Abstract:
The subject of the thesis is an evaluation of how the economically active population of the Czech Republic is preparing for a time when they will receive a pension. The theoretical part is devoted to social policy, its basic characteristics and typology of social systems in Europe. This part is followed lyrics dealing with the development of the pension system in the Czech Republic with a description of the current three-pillar system. More attention is paid canceled the second pillar and experience with him in Poland and the Slovak Republic. The thesis focuses on the third pillar, which supports more merit principle. The research part of the thesis builds on the theoretical basis and through a questionnaire survey investigates how people rely on funding from the state and how much saving themselves for the purpose of security in old age. The survey was conducted among respondents in the age group from 20 to 59 years throughout the Czech Republic. Respondents were divided into four age categories over 10 years, and each category is represented by one quarter of respondents.

Abstract:
This diploma thesis analyzes the social security system in the Czech Republic. From 1995 to 2014 are gradually being analyzed spending on these benefits stemming from the state budget. Besides the analysis itself is partial goal to familiarize readers with the structure and construction of the social security system in the Czech Republic. In the thesis there is also made a comparison with selected countries based on at-poverty risk rate. This indicator is compared before and after the payment of social benefits in those states. At the end of the thesis there is created a regression model to predict spending on unemployment benefits untill year 2018.

The aim was to confirm or disprove the hypothesis: "Whether Social Security tax or not." Attention to two major historical patterns, the European developments and the current situation in the area of social policy. Then you take the analysis of social security in the Czech Republic. In the last chapter analyzes income and expenditure on social security and social policy in the Czech Republic and the European Union. Finally, I concluded that Social Security can see the hidden tax, which is very favorable for the tax system.

This thesis has aims to acquaint the reader with Latin American Social Security systems. For this end, 7 Latin American countries have been chosen. Henceforth, the different Social Security systems operating in these countries are described. It is a comparative analysis, describing the similarities and differences among them. Is necessary to emphasize that this paper does not only provide current information of the different Social Security systems, but also statistical information, which is considered as essential to the context of the economic, demographic and social environments in which are these Social Security systems function. The systems described are: the Pension System, Heath Insurance, Sickness Benefits, Unemployment Insurance, Family Entitlements and last Maternity Benefits. The countries that have been chosen are the following: Argentina, Bolivia, Chile, Colombia, Ecuador, Peru, and Uruguay. In addition to the comparative analysis in this paper, the level of development in the chosen Latin American countries as well as the latest trends concerning the Social Security systems are determined and explained.

Abstract:
The thesis analyzes the relevant methods of enforcement of debts to the social security contributions and evaluates the succes rate of individual procedures within the Czech social security administration. The first part of the work is focused on defining the theoretical background, as the basic concepts, including the basic layout of the social security. Furthermore, it presents the general procedure of enforcement of claims in the splitting of the administrative and judicial enforcement of the decision and the application of the claims in the other proceedings. In the analytical part are analyzed and compared different methods of enforcement, both in cooperation with court executors and tax execution, especially their impact on the development of receivables and collection of premiums in 2013 and 2014, and the effectiveness of various methods in practise. Based on the survey proposes some possible solutions leading to increased succes practices of individual methods of recovery and also to streamline, improve and speed up the work of employees who deal with debt recovery.

Questions relating to social services and social security are the topic of our time. These themes are actually for all age groups since they are currently affecting or them sooner or later they will touch. The aim of this thesis is to answer the research question which sounds: "Why does Lata-Programs for youth and families, z.ú. and his program "Two are better than one" concluded his registration of social activation services for families with children in early 2016?" To find an answer, it is necessary to become familiar with non profit organization Lata-Programs for youth and families, z.ú., with its programs and its funding. It was also necessary to analyze the offered social activation services for families with children through the register of social service providers in capital city of Prague. This diploma thesis as a whole includes knowledge of theory and practice and it is based on the legislative situation in the Czech Republic 1st January, 2016.

Thesis topic was chosen Assessment of development of social security in the Czech Republic. The work is divided into two parts. The first theoretical part includes the history of social insurance in Czechoslovakia, its development and description of the current situation in the context of the rules which the social insurance in the Czech Republic has passed. The second part is an analysis of social insurance from publicly available data, which are transferred into summary tables and graphs. Analyzed the number of payers of insurance premiums, income and expenditure on social security, debt structure and success of premium collection. The final section is an assessment of the current social insurance system in the Czech Republic are proposals to increase income, thus to stabilize the system of social insurance premiums.

The master thesis describes social security of families with children in chosen European countries - in United Kingdom, Italy and Greece. The thesis is divided into six chapters. The first one deals with the development of social politics and the next one concerns international organizations which act also in the social security field. International documents of international organizations which till now form social rights and social state politics are defined. The next chapters describe social security of families with children of individual states together with their basic description and way of funding. Following, the benefits mostly designated for families with children are explained. In conclusion, all the information presented is summarised and compared.

V posledních několika letech jsou Česká i Slovenská republika nuceni dělat opatření, která by omezila jejich štědré sociální systémy. Cílem této práce je popsat jednotlivé reformní kroky prováděné v oblasti sociální politiky od roku 2000, posoudit jejich dopady na ekonomiku, zvláště pak na trh práce a vládní výdaje. Z výsledků práce vyplývá, že sociální reformy na Slovensku měly kladný dopad na slovenskou ekonomiku. V České republice už dopad sociálních reforem není tak jednoznačný. Situace na trhu práce se sice zlepšila, ale neustále rostou veřejné výdaje.

The very thesis is divided into theoretical and practical part. The theoretical part of the thesis at the very beginning focused on the social history of people with certain disabilities. Continues thesis definition and characteristics of disability and its exact breakdown. The next chapter deals with the analysis of contemporary society in the area of discrimination against persons with disabilities and points to the possibility of employment in the labor market just people with disabilities. A relatively large part of the thesis is devoted to the concept of disability, then the conditions for entitlement to a disability pension and social benefits, especially for people with disabilities. The next part refers to various non-profit organizations Conclusion itself thesis is devoted to legislation related to social assistance to disabled persons. The practical part is based on a questionnaire survey forms and personal interviews. The text part is supported by graphs, tables and streamline the survey results further illustrative photographs of people with disabilities.

This graduation thesis describes the legal capacity of entrepreneurs in the social security in Czech Republic and in Germany. The thesis focuses on circumscription of rights and duties of self-employed and their distinction to those of employees. With regard to the extensity of the described issue does the essay not cover the status of entrepreneur as an employer. Beside the account of the social security system and its scheme records this thesis the distinct conception of this area in both mentioned countries. Furthermore the essay compares the social security frameworks in the Czech Republic and in Germany. At the end this diploma paper contains their general consistent and different attributes and possible reasons of the unlike conception.

Práce stručně mapuje vývoj sociální politiky ve Spojených státech amerických v průběhu 20. století. Počátky sociálněpolitických opatření lze najít za vlády prezidenta T. Roosevelta, krátce je však zmíněn i předchozí vývoj. Další kapitoly popisují skrze nejdůležitější zákony a opatření sociální politiku federálních vlád od T. Roosevelta po R. Reagana s důrazem na milníky ve vývoji sociální politiky, kterými byla období 30., 60. a 80. let (New Deal, Velká společnost, Reaganomika). Poslední velkou reformou obsaženou v této práci je sociální politika prezidenta Reagana, v závěru je ale krátce zmíněn i vývoj této oblasti během 90. let až po současnost.

The doctoral thesis focuses on international coordination of social security systems. It covers both theoretical and practical role of coordination and also brings relevant empirical evidence about impacts of social security coordination on international labour migration. The gravity migration model is used on panel data set for 30 European countries from 1998 to 2007 for empirical evidence. Presented results show positive effect of social security coordination on migration and confirms important role of coordination in European integration policy. Analysis of labour tax cost and how it is influenced by the coordination of social security is also proposed in the thesis. Different migration structures and its tax costs are analyzed for this purpose in 2003 and 2004, the year prior the CR joining the EU and the year after. The results of the analysis did not show any decline of the tax cost in all of the migration structures after the coordination of social security was applied in the CR.

Increasing financial needs for covering of old age pensions are one of reasons for increasing debit of state budget. Because there are plenty of opinions and ideas for final shape of pension system the main purpose of this diploma thesis is to inform readers about the possibility to shift part of pension system costs towards taxes. In case of political concensus for covering pension system costs also by tax system the pension system in Czech republic would achieve dreamed financial stability.

Abstract:
Coordination of social security by bilateral agreements on social security is a specific area of international law that is essential to pay attention to. Czech Republic has up to now signed 16 bilateral agreements that are valid in their entirety. This thesis focuses on these 16 bilateral agreements and compares them with Regulation (EC) 883/2004 which became valid as the Czech Republic became member of European Union and which replaced bilateral agreements that were concluded with member states of European Union. The aim of this thesis is to perform a detailed analysis and to answer on following questions that are directly related to this issue. Firstly the thesis focuses on personal scale and answers a question of who is covered by bilateral agreements. Secondly the thesis focuses on material scale and answers a question of what subsystems are covered by agreements and compares them with the principles applied by Regulation (EC) 883/2004. Finally the thesis deals with a question of a future possible approach to coordination of social security in a global scale. It can be concluded that bilateral agreements concluded by the Czech Republic are each unique legal instruments. Therefore it is essential to study each agreement separately and not to make conclusions based on general knowledge of the issue.

Abstract:
We live in the 21st century, when more than ever solves finance, economy in terms of both the individual and the state, but also the European Union, which affects every Member State and the Czech Republic is no exception. State economic situation continues to affect both small and large companies, entrepreneurs and individuals who under the influence of the surrounding developments make decisions affecting not only the present but also the future. Economic decisions impinge on the functioning of the state authorities, which is taking steps to support the decision given on the company, such as electronic records of sales, taxation and other laws affecting their business. This impacts directly or indirectly to a particular individual moving in the country's economy. The aim of the dissertation is to express the economic impact in terms of social policy on selected sectors of the Czech economy, both theoretically and practically. The economic impact of social policy affects the financial situation of the economically active population who are hit by unexpected life situations. It is degraded in the social position due to declining economic level, which is then inadequate and social policies often do not sufficiently take into account the economic situation of the individual before and after the establishment of that situation. And the individual is often unable to adequately use the possibilities that social policy allows. The main reason is a lack of awareness, that should act on the individual before the emergence of the situation and create awareness in the people about the possibilities of resolving the situation. Unexpected life situations addressed by social policy, which is also solvable through its tools, job loss or inability to continue to engage in employment. Both options associated with a decrease in working capacity, which addresses social policy through the provision of disability pensions. These covers Czech Social Security Administration through district administrations throughout the country. The State influences the amount of disability pensions minimum the setting of wages, the basis of assessment, determination of the percentage amount of disability pension, including its reduction limits or minimum time required insurance. The aforementioned indicators in the calculation of invalidity pension, which becomes a very individual matter, but is influenced by the rules of 441,000 persons receiving this pension, which in the third. stage reaches an average amount of 10 262 CZK. With this funding slightly higher than the minimum wage, individuals must manage and deal with the new situation. Economic impacts caused by unexpected life situation affects not only the individual himself, but also its surroundings. To eliminate these negative economic impacts serve other instruments of social policy that could improve the financial situation. However, this is a significant administrative burden for which the required knowledge about the possibilities, which include care allowances, mobility allowances, certificate of persons with disabilities, but also the opportunity to appeal against the decision of the Czech Social Security Administration to withdraw and so improve its economic situation.

The diploma thesis is focused on comparison of emergence of welfare states in Great Britain during the government of Labor party in the years 1945-1951 and in Czechoslovakia during the first five-year plan during the government of the Communist party in the years 1948-1953. By degrees there are different elements of the areas of social security, health services, education and housing policy examined. In all these areas the two compared countries faced up to similar problems solved by government interventions; however also significant differences can be found in particular selected solutions. This analysis is focused primarily on the impact on individuals, but also illustrates the difficulty of application of the reforms from the perspective of the government.

Social security is an important part of the state social policy. The social security development depends upon many factors and their interaction and interpretation changes in historic context. Historic sources of social security development show a strong and urgent need of the state to deal with these questions. Chapter 1 contains a continual historical overview of social security in Czech Republic. The development of this important part of the state economy is closely connected to political and economical situation and the need of valid legal enactment implementation. The social security concept is inspired by proven models of other countries, especially Sweden. The basic system principles have to be respected simultaneously. Chapter 3 follows the fundamental problems which have been monitored since 2000. Their particular form is summed up in seven principal paragraphs. As the Czech Republic is now a part of the European economic space I find very important to treat the basic principles and objectives of social policy in European countries, however in general terms. Chapter 5 describes individual phases of the social security reform which have been put into effect in 2008 and also a concept which has been prepared for 2009

Abstract:
The aim of this master thesis is to analyse practical impacts of special rules for determination of applicable legislation in accordance with the Regulation No. 883/2004 and its implementing Regulation No. 987/2009. Further the thesis seeks to identify potential negative effects connected to application of the single insurance principle as well as deficiencies arising out of practical performance of European coordination and to discuss the eventual solutions to undesirable effects caused by weak sides of coordination regulations. The thesis is divided into four chapters: an introduction is followed by a chapter about general principles of European coordination of social security systems and about current developments in this field. The topic of a second part is an institute of posting according to Art. 12 of the Regulation No. 883/2004, a distinction here is made between employees and self-employed persons. This chapter further contains procedural rules and an overview of issued portable documents A1 (E 101 forms) during the years 2009 - 2011. Third chapter deals with pursuit of activities in two or more Member States in accordance to Art. 13 of the Regulation No. 883/2004. Special attention is paid to a fine line between posting and pursuit of activities. A problem with retroactive determination of applicable legislation is discussed in the last subchapter of the thesis. This problem is being recently solved by Czech institutions and employers. They are trying to find a solution preventing negative consequences of such a retroactive determination. Exception governed in Art. 16 of the Regulation No. 883/2004 is a subject of the fourth chapter. Situations where an exception is a possible and suitable solution are presented here as well as statistics about requests for exemption from Czech resp. foreign laws.

My diploma thesis deals with problems of pension insurance, which is characterized by strong income redistribution and low pension equivalence. The aim of my thesis is complex analysis of contemporary state of Czech pension system from the point of view of solidarity and equivalence principle application and to propose solution reinforcing equivalence principle. In the theoretical part of the theses I first define terms solidarity and equivalence, then introduce types of pension plans, possibilities of their financing and describe current pension system. Analytical part points to excessive solidarity of Czech pension system. Analysis covers both mandatory basic pension insurance (reduction limits, non-contributory periods), and additional pension insurance with state contributions. Analysis contains comparison with selected states. Thesis conclusion leads in proposal of adequate problem solution. Study employs methods of systemic analysis, comparison, and synthesis.

The aim of this thesis and its main contribution is to propose a model of optimal minimum wage that takes into account the income structure of the Czech population and the impact of adjustments to the minimum wage on unemployment and the structure of social transfers. Model brings the optimization of household income and savings in social policy redistribution, while optimizing employment and social benefits . The main hypothesis of this work is the assumption that the minimum wage can serve as a supplement social transfers. Given the ever- increasing expenditure on social security system and an open , lively debate about the consequences of the introduction of a minimum wage, this is a very current topic that needs attention. Contribution of research of this issue is to design possibilities for savings in expenditure on social policy. In the theoretical part the emphasis is aimed on the characteristics of household income, income inequality, the theoretical foundations of the social security system , tax theory and especially the concept of the minimum wage from the perspective of different economic schools. This part states the grounds for further statistical analysis and research in selected models of optimal minimum wage. The practical part is an analysis of three selected models of optimal minimum wage as well as an analysis of legislative developments and statistical values of key indicators to which the foundations were laid in the theoretical part. The research emphasizes the correlation between variables in national economy, identifying key social benefits appropriate to optimize and the implementation and effects of a possible increase in the minimum wage . The main focus of the practical part is a combination of previously gained knowledge to design model of optimal minimum wage.

The aim of this thesis is to explore and describe expenditures of The Ministry of Labour and Social Affairs of the Czech Republic. As part of the analysis overall trend of development expenditures in the period 2005 - 2010 and the proportion of individual types of expenditures related to that trend was monitored and development trends transfers with regard to the idea of "sustainability of public finances" was explored. Furthermore systemic reform basis for social expenditures area are suggested. First part of paper is focused on theoretical definition of basic terms of social policy, social security and public spending. In subsequent parts of this thesis, expenditures of the state budget of the Ministry of Labour and Social Affairs are analyzed based on obtained data with an emphasis on monitoring of the developmental trend of total expenditures and the proportion of each type of expenditures. The last part is focused on summarization and evaluation of previous study and based on obtained information possible changes in that area are suggested.

The thesis describes the historical evolution of the EU social policy, clarifies the concept of the European social model and deals with characteristics of the basic models of the European social policy. The essential part of the thesis is devoted to the comparison of the social systems in Germany and Sweden from the point of view of the amount of taxes and social contributions, the structure of receipts and expenditure on social policy, the systems of old age pension schemes, the family policy and the unemployment benefit. The comparison shows some typical elements of the social state model that these two countries represent. The attention is also devoted to the contemporary challenges which the European social model has to face, especially the demographic development and aspects of globalization. The attitude and responses of the European Union to these challenges are also mentioned here.

In 2006, there were changes in the social security system through the adoption of Act No. 110/2006 Coll., about subsistence level and living wage, Act No. 111/2006 Coll., On assistance in material need and Act No. 435/2004 Coll. on employment. The aim of the newly adopted laws was greater motivation of unemployed persons to find employment as soon as possible and thus to reduce the number of long-term unemployed individuals. At the same time the advantage of individuals who actively solve their situation compared to those who are passive recipients of benefits. With the adoption of these laws was to strengthen the incentive function of the social system, the transition from passive to active solidarity, impaired access to social benefits and avoiding the misuse of social benefits.

This study is focused on actual problems, which came up after the new Social Services Act came into force on January 1, 2007 and its updating, from the view of one group of the user sof social services- seniors. In the thesis is important charter, which described restrictive measures issues. Legislation is inadequate in this direction and even in comparison with international rules, which deals mainly with the protection of human rights. Fortunately, the situation is improving and with increasing demands on social service facility level of care is improving rapidly. In this work we find an important chapter focused on the gentle self-defense, which uses techniques of Aikido martial arts in conjunction with the restrictive measures and self- defense, so that the intervention was friendly to the client, but also the most effective. The basis, however, is the desire to avoid any physical intervention of moderate means, such as distraction, and active listening are. I attend to this topic more in in recent years and I add my lecture on this subject in Annex I, which was intended for workers in social services. The thesis entitled "Comparison of the social security system in the Czech Republic and Slovakia in relation to persons with disabilities" focuses on a comparison of social security systems for persons with disabilities in the Czech Republic and in the Slovak Republic. The thesis, conceived as a theoretical study, is divided into six main chapters where two objectives were defined: ,,To describe the social security system of persons with disabilities in the Czech Republic and Slovakia" and ,,To identify the differences in the systems of social security of people with disabilities in the Czech Republic and Slovakia". Study and analysis of the documents and then comparison of the information gathered there of were used as the research methods. The chapter focusing on social security in the Czech Republic and Slovakia in the years 1945 and 1992 describes, in particular, the gradual state paternalism in the field of social security and the passive position of the citizens in this system. In the context of the given topic, it was also important to determine that the social security system under the socialist government did not address the situation of the poor, the unemployed and particularly the persons with disabilities. The final part of this chapter outlines social reform after 1989, which on the one hand restored rights of the citizens and their responsibility for their lives and, on the other hand also defined and suggested solutions of non-existent social situations in the socialist period. An interesting finding that differences of opinion on the progress of the economy transformation and social reforms might have been one of the reasons that contributed to the dissolution of the Czechoslovak Federation was established. Chapters 3 and 4 describe the social security systems for PWD (person with disabilities) in the Czech Republic and Slovakia. The conditions for a disablement pension entitlement, method of assessing disablement, method of calculation, amount of a pension, etc. were described firstin each of these chapters. In addition, specific allowances for persons with disabilities in the Czech Republic and Slovakia, including the DID card, and finally social services for PWD, their types, providers, financing, quality assessment, etc. were outlined. Chapter 5 and sub-chapters compare disability pensions, allowances and social services in both countries. The comparison is based on the data included in Chapters 3 and 4 describing both of the social security schemes for PWD, on expert opinions and the author´s own experiences. The end of Chapter 5 emphasizes the main problems of both systems. Their solution was suggested. Chapter 6 summarizes the results of the comparison.

Social Security is the main instrument of social policy that serves to balance social inequalities and helps address adverse social situations. This thesis provides a basic overview of individual retirement and sickness insurance allowances, state social support benefits, social care, poverty relief allowances and the offer of social services. The thesis also deals with the Medical Assessment Service and the health assessment of persons for purposes of individual social security systems. The main attention is paid to the care allowance, the benefit addressed to persons who are, mainly due to poor health status, dependent on the assistance of another person in regular daily self-care and self-sufficiency. The research is focused on care allowance recipients who live in homes for the elderly, in nursing homes and in their own households with their families or separately. The objective of this thesis is to survey the provision of social security allowances, activities of the Medical Assessment Service and the issues of the health assessment process for the purposes of the care allowance entitlement. Another objection is to determine the quality of life of people receiving the care allowance. A part of the thesis is a questionnaire by which the course of the care allowance entitlement was assessed, the reasons for applying for the care allowance and the manner of the care allowance use are described, and the health status assessment of respondents and quality of their lives were determined. The information obtained from the questionnaires was evaluated and recorded in graphs. It was found that 93.6% of respondents use the care allowance for payments for care services, personal assistance or to pay the rent and services in senior homes, i.e. payments of services related to the security assistance and support to the allowance receiver. The first hypothesis, assuming that the care allowance is mainly used to cover expenses related to the security assistance and support to the allowance receiver, was confirmed. It was also found that, with the exception of respondents living in nursing homes, the respondents´ quality of life did not change when they were drawing the allowance. The second hypothesis, assuming that the care allowance improved the respondents´ quality of life, was not confirmed. The considered replacing the current 36 self-care and self-sufficiency operations with 10 areas of basic needs of life might be a simplification and an increase in effectiveness of the health condition assessment for the purpose of the care allowance admission.

During our life, there comes a lot of situations which we have to deal with and which need to solve. Such situations as decease, invalidism, health disability, poorness, job loose or loneliness. Some of these situations we are able to handle ourselves, some of them with help of family members or friends, but we are not able to handle all of the events and we are not able to secure basic life needs. In such situations, help of the state in context of its social politics, is needed. Social politics in Czech republic is divided in three branches ? next to social insurance we have state and social support and social help which is mentioned as the third branch of social protection. System of social help constructs certain standard where its basic part is about individuals rights to live his life. Social help is realized by services and social benefits. Between social benefits is also included contribution for social care that is served to individuals dependent on help of another physical being and that is topic of this dissertation. Person is considered as dependent on help from another person in four grades ? from light to full dependence. In order of dependence level and the dependent person age the amount of benefit is derived. Between the receivers of social benefits are included seniors and disabled people. By providing the benefits, the state participates in social service realization that are administered at home or in social service institutions.

This State Support for People with Disabilities, pursuant to Act No. 329/2011 Coll. diploma thesis is focused on the research of state financial support in a selected sample of respondents. In the theoretical part, I have described the current situation in the area of support for people with disabilities. The practical part is divided into a description of the objective of the work, methodology, analysis and interpretation of data and discussion. The aim of the thesis was to find out the answer to this question: How do people with disabilities perceive receiving benefits intended for their support according to Act No. 329/2011 Coll., and in particular, how do they perceive the impact of the amendment to the Act valid from January 1st, 2018? Three partial research questions have also been used to find the answer. To fulfil the abovementioned aim of this work, a qualitative research strategy, a method of semi-structured interview with selected respondents has been deployed. The technique used for collecting information was an individual in-depth interview. I have analysed and interpreted the data and have received specific information on how beneficiaries subjectively evaluate their provision. I have also verified whether the state support fulfils its function, and if so, to what extent. In conclusion, I have summarized the main findings of the research. As a result, the set-up system was found to be essentially effective. However, for better targeting it and more efficient system functioning, certain parametric changes are be needed in case of some of the benefits, especially the mobility allowance. The respondents expressed the greatest satisfaction with the advantages associated with their disability card.

For circumstances of need, people are secured be three systems, i.e. by social insurance, state social support and social assistance. Through the state social support the state contributes mainly to families with dependent children who are faced with a recognized social situation that the family is unable to cope with via its own efforts and means. The system applies the solidarity principle between high-income families and lowincome families, as well as between childless families and those with children. The system of the state social support was established in 1995 and is regulated by Act No 117/1995 Coll. on State Social Support, as amended. The state social support is a noncontributory system financed from the state budget. The system is applied in cases, where family's own financial means are deemed insufficient to maintain a basic standard of living. State social support benefits are currently the main form of financial support for families with children in various difficult social situations. The system is based on income testing, there is no means test. A person is entitled to receive benefits if he or she and other people living in a common household have permanent residency in the Czech Republic. Analysis and evaluation of positive law of benefits which are drawn by people in the Czech republic was my main intention. The result of frequent amendments is questionable interpretation of particular provisions and decline of legal certainty, because neither instructed employees who work in employment offices or in others can help general public. In the Czech republic there is a stronge social-democratic feeling from interwar period that is receding from the reality of our lives. Quick economic changes during 90'caused admission of liberal measures. These consequences carried into effect, that Czecch family policy of the begining of this millenium is a combination of various wals, very difficult to be classify. Material welfare of families with children Abstract This thesis deals with material welfare of families with children from its history to the present. This subject matter is highly discussed topic nowadays. Thesis focuses on comprehensive presentation of this issue, points on some problems in practice and proposes recommended alternations "de lege ferenda". Solidarity was noticed in Neolitic age, in antient Greece and Rome already. In the Middle Ages we can mention mutuality. Security system as we know has been formed in the modern history since 1848. International law was reflected in internal legislation during the half of 20th century due to effort of raising social rights level. Diploma thesis deals with the position of social contributions in the tax systems of the member states of the European Union. The main aim of this thesis is to compare the position of social contributions in the tax systems of the member states of the European Union using selected indicators and to find groups of states with similar characteristics and similar position of social contributions in tax systems. A cluster analysis was used to analyse the social contributions in 2007 and 2016. Source data was taken from Eurostat database. The cluster analysis defined groups of states where the position of social contributions in relation to the tax system is most similar. The thesis shows that the position of social contributions in the tax systems of the member states of the European Union did not change much during the period under review. Changes in the development of social contributions position can be expected in the future in connection with the population aging. Given the expected pressure on social contributions, which is expected to grow in the future, the achievement of public finances at a sustainable level needs to be ensured. Therefore, possible solutions are proposed in the thesis.

In my essay I focused especially on the new Act on Social Services, which came into force on January 1, 2007 and replaced a regulation coming even from the time of communism. For a long time the previous regulation wasn't corresponding to the development of contemporary society, its needs and trends in social services, which were brought along with the revolutionary year 1989. A new law was called after by professional public, and also by the very beneficiaries of social services. The new law has been awaited for a very long time, probably longer than it had originally been expected. For a long period a way which the new regulation should take, couldn't be found; adoption process was also complicated due to the political situation. Many discussions took place about a new law. Themes that can be included in the area of social services are now more up-to-date than ever before. It is a topic that touches many of us, sometimes even more than we would like.
