Abstract:
Questa tesi si propone di affrontare alcune specifiche questioni riguardanti il ius militare, ovvero quello specifico ius singulare, che, a partire da Augusto, disciplinò le esistenze dei soldati e dei veterani dell’esercito romano. Nello specifico, l’indagine si concentra unicamente sulle norme regolanti la condizione di milites e veterani nell’età del Principato. La ricerca si divide in quattro parti. Nella prima si propone una breve descrizione della storia istituzionale dell’esercito, a partire dalla riforma di Caio Mario fino agli interventi di Augusto in ambito militare. Con riguardo alla riforma militare augustea ci si è soffermati, innanzitutto, sull’istituzione del servizio militare professionale e, in secondo luogo, sull’istituzione dei premi di congedo (i cosiddetti praemia militiae) e dell’aerarium militare (ovvero della cassa specificamente preposta al pagamento dei praemia). Nella seconda parte si prendono in esame le norme che disciplinavano il procedimento di reclutamento e le condizioni di accesso ai differenti corpi dell’esercito, vale a dire le legioni, le truppe ausiliarie, le coorti pretorie e urbane, le coorti dei vigiles, gli equites singulares Augusti e le flotte pretorie e provinciali. Oltre ai requisiti fisici e a quelli giuridici, previsti per accedere a tali corpi, si è approfondito lo studio dello status civitatis attribuito ai milites di alcuni reparti (segnatamente i classiarii delle flotte pretorie e gli equites singulares Augusti), al momento della loro iscrizione nei ranghi dell’unità. La terza parte approfondisce un tema molto controverso, quello del divieto di matrimonio dei militari. Dopo un’analisi approfondita delle differenti opinioni formulate su questo problema, la mia tesi si rivolge ad alcuni nodi mai sciolti dagli studiosi, chiarendo che esso, certamente introdotto prima di Claudio, fu revocato soltanto da Settimio Severo nel 197. L’indagine ha poi affrontato due questioni tra loro connesse: da un canto la natura giuridica delle unioni che i soldati intrattenevano con le donne conosciute durante la ferma, dall’altro la condizione dei figli concepiti in tali relazioni. Quanto a quest’ultimo aspetto mi sono soffermato in particolar modo sui contenuti della nota epistula di Adriano a Ramnius Martialis, la quale concesse ai figli dei soldati di alcuni reparti (in particolare a quelli dei legionari) la bonorum possessio unde cognati. Nella quarta e ultima parte si affronta il tema dei privilegi concessi con il congedo ai veterani e alle loro famiglie. L’indagine si incentra sull’esame dei formulari dei diplomata militaria, ovvero di quei documenti consegnati, al momento dell’honesta missio (congedo onorevole), agli auxiliares, ai classiarii delle flotte pretorie e provinciali, ai pretoriani, agli urbaniciani e agli equites singulares Augusti. L’esame del loro formulario ha permesso di definire la specifica condizione giuridica dei veterani di questi differenti reparti dell’esercito. Lo studio dei diplomata propone, inoltre, altre spinose questioni: occorre comprendere, in primo luogo, perché essi, salvo alcuni casi eccezionali, non furono mai consegnati ai veterani delle iustae legiones. La tesi si chiude con un’indagine sulla natura giuridica delle cosiddette leges veteranorum, vale a dire quelle constitutiones poste a fondamento del rilascio dei singoli diplomi. A tal riguardo l’indagine tenta di individuare le ragioni per le quali le leges veteranorum concernenti gli ausiliari, i classiarii e gli equites singulares Augusti, si differenziavano, anche sul piano diplomatico, da quelle dei pretoriani e degli urbaniciani.
This dissertation aims to deal with some particular questions about ius militare, namely the specific ius singulare, which regulated the condition of Roman soldiers and veterans from the age of Augustus. In particular, the study focuses solely on the rules regulating the condition of milites and veterans in the period of the Roman Principate. The research is divided into four parts. In the first part there is a short description of the institutional history of the Roman army, from the reform of Caius Marius up to the interventions of Augustus in military affairs. With regard to the Augustan military reform, I have concentrated first on the creation of the professional military service and, secondly, on the foundation of the awards of discharge (the so-called praemia militiae) and of the aerarium militare (namely the treasury that would specifically finance the praemia). In the second part, I examine the rules pertaining to the procedure of recruitment and the conditions of access to the different units of the Roman army, namely the legions, the auxiliary units, the Praetorian Guard, the urban cohorts, the vigiles, the equites singulares Augusti, and the praetorian and provincial classes. In addition to the physical and legal requirements, necessary for access to these units, I examine in depth the status civitatis that was conferred to the milites of some units (in particular the classiarii of praetorian classes and the equites singulares Augusti), at the moment of their enrolment in the military. The third part examines a very controversial issue, namely the marriage ban for the soldiers. Following a detailed examination of the different opinions on this question, my dissertation investigates some complex issues which are still to be resolved, clarifying that the ban, certainly introduced befor Claudius, was withdrawn only by Septimius Severus in 197 AD. Furthermore, the research deals with two other related matters: namely, the legal status of the relationships maintained by the soldiers with the women that they met during the service, and, the condition of the children conceived in these relationships. As far as the latter is concerned, I particularly concentrate on the content of the well-known epistula of Hadrian to Ramnius Martialis, which conferred to the children of some milites (in particular those of the legionaries) the bonorum possessio unde cognati. In the fourth and last part, I examine the issue of the privileges conferred to the veterans and their families upon discharge. The research focuses on the analysis of the formularies of diplomata militaria, namely the documents delivered upon the honesta missio (the honorable discharge) to the auxiliares, to the classiarii of the praetorian and provincial fleet, to the praetorians, to the urbaniciani and to the equites singulares Augusti. The examination of their formularies has allowed us to clarify the specific legal condition of the veterans from these different military units. Furthermore, the study on diplomata proposes other thorny questions: firstly it must be understood why they, apart from some exceptional cases, were never delivered to the veterans of iustae legiones. The dissertation ends with a research on the legal nature of the so-called leges veteranorum, namely the constitutiones on the basis of the delivery of each diploma. In this regard, the study attempts to identify the reason why the leges veteranorum concerning the auxiliaries, the classiarii, and the equites singulares Augusti, are different from those of the praetorians and of the urbaniciani, also as regards their diplomatic structure.

Abstract:
Pretoria was a fortified city during the First- (1880-1881) and Second Anglo Boer War (1899-1902). In total, about 65 fortifications were constructed in and around Pretoria. Only 24 of the original 65 stronghold’s locations are known. An urban trail is proposed to illustrate the connections that existed between these fortifications. The distortion of heritage by the contemporary landscape of Pretoria are investigated by a overnight facility design at the Eastern Redoubt on Strubenkop, Lynnwood. The route provides a practical solution to use these derelict structures in a contemporary way which will stimulate the protection and further investigation of Pretoria’s fortifications. The overnight facility, together with the other similar facilities on the known fortifications, guides the present-day fort user through the streets of Pretoria to communicate the current and historic landscape.
Pretoria was ‘n gefortifiseerde stad gedurende die Eerste- (1880-1881) en Tweede Anglo Boereoorlog (1899- 1902). In totaal was daar sowat 65 fortifikasies in en rondom Pretoria opgerig. Die ligging van slegs 24 van die oorspronklike 65 vestings van Pretoria is bekend. Om die verbinding wat tussen die fortifikasies bestaan te illustreer, word ‘n voetslaanroete tussen die vestings voorgestel. Die verwringing van dié erfenis deur die kontemporêre landskap van Pretoria word ondersoek deur ‘n oornagfasiliteit by die Eastern Redoubt op Strubenkop, Lynnwood te ontwerp. Die roete verskaf ‘n praktiese oplossing om die fortifikasies op ‘n kontemporêre manier te gebruik wat die bewaring en verdere studie van die fortifikasies sal stimuleer. Die oornag fasiliteit, tesame met die ander fasiliteite wat op die oorblywende fortifikasies voorgestel word, neem die reisiger as ‘n hedendaagse gebruiker van die fortifikasies deur die landskap van Pretoria.

Abstract:
This study is based on the catalogue/checklist of Pierneef works in the Pretoria Art Museum collection. The artist’s life, social, political and artistic influences of the period, both local and international, may be deduced from works analysed and discussed. The Arts and Crafts movement was a powerful influence affecting ideas on national identity, folk art and the vernacular from the middle of the nineteenth century onwards. A world-wide romantic nationalism stimulated a search for identity and exploitation of the indigenous. It is argued that these trends may be identified in the artistic development of Pierneef who, through friends, wide reading and intensive study was alive to European developments but focused on the indigenous arts of Southern Africa. He was the first South African artist to recognize Busman art and that of the black peoples. They had a profound influence on his own development and the motifs of his art.

Abstract:
The role played by translation across the globe has been well established. Translation is very important to build bridges between people who do not share the same language, especially in international organisations. This descriptive research explores the need for translation at diplomatic missions such as embassies and high commissions in Pretoria. More specifically, this study describes the way in which translation is dealt with at embassies in Pretoria, the cl ients of diplomatic translation, the different categories of documents translated and the diplomatic missions' general translation needs. In order to reach these objectives, this study uses both primary and secondary data analysis. A critical analysis of a questionnaire completed by representatives of embassies and high commissions shows that there is a real need for translation at embassies in Pretoria, especially with regards to the services provided by sworn translators.

Abstract:
The dissertation’s aim is to highlight the presence of young people in the Central Business District of Pretoria, Tshwane. The proposal aims to provide a facility to entertain the youth in the city while waiting for transport before or after school. An in depth analysis done on the Central Business District (CBD) of Pretoria revealed that there are currently 13 schools, as well as, several Further Education and Training Facilities (FET) in the CBD. These children and students form a huge sector of the population that is currently not catered for in term of entertainment. The project is located in the south eastern quadrant of the CBD, as this is where most of the schools and FET’s are located. The facility will comprise of various child and student based activities and facilities that they can engage in before and after class or school. These include indoor and outdoor activity spaces as well as commercial enterprises. All the facilities are arranged around a central courtyard space where unprogrammed activities may occur. The facility will also incorporate a small transportation node consisting of Taxi’s and Municipal busses. This will reduce the need for children to walk extensive distances between their after school activities and their modes of transportation. As the title ‘Game On’ suggests the dissertation aims to investigate games in both their architectural structure and narrative. Furthermore, the aim is to utilize the design principals and narrative found in games during the design process and using them to determine the hierarchal organization of spaces found at the centre. As in a game, design is a process that follows a narrative as determined by a set of rules and limitations. The imposed restrictions on the design may result in an unsuccessful attempt to overcome it. In games this phenomenon can be seen as reaching a level of difficulty. The player then needs to start over in order re-evaluate the situation or to gain the skills necessary for advancing to the next level. The process of design should be approached in a similar way. When a problem is reached the design should be re-evaluated and the necessary exploration should be done in order to solve to problem. Ultimately the process of design may be compared to the playing of a game, it has to adhere to rules and regulations and what is technically possible. The end product (architecture) can be engaging and may allow the user to interact with their surroundings like in a video game.

Architecture is a representation of our society’s aspirations and of our social, economic and political paradigms. Since 1994, has the city of Pretoria been successfully represented? Does the city succeed architecturally in creating space that is democratic and that embraces our country’s diversity? The large influx of people within the city of Pretoria has created a terrain consisting of a series of contradictions and conflicts. These conflicts and contradictions within the city are a result of social, economic, spatial, physical and historical tensions that exist within society's social, economic and political paradigms. Physical and spatial reactions have occurred as a result of these tensions that exist within the city of Pretoria. This dissertation will explore these urban spaces that are in tension and investigate what opportunities and limitations such spaces offer the city of Pretoria. The objective is to consider what architectural intervention will arise from the resolution, synthesis or conflict of these tensions. Can these spaces that are in tension within the city foster a new post-apartheid way of city-making.

Abstract:
This dissertation investigates the accessibility of public architecture. The aim is to illustrate the relevance of accessibility by establishing a theoretical premise and applying it in design. The theoretical analysis defines inclusive design and examines the relevance of the topic within the South African context. It explores written theory on the topic and how it has evolved. The aim is to understand the implications of an inclusive design approach in architecture and to assess the inclusivity of recently completed buildings. The design investigation explores an exclusively inclusive approach in the design of a public building. The intent is to create a building that is inclusive; one that can be used by all. Currently, there is a lack of accessible public facilities in the Burger’s Park precinct, thus the Burger’s Park Opportunity Platform is proposed. The Opportunity Platform is a building that provides and facilitates the necessary resources for a community to prosper. It facilitates much needed community programmes and facilities such as literacy and skills training and access to books, the Internet and other media. The public nature of this building type implies that it is to be used by the entire community, which provides appropriate conditions to explore inclusive design in Pretoria. The study, through theoretical, empirical and contextual enquiry, provides an understanding of the principles pertaining to inclusive design and how it manifests in architecture.

The study investigates the development of church infrastructure within the urban environment. A symbiotic interaction between church form and urban conditions is proposed and contextualised through analysis of existing church models and current spatial concerns within Pretoria’s inner-city. The potential of church as agent for urban renewal and community development is identified and the study generates a spatial and programmatic model aligned with the inner-city’s need for meaningful and integrated interventions. A systemic definition of church proposes a multi-layered programme based on partnership and interaction while alternative church positioning suggests the concept of re-claiming inner-city spaces, applied through the re-development of the Schubart Park housing complex. AFRIKAANS : Hierdie studie ondersoek die ontwikkeling van kerk infrastruktuur in die stedelike omgewing. ‘n Simbiotiese interaksie tussen kerkvorm en stedelike kondisies word voorgestel en gekontekstualiseer deur analise van bestaande kerk modelle en ruimtelike kwessies in die middestad van Pretoria. studie identifiseer die potensiaal van kerk as agent vir stedelike hernuwing en gemeenskapsontwikkeling en vervolgens word n ruimtelike en programmatiese model in lyn gestel met die middestad se tekort aan betekenisvolle en geintegreerde ingrypings. Sistemiese definisie van kerk stel n gelaagde program voor gebasseer op vennootskap en interaksie terwyl alternatiewe plasing van die hergebruik van stedelike ruimtes voorstel wat toegepas word deur die herontwikkeling van die Schubart Park behuisings kompleks.

'n Nadere argeologiese ondersoek is op die terrein van hierdie unieke argitektoniese meesterwerk geloods, ten einde 'n grondplan daarvan te teken. Omdat hierdie studie die eerste fase van 'n histories-argeologiese streeksopname is, sal 'n verskeidenheid navorsingsmoontlikhede hieruit kan voortvloei. ENGLISH : The present state of decay of the military fortifications of Pretoria is a cause of great concern. Consequently the remains of the fortifications should be urgently recorded. This study is a first effort to document as much as possible of the historical information relating to the fortifications. The highest priority was given to identifying the sites of each fortification. They are also described with a view to possible further historical-archaelogical research which may emerge from this study. Particular attention was given to Fort Daspoortrand (West Fort) as it is such a unique and interesting fortification. A closer archaeological investigation was done on the site of this unique architectural masterpiece, with the aim of drawing up a plan of the fort. As this study is the first phase of a regional historical-archaeological study, a variety of possibilities for research could emerge from it. Copyright

Abstract:
The current model of complete separation between different industries, buildings and the public, hampers growth and sustainable development within the city. If connections can be identified between several related programmatic elements, can these work together to share and build common resources that benefit all parties involved? The showgrounds in Pretoria West currently exist as a void in the urban fabric, A large part of its infrastructure built for, and is now mostly only used for the annual Jacaranda Show that will now longer take place there. The role of the agricultural show within the city, however, remains a meaningful part of how the public interacts with the agricultural industry. In order to prevent the loss of this relationship and the heritage of the showgrounds, how can a new development around the existing Champion ring retain this role as well as build on the concept of connecting related industries and the public? The contemporary world is continuously evolving and changing. This can be ascribed to technological development. There exists an expanding digital realm that is changing the way society interacts with its surroundings and context. Interior design is a discipline that alters existing structures. This dissertation explores the role of interior design in adapting existing structures to technological development, focusing on digital development. Theories concerning hybrid design were investigated and compared in order to generate a design approach to the problem. Contextual analysis was done in order to establish important factors that would contribute to the generation of an appropriate programme. Thereafter precedents were analysed in order to supplement the body of knowledge. The final product is a mixed-use facility which includes an electronic book (e-book) publishing facility for Van Schaik Publishers as well as a facility for the contextual public where interaction with digital media is facilitated. The dissertation provides a project that acts as a mediator between the material and digital realms. Simultaneously, the product acts as a catalyst for bridging the great ‘digital divide’ one finds in a country like South Africa, where the larger population has no access to the digital realm.

This dissertation deals with the regeneration of Pretoria West as a sub-support district that will act as catalyst for the regeneration of Pretoria CBD. The project focuses specifically on the adaptive re-use of an unused existing building at the Pretoria West Power Station and acts as a possible solution for re-using an old building. The theoretical discourse of this dissertation explored the reasons why new areas in the city develops and other areas fall in a state of disuse. It looks specifically at unused industrial areas and what they can be used for after they have outlived their purpose. The picturesque quality of vacant industrial buildings has recently attracted many fashion photographers and has informed the programme for the project by providing a facility for the fashion industry, together with other proposed functions within the unused buildings at the Pretoria West Power Station in order to add new public functions into the existing urban fabric of Pretoria West. The dissertation investigates the similarities between the fashion industry and architecture, how they influence each other and ultimately how fashion can inspire the design of a new building within the envelope of an existing industrial building. AFRIKAANS : Die verhandeling ondersoek die herlewing van Pretoria Wes as 'n sub-ondersteunings distrik wat as katalisator sal dien vir die herlewing van Pretoria se middestad. Die projek fokus spesifiek op die hergebruik en aanpassing van 'n bestaande gebou by die Pretoria Wes Krag Stasie wat nie tans gebruik word nie. Die projek dien as moontlike oplossing vir die hergebruik van 'n bestaande gebou. Die teoretiese bespreking van die verhandeling ondersoek die redes waarom nuwe areas in die stad ontwikkel en ander areas in onbruik verval. Dit ondersoek spesifiek ongebruikte industriële areas en waarvoor dit gebruik kan word wanneer hul oorspronklike funksie vervul is. Die skilderagtige kwaliteit van ongebruikte en vervalle industriële geboue het onlangs menige mode-fotograwe gelok as kontrasterende agtergrond om hulle onderwerp af te neem. Dit het aanleiding gegee tot die nuwe program, 'n fasiliteit vir die mode-bedryf, tesame met ander publieke funksies, binne-in die ongebruikte geboue by die Pretoria Wes Krag Stasie. Die verhandeling bestudeer die ooreenkomste tussen die mode-ontwerp industrie en argitektuur, hoe hulle mekaar beïnvloed en gevolglik hoe die ontwerp van 'n nuwe gebou binne-in 'n bestaande gebou ingelig kan word deur mode-ontwerp.

There are new fields created for architecture when we understand and connect the proximity of objects of both cultural and biophysical creation, and when we understand and build on our ever-narrowing proximities between what has been and what is to come. The narrowing global conditions have direct implications on us as individual human beings and our individual local societies. These proximities have been explored, developed, and resolved for local application. The resulting research field for urban agriculture ultimately guided an appropriate architectural response within the city of Pretoria, South Africa.

Beginner principals in South Africa and internationally are finding it increasingly difficult to cope with the demands set to them. Inadequate preparation and support are the causes that many beginner principals cannot meet the challenges. The beginner school principal has to cope with the diversity in schools, socio-economic differences, language and discipline problems as well as departmental issues. Too many learners in a class, over-aged learners still at school and a lack of resources are part of the challenges of the beginner school principal. This study focused on the type of support beginner principals require, their opinions regarding mentorship as supportive tool, and their views on the characteristics and qualities of an effective mentorship programme. As a result of the interviews, beginner school principals admit that an academic qualification is not enough to support them. Furthermore they also claim that the support from the Department of Basic Education is inadequate. An experienced or even a retired principal as mentor will address the demands and challenges in an on-going nature and will be more suited to support them. Therefore the main question will be: How will effective mentorship support beginner school principals? A qualitative research approach within an interpretivistic paradigm was followed during the investigation. By applying purposive sampling, ten principals from different cultural and racial background were identified as participants. Data was collected from principals by means of individual interviews and two observations per principal. The discourse analysis that followed indicated that beginner principals find areas such as management skills, legal issues, human relations, communication and departmental instructions, the most difficult areas to manage. What emerged and came to the fore was a need for a mentor to support them in specific areas. A mentorship programme, that focuses on these areas, with clear guidelines containing theoretical and practical components, was developed as a result of the research.

INTRODUCTIONThis research investigates the assessment for the rehabilitation of the Pretoria State Garage (PSG) for the purpose of accommodating the Pretoria Technology Park (PTP). The Pretoria State Garage courtyard is comprised of industrial type of buildings, most of which stand obsolete due to a shift in the manufacturing process. These buildings are structurally sound and historically significant. They offer a major opportunity for conversion to attract business through providing relatively inexpensive commercial and industrial spaces to small and medium sized companies. The site is located in the southwest quadrant of Pretoria Central in which a number of sites and buildings are currently being downgraded in the urban revitalisation process, due to preferred, other technologies of construction. The assessment for the rehabilitation of the site evaluates the spatial qualities and the physical forms of buildings in relation to the new user, while the establishment of the PTP focuses on maintaining, elongating and innovating the industrial manufacturing tradition of the site. The incorporation of the PTP on the PSG site is implemented through the fitting process. RESEARCH AREAThe research focuses on the three main areas dealing with:
  • Programming and planning of the Pretoria Technology Park
  • Rehabilitation assessment of the Pretoria State Garage
  • Architectural fitting process
1. Programming and planning of the Pretoria Technology Park The development methodology is employed for the establishment of a sustainable Pretoria Technology Park, which stems from local technology demand, supply and transfer. As a result, different centres are established to provide accommodation and services to major activities of the park dealing with administration, provision of advanced technology services and accommodation for technology-based firms. Individual centres are discussed according to their envisaged spatial qualities and design specifications. 2. Rehabilitation assessment of the Pretoria State Garage The rehabilitation assessment explores the historic significance and architectural values of the PSG. The outcome of the rehabilitation assessment defmes the manner and the degree in which various rehabilitation interventions could be executed. The process includes proposals for the demolition of unwanted structures and elements, investigating the long-term resilience of buildings to be retained and assessing negative physical features of the site. 3. Architectural fitting process Specific dimensions and spatial requirements of both the PSG (physical) and the PTP (intellectual) respectively are compared for the purpose of mutual fitting.

The objective was to develop a profile of adventure tourists in Pretoria. In today’s highly competitive environment, it is important for adventure tourism companies to develop profiles based demographic, psychographic and behavioural descriptors in order to attain their objectives. Two hundred and fifty adventure tourists who used the products/services of adventure tourism companies within Pretoria participated in this paper. However, because of incomplete self-completing uestionnaires that could affect the outcome of this paper, the sample that actually realised was 234, providing a 93.6% response rate.

The implementation of new public transport networks, such as the Gautrain, present new responsibilities and opportunities for urban development. Mega projects like these are constructed for various economical, social and political reasons. These underlying orders beg a necessary question when defining the architectural program required for the integration of the stations and there relative contexts. Integration is a key narrative for the exploration and enquiry of this thesis. The new Gautrain system should connect with existing and future transport systems, social systems and other contextual realities. Another question raised throughout the theoretical enquiry of this thesis is; to what extent does this connection and integration occur at the recently completed Gautrain stations? The idea of creating ‘Gateways’ into a city, rather than mere station ‘posts’ is explored as an architectural narrative. These ‘Gateways’ become the introductory point for commuters and an opportunity to create an experiential dimension relating to ‘the image of a city’ and its ‘zeitgeist’. Pretoria Station was chosen due the many layers of integration intrinsic to the site. This opportunity is available due to the existence of neo‐classical buildings within the immediate and macro context. Here the application of a contemporary, 21st century piece may create a representation of the progression of architectural and sociological thinking, relating to city building and transportation. This site also offers opportunities for exploring the integration of existing and future transport networks due to the existence of several of transport modes. Theories of city building and ‘placemaking’ are explored as a requirement borne out of the neglect for this site as it has developed through the modern era.

The study explores the beliefs and wishes of respondents in Pretoria concerning crime seriousness and criminal sentencing in South Africa. It is suggested that in a democracy, the legal system must reflect the values of the individual citizen if it is to achieve a legitimacy based upon the concepts of moral consent and universality, and argues that this can only be achieved when all citizens have a voice. The study undertakes and reports on a survey of 400 units, across race divisions in and around the City of Pretoria by initially emulating, and thereafter extending, the British Crime Survey. The thesis offers seven chapters divided into two primary components. The first component, chapters one to four, systematically debate the historical/theoretical foundations of sentencing practice (both globally and in respect of South Africa), and identifies the inherent problems faced by contemporary criminal justice systems. The study utilises sentencing literature to provide an in-depth appraisal of theoretical paradigms and, thereafter, evaluates the successes and failures of various sentencing options. The second component, chapters five to seven, unpack the Pretorian research in relation to various other foreign research surveys, and culminates by offering a South African sentencing guide (severity index) based upon the research findings. The findings identify the people of Pretoria to be punitive. Respondents are shown to regard rape and driving whilst over the legal alcohol level causing the death of an innocent victim as the most serious crimes, followed by deliberate murder, selling illegal drugs and terrorism. Percentage differential between these "most serious" crimes is negligible. Many respondents indicate long prison sentences or the death penalty for these specific offences. Overall, Blacks prefer imprisonment whilst Whites are shown to be more conservative and more amenable to other sentencing options. Gender differences in relation to seriousness and sentence scores are slight, but females and the older age group are noted to be more fearful of being victimised even though this fear is not supported by actual victimisation rates. The study justifies the motivation fot the inclusion of public opinion into sentencing policy by recording a 72 percent positive response to people involvement in the sentencing of offenders.

In view of the 2010 FIFA World Cup, the study examines the need of the touring national soccer teams to have access to training grounds and base camps for their duration of stay in South Africa. Host stadiums will be used exclusively for match day events and training venues will have to be found elsewhere. In this study a proposal is set forth to modernise the Caledonian football grounds into a contemporary, world-class football stadium in preparation for the World Cup. The proposal is for a development according to the 'legacy' system, whereby the facility targets the requirements of the local Arcadia Shepherds Football club, but maintains the potential to be leased as a training ground by partaking teams in the 2010 event, to recuperate the finances required for constructing such a building.

Various potential modes of interpreting the urban space in the inner city of Pretoria is evaluated in this study with the purpose of expanding discourse around spatial production in the city. Production of meaning through formal and structural means produced a city that served as administrative capital and ideological base for Afrikaners until the arrival of a democracy in 1994. The contemporary urban space is produced by people through everyday life, as theorised by Henry Lefebvre, rather than through formal means such as name changes. This study evaluates the way that identity and belonging is created by referring to everyday life practices, rhythmanalysis and daily activities as performances. Urban space is evaluated from a phenomenological perspective through the eyes of an artist and resident and expressed in an art exhibition. The way artists Julie Mehretu and Franz Ackermann dealt with urban space in their art is also referenced.

Art and culture-led approaches, working across disciplines, provide wide social and economic benefits that affect people, places and communities. The proposed design develops a synthesis between the arts, culture, economy and urban vitality by creating a platform for artists. The goal of the project is to connect Pretoria's multicultural richness and strengthen the network of creativity and cultural regeneration. The project is shaped and informed by the living urban surface in which it is set. It is specific to its site and program, rather than the product of a formal and aesthetically driven vision. The building is allowed to transform into a living connective skin that transforms between the fragments of unforeseen future programs, becoming part of the city skin.

The history of Muslims in Pretoria began two decades after the arrival of the first Muslims to Natal from India and over two centuries after those in the Cape. Historians and researchers have undertaken the study of the Cape Muslims and pioneers of Natal. There is no book written on the Muslims in the Transvaal region. The two main centres in the Transvaal are Pretoria and Johannesburg. The village of Pretoria was founded in 1858, two and a half decades before Johannesburg. The first Muslims came to the vicinity in the 1880's, when it was still a small village consisting of 12 shops. The pioneer Muslims witnessed the growth and development of this village into a city. It is from the Pretoria region that the Muslims moved into the interior of Transvaal. The problems of the Muslims began in this city, and later spread to other town areas. This city was the centre of trade and business links to the other towns. As a Muslim citizen of Pretoria, it was considered best to undertake the study of the Muslims in this area. It was assumed that there would be no difficulty in obtaining basic source material on the historical aspect of the Muslims of Pretoria from the first arrival to the end of the Zuid-Afrikaansche Republiek (Z.A.R.) Government. At one stage the exercise of collecting data on this subject proved futile. However, it was after referring to a few books on the history of Indians in general, that it gave me some direction of the situation in the Z.A.R.

Various technological developments have taken place in the last century, but most of them had very little or a minimal influence on higher education. It has often been speculated that technology would increase the pass mark and retention of students, but to date that has not happened. Where has technology failed? Or is it not technology that has failed, but, rather, the educational model? These questions will be addressed in this study. Riegelman, Povat, Ott and Piemme (1985:279) state that knowledge doubles every three to five years and that lecturers can no longer be mere disseminators of knowledge. Therefore, the present-day student should be guided to find knowledge him- or herself within a broad framework. This means that the educational model of higher education institutions needs to be renewed. The traditional lecturer-centered teaching approach should give way to a more student-centered learning approach. However, the problem is that there are not yet guidelines [or a model] for the use of, for example, the Internet in such a new educational approach. In this study, the focus is on the creation of a didactically justifiable model [guidelines] for the use of the Internet in a multi-mode educational approach, since the Technikon currently does not have such a model. This model and these guidelines should enable the lecturer, as the teaching-learning manager, to plan, develop, implement and evaluate a multi-mode teaching-learning programme. However, before any didactic model is, or guidelines are, developed, it is essential to determine the starting point from which the design should be done. In order to arrive at a well-founded starting point, a comprehensive literature study of local and international publications was undertaken, personal interviews were conducted and specialists locally and abroad were visited. In this manner, an illuninating overview was obtained of that which has already been done to deal with the set problem, as described in the previous paragraph. The research for the development of the model [didactic guidelines] was preceded by a three-year institutional study, in the course of which trends, needs and perceptions were debated at an institutional forum chaired by the researcher, namely, the TLTR [Teaching, Learning and Technology Roundtable]. The report on this study is divided into six chapters and represent the problems identified by the TLTR, which form the foundation [core] on which the model and guidelines are based. The questions are as follows: Who are we and how do we currently execute our core task? [How do we teach?] Who are our clients and what are their needs? [How do they learn and how do they wish to be served?] How could we use technology to facilitate our task and teach our students effectively without sacrificing quality? [What teaching-learning opportunities are there?] The theoretical study that provides the answers to the above questions is embodied in a model [guidelines] for the use of the Internet within a multi-mode educational approach. This model is then evaluated by 106 lecturers and 437 students to: Determine the lecturer's attitude to the proposed model, determine the lecturer's perception of the differences between on-line and contact instruction management, and determine whether there are any differences in the learning experience(s) of students who receive instruction by means of an Internet-supported programme and students who receive contact instruction. Lastly, attention is given to a number of related findings and recommendations that flow forth from the study. These aspects also lead to recommendations on future research in this field.

Verskeie tegnologiese ontwikkelings het die afgelope eeu plaasgevind, maar die meeste daarvan het weinig of 'n minimale invloed op hoer onderwys gehad. Daar is baie gespekuleer dat die tegnologie die slaagsyfer en die retensie van studente sal verhoog, maar tot nou toe was dit nie die geval nie. Waar het die tegnologie gefaal, of het die tegnologie nie gefaal nie, maar die onderwysmodel? Hierdie is van die vrae waarop in hierdie studie gefokus word. Riegelman, Povat, Ott en Piemme (1985:279) stel dit dat kennis elke 3 - 5 jaar verdubbel en dat die tyd verby is dat dosente slegs uitdelers van kennis kan wees. Die hedendaagse student behoort daarom begelei te word om self kennis binne 'n bree raamwerk te vind, en dit kom daarop neer dat die onderwysmodel van hoeronderwysinstellings om vernuwing vra. Die tradisionele dosentgesentreerde onderrigbenadering moet plek maak vir 'n meer studentgesentreerde leerbenadering. Die probleem is egter dat daar tans nog geen riglyne [of model] bestaan vir die gebruik van byvoorbeeld die internet binne so 'n nuwe onderwysbenadering nie. Hierdie studie is daarop gefokus om 'n didakties-verantwoordbare model [riglyne], vir die gebruik van die internet binne 'n multimodus-onderwysbenadering daar te stel, aangesien daar tans nie so 'n model by die Technikon is nie. Hierdie model en riglyne behoort die dosent as onderrig-leerbestuurder in staat te stel om 'n multimodus onderrig-leerprogram te beplan, te ontwikkel, te implementeer en te evalueer. Voordat enige didaktiese model of riglyne egter ontwikkel kan word, is dit noodsaaklik dat vasgestel word vanuit watter vertrekpunt die ontwerp gedoen moet word. Ten einde tot 'n gefundeerde vertrekpunt te kom, is 'n omvangryke literatuurstudie van plaaslike en oorsese publikasies en persoonlike onderhoude en besoeke aan kundiges plaaslik en internasionaal onderneem. Sodoende is 'n insiggewende oorsig verkry van wat reeds gedoen is om die probleem, wat in die vorige paragraaf beskryf is, te hanteer. Die navorsing vir die ontwikkeling van die model [didaktiese riglyne] is deur 'n driejaarlange institusionele ondersoek voorafgegaan, waartydens tendense, behoeftes en persepsies op 'n institusionele forum onder voorsitterskap van die navorser, naamlik die TLTR [Teachning, Learning and Technology Roundtable] gedebatteer is. The Department of Justice has sanctioned regional courts to hear divorce cases which were traditionally only heard in the High Court. This address the accessibility to civil services. Four branch courts in Gauteng have been upgraded to full service courts, including Mamelodi. These law reforms will increase the case load for the already over-extended court in Mamelodi, and the dissertation will aim to resolve accommodation short comings and bring the facilities in alignment with full service court standards. As a society we all are affected by or benefit from the protection the law offers. The buildings that facilitate these legal processes are a particularly challenging type of civic complex. The aim is thus not to design a new type of complex merely replacing existing models for the sake of changing existing typologies into something more modern, but rather to offer a proposal motivated by sustainability and guided by the belief that a building which embodies social outcomes should be designed to be a regional response with sensitivity to current conditions.
