Abstract:
Introduction. The article deals with the issue of cultural differences affecting positive law specifc character from the point of view of law and order awareness, as well as from the point of view of law enforcement. A classical sample is difference between Anglo-Saxon case law and written (prohibitive) law. The author scrutinizes modality types correlation, specially pointing out deontic and axiological modalities. Going back genetically to common semantic feld of sociocultural norm as a limit, rule of law can be viewed as a derivative from a broader context (“hidden modality”). This particular context presets possible interpretations limits, not always obvious for an outsider.Materials and methods.Methodological foundation for research is the comparison analysis method based on various interpretation types comparison and ascertainment of commensurability lacunas, important from the point of view of accuracy of a translation of language expressions with due consideration to their modality. Fixation on referential basis of these expressions, i.e. their principal focusing on reflection of real processes, as well as systems and consistence (“logicality”) principles peculiar to conception of positive law rational status, have a special importance in this case.Research results. The article shows that various modality types in law are connected on the one hand with linguo-cultural peculiarities, to which a specifc system of law is “tied”. On the other hand the law itself when forming its own conceptual construct enters the feld of forming a more strict and unifed (artifcial) language having reverse influence on “natural” views on rules of law. Such a language includes various modality types and exists in a complex interaction with perception of reality process and codifcation of corresponding social behavior rules, forming social space by means of such social regulator as positive law.Discussion and conclusion. The article describes basic logical conditions for making new rules of law and processing existing rules in the course of international treaties preparation. Possibilities and limitations of communicative practice influence on making rules of law have been analyzed, unobvious problems for an interpreter dealing with comparison of various sociocultural modality types specifc for national legal systems have been shown.

Abstract:
Based on the principles of natural analogies, the necessary diversity, the ability of soil formation and the integration of knowledge, multifunctional hydroagrolandscape systems have been developed, including multifunctional systems (crop rotation fields and irrigation technique), which ensure the fulfillment of the ecological and economic functions of the soils of hydroagrolandscape systems. Multifunctional hydro-agrolandscape systems for the purposeful regulation of the soil-forming process on irrigated crop rotation fields by designing crop rotation and an irrigation system on irrigated lands (hydro-agricultural landscape system) with the linkage of agricultural crops to irrigation equipment and technology, which move along with agricultural crops according to the rotational scheme, adopted in the crop rotation, ensure the maximum possible use of solar energy for the soil-forming process in specific natural and climatic conditions. The environment-forming functions of a multifunctional hydro-agrolandscape system are provided on the basis of the use of integral criteria to ensure the agroecological sustainability of irrigated crop rotations (hydroagrolandscapes), taking into account geoecological restrictions, that is, the weighted average irrigation rate (water demand deficit) of agricultural crops in the crop rotation should not exceed the deficit of the ecological water requirement of agricultural land systems. Thus, the design of highly productive hydrolandscape systems requires ensuring compliance with not only the principles of the necessary diversity and natural analogies, based on the creation of se-rotations with mobile irrigation techniques to control and regulate soil-forming processes, that is, the soil as an object of influence (reclamation) performing an ecological function , and agricultural crops as a subject perform an economic function, requires the need, on the basis of the principle of knowledge integration, to form ways of regulating the natural process that provide targeted regulation and control of soil-forming processes as environment-forming systems.

Abstract:
Energy saving in manufacturing is the key to reduce energy consumption of unit GDP. Forming equipments are one of the biggest energy consumers. The basic reason of high energy consumption and low efficiency for current forming equipments is the mismatch between uncontrollable driving characteristics and the variable loads in forming processes. Complex transmission and control mechanisms are needed, wasting a lot of energy. The basic principles of driving were put forward to realize energy saving for forming equipments: faster in virtual strokes, slower in working strokes, stop when idling and recycling excessive energy. The servo driving based on large AC servo motors can make the driving and forming loads match each other well, realizing not only high automation and intelligence, but energy saving greatly as well. Theoretical analysis and experiments showed that by adopting AC servo driving the crank presses, hydraulic presses and screw presses could get the energy saving results of 25-70%.

The purpose of the research is to present, summarize and demonstrate on the example of the developed test tasks the principles of preparing foreigners for the Writing subtest in the system of International State Examination in the Russian Language (TORFL-I). The research materials include tasks, texts, test materials of a training nature in writing. The authors used methods of theoretical research: axiomatic, hypothetical, analytical, systemic. Empirical methods of observation, description, comparison were used when fixing the specific features of the components in the system of preparation for linguodidactic testing in Russian as a foreign language, which is carried out at Transbaikal State University at the Local Center for Testing Foreign Citizens (Chita, Russia). The results of the study show that preparation for testing should be based on certain principles - integrity, continuity, unity of control and self-control. The article emphasizes the principle of integrity as fundamental. Integrity in preparation for test in writing has several manifestations and implies the development of linguistic, communicative, sociocultural, discursive competencies among students; development of knowledge, skills and expertise in the field of writing with simultaneous development of writing techniques; considering the lexical minimum and requirements of the State Educational Standards for the first level of general proficiency in Russian as a foreign language. We also consider the principle of continuity to be important, which implies consistency in preparation for the Writing subtest - making skills and expertise automatic by repeating, looping; considering the material learned at previous levels of proficiency in Russian as a foreign language - elementary and basic. The principle of unity of control and self-control is considered in the content-functional aspect: a system of test tasks has been developed and presented, which allows to increase the effectiveness of the control and self-control process and the effectiveness of forming the competencies - linguistic, communicative, sociocultural and discursive. The methodology, based on these principles, allows foreign students to quickly adapt to passing tests and the necessary material in full.

Abstract:
The article highlights the basic principles and methods of forming a mechanism for overcoming poverty. The necessity of their complex application is substantiated, which will give an opportunity to achieve positive results after the implementation of the mechanism of overcoming poverty. The mechanism of overcoming poverty through the prism of the structural components of social security, which “underlies” the components of public policy to improve the standard and quality of life. It is determined that the structural components of social security of the population should include state social standards and state social guarantees. It is proved that during the implementation of the poverty alleviation mechanism it is necessary to conduct regular monitoring. It is noted that the monitoring results should be actively used to assess the effectiveness of public policy, create conditions for effective and targeted use of allocated resources, determine their adequacy and the need for redistribution between target programs, regions and develop proposals for further improvement of the mechanism of state regulation. In general, it is noted that the monitoring and analysis of the development of social processes in the context of measures to combat poverty should be carried out in order to assess the effectiveness of public policy and to monitor individual indicators. It is generalized that the effectiveness of the mechanism for overcoming poverty can be discussed later. A positive effect can be achieved only after the interests of all subjects of regulatory influence are reconciled: consumers, producers, employees and employers, enterprises and industries, the state and society. It is also determined that the key to increasing the welfare of the population, which also indicates a reduction in poverty, is to ensure economic growth – sustainable balanced quantitative and qualitative changes that improve the socio-economic and political situation in the country.

Abstract:
Purpose: to develop a method of combining the elements of learning in the educational process, which allow forming the soft skills competences and principles of academic integrity of higher education students in teaching the disciplines by specialty “Civil Security”. Methodology. Analysis of the educational process from the standpoint of the formation of soft skills competences and principles of academic integrity of higher education students in teaching the disciplines by specialty “Civil Security”. Systematization of elements of the educational process at the stage of developing a training curriculum for the implementation of interactive teaching methods, which provide opportunities for higher education students along with the basic scheduled learning outcomes to master the soft skills additionally, as well as to familiarize with the principles of academic integrity. Distinguishing the skills from the existing variety of soft skills, the provision of which is most favorable when teaching a particular learning material. Results. Studies have shown that the disciplines related to labor protection and civil protection are favorable educational components for the formation of soft skills competences and principles of academic integrity. It is determined that the implementation of a combination of teaching the basic material and providing the Soft skills competences along with the knowledge of the principles of academic integrity can be reached in three stages: to build up the structure of teaching the basic material; to determine the list of Soft Skills competences; to carry out experimental check of the structure of teaching the basic material developed at the first stage. These stages formed the proposed method – a combination of various elements in the educational process into a single interconnected content. It is found that for the effective implementation of the proposed method, the selection of certain Soft Skills competences and examples of academic integrity should be based on the principles of a correct and recognized formation of Soft Skills competences. The received practical experience of the offered method implementation confirmed its prospects as it allows not only the developing of soft Skills competences of students in teaching the disciplines by specialty “Civil safety” but to provide the competences and scheduled results even more informatively in an interactive form. Scientific novelty: the formation of soft skills competences and principles of academic integrity of higher education students are considered not as additional functions of the educational process but as a basic component in teaching the disciplines by specialty “Civil Security” which is the basis of the proposed method. Practical significance: the method of combining the elements of learning in the educational process, which allow forming the soft skills competences and principles of academic integrity of higher education students in teaching the disciplines by specialty “Civil Security”; allows the teachers of “Civil Security” specialty to organize the educational process in the most interactive way. In general, this method will promote the interest of higher education students in obtaining the competences in civil protection and occupational safety and health issues, as well as the implementation the principles of academic integrity in professional activities.

Abstract:
Sheet metal forming dies constructed of laminations offer advantages over more conventional tooling fabrication methods (e.g. CNC-machining) in terms of tooling accessibility, reduced limitations on die geometry and faster fabrication with harder die materials. Furthermore, the recently introduced Profiled Edge Lamination (PEL) tooling method improves upon other lamination-based tooling methods. Adoption of this promising rapid tooling method by industry is being hindered by the lack of formal analysis, design principles, and manufacturing requirements needed to construct dies in such a manner. Therefore, the propensity for delamination of the die is discussed and preventive measures are suggested. The basic machining instructions, i.e., an array of points and directional vectors for each lamination, are outlined for both compound and planar profiled-edge bevels. Laser, AWJ and flute-edge endmilling are experimentally identified as the most promising methods for machining bevels. Development of a stand-alone PEL fabrication machine is suggested over retrofitting commercially-available 5-axis machines. Finally, the general procedure for creating PEL dies is implemented in the construction of a matched set of sheet metal forming tools. These tools are used to successfully stamp a sheet metal part out of draw-quality steel.

Abstract:
The components of the concept of a healthy lifestyle, starting with the provisions presented in early sources, are considered from the standpoint of management. It was found that it is difficult to achieve the increase of the number of citizens leading a healthy lifestyle in the absence of clear criteria for the healthy lifestyle, since there is an objective difficulty in assessing the lifestyle of people. It is definitely necessary to formulate the basic principles for creating lists of criteria for healthy lifestyle in order to effectively motivate citizens for health-preserving behavior. The need was identified to update and expand a number of modern lists that are used to obtain information that serves as the basis for making managerial decisions in the field of public health protection at the strategic level based on the analysis of the main existing lists of criteria for a healthy lifestyle. It is proposed to create an individual list of criteria for a healthy lifestyle by forming a low-variability part using the traditional approach, and a high-variability part using the personalized approach. The formulated principles of compiling lists of criteria for a healthy lifestyle can be used in the system of motivating and stimulating citizens to health-preserving behavior, aimed at reducing the prevalence of known behavioral risk factors for diseases.

Abstract:
In the presented article socio-psychological mechanisms and basic principles of communicative intersubjective mutual influence in a context of contemporary social reality are regarded, and also possible ways of overcoming the arising manipulations are designated. The main goal of the work can be considered to identify the conceptual foundations for the implementation of intersubjective manipulative influence, study the basic principles and methods of applied socio-psychological impact on the interpersonal and personal-group levels of communications and interactions, and define possible methods of effectively countering unwanted and harmful manipulations. As a result of the undertaken analysis, it was found that the methodology of intersubjective influence in modern society consists of 7 key principles based on the paradigm of standardized and stereotypical behavioural responses of members of society, which include the principles (and the corresponding methods of applied manipulative influence) of contrasting perception, mutual exchange, consistent commitment, social affirmation, determinate emotional disposition, and authority reference. The author’s interpretation and generalization of relevant areas and examples of domestic and foreign everyday social practice allowed forming a holistic vision of the issues under consideration. As a result, the presented article not only contains analytical conclusions about the nature and mechanisms of modern social interactions and communications, but also offers specific practical recommendations to avoid unwanted and dangerous intersubjective manipulative influences through the development of internal self-control in a person and the formation of a rationalized and differentiated critical perception surrounding people, the proposals and claims put forward by them, and following resulting social events. Thanks to this approach, modern citizens, voters, and consumers have the opportunity to stop being “passive puppets” in the skilful alien hands and turn into full-fledged actors, making independent decisions and forming their own behaviour models.

The features of forming and development the system of health protection Canada open up in this article; attention is concentrated on the personal touches and general principles of construction of sphere of medical service. An author marks that the Canadian system of health protection in obedience to international standards provides the high enough level of medical service and by a certificate there are high life-span and low level of child’s death rate it. Principles of social organization of society and system of health protection in Canada were formed in the second half of ХХ century. The system of health protection Canada has a reasonable legislative base; her forming took place in a few stages: on the first stage (beginning of 40th of XX of century) the grant of having special purpose subsidies is legislatively envisaged for the special programs of health protection and for building of hospital establishments. Such normatively-legal base assisted to development of network of hospital establishments in a country; on the second stage (in 1957) was passed an act that fastened federally-provincial allocation of financial resources on Medicare about medical insurance. Thus the quality indexes of grant of Medicare were determined by national requirements; on the third stage (1968-1979) legislative documents that formed the Canadian system of medical insurance of Medicare and set distribution of money on hospital. In 1984 in Canada was passed an act about a health protection that fastened basic principles of Medicare. This system provides free or practically free medical service and medical services to all citizens of Canada. Such structure was worked out because medical service is in the department of local, provincial authorities, but not federal government. It is well-proven that the Canadian system of health protection has certain defects also, in fact on the modern stage Canadian medicine tests a sharp requirement in experience doctors, and also one of basic problems there are large turns in medical establishments and protracted expectation of possibility to get medicare. In the same time, without regard to the outlined problems, the Canadian system of medicine under the name of Medicare is pride of country, as financed by the state and provides free medical service to all citizens practically.

To this extent, the re-establishment of sports law and its specific features will be highlighted particularly through appropriate examples of court and arbitration practices as well as the specific rules of sports sailing, part of which are also the rules on the hearing procedure which will be roughly presented and thereby their compliance with the fundamental principles of sports law will be accordingly analysed.
