Abstract:
Formulating priorities for future road safety strategies requires supporting analysis to predict what the future crash population will look like and to assess how the countermeasures either already in place or planned will address the crash problems forecast. This analysis aimed to identify future priority action areas for light vehicle safety by identifying crash types that will not be fully addressed in the future by projected improvements in active and passive safety in the Australian light vehicle fleet. The future crash profile was modelled from 2017 to 2030 using crash data from 5 Australian jurisdictions overlayed with available evidence on vehicle safety feature fitment and effectiveness. The methodology can be applied to larger sets of safety technologies when sufficient evidence and supporting crash data become available. Three future vehicle safety priority areas were identified from the analysis: (i) fatal pedestrian crashes, (ii) single vehicle frontal crashes with objects, and (iii) front-to-front vehicle crashes both at intersections and midblocks, and front-to-side impacts at intersections including straight crossing path and right turn across path crash types. These crash types were projected to be the largest contributors to fatalities by 2030. Projections showed that remaining crash types in 2030 will be poorly addressed by current vehicle safety technologies such as autonomous emergency braking, lane departure warning and electronic stability control. Future vehicle safety policy priorities should address these crash types through the development of additional or enhanced vehicle safety technologies and where vehicle safety technology proves inadequate other countermeasures such as road infrastructure treatments and appropriate speed limit setting for high risk environments that address the key crash types remaining in the system.

Abstract The respective roles of occipital, parietal, and frontal cortices in visual working memory maintenance have long been under debate. Previous work on whether parietal and frontal regions convey mnemonic information has yielded mixed findings. One possibility for this variability is that the mnemonic representations in high-level frontoparietal regions are modulated by attentional priority, such as temporal order. To test this hypothesis, we examined whether the most recent item, which has a higher attentional priority in terms of temporal order, is preferentially encoded in frontoparietal regions. On each trial, participants viewed 2 gratings with different orientations in succession, and were cued to remember one of them. Using fMRI and an inverted encoding model, we reconstructed population-level, orientation representations in occipital (V1–V3), parietal (IPS), and frontal (FEF) areas during memory maintenance. Unlike early visual cortex where robust orientation representations were observed regardless of serial order, parietal, and frontal cortices showed stronger representations when participants remembered the second grating. A subsequent experiment using a change detection task on color rings excluded the possibilities of residual stimulus-driven signals or motor preparative signals for responses. These results suggest that mnemonic representations in parietal and frontal cortices are modulated by temporal-order-based attentional priority signals.

Purpose – The purpose of this paper is to study the use of outsourcing as a mechanism to cope with supply chain uncertainty, more specifically, how to deal with sudden arrival of higher priority jobs that require immediate processing, in an in-house manufacturer's facility from the perspective of outsourcing. An operational level schedule of production and distribution of outsourced jobs to the manufacturer's facility should be determined for the subcontractor in order to achieve overall optimality. Design/methodology/approach – The problem is of bi-criteria in that both the transportation cost measured by number of delivery vehicles and schedule performance measured by jobs’ delivery times. In order to obtain the problem's Pareto front, we propose dynamic programming (DP) heuristic solution procedure based on integrated decision making, and population-heuristic solution procedures using different encoding schemes based on sequential decision making. Computational studies are designed and carried out by randomly generating comparative variations of numerical problem instances. Findings – By comparing several existing performance metrics for the obtained Pareto fronts, it is found that DP heuristic outperforms population-heuristic in both solutions diversity and proximity to optimal Pareto front. Also in population-heuristic, sub-range keys representation appears to be a better encoding scheme for the problem than random keys representation. Originality/value – This study contributes to the limited yet important knowledge body on using outsourcing approach to coping with possible supply chain disruptions in production scheduling due to sudden customer orders. More specifically, we used modeling methodology to confirm the importance of collaboration with subcontractors to effective supply chain risk management.

From incoming sensory information, our brains make selections according to current behavioral goals. This process, selective attention, is controlled by parietal and frontal areas. Here, we show that another brain area, posterior inferotemporal cortex (PITd), also exhibits the defining properties of attentional control. We discovered this area with functional magnetic resonance imaging (fMRI) during an attentive motion discrimination task. Single-cell recordings from PITd revealed strong attentional modulation across 3 attention tasks yet no tuning to task-relevant stimulus features, like motion direction or color. Instead, PITd neurons closely tracked the subject’s attention state and predicted upcoming errors of attentional selection. Furthermore, artificial electrical PITd stimulation controlled the location of attentional selection without altering feature discrimination. These are the defining properties of a feature-blind priority map encoding the locus of attention. Together, these results suggest area PITd, located strategically to gather information about object properties, as an attentional priority map.

With the growth of the road transport fleet and increase of urban agglomerations, the availability of private transport on the streets of cities with a population over 500 thousand inhabitants is quite noticeable. The previously developed general plans of such settlements, in modern realities, are impossible to implement both from a financial point of view and in terms of the urban space organization. Given the impossibility of meeting the needs of private car users, public transport comes first in the priorities of urban mobility. Problematic areas of the road network in many western Ukrainian cities are those that are densely populated. In such cases, it is not always possible to redesign elements of street sections or intersections, so the traffic management improvement is limited to organizational measures. Among them, the most popular and least expensive are the change the modes of light control at intersections. Considering modern opportunities, technical means and scientific achievements, the capacity of signalized intersections is high. The same applies to the principles of giving priority to public transport over time (at signalized intersections). At present, a significant number of methods and algorithms for detecting and heading the movement of public transport at traffic lights have been developed, however, the criteria for the application of each of them are not fully understood. As a result of the conducted research, the change of queues in front of stop-lines at intersections depending on types of signalization is defined. The results showed that the existing type of control creates significant traffic delays on secondary streets. As a result, it is proposed to use adaptive control, which provides for the adjustment of the traffic light cycle in the presence of tram traffic. Using traffic simulation tools, it became possible to choose different modes of traffic lights control at intersections, which can provide public transport priority, while minimizing the negative impact on the adjacent elements of the road network.

Abstract:
This paper studies the Cumulative Capacitated Vehicle Routing Problem, including Priority Indexes, a variant of the classical Capacitated Vehicle Routing Problem, which serves the customers according to a certain level of preference. This problem can be effectively implemented in commercial and public environments where customer service is essential, for instance, in the delivery of humanitarian aid or in waste collection systems. For this problem, we aim to minimize two objectives simultaneously, the total latency and the total tardiness of the system. A Mixed Integer formulation is developed and solved using the AUGMECON2 approach to obtain true efficient Pareto fronts. However, as expected, the use of commercial software was able to solve only small instances, up to 15 customers. Therefore, two versions of a Memetic Algorithm with Random Keys (MA-RK) were developed to solve the problem. The computational results show that both algorithms provided good solutions, although the second version obtained denser and higher quality Pareto fronts. Later, both algorithms were used to solve larger instances (20–100 customers). The results were mixed in terms of quality but, in general, the MA-RK v2 consistently outperforms the first version. The models and algorithms proposed in this research provide useful insights for the decision-making process and can be applied to solve a wide variety of business situations where economic, customer service, environmental, and social concerns are involved.

High sodium intake is estimated to cause approximately 3 million deaths per year worldwide. The estimated average sodium intake of 3.95 g/day far exceeds the recommended intake. Population sodium reduction should be a global priority, while simultaneously ensuring universal salt iodization. This article identifies high priority strategies that address major sources of sodium: added to packaged food, added to food consumed outside the home, and added in the home. To be included, strategies needed to be scalable and sustainable, have large benefit, and applicable to one of four measures of effectiveness: (1) Rigorously evaluated with demonstrated success in reducing sodium; (2) suggestive evidence from lower quality evaluations or modeling; (3) rigorous evaluations of similar interventions not specifically for sodium reduction; or (4) an innovative approach for sources of sodium that are not sufficiently addressed by an existing strategy. We identified seven priority interventions. Four target packaged food: front-of-pack labeling, packaged food reformulation targets, regulating food marketing to children, and taxes on high sodium foods. One targets food consumed outside the home: food procurement policies for public institutions. Two target sodium added at home: mass media campaigns and population uptake of low-sodium salt. In conclusion, governments have many tools to save lives by reducing population sodium intake.

Detection of research priority is of key importance for the development of researchorganizations, universities, country, and society. The paper briefly reviews a range of issuesaccompanying the processes of research priority setting. These issues are primarily discussedin biomedical papers due to their utmost importance in the system of healthcare.The paper describes the main participants who set research priority including research organizationsand universities, grant funds, business companies and their investors, and governmentagencies. It is shown how relationships between participants can lead to a potential conflict of interest when prioritizing research. Resolution of conflicts at initial stages of researchpriority setting is especially important to maintain principles of fair competition, humanrights observance, development of collaboration, and enhancement of transparency inresearch. Problems of biased priority setting are detected toward international, basic, or hottopics, which requires the development of special criteria for each type of research. Issuesof dual-purpose research are studied from the perspective of publication ethics as they canresult in both advantages and damage for society. Modern approaches to research prioritysetting are reviewed. Methods of the detection of research trends and fronts are also brieflydescribed due to their impact on further priority setting. The mutual influence of researchfronts and research priority was shown. Tools for the detection of research trends and frontscomprise bibliometric analysis while research priority setting is significantly based on expertreview. Multiphase processes using various approaches seem to be the most promising inresearch priority setting.

Penelitian ini difokuskan untuk melihat titik potensi bangkitan pejalan kaki dan ketersediaan ruang pengembangan jalur pejalan kaki pada Ruang Milik Jalan (Rumija) eksisting. This research presents a simulation-optimization model for urban flood mitigation integrating Non-dominated Sorting Genetic Algorithm (NSGA-II) with Storm Water Management Model (SWMM) hydraulic model under a curve number-based hydrologic model of low impact development technologies in Gonbad-e-Kavus, a small city in the north of Iran. In the developed model, the best performance of the system relies on the optimal layout and capacity of retention ponds over the study area in order to reduce surcharge from the manholes underlying a set of storm event loads, while the available investment plays a restricting role. Thus, there is a multi-objective optimization problem with two conflicting objectives solved successfully by NSGA-II to find a set of optimal solutions known as the Pareto front. In order to analyze the results, a new factor, investment priority index (IPI), is defined which shows the risk of surcharging over the network and priority of the mitigation actions. The IPI is calculated using the probability of pond selection for candidate locations and average depth of the ponds in all Pareto front solutions. The IPI can help the decision makers to arrange a long-term progressive plan with the priority of high-risk areas when an optimal solution has been selected.

Abstract:
N-Acetylglucosamine 2-epimerases (AGEs) catalyze the interconversion of N-acetylglucosamine and N-acetylmannosamine. They can be used to perform the first step in the synthesis of sialic acid from N-acetylglucosamine, which makes the need for efficient AGEs a priority. This study presents the structure of the AGE from Nostoc sp. KVJ10 collected in northern Norway, referred to as nAGE10. It is the third AGE structure to be published to date, and the first one in space group P42212. The nAGE10 monomer folds as an (α/α)6 barrel in a similar manner to that of the previously published AGEs, but the crystal did not contain the dimers that have previously been reported. The previously proposed `back-to-back' assembly involved the face of the AGE monomer where the barrel helices are connected by small loops. Instead, a `front-to-front' dimer was found in nAGE10 involving the long loops that connect the barrel helices at this end. This assembly is also present in the other AGE structures, but was attributed to crystal packing, even though the `front' interface areas are larger and are more conserved than the `back' interface areas. In addition, the front-to-front association allows a better explanation of the previously reported observations considering surface cysteines. Together, these results indicate that the `front-to-front' dimer is the most probable biological assembly for AGEs.

Queue jumper lanes are a special type of bus preferential treatment that allows buses to bypass a waiting queue through a right-turn bay and then cut out in front of the queue by getting an early green signal. The performance of queue jumper lanes is evaluated under different transit signal priority (TSP) strategies, traffic volumes, bus volumes, dwell times, and bus stop and detector locations. Four TSP strategies are considered: green extension, red truncation, phase skip, and phase insertion. It was found that queue jumper lanes without TSP were ineffective in reducing bus delay. Queue jumper lanes with TSP strategies that include a phase insertion were found to be more effective in reducing bus delay while also improving general vehicle operations than those strategies that do not include this treatment. Nearside bus stops upstream of check-in detectors were preferred for jumper TSP over farside bus stops and nearside bus stops downstream of check-in detectors. Through vehicles on the bus approach were found to have only a slight impact on bus delay when the volume-to-capacity (v/c) ratio was below 0.9. However, when v/c exceeded 0.9, bus delay increased quickly. Right-turn volumes were found to have an insignificant impact on average bus delay, and an optimal detector location that minimizes bus delay under local conditions was shown to exist.

When searching for an object in a crowded scene, information about the similarity of stimuli to the target object is thought to be encoded in spatial priority maps, which are subsequently used to guide shifts of attention and gaze to likely targets. Two key cortical areas that have been described as holding priority maps are the frontal eye field (FEF) and the lateral intraparietal area (LIP). However, little is known about their distinct contributions in priority encoding. Here, we compared neuronal responses in FEF and LIP during free-viewing visual search. Although saccade selection signals emerged earlier in FEF, information about the target emerged at similar latencies in distinct populations within the two areas. Notably, however, effects in FEF were more pronounced. Moreover, LIP neurons encoded the similarity of stimuli to the target independent of saccade selection, whereas in FEF, encoding of target similarity was strongly modulated by saccade selection. Taken together, our findings suggest hierarchical processing of saccade selection signals and parallel processing of feature-based attention signals within the parietofrontal network with FEF having a more prominent role in priority encoding. Furthermore, they suggest discrete roles of FEF and LIP in the construction of priority maps.

Aiming at reducing per person delay, this paper presents an optimization method for Transit Signal Priority (TSP) considering multirequest under connected vehicle environment, which is based on the travel time prediction model. Conventional arrival time of transit depended on the detection information and the front road state, which restricted the effect of priority seriously. According to the bidirectional and real-time information transmission under connected vehicle environment, this paper establishes a more accurate forecasting model of bus travel time. Based on minimizing the total person delay at the intersection, the decision mechanism of multirequest is devised to meet the priority needs of buses with different arrival times. And the green time compensation algorithm is developed after considering the arrival information of the buses in the next cycle of compensational phase. Finally, the paper combines the COM interface of VISSIM and Matlab to achieve the proposed method under connected vehicle environment. Four control methods were tested when the VCR was 0.5, 0.7, and 0.9. The results illustrated that the proposed method reduced per person delay by 18.57%, 11.88%, and 18.96% and decreased the private vehicle delay by 3.73%, 7.62%, and 13.10%, respectively.

Weight reduction is a priority across the automotive industry for improved fuel efficiency and CO2 reduction, and crash safety is the first design criterion considered during vehicle development. This paper is concerned with lightweight design of front rail on a vehicle chassis frame structure through material substitution, i.e., replacing the original mild steel with advanced high strength steel (AHSS), without deteriorating the vehicle’s crashworthiness performance. Magic Cube approach (MQ), a systematic design approach, is conducted to analyze the design problem: by applying space decomposition, a system-to-subsystem-to-component model is developed, which simplifies the design problem. Numerical simulation is carried out with LS-DYNA to evaluate the crashworthiness performances of the original and the new-designed front rail. The result shows that up to 30% weight can be reduced in the new design through material substitution while the crash performance remains the same as in the original design.

What mechanisms underlie the prioritization of neural representations of visually perceived information to guide behavior? We assessed the dynamics whereby attention biases competition for representation of visual stimuli by enhancing representations of relevant information and suppressing the irrelevant. Multivariate pattern analysis (MVPA) classifiers were trained to discriminate patterns of fMRI activity associated with each of three stimuli, within several predefined ROIs. Participants performed a change-detection task wherein two of three presented items flashed at 1 Hz, one to each side of central fixation. Both flashing stimuli would unpredictably change state, but participants covertly counted the number of changes only for the cued item. In the ventral occipito-temporal ROI, MVPA evidence (a proxy for representational fidelity) was dynamically enhanced for attended stimuli and suppressed for unattended stimuli, consistent with a mechanism of biased competition between stimulus representations. Frontal and parietal ROIs displayed a qualitatively distinct, more “source-like” profile, wherein MVPA evidence for only the attended stimulus could be observed above baseline levels. To assess how attentional modulation of ventral occipito-temporal representations might relate to signals originating in the frontal and/or parietal ROIs, we analyzed informational connectivity (IC), which indexes time-varying covariation between regional levels of MVPA evidence. Parietal-posterior IC was elevated during the task, but did not differ for cued versus uncued items. Frontal-posterior IC, in contrast, was sensitive to an item's priority status. Thus, although regions of frontal and parietal cortex act as sources of top–down attentional control, their precise functions likely differ.

The vehicle nonstrict priority give-way behavior (VNPGWB) is a common part of traffic interaction between motorized and nonmotorized vehicles in many countries. This study proposes a mixed-flow cellular automaton model to simulate the passing of vehicles in front of bicycles at crosswalks. The mixed-flow model combines a vehicle model with a bicycle model, using nonstrict priority give-way and strict give-way two driving behaviors defined as relating to the decision point rule and the launching rule, respectively. Simulation results showed that as the vehicle and bicycle inflow rates increased, a critical inflow rate divided vehicle and bicycle traffic flow into free flow and saturated flow conditions. The values of vehicle saturation flow decreased from 0.34 to 0.05, and the values of bicycle saturation flow decreased from 0.54 to 0.44, indicating that the mixed traffic flow has a negative effect on vehicle and bicycle saturated flow. Results also showed that VNPGWB effectively improves vehicle saturation flow over that of the strict give way. The advantage of VNPGWB is more significant when vehicles and bicycles are in saturation traffic flow.

In order to conduct risk assessment for collision-free decision making of intelligent vehicles in a complex road traffic environment, it is essential to conduct stable tracking and state estimation of multiple vehicle targets. Therefore, this paper proposes a multitarget tracking method in line with the priority data association rule. Firstly, a standard coordinate turn process model is deduced as the existence of translation and rotation of the vehicle on the two-dimensional ground plane. Secondly, an unscented Kalman filter algorithm is developed due to the nonlinear radar measurement model. Thirdly, a priority data association rule, which puts the targets in a priority queue according to the number of times they are associated, is designed to filter out noise, given that it is unlikely for a vehicle target as an inertial system to appear or disappear instantly in practice. In addition, the data association rule specifies that the closer the target is to the front of the queue, the more prioritized the association with the newly observed target would be. Finally, the track management algorithm is constructed. On this basis, a series of real vehicle tests were conducted on real roads with four typical scenarios. According to the test results, the proposed algorithm is effective in filtering out noise and is suboptimal as the nearest neighbor data association.

Improving the effectiveness of treatment of chronic rhinosinusitis (CRS) is a priority task of modern otorhinolaryngology, not only domestic, but also foreign. This interest in the problem is due to the widespread prevalence of this pathology. In different countries, the criteria for accounting for the incidence, algorithms for the diagnosis and treatment of rhinosinusitis differ significantly, and for CRS these differences are more pronounced than for acute. A retrospective analysis of the structure and prevalence of ENT diseases according to inpatient observations for 5 years showed that chronic diseases of the nose and paranasal sinuses (SNP) occupied a priority place among hospitalized patients (45.8 ± 0.9% and 55.5 ± 1,0%). In the structure of the main diseases of SNP, the largest share in the adult population is occupied by inflammation of the maxillary sinus (HPP), in which there is an annual increase in the incidence of 1-1.5%, the second most frequent is inflammation of the ethmoid labyrinth cells, then the frontal and sphenoid sinuses.

An enhanced differential evolution based algorithm, named multi-objective differential evolution with simulated annealing algorithm (MODESA), is presented for solving multiobjective optimization problems (MOPs). The proposed algorithm utilizes the advantage of simulated annealing for guiding the algorithm to explore more regions of the search space for a better convergence to the true Pareto-optimal front. In the proposed simulated annealing approach, a new acceptance probability computation function based on domination is proposed and some potential solutions are assigned a life cycle to have a priority to be selected entering the next generation. Moreover, it incorporates an efficient diversity maintenance approach, which is used to prune the obtained nondominated solutions for a good distributed Pareto front. The feasibility of the proposed algorithm is investigated on a set of five biobjective and two triobjective optimization problems and the results are compared with three other algorithms. The experimental results illustrate the effectiveness of the proposed algorithm.

AbstractThe principles of the best interest of children and subsidiarity constitute the conceptual foundation of the Convention on Protection of Children and Co-Operation in Respect of Intercountry Adoption (HCIA). Subsidiarity in the HCIA dictates a priority for domestic adoption placements for children over intercountry adoption. This article argues against subsidiarity on two fronts. First, the analysis shows that the in-principle priority of domestic adoption cannot be justified on the basis of either heritage rights or state sovereignty. Second, the principle of subsidiarity in the HCIA is a procedural principle, one that stipulates the political/geographical location of the placement of children through a priority ordering. This does not comport with the principle of subsidiarity as it has been conceptualized in ethics and social philosophy, which gives normative structure to the process of decision-making by stipulating the proper level for decisional authority. Subsidiarity in this original sense holds that decisions regarding child welfare should be made at the lowest level possible, by those most affected by the decisions, unless doing so would not be the most suited to protecting and promoting the best interests of children. Appealing to subsidiarity in this theoretical version reveals at least two significant problems with HCIA placement policy and leads to the conclusion that subsidiarity in the HCIA must be formally revised as a structural principle of ethics that will not support the general priority of domestic adoption.

Abstract Given the continuous aging of pipeline infrastructure buried underground, water utilities need to make a strategic plan on how to maintain the entire water distribution systems (WDSs) to ensure the required standard of supply. This paper investigates the nexus of three key factors that have a significant impact on the decision-making process of the rehabilitation plan for WDSs. The factors considered include the problem formulations, the pipe selection methods for identifying critical components of WDSs, and the multi-objective evolutionary algorithms (MOEAs). The nexus was revealed by considering all the combinations of two variants for each factor. The optimal rehabilitation problem of the Exeter network was used as a case study. Results exhibit that the problem formulation determined the range of Pareto fronts essentially, which should give the highest priority in the decision-making process. The pipe selection method played a secondary role, mainly affecting the shape of Pareto fronts. Optimization algorithms also had a considerable impact on the optimality of solutions, subject to their characteristics and parameter settings. This paper also highlights that breakthroughs need to focus on these key factors to facilitate a more cost-effective solution to the rehabilitation of large WDSs.

Objective: We evaluated the Resident Assessment Instrument—Mental Health (RAI-MH) assessment platform at a large psychiatric hospital in Ontario during the 3 years following its provincially mandated implementation in 2005. Our objectives were to document and consider changes over time in front-line coding practices and in indicators of data quality. Method: Structured interviews with program staff were used for preliminary information-gathering on front-line coding practices. A retrospective data review of assessments conducted from 2005 to 2007 examined 5 quantitative indicators of data quality. Results: There is evidence of improved data quality over time; however, low scores on the outcome scales highlight potential shortcomings in the assessment system's ability to support outcome monitoring. There was variability in implementation and performance across clinical programs. Conclusions: This evaluation suggests that the RAI-MH-based assessment platform may be better suited to longer-term services for severely impaired clients than to short-term, highly specialized services. In particular, the suitability of the RAI-MH for hospital-based addictions care should be re-examined. Issues of staff compliance and motivation and problems with assessment system performance would be highly entwined, making it inappropriate to attempt to allocate responsibility for areas of less than optimal performance to one or the other. The ability of the RAI-MH to perform well on clinical front lines is, in any case, essential for it to meet its objectives. Continued evaluation of this assessment platform should be a priority for future research.

Background & Objective: Canada is in the midst of an opioid crisis. Given the sheer magnitude of the crisis and escalating death toll, the mobilization of harm reduction interventions is an important priority. Currently, little is known about the role played by stigmatization, particularly in terms of how this may impact the endorsement and uptake of harm reduction strategies and initiatives among front-line providers. Materials & Methods: Opening Minds, the anti-stigma initiative of the Mental Health Commission of Canada, undertook a one-and-a-half-year research project to understand the qualities, characteristics, sources, consequences, and solutions to the problem of stigmatization on the front-lines of the opioid crisis. A qualitative key informant design was selected. Participants included various first responder and health provider groups, people with lived experience of opioid or other drug use, and people in key policy or programming roles. Eight focus groups were held across Canada, and 15 one-on-one key informant interviews were completed. Results: Analysis of focus group and key informant interviews revealed three main ways in which stigma shows up on the front lines of the opioid crisis among providers. These themes coalesced around a central main problem, that of low compassion satisfaction. Suggestions for how these concerns can be addressed were also identified. Conclusion: The findings from this research revealed several key ways that stigma ‘shows up’ in the experiences and perceptions of front-line providers and provide several promising avenues for combatting stigmatization related to opioid use and harm reduction. An important avenue for future research is to develop and elaborate on the theoretical connections between the concepts of stigmatization and compassion satisfaction as a way to better understanding the problem of stigmatization in helping environments.

In general, the proximities to a certain diversity along the front and the Pareto front have the equal importance for solving multiobjective optimization problems (MOPs). However, most of the existing evolutionary algorithms give priority to the proximity over the diversity. To improve the diversity and decrease execution time of the nondominated sorting genetic algorithm II (NSGA-II), an improved algorithm is presented in this paper, which adopts a new vector ranking scheme to decrease the whole runtime and utilize Part and Select Algorithm (PSA) to maintain the diversity. In this algorithm, a more efficient implementation of nondominated sorting, namely, dominance degree approach for nondominated sorting (DDA-NS), is presented. Moreover, an improved diversity preservation mechanism is proposed to select a well-diversified set out of an arbitrary given set. By embedding PSA and DDA-NS into NSGA-II, denoted as DNSGA2-PSA, the whole runtime of the algorithm is decreased significantly and the exploitation of diversity is enhanced. The computational experiments show that the combination of both (DDA-NS, PSA) to NSGA-II is better than the isolated use cases, and DNSGA2-PSA still performs well in the high-dimensional cases.

Computational models posit that visual attention is guided by activity within spatial maps that index the image-computable salience and the behavioral relevance of objects in the scene. These spatial maps are theorized to be instantiated as activation patterns across a series of retinotopic visual regions in occipital, parietal, and frontal cortex. Whereas previous research has identified sensitivity to either the behavioral relevance or the image-computable salience of different scene elements, the simultaneous influence of these factors on neural “attentional priority maps” in human cortex is not well understood. We tested the hypothesis that visual salience and behavioral relevance independently impact the activation profile across retinotopically organized cortical regions by quantifying attentional priority maps measured in human brains using functional MRI while participants attended one of two differentially salient stimuli. We found that the topography of activation in priority maps, as reflected in the modulation of region-level patterns of population activity, independently indexed the physical salience and behavioral relevance of each scene element. Moreover, salience strongly impacted activation patterns in early visual areas, whereas later visual areas were dominated by relevance. This suggests that prioritizing spatial locations relies on distributed neural codes containing graded representations of salience and relevance across the visual hierarchy.NEW & NOTEWORTHY We tested a theory which supposes that neural systems represent scene elements according to both their salience and their relevance in a series of “priority maps” by measuring functional MRI activation patterns across human brains and reconstructing spatial maps of the visual scene. We found that different regions indexed either the salience or the relevance of scene items, but not their interaction, suggesting an evolving representation of salience and relevance across different visual areas.

Abstract:
Seven COVID-19 vaccines are now being distributed and administered around the world (figure correct at the time of submission), with more on the horizon. It is widely accepted that healthcare workers should have high priority. However, questions have been raised about what we ought to do if members of priority groups refuse vaccination. Using the case of influenza vaccination as a comparison, we know that coercive approaches to vaccination uptake effectively increase vaccination rates among healthcare workers and reduce patient morbidity if properly implemented. Using the principle of least restrictive alternative, we have developed an intervention ladder for COVID-19 vaccination policies among healthcare workers. We argue that healthcare workers refusing vaccination without a medical reason should be temporarily redeployed and, if their refusal persists after the redeployment period, eventually suspended, in order to reduce the risk to their colleagues and patients. This ‘conditional’ policy is a compromise between entirely voluntary or entirely mandatory policies for healthcare workers, and is consistent with healthcare workers’ established professional, legal and ethical obligations to their patients and to society at large.

Dopo aver illustrato gli obiettivi e la struttura dell´ENP e il ruolo degli Action Plans, che identificano le prioritŕ della cooperazione tra l´Unione Europea (UE) e i suoi vicini, l'analisi approfondisce il ruolo dell´ENPI presentandone, quindi, in dettaglio, gli aspetti finanziari. Nelle conclusioni, dopo aver espresso un giudizio in generale positivo sullo strumento, si sottolinea la vastitŕ dell'area coperta dall´ENP e, di conseguenza, dall´ENPI; sono evidenziate anche le difficoltŕ di attuazione delle sue procedure complesse, la non sempre sufficiente attrattivitŕ per i paesi vicini e la scarsitŕ dei fondi assegnati dall´UE a fronte di obiettivi molto ambiziosi.

The 11 September terrorist attacks have led the United States to reassess its foreign policy. The overwhelming priority is the defeat of terrorism and to further this end the United States is prepared to engage with states, regardless of their democratic credentials, willing and able to help the United States on the terrorist front. There is little sign, however, that the new-found interest in promoting multilateral co-operation to deal with terrorism is spilling over into other policy areas. The United States shows no sign of modifying its opposition to a number of international treaties and agreements – such as Kyoto, CTBT or the ICC – all of which its closest allies support. The US approach may be described as ‘utilitarian multilateralism’.

Melting-casting is the first process in copper alloy strip production. The schedule scheme on this process affects the subsequent processes greatly. In this paper, we build the multiobjective model of melting-casting scheduling problem, which considers minimizing the makespan and total weighted earliness and tardiness penalties comprehensively. A novel algorithm, which we called Multiobjective Artificial Bee Colony/Decomposition (MOABC/D) algorithm, is proposed to solve this model. The algorithm combines the framework of Multiobjective Evolutionary Algorithm/Decomposition (MOEA/D) and the neighborhood search strategy of Artificial Bee Colony algorithm. The results on instances show that the proposed MOABC/D algorithm outperforms the other two comparison algorithms both on the distributions of the Pareto front and the priority in the optimal selection results.

Abstract This paper reports on the research activities during the first phase of the project Real100G.RF, which is part of the German Research Foundation (DFG) priority programm SPP1655. The project’s main objective is to research silicon-based wireless communication above 200 GHz to enable data rates in excess of 100 gigabit per second (Gbps). To that end, this paper presents a fully packaged 240 GHz RF transmitter front-end with power combining antenna in 0.13 $\mu$ m SiGe technology. The design of circuit building blocks, passives, antenna and high-speed packaging is discussed. Communication measurements show data rates of 8 Gbps with an EVM of 12.4% using 16-QAM, 24 Gbps with 26.5% EVM using QPSK and 30 Gbps with 27.9% EVM using 8-PSK.

Abstract Considering several developments recently, especially at local self-government level, on budget design and application, we can notice that citizens have a deeply different perception on local PA performance than this last itself. Local government continuously claims their increasing performance, especially on accountability processes, even measuring it through effectiveness and efficiency of their investments as well as number and size of public services offered to the local community. Their pay-offs are not far of being glorious and making happy everybody taking notice on the presentation. While, on the other side, citizens of the same community have a far different view and estimation on this regard. They complain on communication, quality of public services, distribution quality of investments, division of local budget through sectors, till that point to refuse paying local taxes and tariffs, as well as burning career of “highly performance” local leaders (mayors) voting ‘no’ on elections not considering their ‘glorious increasing performance’ during the governmental mandate. Introducing citizen participation in a process of budget decision making in local self-government, especially during priority selection stage, as well as budgeting an important part of the local budget through common decision making – PA and community representativeness, analysing, first, the state of nature through adverse pricing or asymmetry reduction, both in their perception on prioritization, as well as estimating investments to each priority through independent estimation by each participator in a common Committee PA&citizens, Participatory Budgeting Committee, and second, presenting their project proposal, as well as defending it in front of the City Council, could produce a far better perceived performance by both sides.

When the pure electric mining dump truck is working, it mainly ascends the slope at full load and descends the slope at no load. The loading state of the vehicle and the slope of the road will directly affect its axle load distribution and braking force distribution. In this paper, the slope dynamics analysis of the pure electric double-axle four-wheel drive mining dump truck was carried out. Based on the regenerative braking priority strategy, four regenerative braking control methods were developed based on the Matlab/Simulink platform and ADVISOR 2002 vehicle simulation software to study the ability of regenerative braking energy recovery and its impact on vehicle economic performance. The simulation results show that the regenerative braking priority control strategy used can maximize the regenerative braking force of the vehicle; the regenerative energy recovery capability of pure electric mining dump truck is proportional to the regenerative braking force that can be provided during braking; the two-axis braking strategy based on the I curve and the β line can make full use of the front and rear axle regenerative braking force when the braking intensity is large, and recover more braking energy; under road drive cycle, the single-axis braking force required to the braking strategy based on the maximized front axle braking force is the largest among all strategies, the motor braking efficiency is the highest, and the recovered braking energy is the most. For the studied drive cycle, the regenerative braking technology can reduce the vehicle energy consumption by 1.06%–1.56%. If appropriate measures are taken to improve the road surface condition and reduce the rolling resistance coefficient from f = 0.04 to f = 0.02, the regenerative braking technology can further reduce the vehicle energy consumption to 4.76%–5.73%. The economic performance of the vehicle is improved compared to no regenerative braking. In addition, the vehicle loading state and the driving motor working efficiency also directly affect the regenerative braking energy recovery capability of the pure electric mining truck.

The battery quick exchange mode is an effective solution to resolve the battery charging problem of electric vehicle. For the electric vehicle battery distribution network with the battery quick exchange mode, the distribution model and algorithm are researched; the general mathematical model to take delivery of the vehicle routing problem with time window (VRP-SDPTW) is established. By analyzing the relationship between the main variables, structure priority function of the initial population, a new front crossover operator, swap mutation operator and reverse mutation operator are designed, and an improved genetic algorithm solving VRP-SDPTW is constructed. The algorithm could overcome the traditional genetic algorithm premature convergence defects. The example shows that the improved genetic algorithm can be effective in the short period of time to obtain the satisfactory solution of the VRP-SDPTW.
