Abstract:
The article seeks describing the benefits and challenges faced by auditors in assessing the effectiveness of public procurement procedures in terms of applying the methodology for calculating efficiency, economy and effectiveness, taking into account the risks of procurement in e-auctions. Quantitative risk parameters are calculated using data of probabilistic indicators of procurement risk assessment according to the ratio of the number of relevant procedures (sub-threshold and above-threshold) to the total number of procurement procedures. Statistical valuation methods are used for the cost risk assessments and calculation of the aggregate risk indicator of public procurement. The calculations are performed using the data of the open e-procurement system ProZorro for all announced procurements in 2018-2019. We analyzed the methods, indicators and the extent to which the study of the public procurement effectiveness via bibliographic and case studies is performed. As a result, the majority of methods cover four components of assessing the public procurement efficiency - targeted efficiency, cost-effectiveness, organizational efficiency, efficiency of budget expenditures for public procurement. This does not provide an assessment of the automated systems’ impact on the procurement procedures results and on possible savings due to the use of certain procurement procedures. To comprehensively assess the procurement efficiency in e-bidding, the authors propose considering four key risks: the risk of cancellation of the procurement procedure, the risk that the procurement procedure will not take place, the risk of appealing the procurement, the risk of disqualification. As a result of risks calculations under the sub-threshold and above-threshold procurement, individual values of risks and their aggregate indicator are determined. This will adjust the scope of audit procedures to verify individual procurements and identify weaknesses in the procurement management system. We believe that the methodology of auditing the procurement effectiveness, taking into account the quantitative and qualitative parameters of procurement risks, will be a useful audit tool to determine the effectiveness of the use of public funds under individual procurements and identify areas of cost-effectiveness for the state budget funds.

This research aims to find applicable emerging procurement trends in private sector for public procurement to bridge the efficiency and effectiveness gap between two sectors through this study. The study was conducted using unobtrusive research technique where it is a part of qualitative methods. Initially, study was focused to understand differences between private and public sector procurements where challenges of public procurements were derived through literature. Then researcher derived emerging procurement trends such as adopting to automated procurement, big data management, collaboration and cooperation, thinking suppliers beyond the price and visibility in supply chains as indicators under independent variable (emerging global procurement trends) of the study while deriving existing challenges in public procurement sector such as limited planning and forecasting, selection of vendors, maintain confidentiality, publication and responses, middlemen operations and poor performances of suppliers as indicators for dependent variable (overcome challenges in public procurement). Then validated the relationships among emerging procurement trends and challenges by referring to the existing knowledge in the study span through literature survey. Finally, researchers found and explored those existing challenges in public procurement can be overcome by adopting to derived emerging global procurement trends in the public sector. The aims of the procurement should be the implementation of the Value for Public Money as the eff ectiveness rule, which means the exponential growth of the strategic procurements: innovative, green and social; concerning National Purchase Policy, particularly the fast growth of innovative procurements. The Polish Ministry of Development and Finance is preparing a new Public Procurement Act. This Act should replace the Act of 29 January 2004 — Public Procurement Law Journal of Laws of 2017, item 1579. The overall objective is to obtain better Value for Public Money, to deliver better outcomes for societal and other public policy objectives while increasing the efficiency of public spending. This is the very good moment for some proposals connected with the improvement of SME’s situation in public procurement.

Different approaches in creating mechanisms for efficient public procurements have been applied worldwide over the last decade. Among these, bundling of public procurement is seen as a potential efficiency boost in the practice in highly decentralized procurement environments. Nevertheless, the domain of public procurement efficiency is still at its infancy in academic terms. This study examines the effects of centralization of public procurement at the local self-government level in Serbia. In particular, the study explores various upsides and downsides of centralization. Reflective recommendations provide a sound base for public procurement policy holders at the level of local self-governments.

The subject of the study is the problems of institutional and methodological-legal regulation of the contract system of public procurement.The relevance of the problem is due to the fact that there have been changes in the structure and composition of forms of contract activity as a result of the 2017 adoption of amendments to Law No. 44 in the dynamics of the distribution of order placement procedures.The purpose of the study is to develop a scientific methodology for calculating the effectiveness of procurement activities on the basis of a comprehensive assessment of the effectiveness of public procurement on a contractual basis, plan-fact analysis, and the implementation of the principles of compliance control in public procurement management.The paper uses methods of statistical and comparative analysis, generalization, classification and valuation. The paper shows that the present disadvantages of institutional regulation of procurement processes have a negative effect on their effectiveness, requiring improved oversight of public procurements as well as analytical and methodological support. The authors suggested that the principles of compliance-control of public procurement management be applied on a contractual basis in order to increase the level of credibility and legality of activities conducted in procurement. The author’s vision of the content of the methods of calculating the performance of procurement activities on the basis of a comprehensive evaluation of the effectiveness of public procurements on a contract basis is presented. For the collection of data for plan-fact analysis, their systematization for further calculation of performance indicators of public procurement on a contractual basis, a specialized form “Data Summary for Plan-Fact Analysis of Procurement” is proposed. If the procurement proposals presented in the study are implemented, they will increase the efficiency of the Russian public procurement contract system, the responsibility of participants in it, and the professional competence of officials.

Purpose This paper aims to focus on understanding and preventing corruption in procurement in public sector settings. Just as not all corruption is the same, not all procurement is the same. One purpose is to analyze different types of procurements: standard, customized, intangible and complex. Corruption in procurement undermines public administration, and the purpose of this paper is to identify different types of procurements and provide readers with a framework for analysis and subsequent intervention. Design/methodology/approach In all, 42 actual cases of public sector corruption in procurement are examined, and from these, an analytical matrix is developed. These cases are derived from the reports of the New South Wales (Australia) Independent Commission against Corruption. These cases represent all of the procurement cases that the ICAC has taken to a formal hearing in its 30 years of existence. Findings While fraud is a major feature of corruption in procurement, there are significant organizational facilitators, and a number of slippage points in organizations are identified. These include peer culture, lack of due process, temptation and managerial incompetence/willful disregard, and these are built into a matrix which can be used in different countries or settings by readers wishing to understand and prevent different types of corruption in procurement in their agencies. Originality/value This paper uses cases that have not previously been aggregated or analyzed and provides analytical tools for practitioners and academics.

Abstract:
The article explores the experience of a number of EU countries. It is revealed that in the EU countries there is growing interest in using public procurement policies for food security by promoting the development of farms, small farmers entering the national market, increasing their incomes, developing rural areas, improving quality nutrition. The main directions of transformation of public procurement policies in the agri-food sector are green public procurements (GPP), aimed at solving environmental problems, and sustainable public procurements (SPP). At the same time, inclusion of quality criteria in the public procurement system and access to the market public procurement of small agricultural producers requires solving a number of problems, including increasing the professionalism of state buyers, introducing innovative methods in boards using modern technology. In addition, the multisectoral nature of these initiatives requires coordinated action between different sectors of the economy at all levels. The conclusion is drawn on the need to transform the Russian government procurement policy in accordance with the target guidelines of economic policy in modern conditions.

With an aim to achieve a more comprehensive monitoring of public procurement system implementation and an immediate application of the Public Procurement Law and secondary legislation for 2017/2018, I conducted a specific research activity on a sample of 54 respondents or about 9.57% of the total number of parties covered by application of this Law. It is a special-purpose sample, which is composed of individuals having the most experience and knowledge in public procurement affairs, public procurement officers employed in state administration bodies, local selfgovernment units, and business entities operating in the fields of water management, energy, transport and postal services.The aim of the research is to assess the situation regarding application of the Law from the respondents’ point of view, for the period of 12 x 2 months of the years 2017 and 2018.The research was done in a way that I have compiled a questionnaire and submitted it directly to selected representatives of the contracting authorities. The questionnaire contained questions related to the following: the method of organization of public procurement tasks within the contracting authority; the process of public procurement planning; the existence or non-existence of violation of anti-corruption rules and the rules for preventing conflict of interest within the contracting authority; the difficulties related to application of specific public procurement procedures and framework agreements; establishment of optional conditions for assessment of bidders’ capability; the method of conducting low value procurements and urgent procurements; the method of monitoring implementation of public procurement contracts; the training for public procurement tasks; the method of monitoring and observing the decisions of the State Commission for Control of Public Procurement Procedures; the inspection control.After having completed the questionnaire, the contracting authorities submitted their answers electronically, which I processed and analysed.

The concept of E-procurement has been widely spread with the growing use of informational technology in every field. Organizations are adopting methods of procurements that are more reliable, less time consuming and relatively stronger than the traditional methods. This quantitative study investigates factors influencing e-procurement practice in Karachi, Pakistan. A sample of 319 respondents was taken to observe the influence of internal organizational support, integration with suppliers’ electronic systems, supplier willingness, perceived improvements to purchasing tasks and supplier pressure on e-procurement intention. The results information indicates that internal organizational support, supplier willingness and perceived improvements to purchasing tasks significantly influences e-procurement intentions. However, the factors integration with suppliers’ electronic systems and supplier pressure does not have any significant impact on e-procurement intention. The result recommends the use of e-procurement system for organizations to facilitate the current practices of procurement.

In carrying out the main duties of the agency, the government requires a procurement system to meet operational needs. One of the procurements carried out is the procurement of operational service vehicles. This research is descriptive qualitative by using data collection techniques through observation, interviews, studying existing documents and conducting case studies in the field to obtain conclusions about the procurement system used and provide suggestions for future program development.The results showed that the two-wheeled service vehicle procurement system through the purchasing system was effective and provided benefits. While the procurement of four-wheeled official vehicles through the purchasing system has not been effective and efficient, therefore an alternative rental system is needed to provide many benefits.

The research goal was to find out the current and possible level of procurement automation and its contribution to less routine and more creative jobs. The goal was accomplished by literature review and data collection via survey. The data collected evaluated enterprises in developing and developed countries. The research hypothesis of developing countries automating more than developed ones was not supported by the data tested via Mann-Whithey U test. The data collected was from 146 respondents from all around the world. Therefore, there are limitations of the conclusions. The thesis and its survey contributes to the knowledge about the level of procurement automation.

Abstract:
The work aims to analyze and deduce subsequent key performance indicators in the Procurement department of the gas transmission company operating in the Czech Republic. In the first part are summarized the theoretical principles concerning procurement processes and performance measurement theories. By combining these two theoretical scopes was created a concept of Balanced Scorecard for Procurement and simultaneously was drawn a process for derivation of the key performance indicators. In the practical part were analyzed current processes in the procurement department and simultaneously were performed external and internal analyses and from the ascertained data was formed the SWOT matrix. Subsequently, the findings from the theoretical part were used and was proceeded accordingly to the pre-defined process in order to identify key performance indicators. In the conclusions were summarized the outputs of the work, the proposed key performance indicators and recommendations were given for successful implementation of the indicators into the process.

This thesis makes the comparison of legal frameworks of the two Procurement Laws, the New Public Procurement Law (4734) and the Ex-State Procurement Law (2886) respectively. As a result of this comparison, it is seen that a lot of provisions starting from tender notice time limits to the awarding of contracts, have been changed substantially by the introduction of Turkish Public Procurement Law. Besides this comparison, the related procurement directive on construction works in European Community, namely EEC 93/37 is analyzed through the topics pertinent to the New Public Procurement Law, from which it is observed that there are both similar and different application regarding tender process in this directive when compared with the provisions of Turkish Public Procurement Law on construction works. This thesis study also aims to put forward the conception of Turkish contractors about the New Public Procurement Law by means of a questionnaire containing 15 questions. From the results of questionnaire, it is seen that majority of the contracting companies have a positive attitude towards the New Public Procurement Law although some provisions of the Law do not meet the expectations of the companies.

Purpose - Procurement is an integrated part of the supply chain and crucial for the success of manufacturing. Many organisations have already started the digitalisation of their manufacturing processes using Industry 4.0 technologies and consequently trying to understand how this would impact the procurement function. The research purpose is to conceptualize a procurement of 4.0 model for a truly data driven procurement. Two research questions were proposed to address the model from digital capabilities and sustainability preceptive. Design/Methodology/approach - This study is based on a systematic literature review. A method of reviewing the literature and the current research for the propose of conceptualizing a procurement 4.0 model. Findings - The findings from the literature review contributed to the development of a proposed procurement 4.0 model based on Industry 4.0 technologies, applications, mathematical algorithms and procurement processes automation. The model contributes to the research field by addressing the gap in the literature about the lack of visualization and conceptualization of procurement 4.0. Originality/Value - The current literature discusses the advantages, implementation and impact of individual or a group of industry 4.0 technologies and applications on procurement but lacks visualization of the transformation process of combining the technologies to enable a truly data driven procurement. This research supports the creation of knowledge in this area. Practical Implementation /Managerial Implications - The proposed model can support managers and digital consultants to have practical knowledge from an academic perspective in the area of procurement 4.0. The knowledge from the literature and the systematic literature review is used to create knowledge on procurement 4.0 applications and analytics taking in to consideration the importance of visibility, transparency, optimization and the automation of the procurement function and its sustainability.
Syfte - Upphandling är en integrerad del av supply chain och avgörande för tillverkningens framgång. Många organisationer har redan börjat digitalisera sina tillverkningsprocesser med hjälp av Industry 4.0-teknologier och försöker därför förstå hur detta skulle påverka upphandlingsfunktionen. Målet med studien är att konceptualisera en upphandling av 4.0-modellen för en verkligt datadriven upphandling. Två forskningsfrågor föreslogs för att ta itu med modellen från digital kapacitet och hållbarhet. Design / metod / tillvägagångssätt - Denna studie baseras på en systematisk litteraturstudie. En metod för att granska litteraturen och den aktuella forskningen för att föreslå konceptualisering av en upphandlings 4.0-modell. Resultat - Resultaten från litteraturstudien bidrog till utvecklingen av en föreslagen upphandlings 4.0-modell baserad på Industry 4.0-teknologier, applikationer, matematiska algoritmer och automatisering av upphandlingsprocesser. Modellen bidrar till forskningsområdet genom att ta itu med klyftan i litteraturen om bristen på visualisering och konceptualisering av upphandling 4.0. Originalitet / värde - Den nuvarande litteraturen diskuterar fördelarna, implementeringen och effekten av individer eller en grupp av industri 4.0-teknologier och applikationer på upphandling men saknar visualisering av transformationsprocessen för att kombinera teknologierna för att skapa en verklig datadriven upphandling. Denna forskning stöder skapandet av kunskap inom detta område. Praktisk implementering / chefsimplikationer - Den föreslagna modellen kan stödja chefer och digitala konsulter att ha praktisk kunskap ur ett akademiskt perspektiv inom området upphandling 4.0. Kunskapen från litteraturen och den systematiska litteraturstudien används för att skapa kunskap om inköp 4.0 applikationer och analyser med beaktande av vikten av synlighet, transparens, optimering och automatisering av upphandlingsfunktionen och dess hållbarhet.

Negli ultimi due decenni, l'uso strategico degli appalti pubblici è diventato un tema sempre più centrale della politica europea dell'innovazione poiché può migliorare i servizi pubblici guidando il cambiamento tecnologico verso obiettivi socialmente condivisi. L'applicazione degli appalti pubblici in acquisti innovativi si basa su una triplice logica: (1) il miglioramento dei servizi pubblici; (2) l'incentivo delle aziende a essere più innovative; e (3) il perseguimento di obiettivi o missioni sociali più ampie. Il dibattito accademico ha affrontato, in diverse prospettive, il ruolo degli appalti pubblici come motore dell'innovazione. Dagli anni 90 ', diversi autori si sono interessati al ruolo degli appalti come strumento di politica dell'innovazione, hanno discusso degli appalti pubblici come uno degli elementi critici di una politica di innovazione orientata alla domanda e hanno sottolineato il ruolo dei policymakers nella promozione pratiche favorevoli all'innovazione in tutti i tipi di appalti. Nonostante la crescente consapevolezza che la domanda pubblica può stimolare l'innovazione, gli investimenti dedicati all'adozione di soluzioni innovative in Europa sono appena sopra la metà del livello atteso. uesta tesi affronta il tema degli appalti per l'innovazione concentrandosi sull'attuazione degli appalti Pre-commerciali (o Pre-Commercial Procurement-PCP), un approccio relativamente nuovo per l'approvvigionamento di servizi di ricerca e sviluppo, definito dalla Commissione Europea COM (2007) 799. La tesi considera i tre attori chiave coinvolti l'implementazione della politica di approvvigionamento di innovazione: il decisore politico, l'acquirente pubblico e il fornitore. Analizzando in parallelo (e in qualche modo anche congiuntamente) queste tre diverse prospettive sulle esperienze di appalto PCP, la dissertazione mira a valutare la politica degli appalti per l'innovazione nel quadro politico italiano. A questo proposito, la tesi si basa su tre studi originali: Studio 1- L'esperienza in italiano e nelle regioni italiane; Studio 2- Il punto di vista del procuratore; Studio 3-La prospettiva dei fornitori.L'approccio metodologico per l'intero lavoro si basa sul "Monitoraggio, valutazione e valutazione dell'impatto delle attività legate all'innovazione" (MLE- on Innovation Related Procurement), che incoraggia l'approccio multi-metodo di triangolazione nella valutazione delle politiche di appalti pubblici per l'innovazione. Lo studio 2. applica un approccio di mixed-method basato principalmente su "Survey" e "interviste One-to-one" con attori chiave dal lato del committente (coinvolgendo 12 delle 18 pubbliche amministrazioni che hanno gestito PCP in Italia). Lo studio 3. fa leva sulla metodologia del "caso studio" supportata dalla "osservazione partecipativa"; tale studio ha coinvolto Tech4Care Srl, una start up italiana particolarmente attiva nel campo degli appalti PCP. L'analisi dei tre studi ha portato a diverse considerazioni, che possono essere brevemente riassunte come segue. Over the two past decades, the strategical use of public procurement has increasingly become a central theme of European innovation policy. Public Demand for Innovation can improve public services steering technological change towards socially shared objectives. The application of public procurement of goods and services to innovation has thus a triple rationale: (1) the improvement of public services; (2) the incentive of supplier firms to be more innovative; and (3) the pursuit of broader societal goals or missions. Academic debate has, in different perspectives, dealt with the role of public procurement as an innovation driver. From 90', authors interested on the role of procurement as an innovation policy tool or as a tool of industrial policy, have discussed public procurement as one of the critical elements of a demand-oriented innovation policy and have emphasised the role of policymakers in promoting innovation-friendly practices across all types of procurement. Despite the growing awareness of public demand to spur innovation, the investments devoted to adopting innovative solutions in Europe are just above half of the ambition level. This dissertation addresses the theme of innovation procurement by focusing on the implementation of Pre-commercial procurement, which is a relatively new approach to procuring R&D services, defined by the European Commission's COM (2007) 799. The dissertation considers the three key actors involved in the innovation procurement policy implementation: the policymaker, the procurer, and the supplier. By analysing in parallel (and somehow also jointly) these three different perspectives on the Pre-Commercial Procurement experiences, the dissertation aims to evaluate innovation procurement policy in the Italian policy framework. In this respect, the thesis is built upon three original studies: Study 1- The experience in Italian and in the Italian Regions; Study 2- The Procurer’s perspective; Study 3-The Suppliers perspective. The methodology approach for the whole dissertation draws on the "Monitoring, evaluation and impact assessment of innovation-related" (MLE- on Innovation Related Procurement), which encourages the triangulation multi-methods approach in Innovation public procurement policies evaluation. Study 1. primarily adopts: "Legislation analysis", "documentary desk research". Study 2. applies a mixed-method approach mainly based on "Survey" and "One-to-one interviews" with key actors from the procurer's side (involving 12 out of 18 public administration who has run PCP in Italy). Study 3. leverages the "case study" methodology supported by the "participatory observation"; this study involved Tech4Care Srl, an Italian start-up particularly active in the Pre-Commercial procurement field. The analysis of the three studies led to several considerations, which can be briefly picked up as follow. The Innovation procurement policy, although severely promoted, is relatively immature concerning the implementation and evaluation both at the national and regional level. The pre-commercial procurement could effectively represent an excellent opportunity for growing concerning the supply-side. The supplier can experience a strengthened improvement concerning business development due to the PCPs experience. However, some preliminary requirements of the supply-side may be necessary to exploit the PCP opportunities fully. Concerning the procurer-side, the Procuring Entity (PE) generally experiences either direct and indirect positive impacts. However, when a wider PPI does not follow the PCP experience, the knowledge arisen from R&D activity remains unexploited from the Procurer side. ​

Abstract:
We address a number of operational challenges encountered in two emerging types of practices in the procurement of truckload transportation services: collaboration and auctions. The main objective in these two types of procurement strategies is identifying and exploiting synergies between the lanes of a carrier's network. In shipper collaboration, we take the perspective of a shipper who collaborates with other shippers to seek synergy between his lanes and other participants' lanes. On the other hand, in procurement auctions, although we take the carriers' perspective in our work, a shipper tries to discover the carrier (or carriers) whose network has the most synergy with his lanes. The first part of the thesis concerns the solution of optimization problems arising in collaborative transportation procurement networks where a group of shippers comes together and jointly negotiates with carriers for the procurement of transportation services. Through collaboration, shippers may be able to identify and submit sequences of continuous loaded movements to carriers, reducing the carriers' need for repositioning, and thus lowering the carriers' costs. A portion of the carriers' cost savings may be returned to the shippers in the form of lower prices. We discuss optimization technology that helps identify repeatable, dedicated truckload continuous move tours with little truck repositioning. Timing considerations are critical to practical viability and are a key focus of our efforts. We demonstrate the effectiveness of our algorithms on randomly generated instances as well as on instances derived from real-world data. The second part concerns the pricing of transportation services offered by the trucking companies (carriers). We look at the bid determination problem faced by carriers in transportation procurement auctions where a shipper requests quotes from multiple carriers and purchases the services of the lowest bidder. The specific problem being studied is the bid valuation problem in the case where the carrier must place bids on multiple lanes simultaneously. We model the problem as a stochastic optimization problem and propose a coordinate search algorithm for solving this problem. Then, we conduct a simulation study to demonstrate the positive impact of the approach on carrier profits.

The purpose of this MBA Project was to investigate and provide a comprehensive evaluation of the current Department of the Navy Procurement Metrics that are collected. These metrics are collected by the Office of the Deputy Assistant Secretary of the Navy for Acquisition Management. This project was conducted at their request and with their support. The goal of this project was to determine if the current metrics are the appropriate procurement performance measures. Specifically, this MBA Project attempted to answer these three questions: (1) Do the metrics align with strategy? (2) Can they be measured effectively? and (3) Are they linked to value? The framework used to explore these questions is Robert Simon's Levers of Control model. These procurement metrics are part of a Diagnostic Control System and are being evaluated as such. Simon's Nature of Measures model is also used in the analysis and helps determine metric objectiveness, completeness and responsiveness.

The government procurement market is a macroeconomic system that includes interacting structural elements within a single system that are an integral part of a country's economic system. The state, as the owner of significant financial resources, acts as the largest subject of market relations in placing budget orders. State procurement (goods, construction works, services) is carried out to meet the most important state needs. Modern market relations have confirmed the need to regulate the process of procurement of goods, services and construction works in country by the state, at the level of an independent institution of executive power/government. In the modern economy, public institutions face the need to regulate the flow of financial resources in order to make procurements for state and social needs, which spending entities must implement efficiently and effectively. In this regard, certain areas of market research are discussed and some conclusions are presented.
