The author is Professor of History of Modern Architecture at the Faculty of Architecture, University of Belgrade, received his M.Sc in architecture and town-planning in Belgrade and at the Athens Center of Ekistics, Athens, Greece, and his Ph. D at the Faculty of Architecture, University of Belgrade. He is the author of many books including Computer Atlas of Belgrade (Belgrade, 1976, second edition in Serbian and English as Research into the Urban Structure of Belgrade, Belgrade, 2002), Lessons of the Past (Belgrade, 1985), four volumes on the history of modern architecture in the world 1750 to present, Serbian 20th Century Architecture: From Historicisim to Second Modernism (Belgrade, 2003), and numerous articles published in scientific and professional journals. He has had one-man exhibitions of his experimental town-planning projects in Ljubljana (1977), Zagreb(1978), Belgrade (1978), Paris (1981), Dublin (1981), and at the Gallery of the Royal Institute of British Architects in London (1986). He has lectured at New York University, the Institute of Fine Arts (New York), Princeton University, Columbia University (New York), Ohio State University (Columbus), Athens Center of Ekistics, University of Cambridge (UK), and the Royal Institute of British Architects. The text that follows was one of several interviews of Dr Perovió with selected participants in the Delos Symposia (international meetings on boardship organized by the Athens Center of Ekistics, 1963-1972) first published in the journal Sinteza (Ljubljana) and later in a separate book entitled Dialogues with the Delians in both Serbian and English, Ljublijana, 1978.

Within historical geography this tradition is continued today by geographers from the University of Łódź where for years professors Mark Koter and Mariusz Kulesza have been implementing the research methodology of the English school. This research presents a descriptive approach, while research in the field of architecture and urban planning tends to be prescriptive. They have been, and continue to be, conducted at various architectural universities both in the fields of history and monuments conservation, urban planning, spatial planning, and landscape architecture.

The author, President of the World Society for Ekistics, has served as Professor of Sociology at Princeton University for more than three decades, specializing in the study of Elites and Leadership, Urbanism,and Social Architecture (for the School of Architecture). An early Ekistician, she taught architects and planners at the Athens Center of Ekistics and was part of the overall research program. The goal to have a sociologist play such a central role during those formative years of ekistics was to expand the perspective of architects, planners, and builders to include sociological and psychological concepts and ideas. The recipient of numerous awards and fellowships, she is the author of a leading textbook in Sociology, The Urban Neighborhood (Random House,1968) actually begun in Athens, and most recently, Community, Pursuing the Dream, Living the Reality (Princeton University Press,2004) which received the Amalfi Prize of 2005. She is currently at work on Adult, that is Retirement Communities. Andrés Jaque is Director of the Advanced Architectural Design Program at Columbia University Graduate School of Architecture, Planning and Preservation. Architect, curator and author, he has been visiting professor at Princeton University and The Cooper Union. In 2003 he founded the Office for Political Innovation. He was appointed curator of the 13th Shanghai Biennial (2020). His work, characterized by an intense relation between research and practice, constantly questions the conventions in architecture, as well as its resources and criteria, establishing multiple relations, agencies and transferences from the architecture field towards vast areas of knowledge, technology and social practices. Between 1960 and 1992, American artist George Tsutakawa (1910 – 1997) created more than sixty fountain sculptures for publicly accessible sites in the U.S., Canada, and Japan. The vast majority were made by shaping sheet bronze into geometric and organically inspired abstract forms, often arranged around a vertical axis. Though postwar modernist artistic production and the issues it raises have been widely interrogated since the 1970s, and public art has been a major area of study since about 1980, Tsutakawa's fountains present a major intervention in North America's urban fabric that is not well-documented and remains almost completely untheorized. In addition to playing a key role in Seattle's development as an internationally recognized leader in public art, my dissertation argues that these works provide early evidence of a linked concern with nature and spirituality that has come to be understood as characteristic of the Pacific Northwest. Tsutakawa was born in Seattle, but raised and educated primarily in Japan prior to training as an artist at the University of Washington, then teaching in UW's Schools of Art and Architecture. His complicated personal history, which in World War II included being drafted into the U.S. army, while family members were interned and their property confiscated, led art historian Gervais Reed to declare that Tsutakawa was aligned with neither Japan nor America – that he and his art existed somewhere in-between. There is much truth in Reed's statement; however, artistically, such dualistic assessments deny the rich interplay of cultural allusions in Tsutakawa's fountains. Major inspirations included the Cubist sculpture of Alexander Archipenko, Himalayan stone cairns, Japanese heraldic emblems, First Nations carvings, and Bauhaus theory. Focusing on the early commissions, completed during the 1960s, my study examines the artist's debts to intercultural networks of artistic exchange – between North America, Asia, and Europe – operative in the early and mid-twentieth century, and in some cases before. I argue that, with his fountain sculptures, this Japanese American artist sought to integrate and balance such binaries as nature/culture, intuition/reason, and spiritual/material, which have long served to support the construction of East and West as opposed conceptual categories.Graduate

AbstractThe rapid technological development leads us to identify innovation with technology itself. This becomes the core piece of the innovation process in all sectors. In reality, digital transformation has the power to change the meaning of things (Epifani in Digital sustainability: why sustainability cannot disregard digital transformation. Digital Transformation Institute, Rome, 2020) and therefore needs to cultivate a strategic vision of systems and scenarios that can be implemented only through creative design. Designers, thanks to their ability to see, show, predict (Zurlo in Le strategie del design. Disegnare il valore oltre il prodotto. Libraccio editore, Milan, 2021), and design the future, have the role of meeting the challenges posed by digital evolution. This dichotomy between digital and sustainability is analyzed in the article thanks to the workshop “Space Transformation/Industrial Living Environment,” a pilot project for the valorization of productivity in the Valdelsa Senese area that involves, in interdisciplinary groups, students from the various design fields of the School of Architecture of the University of Florence. Another example of planning is the project SMAG—SMArt Garden (Tuscany Region Call RSI—POR FESR 2014–2020), which develops a product-service system equipped with an advanced technological set-up able to control vital parameters of public or private green spaces, using the Internet of things. These examples underline how the physical and digital worlds are interfacing more and more and getting closer. In this scenario, the role of the project is even more important because it allows to manage and direct the innovation and change processes in the direction of a “digicircular” transformation (Epifani in Digital sustainability: why sustainability cannot disregard digital transformation. However, in recent decades, with newly emerging discussions on landscape infrastructure, a new idea for a more integrated infrastructure and urban system has started to be formulated. Railway strips, occurring as terrains where solid-void morphology of cities becomes illegible, emerge as generators in the formation of new urban green network. Within this framework, Ankara commuter line that mark outs a route approximately 37 kilometers in length in the city, is a remarkable case for a motivating discussion on railway and landscape confrontation. Penetrating the city in east-west direction, the commuter line integrated with a rural landscape –covering vegetable gardens and creeks- that was serving as a recreational field for citizens until 1950s. However, the transformative nature of the railway, encouraged the development of new urban lands, industrial areas and neighborhoods along its route, and erased the characteristic landscape along the railway. The continuous landscape integrated with green, water and railway infrastructure became fragmented covering only some splits of green and water. In this respect, this study dwells on the lost landscape of the commuter line by mapping the fragmented continuity of the railway, green and water infrastructure from 1950’s until today to show the limited, but potential interaction of these three systems in the current urban fabric. Our recent book, "The City Creative: The Rise of Urban Placemaking in Contemporary America" (University of Chicago Press, 2021), details how participatory design and community engagement can lead to democratically planned, inclusive urban communities. After visiting more than two hundred projects in more than forty cities, we have come to understand that planning, policy, and architectural design should be oriented by local communities and deep engagement with intervention sites. Of course, we are not the first to reach such a conclusion. In many ways, our work builds off contributions made by individuals, including Jane Jacobs, Kevin Lynch, and Christopher Alexander, and such movements as Team 10 and the advocacy architecture movement of the 1960s. Nevertheless, we need to broaden this significant conversation. Importantly, our classroom work has allowed us to better understand how histories often left out of such discussions can inform this new approach. To that end, we have developed community-student partnerships in underserved neighborhoods in cities like Milwaukee and Detroit. Through these connections and their related design-build projects, we have seen how the civil rights movement, immigration narratives, hip-hop culture, and alternative redevelopment histories, such as in urban agriculture, can inform the theory and practice of design. We want to bring these perspectives into dialogue with the mainstream approach to development and design. How does this look and work? Using a case study from the Milwaukee School of Engineering (MSOE) University Scholars Honors Program curriculum, we highlight the redevelopment of Milwaukee’s Fondy Park, an effort to create community-centered spaces and programming in an underserved African American community. Lessons include those essential for pedagogy and education, as well as for how these issues are theorized and professionally practiced, with implications for institutions, programs, and individuals.

Architecture and planning have historically struggled to find agreement on defining urban design and a relevant body of theory. In the 1950s, Dean Josep Lluís Sert first used the term ‘urban design’ for proposed new programmes of study at the Harvard Graduate School of Design (GSD). However, facing opposition to the move, urban design was introduced as extensions to established teaching programmes. At the same time, Dean George Holmes Perkins at the University of Pennsylvania (Penn) took a different approach, embedding urban design into a joint Master’s programme. Louis Kahn and David Crane were appointed to lead the architecture and city planning studios respectively. Despite a relatively short tenure at Penn from 1958 to 1964 and publishing relatively little, it is argued that David Crane significantly influenced thinking about urban design at a time when Modernism was failing. Crucial was the revalidating of public spaces and amenities as a key to urban place making and social identity. Importantly he argued that the role of the urban designer was establishing the framework to guide future development: what he called a ‘capital web’. The paper traces Crane’s core ideas and how they intersected with other urban thinkers at that time. Also examined is the way Crane’s teaching shaped the career development of two graduates, Roelof Uytenbogaardt and Denise Scott Brown, and how this propelled their subsequent practices. The conclusions argue that Crane’s ‘capital web’ remains a potent conceptualisation finding new relevancy in the twenty-first century.

This Paper discusses the issues of Fading Urban Memories by taking case studies of two historic towns in the South Indian State of Telangana. Most of the Small & Medium Towns in Telangana, India, developed over the last two centuries from their historic core areas of the Capitals of erstwhile Samsthans/Zamindaris, land revenue admistration units/sub-regional authorities under the British and the Princely States’ Rulesin India till Independence in 1947. These Samsthans/Zamindars/ Jagirdars were ‘Chieftains’ of their own territories and ruled from ‘Palaces’ located in their Capital city/town. The palaces and historic areas of old Samsthan/Zamindari settlements represent local histories whose significance, memory, heritage needs to be preserved for posterity. Gadwa and Wanaparthy were two such towns, which developed mid-17 Century onwards becoming present day Municipalities of different Grades. The Department of Town and Country Planning, Govt. Of Telangana, prepares Master Plans for development of Municipalities. The surviving Fort/Palaces is marked by their present land use in the development plans, unrecognized for thier heritage status, thus posing threat to heritage being erased from collective Urban memory. The case studies presented in this paper are from the ongoing doctoral research work being done by the author at School of Planning and Architecture, Jawaharlal Nehru Architecture and Fine Arts University, Hyderabad, on the topic of ‘Planning for Conservation of Samshtan/Zamindari Palaces of Telangana and Andhra Pradesh’.

It is also true that the regulation of urban activities, including census and statistical information, requires a closer view of its citizens that can only be addressed from the municipal level. In any case, it is clear that the metropolitan delimitation has met useful but often ethereal or exclusionary criteria (economic or labor patterns, functional areas...), which become disfigured by an administrative reality that does not always correspond to the real metropolis. This paper, aware of the new cartographic possibilities linked to the big data - CORINE Land Cover, SIOSE, multi-sector digital atlases (in many cases referred to the urban extent, etc.) and other open system platforms - explores the evidence that might base a new objective methodology for the delimitation and planning of large urban areas. Indeed, what if basic data for cities would arise not from administrative entities but from independent outside approaches such as satellite imagery? What if every single sensing unit (every citizen, company, building or vehicle) directly issued relevant and dynamic information without going through the municipal collection? Finally, the research analyzes the eventual implications of this data-based planning with administrative structures and urban planning competencies in force through some current case studies, with the purpose of achieving a more efficient and clear metropolitan governance for our planet. Since its first introduction to the Chinese context about 20 years ago, the key ideas and concepts of urban morphology underwent a significant phenomenon of ‘lost in translation’. Different origins of morphological thoughts, different versions of translation, as well as different disciplinary context, have all together led to a chaotic discourse. This paper reviews the key Chinese articles in the field of urban morphology since 1982 and draws out a group of persistent keywords, such as evolution, axis, urban fringe belt, plan unit and plot, that characterize the morphological approach to urban issues. By reviewing the transformation of the definition of these keywords, this paper aims to generate an evolutionary map of landmark ideas and concepts, based on which, four stages in the development of urban morphology in China can be identified: emergence, growth, maturity, practice. In the near future, those historical towns will be confronted with a new wave of developments, given that urbanisation of small and medium-sized cities and towns is high on China’s 13th five-year plan (2016-2020). This will pose a serious challenge to the conservation of their already vulnerable traditional urban fabric. This study aims to develop an accurate description of the transformation of built form, in particular street and block patterns, of the small and medium-sized historical towns, and how this is associated with the change of spatial distribution of urban activities. A total number of 36 towns in Zhejiang province, China are selected as case studies. Transformation of the urban fabric is examined based on cartographical maps of different historical periods using combined methods of urban network analysis and field survey. A large amount of user-generated geo-referenced open data, such as social media reviews, point-of-interest mapping, microblogs and night time illumination maps, are harnessed to produce a detailed description of urban activity patterns, of which the relationships to the transformation of urban form are investigated using multi-variate regression models. The results show how basic built form parameters such as spatial integration, between-ness centrality, block size and block depth can effectively and accurately describe the transformation of the small and medium-sized historical towns and how the formal changes are linked to the geographical shift of different urban activities. Urban fringe-belt phenomenon in cities of Siberia hitherto was poorly investigated. Thus, it constitutes an extremely broad research area.Phases and processes of formation, transformation and alienation in urban fringe-belts examines at the case of Krasnoyarsk from the 17th to mid 20th centuries. Krasnoyarsk was founded as a military stockaded town in 1628 during the first period of Siberia development and experienced several historical stages in the process of urban growth.Relation of changes in fringe-belts structure and political and socio-economic contexts is evidently at all periods of their physical formation. Natural fixation lines (topographic features, body of big river, and development of small river valley) and man-made fixation lines (city walls, railway corridor) influenced to the formation and evolution processes of fringe-belts and urban fabric generally. Railway was a turning point in the city expansion and contributed to overcoming of the power natural fixation line as the Yenisei river. Unlike the urban core, right bank of Krasnoyarsk formed as a linear city with specific fringe belts.Detailed analysis of Krasnoyarsk city plan indentifies several morphological units separated by fringe-belts. These fringe-belts are characterized by distinctive road network, variety of land-use units and heterogeneous forms in plan. It presents difficulties for reconstruction projects of modern city. This paper argues for a beyond sustainable approach to sub-urban living, rejecting the postwar Levitt style single-family home of the American Dream, to instead consider alternative futures founded on new ideas of community. It questions how architecture may engender lasting opportuni¬ties for resilient and eco-egalitarian approaches to sub-urban life, while simultaneously meeting the fundamental needs of its inhabitants. This beyond sustainable rewriting of the Dream suggests a less individualized, more collaborative, more inclusive notion of sub-urban living, questioning many typical arrangements of inside/outside, front/back, public/ private, production/consumption, individual/collective, etc., as seen in American sub-urban tract housing. It will utilize the concept of the productive landscape conceived as a cata-lyst for reconstituting the production of food, water, energy, recreation and social interactions. This approach is illustrated through the work of several third-year undergraduate design studios taught in recent years at the University of Cincinnati, School of Architecture which maintained similar beyond sustainable ambitions. The location for these tests has been Greenhills, OH, one of three “Greenbelt Towns” built as part of Franklin D. Roosevelt’s New Deal Resettlement Administration. While Greenhills was envisioned largely as a response to the question of urban and rural poverty, today, the expanded role of the car, neoliberal global commerce and the increased expectations of comfort and convenience of sub-urban life, alongside its aging, out¬dated and undersized existing housing stock, have resulted in its decline as a desirable sub-urban living destination. However, its original small-scale walkable planning, many tree lined gently curving streets and cul-de-sacs, central park green, and still intact greenbelt provide substantive com¬munity assets from which to consider a beyond sustainable model of sub-urban living, especially in a world undergoing radical change due to anthropogenic global warming, cli¬mate destabilization and ecological degradation for which the postwar Levitt style suburb has contributed greatly. In this way its specific history and current shortcomings make Greenhills a timely locale for testing alternative approaches to sub-urban living and indirectly the city.

Since the 1990s, the debate between “planning” and “project” deepened in Uruguay at the same time that a new urban culture was taking shape. Vectors of this process were the Municipality of Montevideo (in decentralization, strategic planning, land planning and heritage), the National Directorate of Land Planning and university contributions. Within this framework, the “Montevideo Seminars-Urban Project Workshops” (1998-2017) constituted a space for liaison and innovation in urban thought and practice, linking the School of Architecture with the Town Hall of Montevideo. They relied on the prestige of guests: global architects, teachers, from workshops, conferences, debates and jurys, who contributed to this innovation, resulting in the experience in an urban project laboratory from an original relationship between academia and state, and generating critical reflection about the large-scale project. This research aims to reveal the keys to this successful experience and its impact on practices.
