Abstract:
On behalf of itself and BHP-B, Esso operates offshore production platforms in Bass Strait, a crude stabilisation and gas processing plant at Longford and a LPG fractionation plant at Long Island Point, Victoria. The Technical Surveillance Program for these facilities is implemented at both the Operator and Engineering levels. The program has been enhanced by building on existing DCS process control and process information (PI) systems and through development of a more structured engineering monitoring system. The enhanced program continues to register tangible benefits in integrity, product quality, recovery, efficiency and reliability and capacity. At the operator level, the process is monitored continuously, assisted by process alarms to maintain the plant within the normal desirable operating zone. Safe operating limits define the outside boundary of the safe operating envelope which is secured with shutdown and other automatic protective devices. Alarm and limit conditions associated with these parameters have been incorporated into the DCS control system with pre-defined operator responses appearing automatically on the screen if the condition is reached. At the engineering level, the surveillance program is a systematic periodic monitoring process focussing on optimum performance and continuous improvement. It is structured using the elements of a management system. Within this framework, engineering spreadsheets have been developed with direct links to process data via process information system software. The spreadsheets assist plant engineers to efficiently monitor the key performance variables; they also pre-define the acceptable operating range, calculate statistical performance, highlight deviations and hyperlink back to the PI system for more detailed troubleshooting. Day-today deviations and performance improvements are fed back and reviewed at the working level, more significant issues are formally investigated and reviewed with management. Key data and overall performance is summarised monthly, and formally reviewed by plant and engineering management.

Abstract:
Policy makers in Southeast Asian flood-vulnerable regions are confronted with various institutional challenges when planning for inclusive flood resilience. This paper focuses on the role of international resilience programs and investigates how these programs can enable institutional transformation. The key question is which institutional conditions promote the development and implementation of inclusive flood resilience strategies by international resilience programs. The Mekong Delta Plan in Vietnam (MDP) and the Water as Leverage for Resilient Cities Asia (WaL) program in Semarang, Indonesia, are selected as the cases for a comparative analysis. To structure the comparative analysis of these programs, the Institutional Analysis and Development (IAD) framework is adopted and operationalized for the institutional analysis of inclusive flood resilience planning. The findings illustrate that whereas the MDP was able to involve decision makers from the national government and international financial institutions for mobilizing funding and technical support, the strength of the WaL program was its enabling environment for the cocreation of context-specific flood resilience proposals. Overall, this study concludes that the institutional conditions that enable project financing and the implementation of long-term and integrated flood resilience solutions are determined by engagement with national governments and by ownership of the solutions at both the national and local levels.

Abstract The combat-trainer jet aircraft is an important element in the process of fighter pilot training. This type of aircraft provides a means of transition from basic training on low-speed propeller trainers to piloting high-speed and highly maneuverable fighter aircraft. Nowadays, in Poland, the PZL TS-11 “ISKRA” jet trainers, designed in 1960s, are employed for training purposes. Because of financial considerations this trainer hasn’t been yet replaced by modern aircraft that conforms to current specifications and needs. As is the case with other aircraft in service of the PLAF, the TS-11 fleet has a large reserve of remaining Hourly Service Life (HSL). This opens an opportunity to extend the Calendar Service Life (CSL), so as it matches the HSL. To this end, a series of technical and research activities needed to be undertaken. The Air Force Institute of Technology is conducting the necessary verification of airframe structural conditions in cooperation with the Military Aviation Works No. 1 J.S.C. (branch in Dęblin) responsible for the overhaul and repair operations. The AFIT’s activities in this program include: deformation analysis of the selected surface areas of the wing and the fuselage; assessment of hidden corrosion in riveted joints; non-destructive testing of selected riveted joints. This paper describes the deformation analysis. As of today, the first stage of the deformation inspection has been completed. At this stage, baseline surface measurements were obtained. Further inspections shall be performed cyclically. The future measurements will be used to establish the areas that deform due to the aircraft operation.

Abstract:
Introduced by the Civil Code, the rules of road safety are introducing continuously increasingly strict requirements on motor vehicles. These requirements relate to various aspects of the technical condition of vehicles, both those that determine traffic safety and those that affect the vehicle’s environmental impact. The law requires regular diagnosis of the technical condition of vehicles in service. Diagnostic tests conducted in the form of road tests or the tests performed in workshop conditions allow to determine the symptoms of dysfunctions of the tested vehicle, not always clearly defining the causes and location of damage. The purpose of the work is the design the simulation of a station for of vehicle dynamics tests up to 3.5 t using simulation programs OpenModelica and SciLab. A simulation of the work of the stand for testing the dynamics of vehicles in the form of a chassis dynamometer was achieved. The program enables the simulation of tests: NEDC (New European Drive Cycle), WLTP (Worldwide Harmonized Light Vehicle Test Procedure), CADCM150 (joint Artemis driving cycle—Motorway at vMax = 150 kph), CADCU (Common Artemis Driving Cycle—Urban), FTP75 EPA (Federal Test Procedure, Environmental Protection Agency). The simulator (for any assumed type of vehicle) can be used in two modes: 1. Introduction of the presumed cause—Generates the expected results in the functioning of the vehicle. This function can be used to create a cause–effect relational database. 2. Analysis of data from the actual diagnostic system suggesting the causes of the observed (measured) errors in the functioning of the system. The simulator can be used both to design and implement the technological development of intelligent diagnostic systems, and to support the creation of application software for a workshop diagnostic system. Introducing the simulator into practice will also enable the improvement of road safety management.

Significance: Prior research suggests that Community Engagement and Planning (CEP) for coalition support compared with Resources for Services (RS) for program technical assistance to implement depression quality improvement programs improves 6- and 12-month client mental-health related quality of life (MHRQL); however, effects for clients with multiple chronic medical conditions (MCC) are unknown. Objective: To explore effectiveness of CEP vs RS in MCC and non-MCC subgroups.Design: Secondary analyses of a cluster-randomized trial.Setting: 93 health care and community-based programs in two neighborhoods.Participants: Of 4,440 clients screened, 1,322 depressed (Patient Health Questionnaire, PHQ8) provided contact information, 1,246 enrolled and 1,018 (548 with ≥3 MCC) completed baseline, 6- or 12-month surveys.Intervention: CEP or RS for implementing depression quality improvement programs.Outcomes and Analyses: Primary: depression (PHQ9 ≥10), poor MHRQL (Short Form Health Survey, SF-12<40); Secondary: mental wellness, good physical health, behavioral health hospitalization, chronic homelessness risk, work/workloss days, services use at 6 and 12 months. End-point regressions were used to estimate intervention effects on outcomes for subgroups with ≥3 MCC, non-MCC, and intervention-by- MCC interactions (exploratory). Results: Among MCC clients at 6 months, CEP vs RS lowered likelihoods of depression and poor MHRQL; increased likelihood of mental wellness; reduced work-loss days among employed and likelihoods of ≥4 behavioral-health hospitalization nights and chronic homelessness risk, while increasing faith-based and park community center depression services; and at 12 months, likelihood of good physical health and park community center depression services use (each P<.05). There were no significant interactions or primary outcome effects for non-MCC.Conclusions: CEP was more effective than RS in improving 6-month primary outcomes among depressed MCC clients, without significant interactions.Ethn Dis. 2018;28(Suppl 2):325-338; doi:10.18865/ed.28.S2.325.

Abstract:
The development prospects of the mining industry are closely related to the state and development of modern mining machinery and equipment that meet the technical and quality requirements of mining enterprises. Enterprises are focused on a quantitative assessment – the volume of mineral extraction, depending on the functioning efficiency of a promising series of mining machines, which include modern mining excavators. Downtime and unplanned shutdowns of mining excavators directly depend on the operating conditions of the mining machine, which has negative influence on the machine as a whole and its technical condition, which entails a decrease in the efficiency of using expensive mining equipment and economic losses of the mining enterprise. The rationale for external factors that affect the operating time and technical condition of mining excavators is given. For a more detailed assessment of the influence of external influences on the efficiency of operation of mining machines, the influencing factors are divided into two groups: ergatic, directly related to human participation, and factors of a natural-technogenic nature, where human participation is minimized. It was revealed that factors of a natural-technogenic nature have the greatest influence. An algorithm is proposed for a comprehensive assessment of the technical condition and forecasting of operating time both in nominal and in real operating conditions, taking into account factors of a natural and technogenic nature. It is proposed, based on the developed program for planning and evaluating the life of a mining excavator, to adjust the schedules for maintenance and repair (MOT and R) in order to minimize the number of unplanned downtime of a mining excavator and maintain it in good condition.

AbstractThis technical note describes a monotone and continuous fixpoint operator to compute the answer sets of programs with aggregates. The fixpoint operator relies on the notion ofaggregate solution. Under certain conditions, this operator behaves identically to the three-valued immediate consequence operator ΦaggrPfor aggregate programs, independently proposed in Pelov (2004) and Pelovet al.(2004). This operator allows us to closely tie the computational complexity of the answer set checking and answer sets existence problems to the cost of checking a solution of the aggregates in the program. Finally, we relate the semantics described by the operator to other proposals for logic programming with aggregates.

Abstract:
The problem of creating an effective conceptual model for the formation of digital footprints of projects and development programs in the context of digitalization is considered. The life cycle of projects, knowledge, and management technologies is significantly shortened and digitization processes create requirements for the creation of their digital footprints and shadows. The technical and technological complexity of development projects increases due to innovation. These trends create significant challenges in the development of project and program management systems in the context of digitalization of society. It is proposed to use genomic representations as a basic model and methodology for the formation of digital footprints of projects. The proposed conceptual model of digital footprint formation of projects allows to take into account the external and internal environment of the project within a certain activity. The formalized model of the carrier of methodology of formation of a digital footprint of the project on the basis of system of knowledge of P2M is resulted. The classes of a hypothetically complete model of project management methodology for genome formation within the digital footprint creation are determined. The algebra of methodology which allows to form complex digital footprints of projects and programs is defined.

Abstract:
Aim. The article deals with establishing the differences in the functional and technical fitness of Nordic combined skiers during multiyear preparation. Material and methods. To establish the factor profiles of the functional and technical fitness in Nordic combined skiers, we examined athletes at different stages of multiyear preparation: 40 athletes – initial preparation, 35 athletes – 2-year training program, 40 athletes – more than 2-year training program, 30 athletes – sports performance enhancement. The structure of functional and technical fitness was established with the help of factor analysis. Results. The comparative analysis of the factor structure of functional and technical fitness in Nordic combined skiers revealed the significant differences at each stage of multiyear training. It was established that during the stage of initial preparation and 2-year training program the most important factors are the nervous system (eye-hand visual reaction time, reaction to a moving object, interference resistance) and jumping fitness (angle characteristics during the run-up, take-off, flight, and landing), which create favorable conditions for forming the basics of ski-jumping technique in Nordic combined skiers. After 2-year training program and at the stage of performance enhancement the leading factors of physical fitness are determined by the cardiovascular (the Ruffier test, recovery constant, and Health integral indicator) and respiratory (VO2max, the Shtange's and Hench's breath test) systems, as well as ski racing technique (angle characteristics at different phases), which are favorable for the enhancement of ski racing technique. Conclusions. The results obtained allow the coaches to effectively improve functional and technical fitness and adjust training loads to the specifics of a certain stage of multiyear training.

Abstract:
The use of modern digital technologies during the industrial revolution enables to revise a number of approaches to the organization of technological processes, in particular when introducing approaches to the implementation of repair programs of energy enterprises. Through the example of the network planning and control system, the use of the overhaul activity schedule for generating equipment is considered, taking into account the logging of asbuilt documentation in a digital system, which is a software and technical complex made up of a centralized data storage system and a decentralized registry. The improvement of equipment, the development of diagnostic tools and methods directly affects the maintenance and repair system. In the maintenance system under development, it is planned to make a transition from statistical empirical assessments of the technical condition of equipment to objective ones based on automated technical diagnostics systems. On the basis of an algorithm for implementing a technical condition-based equipment repair program for energy enterprises, the authors proposed an algorithm for conducting technical supervision and recording the stages of work performed in a distributed register, based on the capabilities of modern digital data collection and processing systems. Obtaining parameter values for further use in the operation of the proposed algorithm is carried out on the basis of the capabilities existing at energy facilities of information-measuring and control systems. The use of the network planning and management system in the form of a network schedule and the algorithm proposed by the authors for conducting technical supervision and recording the stages of work performed during repair activities will make it possible to objectively determine the amount of labor resources necessary to perform the planned scope of work within the specified period, identify critical works delaying the completion of repair, actively manage repair by analyzing the progress of repair work and making reasonable organizational and technical decisions that ensure the performance of work within the planned time frame and at the lowest possible costs.

Abstract:
The subject of this research is the process of developing software for automated control systems. The object of research is the means of organizing software development. A generally recognized promising direction for increasing the efficiency of the use of organizational and technical systems is the automation of their management. A significant share of the effectiveness of any complex technical system is provided by its software. This primarily applies to the application software. The development of application programs is fraught with certain difficulties, primarily of an organizational nature. The generalized analysis showed that in world practice there is a fairly wide range of tools for organizing the program development process. These tools are proposed to be divided into two large groups with respect to the attitude to the process and the degree of detail on "project management tools" and "development controls". Each of the tools is effective for certain conditions of software development. The review article analyzes the factors affecting the effectiveness of the use of a particular tool, synthesized proposals on the expediency of using various control systems in different conditions of the development process. The analysis showed that for the conditions of the development of applied software for automated decision support systems, the most effective is the integrated use of process control automation tools.

Abstract:
In Mangystau, there is an acute problem of comparative assessment of the overall decorative effect of green devices in the system of a specific natural and urban landscape, which the Mangyshlak Experimental Botanical Garden (MABS) has been dealing with for the last 6 years as part of the scientific and technical programs "Innovative potential of botanical gardens of Kazakhstan as a scientific and practical basis for the conservation and balanced use of biological diversity in the arid conditions of the Mangystau desert". The description of the special computer program "PLANT-EST-KZ" developed at the MIEB is given, the database of which currently includes the most complete information about 94 green devices of residential and industrial zones of 5 settlements of the Mangystau region of 13 types. The decorative significance of the signs was determined by the results of a detailed survey of plantings, during which functional zones, types of compositions, age and height of woody plants, tiering of plantings, species composition, areas under woody vegetation, flower beds, rose gardens and lawns, the number of memorable (cultural) objects were identified. A comprehensive scale for assessing the aesthetics of green devices, compiled in relation to the arid conditions of Mangystau, is proposed, taking into account 37 structural, commemorative, ecological, biological and agrotechnical characteristics of garden and park objects. A comparative analysis of the aesthetics of green devices for various functional purposes is given. The introduction of the developed program into the practice of green construction will become the basis for an objective assessment of the decorative nature of the landscaping plantings of Mangystau and the development of effective measures for the reconstruction of existing and the creation of new garden and park plantings.
