Abstract:
Electronic purchasing or e-procurement saves millions of dollars yearly in transaction costs. E-procurement helps to cut down the supplier base, promotes paperless transactions, and increases transparency and accountability in the procurement process. Nonetheless, studies report that around 80% of e-procurement initiatives have met with failure and failed to achieve the desired results. Although studies to better understand the Critical Success Factors (CSFs) of e-procurement implementation involving various industries have been on the rise, little is known about architecture engineering and construction (AEC) practices, which has led to limited development of pragmatic frameworks to uncover the factors. Thus, this study aims to identify those CSFs (predicting variables) which significantly contribute to e-procurement implementation success in the construction sector and to put forward for better implementation. Results from multiple regression analysis revealed five factors to be statistically significant predictors of success. Three factors were determined to be predictors of user satisfaction. Finally, internet online procurement frameworks were developed for the success of e-procurement implementation in the construction sector.

Abstract:
This paper focuses on how organisations utilise external capabilities to procure high-technology products and services. It is argued that the conceptual frameworks developed in the context of organisations which manufacture such products need to be modified to explain the behaviour of organisations that buy them. The use of third-party consultants in the procurement process is explored and a new class of temporary capabilities, termed Contingent Capabilities, is proposed. This class of capabilities occupies the boundary between accepted notions of core and non-core, and play an essential role in the innovation process. The roles of two distinct categories of Contingent Capabilities, strategic and tactical, within the innovation process are explored. The paper concludes with an agenda for further work in this area.

Abstract:
Purpose The propose of this study is to focus on the mediating role of compliance with procurement regulatory frameworks in implementing public road construction projects. Design/methodology/approach A cross-sectional research design was adopted. Structured questionnaires were developed in a three-step process including generating items, purifying measurement items and validating measurement items. Variables were anchored on a five-point Likert scale because it is an efficient unidimensional scale that ensures all items measure the same thing and widely applicable in construction research. Findings The findings show that compliance with a public procurement regulatory framework significantly mediates the relationship between familiarity with a public procurement regulatory framework, monitoring activities, sanction on staff and contractors’ resistance to non-compliance and public road construction project success. However, compliance with a public procurement regulatory framework does not mediate the relationship between the professionalism of staff and perceived inefficiency with public road construction projects’ success. Research limitations/implications Limited mediation studies and examples in the public road construction subsector affected this study to comprehensively investigate and compare study findings. Furthermore, the study adopted a cross-sectional research design that limits responses to one point in time. Finally, the study missed out other participants in different organizations and departments that could have had relevant information. Social implications The study contributes to public procurement and construction management research fields by uncovering this strong mediating role of compliance with a public procurement regulatory framework that collectively would help the government to implement public road construction projects successfully. Because no single factor can reliably attain objectives, blending these factors through a hybrid governance system would enable the government to achieve value for money, increase the quality and quantity of paved roads and save funds that can be channeled to other priority sectors for economic development. Originality/value Despite scholarly efforts to establish project success factors, studies have been limited to factors directly impacting the project success without considering a mediating effect among the factors that affect the success of these projects.

Abstract:
Purpose This paper aims to explore selected real-world procurement fraud incidents in the US Department of Defense (DoD) and the implications of these incidents to the DoD’s contracting processes and internal controls. Design/methodology/approach This paper analyzes actual procurement fraud incidents and identifies in which phase of the contract management process the fraud occurred and which internal control component was associated with the fraud scheme. Findings The fraud incidents generally occurred during the source selection and the contract administration phases and involved the control activities, monitoring and control environment components of internal control. Research limitations/implications The fraud incidents are analyzed using contract management and internal control frameworks adopted by the US Government. Recommendations are developed for improving contracting processes and internal controls as an approach to deterring and detecting procurement fraud and may be applicable to other international public procurement bodies. Practical implications Governments are ensuring auditability in public procurement as a means of improving agency governance. The research findings suggest that an emphasis on capable contracting processes and effective internal controls should be adopted for fighting procurement fraud. Social implications Ensuring auditability in public procurement has a far-reaching effect in society. The value of capable processes and effective internal controls is gaining much attention in public agencies, as they strive for accountability, integrity and transparency in their governance processes. Originality/value By emphasizing capable processes and effective internal controls, governments can apply a strategic approach to detecting and deterring fraud and thus ensure that government monies are spent in the most effective and efficient ways.

The UK laws regarding the licensing of medicines have been developed to reduce the likelihood of harm through their use. Unlicensed medicines lie outside that harm management process; they have additional risks and require professional responsibilities that are complex. Therefore, pharmacy practice applies risk management tactics that are specific to how it manages unlicensed medicines, especially in hospitals, where the risks of their use is at its highest. Due to increasing demand and costs - but static funding - healthcare in the UK's National Health Service is under stress and undergoing a period of transformation and cost savings. That transformation affects all areas of pharmacy practice and medicines procurement. Service leaders need to keep a focus on maintaining safety systems for unlicensed medicines through a period of change, including potential changes in roles and responsibilities.

This research aims to explores the beneficial extension of the Holdco strategy and formulates the suitable meso-level strategies for PT Semen Padang. This research uses primary and secondary data collection methods, identifies the environments through generic frameworks, analyses qualitative data through thematic frameworks, and formulates the result as corporate and business strategies. According to the research, Holdco set the sales target in a top-down instruction without PT Semen Padang's interference on the procurement, marketing of cement and clinker, and supply chain functions. These functions are essential and inseparable from sales targets but withdrawn to Holdco. However, Holdco allows PT Semen Padang to develop the plant process, non-cement product, non-clinker product, and enter the non-cement business. Therefore, PT Semen Padang could fulfill the strategy gap and gain a global subsidiary mandate by building a university-industry collaboration, strengthening the vertical integration, utilizing cost-saving technologies, and the outside cement chain diversification. Purpose – Private certification systems (PCS) have emerged as governance tools for sustainable development, regulating social and environmental standards through global supply chains. PCS are seen as essentially private and market-driven, but governments have engaged with them in various ways. There are also substantial differences in the institutional design of PCS with regard to the standard-setting process, ex-ante conformity assessment and ex-post verification procedures. Consequently, what determines the institutional design of PCS has attracted growing attention. This article argues that governments, through public regulation, influence the design of PCS, which in turn affects their effectiveness. The paper aims to discuss these issues. Design/methodology/approach – First, a review of academic literature, policy and legal documents presents how PCS have become institutionalized in government policy, focusing on sustainable public procurement (SPP) regulation. Second, the authors explore the link between effectiveness and the institutional design of PCS by empirically assessing the variations between institutional parameters conducive to effectiveness. Data from the Ecolabel Index database were used to assess the presence or absence of four institutional design parameters related to the rule-making and monitoring mechanisms of PCS. Findings – Public procurement regulations are important drivers influencing the institutional design of PCS. The buying power and market share of government spending is a potential tool for policy-makers not only to stimulate the adoption of PCS, but also for shaping their design and effectiveness. However, the impact of such policies is highly dependent upon the market-share of public procurement within a given sector. In addition to public procurement frameworks, other factors drive the institutional evolution of PCS. Originality/value – The article connects two themes within the study of non-state market regulation; the growing interaction of governments with PCS, and the institutional variety and development of these systems.

Abstract:
Purpose The construction industry has been subject to substantial criticism for its short-term “hit-and-run” relationships which are focussed on win-lose situations. Despite the wide recognition of these problems the industry persistently resists the radical demanded of it. Therefore, the purpose of this paper is twofold. First, to investigate why this might be the case by reviewing the governance problem confronting clients and decision makers in construction procurement, as conceptualised in transaction cost economics (TCE). Second, to critically analyse and question the efficiency and effectiveness of various safeguarding approaches, which are taken for granted and commonly practiced in construction, from a lean perspective. Design/methodology/approach The analysis of this paper is based on an in-depth critical review of 76 construction procurement and contractual-related articles, ranging from 1994 to 2016, using theories of Lean construction and TCE as an analytical lens. Findings Findings reveal that clients and decision makers often tend to safeguard their project-specific assets, against opportunism and exploitation, through the deployment of formal contractual arrangements and governance structures. These arrangements and structures typically dominate the management of the project delivery often to the detriment of the project itself; but because there is a belief that interests are safeguarded, clients and decision makers feel they have taken the best course of action. This goes a long way to explaining the coherence of the current construction model. Research limitations/implications To the best of the authors’ knowledge, this paper is the first to demonstrate the usefulness of using principles of Lean construction in association with TCE when analysing construction-procurement-related issues. In particular, the use of a “lean” lens helps to expose the impact of procurement governance arrangements on process flow. The study also provides a potential research agenda that can lead to the development of prescriptive conceptual frameworks for causal analysis of institutionalised waste in construction. Practical implications The paper attempts to expose to clients and decision makers the amount of waste (and unnecessary cost) they embed by adhering to prevailing unfit-for-purpose contractual governance approaches. It also helps decision makers to consider alternative procurement arrangements and organisational techniques that could be of value and support collaborative ways of working. Originality/value The study contributes to the overall understanding of waste in construction by providing insight into various imperfect procurement and contractual arrangements, which are taken for granted and impede efficiency and improvement efforts in construction. The findings presented provide a theoretical anchor and rationale for developing alternative approaches to the design and delivery of capital projects.

Corporations increasingly consider sustainability as an important goal and set net zero carbon emissions targets, consequently looking towards their electricity procurement to achieve them. Guarantees of Origin (GOs) are widely used as insurances for the renewability of electricity supplies and proofs of compliance to renewable standards; however, they suffer from structural problems. Their transactional history cannot distinguish between those traded among market actors and the ones that come directly from power plants, giving rise to transparency issues. Certificate trading dissuades producers from investing in an increase in renewable capacity resulting in lack of additionality while complex frameworks and administrative structures emerge to keep track of the vast network of GOs. These issues can be resolved through the introduction of blockchain networks which can provide transparency and help incentivise renewable investment while increasing automation and process simplification. This review explores the benefits and challenges of blockchain implementation for GOs and proposes a rethinking of how this scheme may fulfil the future needs of the energy sector.

Thesis. The culture of organising architectural competitions has a long tradition in Europe. The architectural desgin contest is used as a democratic tool for selecting the best design solution. In today’s European building culture there is a constantly growing need for the social input into the design process. In effect, architectural competitions are facing changes. On the one hand, an architectural design contest needs to fulfill the EU’s legal frames. On the other hand, the traditional forms of competions are questioned by society, that is searching for a more transprent selection process. Methods. The study shows the concept of the building culture (Baukultur) as an ideological background of all the building activity in Europe. It describes the role of an architectural competition as an instrument for the high quality development. The author shows current legal frameworks for the design contests included in the EU directives and presents different competition practices in Europe with a focus on Poland. Results. There are not many examples of architectural competitions that anticipate the social input. It is an effect of not adjusted procurement law. Nevertheless, some exceptions have already been made. Conclusions. The main difficulty in architectural design contest with social participation is the need of maintaining the legal framework based on the anonymity of the participant. The social input in the case hampers the preservation of this condition, hence various attempts to modify the existing, traditional formulas.

Innovation matters. Business success increasingly depends upon sustainable innovation. Observing recent innovation best practices, the emergence of a new paradigm is traceable. Creating an innovative ecosystem has a multilayer effect: It contributes to regional digitalization, technological start-up emergence, open innovation promotion, and new policy enhancement retro-feeding the system. Public policy must create open innovation environments accordingly with the quintuple helix harmonizing the ecosystem to internalize emerging spillovers. The public sector should enhance the process, providing accurate legal framework, procurement of innovation, and shared risks in R&D. Opening the locks that confine the trunks of community, academic, industry, and government innovation will harness each dimension exploiting collective and collaborative potential of individuals towards a brighter sustainable future. In this sense, the aim of this study is to present how open innovation can enhance sustainable innovation ecosystems and boost the digital transition. For that, firstly, a diachronic perspective of the sustainable innovation ecosystem is traced, its connection to open innovation, and identification of the university linkages. Secondly, database exploration and econometric estimations are performed. Then, we will ascertain how far open innovation frameworks and in particular the knowledge flows unveiled by the university promote smart and responsible innovation cycles. Lastly, we will propose a policy package towards green governance, empowering the university in governance distributed ecosystem, embedded in the community, self-sustained with shared gains, and a meaningful sense of identity.

Web Testing This application with black box method and shows it is running well and no error method, so it can be declared passed. Web Creation This application involves the LTE 2.0 Admin Template with bootstrap CSS, for programmer frameworks using MVC model view controllers that exist in the Code Igniter 3.0 framework so that it is faster and easier to implement or developed in other field companies or in the manufacturing industry. Tests using lighthouse for perform by 94% showed that the application designed to have a good performance for display results, and its access value of 60%, indicating that the process related to responsiveness between users is appropriate both using PC / Tablet / Mobile

Abstract:
Purpose Construction industry and the built environment professions play an important role in contributing to society’s improved resilience. It is therefore important to improve their knowledgebase to strengthen their capacities. This paper aims to identify gaps in the knowledgebase of construction professionals that are undermining their ability to contribute to the development of a more disaster resilient society. The paper also provides a series of recommendations to key actors in the built environment on how to more effectively mainstream disaster resilience in the construction process. Design/methodology/approach The paper reports the findings of 87 stakeholder interviews with: national and local government organisations; the community; non-governmental organisations, international non-governmental organisation and other international agencies; academia and research organisations; and the private sector, which were supplemented by a comprehensive analysis of key policies related to disaster resilience and management. The findings were validated using focus group discussions that were conducted as part of six organised stakeholder workshops. Findings The primary and secondary data generated a long list of needs and skills. Finally, the identified needs and skills were combined “like-for-like” to produce broader knowledge gaps. Some of the key knowledge gaps identified are: governance, legal frameworks and compliance; business continuity management; disaster response; contracts and procurement; resilience technologies, engineering and infrastructure; knowledge management; social and cultural awareness; sustainability and resilience; ethics and human rights; innovative financing mechanisms; multi stakeholder approach, inclusion and empowerment; post disaster project management; and multi hazard risk assessment. The study also identifies a series of recommendations to key actors in the built environment on how to more effectively mainstream disaster resilience in the construction process. The recommendations are set out in five key themes: education, policy, practice, research and cross-cutting. Research limitations/implications This study is part of an EU funded research project that is seeking to develop innovative and timely professional education that will update the knowledge and skills of construction professionals in the industry and enable them to contribute more effectively to disaster resilience building efforts. Originality/value The paper provides an extensive analysis of the gaps in the knowledgebase of construction professionals that are undermining their ability to contribute to the development of a more disaster resilient society. Accordingly, the paper recommends major changes in construction education, research, policy and practice with respect to mainstreaming disaster resilience within the construction process.

Purpose: to consider the evolvement of relationships between the structural elements of the financial mechanism in the public procurement framework and estimate their qualitative change under the influence of financial and economic instruments from the point of view of increasing the efficiency of using financial resources in the context of a program-oriented approach to budget expenditure planning.Methods: the research was conducted with the application of general and specific scientific methods, which include statistical analysis, analytical data processing methods, analogies, scientific generalizations, etc.Results: based on the analysis of changes in legal framework the author of the research performed evaluation of the interaction of structural elements of financial mechanism on the stages of planning, supplier selection, performance of contract; there were analysed perspectives of its development through transformation of integrated use of instruments, and defined evaluation marks of procurement monitoring within the governmental programs. The research demonstrated that, as the result of state procurements made within the period from 2017 – early 2020, upon the modernization of tools applied in the system, there can be observed a qualitative enhancement in interconnection of structural elements, which means decrease in labour efforts and duration of procurement procedures, as well as higher level of transparency on different stages of the process.Conclusions and Relevance: the analysis of legislative framework in state procurements segment and statistical data of the practice of their application demonstrates that the intensive reforming in state procurements segments is reasoned completely by the need to achieve the main foal of the public administration funding, which lies in the enhancement of effectiveness in the use of common financial resources. The fulfilment of the governmental order through the system of competitive procurements is aimed at the most complete satisfaction of the demands of all economic agents, including state, society, and population. The quality modernisation of tools applied on the state of procurement process provides an opportunity to lower the ordering customers’ labour efforts for elaboration of a schedule, diminish the terms envisaged for the planning, deciding on the supplier and performance of the contract. The switch to the electronic form of interaction among the participants, including the procurement documentation, reveals the opportunity to optimize the mechanism of financial control management and organization.

Abstract:
Purpose This paper aims to focus on understanding and preventing corruption in procurement in public sector settings. Just as not all corruption is the same, not all procurement is the same. One purpose is to analyze different types of procurements: standard, customized, intangible and complex. Corruption in procurement undermines public administration, and the purpose of this paper is to identify different types of procurements and provide readers with a framework for analysis and subsequent intervention. Design/methodology/approach In all, 42 actual cases of public sector corruption in procurement are examined, and from these, an analytical matrix is developed. These cases are derived from the reports of the New South Wales (Australia) Independent Commission against Corruption. These cases represent all of the procurement cases that the ICAC has taken to a formal hearing in its 30 years of existence. Findings While fraud is a major feature of corruption in procurement, there are significant organizational facilitators, and a number of slippage points in organizations are identified. These include peer culture, lack of due process, temptation and managerial incompetence/willful disregard, and these are built into a matrix which can be used in different countries or settings by readers wishing to understand and prevent different types of corruption in procurement in their agencies. Originality/value This paper uses cases that have not previously been aggregated or analyzed and provides analytical tools for practitioners and academics.

With an aim to achieve a more comprehensive monitoring of public procurement system implementation and an immediate application of the Public Procurement Law and secondary legislation for 2017/2018, I conducted a specific research activity on a sample of 54 respondents or about 9.57% of the total number of parties covered by application of this Law. It is a special-purpose sample, which is composed of individuals having the most experience and knowledge in public procurement affairs, public procurement officers employed in state administration bodies, local selfgovernment units, and business entities operating in the fields of water management, energy, transport and postal services.The aim of the research is to assess the situation regarding application of the Law from the respondents’ point of view, for the period of 12 x 2 months of the years 2017 and 2018.The research was done in a way that I have compiled a questionnaire and submitted it directly to selected representatives of the contracting authorities. The questionnaire contained questions related to the following: the method of organization of public procurement tasks within the contracting authority; the process of public procurement planning; the existence or non-existence of violation of anti-corruption rules and the rules for preventing conflict of interest within the contracting authority; the difficulties related to application of specific public procurement procedures and framework agreements; establishment of optional conditions for assessment of bidders’ capability; the method of conducting low value procurements and urgent procurements; the method of monitoring implementation of public procurement contracts; the training for public procurement tasks; the method of monitoring and observing the decisions of the State Commission for Control of Public Procurement Procedures; the inspection control.After having completed the questionnaire, the contracting authorities submitted their answers electronically, which I processed and analysed.

It finally highlights the appropriate configuration of framework procurement contract for procurement of discrete goods in the context of public sector procurement. Case overview/synopsis Primary and Secondary Healthcare Department (P&SHD), Government of the Punjab provides free public health-care services in the Punjab province. Public health-care services of P&SHD are organised in a tiered manner with almost 3,000 primary and secondary medical facilities dispersed throughout the Punjab province. P&SHD maintains inventories of approximately 300 medicines to support medical service provision. Complexity academic level This case can be taught in procurement and inventory management module of MBA level operations management course. It can also be used in executive course on public sector procurement management. The case aims to highlight the interrelation between inventory planning and procurement management process. Hence, it should be used after participants have understood inventory models, procurement process and procurement contract types. Purpose Though public-private partnership (PPP) programme in India has stabilized significantly with implementation of successful infrastructure projects, still it suffers from shortfalls related to some aspects of sustainable development. One of the ways to overcome these shortfalls is to modify the existing PPP procurement process in order to attain the sustainable development goals. The purpose of this paper is to develop a conceptual framework highlighting the strategies for integrating sustainable development principles in PPP procurement process. Design/methodology/approach Content analysis through literature review has been adopted to identify the shortfalls in PPP process and examine the possible strategies to overcome the shortfalls from best practices in implementation of PPP projects. The preliminary framework of strategies has been conceptualized to integrate sustainable development principles in PPP procurement process. Finally, the feasibility of preliminary framework has been undertaken through focussed interviews with local stakeholders of PPPs. Findings The study indicates opportunities to promote sustainable development in the current PPP procurement process exists through enhancement in critical aspects like stakeholder’s participation, environment impact assessment, value for money analysis, user’s charges, risk allocation policies, transaction and bidding cost, and bid evaluation criteria. Originality/value The paper presents a critical insight on integrating sustainable development principles in PPP procurement process which has not been the focus in the majority of previous research studies.

Purpose The purpose of this paper is twofold, first providing researchers with an overview about the uncertainties occurred in procurement including applicable approaches for analyzing different uncertain scenarios, and second proposing directions to inspire future research by identifying research gaps. Design/methodology/approach Papers related to supply chain risk management and procurement risk management (PRM) from 1995–2017 in several major databases are extracted by keywords and then further filtered based on the relevance to the topic, number of citations and publication year. A total of over 156 papers are selected. Definitions and current approaches related to procurement risks management are reviewed. Findings Five main risks in procurement process are identified. Apart from summarizing current strategies, suggestions are provided to facilitate strategy selection to handle procurement risks. Seven major future challenges and implications related PRM and different uncertainties are also indicated in this paper. Research limitations/implications Procurement decisions making under uncertainty has attracted considerable attention from researchers and practitioners. Despite the increasing awareness for risk management for supply chain, no detail and holistic review paper studied on procurement uncertainty. Managing procurement risk not only need to mitigate the risk of price and lead time, but also need to have sophisticated analysis techniques in supply and demand uncertainty. Originality/value The contribution of this review paper is to discuss the implications of the research findings and provides insight about future research. A novel research framework is introduced as reference guide for researchers to apply innovative approach of operations research to resolve the procurements uncertainty problems.

Russian procurement regulation exists not merely by itself, but also in the framework of the formation of unified approaches to procurement regulation within the Eurasian Economic Union (EAEU). These approaches today are based on a common methodology, although national laws of each state demonstrate various options for implementation. The integration processes affected by the creation of the EAEU also influence public procurement. The formation of a single economic space and unified procurement market as economic bases cannot exist without bringing the national legislation of EAEU member states on public procurement to uniform standards. The trend towards unification and harmonization of procurement legislation in the EAEU member countries requires the creation of a unified market for public procurement of the EAEU to ensure unhindered access to procurements, which will make it possible to expand sales markets under economic pressure from sanctioned non-tariff barriers. This article addresses some of the issues related to public procurement in EAEU member states in light of the functioning procurement systems. The authors make an attempt to reveal some of the main features of the public procurement system based on an analysis of the main legislative acts of the EAEU member countries. The main positive trends in harmonization of the EAEU procurement legislation are described taking into account previous experience. Ways to solve problems are proposed as a result of a comparative analysis of the legislation governing the procurement process in the EAEU member countries. The study also reveals the problems of legal regulation of the supranational level of procurement legislation that impede the effective achievement of the objectives of economic integration and the formation of a unified market for public procurement. The article is an attempt to comprehensively analyze the procurement legislation of the EAEU countries, taking into account the requirements of supranational legislation that is designed to ensure uniformity of legal models for the formation of a procurement system for state customers.

The concept of public procurement is revealed. It has been determined that public procurements should be considered as a set of step-by-step actions, which form a holistic, regulated by the law (Law of Ukraine «On Public Procurement») procedure. The purpose of the public procurement procedure is to implement the functions of the public administration.The following definition of corruption risk in public procurement is given – this is the probability of a corrupt act, and will negatively affect the achievement of certain goals and objectives of public procurement. It is proved that corruption risks can arise at different stages of public procurement.The following possible corruption risks in the implementation of public procurement are defined: the creation of such a composition of participants, which makes it possible to avoid the use of bidding procedures with certain restrictions and, instead of using more simplified procedures, including direct conclusion of contracts or purchase from one executor; development of technical conditions or technical tasks with the purpose of promoting the sale of a particular product or service or preventing participation in the bidding of potential participants; determination of discriminatory criteria for the evaluation of tender (price) offers with respect to certain suppliers that are completely incompatible with the requirements of actual procurement; аbuse of «closed» tendering procedures (bidding with limited participation, request for quotations (quotations) or purchase from a single executor, etc.); development of contracting arrangements with the apparent intention of assisting a particular supplier; acceptance from the tenderers of incorrect information or tender (price) proposal prepared (th) in violation of the established requirements; manipulation of the decision-making process within the framework of the work of the tender committee.

Purpose Sustainable public procurement (SPP) lacks common means for its operationalization within legislative latitudes. Through the translation of sustainability indicators (SIs) from CSR and corporate sustainability reporting into the needs of SPP, this paper aims to support the framing process of sustainability in public procurement. This paper does so along with the case of Switzerland. Design/methodology/approach This paper performs a typological analysis of well-established SIs from CSR reporting to propose a criteria framework for SPP. Second, this paper tests the framework’s usability and feasibility with an expert online survey conducted in the Swiss SPP landscape. Findings This paper proposes 10 generic criteria to frame the operationalization of SPP. Furthermore, public procurement experts from Switzerland evaluate the SPP framework as useful and feasible. Research limitations/implications A limitation of the study can be seen in its deductive approach. Thus, it rather complements recent inductive approaches of SPP type and frame developments than replacing them. Future studies can further refine the understanding and operationalization of sustainability in public procurement. Practical implications The generic SPP criteria framework provides a common ground for the operationalization of SPP building on existing sustainability performance measurement knowledge and a frame to operationalize sustainability measurements for public tender processes. Social implications Implementing sustainability in public procurement potentially changes market behaviors globally toward social equality and minimization of climate change impacts. This research aims to support the SPP implementation process. Originality/value To the best knowledge, this is the first attempt to directly translate established SIs from sustainability reporting into public procurement to frame SPP and to use existing sustainability measurement knowledge for its operationalization and harmonization.

Sustainable procurement is an emerging theme in the construction industry across the globe. However, organizations in the construction industry often encounter impediments in improving environmental performance in construction projects, especially in procurement. Besides its other facets, procurement of construction equipment is inherited to be capital-intensive and vital for managing environmental concerns associated with built environment projects. In this regard, selection criteria in such procurement processes are generally supportive of considering cost and engineering specifications as key parameters. However, sustainability apprehensions in today’s Malaysian construction industry have mounted pressure on industry professionals to rethink their equipment acquisition strategies. The notion of green or sustainable procurement is still infancy for the Malaysian construction industry and facing challenges for embedding it in the current procurement practices. This research aims to address these apprehensions by considering six main criteria, namely, life cycle cost (LCC), performance (P), system capability (SC), operational convenience (OC), environmental impact (EI), and social benefits (SBs), and their 38 subcriteria towards procurement of sustainable construction equipment. A multicriteria-based equipment selection framework on the triple bottom line of sustainability in the context of the Malaysian construction industry has been developed and tested. The application of analytical hierarchy process (AHP) established the sustainable procurement index with a consistent sensitivity analysis results. As such, the proposed procurement index shall help decision-makers in the process of the acquisition of sustainable construction equipment in Malaysia.

Procurement decision-making is a crucial determinant of project success. Although several objective, stage-based models have been proposed to guide clients’ procurement choices, little emphasis has been made on the subjective nature of construction clients. Recognizing the role of clients’ experiences in justifying procurement routes, this study develops a decision-making framework that is capable of guiding construction clients in making informed procurement choices. Adopting a mixed-method approach, comprising semi-structured interviews and multi-objective optimization, relevant procurement options were appraised based on clients’ specifications and project deliverables. The lived experiences of construction clients and the importance they attach to pre-defined selection rating criteria were subsequently evaluated, using a template that enables clients to prioritize procurement methods for different project types. The resultant framework offers a holistic, practical, and collaborative procurement selection process that promotes the efficient delivery of construction projects by reducing the cost overrun and delays associated with uninformed client decisions in construction procurement.

Abstract A directive on supply chain due diligence applicable to all companies operating on the European Union (EU) market is currently under consideration by the EU institutions. This project, which represents an example of harmonization at the regional level and whose presentation is expected in 2021, places the issue of enterprises’ private procurement process at the heart of the debate. Supply chain strategies are an essential element of any business ecosystem. Therefore, in order for firms to effectively address social and environmental concerns along with the economic dimension, it is necessary to adopt and spread the use of sustainable business practices across the entire supply chain. Currently, due to (i) the diffusion of the ‘triple bottom line’ approach; (ii) the reputational and economic damages arising from numerous scandals concerning the supply chain; and (iii) the growing market value of sustainability, an increasing number of firms have included sustainability requirements in their entire supply chain. This has led to the enhancement of ‘preferred procurement’ policies, such as the green, social, and sustainable procurements. After a brief analysis of the current legal framework and the best practices applied in the field of sustainable private procurement, this study offers some conclusions on (i) the impact of sustainability on the definition of the boundaries of the firm and (ii) the policy shift from self-regulation to statute law in private procurement governance and the benefit of a model statute designed to be adopted by different jurisdictions.

The paper provides insights into logistics specifics and its key elements at a modern enterprise in the context of globalization along with discussing the interrelation of modern marketing tools and possibilities of its implementation within enterprise logistics activities. It is argued that consumer logistics is the most critical element in the enterprise logistics system. In contemporary market environment, consumer demands in the industrial market are not limited to meeting the manufacturers’ needs for raw materials and high quality materials and products but also involve efforts to ensure timely delivery as well as the access to flexible pricing plans for logistics services at a minimum total cost. It is emphasized that responding to the above requirements and meeting the consumer expectations challenge the design and implementation of relevant marketing activities and policies. The modern marketing and logistics concept seeks to address the following objectives: developing and planning product assortment; information flows management; product turnover and sales management; advertising and sales promotion, etc. The findings demonstrate that the company effective e-marketing management strategy in the logistics frameworks will boost its long-term competitiveness compared to other companies operating in the market. It is argued that a competitive e-sales management strategy should be based on a thorough analysis of the company's current competitive position in order to improve it. In this context, the company's competitive position is determined by its competitive advantages in the Internet and this market attractiveness to manufacturing and business activities of the enterprise. The best practice from the countries with developed economies shows that in modern realia the company succeeds if it focuses on the customer, provides high quality products and services, and promotes up-to-date management methods. Effective communication with a customer is a crucial and integral part of the company tender procurement process, being a starting and a final stage of product output. By the results of the study it is concluded that meeting the customer expectations is a key goal for modern enterprises.

In the current digital era, technology distribution in all sectors is crucial, no exception in the procurement of goods and services sector. Knowing this situation, the government then makes a policy that requires the process of procurement done electronically through the e-procurement application. By implementing this policy, the government expects an improvement of transparency, accountability, and efficiency in the process of procurement. To support this effort, in the year 2018 government also issued the Peraturan Presiden No. 16 Tahun 2018 on Public Procurement of Goods and Services, which provides an expansion of the role for stakeholders to engage in the process of procurement.One of the cities that implement e-procurement is Depok through its Working Unit for Procurement of Goods and Services (UKPBJ). This city even received numerous awards while implementing this policy. Nevertheless, there are many high fraud potential and corruption cases in this sector in the last few years. Through this research, the author seeks to provide recommendations of e-procurement implementation in Depok based on the public policy implementation concept from Howlett (2018), which does emphasize the importance of stakeholder role. The data on this research is gathered through the literature review methods while still paying attention to the credibility of data sources. The results of the analysis using this concept preceded by stakeholder mapping based on Emmy (2015) explanation show that the stakeholder role is crucial and must be maintained. Besides, efforts to increase transparency are also needed to facilitate stakeholders doing their role.

Compliance management for procurement internal auditing has been a major challenge for public sectors due to its tedious period of manual audit history and large-scale paper-based repositories. Many practical issues and potential risks arise during the manual audit process, including a low level of efficiency, accuracy, accountability, high expense and its laborious and time consuming nature. To alleviate these problems, this paper proposes a continuous compliance awareness framework (CoCAF). It is defined as an AI-based automated approach to conduct procurement compliance auditing. CoCAF is used to automatically and timely audit an organisation’s purchases by intelligently understanding compliance policies and extracting the required information from purchasing evidence using text extraction technologies, automatic processing methods and a report rating system. Based on the auditing results, the CoCAF can provide a continuously updated report demonstrating the compliance level of the procurement with statistics and diagrams. The CoCAF is evaluated on a real-life procurement data set, and results show that it can process 500 purchasing pieces of evidence within five minutes and provide 95.6% auditing accuracy, demonstrating its high efficiency, quality and assurance level in procurement internal audit.

The purpose of this paper is to analyse the use of blockchain and IoT for green procurement activities. The integration of blockchain and IoT interface can solve many challenges faced by industries having green procurement. Design/methodology/approach Through a literature survey and interviews with procurement managers from different industries, challenges in green procurement were identified. Elements of blockchain and IoT were analysed to overcome the green procurement challenges. Architecture for blockchain and IoT is developed to be implemented in the green supply chain for a sustainable business. Findings The challenges of green procurement are categorised and ranked as per the industry survey results. The architecture shows the tasks of blockchain and IoT in green procurement activities. Research limitations/implications Green procurement is still at developing stages in India as compared to Europe and many other countries. There is a requirement for more government involvement and participation from industry and customers to implement such methods. Environment issues and challenges faced by industries are addressed. Practical implications Blockchain–IoT integration can transform a green supply chain. This research helps industries planning to incorporate blockchain and IoT in identifying the areas to focus and better planning of resources for the successful implementation of smart technologies in their supply chains. Green initiatives ensure global competitiveness as well as recognition at the global level. Green procurement ensures the minimal usage of energy and efficient waste disposal. Originality/value The implementation of green procurement and challenges associated with it are addressed in this research. Maybe not from the perspective of elaborating the documents necessary to operate the change or changes that may be required during the development of the public procurement contract / framework agreement, but rather from the perspective of the solutions offered by the law, solutions that cover only certain areas. Starting from the normative acts in force, this paper aims to identify the situations and the way in which the contracting authority can modify the public procurement contract / framework agreement, the documents to be elaborated and the effects that the modifications might entail. In order to increase transparency, predictability and coherence in relation to the operation of contractual changes, contracting authorities should carry out analyses after each public procurement process as well as of the various practical situations encountered during the execution of contracts.

Contemporary engagement with fashion is with slick simulacra, daydreams and digital fantasies – an impossible promise of a beautiful, de-corporealized perfection. The virtualizing of fashion consumption has in turn dematerialized garments completely. Although late to the party, the consumer engagement with online luxury fashion has grown exponentially. Extremely expensive items are now purchased before they are engaged with physically. Therefore, within the new realities of device-based fashion design and consumption, the ‘wow’ factor and virtual considerations are paramount. There should be no surprise though that these garments align so closely with our taste, our consumption habits and our life patterns; they have been designed to do just that. In this research, through observation of a garment that was virtual before it became physical, the ascendant contemporary structure of modern fashion retail is analysed. This research explores how physical aspects of clothing have been devalued by the technology of modern capitalism, even as the importance of the ‘look’ has ascended. Another important aspect of the research is the seductive aspects of the marketing of fashion goods. The methods of procurement, in addition to the physical characteristics of the object itself, undergo a close analysis – how we as consumers are shaped by our methods of consumption as much as by our goods now. This research uses an object-based method, a process wherein both intrinsic and extrinsic information can be gleaned from a close examination of a garment, as well as an interview with a fashion journalist who witnessed the reorganization of a leading fashion website into a retail portal. This data is then combined with relevant theoretical frameworks to form ‘grounded theory’. The dematerialization of the modern ‘boutique’ that has now migrated online, the incipient forms of marketing to engage consumers and, ultimately, the recontextualization of the body and understanding of the self, all catalysed by online consumption are considered. As garments are now as ephemeral and placeless as the mechanism for the acquisition, an examination of the manufacture and dissemination of fashion product is warranted, and this in turn provides a more nuanced understanding of the ontology of luxury garments as well as their consumption in the modern fashion retail agora.

The research method uses TOGAF ADM architectural modeling by conducting interviews and observations. And there are several stages that are implemented, namely the Preliminary Stage, Architecture Vision, Business Architecture, Information System Architecture, Technology Architecture, Opportunities and Solutions. The results found in this study are the integration of the eprocurement application with the MM module SAP application so that the goods/services procurement process activities can run as expected. In addition, it can also produce blueprints as the basis for the e-procurement process enterprise design strategy at Krakatau Steel.

This study analyses how important is the influence of the procedure type and a number of received bids on the duration of the public procedure process. Efficiency and speed of public procurement process diminish inventory turnaround times, direct and indirect costs of procurement, hastens and improves manageability of core processes in the organizations obliged to the public procurement process. Our study focuses on the quantitative analysis of the influence of the procedural public procurement framework mostly determined by the central government and describes potential other factors of efficiency which can be influenced at the local level. Dataset was obtained from the Public Procurement Office of Serbia, and it included 42,850 cases of public procurement after the correction of missing and “dirty” data. Using statistical methods we have presented two linear models, where the type of procedure and number of received bids account for roughly 23% of the variability in the dependent variable. This paper provides suggestions for improvement of efficiency of public procurement, as well as for data that needs to be tracked to develop more comprehensive, accurate and reliable prediction model of the duration of the public procurement process.

Purpose – The purpose of this paper is to propose a portfolio procurement framework to response to uncertain customer demand and purchasing price volatility in a simultaneous manner. Then it aims to obtain optimal procurement and production decisions under the portfolio framework to maximize profit. Design/methodology/approach – The portfolio procurement problem is modeled as a dynamic Stackelberg game and Nash equilibrium solutions are obtained. The portfolio procurement framework is analyzed in the settings, with both risk-neutral objective and downside risk constraints measure of contract prices. Findings – By obtaining the Nash equilibrium solutions for both the buyer’s ordering decisions and the supplier’s optimum production decisions, Stackelberg game model for portfolio procurement is proved to be feasible. Additionally, downside risk constrains are proposed to help supply chain participants’ to evaluate the profitability and risk probabilities of the designed procurement contracts under the uncertain customer demand and spot market. Research limitations/implications – This paper assumes the supplier is risk averse and the buyer is risk neutral, and it would be interesting to examine the performances of portfolio procurement strategy with different risk attitudes participants. Practical implications – This research could help the buyer respond to not only demand uncertainty but also the volatile spot price in the procurement process. Related optimal portfolio procurement strategy can be carried out to improve the enterprise’ procurement plan by adjusting the order of long-term contract, option contract and the spot market. The proposed framework could also help suppliers design and evaluate contracts for buyers with different risk preference, and on the other hand help the buyers decide if she should accept the contracts from the supplier. Social implications – This research should also increase awareness in both academia and industry on the opportunities of using the dynamic portfolio procurement approach to enhance flexibility and to mitigate the inventory as well as price risks in the procurement process. Effective downside risk constrains on contract prices could also help to protect the bottom line of companies with different risk preference. Originality/value – The portfolio procurement framework proposed in this research can mitigate inventory and price risks simultaneously. Also, instead of solving the portfolio procurement planning problem in computational simulation experiments as in previous research, this paper proposed a dynamic game model for this portfolio-based procurement problem and obtained its Nash equilibrium solutions for both the buyer’s ordering decisions and the supplier’s optimum production decisions. Finally, an innovative and simple downside risk constraints has been designed to help the buyer evaluate supplier’s contract prices according to their individual risk preference.

Public procurement has been the subject of research for a long time in the work of scientists from both the economically developed countries and those undergoing the transformation of public finances. Their research comes from different points of view, namely from the essence of the definition, the process of their conduct, the problems of the legislative framework to their effective implementation. In addition, the issue of electronic public procurement, which can greatly enhance the transparency of this process and reduce the level of corruption inherent in this area in all countries without any exception, is becoming increasingly relevant in recent times.Based on the conducted analysis, the article proposes the definition of the term of public procurement, defines the principles of public procurement as a controlled subject in the electronic environment of their conduct, and systematizes the basic indicators characterizing the effectiveness of public procurement. Based on the Granger causality method, an analysis of efficiency was performed and the basic indicators determining the level of savings in the public procurement system were determined. It is established that the use of Granger causality in changing the amount of savings in the system of public procurement gives only a quantitative characteristic. For a more complete picture quantitative analysis is supplemented with qualitative parameters.

The subject of the article is the research of public procurement in the context of budget expenditures efficiency.The purpose of the article is to confirm or disprove hypothesis that public procurement planning is the basis of a strategic relationship with the budget process. Their symbiosis can minimize any negative manifestations of a financial, economic and socio-political nature, including the consequences of crisis situations such as a pandemic.The methodology. The authors analyze many Russian and western scientific articles and monographs from the point of view of the budget process and planning of public procurement.The main results, scope of application. Planning of public procurement should be considered not as a separate need of one specific customer or a separate group of customers, but as a set of public consumption of all possible and necessary resources. The opposite approach will inevitably lead to additional budget costs for the elimination of consequences (natural, technological, etc.), associated, first of all, with the lack of a proper and clear understanding of the essence of planning public procurement and public demand for goods, works, services). Proper and carefully balanced procurement planning for all public needs not only ensures the immunity of the budget process for the current and subsequent periods, but also constitutes the basis for the prospective rational use of renewable and non-renewable resources, both internal (national) and external (foreign). This article has significant scientific and practical value. The study focuses on the key problem of public procurement in Russia-the lack of interaction between procurement planning and the budget process, pointing to the identified shortcomings of legal regulation that do not allow to quickly adapt to situational changes from outside. It is proposed to consider the introduction of strategic procurement planning for 5-10 years, which will not only determine the basis for financing public procurement from the budget, but also predict the revenues of the relevant budget, more accurately and correctly prioritize funding needs.The findings of the study allowed the authors to formulate proposals and recommendations. Consideration of the planning of public procurement, taking into account the budgetary process, will make it possible to develop recommendations in terms of adjusting certain norms of Law No. 44-FZ, which would allow the most efficient use of budget funds, both planned in advance and urgent purchases.Conclusions. A global crisis reveals the most pressing problems of governance of any state. The crisis obliges the government of any country to promptly analyze and rebuild the regulatory framework for effective financial, economic, social and political management. De-spite numerous reforms the budget process in the Russian Federation has retained significant bureaucratic costs that do not allow for rapid delivery of budget funds to each customer. The urgent need for rapid reallocation of budget funds for additional and priority purchases has shown the imperfection of the legal regulation of public procurement planning, which should be radically restructured. Since public procurement planning as an integral part of budget expenditure is not actually related to its revenues, such planning should be carried out based on the customer's needs for goods, works, and services for a longer period, which will allow a more meaningful and responsible approach to the issue of effective budget spending and overall resource consumption. Digital technologies in public procurement planning allow you to quickly compare all items of the plan with those planned and completed earlier in order to avoid duplication (unjustified repetition) of a similar purchase. Planning of budget purchases is not only an effective expenditure of budget funds, but also an efficient (lean) consumption of resources, including non-renewable ones.

The production and use of building materials are still one of the main reasons for various ecological and environmental challenges in the industry. Compared with traditional building materials, green building materials are environmentally friendly. Therefore, the adoption of green building materials in the construction industry can generally solve the industry’s ecological and environmental problems and promote green and low-carbon development. Research on contractors’ green procurement behaviour can promote the construction industry’s sustainable development. Many scholars discuss and agree that the implementation of e-procurement is a green approach towards sustainable construction. However, current evidence indicates that procurement stakeholders, especially contractors, are struggling to implement e-procurement effectively. Therefore, there is a need to study contractors’ behaviour in relation to green e-procurement. In response, this study investigates the adoption of e-procurement by Malaysian contractors by adopting planned behaviour theories and diffusion of innovations in their decision-making process. Here, a conceptual framework has been developed which focuses on factors influencing contractors’ adoptions. The framework can be used for understanding the contractors’ adoption decision of e-procurement. The result will help to find the critical key factors affecting green procurement behaviour from contractors’ perspectives and extend the theories further. This framework is also in tandem with the Construction Industry Development Board (CIDB), Construction 4.0 Strategic Plan (2021-2025) in identifying critical factors that affect the adoption of green procurement on construction projects.

The paper analyses a situation where the efficient public procurement legislative framework formally exists, but in practice, the process does not work as planned. The data were gathered from one hundred contracting authorities in the Republic of Serbia, based on a nationwide survey conducted on public procurement officers (PPOs) and end-users (ENUs) in all contracting authorities. We propose a model for measuring organisational discrepancies and classifying public procurement processes (PPP) into one of four organisational patterns, based on organisational decision-making authority and focused on goals and principles. The Mann-Whitney U (MWU) test was used to test the independent responses from two hundred PPOs and ENUs on the items – who works, who is accountable, and who has benefits, for seven key public procurement activities. The statistical analysis shows that the public procurement process in Serbia can be classified as a process with centralised organisational decision-making authority, focused on form, with demotivated public procurement officers. The efforts for further improvement of the legislation are not expected to reach their full potential until solving organisational structure, reward system, environment, and culture issues.

Purpose – Given the high importance of information systems for procurement, surprisingly there have been little efforts to analyze the process and the relevant reasons for the procurement decision of such systems from a stakeholder perspective. The purpose of this paper is to explore these aspects in the context of low-value (C-)parts. Design/methodology/approach – Research is based on a case study in a pre-fabricator company in Germany and analyzes the process to procure a system for sourcing low-value parts. Findings – As a finding, the procurement process and decision attributes have been integrated into a framework which supports corporate decision-making considering the procurement reasons of all involved stakeholders (internal departments, external customers and suppliers). Research limitations/implications – Research is based on case study analysis. Findings are specific to case companies and the environment in which they operate. The framework should be tested further in different contexts. Practical implications – The developed decision frame supports the evaluation of different sourcing information systems, including clearly measurable criteria but also qualitative or company-strategic decision attributes. Originality/value – The combination of financial and other perspectives (operations, information technology (IT)-administration, system users, etc.), is used to evolve a robust ex-ante instrument for supporting buying decisions for procurement information systems. The case description also illustrates the findings and develops new insights about stakeholders and buying groups decision-making for information systems.
