Abstract:

The monograph examines the historical and economic aspects of state regulation of the economy, and concludes that the national results of identical economic policies pursued by individual countries at different stages of development are heterogeneous. The necessity of improving the mechanism of centralized influence on economic activity in the Russian Federation by finding the optimal combination of various tools, taking into account the specifics of state regulation of the oil and gas complex as a structural element of the national economy, is proved. The article examines the world experience of oil-producing countries with a developed market structure, analyzes the cause-and-effect relationships between global processes on the world energy market and the internal economic specifics that arose during the modernization of production and the reform of the regulatory mechanism of the Russian oil and gas complex. It is recommended to everyone who is interested in the issues of state regulation of the economy and the development of the domestic oil and gas sector: state civil servants working in the fuel and energy sector, managers and employees of oil and gas enterprises, teachers, doctoral students, postgraduates and students.

Abstract:

Brazilian agriculture reinvented itself by targeting a science-based approach. Embrapa, the research arm of the Brazilian Ministry of Agriculture, is recognized as key in this process. A set of characteristics—public corporation model; scale of operation at national level; spatial decentralization; specialized research units; strong focus in human capital; a vision of an agriculture based on science and technology—explains Embrapa’s strength and achievements. Looking ahead, agricultural production needs to increase at least at the same pace of demand. Otherwise, prices will increase, and the poor will suffer the greatest impact. One of the greatest barriers to ensure modern technology will be more broadly and effectively adopted is market imperfection, which alters relative prices and the returns to investment in technologies. Reducing market imperfections is a necessary condition for expanding production in a more inclusive way, and to increase the effectiveness of policies targeting technology adoption by farmers.

Abstract:

This chapter examines ecological modernization, a discourse that addresses the restructuring of the capitalist political economy along more environmentally defensible lines. At one level ecological modernization is about the search for green production technology, and especially clean energy. However, this search also opens the door to intriguing possibilities for more intensive transformation, involving political change as well as technological change. So although at first sight ecological modernization looks like a rescue mission for industrial society, albeit an imaginative one, it also points to political and economic possibilities beyond industrial society. The central assumption of ecological modernization is that the capitalist political economy needs conscious reconfiguring and far-sighted action so that economic development and environmental protection can proceed hand-in-hand and reinforce one another. The chapter first explains the idea of ecological modernization before discussing its discourse analysis. It concludes with some remarks on the future of ecological modernization.

Abstract:

This chapter, which describes why religion is resurging in the political sphere and the conditions under which religion is most likely to cause troubling violence, also places the source of the problem at the intersection of local politics and three global trends: modernization, democratization, and globalization. The urbanization that accompanied modernization is largely an artifact of the increasing industrialization of production, including especially agricultural production. A greater voice for religion and religious actors is assisted by the global movement toward greater democratization. When globalization accelerated, religious actors are in a position to harness its associated technologies. In the current era, the transnational dimensions of religion, and in particular Islam, explain why religious civil wars have the character of starting out local and then becoming more global. Solving religiously inspired violence demands the combination of religious authority with a better idea.

Abstract:

Early innovators in CHP-DH, the Soviet Union opted for the large-scale deployment of CHP-DH to ensure the centralized supply of heat and electricity, while in most countries’ heat production and supply was developed based on individual boilers. Currently, Russian heat production installations have low energy efficiency. CHP-DH penetration rate has been decreasing as consumers have started to switch to individual boilers. This ‘chaotic boilerization’ trend threatens to nullify the innovation gains achieved by Russia. To attract investments in the modernization of the CHP-DH infrastructure, Russia adopted an innovative approach to regulation: market-based principles in heat supply. Surprisingly, despite government interference, authorities have concluded that the market—instead of subsidies—must drive innovation. Russian experience highlights the difficulty of implementing innovative market-based reforms to attract investments in CHP-DH systems. Price limits avoid abuses of the heat suppliers’ de facto monopoly and thus remain a crucial regulatory task to ensure affordability.

Abstract:

This chapter examines the history of modernist fiction in Australia, New Zealand, and Canada within the larger context of geomodernist scholarship. It first considers how modernism relates to modernity and modernization before discussing cultural nationalism and the debate between the ‘native’ and the ‘cosmopolitan’. It then analyses boundary-troubling between realism and modernism, James Joyce's influence on fiction writers, and the works of Indigenous writers that force a reconsideration of modernism. It also explores the publishing infrastructure of modernist fiction production as well as the dialectical move between imitation and subversion as seen in Australian, New Zealand, and Canadian literatures. Finally, it provides additional contexts through which to understand how material conditions such as the availability of publication outlets shape the ways in which literary movements develop and gather momentum.

Current debates on sustainability are largely building on a problematic assumption that increasing technology use and advancement are a desired phenomenon, creating positive change in human organizations. This kind of techno-optimism prevails particularly in the discourses of ecological modernization and green growth, as well as in the attempts to design sustainable modes of production and consumption within growth-driven capitalism. This transdisciplinary book investigates the philosophical underpinnings of technology, presents a culturally sensitive critique of technology, and outlines feasible alternatives for sustainability beyond technology. By examining the conflicts and contradictions between technology and sustainability in human organizations, the book develops a novel way to conceptualize, confront and change technology in modern society. The book draws on a variety of scholarly disciplines, including humanities (philosophy and environmental history), social sciences (ecological economics, political economy, and ecology) and natural sciences (geology and thermodynamics) to contribute to sustainability theory and policy.

In El Techo de la Ballena, María C. Gaztambi depresents an account of the visual arts production of the Caracas-based collective El Techo de la Ballena (active 1961−69). In spite of evident convergences with other global art tendencies, these radicalized artists from Venezuela anchored their multidisciplinary interventions in a fundamental retrograde stance which, in the author’s view, represented a deliberate inversion of an internationallyaligned modernity hinging on the need for constant evolution and progress in the visual arts. El Techo’s against-the-grain position became the basis for a disorderly project of grief that counteracted the swiftness by which Venezuela fast-tracked its modernization (in the sense of material and technological progress) and consumed international modernism (its cultural production). Against this fragmentary development, El Techo deployed an integrated approach to art-making that included artworks with multiple meanings, alternative exhibition spaces, politicized actions, as well as highly confrontational printed materials. All these elements came together into a single, indivisible body of work merging the visual, the poetic, the performative, and the political. Yet Venezuela’s eroded local environment required an outright unsettling through extreme scatological content and strategies that the balleneros qualified as “a biological art, violently exuded from our bowels…” Theirs was a total output that tested the limits of art to provoke an anesthetized local public under the motto of cambiar la vida, transformar la sociedad(to change life, to transform society).

Abstract:

This book tackles the question of how countries achieve rural development and offers a new way of thinking about East Asia's political economy that challenges the developmental state paradigm. Through a comparison of Taiwan (1950s–1970s), South Korea (1950s–1970s), and China (1980s–2000s), the book shows that different types of development outcomes—improvements in agricultural production, rural living standards, and the village environment—were realized to different degrees, at different times, and in different ways. The book argues that rural modernization campaigns, defined as policies demanding high levels of mobilization to effect dramatic change, played a central role in the region and that divergent development outcomes can be attributed to the interplay between campaigns and institutions. The analysis departs from common portrayals of the developmental state as wholly technocratic and demonstrates that rural development was not just a byproduct of industrialization. The book's research is based on several years of fieldwork in Asia and makes a unique contribution by systematically comparing China's development experience with other countries. Relevant to political science, economic history, rural sociology, and Asian Studies, the book enriches our understanding of state-led development and agrarian change.

A history of epidemics and disease prevention in eighteenth- and early nineteenth-century Mexico, Enlightened Immunity focuses on the multiethnic and multimedia production of medical knowledge in a time when the governance of healthy populations was central to the pursuits of absolutist monarchies. The book reconstructs the cultural, ritual, and political background of Mexico’s early experiments with childhood vaccines, tracing how the public health response to epidemic disease was thoroughly enmeshed with religion and the church, the spread of Enlightenment ideas about medicine and the body, and the customs and healing practices of indigenous villages. It was not only educated urban elites—doctors and men of science—whose response to outbreaks of disease mattered. Rather, the cast of protagonists crossed ethnic, gender, and class lines: local officials who decided if and how to execute plans that came from Mexico City, rural priests who influenced local practices, peasants and artisans who reckoned with the consequences of quarantine, and Indian tributaries who decided if they would hand their children to vaccinators. By following the public response to anticontagion measures and smallpox vaccine in colonial Mexico, Enlightened Immunity sheds light on fundamental questions about trust, uncertainty, and the role of religion in a period of medical discovery, innovation, and modernization.

Mapping the -- not always chronological -- trajectory from representationalist-naturalist theatre (Strindberg, Sartre) to the theatre of the historical avant-garde (Brecht, Artaud), this book puts milestones of modernist theatre in conversation with new materialist, posthumanist philosophy and affect theory. Arguing that existing modernization theories have been unnecessarily one-sided, Biopolitics, Materiality and Meaning in Modern European Drama offers a rewriting of modernity that cuts across binary methodologies – nature and culture, mind and matter, epistemology and ontology, critique and affirmative writing, dramatic and postdramatic theatre. Going beyond the exclusive focus on questions of identity, representation and meaning on the one hand or materiality on the other hand, the book captures the complex material-discursive forces that have shaped modernity and modern theatre. In powerfully prescient readings of modern anxiety, contagion and performance, the volume specifically reworks the biopolitical, immunitarian exclusions that mark Western epistemology leading up to and beyond modernity’s totalitarian crisis point. The book reveals the performativity of theatre in its double sense -- as theatrical production and as the intra-activity of an open and dynamic system of relations between multiple human and more-than-human actants, energies, and affects. In modern theatre, public and private, human and more-than-human, materiality and meaning co-productively collapse in a common life.

Abstract:

In South Korea, the processes of rapid modernization after the Second World War were accompanied by an upturn in the religion that has suffered the heaviest losses in Europe: Protestant Christianity. The analysis shows that the rise of Protestantism in South Korea can be attributed to a number of factors. The provision of support networks of solidarity for individuals exposed to the rapid processes of modernization, industrialization, and urbanization played just as much a role as the productive acceptance of widespread expectations of advancement and prosperity, the link to the traditions of Korean folk religion, the capacity to mobilize resources, and the role-model effect of successful Protestant elites. What may have been most significant, though, is that Protestantism was able to fulfil non-religious functions, too. However, religious growth has clearly reached a limit, since connecting with religious communities to achieve non-religious goals seems to be becoming less necessary.

Abstract:

This essay focuses on two related “radical theories” of development, dependency and world-systems theory, and shows how they emerged as a critique partly of modernization theory and of the development strategy of import substitution industrialization. The dependency and world-systems perspectives on development were very influential among radical development theorists from the late 1960s onwards, all of whom agreed that capitalism had to be theorized as a world-system. These include Andre Gunder Frank, Fernando Henrique Cardoso, Theotonio Dos Santos, Walter Rodney, Samir Amin, Arghiri Emmanuel, and Immanuel Wallerstein. Some “stronger” versions of dependency, associated with underdevelopment and world-systems theory, have been introduced in recent years. In particular, A. G. Frank proposed the idea that development and underdevelopment are two sides of the same coin. A more nuanced approach to understanding dependency suggested that development and dependence were in some respects compatible. Wallerstein’s world-systems theory has spawned another approach called world-systems analysis. As theories, the ideas associated with both dependency and the world-systems are problematic, failing, for example, to adequately explain the origins of the capitalist world economy. However, both theories remain useful for understanding the current global order. In addition to recognizing that capitalism can in some respects be regarded as a world-system, the two approaches correctly assume that neoliberalism reinforces hierarchies by undermining the capacities of states to shift out of low value production into higher value sectors, as shown by historical patterns of manufacturing.

Conventionally, U.S. immigration history has been understood through the lens of restriction and those who have been barred from getting in. In contrast, this book considers immigration from the perspective of Chinese elites—intellectuals, businessmen, and students—who gained entrance because of immigration exemptions. Exploring a century of Chinese migrations, the book looks at how the model minority characteristics of many Asian Americans resulted from U.S. policies that screened for those with the highest credentials in the most employable fields, enhancing American economic competitiveness. The earliest U.S. immigration restrictions targeted Chinese people but exempted students as well as individuals who might extend America's influence in China. Western-educated Chinese such as Madame Chiang Kai-shek became symbols of the U.S. impact on China, even as they patriotically advocated for China's modernization. World War II and the rise of communism transformed Chinese students abroad into refugees, and the Cold War magnified the importance of their talent and training. As a result, Congress legislated piecemeal legal measures to enable Chinese of good standing with professional skills to become citizens. Pressures mounted to reform American discriminatory immigration laws, culminating with the 1965 Immigration Act. Filled with narratives featuring such renowned Chinese immigrants as I. M. Pei, this book examines the shifts in immigration laws and perceptions of cultural traits that enabled Asians to remain in the United States as exemplary, productive Americans.
