After the founding of the People’s Republic of China in 1949, diplomatic relations were established between China and the USSR on October 2. On February 4, 1950, China and the Soviet Union officially signed the Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance - the so-called “honeymoon” of Sino-Soviet relations began. For the first time in the scientific discourse, the issues of socio-cultural cooperation between the USSR and the People’s Republic of China in the historical aspect and their impact on today’s Russian-Chinese relations are investigated in this article.

Abstract:
Since the time of Stalin, the Soviet leadership has been convinced that not so much class or ideological solidarity as linguistic assimilation is the most appropriate way to integrate the peoples of the USSR into a single community. Since the mid-30s, a huge number of Soviet citizens of non-Russian nationality acquired modern education in Russian and made a professional career in the Russian-speaking environment. Russian Russians, however, because of this, they did not begin to consider themselves Russians by nationality, even though they called the Russian language “native”. By tightly controlling the sphere of national life, the communist party is obviously beginning to feel that it cannot continue to tolerate excessive manifestations of Russian nationalism, since it can provoke a response from non-Russians.

In 1940, Weil [Sur les fonctions algébriques à corps de constantes finis, C. R. Acad. Sci. Paris210 (1940) 592–594] proved the Riemann hypothesis for curves over finite fields. It follows from the Castelnuovo–Severi defect inequality concerning correspondences between algebraic curves (see [A. Mattuck and J. Tate, On the inequality of Castelnuovo–Severi, Abh. Math. Sem. Univ. Hamburg22 (1958) 295–299]). An important step in the proof of Castelnuovo–Severi's defect inequality is the invariance of the Castelnuovo–Severi defect under trivial correspondences, so that the degree of divisors can be modified by adding multiples of trivial correspondences. In the number field case, the Weil distribution Δ(h) (see [A. Weil, Sur les formules explicites de la théorie des nombres, Izv. Akad. Nauk SSSR Ser. Mat.36 (1972) 3–18]) corresponds to the Castelnuovo–Severi defect. Functions of the form ∑ξ∈K* f(ξx) with f in the Schwartz–Bruhat space S(𝔸)0 correspond to trivial correspondences. In this paper, we show that the two terms [Formula: see text] and [Formula: see text] in the Weil distribution can be chosen to be zero by adding "trivial correspondences" to h while keeping the Weil distribution essentially unchanged. As an application of this result, the Weil distribution is expressed as the spectral trace of an operator on a Hilbert space.

Abstract:
Systematic violations of electoral legislation and the use of manipulative technologies during election campaigns to the representative branch of government in the USSR are considered. The Soviet electoral system, which was formed in the Soviet Union after the adoption of the so-called Stalin Constitution, had nothing in common with democracy. The party's dictatorship prevented the free expression of the will of citizens based on universal direct equal suffrage declared in the Constitution, turning the election into a farce of voting for a single pro-government candidate. Examples of protests of citizens against violation of the election legislation by the regime leaders and non-transparency of election procedures are shown. The author gave the text of a document on falsifications committed by employees of the Zaporizhia party apparatus (Ukrainian SSR) during the preparations for the elections to the Verkhovna Rada of the Ukrainian SSR in February 1947. The document was found by Russian scientists in the Central Archives of the Federal Security Service of the Russian Federation and published in the collection of documents "Lubianka. Stalin i MHB SSSR. Mart 1946 ‒ mart 1953: Dokumenty vysshykh orhanov partiinoi i hosudarstvennoi vlasti". The study demonstrated the need to falsify the election results in the Soviet Union came up from the specific role of the state democratic institutions, which were to legitimize the will of the only ruling Communist Party. AbstractIn this paper, we give a modal interpretation of the lift-up effect, one of two well-known mechanisms that lead to an algebraic instability in parallel shearing flows, the other being the Orr mechanism. To this end, we first obtain the two families of continuous spectrum modes that make up the complete spectrum for a non-inflectional velocity profile. One of these families consists of modified versions of the vortex-sheet eigenmodes originally found by Case (Phys. Fluids, vol. 3, 1960, pp. 143–148) for plane Couette flow, while the second family consists of singular jet modes first found by Sazonov (Izv. Acad. Nauk SSSR Atmos. Ocean. Phys., vol. 32, 1996, pp. 21–28), again for Couette flow. The two families are used to construct the modal superposition for an arbitrary three-dimensional distribution of vorticity at the initial instant. The so-called non-modal growth that underlies the lift-up effect is associated with an initial condition consisting of rolls, aligned with the streamwise direction, and with a spanwise modulation (that is, a modulation along the vorticity direction of the base-state shearing flow). This growth is shown to arise from an appropriate superposition of the aforementioned continuous spectrum mode families. The modal superposition is then generalized to an inflectional velocity profile by including additional discrete modes associated with the inflection points. Finally, the non-trivial connection between an inviscid eigenmode and the viscous eigenmodes for large but finite Reynolds number, and the relation between the corresponding modal superpositions, is highlighted.

Lattice rules are widely studied in the context of quasi-Monte Carlo methods as a means to achieve a small integration error. The rules themselves are determined completely by so called generating vectors, so there is an interest in methods for constructing vectors that perform well. This article introduces a new component-wise construction of a generating vector using the principles of Monte Carlo tree search, with the goal of avoiding local optima. Depending on the cone half-angle and the inverse normal-shock density ratio $\unicode[STIX]{x1D700}$, hypersonic flow over a spherically blunted cone exhibits two regimes separated by an almost discontinuous jump of the body end of the sonic line from a point on the spherical nose to the shoulder of the cone, here called sphere behaviour and cone behaviour. The inflection point of the shock wave in sphere behaviour is explained. In Part 1 we explore the two elements of the capsule shape, the sphere and the sharp cone with detached shock, theoretically and computationally, in order to put the treatment of the full capsule shape on a sound basis. Starting from the analytical expression for the shock detachment angle of a cone given by Hayes & Probstein (Hypersonic Flow Theory, 1959, Academic Press) we make a hypothesis for the sharp cone, about the functional form of the dependence of dimensionless quantities on $\unicode[STIX]{x1D700}$ and a cone angle parameter, $\unicode[STIX]{x1D702}$. In the critical part of atmospheric entry the shock shape and drag of the capsule are insensitive to viscous effects, so that much can be learned from inviscid studies. Accordingly, the hypothesis is tested by making a large number of Euler computations to cover the parameter space: Mach number, specific heat ratio and cone angle. The results confirm the hypothesis in the case of the dimensionless shock stand-off distance as well as for the drag coefficient, yielding accurate analytical functions for both. This reduces the number of independent parameters of the problem from three to two. A functional form of the shock stand-off distance is found for the transition from the $90^{\circ }$ cone to the sphere. Although the analysis assumes a calorically perfect gas, the results may be carried over to the high-enthalpy real-gas situation if the normal-shock density ratio is replaced by the density ratio based on the average density along the stagnation streamline (see e.g. Stulov, Izv. Данная статья посвящена небольшому исследованию в области законодательства Республики Литва в отношении мусульманской татарской общины современной Литвы: от восстановления независимости вплоть до настоящего момента. За время пребывания в составе СССР этнический состав Литвы претерпел значительные изменения. Вследствие этого перед руководством Литовской ССР на заре возрождения государственности встал вопрос о разработке и проведении взвешенной национальной политики, чтобы не настроить против процесса выхода Литвы из СССР остальные «нелитовские» народы. В то же время, наряду с представителями национальностей, обосновавшихся на территории Литвы в советский период, продолжали проживать и представители народов, которые обосновались на данной территории ещё со времён Княжества Литовского. Одним из таких народов являются литовские татары, которые, как считается, проживают компактно на территории Литвы со времён Витовта Великого. Они являются самыми старыми представителями ислама в современном литовском государстве. Поскольку годы Советской атеистической власти, так или иначе, отразились на жизни религиозных общин и национальных меньшинств и преимущественно в негативном ключе, перед возрождённым литовским государством встал ряд проблем, которые было необходимо решить несмотря светский характер государства. В данной статье для определения проблем, которые стояли перед мусульманской татарской общиной предлагается анализ всех законодательных документов, так или иначе, связанных с татарами и исламом. Несмотря на то, что данный метод несколько ограничен, поскольку охватывает только те проблемы, которые попали в поле зрения законодательства Республики Литва, с помощью него возможно определить официальную политику в отношении мусульманской татарской общины, какие проблемы возникли, и то, как их решали в национальном законодательном поле. The present article is dedicated to short research in the field of the Republic of Lithuania’s law-making in relation to the Muslim Tatar community of modern Lithuania from the reconstruction of independence to the present day. During the Soviet period of their history, Lithuanian ethnicity underwent massive changes. That’s become a reason for the appearance of an issue about the elaboration and implementation of the rational nationality policy that the government of the Lithuanian SSR was faced with at the dawn of the rebirthing of national sovereignty. The purpose of this policy was to avoid the alienation of “non-Lithuanian peoples” during the process of the separation of Lithuania from the rest of the USSR. At the same time, there were representatives of the nationalities that lived on this territory during the period of the Principality of Lithuania, along with the people settling during the Soviet period. One of these nationalities was the Lithuanian Tatars, which settled as a consolidated nationality on the Lithuanian territory during the reign of Witowt the Great. They are the oldest Islamic inhabitants of the modern Lithuanian state. Since the years of Soviet dominance have had a negative influence, one way or another, on the lives of religious communities and national minorities, a set of problems has emerged in front of the rebirthing Lithuanian state that have to be resolved despite the secular character of the state. In this article, we might analyze the whole law complex regarding the Tatars and Islam, one way or another, so we can enlighten the problems that remained before the Muslim Tatar community. Although the approach is restricted to covering only those problems that came to the attention of Lithuanian law, with its help, we may be able to determine the official policy towards the Muslim Tatar community, the emerging problems, and the ways in which their decisions are made in the national legislative field.

Abstract FOLLOWING HIS ARRIVAL back in Dudinka, the retired brigadier and new member of the Prezidium of the First All-Evenki suglan was questioned by a journalist from the district newspaper about the history and future of Evenkis in Taimyr (Swvetskii Taimyr, 25 Apr. 1993). ‘So, is it true that there are old Evenki clans on the Khantaika? Will you now seek to form clan communities?’ asked the reporter with pointed curiosity. True to the idiom of a tundrovik, Momi Fedorovich replied with sparing words, ‘Of course there are clans! The Yelogirs, Ukochers, Utukogirs, Kilmagirs, Pankagirs. Clan communities? Well, there’s an idea … ‘ In the space of the half-page article, the reporter thrice emphasized the staid replies of his informant in an apparent attempt to leave the reader with an image of a wise and simple man. The passion in the article lay instead in the logic of the reporter’s questions: if a people had clans in the pre-Soviet past then its post-Soviet future must lie with returning to those same clans. The young reporter could not know that Momi Fedorovich twenty years earlier was interviewed for the same newspaper on how he saw his newly awarded Order of Labour reflecting a lifetime of collectivized reindeer herding. At that time this distinguished communist, and son of the rich Yelogir herder who donated his herd to the collective farm ‘Red Trapper’, replied with the same clipped enthusiasm to similarly leading questions about a very different future. To a man who spent his life living with kin and reindeer within an extensive landscape, the narrow ideas of ‘clan community’ and ‘state farm’ set before him in different decades must have seemed equally abstract.
