Abstract:
The monograph is devoted to the methodology of material and technical support of railway transport. According to the types of activities, the nature of the material and technical resources used, technologies, means and management systems, Russian railways belong to the category of high-tech industries that must have high quality and technical level, reliability and technological efficiency in operation. For this reason, the logistics system itself, both in structure and in the algorithm of the functions performed as a whole, needs a serious improvement in the quality of its work. The economic situation in Russia requires a revision of the principles and mechanisms of management based on the corporate model of supply chain management, focused on logistics knowledge. In the difficult economic conditions of the current decade, it is necessary to improve the quality of the supply organization of enterprises and structural divisions of railway transport, directly related to the implementation of the process approach, the advantage of which is a more detailed regulation of management actions and their mutual coordination. In order to increase the efficiency of its activities and develop the management system, Russian Railways is developing a lean production system aimed at further expanding the implementation of the principles of customer orientation, ideology and corporate culture. At the present time, the solution of many issues is impossible without a cybernetic approach to the formulation of problems of material and technical support and logistics analysis of information technologies, to the implementation of the developed algorithms and models of development strategies and concepts for improving the business processes of the production system. The management strategy, or the general plan for the implementation of activities for the management of material resources, is based on a fundamental assessment of the alignment and correlation of forces and factors operating in the economic and political field, taking into account the impact on the specific form of the management strategy. The materials will be useful to the heads and specialists of the directorates of the MTO, CDZs and can be used in the scientific research of bachelors, masters and postgraduates interested in the economics of railway transport and supply logistics.

It is impractical to plan the further work of the company without taking into account analytical data for previous production periods. Analytical accounting data allows managers to build a company's strategy or make changes to an existing development plan. The importance of accounting for the enterprise plays a large role at the planning stage of the further business strategy. A competent manager studies accounting data before making the next decision regarding the company's finances. The easiest way to streamline accounting documents and eliminate errors in it is to conduct an internal audit. Such an audit will protect the company from possible fines and problems with tax audits. It will help optimize accounting and document flow, and simplify relations with banks and counterparties. Economic analysis aims to turn economic and non-economic information into useful information for decision making. Logical processing, study, generalization of facts, their systematization, conclusions, proposals, search for reserves - all these tasks are solved within the framework of economic analysis, which is designed to ensure the validity of management decisions and increase its effectiveness. This monograph is a collective work of teachers and students of the Department of Economic Security, Accounting and Law of the Don State Technical University. It is devoted to the consideration of certain issues of accounting, audit and economic analysis at the enterprise in modern conditions.

From the late Sixties on, industrial development in Italy evolved through the spread of small and medium sized firms, aggregated in district networks, with an elevated propensity to enterprise and the marked presence of owner-families. Installed within the local systems, the industrial districts tended to simulate large-scale industry exploiting lower costs generated by factors that were not only economic. The districts are characterised in terms of territorial location (above all the thriving areas of the North-east and Centre) and sector, since they are concentrated in the "4 As" (clothing-fashion, home-decor, agri-foodstuffs, automation-mechanics), with some overlapping with "Made in Italy". How can this model be assessed? This is the crucial question in the debate on the condition and prospects of the Italian productive system between the supporters of its capacity to adapt and the critics of economic dwarfism. A dispassionate judgement suggests that the prospects of "small is beautiful" have been superseded, but that the "declinist" view, that sees only the dangers of globalisation and the IT revolution for our SMEs is risky. The concept of irreversible crisis that prevails at present is limiting, both because it is not easy either to "invent", or to copy, a model of industrialisation, and because there is space for a strategic repositioning of the district enterprises. The book develops considerations in this direction, showing how an evolution of the district model is possible, focusing on: gains in productivity, scope economies (through diversification and expansion of the range of products), flexibility of organisation, capacity to meld tradition and innovation aiming at product quality, dimensional growth of the enterprises, new forms of financing, active presence on the international markets and valorisation of the resources of the territory. It is hence necessary to reactivate the behavioural functions of the entrepreneurs.

Abstract:
The aim of this book is to present the most important issues related to sustainable development (SD) and corporate social responsibility (CSR). They are discussed from a macro and micro perspective, both in the form of theoretical foundations of these concepts and practical examples of companies operating in Central and Eastern European countries that have implemented these ideas in their daily operations and translated them into corporate and functional strategies. The book consists of four parts. The first one is theoretical in its assumptions and is devoted to explaining the key concepts of sustainable development (SD) and corporate social responsibility (CSR). The authors describe the determinants of sustainable development in the contemporary world, including the most important ones, such as globalization, climate change, poverty, unlimited consumption, as well as limited access to natural resources - all in relation to the goals of sustainable development. The chapter also discusses the concept of corporate social responsibility (CSR), which is now recognized as the process by which business contributes to the implementation of sustainable development. How sustainable development (SD) and corporate social responsibility (CSR) are incorporated into the organization's strategies and influence the corporate strategy on the corporate and functional areas of the organization is presented in the last chapter of the first part of the e-book. The next part of the e-book helps readers understand the concepts of SD and CSR in the field of organizational strategy - in strategic management, and at the level of functional strategies—marketing, human resources, marketing research, accounting and operational management. The authors explain the reasons why companies need to consider the local and global perspective when setting SDGs, and the existence of potential conflicts within them. Taking into account the area of ​​marketing, the authors point to the increase in environmental and social awareness of all stakeholders, which translates into changes in the criteria for decision-making by managers and risk assessment. The issue of sustainability is also the subject of market research. Companies producing products and services, institutions dealing with environmental or consumer protection, scientists and students conduct many research projects related to, inter alia, much more. How to use secondary data for analysis and how to prepare, conduct, analyze and interpret the results of primary research in that area are discussed in detail in the next chapter of this section. The concept of SD also refers to the basic functions of human resource management (HRM)—recruitment, motivation, evaluation and control. They should take into account SD not only for the efficiency of the organization and long-term economic benefits, but also for ethical reasons. Thanks to the SHRM, the awareness and behavior of the entire organization can strongly express sustainable goals in the planning and implementation of the overall corporate strategy. The growing importance of the idea of ​​SD and the concept of CSR also resulted in the need for accounting and finance to develop solutions enabling the provision of information on the methods and results of implementing these concepts in entities operating on the market. This part of the book also examines manufacturing activities in the context of sustainability. As a result, many problems arise: waste of resources, mismanagement, excessive energy consumption, environmental pollution, use of human potential, etc. The chapter presents such concepts as: zero-waste, lean-manufacturing, six-sigma, circular production, design and recycling products in the life cycle as well as ecological and environmentally friendly production. The next two parts of the e-book contain examples of companies from Central and Eastern Europe that used SD goals in their strategies, questions and tasks for readers.

For several decades South Korea has been recognised as a country in which hepatitis B is endemic, but it has also become famous for its controlled hepatitis epidemic, using a well-organised vaccination plan.The social determinants surrounding the vaccination plan have not been studied, however. In the 1980s, the hepatitis issue was a major concern in Korea, involving various actors, including medical doctors, the government, foreign scholars, and international institutions. While the domestic production of hepatitis B vaccines and the vaccination campaigns focused on newborns, combined with extensive prenatal screening have been counted as key success factors, the adoption of these specific measures was not simply based on scientific analysis. In this sense, when an anti-hepatitis plan was finally introduced in South Korea, it was not just a reaction to the prevalent hepatitis B but also a reflection of the nation’s future-oriented, developmentalist imaginaries.

Abstract:
This essay focuses on two related “radical theories” of development, dependency and world-systems theory, and shows how they emerged as a critique partly of modernization theory and of the development strategy of import substitution industrialization. The dependency and world-systems perspectives on development were very influential among radical development theorists from the late 1960s onwards, all of whom agreed that capitalism had to be theorized as a world-system. These include Andre Gunder Frank, Fernando Henrique Cardoso, Theotonio Dos Santos, Walter Rodney, Samir Amin, Arghiri Emmanuel, and Immanuel Wallerstein. Some “stronger” versions of dependency, associated with underdevelopment and world-systems theory, have been introduced in recent years. In particular, A. G. Frank proposed the idea that development and underdevelopment are two sides of the same coin. A more nuanced approach to understanding dependency suggested that development and dependence were in some respects compatible. Wallerstein’s world-systems theory has spawned another approach called world-systems analysis. As theories, the ideas associated with both dependency and the world-systems are problematic, failing, for example, to adequately explain the origins of the capitalist world economy. However, both theories remain useful for understanding the current global order. In addition to recognizing that capitalism can in some respects be regarded as a world-system, the two approaches correctly assume that neoliberalism reinforces hierarchies by undermining the capacities of states to shift out of low value production into higher value sectors, as shown by historical patterns of manufacturing.

Abstract:
Supply control approaches to drug problems focus on the production, distribution, and sale of illicit psychoactive substances, and include alternative development programmes in producer nations, control of precursor chemicals used to produce certain drugs (e.g. methamphetamines) interdiction at national borders, and the incarceration of drug dealers at all levels. There is no evidence that promoting alternative development as part of global drug control strategy has a noticeable effect on use. Other interventions far up the distribution chain have produced transient market disruptions sufficient to affect drug use and related health outcomes The little evidence that exists suggests that policies focused on apprehension and extended periods of incarceration for high-level drug dealers have diminishing returns. Nor is local or street-level enforcement a viable strategy for reducing drug use because of the large numbers drug dealers involved. Nevertheless, supply-control interventions absorb the bulk of drug control spending in most nations.

Abstract:
This chapter explores the relationship between unions and skills at the workplace. We argue that the significance of the skills agenda is broadly concomitant with a shift in the labour process beyond mass production into newer trajectories, variously described as post-Fordism, post-industrialism, flexible specialization and new production concepts. Unions are increasingly equating their members’ learning (and skills) as much as with enhancing their employability as with broader emancipation or entry into a trade. Through focusing on the contrasting cases of the UK and Sweden we show how the recent pursuit of the skills agenda has gone hand in hand with a strategic reorientation of unions, in response to more challenging bargaining environments and a declining membership base. We also argue that different approaches by unions to skills can be explained not only by national and sectoral factors but also by agency and voice mechanisms.

W. Arthur Lewis, the founding father of development economics, saw developing economies as dualist, that is, characterised by differences in earnings and productivity between and within economic sectors. His famous model of development, in which ‘surplus’ (unemployed and underemployed) labour was drawn out of subsistence activities and into manufacturing, was reflected in the subsequent East Asian development trajectory in which labour was drawn into low-wage, labour-intensive manufacturing, including in clothing production, before shifting into higher-wage work once the supply of surplus labour had dried up. This development strategy has become unfashionable, the concern being that in a globalized world, labour-intensive industry promises little more than an impoverishing ‘race to the bottom’. A strong strand in contemporary development discourse favours the promotion of decent work irrespective of whether surplus labour exists or not. We argue that ‘better work’ policies to ensure health and safety, minimum wages and worker representation are important. Decent work fundamentalism—that is, the promotion of higher wages and labour productivity at the cost of lower-wage job destruction—is a utopian vision with dystopic consequences for countries with high open unemployment, including most of Southern Africa. We show, using the South African clothing industry as a case study, that decent work fundamentalism ignores the benefits of dualism (the co-existence of high- and low-wage firms), resulting in the unnecessary destruction of labour-intensive jobs and the bifurcation of society into highly-paid, high-productivity insiders and unemployed outsiders. The South African case has broader relevance because of the growth in surplus labour—including in its extreme form, open unemployment—across a growing number of African countries. Inclusive dualism, as a development strategy, takes the trade-off between wages and employment seriously, prioritizes labour-intensive job creation and facilitates increased productivity where appropriate, so that jobs are created, not destroyed.

Abstract:
The monograph presents the results of sociological research on the project “The political culture of the Russian society in the transition to a new technological structure and implementation Of the strategy of scientific and technological development of the Russian Federation and the Decree of the President of the Russian Federation from 07.05.2018 № 204 «On national goals and strategic objectives of the Russian Federation for the period up to 2024»”. The all-Russian survey was conducted in May-June 2019 in 22 regions of the Russian Federation. The study of the structure and nature of citizens’ opinions on national development goals and digital society shows that the Russian society has formed the initial elements of the fundamental components of an innovative political culture: knowledge, beliefs and attitudes for the actual behavior of citizens in terms of the introduction and use of information and communication technologies and the implementation of national projects. The problematic situation is identified and described in the monograph, according to the author, requires a thought-out and verified program of political actions, both on the part of the Government of the Russian Federation and on the part of civil society institutions in order to create a high cognitive, labor motivation in this strategically decisive area of life of the Russian society. The urgency, scale and complexity of the tasks require the unification of the efforts of civil society with a leading role and strategic coordination of state actions. The monograph summarizes the results of sociological research on topical issues on the agenda of Russian society and the state, and can be useful for management personnel of state and municipal administration, production organizers, managers of social and educational institutions, researchers, University teachers, graduate students and students.

Abstract:
Based on the seven case studies analysed in this volume, this chapter concludes that national development banks (NDBs) have been successful in many cases in supporting innovation and entrepreneurship, key new sectors like renewable energy, and financial inclusion. They have developed new instruments, such as far greater use of guarantees, equity (including venture capital) and debt funds, and new instruments for financial inclusion. The context in which they operate is key to their success. Active countercyclical policies, low inflation, fairly low real interest rates, a well-functioning financial sector, and competitive exchange rates are crucial. They are also more effective if the country has a clear development strategy, linked to production sector strategies that foster innovative sectors. Under these conditions, the chapter argues that there is great need for a larger scale of NDB activity in Latin America and in developing countries in general.
