacles encountered, particularly concerning digital divide, technical difficulties, psychological barriers, and cultural issues. Nevertheless, there are numerous opportunities available for refining e-Health implementation, provided there is a political will from the government to improve and enhance the ICT infrastructure, widespread use of mobile devices, involvement of public participation, and equal distribution of service points easily accessible to the public. Strong government commitment also serves as a guarantee for e-Health service program sustainability in Surabaya Municipality.

Kampung Kabondok, located in Makatakeri Village, not yet established as a tourist village but it has a great tourism potential because of their cultural traditions. This Service Learning Program focuses on mentoring and empowering the community in order to develop the tourism village. The participants for about 4 wk stay with the local community to be able to understand the problems faced and then provide recommendations that need to be done. Infrastructure, quality of human resources, and tourism promotion are key problems in the development of a tourism village. Approach method and socializing with residents become a very important point, to ensure the proposed programs are the real need of the community. The final outcome are proposed programs or recommendations that divided into short, medium and long term, that will be presented to local community and stakeholders, as consideration for the local development plan.

This study sought to find out the result of implementing Flipped Learning in pre-university English class in one of private universities in Indonesia. The study answers the question on to what extend the flipped learning work or fail when being implemented in the respective class. The data which were the result of pre-test and post-test were collected using quantitative method. To analyse the data, a non-parametric approach was used to analyse the impact of the FL approach on student performance in the EPS program. The difference between the pre- and test- scores was calculated and used in a hypothesis testing method using the Mann-Whitney-Wilcoxon Test. The result indicated that there is no significance difference between the treatment group and the control group. Some possible reasons why the insignificance happen are presented as well as some recommendations towards future studies in FL context.

The One Village One Product (OVOP) is a voluntary local community movement that drives the Local Economic Development (LED) and the revitalization effort, which was initiated in 1979 in Oita prefecture, Japan. The research examines the OVOP approach by comparing the OVOP program in Indonesia, particularly the case study of OVOP in Sragen regency, Central Java province, to the original OVOP program of Oita prefecture in Japan. This study takes Oita as the observation, since Oita is considered as the region in which the OVOP concept is conducted successfully. For that reason, this research is aimed for taking a lesson to be learned and to be applied in Indonesia, in which in Indonesia the respective concept has not so far succeeded. The key feature of the OVOP implementation in Oita is the bottom-up approach that is well adapted in Japanese experience of local economic development. The case studies illustrated that, when it was transferred to Indonesia, the principles of OVOP were not directly copied from the OVOP in Japan. In Indonesia, OVOP was reconfigured into a government program with a top-down approach. This study will mainly focus on comparing both study cases qualitatively. Basically the characteristics OVOP literature reviews are: the History of the Oita-Japan OVOP program, the study about specific programs outside of Japan based on the Oita OVOP model and the study that compares Oita-type programs across countries. However, this paper found a few studies which focus on the particular role of private companies in initiating and maintaining the OVOP programs, as distributors and suppliers, this topic become main research object for the research

Beras untuk Keluarga Miskin (RASKIN) program has been applied since 1998 and has been renamed as Beras Sejahtera (RASTRA) in early 2017, but their effectiveness is still debatable. This study tries to evaluate the impact of RASKIN program on household income. Using data from 3,745 households in Indonesia Family Life Survey (IFLS) 5 that has been estimated using propensity score matching, this study has identified precisely that RASKIN program has a negative and significant effect on household income. This happens because the benefits that reveived by Rumah Tangga Sasaran (RTS) are very small. The small benefit is affected by the amount of rice received, frequency and price that have been paid to get RASKIN is not in accordance with the guidelines. The result of this study is along with previous studies, where the amount and price of rice that distributed through RASKIN program is not exactly correct. Therefore, there must be a change in program format, not just renaming from RASKIN to RASTRA only.

This research is a disparity in women's leadership, especially in the context of Islamic universities in Indonesia. This is because women's leadership still faces many challenges, such as stereotyping and marginalisation of women, both in the educational, social and cultural spheres. This study aims to analyse and evaluate the leadership model of the female rector of PTKIN in implementing gender-responsive programs. This research is field research, namely field research using a qualitative approach. The data needed is the PTKIN rector model including the rector of IAIN Bukittinggi, IAIN Ponorogo, and IAIN Metro Lampung. Data collection techniques using observation, interviews and documentation, with descriptive and narrative analysis. The results of the study indicate that in implementing gender-responsive programs, namely planning and implementing activities, it shows that the three rectors of PTKIN, namely IAIN Bukittinggi, Ponorogo, and Metro Lampung, tend to be transformational-democratic. It is proven from the seven prerequisites that have been set that the planning of gender-responsive programs in its planning is moderate and open in accepting input, proposals and suggestions regarding the planning and implementation of activities as well as budgeting for activities from their subordinates. At the time of performance, they facilitated the administrative process, budget disbursement, and bureaucracy. While in the evaluation activities, although they are still said to be democratic and moderate, in the evaluation activities their leadership style is also a little permissive, an indication that they accept the evaluations carried out.

To date, limited research has been published on case studies of disinvestment and resource allocation decision making in clinical practice. Our research objective is to systematically review and catalogue the application of frameworks and tools for disinvestment and resource allocation decision making in health care.Methods:An electronic literature search was executed for studies on disinvestment, obsolete and ineffective technologies, and priority healthcare setting, published from January 1990 until January 2012. Databases searched were MEDLINE, MEDLINE In-Process and Other Non-Indexed Citations, Embase, The Cochrane Library, PubMed, and HEED.Results:Fourteen case studies on the application of frameworks and tools for disinvestment and resource allocation decisions were included. Most studies described the application of program budgeting and marginal analysis (PBMA), and two reports used health technology assessment (HTA) methods for coverage decisions in a national fee-for-service structure. Numerous healthcare technologies and services were covered across the studies. We describe the multiple criteria considered for decision making, and the strengths and limitations of these frameworks and tools are highlighted.Conclusions:Disinvestment and resource allocation decisions require evidence to ensure their transparency and objectivity. PBMA was used to assess resource allocation of health services and technologies in a fixed budget jurisdiction, while HTA reviews focused on specific technologies, principally in fee-for-service structures. Future research can review the data requirements and explore opportunities to increase the quantity of available evidence for disinvestment and resource allocation decisions.

Abstract:
The purpose of development in the border area of Kalimantan Corridor is not only physical, and infrastructure development, but the development must reduce poverty, regional disparities, economic disparities, increase income and improve people's welfare. This research was conducted in the border area of the Kalimantan Corridor, which has a direct border with Malaysia. This study had two objectives: the first was using Panel Data Regression, analyzing the program's effect on economic performance such as poverty, human development index, and community per capita income. It used secondary data in 2015-2019, covering education, health, agriculture, marine, road, and market programs. The result is that no program positively affects development performance except marine to poverty. The second is by using the Analytic Network Process (ANP) method, creating a sustainable development strategy towards the border area of Kalimantan Corridor. The respondents were BNPP bureaucrats and academics who understood development planning in the border area. The data used is sourced from Grand Design of Border Area Management 2014-2025, and the result is a sustainable development strategy in the border area of the Kalimantan Corridor. From in-depth interviews, the strategies in the border area to support economic performance are infrastructure, natural resources and human development.

Abstract West Java is one of the provinces in Indonesia that possesses the most critical land area, approximately 714,000 of 911,000 hectares (ha) in total. So that to deal with that severe issue, the Forestry Office of West Java has established an eminent program named “Gerakan Tanam dan Rawat 50 Juta Pohon (The Movement of 50 Million Trees Planting and Caring)”. This research aims to analyze the reforestation program in West Java Indonesia viewed from an agile governance perspective. The study employed the qualitative approach with the descriptive case study method. In addition, in-depth interviews and literature studies were utilized in collecting the data. Moreover, to ensure validity, this study uses the triangulation technique. This study showed that the Planting and Preserving 50 million Trees Program carried by the stakeholders has applied agile governance. The government has made the program in collaboration with various media and technology. However, several activities must be fulfilled more appropriately among multiple parties, especially the government, which is the leading sector.

<p>Corporate Social Responsibility (CSR) has strategic goals to maintain a harmonious relationship and contribute to socio-economic impacts on the surrounding communities. Therefore, CSR could be seen as a part of planning and development program in the particular area. This study focuses on oil palm plantation companies. This study aims to (1) analyze and assess the effect of CSR program in the development of rural areas around the estate by using indicators of socio-economic impact; (2) Analyze and assess the effect of intervening variables Integrated CSR Implementation to the socio-economic impact on local communities; (3) Analyze and assess the effect of CSR on the social impact of surrounding communities; (4) Analyze and assess the effect of CSR on the economic impact of surrounding communities; (5) Based on point 1 to 4, it could be shaped the Strategic Model of Integrated CSR Program. This research conducted in PTPN IV Pabatu Estate, District of Serdang Bedagai, North Sumatera, Indonesia. The selection method uses multistage random sampling technique. Total sample is 367 respondents, by using analytical methods Structural Equation Modeling (SEM).</p><p>There is a Causal Relationship between the Input of CSR and an Integrated CSR Implementation, this is indicated by CSR Input (X) is significant and has positive impacts on the implementation of Integrated CSR (Y). The direct effect of the application of CSR (X) on the Implementation of Integrated CSR (Y) is 0.988. It means whenever there is an increase in the performance of the application of CSR (X) it will improve the implementation of Integrated CSR (Y) which is equal to 0.988 units. The results show that the model-based of Intervening Integrated CSR provides a significant and positive effect on socio-economic aspects thus The Strategic Program of Integrated CSR Model is very appropriate to be applied in the realization of an integrated and sustainable palm oil industry.</p>

This study aims to investigate the involvement and implementation of the Corporate Social Responsibility (CSR) of PT. Tirta Investama Solok Aqua Plant Factory in community empowerment in Solok Regency. The company not only prioritizes the company's financial condition (single bottom line) but also pays attention to the concept of sustainable development and is beneficial for community empowerment, namely the social principles, environmental, and ethical principles (triple bottom line). The approach used in this research is qualitative, with primary data obtained from interviews, observations, and field studies. The data obtained are then analyzed with relevant laws, theories, and expert opinions, while secondary data are obtained from various literature, laws, and regulations. The results showed that in 2014, the implementation of social responsibility at PT. Tirta Investama Danone Aqua is carried out by a non-governmental organization (NGO) of the Indonesian Family Planning Association (PKBI) of West Sumatra Province and the Field Indonesia Foundation. Social responsibility is implemented through social mapping programs, the creation of clean water and sanitation facilities. In the economic field, the activities carried out, namely the school program (sekolah lapangan alpukat), while in the environmental field, PT. Tirta Investama Danone Aqua built the Biodiversity Park (KEHATI) and the Community-Based Total Sanitation Program. Secondly, CSR involvement of PT. Tirta Investama in Community Empowerment is through the Community Based Total Sanitation Program (STBM).

This paper aims to explain the factors that influence entrepreneurship programs in the Independent Campus policy. This paper is part of an Independent Campus policy study initiated by the Ministry of Education and Culture of the Republic of Indonesia in 2020 with objects in 5 (five) universities: 2 (two) accredited A, 2 (two) accredited B, and 1 (one) accredited C The data was collected through on-line discussions, particularly regarding entrepreneurship programs. This study also distributed questionnaires related to questions about entrepreneurship programs to respondents from representatives of rectorate leaders, faculties, study programs, lecturers, and others. The analysis was carried out through quantitative techniques with the help of the Lisrel 87.0 program technique, enriched with qualitative techniques based on information obtained from on-line discussions. The results of the study found that campus policy factors, apprenticeship programs, and exploration of local potential had a positive effect on competency development, application, and entrepreneurship learning. In addition, learning that takes into account these factors also affect students' commitment to become entrepreneurs after completing their studies. The implementation of entrepreneurship programs must pay attention to these influencing factors, the contribution of indicators for each factor, and apply recognition related to standard processes and achievement of competency program results. Purpose: This study analyses the implementation of the village fund program in poverty reduction related to the program approach, the problems that arise, the implementation of social principles, and its impact on the poor. Methodology: This study used a qualitative approach, in which the study was naturalistic, and the researchers conduct their research in as natural a condition as possible — the researchers in determining research informants using snowball techniques. The snowball technique allows more informants according to data requirements. The researchers interviewed the key informants and then asked them to mention other informants who made it possible to find out the topic being discussed. Some of the techniques used in data collection were observation, in-depth interviews, focused group discussions, and document studies. Researchers analyzed data by presenting data in the form of data sorting, categorizing data, and grouping data according to the needs of the analysis. Findings: The implementation of the village fund program applies a community approach. This approach encourages the implementation of village funds to apply the principles of accountability, transparency, participation, democracy, and others. The community approach requires the participation of villagers at each stage of the program's implementation, since the planning, implementation, supervision, and preservation of development results. Nevertheless, the implementation of the village fund program was inseparable from several problems. Problems that occur found both at the local government level, advisory assistants, and the community itself. The implementation of the village fund program has more impact on the community, especially poor households. Implications: The results of this study provide academic contributions to improve the implementation of poverty reduction in general and the implementation of the village fund program in particular. Novelty: The implementation of the village fund program encourages the participation of village communities in the development of their villages. The involvement of the village community enables development to be carried out in an accountable, transparent, democratic, sustainable manner, and so forth. This approach enables the development to be carried out on target, and poor household communities feel its benefits.

A pandemic, last seen a century ago, has reappeared in 2019 under the name of Covid-19. Poor forest communities are also especially affected by this pandemic. The qualitative method through literature and case study is used to explain the connection between the emergence of COVID-19, forest destruction, and its impact on the lives of people in forests in Indonesia. Two cases are going to be models of forest communities in Pemalang, namely LMDH Rawa Sakti and KTH GGL. The program was established by the Ministry of Environment and Forest (MoEF) to create a supportive atmosphere for forest communities’ survival to overcome the Covid-19 crisis. We use the new institutionalism concept introduced by Victor Nee (2003) to understand how the coupling within the affirmation concept was developed at micro-level in Indonesia. The result shows that there are unique and complex situations, especially between the social groups, the members (as the individual), and other actors that are not examined by new institutionalism, which are important to reach collective action or influence the situation. In the KTH GGL context, Juragan (as the other actor) determines the commodity although many members want to plant ginger that aligns with the Ministry of Environment and Forest’s suggestion. On the other hand, trust issues become a more important aspect for members of LMDH RS to do the group’s activity.

The research aims to reveal the learning process of the Pop-Jazz vocal course and the utilization of youtube as an accompaniment in learning the Pop- Jazz vocal course. This research is expected to provide solutions for students who face problems in the learning process of the Pop-Jazz vocal course during the covid-19 pandemic. It is qualitative research with a case study approach. Data collection techniques were carried out through direct observation during the learning process. Furthermore, interviews with teachers and vocal students of Pop-Jazz were conducted to obtain the data. It was a case study of vocal students of Pop-Jazz Intermediate 1 at the Music Education Study Program. The literature studies were carried out to support the data and references. This study shows that the interest in vocal learning of Pop-Jazz at the Music Education Study Program by utilizing youtube as an accompaniment at the pop-jazz vocal course can be increased.

This study aims to analyze the benefits of empowering women program through Islamic microfinance program by focusing on the case of Baitulmal wat Tamwil (BMT) in Beringharjo, Indonesia. It is expected to fill the gap in the literature since most of the current studies have been focusing on conventional microfinance rather than Islamic microfinance. This study used primary data collected by interviewing participants of the Islamic microfinance program offered by the BMT. The Qualitative Content Analysis method has been used to extend the conceptual theoretical framework and give wider results description that could not be captured by the quantitative approach. The result shows that there were improvements in various socio-economic aspects of the participants such as higher income and expenditure, and more involvements in community activities, decision making and children’s education. While the focus of this study is only limited to the case of BMT Beringharjo in Jogjakarta, Indonesia, the findings from this study can be generalized and would contribute towards further improvements of future women empowerment programs throughout the globe.

Penanggulangan tuberkulosis di Indonesia mengalami banyak kemajuan, bahkan hampir mendekati target Millenium Development Goals (MDGs), yakni 222 per 100.000 penduduk. Namun, angka penemuan kasus tuberkulosis (TB) di Jawa Tengah hingga 2008 mencapai 48%, kurang 22% dari standar yang ditetapkan WHO (70%). Angka penemuan kasus terendah adalah di Kabupaten Boyolali yang pada periode 2004 – 2008 mengalami penurunan dari 24,60% menjadi 20,0%. Angka kesembuhan TB paru 66,67% belum mencapai target (85%). Penelitian ini bertujuan untuk mengetahui pelaksanaan kegiatan program penanggulangan TB paru dari aspek input, proses, dan output di Kabupaten Boyolali Provinsi Jawa Tengah tahun 2009. Penelitian observasional ini dilakukan di semua kelompok pelaksana program, yaitu mencakup 29 puskesmas, dinas kesehatan, dan rumah sakit. Analisis dilakukan secara deskriptif dengan membandingkan hasil dengan target yang ditetapkan departemen kesehatan. Secara kuantitas dan kualitas, pelaksanaan Program Pencegahan dan Penanggulangan Tuberkulosis (P2TB) di Kabupaten Boyolali serta pelaksanaan bimbingan teknis dan supervisi telah berjalan baik.Tuberculosis control in Indonesia has a lot of progress. Indonesia is even closer to the Millennium Development Goals (MDGs), which is 222 per 100,000 population for TB patient ratios but the TB case detection rate in Central Java until 2008 reach 48% is still 22% less than WHO standard set is 70%, the lowest case detection ratein Boyolali (20%). In the last 5 years which decreased 24.60% (in 2004) to 20.0% (in 2008) and a new pulmonary TB cure rate 66.67% (target 85%). This study aims to determine the implementation of the TB control program of the aspects of lung input, process, and output in Boyolali district in Central Java province in 2009. Types of observational studies in all groups: 29 health centers program implementers, department of health, and hospitals. Descriptive analysis by comparing the results with the Ministry of Health target. Implementation of the program in Kabupaten Boyolali Program Pencegahan dan Penanggulangan Tuberkulosis (P2TB) in quantity and quality as well as technical guidance and supervision of the implementation of the already well underway.

This objective is to see if classic value-based management and the updates brought by the New Economy conflict or are somehow harmonized or complementary. Another objective is to illustrate the updates brought by digitalization as case object on Siemens as case subject. The paper is focused on value-based management particularities for digitalization products, services, solutions. The context of the paper is digitalization technology and its impact on business and society, digital transformation. The phenomenon is new to society in all and therefore both literature review and case studies are highly relevant. The article is a case study on a top European corporation, both leader in digitalization and excellent value-based management practitioner. The case study is exploratory and descriptive, searching for the connections between digitalization and value. It relies on secondary evidence about Siemens. The questions are how New Economy value patterns work in practice and how do they relate to classic value indicators, net present value of discounted cash flow or its equivalent Economic Value Added. The paper finds a connection between innovation lifecycle and investment approval or capital budgeting. The beginning of the project lifecycle involves investment in intangible assets, business models, an open network structure and is funded by venture capital. As the idea matures close to customer contract negotiation stages, the network structure turns into a project budgeted via program management and equity and debt. The findings show how so-called new capital budgeting methods, venture capital, are reconciled with classic value-based management using equity and debt and Economic Value-Added investment appraisal. Both funding methods have their logic and place in idea lifecycle at Siemens. The paper finds a match between the lean start-up method and early stages of digital offering lifecycle, and a complementarity between venture capital funding methods and equity and debt capital funding methods given by the innovation lifecycle.

Abstract:
Purpose Village-owned enterprises, in this study called Badan Usaha Milik Desa (BUMDes), are rural communities economic empowerment program developed by the Indonesian Government to encourage the growth of rural entrepreneurship by using the potential of locally owned resources. However, the implementation and effect of the BUMDes program are questionable. Thus, this study aims to investigate the role of BUMDes in encouraging rural entrepreneurship and strengthening rural economic development. In addition, this study also explores challenges in implementing the BUMDes program. Design/methodology/approach This study uses a qualitative method with a case study approach. Data were obtained through in-depth interviews using purposive sampling techniques to key people in management at five BUMDes in Garut Regency, West Java, Indonesia, which have successfully implemented the BUMDes program. Findings The findings of this study indicate that BUMDes are proven to encourage rural entrepreneurship with the dimensions of exploration and empowerment, capacity building and the support and involvement of all stakeholders. BUMDes were established in accordance with government policies based on the village discussion process as the culture of the Indonesian people by involving elements of the village government, associations and the community. However, the challenges in implementing BUMDes are still faced by managers including implementation and regulatory mismatches, lack of qualified human resources and lack of synergy between the village government and BUMDes. Research limitations/implications In this study, the development of a local economic empowerment program as a driver of rural entrepreneurship is carried out in the Indonesian context. In addition, based on the unique nature of case studies, making this study can only be implemented in cases that have similar characteristics. Therefore, in the context of other countries, it can be done by modifying the results obtained based on the conditions and potential of each region. Originality/value Although recognition of entrepreneurship is one of the main determinants of rural economic development, empirical research in this area is relatively rare. Thus, this study adds a new perspective on the BUMDes program as an effort to grow rural entrepreneurship.

Abstract:
This study aims to determine the implementation of the product of the Bidik Misi scholarship program. This research uses case study qualitative method. The research was conducted at Djuanda University which is a private university in LLDIKTI region IV. Collecting data using interview instruments, questionnaires, observations, and documentation with data analysis techniques through data reduction, data presentation, and verification. The research findings show that the final results of the Bidik Misi scholarship are in accordance with the program objectives, namely increasing student motivation and achievement, increasing student achievement in the curricular, co-curricular and extracurricular fields, causing an impact for students and prospective students to always improve achievement and be competitive, and produce graduates who are independent, productive and have social concerns to break the chain of poverty and empower the community. Meanwhile, aspects of increasing access and learning opportunities in higher education, as well as ensuring the continuity of student studies to completion and on time, still need improvement. In conclusion, the Bidikmisi scholarship program has produced graduates who are independent, productive and have social awareness, so that they are able to play a role in efforts to break the poverty chain and empower people in Indonesia. Abstract:
This study assesses the level of achievement of the information society through the implementation of the program KIM. KIM is the Kelompok Informasi Masyarakat which is a program of the Indonesian government to seek the realization of the information society in Indonesia. KIM is designed as a group formed independently so that the development will be an independent community group. The purpose of this study was to see how the achievement of the information society through the implementation of the program is reviewed KIM. So as to provide input to the government related to how the achievement of the information society and also related input KIM program. With a qualitative research approach, the method used in this research is a case study. The case studies carried out in two different areas of the rural areas and urban areas in East Java. Based on the results obtained, that the condition of the people is still far from the realization of the information society. The condition of society is still at the level of society aware of the information, even in rural areas there are still many people who are less aware of the information. It is caused by the KIM program implementation is still less than the maximum. There are many obstacles, so that the KIM program requires evaluation to achieve program objectives which is to make the people of Indonesia as an information society.

Abstract:
Abstract Environmental management program performance ratings for companies (PROPER) is a public disclosure program for environmental compliance by the Indonesian Ministry of Environment and Forestry (KLHK). PROPER is a type of government policy to enhance the business’ environmental management performance by the law’s requirements. Furthermore, PROPER is an example of how environmental management has become more open and democratic in Indonesia. The application of this instrument is an effort by the KLHK to implement some of the virtues of good governance — transparency, equity, responsibility, and community participation — in environmental management. In 2021, the PROPER Program expanded its activities’ scope by including elements of LCA implementation in the program report. This paper aims to provide recommendations for the PROPER program implementation concerning applying the ISO 14025 standard. The method used in this study are literature studies of related regulations and mapping the existing conditions against the conformity of the ISO 14025 standard. The study shows that the current PROPER program has met several requirements of the ISO 14025, comprising life cycle assessments and environmental product declarations. However, the existing program should have determined that PCR is one of the elements required to assess environmental management performance ratings.

The objectives of the study were (1) Analyzing how students were exposed to the Indonesia Lawyers Club program on Tv One, (2) Analyzing how the political participation of students in Indonesia Lawyers Club program on Tv One, (3) Analyzing the relationship between Indonesia Lawyers Club program on Tv One and political participation of students. This research is a quantitative that produces statistical data using quantitative descriptive methods. Data used questionnaire method or questionnaire and literature study. The population and sample in this study were political science students from the Jakarta Institute of Social and Political Sciences who had watched Indonesia Lawyers Club on Tv One with accidental sampling. The research instrument tested the validity of the Pearson Product Moment reliability with Cronbach's Alpha. Data analyzed technique used is the average score and correlation test. The results show that: (1) In the media discontinuation variable the duration indicator of the majority of respondents watching Indonesia Lawyers Club 10-20 minutes in one watch. (2) Indicator of frequency of watching Indonesian Lawyers Club, the majority of respondents watch twice a month. (3) There is a significant relationship between media exposure and student political participation which is obtained by Pearson Product Moment correlation test for ratio, interval and ordinal data.Keywords: media dependency, political participation, relationships
