Abstract:
In recent years a number of dramas focussing on Indigenous Australians and Australian history have appeared on the ABC, one of Australia's two public television channels. These dramas have different foci but all represent some aspects of Australian Indigenous history and how it interacts with 'mainstream' representations of Australian history. The four programs I will look at are Cleverman (Goalpost Pictures, 2016-ongoing), Glitch (Matchbox Films, 2015-ongoing), The Secret River (Ruby Entertainment, 2015) and Redfern Now (Blackfella Films, 2012), each of which engages with the past in a unique way.Clearly, different creators, working with different plots and in different genres will have different ways of representing the past. Redfern Now and Cleverman are both produced by Indigenous creators whereas the creators of The Secret River and Glitch are white Australians. Redfern Now and The Secret River are in a realist mode, whereas Glitch and Cleverman are speculative fiction. My argument proceeds on two axes: first, speculative genres allow for more creative ways of representing the past. They give more freedom for the creators to present affective representations of the historical past. Speculative genres also allow for more interesting intellectual examinations of what we consider to be history and its uncertainties. My second axis argues, because it is hard to avoid when looking at this group of texts, that Indigenous creators represent the past in different ways than non-Indigenous creators. Indigenous creators present a more elliptical vision. Non-Indigenous creators tend to address historical stories in more overt ways. It is apparent that even when dealing with the same histories and the same facts, the understanding of the past held by different groups is presented differently because it has different affective meanings.These television programs were all made in the 2010s but the roots of their interpretations go much further back, not only to the history they represent but also to the arguments about history that have raged in Australian intellectual and popular culture. Throughout most of the twentieth century, indigenous history was not discussed in Australia, until this was disturbed by WEH Stanner's reference in the Boyer lectures of 1968 to "our great Australian silence" (Clark 73). There was, through the 1970s and 80s, increased discussion of Indigenous history, and then in the 1990s there was a period of social and cultural argument known locally as the 'History Wars'. This long-running public disagreement took place in both academic and public arenas, and involved historians, other academics, politicians, journalists and social commentators on each side. One side argued that the arrival of white people in Australia led to frontier wars, massacre, attempted genocide and the ongoing oppression of Indigenous people (Reynolds). The other posited that when white people arrived they killed a few Aborigines but mostly Aboriginal people were killed by disease or failure to 'defend' their culture (Windschuttle). The first viewpoint was revisionist from the 1960s onwards and the second represented an attempt at counter-revision – to move the understanding of history back to what it was prior to the revision. The argument took place not only among historians, but was taken up by politicians with Paul Keating, prime minister 1993-1996, holding the first view and John Howard, prime minister 1996-2007, aggressively pursuing the second. The revisionist viewpoint was championed by historians such as Henry Reynolds and Lyndall Ryan and academics and Aboriginal activists such as Tony Birch and Aileen Moreton Robinson; whereas the counter-revisionists had Keith Windschuttle and Geoffrey Blainey. By and large the revisionist viewpoint has become dominant and the historical work of the counter-revisionists is highly disputed and not accepted.This argument was prominent in Australian cultural discourse throughout the 1990s and has never entirely disappeared. The TV shows I am examining were not made in the 1990s, nor were they made in the 2000s - it took nearly twenty years for responses to the argument to make the jump from politicians' speeches and opinion pieces to television drama. John Ellis argues that the role of television in popular discourse is "working through," meaning contentious issues are first raised in news reports, then they move to current affairs, then talk shows and documentaries, then sketch comedy, then drama (Ellis). Australian Indigenous history was extensively discussed in the news, current affairs and talk shows in the 1990s, documentaries appeared somewhat later, notably First Australians in 2008, but sketch comedy and drama did not happen until in 2014, when Black Comedy's programme first aired, offering sketches engaging often and fiercely with indigenous history.The existence of this public discourse in the political and academic realms was reflected in film before television. Felicity Collins argues that the "Blak Wave" of Indigenous film came to exist in the context of, and as a response to, the history wars (Collins 232). This wave of film making by Indigenous film makers included the works of Rachel Perkins, Warwick Thornton and Ivan Sen – whose films chronicled the lives of Indigenous Australians. There was also what Collins calls "back-tracking films" such as Rabbit-Proof Fence (2002) and The Tracker (2010) made by white creators that presented arguments from the history wars for general audiences. Collins argues that both the "blak wave" and the "back track" created an alternative cultural sphere where past injustices are acknowledged. She says: "the films of the Blak Wave… cut across the history wars by turning an Indigenous gaze on the colonial past and its afterlife in the present" (Collins 232). This group of films sees Indigenous gazes relate the past and present whereas the white gaze represents specific history. In this article I examine a similar group of representations in television programs.History is not an innocent discourse. In western culture 'history' describes a certain way of looking at the past that was codified in the 19th century (Lloyd 375). It is however not the only way to look at the past, theorist Mark Day has described it as a type of relation with the past and argues that other understandings of the past such as popular memory and mythology are also available (Day). The codification of history in the 19th century involved an increased reliance on documentary evidence, a claim to objectivity, a focus on causation and, often though not always, a focus on national, political history. This sort of history became the academic understanding of history – which claims to be, if not objective, at least capable of disinterest; which bases its arguments on facts and which can establish its facts through reference to documentary records (Froeyman 219). Aileen Moreton-Robinson would call this "white patriarchal knowledge" that seeks to place the indigenous within its own type of knowledge production ("The White Man's Burden" 414). The western version of history tends to focus on causation and to present the past as a coherent narrative leading to the current point in time. This is not an undisputed conception of history in the western academy but it is common and often dominant.Post-colonialist analyses of history argue that western writing about non-western subjects is biased and forces non-westerners into categories used to oppress them (Anderson 44). These categories exist ahistorically and deny non-westerners the ability to act because if history cannot be perceived then it is difficult to see the future. That is to say, because non-western subjects in the past are not seen as historical actors, as people whose actions effected the future, then, in the present, they are unable to access to powerful arguments from history. Historians' usual methodology casts Indigenous people as the 'subjects' of history which is about them, not by them or for them (Tuhiwai Smith 7, 30-32, 144-5). Aboriginal people are characterised as prehistoric, ancient, timeless and dying (Birch 150). This way of thinking about Indigenous Australia removes all agency from Aboriginal actors and restoring agency has been a goal of Aboriginal activists and historians. Aileen Moreton Robinson discusses how Aboriginal resistance is embodied through "oral history (and) social memory," engaging with how Aboriginal actors represent themselves and are represented in relation to the past and historical settings is an important act ("Introduction" 127).Redfern Now and Cleverman were produced through the ABC's Indigenous Department and made by Indigenous filmmakers, whereas Glitch and The Secret River are from the ABC drama department and were made by white Australians. The different programs also have different generic backgrounds. Redfern Now and The Secret River are different forms of realist texts; social realism and historical realism. Cleverman and Glitch, however, are speculative fiction texts that can be argued to be in the mode of magical realism, they "denaturalise the real and naturalise the marvellous" they are also closely tied ideas of retelling colonial stories and "resignify(ing) colonial territories and pasts" (Siskind 834-5).Redfern Now was produced by Blackfella Films for the ABC. It was, with much fanfare, released as the first drama made for television, by Aboriginal people and about Aboriginal people (Blundell). The central concerns of the program are issues in the present, its plots and settings are entirely contemporary. In this way it circumvents the idea and standard representation of Indigenous Australians as ancient and timeless. It places the characters in the program very much in the present.However, one episode "Stand Up" does obliquely engage with historical concerns. In this episode a young boy, Joel Shields, gets a scholarship to an expensive private school. When he attends his first school assembly he does not sing the national anthem with the other students. This leads to a dispute with the school that forms the episode's plot. As punishment for not singing Joel is set an assignment to research the anthem, which he does and he finds the song off-putting – with the words 'boundless plains to share' particularly disconcerting. His father supports him saying "it's not our song" and compares Joel singing it to a "whitefella doing a corrobboree". The national anthem stands metaphorically for the white hegemony in Australia.The school itself is also a metaphor for hegemony. The camerawork lingers on the architecture which is intended to imply historical strength and imperviousness to challenge or change. The school stands for all the force of history white Australia can bring to bear, but in Australia, all architecture of this type is a lie, or at least an exaggeration – the school cannot be more than 200 years old and is probably much more recent.Many of the things the program says about history are conveyed in half sentences or single glances. Arguably this is because of its aesthetic mode – social realism – that prides itself on its mimicry of everyday life and in everyday life people are unlikely to set out arguments in organised dot-point form. At one point the English teacher quotes Orwell, "those who control the past control the future", which seems overt but it is stated off-screen as Joel walks into the room. This seeming aside is a statement about history and directly recalls central arguments of the history wars, which make strong political arguments about the effects of the past, and perceptions of the past, on the present and future. Despite its subtlety, this story takes place within the context of the history wars: it is about who controls the past. The subtlety of the discussion of history allows the film makers the freedom to comment on the content and effects of history and the history wars without appearing didactic. They discuss the how history has effected the present history without having to make explicit historical causes.The other recent television drama in the realist tradition is The Secret River. This was an adaptation of a novel by Kate Grenville. It deals with Aboriginal history from the perspective of white people, in this way it differs from Redfern Now which discusses the issues from the perspective of Aboriginal people. The plot concerns a man transported to Australia as a convict in the early 19th century. The man is later freed and, with his family, attempts to move to the Hawksbury river region. The land they try to settle is, of course, already in use by Aboriginal people. The show sets up the definitional conflict between the idea of settler and invader and suggests the difference between the two is a matter of perspective. Of the shows I am examining, it is the most direct in its representation of historical massacre and brutality. It represents what Felicity Collins described as a back-tracking text recapitulating the colonial past in the light of recovered knowledge. However, from an Indigenous perspective it is another settler tale implying Aboriginal people were wiped out at the time of colonisation (Godwin).The Secret River is told entirely from the perspective of the invaders. Even as it portrays their actions as wrong, it also suggests they were unavoidable or inevitable. Therefore it does what many western histories of Indigenous people do – it classifies and categorises. It sets limits on interpretation. It is also limited by its genre, as a straightforward historical drama and an adaptation, it can only tell its story in a certain way. The television series, like the book before it, prides itself on its 'accurate' rendition of an historical story. However, because it comes from such a very narrow perspective it falls into the trap of categorising histories that might have usefully been allowed to develop further.The program is based on a novel that attracted controversy of its own. It became part of ongoing historiographical debate about the relationship between fiction and history. The book's author Kate Grenville claimed to have written a kind of affectively accurate history that actual history can never convey because the emotions of the past are hidden from the present. The book was critiqued by historians including Inge Clendinnen, who argued that many of the claims made about its historical accuracy were largely overblown (Clendinnen). The book is not the same as the TV program, but the same limitations identified by Clendinnen are present in the television text. However, I would not agree with Clendinnen that formal history is any better. I argue that the limitation of both these mimetic genres can be escaped in speculative fiction.In Glitch, Yurana, a small town in rural Victoria becomes, for no apparent reason, the site of seven people rising from the dead. Each person is from a different historical period. None are Indigenous. They are not zombies but simply people who used to be dead. One of the first characters to appear in the series is an Aboriginal teenager, Beau, we see from his point of view the characters crawling from their graves. He becomes friendly with one of the risen characters, Patrick Fitzgerald, who had been the town's first mayor. At first Fitzgerald's story seems to be one of working class man made good in colonial Australia - a standard story of Australian myth and historiography. However, it emerges that Fitzgerald was in love with an Aboriginal woman called Kalinda and Beau is his descendant. Fitzgerald, once he becomes aware of how he has been remembered by history, decides to revise the history of the town – he wants to reclaim his property from his white descendants and give it to his Indigenous descendants. Over the course of the six episodes Fitzgerald moves from being represented as a violent, racist boor who had inexplicably become the town's mayor, to being a romantic whose racism was mostly a matter of vocabulary. Beau is important to the plot and he is a sympathetic character but he is not central and he is a child. Indigenous people in the past have no voice in this story – when flashbacks are shown they are silent, and in the present their voices are present but not privileged or central to the plot.The program demonstrates a profoundly metaphorical relationship with the past – the past has literally come to life bringing with it surprising buried histories. The program represents some dominant themes in Australian historiography – other formerly dead characters include a convict-turned-bush-ranger, a soldier who was at Gallipoli, two Italian migrants and a girl who died as a result of sexual violence – but it does not engage directly with Indigenous history. Indigenous people's stories are told only in relation to the stories of white people. The text's magical realism allows a less prescriptive relationship with the past than in The Secret River but it is still restricted in its point of view and allows only limited agency to Aboriginal actors.The text's magical realism allows for a thought-provoking representation of relationships with the past. The town of Yurana is represented as a place deeply committed to the representation and glorification of its past. Its main street contains statues of its white founders and war memorials, one of its main social institutions is the RSL, its library preserves relics of the past and its publican is a war history buff. All these indicate that the past is central to the town's identity. The risen dead however dispute and revise almost every aspect of this past. Even the history that is unmentioned in the town's apparent official discourse, such as the WWII internment camp and the history of crimes, is disputed by the different stories of the past that the risen dead have to tell. This indicates the uncertainty of the past, even when it seems literally set in stone it can still be revised. Nonetheless the history of Indigenous people is only revised in ways that re-engage with white history.Cleverman is a magical realist text profoundly based in allegory. The story concerns the emergence into a near future society of a group of people known as the "Hairies." It is never made clear where they came from or why but it seems they appeared recently and are unable to return. They are an allegory for refugees. Hairypeople are part of many Indigenous Australian stories, the show's creator, Ryan Griffen, stated that "there are different hairy stories throughout Australia and they differ in each country. You have some who are a tall, some are short, some are aggressive, some are friendly. We got to sort of pick which ones will fit for us and create the Hairies for our show" (Bizzaca).The Hairies are forced to live in an area called the Zone, which, prior to the arrival of the Hairy people, was a place where Aboriginal people lived. This place might be seen as a metaphor for Redfern but it is also an allegory for Australia's history of displacing Aboriginal people and moving and restricting them to missions and reserves. The Zone is becoming increasingly securitised and is also operating as a metaphor for Australia's immigration detention centres. The prison the Hairy characters, Djukura and Bunduu, are confined to is yet another metaphor, this time for both the over-representation of Aboriginal people in prison and the securitisation of immigration detention. These multiple allegorical movements place Australia's present refugee policies and historical treatment of Aboriginal people within the same lens. They also place the present, the past and the future within the same narrative space.Most of the cast is Aboriginal and much of the character interaction is between Aboriginal people and Hairies, with both groups played by Indigenous actors. The disadvantages suffered by Indigenous people are part of the story and clearly presented as affecting the behaviour of characters but within the story Aboriginal people are more advantaged than Hairies, as they have systems, relationships and structures that Hairy people lack. The fact that so much of the interaction in the story is between Indigenous people and Hairies is important: it can be seen to be an interaction between Aboriginal people and Aboriginal mythology or between Indigenous past and present. It demonstrates Aboriginal identities being created in relation to other Aboriginal identities and not in relation to white people, where in this narrative, Aboriginal people have an identity other than that allowed for in colonialist terms.Cleverman does not really engage with the history of white invasion. The character who speaks most about this part of Aboriginal history and whose stated understanding of himself is based on that identity is Waruu. But Waruu is also a villain whose self-identity is also presented as jealous and dishonest. However, despite only passing mentions of westernised history the show is deeply concerned with a relationship with the past. The program engages with Aboriginal traditions about the past that have nothing to do with white history. It presents a much longer view of history than that of white Australia. It engages with the Aboriginal tradition of the Cleverman - demonstrated in the character of Uncle Jimmy who passes a nulla nulla (knob-headed hardwood club), as a symbol of the past, to his nephew Koen and tells him he is the new Cleverman. Cleverman demonstrates a discussion of Australian history with the potential to ignore white people. It doesn't ignore them, it doesn't ignore the invasion but it presents the possibility that it could be ignored.There is a danger in this sort of representation of the past that Aboriginal people could be relegated to the type of ahistorical, metahistorical myths that comprise colonialist history's representation of Indigenous people (Birch). But Cleverman's magical realist, near future setting tends to undermine this. It grounds representation in history through text and metaphor and then expands the definition.The four programs have different relationships with the past but all of them engage with it. The programs are both restrained and freed by the genres they operate in. It is much easier to escape the bounds of formal history in the genre of magical realism and both Glitch and Cleverman do this but have significantly different ways of dealing with history. "Stand up" and The Secret River both operate within more formally realist structures. The Secret River gives us an emotional reading of the past and a very affective one. However, it cuts off avenues of interpretation by presenting a seemingly inevitable tragedy. Through use of metaphor and silence "Stand up" presents a much more productive relationship with the past – seeing it as an ongoing argument rather than a settled one. Glitch engages with the past as a topic that is not settled and that can therefore be changed whereas Cleverman expands our definition of past and understanding of the past through allegory.It is possible to draw further connections. Those stories created by Indigenous people do not engage with the specifics of traditional dominant Australian historiography. However, they work with the assumption that everyone already knows this historiography. They do not re-present the pain of the past, instead they deal with it in oblique terms with allegory. Whereas the programs made by non-Indigenous Australians are much more overt in their representation of the sins of the past, they overtly engage with the History Wars in specific historical arenas in which those wars were fought. The non-Indigenous shows align themselves with the revisionist view of history but they do so in a very different way than the Indigenous shows.ReferencesAnderson, Ian. Abstract:
According to the ABC television program Four Corners, “Parliament House in Canberra is a hotbed of political intrigue and high tension … . It’s known as the ‘Canberra Bubble’ and it operates in an atmosphere that seems far removed from how modern Australian workplaces are expected to function.” The term “Canberra Bubble” morphed to its current definition from 2001, although it existed in other forms before this. Its use has increased since 2015, with Prime Minister Scott Morrison regularly referring to it when attempting to deflect from turmoil within, or focus on, his Coalition government (Gwynn). “Canberra Bubble” was selected as the 2018 “Word of the Year” by the Australian National Dictionary Centre, defined as “referring to the idea that federal politicians, bureaucracy, and political journalists are obsessed with the goings-on in Canberra (rather than the everyday concerns of Australians)” (Gwynn). In November 2020, Four Corners aired an investigation into the behaviour of top government ministers, including Attorney-General Christian Porter, Minister Alan Tudge, and former Deputy Prime Minister and leader of the National Party Barnaby Joyce; entitled “Inside the Canberra Bubble”. The program’s reporter, Louise Milligan, observed: there’s a strong but unofficial tradition in federal politics of what happens in Canberra, stays in Canberra. Politicians, political staff and media operate in what’s known as ‘The Canberra Bubble’. Along with the political gamesmanship, there’s a heady, permissive culture and that culture can be toxic for women. The program acknowledged that parliamentary culture included the belief that politicians’ private lives were not open to public scrutiny. However, this leaves many women working in Parliament House feeling that such silence allows inappropriate behaviour and sexism to “thrive” in the “culture of silence” (Four Corners). Former Prime Minister Malcolm Turnbull, who was interviewed for the Four Corners program, acknowledged: “there is always a power imbalance between the boss and somebody who works for them, the younger and more junior they are, the more extreme that power imbalance is. And of course, Ministers essentially have the power to hire and fire their staff, so they’ve got enormous power.” He equates this to past culture in large corporations; a culture that has seen changes in business, but not in the federal parliament. It is the latter place that is a toxic bubble for women. A Woman Problem in the Bubble Louise Milligan reported: “the Liberal Party has been grappling with what’s been described as a ‘women problem’ for several years, with accusations of endemic sexism.” The underrepresentation of women in the current government sees them holding only seven of the 30 current ministerial positions. The Liberal Party has fewer women in the House of Representatives now than it did 20 years ago, while the Labor Party has doubled the number of women in its ranks. When asked his view on the “woman problem”, Malcolm Turnbull replied: “well I think women have got a problem with the Liberal Party. It’s probably a better way of putting it … . The party does not have enough women MPs and Senators … . It is seen as being very blokey.” Current Prime Minister Scott Morrison said in March 2019: “we want to see women rise. But we don’t want to see women rise, only on the basis of others doing worse” (Four Corners); with “others” seen as a reference to men. The Liberal Party’s “woman problem” has been widely discussed in recent years, both in relation to the low numbers of women in its parliamentary representation and in its behaviour towards women. These claims were evident in an article highlighting allegations of bullying by Member of Parliament (MP) Julia Banks, which led to her resignation from the Liberal Party in 2018. Banks’s move to the crossbench as an Independent was followed by the departure from politics of senior Liberal MP and former Deputy Leader Julie Bishop and three other female Liberal MPs prior to the 2019 federal election. For resigning Liberal MP Linda Reynolds, the tumultuous change of leadership in the Liberal Party on 24 August 2018, when Scott Morrison replaced Malcolm Turnbull as Prime Minister, left her to say: “I do not recognise my party at the moment. I do not recognise the values. I do not recognise the bullying and intimidation that has gone on.” Bishop observed on 5 September: “it’s evident that there is an acceptance of a level of behaviour in Canberra that would not be tolerated in any other workplace.” And in her resignation speech on 27 November, Banks stated: “Often, when good women call out or are subjected to bad behaviour, the reprisals, backlash and commentary portrays them as the bad ones – the liar, the troublemaker, the emotionally unstable or weak, or someone who should be silenced” (Four Corners). Rachel Miller is a former senior Liberal staffer who worked for nine years in Parliament House. She admitted to having a consensual relationship with MP Alan Tudge. Both were married at the time. Her reason for “blowing the whistle” was not about the relationship itself, rather the culture built on an imbalance of power that she experienced and witnessed, particularly when endeavouring to end the relationship with Tudge. This saw her moving from Tudge’s office to that of Michaelia Cash, eventually being demoted and finally resigning. Miller refused to accept the Canberra bubble “culture of just putting your head down and not getting involved”. The Four Corners story also highlighted the historical behaviour of Attorney-General Christian Porter and his attitude towards women over several decades. Milligan reported: in the course of this investigation, Four Corners has spoken to dozens of former and currently serving staffers, politicians, and members of the legal profession. Many have worked within, or voted for, the Liberal Party. And many have volunteered examples of what they believe is inappropriate conduct by Christian Porter – including being drunk in public and making unwanted advances to women. Lawyer Josh Bornstein told Four Corners that the role of Attorney-General “occupies a unique role … as the first law officer of the country”, having a position in both the legal system and in politics. It is his view that this comes with a requirement for the Attorney-General “to be impeccable in terms of personal and political behaviour”. Milligan asserts that Porter’s role as “the nation’s chief law officer, includes implementing rules to protect women”. A historical review of Porter’s behaviour and attitude towards women was provided to Four Corners by barrister Kathleen Foley and debating colleague from 1987, Jo Dyer. Dyer described Porter as “very charming … very confident … Christian was quite slick … he had an air of entitlement … that I think was born of the privilege from which he came”. Foley has known Porter since she was sixteen, including at university and later when both were at the State Solicitors’ Office in Western Australia, and her impression was that Porter possessed a “dominant personality”. She said that many expected him to become a “powerful person one day” partly due to his father being “a Liberal Party powerbroker”, and that Porter had aspirations to become Prime Minister. She observed: “I’ve known him to be someone who was in my opinion, and based on what I saw, deeply sexist and actually misogynist in his treatment of women, in the way that he spoke about women.” Foley added: “for a long time, Christian has benefited from the silence around his conduct and his behaviour, and the silence has meant that his behaviour has been tolerated … . I’m here because I don’t think that his behaviour should be tolerated, and it is not acceptable.” Miller told the Four Corners program that she and others, including journalists, had observed Porter being “very intimate” with a young woman. Milligan noted that Porter “had a wife and toddler at home in Perth”, while Miller found the incident “quite confronting … in such a public space … . I was quite surprised by the behaviour and … it was definitely a step too far”. The incident was confirmed to Four Corners by “five other people, including Coalition staffers”. However, in 2017 the “Public Bar incident remained inside the Canberra bubble – it never leaked”, reports Milligan. In response to the exposure of Nationals MP Barnaby Joyce’s relationship with a member of his staff, Malcolm Turnbull changed the Code of Ministerial Standards (February 2018) for members of the Coalition Government (Liberal and National Parties). Labelled by many media as the “bonk ban”, the new code banned sexual relationships between ministers and their staff. Turnbull stopped short of asking Joyce to resign (Yaxley), however, Joyce stepped down as Leader of the National Party and Deputy Prime Minister shortly after the code was amended. Turnbull has conceded that the Joyce affair was the catalyst for implementing changes to ministerial standards (Four Corners). He was also aware of other incidents, including the behaviour of Christian Porter and claims he spoke with Porter in 2017, when concerns were raised about Porter’s behaviour. In what Turnbull acknowledges to be a stressful working environment, the ‘Canberra bubble’ is exacerbated by long hours, alcohol, and being away from family; this leads some members to a loss of standards in behaviour, particularly in relation to how women are viewed. This seems to blame the ‘bubble’ rather than acknowledge poor behaviour. Despite the allegations of improper behaviour against Porter, in 2017 Turnbull appointed Porter Attorney-General. Describing the atmosphere in the Canberra bubble, Miller concedes that not “all men are predators and [not] all women are victims”. She adds that a “work hard, play hard … gung ho mentality” in a “highly sexualised environment” sees senior men not being called out for behaviour, creating the perception that they are “almost beyond reproach [and it’s] something they can get away with”. Turnbull observes: “the attitudes to women and the lack of respect … of women in many quarters … reminds me of the corporate scene … 40 years ago. It’s just not modern Australia” (Four Corners). In a disclaimer about the program, Milligan stated: Four Corners does not suggest only Liberal politicians cross this line. But the Liberal Party is in government. And the Liberal politicians in question are Ministers of the Crown. All ministers must now abide by Ministerial Standards set down by Prime Minister Scott Morrison in 2018. They say: ‘Serving the Australian people as Ministers ... is an honour and comes with expectations to act at all times to the highest possible standards of probity.’ They also prohibit Ministers from having sexual relations with staff. Both Tudge and Porter were sent requests by Four Corners for interviews and answers to detailed questions prior to the program going to air. Tudge did not respond and Porter provided a brief statement in regards to his meeting with Malcolm Turnbull, denying that he had been questioned about allegations of his conduct as reported by Four Corners and that other matters had been discussed. Reactions to the Four Corners Program Responses to the program via mainstream media and on social media were intense, ranging from outrage at the behaviour of ministers on the program, to outrage that the program had aired the private lives of government ministers, with questions as to whether this was in the public interest. Porter himself disputed allegations of his behaviour aired in the program, labelling the claims as “totally false” and said he was considering legal options for “defamation” (Maiden). However, in a subsequent radio interview, Porter said “he did not want a legal battle to distract from his role” as a government minister (Moore). Commenting on the meeting he had with Turnbull in 2017, Porter asserted that Turnbull had not spoken to him about the alleged behaviour and that Turnbull “often summoned ministers in frustration about the amount of detail leaking from his Cabinet.” Porter also questioned the comments made by Dyer and Foley, saying he had not had contact with them “for decades” (Maiden). Yet, in a statement provided to the West Australian after the program aired, Porter admitted that Turnbull had raised the rumours of an incident and Porter had assured him they were unfounded. In a statement he again denied the allegations made in the Four Corners program, but admitted that he had “failed to be a good husband” (Moore). In a brief media release following the program, Tudge stated: “I regret my actions immensely and the hurt it caused my family. I also regret the hurt that Ms. Miller has experienced” (Grattan). Following the Four Corners story, Scott Morrison and Anne Ruston, the Minister for Families and Social Services, held a media conference to respond to the allegations raised by the program. Ruston was asked about her views of the treatment of women within the Liberal Party. However, she was cut off by Morrison who aired his grievance about the use of the term “bonk ban” by journalists, when referring to the ban on ministers having sexual relations with their staff. This interruption of a female minister responding to a question directed at her about allegations of misogyny drew world-wide attention. Ruston went on to reply that she felt “wholly supported” as a member of the party and in her Cabinet position. The video of the incident resulted in a backlash on social media. Ruston was asked about being cut off by the Prime Minister at subsequent media interviews and said she believed it to be “an entirely appropriate intervention” and reiterated her own experiences of being fully supported by other members of the Liberal Party (Maasdorp). Attempts to Silence the ABC A series of actions by government staff and ministers prior to, and following, the Four Corners program airing confirmed the assumption suggested by Milligan that “what happens in Canberra, stays in Canberra”. In the days leading to the airing of the Four Corners program, members of the federal government contacted ABC Chair Ita Buttrose, ABC Managing Director David Anderson, and other senior staff, criticising the program’s content before its release and questioning whether it was in the public interest. The Executive Producer for the program, Sally Neighbour, tweeted about the attempts to have the program cancelled on the day it was to air, and praised ABC management for not acceding to the demands. Anderson raised his concerns about the emails and calls to ABC senior staff while appearing at Senate estimates and said he found it “extraordinary” (Murphy & Davies). Buttrose also voiced her concerns and presented a lecture reinforcing the importance of “the ABC, democracy and the importance of press freedom”. As the public broadcaster, the ABC has a charter under the Australian Broadcasting Corporation Act (1983) (ABC Act), which includes its right to media independence. The attempt by the federal government to influence programming at the ABC was seen as countering this independence. Following the airing of the Four Corners program, the Morrison Government, via Communications Minister Paul Fletcher, again contacted Ita Buttrose by letter, asking how reporting allegations of inappropriate behaviour by ministers was “in the public interest”. Fletcher made the letter public via his Twitter account on the same day. The letter “posed 15 questions to the ABC board requesting an explanation within 14 days as to how the episode complied with the ABC’s code of practice and its statutory obligations to provide accurate and impartial journalism”. Fletcher also admitted that a senior member of his staff had contacted a member of the ABC board prior to the show airing but denied this was “an attempt to lobby the board”. Reportedly the ABC was “considering a response to what it believes is a further attack on its independence” (Visentin & Samios). A Case of Double Standards Liberal Senator Concetta Fierravanti-Wells told Milligan (Four Corners) that she believes “values and beliefs are very important” when standing for political office, with a responsibility to electors to “abide by those values and beliefs because ultimately we will be judged by them”. It is her view that “there is an expectation that in service of the Australian public, [politicians] abide by the highest possible conduct and integrity”. Porter has portrayed himself as being a family man, and an advocate for people affected by sexual harassment and concerned about domestic violence. Four Corners included two videos of Porter, the first from June 2020, where he stated: “no-one should have to suffer sexual harassment at work or in any other part of their lives … . The Commonwealth Government takes it very seriously”. In the second recording, from 2015, Porter spoke on the topic of domestic violence, where he advocated ensuring “that young boys understand what a respectful relationship is … what is acceptable and … go on to be good fathers and good husbands”. Tudge and Joyce hold a conservative view of traditional marriage as being between a man and a woman. They made this very evident during the plebiscite on legalising same-sex marriage in 2017. One of Tudge’s statements during the public debate was shown on the Four Corners program, where he said that he had “reservations about changing the Marriage Act to include same-sex couples” as he viewed “marriage as an institution … primarily about creating a bond for the creation, love and care of children. And … if the definition is changed … then the institution itself would potentially be weakened”. Miller responded by confirming that this was the public image Tudge portrayed, however, she was upset, surprised and believed it to be hypocrisy “to hear him … speak in parliament … and express a view that for children to have the right upbringing they need to have a mother and father and a traditional kind of family environment” (Four Corners). Following the outcome to the plebiscite in favour of marriage equality (Evershed), both Tudge and Porter voted to pass the legislation, in line with their electorates, while Joyce abstained from voting on the legislation (against the wishes of his electorate), along with nine other MPs including Scott Morrison (Henderson). Turnbull told Milligan: there’s no question that some of the most trenchant opponents of same-sex marriage, all in the name of traditional marriage, were at the same time enthusiastic practitioners of traditional adultery. As I said many times, this issue of the controversy over same-sex marriage was dripping with hypocrisy and the pools were deepest at the feet of the sanctimonious. The Bubble Threatens to Burst On 25 January 2021, the advocate for survivors of sexual assault, Grace Tame, was announced as Australian of the Year. This began a series of events that has the Canberra bubble showing signs of potentially rupturing, or perhaps even imploding, as further allegations of sexual assault emerge. Inspired by the speech of Grace Tame at the awards ceremony and the fact that the Prime Minister was standing beside her, on 15 February 2021, former Liberal staffer Brittany Higgins disclosed to journalist Samantha Maiden the allegation that she had been raped by a senior staffer in March 2019. Higgins also appeared in a television interview with Lisa Wilkinson that evening. The assault allegedly occurred after hours in the office of her boss, then Minister for Defence Industry and current Minister for Defence, Senator Linda Reynolds. Higgins said she reported what had occurred to the Minister and other staff, but felt she was being made to choose between her job and taking the matter to police. The 2019 federal election was called a few weeks later. Although Higgins wanted to continue in her “dream job” at Parliament House, she resigned prior to her disclosure in February 2021. Reynolds and Morrison were questioned extensively on the matter, in parliament and by the media, as to what they knew and when they were informed. Public outrage at the allegations was heightened by conflicting stories of these timelines and of who else knew. Although Reynolds had declared to the Senate that her office had provided full support to Higgins, it was revealed that her original response to the allegations to those in her office on the day of the media publication was to call Higgins a “lying cow”. After another public and media outcry, Reynolds apologised to Higgins (Hitch). Initially avoiding addressing the Higgins allegation directly, Morrison finally stated his empathy for Higgins in a doorstop media interview, reflecting advice he had received from his wife: Jenny and I spoke last night, and she said to me, "You have to think about this as a father first. What would you want to happen if it were our girls?" Jenny has a way of clarifying things, always has. On 3 March 2021, Grace Tame presented a powerful speech to the National Press Club. She was asked her view on the Prime Minister referring to his role as a father in the case of Brittany Higgins. Morrison’s statement had already enraged the public and certain members of the media, including many female journalists. Tame considered her response, then replied: “It shouldn’t take having children to have a conscience. [pause] And actually, on top of that, having children doesn’t guarantee a conscience.” The statement was met by applause from the gallery and received public acclaim. A further allegation of rape was made public on 27 February 2021, when friends of a deceased woman sent the Prime Minister a full statement from the woman that a current unnamed Cabinet Minister had raped her in 1988, when she was 16 years old (Yu). Morrison was asked whether he had spoken with the Minister, and stated that the Minister had denied the allegations and he saw no need to take further action, and would leave it to the police. New South Wales police subsequently announced that in light of the woman’s death last year, they could not proceed with an investigation and the matter was closed. The name of the woman has not been officially disclosed, however, on the afternoon of 3 March 2021 Attorney-General Christian Porter held a press conference naming himself as the Minister in question and vehemently denied the allegations. In light of the latest allegations, coverage by some journalists has shown the propensity to be complicit in protecting the Canberra bubble, while others (mainly women) endeavour to provide investigative journalistic coverage. The Outcome to Date Focus on the behaviour highlighted by “Inside the Canberra Bubble” in November 2020 waned quickly, with journalist Sean Kelly observing: since ABC’s Four Corners broadcast an episode exploring entrenched sexism in Parliament House, and more specifically within the Liberal Party, male politicians have said very, very, very little about it … . The episode in question was broadcast three weeks ago. It’s old news. But in this case that’s the point: every time the issue of sexism in Canberra is raised, it’s quickly rushed past, then forgotten (by men). Nothing happens. As noted earlier, Rachel Miller resigned from her position at Parliament House following the affair with Tudge. Barrister Kathleen Foley had held a position on the Victorian Bar Council, however three days after the Four Corners program went to air, Foley was voted off the council. According to Matilda Boseley from The Guardian, the change of council members was seen more broadly as an effort to remove progressives. Foley has also been vocal about gender issues within the legal profession. With the implementation of the new council, five members held their positions and 16 were replaced, seeing a change from 62 per cent female representation to 32 per cent (Boseley). No action was taken by the Prime Minister in light of the revelations by Four Corners: Christian Porter maintained his position as Attorney-General, Minister for Industrial Relations, and Leader of the House; and Alan Tudge continued as a member of the Federal Cabinet, currently as Minister for Education and Youth. Despite ongoing calls for an independent enquiry into the most recent allegations, and for Porter to stand aside, he continues as Attorney-General, although he has taken sick leave to address mental health impacts of the allegations (ABC News). Reynolds continues to hold the position of Defence Minister following the Higgins allegations, and has also taken sick leave on the advice of her specialist, now extended to after the March 2021 sitting of parliament (Doran). While Scott Morrison stands in support of Porter amid the allegations against him, he has called for an enquiry into the workplace culture of Parliament House. This appears to be in response to claims that a fourth woman was assaulted, allegedly by Higgins’s perpetrator. The enquiry, to be led by Kate Jenkins, Australia’s Sex Discrimination Commissioner, is focussed on “how to change the culture, how to change the practices, and how to ensure that, in future, we do have the best possible environment for prevention and response” (Murphy). By focussing the narrative of the enquiry on the “culture” of Parliament House, it diverts attention from the allegations of rape by Higgins and against Porter. While the enquiry is broadly welcomed, any outcomes will require more than changes to the workplace: they will require a much broader social change in attitudes towards women. The rage of women, in light of the current gendered political culture, has evolved into a call to action. An initial protest march, planned for outside Parliament House on 15 March 2021, has expanded to rallies in all capital cities and many other towns and cities in Australia. Entitled Women’s March 4 Justice, thousands of people, both women and men, have indicated their intention to participate. It is acknowledged that many residents of Canberra have objected to their entire city being encompassed in the term “Canberra Bubble”. However, the term’s relevance to this current state of affairs reflects the culture of those working in and for the Australian parliament, rather than residents of the city. It also describes the way that those who work in all things related to the federal government carry an apparent assumption that the bubble offers them immunity from the usual behaviour and accountability required of those outside the bubble. It this “bubble” that needs to burst. With a Prime Minister seemingly unable to recognise the hypocrisy of Ministers allegedly acting in ways contrary to “good character”, and for Porter, with ongoing allegations of improper behaviour, as expected for the country’s highest law officer, and in his mishandling of Higgins claims as called out by Tame, the bursting of the “Canberra bubble” may cost him government. Abstract:
Introduction For some time now there has been a strong critical framework that identifies a significant shift in the politics of homosexuality in the Anglo-oriented West over the last fifteen to twenty years. In this article I draw on this framework to describe the current moment in the Australian cultural politics of homosexuality. I focus on the issue of same-sex marriage as a key indicator of the currently emerging era. I then turn to two Australian texts about marriage that were produced in “the period before” this time, with the aim of recovering what has been partially lost from current formations of GLBT politics and from available memories of the past. Critical Histories Lisa Duggan’s term “the new homonormativity” is the frame that has gained widest currency among writers who point to the incorporation of certain versions of homosexuality into the neo-liberal (U.S.) mainstream. She identifies a sexual politics that “does not contest dominant heteronormative assumptions and institutions, but upholds and sustains them, while promising the possibility of a demobilized gay constituency and a privatized, depoliticized gay culture anchored in domesticity and consumption” (50). More recently, writing of the period inaugurated by the so-called “war on terror” and following Duggan, Jasbir Puar has introduced the term “homonationalism” to refer to “a collusion between homosexuality and American nationalism that is generated both by national rhetorics of patriotic inclusion and by gay and queer subjects themselves” (39). Damien Riggs adds the claims of Indigenous peoples in ongoing colonial contexts to the ground from which contemporary GLBT political claims can be critiqued. He concludes that while “queer people” will need to continue to struggle for rights, it is likely that cultural intelligibility “as a subject of the nation” will be extended only to those “who are established through the language of the nation (i.e., one that is founded upon the denial of colonial violence)” (97). Most writers who follow these kinds of critical analyses refer to the discursive place of homosexual couples and families, specifically marriage. For Duggan it was the increasing focus on “full gay access to marriage and military service” that defined homonormativity (50). Puar allows for a diversity of meanings of same-sex marriage, but claims that for many it is “a demand for reinstatement of white privileges and rights—rights of property and inheritance in particular” (29; see also Riggs 66–70). Of course not all authors locate the political focus on same-sex marriage and its effects as a conservative affair. British scholar Jeffrey Weeks stresses what “we” have gained and celebrates the rise of the discourse of human rights in relation to sexuality. “The very ordinariness of recognized same-sex unions in a culture which until recently cast homosexuality into secret corners and dark whispers is surely the most extraordinary achievement of all” (198), he writes. Australian historian Graham Willett takes a similar approach in his assessment of recent Australian history. Noting the near achievement of “the legal equality agenda for gay people” (“Homos” 187), he notes that “the gay and lesbian movement went on reshaping Australian values and culture and society through the Howard years” (193). In his account it did this in spite of, and untainted by, the dominance of Howard's values and programs. The Howard period was “littered with episodes of insult and discrimination … [as the] government tried to stem the tide of gay, lesbian and transgender rights that had been flowing so strongly since 1969”, Willett writes (188). My own analysis of the Howard years acknowledges the significant progress made in law reform relating to same-sex couples and lesbian and gay parents but draws attention to its mutual constitution with the dominance of the white, patriarchal, neo-liberal and neo-conservative ideologies which dominated social and political life (2013 forthcoming). I argue that the costs of reform, fought for predominantly by white and middle class lesbians and gay men deploying homonormative discourses, included the creation of new identities—single lesbians and gays whose identity did not fit mainstream notions, non-monogamous couples and bad mothers—which were positioned on the illegitimate side of the newly enfranchised. Further the success of the reforms marginalised critical perspectives that are, for many, necessary tools for survival in socially conservative neoliberal times. Same-Sex Marriage in Australia The focus on same-sex marriage in the Australian context was initiated in April 2004 by then Prime Minister Howard. An election was looming and two same-sex couples were seeking recognition of their Canadian marriages through the courts. With little warning, Howard announced that he would amend the Federal Marriage Act to specify that marriage could only take place between a man and a woman. His amendment also prevented the recognition of same-sex marriages undertaken overseas. Legislation was rushed through the parliament in August of that year. In response, Australian Marriage Equality was formed in 2004 and remains at the centre of the GLBT movement. Since that time political rallies in support of marriage equality have been held regularly and the issue has become the key vehicle through which gay politics is understood. Australians across the board increasingly support same-sex marriage (over 60% in 2012) and a growing majority of gay and lesbian people would marry if they could (54% in 2010) (AME). Carol Johnson et al. note that while there are some critiques, most GLBT people see marriage “as a major equality issue” (Johnson, Maddison and Partridge 37). The degree to which Howard’s move changed the terrain of GLBT politics cannot be underestimated. The idea and practice of (non-legal) homosexual marriage in Australia is not new. And some individuals, publicly and privately, were calling for legal marriage for same-sex couples before 2004 (e.g. Baird, “Kerryn and Jackie”). But before 2004 legal marriage did not inspire great interest among GLBT people nor have great support among them. Only weeks before Howard’s announcement, Victorian legal academic and co-convenor of the Victorian Gay & Lesbian Rights Lobby Miranda Stewart concluded an article about same-sex relationship law reform in Victoria with a call to “begin the debate about gay marriage” (80, emphasis added). She noted that the growing number of Australian couples married overseas would influence thinking about marriage in Australia. She also asked “do we really want to be part of that ‘old edifice’ of marriage?” (80). Late in 2003 the co-convenors of the NSW Gay and Lesbian Rights Lobby declared that “many members of our community are not interested in marriage” and argued that there were more pressing, and more practical, issues for the Lobby to be focused on (Cerise and McGrory 5). In 2001 Jenni Millbank and Wayne Morgan, two leading legal academics and activists in the arena of same-sex relationship politics in Australia, wrote that “The notion of ‘same-sex marriage’ is quite alien to Australia” (Millbank and Morgan, 295). They pointed to the then legal recognition of heterosexual de facto relationships as the specific context in Australia, which meant that marriage was not viewed as "paradigmatic" (296). In 1998 a community consultation conducted by the Equal Opportunity Commission in Victoria found that “legalising marriage for same-sex couples did not enjoy broad based support from either the community at large or the gay and lesbian community” (Stewart 76). Alongside this general lack of interest in marriage, from the early-mid 1990s gay and lesbian rights groups in each state and territory began to think about, if not campaign for, law reform to give same-sex couples the same entitlements as heterosexual de facto couples. The eventual campaigns differed from state to state, and included moments of high profile public activity, but were in the main low key affairs that met with broadly sympathetic responses from state and territory ALP governments (Millbank). The previous reforms in every state that accorded heterosexual de facto couples near equality with married couples meant that gay and lesbian couples in Australia could gain most of the privileges available to heterosexual couples without having to encroach on the sacred territory (and federal domain) of marriage. In 2004 when Howard announced his marriage bill only South Australia had not reformed its law. Notwithstanding these reforms, there were matters relating to lesbian and gay parenting that remained in need of reform in nearly every jurisdiction. Further, Howard’s aggressive move in 2004 had been preceded by his dogged refusal to consider any federal legislation to remove discrimination. But in 2008 the new Rudd government enacted legislation to remove all discrimination against same-sex couples in federal law, with marriage and (ironically) the lack of anti-discrimination legislation on the grounds of sexuality the exceptions, and at the time of writing most states have made or will soon implement the reforms that give full lesbian and gay parenting rights. In his comprehensive account of gay politics from the 1950s onwards, published in 2000, Graham Willett does not mention marriage at all, and deals with the moves to recognise same-sex relationships in one sixteen line paragraph (Living 249). Willett’s book concludes with the decriminalisation of sex between men across every state of Australia. It was written just as the demand for relationship reform was becoming the central issue of GLBT politics. In this sense, the book marks the end of one era of homosexual politics and the beginning of the next which, after 2004, became organised around the desire for marriage. This understanding of the recent gay past has become common sense. In a recent article in the Adelaide gay paper blaze a young male journalist wrote of the time since the early 1970s that “the gay rights movement has shifted from the issue of decriminalising homosexuality nationwide to now lobbying for full equal rights for gay people” (Dunkin 3). While this (reductive and male-focused) characterisation is not the only one possible, I simply note that this view of past and future progress has wide currency. The shift of attention in this period to the demand for marriage is an intensification and narrowing of political focus in a period of almost universal turn by state and federal governments to neoliberalism and an uneven turn to neo-conservatism, directions which have detrimental effects on the lives of many people already marginalised by discourses of sexuality, race, class, gender, migration status, (dis)ability and so on. While the shift to the focus on marriage from 2004 might be understood as the logical final step in gaining equal status for gay and lesbian relationships (albeit one with little enthusiasm from the GLBT political communities before 2004), the initiation of this shift by Prime Minister Howard, with little preparatory debate in the LGBT political communities, meant that the issue emerged onto the Australian political agenda in terms defined by the (neo)conservative side of politics. Further, it is an example of identity politics which, as Lisa Duggan has observed in the US case, is “increasingly divorced from any critique of global capitalism” and settles for “a stripped-down equality, paradoxically imagined as compatible with persistent overall inequality” (xx). Brides before Marriage In the last part of this article I turn to two texts produced early in 1994—an activist document and an ephemeral performance during the Sydney Gay and Lesbian Mardi Gras parade. If we point only to the end of the era of (de)criminalisation, then the year 1997, when the last state, Tasmania, decriminalised male homosex, marks the shift from one era of the regulation of homosexuality to another. But 1994 bore the seeds of the new era too. Of course attempts to identify a single year as the border between one era and the next are rhetorical devices. But some significant events in 1994 make it a year of note. The Australian films Priscilla: Queen of the Desert and The Sum of Us were both released in 1994, marking particular Australian contributions to the growing presence of gay and lesbian characters in Western popular culture (e.g. Hamer and Budge). 1994 was the UN International Year of the Family (IYF) and the Sydney Gay and Lesbian Mardi Gras chose the theme “We are Family” and published endorsement from both Prime Minister Keating and the federal opposition leader John Hewson in their program. In 1994 the ACT became the first Australian jurisdiction to pass legislation that recognised the rights and entitlements of same-sex couples, albeit in a very limited and preliminary form (Millbank 29). The NSW Gay and Lesbian Rights Lobby's (GLRL) 1994 discussion paper, The Bride Wore Pink, can be pinpointed as the formal start to community-based activism for the legal recognition of same-sex relationships. It was a revision of an earlier version that had been the basis for discussion among (largely inner Sydney) gay and lesbian communities where there had been lively debate and dissent (Zetlein, Lesbian Bodies 48–57). The 1994 version recommended that the NSW government amend the existing definition of de facto in various pieces of legislation to include lesbian and gay relationships and close non-cohabiting interdependent relationships as well. This was judged to be politically feasible. In 1999 NSW became the first state to implement wide ranging reforms of this nature although these were narrower than called for by the GLRL, “including lesser number of Acts amended and narrower application and definition of the non-couple category” (Millbank 10). My concern here is not with the politics that preceded or followed the 1994 version of The Bride, but with the document itself. Notwithstanding its status for some as a document of limited political vision, The Bride bore clear traces of the feminist and liberationist thinking, the experiences of the AIDS crisis in Sydney, and the disagreements about relationships within lesbian and gay communities that characterised the milieu from which it emerged. Marriage was clearly rejected, for reasons of political impossibility but also in light of a list of criticisms of its implication in patriarchal hierarchies of relationship value (31–2). Feminist analysis of relationships was apparent throughout the consideration of pros and cons of different legislative options. Conflict and differences of opinion were evident. So was humour. The proliferation of lesbian and gay commitment ceremonies was listed as both a pro and a con of marriage. On the one hand "just think about the prezzies” (31); on the other, “what will you wear” (32). As well as recommending change to the definition of de facto, The Bride recommended the allocation of state funds to consider “the appropriateness or otherwise of bestowing entitlements on the basis of relationships,” “the focusing on monogamy, exclusivity and blood relations” and the need for broader definitions of “relationships” in state legislation (3). In a gesture towards a political agenda beyond narrowly defined lesbian and gay interests, The Bride also recommended that “the lesbian and gay community join together with other groups to lobby for the removal of the cohabitation rule in the Social Security Act 1991” (federal legislation) (34). This measure would mean that the payment of benefits and pensions would not be judged in the basis of a person’s relationship status. While these radical recommendations may not have been energetically pursued by the GLRL, their presence in The Bride records their currency at the time. The other text I wish to excavate from 1994 is the “flotilla of lesbian brides” in the 1994 Sydney Gay and Lesbian Mardi Gras. These lesbians later appeared in the April 1994 issue of Sydney lesbian magazine Lesbians on the Loose, and they have a public afterlife in a photo by Sydney photographer C Moore Hardy held in the City of Sydney archives (City of Sydney). The group of between a dozen and twenty lesbians (it is hard to tell from the photos) was dressed in waist-to-ankle tulle skirts, white bras and white top hats. Many wore black boots. Unshaven underarm hair is clearly visible. Many wore long necklaces around their necks and the magazine photo makes clear that one bride has a black whip tucked into the band of her skirt. In an article about lesbians and legal recognition of their relationships published in 1995, Sarah Zetlein referred to the brides as “chicks in white satin” (“Chicks”). This chick was a figure that refused the binary distinction between being inside and outside the law, which Zetlein argued characterised thinking about the then emerging possibilities of the legal recognition of lesbian (and gay) relationships. Zetlein wrote that “the chick in white satin”: Represents a politics which moves beyond the concerns of one’s own identity and demands for inclusion to exclusion to a radical reconceptualisation of social relations. She de(con)structs and (re) constructs. … The chick in white satin’s resistance often lies in her exposure and manipulation of her regulation. It is not so much a matter of saying ‘no’ to marriage outright, or arguing only for a ‘piecemeal’ approach to legal relationship regulation, or lobbying for de facto inclusion as was recommended by The Bride Wore Pink, but perverting the understanding of what these legally-sanctioned sexual, social and economic relationships mean, hence undermining their shaky straight foundations.(“Chicks” 56–57) Looking back to 1994 from a time nearly twenty years later when (straight) lesbian brides are celebrated by GLBT culture, incorporated into the mainstream and constitute a market al.ready anticipated by “the wedding industrial complex” (Ingraham), the “flotilla of lesbian brides” can be read as a prescient queer negotiation of their time. It would be a mistake to read the brides only in terms of a nascent interest in legally endorsed same-sex marriage. In my own limited experience, some lesbians have always had a thing for dressing up in wedding garb—as brides or bridesmaids. The lesbian brides marching group gave expression to this desire in queer ways. The brides were not paired into couples. Zetlein writes that “the chick in white satin … [has] a veritable posse of her girlfriends with her (and they are all the brides)” (“Chicks” 63, original emphasis). Their costumes were recognisably bridal but also recognisably parodic and subverting; white but hardly innocent; the tulle and bras were feminine but the top hats were accessories conventionally worn by the groom and his men; the underarm hair a sign of feminist body politics. The whip signalled the lesbian underground sexual culture that flourished in Sydney in the early 1990s (O’Sullivan). The black boots were both lesbian street fashion and sensible shoes for marching! Conclusion It would be incorrect to say that GLBT politics and lesbian and gay couples who desire legal marriage in post-2004 Australia bear no trace of the history of ambivalence, critique and parody of marriage and weddings that have come before. The multiple voices in the 2011 collection of “Australian perspectives on same-sex marriage” (Marsh) put the lie to this claim. But in a climate where our radical pasts are repeatedly forgotten and lesbian and gay couples increasingly desire legal marriage, the political argument is hell-bent on inclusion in the mainstream. There seems to be little interest in a dance around the margins of inclusion/exclusion. I add my voice to the concern with the near exclusive focus on marriage and the terms on which it is sought. It is not a liberationist politics to which I have returned in recalling The Bride Wore Pink and the lesbian brides of the 1994 Gay and Lesbian Mardi Gras, but rather an attention to the differences in the diverse collective histories of non-heterosexual politics. The examples I elaborate are hardly cases of radical difference. But even these instances might remind us that “we” have never been on a single road to equality: there may be incommensurable differences between “us” as much as commonalities. They also remind that desires for inclusion and recognition by the state should be leavened with a strong dose of laughter as well as with critical political analysis. Abstract:
Introduction How do we measure intimacy? What are its impacts on our social, political and personal lives? Can we claim a politics to our intimate lives that escapes the normative confines of archaic institutions, while making social justice claims for relationship recognition? Negotiating some of these disparate questions requires us to think more broadly in contemporary public debates on equality and relationship recognition. Specifically, by outlining the impacts of the popular "gay marriage" debate, this paper examines the impacts of queer theory in association with public policy and community lobbying for relationship equality. Much of the debate remains polarised: eliminating discrimination is counterposed to religious or reproductive narratives that suggest such recognition undermines the value of the "natural" heterosexual family. Introducing queer theory into advocacy that oscillates between rights and reproduction problematises indexing intimacy against normative ideas of monogamy and family. While the arguments circulated by academics, lawyers, politicians and activists have disparate political and ethical impacts, when taken together, they continue to define marriage as a public regulation of intimacy and citizenship. Citizenship, measured in democratic participation and choice, however, can only be realised through reflexive politics that value difference. Encouraging critical dialogue across disparate areas of the marriage equality debate will have a significant impact on how we make ethical claims for recognising intimacy. (Re)defining Marriage In legislative terms, marriage remains the most fundamental means through which the relationship between citizenship and intimacy is crystallised in Australia. For example, in 2004 the Federal Liberal Government in Australia passed a legislative amendment to the Marriage Act 1961 and expressly defined marriage as a union between a man and a woman. By issuing a public legislative amendment, the Government intended to privilege monogamous (in this case understood as heterosexual) intimacy by precluding same-sex or polygamous marriage. Such an exercise had rhetorical rather than legal significance, as common law principles had previously defined the scope of marriage in gender specific terms for decades (Graycar and Millbank 41). Marriage as an institution, however, is not a universal or a-historical discourse limited to legal or political constructs. Socialist feminist critiques of marriage in the 1950s conceptualised the legal and gender specific constructs in marriage as a patriarchal contract designed to regulate female bodies (Hannam 146). However, Angela McRobbie notes that within a post-feminist context, these historical realities of gendered subjugation, reproduction or domesticity have been "disarticulated" (26). Marriage has become a more democratic and self-reflexive expression of intimacy for women. David Shumway elaborates this idea and argues that this shift has emerged in a context of "social solidarity" within a consumer environment of social fragmentation (23). What this implies is that marriage now evokes a range of cultural choices, consumer practices and affective trends that are incommensurable to a singular legal or historical term of reference. Debating the Politics of Intimacy and Citizenship In order to reflect on this shifting relationship between choice, citizenship and marriage as a concept, it is necessary to highlight that marriage extends beyond private articulations of love. It is a ritualised performance of heterosexual individual (or coupled) citizenship as it entrenches economic and civil rights and responsibilities. The private becomes public. Current neo-liberal approaches to same-sex marriage focus on these symbolic and economic questions of how recognising intimacy is tied to equality. In a legal and political context, marriage is defined in s5 Marriage Act as "the union between a man and a woman to the exclusion of all others, voluntarily entered into for life." While the Act does not imbue marriage with religious or procreative significance, such a gender dichotomous definition prevents same-sex and gender diverse partners from entering into marriage. For Morris Kaplan, this is a problem because "full equality for lesbian and gay citizens requires access to the legal and social recognition of our intimate associations" (201). Advocates and activists define the quest for equal citizenship by engaging with current religious dogma that situates marriage within a field of reproduction, whereby same-sex marriage is seen to rupture the traditional rubric of monogamous kinship and the biological processes of "gender complementarity" (Australian Christian Lobby 1). Liberal equality arguments reject such conservative assertions on the basis that desire, sexuality and intimacy are innate features of human existence and hence always already implicated in public spheres (Kaplan 202). Thus, legal visibility or state recognition becomes crucial to sustaining practices of intimacy. Problematising the broader social impact of a civil rights approach through the perspective of queer theory, the private/public distinctions that delineate citizenship and intimacy become more difficult to negotiate. Equality and queer theory arguments on same-sex marriage are difficult to reconcile, primarily because they signify the different psychic and cultural investments in the monogamous couple. Butler asserts that idealisations of the couple in legal discourse relates to norms surrounding community, family and nationhood (Undoing 116). This structured circulation of sexual norms reifies the hetero-normative forms of relationships that ought to be recognised (and are desired) by the state. Butler also interrogates this logic of marriage, as a heterosexual norm, and suggests it has the capacity to confine rather than liberate subjects (Undoing 118-20). The author's argument relies upon Michel Foucault's notion of power and subjection, where the subject is not an autonomous individual (as conceived in neo liberal discourses) but a site of disciplined discursive production (Trouble 63). Butler positions the heterosexuality of marriage as a "cultural and symbolic foundation" that renders forms of kinship, monogamy, parenting and community intelligible (Undoing 118). In this sense, marriage can be a problematic articulation of state interests, particularly in terms of perpetuating domesticity, economic mobility and the heterosexual family. As former Australian Prime Minister John Howard opines: Marriage is … one of the bedrock institutions of our society … marriage, as we understand it in our society, is about children … providing for the survival of the species. (qtd. in Wade) Howard's politicisation of marriage suggests that it remains crucial to the preservation of the nuclear family. In doing so, the statement also exemplifies homophobic anxieties towards non-normative kinship relations "outside the family". The Prime Ministers' words characterise marriage as a framework which privileges hegemonic ideas of monogamy, biological reproduction and gender dichotomy. Butler responds to these homophobic terms by alluding to the discursive function of a "heterosexual matrix" which codes and produces dichotomous sexes, genders and (hetero)sexual desires (Trouble 36). By refusing to accept the binary neo-liberal discourse in which one is either for or against gay marriage, Butler asserts that by prioritising marriage, the individual accepts the discursive terms of recognition and legitimacy in subjectifying what counts as love (Undoing 115). What this author's argument implies is that by recuperating marital norms, the individual is not liberated, but rather participates in the discursive "trap" and succumbs to the terms of a heterosexual matrix (Trouble 56). In contradistinction to Howard's political rhetoric, engaging with Foucault's broader theoretical work on sexuality and friendship can influence how we frame the possibilities of intimacy beyond parochial narratives of conjugal relationships. Foucault emphasises that countercultural intimacies rely on desires that are relegated to the margins of mainstream (hetero)sexual culture. For example, the transformational aesthetics in practices such as sadomasochism or queer polyamorous relationships exist due to certain prohibitions in respect to sex (Foucault, History (1) 38, and "Sex" 169). Foucault notes how forms of resistance that transgress mainstream norms produce new experiences of pleasure. Being "queer" (though Foucault does not use this word) becomes identified with new modes of living, rather than a static identity (Essential 138). Extending Foucault, Butler argues that positioning queer intimacies within a field of state recognition risks normalising relationships in terms of heterosexual norms whilst foreclosing the possibilities of new modes of affection. Jasbir Puar argues that queer subjects continue to feature on the peripheries of moral and legal citizenship when their practices of intimacy fail to conform to the socio-political dyadic ideal of matrimony, fidelity and reproduction (22-28). Puar and Butler's reluctance to embrace marriage becomes clearer through an examination of the obiter dicta in the recent American jurisprudence where the proscription on same-sex marriage was overturned in California: To the extent proponents seek to encourage a norm that sexual activity occur within marriage to ensure that reproduction occur within stable households, Proposition 8 discourages that norm because it requires some sexual activity and child-bearing and child-rearing to occur outside marriage. (Perry vs Schwarzenegger 128) By connecting the discourse of matrimony and sex with citizenship, the court reifies the value of marriage as an institution of the family, which should be extended to same-sex couples. Therefore, by locating the family in reproductive heterosexual terms, the court forecloses other modes of recognition or rights for those who are in non-monogamous relationships or choose not to reproduce. The legal reasoning in the case evinces the ways in which intimate citizenship or legitimate kinship is understood in highly parochial terms. As Kane Race elaborates, the suturing of domesticity and nationhood, with the rhetoric that "reproduction occur within stable households", frames heterosexual nuclear bonds as the means to legitimate sexual relations (98). By privileging a familial kinship aesthetic to marriage, the state implicitly disregards recognising the value of intimacy in non-nuclear communities or families (Race 100). Australia, however, unlike most foreign nations, has a dual model of relationship recognition. De facto relationships are virtually indistinguishable from marriage in terms of the rights and entitlements couples are able to access. Very recently, the amendments made by the Same-Sex Relationships (Equal Treatment in Commonwealth Laws - General Reform) Act 2008 (Cth) has ensured same-sex couples have been included under Federal definitions of de facto relationships, thereby granting same-sex couples the same material rights and entitlements as heterosexual married couples. While comprehensive de facto recognition operates uniquely in Australia, it is still necessary to question the impact of jurisprudence that considers only marriage provides the legitimate structure for raising children. As Laurent Berlant suggests, those who seek alternative "love plots" are denied the legal and cultural spaces to realise them ("Love" 479). Berlant's critique emphasises how current "progressive" legal approaches to same-sex relationships rely on a monogamous (heterosexual) trajectory of the "love plot" which marginalises those who are in divorced, single, polyamorous or multi-parent situations. For example, in the National Year of Action, a series of marriage equality rallies held across Australia over 2010, non-conjugal forms of intimacy were inadvertently sidelined in order to make a claim for relationship recognition. In a letter to the Sydney Star Observer, a reader laments: As a gay man, I cannot understand why gay people would want to engage in a heterosexual ritual called marriage … Why do gay couples want to buy into this ridiculous notion is beyond belief. The laws need to be changed so that gays are treated equal under the law, but this is not to be confused with marriage as these are two separate issues... (Michael 2) Marriage marks a privileged position of citizenship and consumption, to which all other gay and lesbian rights claims are tangential. Moreover, as this letter to the Sydney Star Observer implies, by claiming sexual citizenship through the rubric of marriage, discussions about other campaigns for legislative equality are effectively foreclosed. Melissa Gregg expands on such a problematic, noting that the legal responses to equality reiterate a normative relationship between sexuality and power, where only couples that subscribe to dyadic, marriage-like relationships are offered entitlements by the state (4). Correspondingly, much of the public activism around marriage equality in Australia seeks to achieve its impact for equality (reforming the Marriage Act) by positioning intimacy in terms of state legitimacy. Butler and Warner argue that when speaking of legitimacy a relation to what is legitimate is implied. Lisa Bower corroborates this, asserting "legal discourse creates norms which universalise particular modes of living…while suppressing other practices and identities" (267). What Butler's and Bower's arguments reveal is that legitimacy is obtained through the extension of marriage to homosexual couples. For example, Andrew Barr, the current Labor Party Education Minister in the Australian Capital Territory (ACT), noted that "saying no to civil unions is to say that some relationships are more legitimate than others" (quoted in "Legal Ceremonies"). Ironically, such a statement privileges civil unions by rendering them as the normative basis on which to grant legal recognition. Elizabeth Povinelli argues the performance of dyadic intimacy becomes the means to assert legal and social sovereignty (112). Therefore, as Jenni Millbank warns, marriage, or even distinctive forms of civil unions, if taken alone, can entrench inequalities for those who choose not to participate in these forms of recognition (8). Grassroots mobilisation and political lobbying strategies around marriage equality activism can have the unintentional impact, however, of obscuring peripheral forms of intimacy and subsequently repudiating those who contest the movement towards marriage. Warner argues that those who choose to marry derive pride from their monogamous commitment and "family" oriented practice, a privilege afforded through marital citizenship (82). Conversely, individuals and couples who deviate from the "normal" (read: socially palatable) intimate citizen, such as promiscuous or polyamorous subjects, are rendered shameful or pitiful. This political discourse illustrates that there is a strong impetus in the marriage equality movement to legitimate "homosexual love" because it mimics the norms of monogamy, stability, continuity and family by only seeking to substitute the sex of the "other" partner. Thus, civil rights discourse maintains the privileged political economy of marriage as it involves reproduction (even if it is not biological), mainstream social roles and monogamous sex. By defining social membership and future life in terms of a heterosexual life-narrative, same-sex couples become wedded to the idea of matrimony as the basis for sustainable intimacy and citizenship (Berlant and Warner 557). Warner is critical of recuperating discourses that privilege marriage as the ideal form of intimacy. This is particularly concerning when diverse erotic and intimate communities, which are irreducible to normative forms of citizenship, are subject to erasure. Que(e)rying the Future of Ethics and Politics By connecting liberal equality arguments with Butler and Warner's work on queer ethics, there is hesitation towards privileging marriage as the ultimate form of intimacy. Moreover, Butler stresses the importance of a transformative practice of queer intimacy: It is crucial…that we maintain a critical and transformative relation to the norms that govern what will not count as intelligible and recognisable alliance and kinship. (Undoing 117) Here the author attempts to negotiate the complex terrain of queer citizenship and ethics. On one hand, it is necessary to be made visible in order to engage in political activism and be afforded rights within a state discourse. Simultaneously, on the other hand, there is a need to transform the prevailing hetero-normative rhetoric of romantic love in order to prevent pathologising bodies or rendering certain forms of intimacy as aberrant or deviant because, as Warner notes, they do not conform to our perception of what we understand to be normal or morally desirable. Foucault's work on the aesthetics of the self offers a possible transformational practice which avoids the risks Warner and Butler mention because it eludes the "normative determinations" of moralities and publics, whilst engaging in an "ethical stylization" (qtd. in Race 144). Whilst Foucault's work does not explicitly address the question of marriage, his work on friendship gestures to the significance of affective bonds. Queer kinship has the potential to produce new ethics, where bodies do not become subjects of desires, but rather act as agents of pleasure. Negotiating the intersection between active citizenship and transformative intimacy requires rethinking the politics of recognition and normalisation. Warner is quite ambivalent as to the potential of appropriating marriage for gays and lesbians, despite the historical dynamism of marriage. Rather than acting as a progressive mechanism for rights, it is an institution that operates by refusing to recognise other relations (Warner 129). However, as Alexander Duttmann notes, recognition is more complex and a paradoxical means of relation and identification. It involves a process in which the majority neutralises the difference of the (minority) Other in order to assimilate it (27). However, in the process of recognition, the Other which is validated, then transforms the position of the majority, by altering the terms by which recognition is granted. Marriage no longer simply confers recognition for heterosexual couples to engage in reproduction (Secomb 133). While some queer couples may subscribe to a monogamous relationship structure, these relationships necessarily trouble conservative politics. The lamentations of the Australian Christian Lobby regarding the "fundamental (anatomical) gender complementarity" of same-sex marriage reflect this by recognising the broader social transformation that will occur (and already does with many heterosexual marriages) by displacing the association between marriage, procreation and parenting (5). Correspondingly, Foucault's work assists in broadening the debate on relationship recognition by transforming our understanding of choice and ethics in terms of "queer friendship." He describes it as a practice that resists the normative public distinction between romantic and platonic affection and produces new aesthetics for sexual and non-sexual intimacy (Foucault, Essential 170). Linnell Secomb argues that this "double potential" alluded to in Foucault and Duttman's work, has the capacity to neutralise difference as Warner fears (133). However, it can also transform dominant narratives of sexual citizenship, as enabling marriage equality will impact on how we imagine traditional heterosexual or patriarchal "plots" to intimacy (Berlant, "Intimacy" 286). Conclusion Making an informed impact into public debates on marriage equality requires charting the locus of sexuality, intimacy and citizenship. Negotiating academic discourses, social and community activism, with broader institutions and norms presents political and social challenges when thinking about the sorts of intimacy that should be recognised by the state. The civil right to marriage, irrespective of the sex or gender of one's partner, reflects a crucial shift towards important democratic participation of non-heterosexual citizens. However, it is important to note that the value of such intimacy cannot be indexed against a single measure of legal reform. While Butler and Warner present considered indictments on the normalisation of queer intimacy through marriage, such arguments do not account for the impacts of que(e)rying cultural norms and practices through social and political change. Marriage is not a singular or a-historical construction reducible to state recognition. Moreover, in a secular democracy, marriage should be one of many forms of diverse relationship recognition open to same-sex and gender diverse couples. In order to expand the impact of social and legal claims for recognition, it is productive to rethink the complex nature of recognition, ritual and aesthetics within marriage. Abstract:
After grossing more than $80 million at the international box office and winning the 2007 Academy Award for Best Foreign Language Film, the international success of Florian Henckel von Donnersmarck’s 2006 film The Lives of Others has popularised the word “Stasi” as a “default global synonym” for the terrors associated with surveillance (Garton Ash). Just as representations of Nazism have become inextricably entwined with a specific kind of authoritarian, murderous dictatorship, Garton Ash argues that so too the Stasi and its agents have come to stand in for a certain kind of authoritarian dictatorship in the popular imagination, whose consequences aren’t necessarily as physically harmful as those of National Socialism, but are, instead, dependent on strategies encompassing surveillance, control, and coercion to achieve their objectives.Surveillance societies, such as the former German Democratic Republic, have long been settings for both influential and popular fictions. Social theory has also been illuminated by some of these fictions, with theorists such as Haggerty and Ericson claiming that surveillance models originating in the work of Jeremy Bentham and George Orwell are central to conceptualising and understanding surveillance practices, as well as social attitudes towards them. Orwell’s terminology in particular and his ideas relating to “Thought Police,” “Big Brother,” “Room 101,” “Newspeak,” and others, have entered into popular discourse and, to a large extent, have become synonymous with the idea of surveillance itself. Even the adjective “Orwellian” has come to be associated with totalitarian regimes of absolute control, so much so that “when a totalitarian setup, whether in fact or in fantasy ... is called ‘Orwellian,’ it is as if George Orwell had helped to create it instead of helping to dispel its euphemistic thrall” (James 72).As sociologist David Lyon notes: “much surveillance theory is dystopian” (201). And while the fear, helplessness, and emotional experiences of living under the suspicion and scrutiny of security services such as Von Donnersmarck’s Stasi or Orwell’s Party are necessarily muted by theory, it is often through fictions such as The Lives of Others and Nineteen Eighty-Four that these can be fully expressed. In the case of The Lives of Others and Nineteen Eighty-Four, both use central love stories to express the affective experiences associated with constant surveillance and use these as a way of contrasting and critiquing the way in which surveillance, power, and control operate in both settings. Like many other texts which represent surveillance societies, both fictions present a bleak picture, with the surveillance undertaken by the Party or Stasi being framed as a deindividualising or depersonifying social force which eliminates privacy, compromises trust, and blurs the distinction between the self and the state, the personal and the social, the individual and the ideology. This brings me to the purpose of this paper, which is concerned with two things: firstly, it will discuss these oppositions alongside the role of social surveillance and private lives in Von Donnersmarck’s film. The existing scholarly work on The Lives of Others tends to focus on its historical setting—the former East Germany—and, consequently, emphasises its generic status as a “political thriller,” “fierce and gloomy historical drama” full of “psychological terror,” and so on. Nevertheless, this overstates the film’s social milieu at the expense of the personal drama which drives the narrative—the film is underpinned by multiple overlapping love stories—so my focus is more concerned with highlighting the latter, rather than the former. I am not going to attempt to provide any sort of a comparative case study between the film’s representation of the Stasi and the historical realities upon which it is based, for example. Secondly, much has been made of the transformation of the character Gerd Wiesler, who shifts from “a loyal Stasi officer with an unswervingly grim demeanour” into “a good man” with a conscience—to borrow from Von Donnersmarck’s commentary. I will conclude by briefly addressing this transformation with reference to surveillance and its place within the film’s narrative.The Lives of Others is a film which, like Nineteen Eighty-Four, carries the signifiers of a very specific kind of surveillance. Set in the former German Democratic Republic in the year 1984—perhaps a self-conscious reference to Orwell—the film is concerned with the playwright Georg Dreyman (played by Sebastian Koch), “the only nonsubversive writer who is still read in the West”; his girlfriend, the actress Christa-Maria Sieland (played by Martina Gedeck); and the Stasi Captain Wiesler (played by Ulrich Mühe). In his capacity as expert interrogator and security agent, Wiesler is assigned to spy on Dreyman and Sieland because they are suspected of being disloyal, and as a playwright and actress—and thus, persons of social, intellectual, and cultural influence—this will never do. Accordingly, Dreyman and Sieland’s apartment is bugged and the pair is constantly surveilled. Their home, previously a space of relative privacy, becomes the prime site for this surveillance, forcing their “private or ‘personal life’”—which is understood as “the special preserve of intimacy, affection, trust and elective affinity”—into “the larger world of impersonal and instrumental [social] relations” governed by the East German state (Weintraub and Kumar xiii). The surveillance in the film is a “creature of its social context,” to borrow James Rule’s terminology (300). Rule argued that all systems of surveillance are “distinctive of certain social orders” and that their “continued growth is closely tied to other changes in their social structural contexts” (300). This is certainly true of the surveillance in The Lives of Others, which is characterised by effectiveness through totality, rather than technological sophistication. Broadly speaking, surveillance in the former East Germany was top-down and hierarchical and connected with the maintenance of the ruling party’s power. Metaphors abound when describing the Stasi’s surveillance network—it was an “octopus,” a “multi-headed hydra,” a beast of gargantuan size at the very heart of the East German Party-State (Childs and Popplewell xiii). Needless to say, the Stasi was big. Since Die Wende, especially, much has been made of the enormity of the Stasi’s bureaucracy and its capacity to “intrude.” Between 1950 and 1989 it employed 274,000 people in an official capacity and, after the collapse of the East German regime anywhere up to 500,000 East German Inoffizielle Mitarbeiter—Unofficial Collaborators: ordinary citizens from the East German state who had been coerced into spying on friends or family members, or had volunteered their services—had been identified (Koehler 8). This equated to approximately one Stasi officer, informer or collaborator per 6.5 East German citizens (Koehler 9). Put in perspective, there was one KGB agent per 5,800 citizens in the Soviet Union, while the Gestapo—often held up as the ultimate example of the abuses and evils inherent in many secret police forces—had one officer for every 2,000 Germans (Koehler 9).And it is this hydra, this octopus that Dreyman and Sieland encounter in The Lives of Others. Led by Wiesler and driven by suspicion, the Stasi listens in on their conversations, follows the couple clandestinely, and gathers information which may reveal “politically incorrect behaviour” (Rainer and Siedler 251). The reach of the Stasi’s surveillance network and its capacity to collect information is demonstrated through a variety of means—beginning with the interrogation scene during the film’s opening where the scent of a dissident is stored in a jar for later use, to the final coercion in which Sieland becomes an IM. The Stasi in the film consistently demonstrates an uncanny ability to know: to gather information through surveillance, and to use this surveillance to demonstrate and secure its power. As Rule points out: “the ability of any system of surveillance to control and shape the behaviour of ... [those under surveillance] depends very much on the certainty with which it manages to bring information generated in one social and temporal setting to bear elsewhere” (302). Intense “surveillance and potent mechanisms of control are useless” if those under surveillance can simply hide behind closed doors or escape over a wall—so the “system must arrange its boundaries so that both its surveillance and control activities cover a sufficiently broad area” to prevent escape through movement (Rule 303–304). In a total surveillance society such as the one seen in The Lives of Others, there is no “escape” from the Stasi other than death—suicide—which defines many of the film’s key turning points. The surveillance undertaken by the Stasi may be stored in jars in some cases; however, it can also be retrieved to confirm suspicions, to coerce and control, and, ultimately, to further the objectives of the Party State.Despite the Stasi’s best attempts, however, Dreyman is consistently loyal—he believes in the principles of socialism and, to quote Wiesler’s superior Grubitz (played by Ulrich Tukur), he “thinks East Germany is the fairest land of them all.” Eventually it is revealed that the real reason for the surveillance is not about suspected disloyalty to the state, but a personal vendetta by the Party’s Minister for Culture, Bruno Hempf (played by Thomas Thieme), who wants Sieland for himself and is using his influence within the Stasi to bring Dreyman down. The use of surveillance for personal gain, rather than for social “good” proves too much for Wiesler who undergoes a “psychological and political transformation” and begins to empathise with the subjects of his investigation (Diamond 811). Dreyman undergoes a similar transformation after the suicide of his mentor and friend Albert Jerska (played by Volkmar Kleinert)—a theatre director whose life was made meaningless after he was blacklisted by the Stasi. This brings me back to the question of the personal and the social, which forms the fundamental tension within the film and is the basis of this paper. Historically, notions of “public” and “private,” “social” and “personal”—as understood in state-socialist societies such as the former East Germany—revolved around “the victimised ‘us’ and the newly powerful ‘them’ who ruled the state” (Gal 87). Nevertheless, the distinction between the personal and the social—or public and private—has long been a social organising principle and, as a result, has acted as a springboard into “many key issues of social and political analysis, of moral and political debate, and of ordering everyday life” (Weintraub and Kumar 1). The idea of “privacy”—which is often conceptualised simplistically as a “uni-dimensional, rigidly dichotomous and absolute, fixed and universal concept” (Marx 157)—is used as a shield against any number of perceived political, social, or moral infringements, including surveillance, and can be said to be organised around the idea of visibility, where “private” encompasses that which is “able and / or entitled to be kept hidden, sheltered or withdrawn from others” (Weintraub and Kumar 6). The private is thus connected with a life free of surveillance and scrutiny, where people have a reprieve from monitored social relations and the collective self. Privacy is “fundamentally rooted” in a personal life “delineated by private space” without surveillance, and is interlinked with the idea of a “society of strangers,” where strangers are, by definition, individuals who have been denied access to our personal lives and private spaces (Lyon 21). The act of disclosure and the provision of access to our personal affairs is thus regarded as a voluntary gesture of faith and trust—an invitation into the private, which makes our lives—the lives of strangers, the lives of “others”—familiar and knowable. In The Lives of Others it is Dreyman and Sieland who, because of the personal relationship they have maintained in the relative privacy of their apartment, are the “strangers” or “others” the Stasi wants to make knowable. When Wiesler first encounters the couple at the premiere of Dreyman’s play—the tellingly named The Faces of Love—he seems disturbed by the affection they share for one another and for their fellow artists. Later, it is a brief moment of intimacy between Dreyman and Sieland that motivates Wiesler into overseeing the surveillance himself—a decision that contributes to his eventual transformation. Wiesler is disturbed by Dreyman and Sieland’s relationship because it demonstrates personal loyalties born out of private emotions which exist beyond the gaze of the Stasi and, thus, beyond the control of the state. In Wiesler’s world the only true love is social love—the impersonal love of the state—and anything resembling the romantic or the personal is not only unfamiliar, but suspicious and potentially subversive. In Von Donnersmarck’s words, Wiesler has shut out his humanity to adhere to a principle, which he values above and beyond all else. His suspicion of Dreyman and Sieland thus exemplifies how the experience and interpretation of personal emotions is dependent, in part, on social and cultural circumstances. For Wiesler, private emotions are dangerous, unknowable, and unfamiliar. They belong to a realm “which places extraordinary emphasis on the concept of individuality and individual self-identity” in “a society which distinguishes more or less plainly between public positions and personal roles; ... and, perhaps most importantly, [they belong to] a society that grants a high degree of mobility and flexibility in relationships in general, [and] places personal choice at the core of mating and marriage rituals ...” (Solomon xxviii). A society, in other words, quite unlike the one in The Lives of Others. By monitoring the personal lives of Dreyman and Sieland, the Stasi thus collapses the distinction between the personal and the social, the private and the public. Surveillance transforms personal emotions into public information, and it is this information which is later manipulated for the social “good” and at the expense of Dreyman and Sieland’s personal lives. In The Lives of Others there is no separation between the personal and the social, the public and the private—there is only the Party and there is only the Stasi. I want to conclude by briefly discussing the transformation of Wiesler, which is emblematic of the film’s central message about the “capacity of human beings for goodness, [love], compassion and change” (Diamond 812–13). Von Donnersmarck makes this message clear in one of the film’s early scenes, where, at the opening of his play The Faces of Love, Dreyman appeals to Minister Hempf about Jerska’s blacklisting, suggesting that Jerska is remorseful and has changed. Hempf tells Dreyman: “That’s what we all love about your plays ... the idea that people can change. People don’t change.” Hempf is suggesting, of course, that there is no “normalising gaze” in the East German state; that there is only suspicion, discrimination and exclusion. Once you have been identified as “abnormal,” “subversive” or “an enemy” by the Stasi’s surveillance, you can never remove yourself from the category of suspicion—change is impossible. But Wiesler and Dreyman do change, however unlikely Wiesler’s transformation may be. While the film’s style suggest the men are opposites—Dreyman dresses like a chic (West) German intellectual in tweed jackets and horn-rimmed glasses, while Wiesler gets around in stiff Stasi uniforms and grey nylon tracksuits; Dreyman’s home reflects his status as a man of culture and taste, with literature, art, and music dominating the bohemian aesthetic, while Wiesler’s home is cold, empty, characterless, and generic; Dreyman shares a personal life with Sieland, while Wiesler is visited by a prostitute who services all the Stasi men in his building “on a tight schedule” and so on—they share a fundamental similarity: they both believe in socialism, in the East German state, and the utopian ideals that are now obscured under layers of bureaucracy, surveillance, corruption, and suspicion (Diamond 815). Nevertheless, after discovering that Sieland is being forced into sexual encounters with party Minister Hempf, the instigator of the surveillance, Wiesler begins to identify with the couple, and, for the first time, breaches the boundary between surveillance and interference, between social observation and personal intervention. After seeing the Minister’s car pull up with Sieland inside, Wiesler uses his surveillance technologies to alert Dreyman to her return—he rings the couple’s doorbell whilst muttering, “Time for some bitter truths.” Later, after Sieland showers and collapses “in mute despair,” Dreyman cradles her in his arms, after which the film cuts to a shot of Wiesler still listening, but mirroring their body language (Diamond 817). This is the moment at which the film makes clear that Wiesler’s role has shifted from social monitoring to something more personal—he has developed an emotional investment in the surveillance he is conducting and is identifying and empathising with the subjects of his surveillance. Eventually this goes further—he steals a copy of Brecht’s poems from their apartment and reads “Memory of Marie A.” a poem which “expresses poignant longings for a love that is both enticing and elusive” (Diamond 822). By breaching the boundary between the social and the personal, Wiesler undergoes a complete transformation, and his continued interventions drive the narrative and dictate outcomes not only for himself, but also for Dreyman and Sieland. In shifting his role from surveillance to engagement, from observation to intervention, and from state suspicion to personal investment, Wiesler eventually, and in his own way, falls in love. Surveillance is the defining characteristic of The Lives of Others—it is both oppressive and redemptive, sinister and salvational, an obstacle and an opening. It defines both the film’s social setting and enables and impacts on the personal relationships between characters. The Lives of Others brings home the horrors of East Germany under the Stasi—albeit in a stylised and technically accomplished fashion—by emphasising the personal and social costs associated with the corrupt, petty, and spiteful regime through human drama. The ultimate result is a film with a surveillance network that swings between care and control, observation and engagement, with Wiesler exemplifying all of these traits. Abstract:
In today's society there is evidence of a culture of the 'empowered consumer' -- an image of the consumer as a citizen rather than a subordinate. In fact, human rights language is increasingly coming to the fore in the consumption debate. The consumer has been allocated rights by the United Nations whereby all human beings are born free and equal and have civil, political, economic and social rights (McGregor 44). However, as citizens we also have responsibilities of an environmental and social concern. Food retailing and equality of shopping provision is one such concern. Food is a basic right. According to the Universal Declaration of Human Rights everyone has a fundamental right to be free from hunger and have access to safe and nutritious food. Social exclusion refers to those in the population who are unable to participate in economic, political, social and cultural life. Social exclusion is different from, but related to, poverty since it further marginalises the most disadvantaged -- for example, those who cannot access a large supermarket. In keeping with the rights/responsibilities language, the consumer has a basic right to food and the retailer has the social responsibility to supply the needs of the consumer. It is in this respect that food is an ethical issue and has social justice implications. Inability to consume, or have access to, sufficient food of nutritional quality is a global concern. In North America the issue is one of 'food insecurity' or 'food poverty' due to inadequate finance to purchase sufficient food. In the United Kingdom the same problem arises within the context of access to food stores. This is identified as a 'food (shopping) desert', where due to restricted access social exclusion can arise. The term 'food deserts' was first used by the Low Income Project Team of the Nutrition Task Force in 1996 and was succinctly defined by Tessa Jowell (Government Health Minister) in 1997 when she stated that a food desert was an area "where people do not have easy access to healthy, fresh foods particularly if they are poor and have limited mobility". The term 'food desert' is an emotive one referring to a unique tool of social polarisation and exclusion (Lang 5). The issues compounding the problem include low income, locational policy of supermarkets with the acquisition of edge-of-town / out-of-town sites, consumer mobility, car ownership levels and food availability. This research study focuses on Northern Ireland -- a region of the UK on the periphery of Europe. The Province of Northern Ireland (Ulster) is a sparsely populated (122 people per km²), predominantly rural area with the highest unemployment and poverty statistics in the United Kingdom. Similarly, Northern Ireland has a proportionately high degree of non-car ownership (35%) which further complicates the equation since shopping is increasingly becoming a car-borne activity necessitating transportation to edge-of-town superstores. Those not able to avail themselves of large edge-of-town superstores are being socially excluded, since inner-city areas are becoming denuded of food stores. Those that do exist usually have a limited range of food items, usually non-perishable, or are specialist shops stocking high priced items. It is the aim of the study to identify the characteristics, extent and location of food deserts in both rural and urban areas of Northern Ireland. It is a particularly apt time to do so since Northern Ireland is experiencing a 'retail revolution' with the arrival of the major UK grocery multiples and subsequent situational policies to locate off-centre. Similarly, there are plans to curtail out-of-town developments which has been viewed by some smaller retailers as "too little, too late". With the above in mind, it is a timely study for Northern Ireland. Multiple research tools of both a qualitative and a quantitative nature have been employed including consumer focus groups, shopping diaries, comparative shopping exercises, consumer questionnaires and retail interviews. This will enable sufficient validation of results. The focus groups provide qualitative depth (Colquhoun 39) and serve to highlight the issues of shopping inequality from the point of view of different consumer groups which could be identified as potentially vulnerable in the food poverty stakes; the elderly, the disabled, the unemployed or low income families, lone-parent families and females in general; to whom falls the responsibility for provisioning the household, organising the kitchen and doing the household's cooking (Murcott 11). Basically, food is gendered -- women are mainly in charge (Vaines 13). The respondents in this study demonstrate exactly that point since 77% of the sample were female and reported that they were responsible for household shopping. This point is particularly prevalent with regard to access to cars. In fact over 50% of women in 1991-1993 either lived in households without a car or were non-drivers in a household with a car. Similarly, although there is a rising proportion of women who work they still do most of the shopping and spend twice as much time as men provisioning the household (Piachaud & Webb 18). Ultimately, anything that affects the purchaser also affects the purchasing experience -- in this case physical access to the foodstore. Comparative shopping exercises illustrate the availability and price indices of food and reiterate the price differences between the smaller independents, the local corner shops and the supermarkets. Initial research using the British Ministry of Agriculture, Fisheries and Food's "Low Cost, Healthy Diet" (Leather 75) provides evidence of a cost differential of £1.41, or a 26% cost penalty by shopping at a corner store rather than a superstore. Availability among corner shops similarly compared unfavourably with the supermarkets, with the smallest stores offering minimal fresh fruit and vegetables and regularly offering no 'economy' branded equivalent to an established manufacturer's brand. This supports previous research which found that in areas where small shops do exist they offer only a limited overpriced range of processed foods (Elliott 5), and it is generally accepted that those who can shop at supermarkets can generally benefit from lower prices and more choice (Piachaud & Webb 32). The benefits of supermarkets are not therefore available to all. Shopping diaries further illustrate this point with the dichotomy existing where the lower-income consumer shops more frequently and locally than does her higher-income counterpart and it is these same consumers who patronise the smaller, often more expensive corner shop. Many consumers like the convenience of large supermarkets where they have access to a vast range of items and do not mind paying premium prices on some items for this convenience. Supermarkets do not offer low prices on all items, but do stock economy lines as well as premium priced items. The consumer questionnaire provides some quantitative analysis and statistical weight to the data and was analysed using the χ-square test on SPSS for Windows Version 8. With the χ-square test the important detail is the significance level (reported as a p-value). A p-value of less than 0.05 indicates that the two groups are significantly different at a confidence level of 95% -- in other words, it can be concluded that the author is 95% certain that the result is statistically significant and free from error. Four areas of the Province were sampled -- two rural and two urban. The sample was 77% female and the median age group fell between 45 to 54 years. The social class status was skewed towards the lower socio-economic classes and only 12% fell into social classes A or B. The mean household income was £151 to £200 per week. The survey was interviewer-assisted and pointed to some interesting correlations between levels of satisfaction with store location and distance travelled, product choice and the decision to continue shopping in the town centre. Thirty percent of the sample stated that they shop at off-centre complexes and 70% of the sampled households shop in the town centre or closer to home. This sample also provides evidence that shopping is largely a car-borne activity with 58% of the sample using the family car. Journey distance is significantly influenced by degree of satisfaction with locality: p<0.01 and is supported with the evidence that 64% of the respondents stated that they shop less than fifteen minutes from home. Similar relationships exist between reported satisfaction with locality and differing degrees of satisfaction for product choice: p<0.01. A significant bias similarly exists between those who continue to shop in the town centre after the advent of the UK multiples into Northern Ireland in 1996 and those who do not: p<0.05 with a bias towards those continuing to shop in the town centre reporting high satisfaction levels. Ultimately, perceived adequacy of shopping provision influences satisfaction with store locality: p<0.05. Although the majority of respondents' weekly shopping is conducted at a multiple there is still an identified need for the local corner shops and independents since approximately 29% of respondents buy essentials like bread, milk and other basic grocery provision there. In fact, 98% of those surveyed reported that every town centre should have a food store, and 82% noticed a reduction in the number of food stores locally in recent years. In a concluding open question in the survey attitudes towards off-centre supermarkets were gauged. Responses ranged from positive in nature ("better parking facilities") to indifferent ("I never bother with them") to negative ("they [out-of-town supermarkets] only suit people with cars" and "they hurt the small shopkeeper"). From a retail management point of view, the multiple stores perceive (or want the consumer to believe) that they have a "social responsibility" but suggest that it should be a coalition between retailers and councillors to rejuvenate the town centres and it is not their sole responsibility. The corner shops argue their business position has survived but allude to the fact that the migration to out-of-town sites by the supermarkets has "created a void in the town centre". The issue is complex. While it is true that the multiples have brought shoppers a number of benefits -- price, choice and quality -- they have also both directly (siting shops outside town centres and in high income areas) and indirectly (undermining the economies of small, local outlets) increased costs on disadvantaged consumers in terms of time, physical effort and transport. This has led to a degree of social exclusion amongst certain consumer groups, although this was not quantitatively expressed as significant via the medium of the questionnaire in this preliminary study. It should be remembered that food and mealtimes are imbued with social and cultural meaning (Lang 27) and that "food is a vehicle for social control" (7). In fact food desertification has been likened to the "food equivalent of disconnecting the water supply" (27) and initiatives should be considered to alleviate food poverty and rejuvenate town centres throughout the Province. A multidisciplinary approach is necessary with input from retailers, councillors, health promotion personnel and education bodies to bring about a policy to eradicate this form of social exclusion and disadvantage. Abstract:
Introduction The coronation of King Charles III was steeped in the tradition of magic and ritual that has characterised English, and later British, coronations. The very idea of a coronation leverages belief in divinity; however, the coronation of Charles III occurred in a very different social environment than those of monarchs a millennium ago. Today, belief in the divine right of Kings is dramatically reduced. In this context, magic can also be thought of as a stage performance that relies on a tacit understanding between audience and actor, where disbelief is suspended in order to achieve the effect. This paper will examine the use of ritual and magic in the coronation ceremony. It will discuss how the British royal family has positioned its image in relation to the concept of magic and how social changes have brought the very idea of monarchy into question. One way to think about magic, according to Leddington (253), is that it has “long had an uneasy relationship with two thoroughly disreputable worlds: the world of the supposedly supernatural – the world of psychics, mediums and other charlatans – and the world of the con – the world of cheats, hustlers and swindlers”. While it may be that a magician aims to fool the audience, the act also requires audiences to willingly suspend disbelief. Once the audience suspends disbelief in the theatrical event, they enter the realm of fantasy. The “willingness of the audience to play along and indulge in the fantasy” means magic is not just about performances of fiction, but it is about illusion (Leddington 256). Magic is also grounded in its social practices: the occult, sorcery, and witchcraft, particularly when linked to the Medieval Euro-American witch-hunts of the fifteenth to seventeenth century (Ginzburg). Religion scorned magic as a threat to the idea that only God had “sovereignty over the unseen” (Benussi). By the nineteenth and early twentieth centuries, intellectuals like Karl Marx, Sigmund Freud, and Max Weber argued that “increases in literacy, better living conditions, and growing acquaintance with modern science, would make people gradually forget their consolatory but false beliefs in spirits, gods, witches, and magical forces” (Casanova). Recent booms in Wicca and neopaganism show that modernity has not dismissed supernatural inquiry. Today, ‘occulture’ – “an eclectic milieu mixing esotericism, pop culture, and urban mysticism” – is treated as a “valuable resource to address existential predicaments, foster resilience in the face of the negative, expand their cognitive resources, work on their spiritual selves, explore fantasy and creativity, and generally improve their relationship with the world” (Benussi). Indeed, Durkheim’s judgement of magic as a quintessentially personal spiritual endeavour has some resonance. It also helps to explain why societies are still able to suspend belief and accept the ‘illusion’ that King Charles III is appointed by God. And this is what happened on 6 May 2023 when millions of people looked on, and as with all magic mirrors, saw what they wanted to see. Some saw a … victory for the visibility of older women, as if we did not recently bury a 96-year-old queen, and happiness at last. Others saw a victory for diversity, as people of colour and non-Christian faiths, and women, were allowed to perform homage — and near the front, too, close to the god. (Gold 2023) ‘We must not let in daylight upon magic’ In 1867, English essayist Walter Bagehot (1826-1877) wrote “above all things our royalty is to be reverenced, and if you begin to poke about it, you cannot reverence it … . Its mystery is its life. We must not let in daylight upon magic” (cited in Ratcliffe). Perhaps, one may argue sardonically, somebody forgot to tell Prince Harry. In the 2022 six-part Netflix special Harry and Meghan, it was reported that Prince Harry and his wife Meghan have “shone not just daylight but a blinding floodlight on the private affairs of the royal family” (Holden). Queen Elizabeth II had already learnt the lesson of not letting the light in. In June 1969, BBC1 and ITV in Britain aired a documentary titled Royal Family, which was watched by 38 million viewers in the UK and an estimated 350 million globally. The documentary was developed by William Heseltine, the Queen’s press secretary, and John Brabourne, who was the son-in-law of Lord Mountbatten, to show the daily life of the royal family. The recent show The Crown also shows the role of Prince Phillip in its development. The 110-minute documentary covered one year of the royal’s private lives. Queen Elizabeth was shown the documentary before it aired. The following dialogue amongst the royals in The Crown (episode 3, season 4 ‘Bubbikins’) posits one reason for its production. It’s a documentary film … . It means, um ... no acting. No artifice. Just the real thing. Like one of those wildlife films. Yes, except this time, we are the endangered species. Yes, exactly. It will follow all of us in our daily lives to prove to everyone out there what we in here already know. What’s that? Well, how hard we all work. And what good value we represent. How much we deserve the taxpayer’s money. So, we’ll all have to get used to cameras being here all the time? Not all the time. They will follow us on and off over the next few months. So, all of you are on your best behaviour. As filming begins, Queen Elizabeth says of the camera lights, “it’s jolly powerful that light, isn’t it?” In 1977 Queen Elizabeth banned the documentary from being shown in Britain. The full-length version is currently available on YouTube. Released at a time of social change in Britain, the film focusses on tradition, duty, and family life, revealing a very conservative royal family largely out of step with modern Britain. Perhaps Queen Elizabeth II realised too much ‘light’ had been let in. Historian David Cannadine argues that, during most of the nineteenth century, the British monarchy was struggling to maintain its image and status, and as the population was becoming better educated, royal ritual would soon be exposed as nothing more than primitive magic, a hollow sham ... the pageantry centred on the monarchy was conspicuous for its ineptitude rather than for its grandeur. (Cannadine, "Context" 102) By the 1980s, Cannadine goes on to posit, despite the increased level of education there remained a “liking for the secular magic of monarchy” (Cannadine, "Context" 102). This could be found in the way the monarchy had ‘reinvented’ their rituals – coronations, weddings, openings of parliament, and so on – in the late Victorian era and through to the Second World War. By the time of Queen Elizabeth’s coronation in 1953, aided by television, “the British persuaded themselves that they were good at ceremonial because they always had been” (Cannadine, "Context" 108). However, Queen Elizabeth II’s coronation was very much an example of the curating of illusion precisely because it was televised. Initially, there was opposition to the televising of the coronation from both within the royal family and within the parliament, with television considered the “same as the gutter press” and only likely to show the “coronation blunders” experienced by her father (Hardman 123). Queen Elizabeth II appointed her husband Prince Phillip as Chair of the Coronation Committee. The Queen was opposed to the coronation being televised; the Prince was in favour of it, wanting to open the “most significant royal ceremony to the common man using the new technology of the day” (Morton 134). The Prince argued that opening the coronation to the people via television was the “simplest and surest way of maintaining the monarchy” and that the “light should be let in on the magic” (Morton 135). Queen Elizabeth II considered the coronation a “profound and sacred moment in history, when an ordinary mortal is transformed into a potent symbol in accordance with centuries-old tradition” (Morton 125). For the Queen, the cameras would be too revealing and remind audiences that she was in fact mortal. The press celebrated the idea to televise the coronation, arguing the people should not be “denied the climax of a wonderful and magnificent occasion in British history” (Morton 135). The only compromise was that the cameras could film the ceremony “but would avert their gaze during the Anointing and Holy Communion” (Hardman 123). Today, royal events are extensively planned, from the clothing of the monarch (Hackett and Coghlan) to managing the death of the monarch (Knight). Royal tours are also extensively planned, with elaborate visits designed to show off “royal symbols, vividly and vitally” (Cannadine 115). As such, their public appearances became more akin to “theatrical shows” (Reed 4). History of the ‘Magicalisation’ of Coronations British coronations originated as a “Christian compromise with earlier pagan rites of royal investiture” and in time it would become a “Protestant compromise with Britain’s Catholic past, while also referencing Britain’s growing role as an imperial power” (Young). The first English coronation was at Bath Abbey where the Archbishop of Canterbury crowned King Edgar in 973. When Edward the Confessor came to the throne in 1043, he commissioned the construction of Westminster Abbey on the site of a Benedictine monk church. The first documented coronation to take place at Westminster Abbey was for William the Conqueror in 1066 (Brain). Coronations were considered “essential to convince England’s kings that they held their authority from God” (Young). Following William the Conqueror’s coronation cementing Westminster Abbey’s status as the site for all subsequent coronation ceremonies, Henry III (1207-1272) realised the need for the Abbey to be a religious site that reflects the ceremonial status of that which authorises the monarch’s authority from God. It was under the influence of Henry III that it was rebuilt in a Gothic style, creating the high altar and imposing design that we see today (Brain). As such, this “newly designed setting was now not only a place of religious devotion and worship but also a theatre in which to display the power of kingship in the heart of Westminster, a place where governance, religion and power were all so closely intertwined” (Brain). The ‘magicalisation’ of the coronation rite intensified in the reign of Edward I (Young), with the inclusion of the Stone of Destiny, which is an ancient symbol of Scotland’s monarchy, used for centuries in the inauguration of Scottish kings. In 1296, King Edward I of England seized the stone from the Scots and had it built into a new throne at Westminster. From then on, it was used in the coronation ceremonies of British monarchs. On Christmas Day 1950, four Scottish students removed the stone from Westminster Abbey in London. It turned up three months later, 500 miles away at the high altar of Arbroath Abbey. In 1996, the stone was officially returned to Scotland. The stone will only leave Scotland again for a coronation in Westminster Abbey (Edinburgh Castle). The Stone is believed to be of pre-Christian origin and there is evidence to suggest that it was used in the investitures of pagan kings; thus, modern coronations are largely a muddle of the pre-Christian, the sacred, and the secular in a single ceremony (Young). But the “sheer colour, grandeur, and pageantry of Elizabeth II’s coronation in 1953 was such a contrast with the drabness of post-war Britain that it indelibly marked the memories of those who watched it on television—Britain’s equivalent of the moon landings” (Young). It remains to be seen whether King Charles III’s coronation will have the same impact on Britain given its post-Brexit period of economic recession, political instability, and social division. The coronation channels “the fascination, the magic, the continuity, the stability that comes from a monarchy with a dynasty that has been playing this role for centuries, [and] a lot of people find comfort in that” (Gullien quoted in Stockman). However, the world of King Charles III's coronation is much different from that of his mother’s, where there was arguably a more willing audience. The world that Queen Elizabeth II was crowned in was much more sympathetic to the notion of monarchy. Britain, and much of the Commonwealth, was still reeling from the Second World War and willing to accept the fantasy of the 1953 coronation of the 25-year-old newly married princess. By comparison today, support for the monarchy is relatively low. The shift away from the monarchy has been evident since at least 1992, the annus horribilis (Pimlott 7), with much of its basis in the perceived antics of the monarch’s children, and with the ambivalence towards the fire at Windsor Castle that year demonstrating the mood of the public. Pimlott argues “it was no longer fashionable to be in favour of the Monarchy, or indeed to have much good to say about it”, and with this “a last taboo had been shed” (Pimlott 7). The net favourability score of the royal family in the UK sat at +41 just after the death of Queen Elizabeth II. Six months later, this had fallen to +30 (Humphrys). In their polling of adults in the UK, YouGov found that 46% of Britons were likely “to watch King Charles’ coronation and/or take part in celebrations surrounding it”, with younger demographics less likely to participate (YouGov, "How Likely"). The reported £100m cost of the coronation during a cost of living crisis drew controversy, with 51% of the population believing the government should not pay for it, and again the younger generations being more likely to believe that it should not be funded (YouGov, "Do You Think"). Denis Altman (17) reminds us that, traditionally, monarchs claimed their authority directly from God as the “divine right of kings”, which gave monarchs the power to stave off challenges. This somewhat magical legitimacy, however, sits uneasily with modern ideas of democracy. Nevertheless, modern monarchs still call upon this magical legitimacy when their role and relevance are questioned, as the late 1990s proved it to be for the Windsors. With the royal family now subject to a level of public scrutiny that they had not been subjected to in over a century, the coronation of King Charles III would occur in a very different socio-political climate than that of his mother. The use of ritual and magic, and a willing audience, would be needed if King Charles III’s reign was to be accepted as legitimate, never mind popular. As the American conservative commentator Helen Andrews wrote, “all legitimacy is essentially magic” (cited in Cusack). Recognising the need to continue to ensure its legitimacy and relevance, the British royal family have always recognised that mass public consumption of royal births and weddings, and even deaths and funerals are central to them retaining their “mystique” (Altman 30). The fact that 750 million people watched the fairytale wedding of Charles and Diana in 1981, that two billion people watched Diana’s funeral on television in 1997, and a similar number watched the wedding of William and Catherine, suggests that in life and death the royals are at least celebrities, and for some watchers have taken on a larger socio-cultural meaning. Being seen, as Queen Elizabeth II said, in order to be believed, opens the door to how the royals are viewed and understood in modern life. Visibility and performance, argues Laura Clancy (63), is important to the relevance and authority of royalty. Visibility comes from images reproduced on currency and tea towels, but it also comes from being visible in public life, ideally contributing to the betterment of social life for the nation. Here the issue of ‘the magic’ of being blessed by God becomes problematic. For modern monarchs such as Queen Elizabeth II, her power arguably rested on her public status as a symbol of national stability. This, however, requires her to be seen doing so, therefore being visible in the public sphere. However, if royals are given their authority from God as a mystical authority of the divine right of kings, then why do they seek public legitimacy? More so, if ordained by God, royals are not ‘ordinary’ and do not live an ordinary life, so being too visible or too ordinary means the monarchy risks losing its “mystic” and they are “unmasked” (Clancy 65). Therefore, modern royals, including King Charles III, must tightly “stage-manage” being visible and being invisible to protect the magic of the monarch (Clancy 65). For the alternative narrative is easy to be found. As one commentator for the Irish Times put it, “having a queen as head of state is like having a pirate or a mermaid or Ewok as head of state” (Freyne). In this depiction, a monarch is a work of fiction having no real basis. The anointing of the British monarch by necessity taps into the same narrative devices that can be found throughout fiction. The only difference is that this is real life and there is no guarantee of a happily ever after. The act of magic evident in the anointing of the monarch is played out in ‘Smoke and Mirrors’, episode 5 of the first season of the television series The Crown. The episode opens with King George VI asking a young Princess Elizabeth to help him practice his anointing ceremony. Complete with a much improved, though still evident stutter, he says to the young Princess pretending to be the Archbishop: You have to anoint me, otherwise, I can’t ... be King. Do you understand? When the holy oil touches me, I am tr... I am transformed. Brought into direct contact with the divine. For ... forever changed. Bound to God. It is the most important part of the entire ceremony. The episode closes with the coronation of Queen Elizabeth II. Watching the ceremony on television is the Duke of Windsor, the former King Edward VIII, who was not invited to the coronation. To an audience of his friends and his wife Wallis Simpson, he orates: Oils and oaths. Orbs and sceptres. Symbol upon symbol. An unfathomable web of arcane mystery and liturgy. Blurring so many lines no clergyman or historian or lawyer could ever untangle any of it – It's crazy – On the contrary. It's perfectly sane. Who wants transparency when you can have magic? Who wants prose when you can have poetry? Pull away the veil and what are you left with? An ordinary young woman of modest ability and little imagination. But wrap her up like this, anoint her with oil, and hey, presto, what do you have? A goddess. By the time of Elizabeth II’s coronation in 1953, television would demand to show the coronation, and after Elizabeth’s initial reluctance was allowed to televise most of the event. Again, the issue of visibility and invisibility emerges. If the future Queen was blessed by God, why did the public need to see the event? Prime Minister Winston Churchill argued that television should be banned from the coronation because the “religious and spiritual aspects should not be presented as if they were theatrical performance” (Clancy 67). Clancy goes on to argue that the need for television was misunderstood by Churchill: royal spectacle equated with royal power, and the “monarchy is performance and representation” (Clancy 67). But Churchill countered that the “risks” of television was to weaken the “magic of the monarch” (Clancy 67). King Charles III’s Coronation: ‘An ageing debutante about to become a god’ Walter Bagehot also wrote, “when there is a select committee on the Queen … the charm of royalty will be gone”. When asking readers to think about who should pay for King Charles III’s coronation, The Guardian reminded readers that the monarchy rests not on mantras and vapours, but on a solid financial foundation that has been deliberately shielded from parliamentary accountability … . No doubt King Charles III hopes that his coronation will have an enormous impact on the prestige of the monarchy – and secure his legitimacy. But it is the state that will foot the bill for its antique flummery. (The Guardian) Legitimacy it has been said is “essentially magic” (Cusack). The flummery that delivers royal legitimacy – coronations – has been referred to as “a magic hat ceremony” as well as “medieval”, “anachronistic”, and “outdated” (Young). If King Charles III lacks the legitimacy of his subjects, then where is the magic? The highly coordinated, extravagant succession of King Charles III has been planned for over half a century. The reliance on a singular monarch has ensured that this has been a necessity. This also begs the question: why is it so necessary? A monarch whose place was assured surely is in no need of such trappings. Andrew Cusack’s royalist view of the proclamation of the new King reveals much about the reliance on ritual to create magic. His description of the Accession Council at St James’s Palace on 10 September 2022 reveals the rituals that accompany such rarefied events: reading the Accession Proclamation, the monarch swearing their oath and signing various decrees, and the declaration to the public from the balcony of the palace. For the first time, the general public was allowed behind the veil through the lens of television cameras and the more modern online streaming; essential, perhaps, as the proclamation from the balcony was read to an empty street, which had been closed off as a security measure. Yet, for those privileged members of the Privy Council who were able to attend, standing there in a solemn crowd of many hundreds, responding to Garter’s reading of the proclamation with a hearty and united shout of “God save the King!” echoing down the streets of London, it was difficult not to feel the supernatural and preternatural magic of the monarchy. (Cusack) Regardless, the footage of the event reveals a highly rehearsed affair, all against a backdrop of carefully curated colour, music, and costume. Costumes need to be “magnificent” because they “help to will the spell into being” (Gold). This was not the only proclamation ceremony. Variations were executed across the Commonwealth and other realms. In Australia, the Governor-General made a declaration flanked by troops. “A coronation creates a god out of a man: it is magic” (Gold). But for King Charles III, his lack of confidence in the magic spell was obvious at breakfast time. As the congregation spooled into Westminster Abbey, with actors at the front – kings tend to like actors, as they have the same job – the head of the anti-monarchist pressure group Republic, Graham Smith, was arrested near Trafalgar Square with five other republican leaders (Gold). The BBC cut away from the remaining Trafalgar Square protestors as the royal cavalcade passed them by, meaning “screen[s] were erected in front of the protest, as if our eyes — and the king’s — were too delicate to be allowed to see it” (Gold). The Duke of York was booed as he left Buckingham Palace, but that too was not reported on (Ward). This was followed by “the pomp: the fantastical costumes, the militarism, the uneasy horses” (Gold). Yet, the king looked both scared and thrilled: an ageing debutante about to become a god [as he was] poked and prodded, dressed and undressed, and sacred objects were placed on and near him by a succession of holy men who looked like they would fight to the death for the opportunity. (Gold) King Charles III’s first remarks at the beginning of coronation were “I come not to be served, but to serve” (New York Times), a narrative largely employed to dispel the next two hours of well-dressed courtiers and clergy attending to all manner of trinkets and singing all matter of hymns. After being anointed with holy oil and presented with some of the crown jewels, King Charles was officially crowned by the Archbishop of Canterbury placing the St Edward’s Crown upon his head. The 360-year-old crown is the centrepiece of the Crown Jewels. It stands just over 30 centimetres tall and weighs over two kilograms (Howard). In the literal crowning moment, Charles was seated on the 700-year-old Coronation Chair, believed to be the oldest piece of furniture in Europe still being used for its original purpose and holding two golden scepters as the glittering St. Edward’s Crown, made for King Charles II in 1661, was placed on his head. It is the only time he will ever wear it. (New York Times) The Indigenous Australian journalist Stan Grant perhaps best sums up the coronation and its need to sanctify via magic the legitimacy of the monarchy. He argues that taking the coronation seriously only risks becoming complicit in this antediluvian ritual. A 74-year-old man will finally inherit the crown of a faded empire. His own family is not united, let alone his country. Charles will still reign over 15 nations, among them St Lucia, Tuvalu, Grenada, Canada and, of course, steadfast Australia. The “republican” Prime Minister Anthony Albanese will be among those pledging his allegiance. To seal it all, the new King will be anointed with holy oil. This man is apparently a gift from God. Conclusion Magic is central to the construction of the coronation ceremony of British monarchs, a tradition that stretches back over a millennium. Magic relies upon an implicit understanding between the actors and the audience; the audience knows what they are seeing is a trick, but nonetheless want to be convinced otherwise. It is for the actors to present the trick seamlessly for the audience to enjoy. The coronation relies upon the elevation of a singular person above all other citizens and the established ritual is designed to make the seemingly impossible occur. For centuries, British coronations occurred behind closed doors, with the magic performed in front of a select crowd of peers and notables. The introduction of broadcasting technology, first film, then radio and television, transformed the coronation ceremony and threatened to expose the magic ritual for the trick it is. The stage management of the latest coronation reveals that these concerns were held by the producers, with camera footage carefully shot so as to exclude any counter-narrative from being broadcast. However, technology has evolved since the previous coronation in 1953, and these undesired images still made their way into various media, letting the daylight in and disrupting the magic. Abstract:
On May 18, 2003, the Australian Minister for Education, Brendon Nelson, appeared on the Channel Nine Sunday programme. The Yoda of political journalism, Laurie Oakes, attacked him personally and professionally. He disclosed to viewers that the Minister for Education, Science and Training had suffered a false start in his education, enrolling in one semester of an economics degree that was never completed. The following year, he commenced a medical qualification and went on to become a practicing doctor. He did not pay fees for any of his University courses. When reminded of these events, Dr Nelson became agitated, and revealed information not included in the public presentation of the budget of that year, including a ‘cap’ on HECS-funded places of five years for each student. He justified such a decision with the cliché that Australia’s taxpayers do not want “professional students completing degree after degree.” The Minister confirmed that the primary – and perhaps the only – task for university academics was to ‘train’ young people for the workforce. The fact that nearly 50% of students in some Australian Universities are over the age of twenty five has not entered his vision. He wanted young people to complete a rapid degree and enter the workforce, to commence paying taxes and the debt or loan required to fund a full fee-paying place. Now – nearly two years after this interview and with the Howard government blessed with a new mandate – it is time to ask how this administration will order education and value teaching and learning. The curbing of the time available to complete undergraduate courses during their last term in office makes plain the Australian Liberal Government’s stance on formal, publicly-funded lifelong learning. The notion that a student/worker can attain all required competencies, skills, attributes, motivations and ambitions from a single degree is an assumption of the new funding model. It is also significant to note that while attention is placed on the changing sources of income for universities, there have also been major shifts in the pattern of expenditure within universities, focusing on branding, marketing, recruitment, ‘regional’ campuses and off-shore courses. Similarly, the short-term funding goals of university research agendas encourage projects required by industry, rather than socially inflected concerns. There is little inevitable about teaching, research and education in Australia, except that the Federal Government will not create a fully-funded model for lifelong learning. The task for those of us involved in – and committed to – education in this environment is to probe the form and rationale for a (post) publicly funded University. This short paper for the ‘order’ issue of M/C explores learning and teaching within our current political and economic order. Particularly, I place attention on the synergies to such an order via phrases like the knowledge economy and the creative industries. To move beyond the empty promises of just-in-time learning, on-the-job training, graduate attributes and generic skills, we must reorder our assumptions and ask difficult questions of those who frame the context in which education takes place. For the term of your natural life Learning is a big business. Whether discussing the University of the Third Age, personal development courses, self help bestsellers or hard-edged vocational qualifications, definitions of learning – let alone education – are expanding. Concurrent with this growth, governments are reducing centralized funding and promoting alternative revenue streams. The diversity of student interests – or to use the language of the time, client’s learning goals – is transforming higher education into more than the provision of undergraduate and postgraduate degrees. The expansion of the student body beyond the 18-25 age group and the desire to ‘service industry’ has reordered the form and purpose of formal education. The number of potential students has expanded extraordinarily. As Lee Bash realized Today, some estimates suggest that as many as 47 percent of all students enrolled in higher education are over 25 years old. In the future, as lifelong learning becomes more integrated into the fabric of our culture, the proportion of adult students is expected to increase. And while we may not yet realize it, the academy is already being transformed as a result. (35) Lifelong learning is the major phrase and trope that initiates and justifies these changes. Such expansive economic opportunities trigger the entrepreneurial directives within universities. If lifelong learning is taken seriously, then the goals, entry standards, curriculum, information management policies and assessments need to be challenged and changed. Attention must be placed on words and phrases like ‘access’ and ‘alternative entry.’ Even more consideration must be placed on ‘outcomes’ and ‘accountability.’ Lifelong learning is a catchphrase for a change in purpose and agenda. Courses are developed from a wide range of education providers so that citizens can function in, or at least survive, the agitation of the post-work world. Both neo-liberal and third way models of capitalism require the labeling and development of an aspirational class, a group who desires to move ‘above’ their current context. Such an ambiguous economic and social goal always involves more than the vocational education and training sector or universities, with the aim being to seamlessly slot education into a ‘lifestyle.’ The difficulties with this discourse are two-fold. Firstly, how effectively can these aspirational notions be applied and translated into a real family and a real workplace? Secondly, does this scheme increase the information divide between rich and poor? There are many characteristics of an effective lifelong learner including great personal motivation, self esteem, confidence and intellectual curiosity. In a double shifting, change-fatigued population, the enthusiasm for perpetual learning may be difficult to summon. With the casualization of the post-Fordist workplace, it is no surprise that policy makers and employers are placing the economic and personal responsibility for retraining on individual workers. Instead of funding a training scheme in the workplace, there has been a devolving of skill acquisition and personal development. Through the twentieth century, and particularly after 1945, education was the track to social mobility. The difficulty now – with degree inflation and the loss of stable, secure, long-term employment – is that new modes of exclusion and disempowerment are being perpetuated through the education system. Field recognized that “the new adult education has been embraced most enthusiastically by those who are already relatively well qualified.” (105) This is a significant realization. Motivation, meta-learning skills and curiosity are increasingly being rewarded when found in the already credentialed, empowered workforce. Those already in work undertake lifelong learning. Adult education operates well for members of the middle class who are doing well and wish to do better. If success is individualized, then failure is also cast on the self, not the social system or policy. The disempowered are blamed for their own conditions and ‘failures.’ The concern, through the internationalization of the workforce, technological change and privatization of national assets, is that failure in formal education results in social exclusion and immobility. Besides being forced into classrooms, there are few options for those who do not wish to learn, in a learning society. Those who ‘choose’ not be a part of the national project of individual improvement, increased market share, company competitiveness and international standards are not relevant to the economy. But there is a personal benefit – that may have long term political consequences – from being ‘outside’ society. Perhaps the best theorist of the excluded is not sourced from a University, but from the realm of fictional writing. Irvine Welsh, author of the landmark Trainspotting, has stated that What we really need is freedom from choice … People who are in work have no time for anything else but work. They have no mental space to accommodate anything else but work. Whereas people who are outside the system will always find ways of amusing themselves. Even if they are materially disadvantaged they’ll still find ways of coping, getting by and making their own entertainment. (145-6) A blurring of work and learning, and work and leisure, may seem to create a borderless education, a learning framework uninhibited by curriculum, assessment or power structures. But lifelong learning aims to place as many (national) citizens as possible in ‘the system,’ striving for success or at least a pay increase which will facilitate the purchase of more consumer goods. Through any discussion of work-place training and vocationalism, it is important to remember those who choose not to choose life, who choose something else, who will not follow orders. Everybody wants to work The great imponderable for complex economic systems is how to manage fluctuations in labour and the market. The unstable relationship between need and supply necessitates flexibility in staffing solutions, and short-term supplementary labour options. When productivity and profit are the primary variables through which to judge successful management, then the alignments of education and employment are viewed and skewed through specific ideological imperatives. The library profession is an obvious occupation that has confronted these contradictions. It is ironic that the occupation that orders knowledge is experiencing a volatile and disordered workplace. In the past, it had been assumed that librarians hold a degree while technicians do not, and that technicians would not be asked to perform – unsupervised – the same duties as librarians. Obviously, such distinctions are increasingly redundant. Training packages, structured through competency-based training principles, have ensured technicians and librarians share knowledge systems which are taught through incremental stages. Mary Carroll recognized the primary questions raised through this change. If it is now the case that these distinctions have disappeared do we need to continue to draw them between professional and para-professional education? Does this mean that all sectors of the education community are in fact learning/teaching the same skills but at different levels so that no unique set of skills exist? (122) With education reduced to skills, thereby discrediting generalist degrees, the needs of industry have corroded the professional standards and stature of librarians. Certainly, the abilities of library technicians are finally being valued, but it is too convenient that one of the few professions dominated by women has suffered a demeaning of knowledge into competency. Lifelong learning, in this context, has collapsed high level abilities in information management into bite sized chunks of ‘skills.’ The ideology of lifelong learning – which is rarely discussed – is that it serves to devalue prior abilities and knowledges into an ever-expanding imperative for ‘new’ skills and software competencies. For example, ponder the consequences of Hitendra Pillay and Robert Elliott’s words: The expectations inherent in new roles, confounded by uncertainty of the environment and the explosion of information technology, now challenge us to reconceptualise human cognition and develop education and training in a way that resonates with current knowledge and skills. (95) Neophilliacal urges jut from their prose. The stress on ‘new roles,’ and ‘uncertain environments,’ the ‘explosion of information technology,’ ‘challenges,’ ‘reconceptualisations,’ and ‘current knowledge’ all affirms the present, the contemporary, and the now. Knowledge and expertise that have taken years to develop, nurture and apply are not validated through this educational brief. The demands of family, work, leisure, lifestyle, class and sexuality stretch the skin taut over economic and social contradictions. To ease these paradoxes, lifelong learning should stress pedagogy rather than applications, and context rather than content. Put another way, instead of stressing the link between (gee wizz) technological change and (inevitable) workplace restructuring and redundancies, emphasis needs to be placed on the relationship between professional development and verifiable technological outcomes, rather than spruiks and promises. Short term vocationalism in educational policy speaks to the ordering of our public culture, requiring immediate profits and a tight dialogue between education and work. Furthering this logic, if education ‘creates’ employment, then it also ‘creates’ unemployment. Ironically, in an environment that focuses on the multiple identities and roles of citizens, students are reduced to one label – ‘future workers.’ Obviously education has always been marinated in the political directives of the day. The industrial revolution introduced a range of technical complexities to the workforce. Fordism necessitated that a worker complete a task with precision and speed, requiring a high tolerance of stress and boredom. Now, more skills are ‘assumed’ by employers at the time that workplaces are off-loading their training expectations to the post-compulsory education sector. Therefore ‘lifelong learning’ is a political mask to empower the already empowered and create a low-level skill base for low paid workers, with the promise of competency-based training. Such ideologies never need to be stated overtly. A celebration of ‘the new’ masks this task. Not surprisingly therefore, lifelong learning has a rich new life in ordering creative industries strategies and frameworks. Codifying the creative The last twenty years have witnessed an expanding jurisdiction and justification of the market. As part of Tony Blair’s third way, the creative industries and the knowledge economy became catchwords to demonstrate that cultural concerns are not only economically viable but a necessity in the digital, post-Fordist, information age. Concerns with intellectual property rights, copyright, patents, and ownership of creative productions predominate in such a discourse. Described by Charles Leadbeater as Living on Thin Air, this new economy is “driven by new actors of production and sources of competitive advantage – innovation, design, branding, know-how – which are at work on all industries.” (10) Such market imperatives offer both challenges and opportunity for educationalists and students. Lifelong learning is a necessary accoutrement to the creative industries project. Learning cities and communities are the foundations for design, music, architecture and journalism. In British policy, and increasingly in Queensland, attention is placed on industry-based research funding to address this changing environment. In 2000, Stuart Cunningham and others listed the eight trends that order education, teaching and learning in this new environment. This table reverberates with the current challenges confronting education. Mobilizing such changes requires the lubrication of lifelong learning tropes in university mission statements and the promotion of a learning culture, while also acknowledging the limited financial conditions in which the educational sector is placed. For university scholars facilitating the creative industries approach, education is “supplying high value-added inputs to other enterprises,” (Hartley and Cunningham 5) rather than having value or purpose beyond the immediately and applicably economic. The assumption behind this table is that the areas of expansion in the workforce are the creative and service industries. In fact, the creative industries are the new service sector. This new economy makes specific demands of education. There are myriad assumptions lurking in Flew’s fascinating table. The imperative is short courses on the web, servicing the needs of industry. He described the product of this system as a “learner-earner.” (50) This ‘forty year degree’ is based on lifelong learning ideologies. However Flew’s ideas are undermined by the current government higher education agenda, through the capping – through time – of courses. The effect on the ‘learner-earner’ in having to earn more to privately fund a continuance of learning – to ensure that they keep on earning – needs to be addressed. There will be consequences to the housing market, family structures and leisure time. The costs of education will impact on other sectors of the economy and private lives. Also, there is little attention to the groups who are outside this taken-for-granted commitment to learning. Flew noted that barriers to greater participation in education and training at all levels, which is a fundamental requirement of lifelong learning in the knowledge economy, arise in part out of the lack of provision of quality technology-mediated learning, and also from inequalities of access to ICTs, or the ‘digital divide.’ (51) In such a statement, there is a misreading of teaching and learning. Such confusion is fuelled by the untheorised gap between ‘student’ and ‘consumer.’ The notion that technology (which in this context too often means computer-mediated platforms) is a barrier to education does not explain why conventional distance education courses, utilizing paper, ink and postage, were also unable to welcome or encourage groups disengaged from formal learning. Flew and others do not confront the issue of motivation, or the reason why citizens choose to add or remove the label of ‘student’ from their bag of identity labels. The stress on technology as both a panacea and problem for lifelong learning may justify theories of convergence and the integration of financial, retail, community, health and education provision into a services sector, but does not explain why students desire to learn, beyond economic necessity and employer expectations. Based on these assumptions of expanding creative industries and lifelong learning, the shape of education is warping. An ageing population requires educational expenditure to be reallocated from primary and secondary schooling and towards post-compulsory learning and training. This cost will also be privatized. When coupled with immigration flows, technological changes and alterations to market and labour structures, lifelong learning presents a profound and personal cost. An instrument for economic and social progress has been individualized, customized and privatized. The consequence of the ageing population in many nations including Australia is that there will be fewer young people in schools or employment. Such a shift will have consequences for the workplace and the taxation system. Similarly, those young workers who remain will be far more entrepreneurial and less loyal to their employers. Public education is now publically-assisted education. Jane Jenson and Denis Saint-Martin realized the impact of this change. The 1980s ideological shift in economic and social policy thinking towards policies and programmes inspired by neo-liberalism provoked serious social strains, especially income polarization and persistent poverty. An increasing reliance on market forces and the family for generating life-chances, a discourse of ‘responsibility,’ an enthusiasm for off-loading to the voluntary sector and other altered visions of the welfare architecture inspired by neo-liberalism have prompted a reaction. There has been a wide-ranging conversation in the 1990s and the first years of the new century in policy communities in Europe as in Canada, among policy makers who fear the high political, social and economic costs of failing to tend to social cohesion. (78) There are dense social reorderings initiated by neo-liberalism and changing the notions of learning, teaching and education. There are yet to be tracked costs to citizenship. The legacy of the 1980s and 1990s is that all organizations must behave like businesses. In such an environment, there are problems establishing social cohesion, let alone social justice. To stress the product – and not the process – of education contradicts the point of lifelong learning. Compliance and complicity replace critique. (Post) learning The Cold War has ended. The great ideological battle between communism and Western liberal democracy is over. Most countries believe both in markets and in a necessary role for Government. There will be thunderous debates inside nations about the balance, but the struggle for world hegemony by political ideology is gone. What preoccupies decision-makers now is a different danger. It is extremism driven by fanaticism, personified either in terrorist groups or rogue states. Tony Blair (http://www.number-10.gov.uk/output/Page6535.asp) Tony Blair, summoning his best Francis Fukuyama impersonation, signaled the triumph of liberal democracy over other political and economic systems. His third way is unrecognizable from the Labour party ideals of Clement Attlee. Probably his policies need to be. Yet in his second term, he is not focused on probing the specificities of the market-orientation of education, health and social welfare. Instead, decision makers are preoccupied with a war on terror. Such a conflict seemingly justifies large defense budgets which must be at the expense of social programmes. There is no recognition by Prime Ministers Blair or Howard that ‘high-tech’ armory and warfare is generally impotent to the terrorist’s weaponry of cars, bodies and bombs. This obvious lesson is present for them to see. After the rapid and successful ‘shock and awe’ tactics of Iraq War II, terrorism was neither annihilated nor slowed by the Coalition’s victory. Instead, suicide bombers in Saudi Arabia, Morocco, Indonesia and Israel snuck have through defenses, requiring little more than a car and explosives. More Americans have been killed since the war ended than during the conflict. Wars are useful when establishing a political order. They sort out good and evil, the just and the unjust. Education policy will never provide the ‘big win’ or the visible success of toppling Saddam Hussein’s statue. The victories of retraining, literacy, competency and knowledge can never succeed on this scale. As Blair offered, “these are new times. New threats need new measures.” (ht tp://www.number-10.gov.uk/output/Page6535.asp) These new measures include – by default – a user pays education system. In such an environment, lifelong learning cannot succeed. It requires a dense financial commitment in the long term. A learning society requires a new sort of war, using ideas not bullets. Abstract:
Historically, the Barbie doll has embodied all things stereotypically feminine, ranging from fashion trends to societal roles, and reflected the contemporary image of “the perfect woman”. However, beneath the surface of Barbie’s seemingly innocent portrayal of femininity lies a complex web of societal expectations and norms, and the toy’s potential for instilling such norms within young girls. This function of the doll ties into Judith Butler’s concept of gender performativity, in which gender is masked as a pre-existing condition while being a construct constantly produced and reproduced by society (“Performative Acts” 522). Moreover, the various caretaking-centred roles of Barbie dolls and their frequent portrayal alongside Ken dolls reinforce performativity with the use of heteronormativity, subtly implying that a woman’s fulfilment is connected to her ability to attract and maintain a heterosexual partnership, as well as her role within a heteronormative family structure, which reinforces the socially cultivated idea that femininity is inherently linked to heterosexual desire (Butler “Performative Acts” 524). Consequently, the Barbie doll serves as both a reflection and a reinforcement of societal expectations surrounding femininity, highlighting the intricacies of gender performance, compulsory heterosexuality, and the construction of identity within modern culture. Greta Gerwig’s Barbie (2023), however, tries to divorce the doll from the unachievable standard of a “perfect woman” and instead to use it as a tool for rethinking what constitutes femininity and what it means to be a woman in the contemporary world. The film offers a subversive take on Barbie’s cultural significance, portraying her as a symbol of empowerment and self-discovery rather than a narrow representation of the idealised idea of femininity. Through the narrative of the film, Greta Gerwig attempts to challenge traditional gender norms and explore the complexities of identity, inviting a rethinking of the societal status quo. This article aims to answer, through analysis of the film’s various themes connected to gender and feminism, whether Gerwig’s Barbie succeeds at redefining the doll and making it a feminist symbol of empowerment. The analysis consists of three main sections that examine the themes most crucial for answering this question. The first section, centred around gender performativity, will discuss the cultural symbolism and significance of the doll as well as analyse the portrayal of the Barbies in Barbieland. In the second section, the focus is on deconstructing the connection between femininity, performativity, and heteronormativity in the film, and link these concepts to the film’s take on choice feminism. The last section examines the storyline’s potential in depicting identity outside of performativity and compulsory heterosexuality and analyse the film’s take on empowerment through the resistance to the stereotypical construct of femininity. Building upon this analysis, it is suggested that while Barbie attempts to break down conventional gender norms, deconstruct the stereotypical perception of femininity, and transform the doll into a tool for women’s empowerment, its endeavour is, at times, superficial, and inadvertently perpetuates the very constructs it tries to undermine. To Be a Barbie Is to Perform To analyse the film’s take on the transformation of the role of Barbie, it is essential to establish the link between the doll and the concept of gender performativity. Throughout the toy’s history, Barbie dolls have embodied specific roles or professions, examples of which include President Barbie, Doctor Barbie, Journalist Barbie, and numerous others. These representations aim to show young girls the diverse societal roles available to them, serving as symbols of the empowering slogan used by Mattel for the promotion of the doll, “you can be anything”, a message also central to Gerwig’s Barbie. However, the dolls simultaneously carry a set of predetermined characteristics, mostly connected to their appearance, that include the clothes they wear, the accompanying accessories, the shape of their body, or the colour of their skin. Each one of these characteristics reflects the contemporary standard of what a woman in a particular position is imagined to look like, connecting to a phenomenon described by Glenda MacNaughton where toys such as Barbie are used as powerful tools to instil gender roles and sexism in girls during childhood (22). The 1993 Doctor Barbie is an example of a toy that aims to discreetly reinforce stereotypically feminine performance. While, at first glance, the doll conveys the message that a doctor’s career is within every girl’s reach, the accessories, which include a baby, baby bottle, and rattle, and the writing on the box, which says “everything you need for taking care of baby!”, clearly define what type of doctor the girl is supposed to become, and connect to the gender stereotypes that define the role of women as mothers and “natural” caretakers. Additionally, even though Barbie does not have a child of her own, nearly all Doctor Barbies, including those who are not meant to be paediatricians, such as the more recent 2015 Eye Doctor Barbie, are equipped with a child and a set of child-related accessories. With their childcare-centred purpose and their immaculate, conventionally attractive appearance, the Doctor Barbie dolls perpetuate what Stephanie Coontz, building on Betty Friedan’s concept of the feminine mystique, calls the “new feminine mystiques”. Particularly, they uphold the “supermom mystique”, in which women are not only reduced to their role as caretakers but are also expected to be perfect at it, while simultaneously remaining attractive and professionally active (170), creating unachievable standards of femininity. The example of the Doctor Barbies shows how the doll can convey the stereotypical, socially desired, and often unachievable image of womanhood hidden behind illusory female empowerment. As a result, by playing with the Barbie dolls, girls learn how to perform femininity through an object that is in itself an embodiment of the stereotypical, idealised performance of femininity, creating the circle that reinstates the societal status quo. Greta Gerwig’s film tries to, and at least partially does, undermine this notion. The Barbies in Barbieland can be considered to be very diverse, representing different races, ethnicities, and body types, as well as including transgender and disabled individuals. The dolls are also excellent at an extremely wide range of social roles and jobs and create an ideal society – a feminist utopia. While initially appearing as a progressive departure from stereotypical depictions of idealised femininity, this portrayal is not free from underlying issues. One significant concern is the less obvious, but still present, assumption that femininity is synonymous with a certain set of universal characteristics that all women possess. “This makes me emotional and I’m expressing it. I have no difficulty holding both logic and feeling at the same time”, says the lawyer Barbie in her speech, emphasising the socially accepted idea that women are naturally more capable of expressing their emotions and that such a quality is desirable for them (Kachel et al. 10). Some qualities that the movie intertwines with femininity are connected to the aforementioned “natural” caretaker characteristics that stereotypically make women less prone to conflict and more successful at building and protecting a united community, playing into the stereotype described by Prime, Carter, and Welbourne where women “take care” and perform emotional labour, and men “take charge” by acting individualistically and in a way that asserts their power over others (32), a notion especially visible in the final act of the film, when Barbies unite to end the rule of Kens. While the film’s portrayal of feminine qualities might appear to be positive, when engaging in feminist criticism through the lens of gender performativity theory, the very assumption that these characteristics are universal and innate to every woman can be considered incorrect and a product of the phenomenon of performativity, in which gender is neither an internal, pre-existing condition nor a reflection of an individual choice, but rather a set of “acts” required by society that fulfil various, constantly produced and reproduced social norms (Butler “Performative Acts” 526). Therefore, there are no universally feminine qualities because femininity as such is a social construct, a performance, not an innate condition. The seemingly positive qualities assigned to Barbies in the utopian Barbieland are a product of this very performance and perpetuate the view that certain elements of femininity are shared by all women because of their gender, undermining the film’s feminist message. The deconstruction of the mechanism of performativity is also crucial for answering the question of whether or not Barbie’s portrayal of a “feminist utopia” can be helpful for the feminist fight and has the power to challenge the societal status quo. According to Butler, to truly undermine patriarchal structures of oppression and constructs such as compulsory heterosexuality, performativity and the mechanisms sustaining it has to be fully unmasked (Gender Trouble 180). This can be achieved through the re-examination and questioning of the very core of each social performance of the so-called “true” femininity, even when the image of it and the characteristics connected to it are perceived as vastly positive, something at which Barbie fails when it comes to its portrayal of the different characters. The film, therefore, risks reproducing the phenomenon described by Veronica Hollinger, in which the critiques of gender norms and societal status quo inadvertently reinstate them (25). While discussing the characters of the utopian Barbieland and the film’s potential to challenge gender norms, it is also crucial to analyse the case of the Barbie who visibly does not conform to gender performativity – the Weird Barbie. Weird Barbie is unique in many ways, from her messy, short haircut through her unconventional clothing and makeup to her unusual behaviour. The way she looks and acts does not fit within the acceptable social norms of femininity, and consequently she is ostracised and removed from the community. Referring to her looks and place within Barbieland, Stereotypical Barbie comments: “either you’re brainwashed or you’re weird and ugly, there is no in-between”, highlighting the connection between societal indoctrination into widely embraced, often gender-related, norms of behaviour and appearance, and the perception and treatment of an individual as an “other” within society. The portrayal of how Weird Barbie is treated by other Barbies strongly connects to Butler’s idea of discrete genders, which are sets of often subconscious societal beliefs and expectations that allow for the categorisation of individuals into binary genders. While discrete genders enable survival in society and humanise its members, they simultaneously have punitive consequences for those who do not conform to the stereotypical ways of gender performance (Gender Trouble 178). Weird Barbie’s nonconformity, even though central to the story, is still punished. She is never considered a true part of society, is feared by others, and is treated as a freak. This highlights that in Barbieland, correct and incorrect ways to perform gender exist, undermining the image of a feminist utopia and revealing that despite the veneer of empowerment, gender performativity has a significant influence on the characters living in Barbieland. Choice Feminism and the Consequences of Gender Performativity When Stereotypical Barbie comes back to Barbieland, or rather, at that point in the story, Kendom, she realises all her fellow Barbies have seemingly lost their minds. They gave up all of their significant roles and decided to serve the Kens instead, embracing patriarchy. This storyline breaks up with the perfect image of the feminist utopia and allows the movie to become, to a certain extent, self-reflexive. The Barbies, who never had to fight for their rights and only knew how to perform their roles in a “vacuum” of a perfectly matriarchal society, have no defence against the destructive influence of patriarchy. Their identities are shown as deeply performative. Before Barbieland’s transformation into Kendom, they were too preoccupied with performing their assigned roles to ever question why they performed them or whether they wanted to perform them; as a result, when different roles are assigned to them based on the newly introduced patriarchal system, they accept them without any hesitation. This particular plot line can be interpreted as a criticism of choice feminism, the least political and most palatable form of feminism that only provides an illusion of empowerment through choice and exists as a response to common criticism of feminism as too radical (Ferguson 248). Despite having the freedom to resist the new order, the Barbies momentarily conform to a clearly oppressive set of social norms, seemingly out of their own free will. Such a portrayal satirises and exaggerates choice feminism to underline the complex issues connected to its philosophy. This storyline provides very relevant social commentary, especially in the current era of the rise of the so-called tradwife trend and glamorisation of the housewife lifestyle, and in addition to criticising the premise of choice feminism exposes the potential pitfalls of uncritical acceptance of traditional gender roles and the superficial empowerment that comes with them. As Stereotypical Barbie delves deeper into the new reality of Kendom, she confronts another pervasive force shaping the lives of the inhabitants – compulsory heterosexuality. In the new reality, heteronormativity reigns supreme, dictating not only romantic relationships but also societal norms and expectations. Stereotypical Barbie observes how her fellow Barbies, once successful and self-confident, give up their jobs and houses and willingly conform to the narrow confines of compulsory heterosexuality, prioritising relationships with Kens above all else and accepting them as patriarchal rulers whom they need to obey. This limiting, degrading power of compulsory heterosexuality is described by Adrienne Rich, who explains that societal pressure to conform to this concept pervades every aspect of life, from academic discourse to personal relationships, influences all interactions, and affects every label assigned within society, confining many women to a prescribed script and preventing them from exploring their true identities beyond societal norms (657). The film connects to this premise and satirises compulsory heterosexuality by portraying it as a “brainwashing” practice that makes Barbies forget everything about their true identities and purposes and deconstructs the intertwining of heterosexuality with femininity through the perspective of Stereotypical Barbie, who witnesses the disastrous effects of compulsory heterosexuality from an outside perspective. Consequently, the film succeeds at exposing the performative nature of heterosexuality and reveals how it can stifle authentic expression and impose rigid binaries on women’s identities and desires. Stereotypical Barbie and Feminist Empowerment Stereotypical Barbie’s journey to finding her identity and purpose is perhaps the most important theme of the movie, and one that offers the most direct commentary on performativity. Stereotypical Barbie does not have an assigned role; she is a blank slate, which is a double-edged sword. On one hand, she is free to decide who she wants to be; on the other hand, she has no sense of purpose and struggles to find her place in the world. Throughout the film, Stereotypical Barbie learns that the real experience of girlhood and womanhood and her perception of femininity are vastly different. She sees the self-contradictory notion of women “always doing it wrong”, and the issue of never being able to fit within the unachievable standards. This observation deeply resonates with the aforementioned concept of “the new feminine mystiques” in which the societal expectations imposed on women require them, for example, to be sexy, yet not “too sexy”, to avoid being labelled as promiscuous, or to focus on their families and be fully committed to their role as mothers, but still have successful careers (Coontz 170), shedding light on the pressures women face. Additionally, Barbie’s experience with the unattainable, idealised image of womanhood and the internal conflict she goes through, realising she does not want to perform Barbieland’s “perfect” version of femininity, also connect to the concept of liveable life described by Wendy Gay Pearson. Pearson juxtaposes the societal pressure to conform to the accepted norms of gender performance, and the equating of such conformism with survival, with a sense of identity and personhood, claiming that “a normative conception of gender can undo one’s personhood, undermining the capacity to persevere in a liveable life” (76). For the main character, engaging in the same activities as other Barbies and adhering to performativity caused depression and a lack of a sense of self, making her life unliveable. “Do you guys ever think about dying?”, she asks, interrupting a joyful party, visibly shocking other Barbies, and giving voice to the “irrepressible thoughts of death” she has been experiencing as a result of the dissonance between how she is supposed to act and feel and how she truly does. Stereotypical Barbie’s life, however, becomes liveable and her personhood is fully affirmed when at the end of the film, she decides to give up her role and place in Barbieland and becomes a “real person”, equating the rejection of performativity with agency and empowerment, and underlining that there is no one universal experience of womanhood. The answer to the question of whether Stereotypical Barbie resists compulsory heterosexuality along with performativity, however, remains unclear. The character initially strongly rejects conforming to compulsory heterosexuality by rejecting Ken; therefore, at first glance, a normative, heterosexual romantic relationship does not define her. However, simultaneously, heterosexuality plays a discreet yet crucial role in the film. It is because of Ken’s actions that Barbie manages to discover her identity and go through the journey of finding her purpose. Ken is the driving force of the plot; if it were not for him, Barbie would not have many of her moments of reflection on femininity and womanhood. Finally, Barbieland is saved because the Barbies, led by Stereotypical Barbie, decide to perform heterosexuality in a weaponised way and use it as a tool of power over Kens. The film’s ending and Barbie’s apology for not appreciating Ken enough even further complicate the commentary on compulsory heterosexuality. While she rejects Ken romantically, she admits that Kens are crucial to society and that Barbies could not live happily without them. The struggle of the film to take a clear, more radical stance against compulsory heterosexuality again connects to the idea of Hollinger that the critiques of the societal status quo are often tainted by compulsory heterosexuality and reinstate the very social norms they try to challenge (25). By its avoidance of adopting a more radical position, the film inadvertently conforms to aspects of compulsory heterosexuality and reproduces the heteronormative, patriarchal norms that it simultaneously tries to criticise. Conclusions While Greta Gerwig’s Barbie attempts to deconstruct patriarchy and undermine the constructs that sustain it, such as gender performativity and compulsory heterosexuality, its efforts often remain superficial. The film’s portrayal of Barbies in Barbieland partially succeeds at transforming the symbolism of the doll and detaching it from the most stereotypical image of femininity, but does not fully free the doll from preconceived notions surrounding gender. Similarly, the main character’s journey, although a transformative exploration of womanhood that leads her to the discovery of feminism as a tool of both personal and common empowerment, is still limited and tainted by the stereotypical, normative conception of gender. Consequently, some of the constructs and polarities that the movie tries to undermine are instead reinforced by it. Despite its shortcomings, however, the film succeeds at providing a satirical lens for re-examining some of the deeply ingrained elements of the societal status quo and is not completely unsuccessful at redefining the doll as a feminist symbol. Abstract:
Despite numerous critics describing him as an auteur (i.e. a film-maker who ‘does’ everything and fulfils every production role [Bordwell and Thompson 37] and/or with a signature “world-view” detectable in his/her work [Caughie 10]), Rolf de Heer appears to have declined primary authorship of Dance Me to My Song (1997), his seventh in an oeuvre of twelve feature films. Indeed, the opening credits do not mention his name at all: it is only with the closing credits that the audience learns de Heer has directed the film. Rather, as the film commences, the viewer is informed by the titles that it is “A film by Heather Rose”, thus suggesting that the work is her singular creation. Direct and uncompromising, with its unflattering shots of the lead actor and writer (Heather Rose Slattery, a young woman born with cerebral palsy), the film may be read as a courageous self-portrait which finds the grace, humanity and humour trapped inside Rose’s twisted body. Alternatively, it may be read as yet another example of de Heer’s signature interest in foregrounding a world view which gives voice to marginalised characters such as the disabled or the disadvantaged. For example, the developmentally retarded eponyme of Bad Boy Bubby (1993) is eventually able to make art as a singer in a band and succeeds in creating a happy family with a wife and two kids. The ‘mute’ girl in The Quiet Room (1996) makes herself heard by her squabbling parents through her persistent activism. In Ten Canoes (2006) the Indigenous Australians cast themselves according to kinship ties, not according to the director’s choosing, and tell their story in their own uncolonised language. A cursory glance at the films of Rolf de Heer suggests he is overtly interested in conveying to the audience the often overlooked agency of his unlikely protagonists. In the ultra-competitive world of professional film-making it is rare to see primary authorship ceded by a director so generously. However, the allocation of authorship to a member of a marginalized population re-invigorates questions prompted by Andy Medhurst regarding a film’s “authorship test” (198) and its relationship to a subaltern community wherein he writes that “a biographical approach has more political justification if the project being undertaken is one concerned with the cultural history of a marginalized group” (202-3). Just as films by gay authors about gay characters may have greater credibility, as Medhurst posits, one might wonder would a film by a person with a disability about a character with the same disability be better received? Enabling authorship by an unknown, crippled woman such as Rose rather than a famous, able-bodied male such as de Heer may be cynically regarded as good (show) business in that it is politically correct. This essay therefore asks if the appellation “A film by Heather Rose” is appropriate for Dance Me to My Song. Whose agency in telling the story (or ‘doing’ the film-making), the able bodied Rolf de Heer or the disabled Heather Rose, is reflected in this cinematic production? In other words, whose voice is enabled when an audience receives this film? In attempting to answer these questions it is inevitable that Paul Darke’s concept of the “normality drama” (181) is referred to and questioned, as I argue that Dance Me to My Song makes groundbreaking departures from the conventions of the typical disability narrative. Heather Rose as Auteur Rose plays the film’s heroine, Julia, who like herself has cerebral palsy, a group of non-progressive, chronic disorders resulting from changes produced in the brain during the prenatal stages of life. Although severely affected physically, Rose suffered no intellectual impairment and had acted in Rolf de Heer’s cult hit Bad Boy Bubby five years before, a confidence-building experience that grew into an ongoing fascination with the filmmaking process. Subsequently, working with co-writer Frederick Stahl, she devised the scenario for this film, writing the lead role for herself and then proactively bringing it to de Heer’s attention. Rose wrote of de Heer’s deliberate lack of involvement in the script-writing process: “Rolf didn’t even want to read what we’d done so far, saying he didn’t want to interfere with our process” (de Heer, “Production Notes”). In 2002, aged 36, Rose died and Stahl reports in her obituary an excerpt from her diary: People see me as a person who has to be controlled. But let me tell you something, people. I am not! And I am going to make something real special of my life! I am going to go out there and grab life with both hands!!! I am going to make the most sexy and honest film about disability that has ever been made!! (Stahl, “Standing Room Only”) This proclamation of her ability and ambition in screen-writing is indicative of Rose’s desire to do. In a guest lecture Rose gave further insights into the active intent in writing Dance Me to My Song: I wanted to create a screenplay, but not just another soppy disability film, I wanted to make a hot sexy film, which showed the real world … The message I wanted to convey to an audience was “As people with disabilities, we have the same feelings and desires as others”. (Rose, “ISAAC 2000 Conference Presentation”) Rose went on to explain her strategy for winning over director de Heer: “Rolf was not sure about committing to the movie; I had to pester him really. I decided to invite him to my birthday party. It took a few drinks, but I got him to agree to be the director” (ibid) and with this revelation of her tactical approach her film-making agency is further evidenced. Rose’s proactive innovation is not just evident in her successfully approaching de Heer. Her screenplay serves as a radical exception to films featuring disabled persons, which, according to Paul Darke in 1998, typically involve the disabled protagonist struggling to triumph over the limitations imposed by their disability in their ‘admirable’ attempts to normalize. Such normality dramas are usually characterized by two generic themes: first, that the state of abnormality is nothing other than tragic because of its medical implications; and, second, that the struggle for normality, or some semblance of it in normalization – as represented in the film by the other characters – is unquestionably right owing to its axiomatic supremacy. (187) Darke argues that the so-called normality drama is “unambiguously a negation of ascribing any real social or individual value to the impaired or abnormal” (196), and that such dramas function to reinforce the able-bodied audience’s self image of normality and the notion of the disabled as the inferior Other. Able-bodied characters are typically portrayed positively in the normality drama: “A normality as represented in the decency and support of those characters who exist around, and for, the impaired central character. Thus many of the disabled characters in such narratives are bitter, frustrated and unfulfilled and either antisocial or asocial” (193). Darke then identifies The Elephant Man (David Lynch, 1980) and Born on the Fourth of July (Oliver Stone, 1989) as archetypal films of this genre. Even in films in which seemingly positive images of the disabled are featured, the protagonist is still to be regarded as the abnormal Other, because in comparison to the other characters within that narrative the impaired character is still a comparatively second-class citizen in the world of the film. My Left Foot is, as always, a prime example: Christy Brown may well be a writer, relatively wealthy and happy, but he is not seen as sexual in any way (194). However, Dance Me to My Song defies such generic restrictions: Julia’s temperament is upbeat and cheerful and her disability, rather than appearing tragic, is made to look healthy, not “second class”, in comparison with her physically attractive, able-bodied but deeply unhappy carer, Madelaine (Joey Kennedy). Within the first few minutes of the film we see Madelaine dissatisfied as she stands, inspecting her healthy, toned and naked body in the bathroom mirror, contrasted with vision of Julia’s twisted form, prostrate, pale and naked on the bed. Yet, in due course, it is the able-bodied girl who is shown to be insecure and lacking in character. Madelaine steals Julia’s money and calls her “spastic”. Foul-mouthed and short-tempered, Madelaine perversely positions Julia in her wheelchair to force her to watch as she has perfunctory sex with her latest boyfriend. Madelaine even masquerades as Julia, commandeering her voice synthesizer to give a fraudulently positive account of her on-the-job performance to the employment agency she works for. Madelaine’s “axiomatic supremacy” is thoroughly undermined and in the most striking contrast to the typical normality drama, Julia is unashamedly sexual: she is no Christy Brown. The affective juxtaposition of these two different personalities stems from the internal nature of Madelaine’s problems compared to the external nature of Julia’s problems. Madelaine has an emotional disability rather than a physical disability and several scenes in the film show her reduced to helpless tears. Then one day when Madelaine has left her to her own devices, Julia defiantly wheels herself outside and bumps into - almost literally - handsome, able-bodied Eddie (John Brumpton). Cheerfully determined, Julia wins him over and a lasting friendship is formed. Having seen the joy that sex brings to Madelaine, Julia also wants carnal fulfilment so she telephones Eddie and arranges a date. When Eddie arrives, he reads the text on her voice machine’s screen containing the title line to the film ‘Dance me to my song’ and they share a tender moment. Eddie’s gentleness as he dances Julia to her song (“Kizugu” written by Bernard Huber and John Laidler, as performed by Okapi Guitars) is simultaneously contrasted with the near-date-rapes Madelaine endures in her casual relationships. The conflict between Madeline and Julia is such that it prompts Albert Moran and Errol Vieth to categorize the film as “women’s melodrama”: Dance Me to My Song clearly belongs to the genre of the romance. However, it is also important to recognize it under the mantle of the women’s melodrama … because it has to do with a woman’s feelings and suffering, not so much because of the flow of circumstance but rather because of the wickedness and malevolence of another woman who is her enemy and rival. (198-9) Melodrama is a genre that frequently resorts to depicting disability in which a person condemned by society as disabled struggles to succeed in love: some prime examples include An Affair to Remember (Leo McCarey, 1957) involving a paraplegic woman, and The Piano (Jane Campion, 1993) in which a strong-spirited but mute woman achieves love. The more conventional Hollywood romances typically involve attractive, able-bodied characters. In Dance Me to My Song the melodramatic conflict between the two remarkably different women at first seems dominated by Madelaine, who states: “I know I’m good looking, good in bed ... better off than you, you poor thing” in a stream-of-consciousness delivery in which Julia is constructed as listener rather than converser. Julia is further reduced to the status of sub-human as Madelaine says: “I wish you could eat like a normal person instead of a bloody animal” and her erstwhile boyfriend Trevor says: “She looks like a fuckin’ insect.” Even the benevolent Eddie says: “I don’t like leaving you alone but I guess you’re used to it.” To this the defiant Julia replies; “Please don’t talk about me in front of me like I’m an animal or not there at all.” Eddie is suitably chastised and when he treats her to an over-priced ice-cream the shop assistant says “Poor little thing … She’ll enjoy this, won’t she?” Julia smiles, types the words “Fuck me!”, and promptly drops the ice-cream on the floor. Eddie laughs supportively. “I’ll just get her another one,” says the flustered shop assistant, “and then get her out of here, please!” With striking eloquence, Julia wheels herself out of the shop, her voice machine announcing “Fuck me, fuck me, fuck me, fuck me, fuck me”, as she departs exultantly. With this bold statement of independence and defiance in the face of patronising condescension, the audience sees Rose’s burgeoning strength of character and agency reflected in the onscreen character she has created. Dance Me to My Song and the films mentioned above are, however, rare exceptions in the many that dare represent disability on the screen at all, compliant as the majority are with Darke’s expectations of the normality drama. Significantly, the usual medical-model nexus in many normality films is ignored in Rose’s screenplay: no medication, hospitals or white laboratory coats are to be seen in Julia’s world. Finally, as I have described elsewhere, Julia is shown joyfully dancing in her wheelchair with Eddie while Madelaine proves her physical inferiority with a ‘dance’ of frustration around her broken-down car (see Starrs, "Dance"). In Rose’s authorial vision, audience’s expectations of yet another film of the normality drama genre are subverted as the disabled protagonist proves superior to her ‘normal’ adversary in their melodramatic rivalry for the sexual favours of an able-bodied love-interest. Rolf de Heer as Auteur De Heer does not like to dwell on the topic of auteurism: in an interview in 2007 he somewhat impatiently states: I don’t go in much for that sort of analysis that in the end is terminology. … Look, I write the damn things, and direct them, and I don’t completely produce them anymore – there are other people. If that makes me an auteur in other people’s terminologies, then fine. (Starrs, "Sounds" 20) De Heer has been described as a “remarkably non-egotistical filmmaker” (Davis “Working together”) which is possibly why he handed ownership of this film to Rose. Of the writer/actor who plied him with drink so he would agree to back her script, de Heer states: It is impossible to overstate the courage of the performance that you see on the screen. … Heather somehow found the means to respond on cue, to maintain the concentration, to move in the desired direction, all the myriad of acting fundamentals that we take for granted as normal things to do in our normal lives. (“Production NHotes”) De Heer’s willingness to shift authorship from director to writer/actor is representative of this film’s groundbreaking promotion of the potential for agency within disability. Rather than being passive and suffering, Rose is able to ‘do.’ As the lead actor she is central to the narrative. As the principle writer she is central to the film’s production. And she does both. But in conflict with this auteurial intent is the temptation to describe Dance Me to My Song as an autobiographical documentary, since it is Rose herself, with her unique and obvious physical handicap, playing the film’s heroine, Julia. In interview, however, De Heer apparently disagrees with this interpretation: Rolf de Heer is quick to point out, though, that the film is not a biography.“Not at all; only in the sense that writers use material from their own lives.Madelaine is merely the collection of the worst qualities of the worst carers Heather’s ever had.” Dance Me to My Song could be seen as a dramatised documentary, since it is Rose herself playing Julia, and her physical or surface life is so intense and she is so obviously handicapped. While he understands that response, de Heer draws a comparison with the first films that used black actors instead of white actors in blackface. “I don’t know how it felt emotionally to an audience, I wasn’t there, but I think that is the equivalent”. (Urban) An example of an actor wearing “black-face” to portray a cerebral palsy victim might well be Gus Trikonis’s 1980 film Touched By Love. In this, the disabled girl is unconvincingly played by the pretty, able-bodied actress Diane Lane. The true nature of the character’s disability is hidden and cosmeticized to Hollywood expectations. Compared to that inauthentic film, Rose’s screenwriting and performance in Dance Me to My Song is a self-penned fiction couched in unmediated reality and certainly warrants authorial recognition. Despite his unselfish credit-giving, de Heer’s direction of this remarkable film is nevertheless detectable. His auteur signature is especially evident in his technological employment of sound as I have argued elsewhere (see Starrs, "Awoval"). The first distinctly de Heer influence is the use of a binaural recording device - similar to that used in Bad Boy Bubby (1993) - to convey to the audience the laboured nature of Julia’s breathing and to subjectively align the audience with her point of view. This apparatus provides a disturbing sound bed that is part wheezing, part grunting. There is no escaping Julia’s physically unusual life, from her reliance on others for food, toilet and showering, to the half-strangled sounds emanating from her ineffectual larynx. But de Heer insists that Julia does speak, like Stephen Hawkings, via her Epson RealVoice computerized voice synthesizer, and thus Julia manages to retain her dignity. De Heer has her play this machine like a musical instrument, its neatly modulated feminine tones immediately prompting empathy. Rose Capp notes de Heer’s preoccupation with finding a voice for those minority groups within the population who struggle to be heard, stating: de Heer has been equally consistent in exploring the communicative difficulties underpinning troubled relationships. From the mute young protagonist of The Quiet Room to the aphasic heroine of Dance Me to My Song, De Heer’s films are frequently preoccupied with the profound inadequacy or outright failure of language as a means of communication (21). Certainly, the importance to Julia of her only means of communication, her voice synthesizer, is stressed by de Heer throughout the film. Everybody around her has, to varying degrees, problems in hearing correctly or understanding both what and how Julia communicates with her alien mode of conversing, and she is frequently asked to repeat herself. Even the well-meaning Eddie says: “I don’t know what the machine is trying to say”. But it is ultimately via her voice synthesizer that Julia expresses her indomitable character. When first she meets Eddie, she types: “Please put my voice machine on my chair, STUPID.” She proudly declares ownership of a condom found in the bathroom with “It’s mine!” The callous Madelaine soon realizes Julia’s strength is in her voice machine and withholds access to the device as punishment for if she takes it away then Julia is less demanding for the self-centred carer. Indeed, the film which starts off portraying the physical superiority of Madelaine soon shows us that the carer’s life, for all her able-bodied, free-love ways, is far more miserable than Julia’s. As de Heer has done in many of his other films, a voice has been given to those who might otherwise not be heard through significant decision making in direction. In Rose’s case, this is achieved most obviously via her electric voice synthesizer. I have also suggested elsewhere (see Starrs, "Dance") that de Heer has helped find a second voice for Rose via the language of dance, and in doing so has expanded the audience’s understandings of quality of life for the disabled, as per Mike Oliver’s social model of disability, rather than the more usual medical model of disability. Empowered by her act of courage with Eddie, Julia sacks her uncaring ‘carer’ and the film ends optimistically with Julia and her new man dancing on the front porch. By picturing the couple in long shot and from above, Julia’s joyous dance of triumph is depicted as ordinary, normal and not deserving of close examination. This happy ending is intercut with a shot of Madeline and her broken down car, performing her own frustrated dance and this further emphasizes that she was unable to ‘dance’ (i.e. communicate and compete) with Julia. The disabled performer such as Rose, whether deliberately appropriating a role or passively accepting it, usually struggles to placate two contrasting realities: (s)he is at once invisible in the public world of interhuman relations and simultaneously hyper-visible due to physical Otherness and subsequent instantaneous typecasting. But by the end of Dance Me to My Song, Rose and de Heer have subverted this notion of the disabled performer grappling with the dual roles of invisible victim and hyper-visible victim by depicting Julia as socially and physically adept. She ‘wins the guy’ and dances her victory as de Heer’s inspirational camera looks down at her success like an omniscient and pleased god. Film academic Vivian Sobchack writes of the phenomenology of dance choreography for the disabled and her own experience of waltzing with the maker of her prosthetic leg, Steve, with the comment: “for the moment I did displace focus on my bodily immanence to the transcendent ensemble of our movement and I really began to waltz” (65). It is easy to imagine Rose’s own, similar feeling of bodily transcendence in the closing shot of Dance Me to My Song as she shows she can ‘dance’ better than her able-bodied rival, content as she is with her self-identity. Conclusion: Validation of the Auteurial OtherRolf de Heer was a well-known film-maker by the time he directed Dance Me to My Song. His films Bad Boy Bubby (1993) and The Quiet Room (1996) had both screened at the Cannes International Film Festival. He was rapidly developing a reputation for non-mainstream representations of marginalised, subaltern populations, a cinematic trajectory that was to be further consolidated by later films privileging the voice of Indigenous Peoples in The Tracker (2002) and Ten Canoes (2006), the latter winning the Special Jury prize at Cannes. His films often feature unlikely protagonists or as Liz Ferrier writes, are “characterised by vulnerable bodies … feminised … none of whom embody hegemonic masculinity” (65): they are the opposite of Hollywood’s hyper-masculine, hard-bodied, controlling heroes. With a nascent politically correct worldview proving popular, de Heer may have considered the assigning of authorship to Rose a marketable idea, her being representative of a marginalized group, which as Andy Medhurst might argue, may be more politically justifiable, as it apparently is with films of gay authorship. However, it must be emphasized that there is no evidence that de Heer’s reticence about claiming authorship of Dance Me to My Song is motivated by pecuniary interests, nor does he seem to have been trying to distance himself from the project through embarrassment or dissatisfaction with the film or its relatively unknown writer/actor. Rather, he seems to be giving credit for authorship where credit is due, for as a result of Rose’s tenacity and agency this film is, in two ways, her creative success. Firstly, it is a rare exception to the disability film genre defined by Paul Darke as the “normality drama” because in the film’s diegesis, Julia is shown triumphing not simply over the limitations of her disability, but over her able-bodied rival in love as well: she ‘dances’ better than the ‘normal’ Madelaine. Secondly, in her gaining possession of the primary credits, and the mantle of the film’s primary author, Rose is shown triumphing over other aspiring able-bodied film-makers in the notoriously competitive film-making industry. Despite being an unpublished and unknown author, the label “A film by Heather Rose” is, I believe, a deserved coup for the woman who set out to make “the most sexy and honest film about disability ever made”. As with de Heer’s other films in which marginalised peoples are given voice, he demonstrates a desire not to subjugate the Other, but to validate and empower him/her. He both acknowledges their authorial voices and credits them as essential beings, and in enabling such subaltern populations to be heard, willingly cedes his privileged position as a successful, white, male, able-bodied film-maker.
