Abstract:
Cet article a pour objectif d’examiner les idéologies linguistiques qui sous-tendent et orientent le traitement discursif de l’immigration dans la presse acadienne récente (2000-2014). Alors qu’à l’heure actuelle l’immigration canalise des tensions politiques et exacerbe des conflits nationaux dans de nombreuses sociétés occidentales, elle bénéficie d’une représentation médiatique favorable en Acadie du Nouveau-Brunswick. Or seule l’immigration dite « francophone » est jugée désirable et bénéfique, ce qui suppose une forme de régulation des communautés et des populations impliquées dans le fait français. La presse acadienne relaie principalement un discours militant sur l’immigration qui consiste à en faire une cause à défendre pour le bien commun. L’auteure montrera que l’immigration francophone a bonne presse puisqu’elle est conçue pour servir une idéologie nationaliste de la langue : parler français suppose une allégeance aux communautés acadiennes et un engagement envers l’avenir de celles-ci.

L’activité conflictuelle peut être étudiée par l’entremise de la presse écrite. À travers la visibilité médiatique accordée aux femmes, il est possible d’examiner leur implication dans ce type d’activité. Dans la région de Québec, 2 095 conflits urbains ont été recensés entre 1965 et 2000. Trois périodes : 1965-1977, 1978-1989 et 1990-2000 se distinguent par d’importantes différences quant à la participation des femmes dans les conflits : types de protagonistes, types de conflits, enjeux, ou encore rôles adoptés pour prendre position.

Abstract:
Cet article analyse l’expression insécurité linguistique comme objet de discours dans la presse francophone au Canada de 1990 à 2022, en comparant un corpus québécois (La Presse) et un corpus acadien (Acadie Nouvelle). À partir d’une démarche historicisante, les autrices montrent que l’insécurité linguistique reçoit une plus forte attention médiatique à des périodes différentes : dans les années 1990 et au début des années 2000 au Québec et à partir de 2018 en Acadie. Elles constatent que, dans le corpus québécois, l’insécurité linguistique est traitée comme un enjeu politique en lien avec une inquiétude sur l’avenir du français au Québec ; dans le corpus acadien, il s’agit plutôt d’un enjeu public qui se rapporte à l’illégitimité des variétés de français acadien. La comparaison des deux espaces discursifs montre que la thématisation de l’expression est liée à des conditions sociopolitiques et à des rapports intergroupes.

Abstract:
Les « discours de haine » trouvent souvent leur origine dans les sphères intellectuelles, politiques et médiatiques avant de se propager en ligne. Un exemple marquant de ce processus est l'utilisation du terme « islamo-gauchisme », qui a émergé au début des années 2000 et a gagné une attention médiatique significative en France en 2020 et 2021. Notre recherche retrace la genèse et la diffusion du terme dans les médias et dans le discours politique, avant d’en analyser l’usage sur les médias sociaux. Nous effectuons une analyse diachronique sur une longue période basée sur un protocole robuste d’analyse textométrique et de réseaux sur un corpus d’articles de presse et de tweets. Nous montrons comment une partie de la presse parisienne, notamment de droite, a contribué à populariser le terme d’abord en ouvrant ses colonnes à des idéologues réactionnaires, puis en relatant des polémiques politiciennes qui ont instrumentalisé le terme afin de disqualifier une partie de la gauche, tandis que les communautés d’extrême droite en ligne l'ont transformé en une arme de propagande haineuse.

Le régime méditerranéen fait référence à un ensemble de traditions culinaires et culturelles issues des pays du bassin méditerranéen. L’analyse du traitement médiatique du régime méditerranéen est centrée sur la distribution et la circulation des discours, des représentations sociales et des acteurs mis en visibilité dans la presse. La méthodologie associe une approche quantitative et statistique à une approche qualitative ancrées toutes deux dans l’étude des discours. Sur une période de vingt ans (de 2000 à 2019), il apparaît que le régime méditerranéen constitue un thème d’intérêt suivi dans la durée par la presse nationale française selon cinq orientations thématiques dominantes et un univers lexical de nature patrimoniale, culinaire et environnementale, scientifique et sanitaire. Un nouvel univers lexical et de sens autour des végétaux émerge, porteur de représentations et de valeurs positives à l’intersection de la gastronomie, de la production locale et de préoccupations écologiques.

Abstract:
Autour de 1900, les discours des journalistes et inventeurs concernant les technologies du son cinématographique sont enthousiastes et prophétiques. Cet article analyse l’évolution des écrits, journalistiques puis historiques, concernant ces techniques du son. Le lyrisme associé aux images sonorisées avant 1914 pousse les journalistes vers un langage purement promotionnel. On y trouve une fascination pour « l’illusion » devant des « personnages bien vivants ». Ces exploits techniques ont longtemps été oubliés par les historiens, alors que les séances étaient largement relayées par la presse de l’époque. Après la généralisation du parlant, la presse des années 1930 s’est avidement penchée sur le son des années 1900, pour le revendiquer sur une base nationaliste, aussi bien en France qu’aux États-Unis. Dans les années subséquentes, jusque dans les années 1980, le discours historique restera imprégné d’une vision téléologique sur le son cinématographique, tout en restant réticent devant son aspect « nouvelle technologie ». Cet article conclut donc à une transformation des discours sur le son en fonction des époques d’écriture des textes. Ce n’est que depuis les années 2000 que lessound studiesse sont multipliées et diversifiées.

Le 1er janvier 1988, la presse quotidienne de la République de Chine à Taiwan est devenue libre ; le régime nationaliste, après son repli en 1949 de Chine continentale sur l'île, l'avait muselée pendant presque quarante ans et limité le nombre de titres autorisés à 31. Le groupe de presse Lianhebao, né en 1951 avec le quotidien généraliste Lianhe bao qui tirait à 12000 exemplaires à ses débuts, publie en 1988 trois quotidiens à Taiwan, totalisant 1,7 million d'exemplaires, et trois titres à l'étranger dont l'Europe Journal en France. L'histoire du groupe Lianhebao, sous l'égide de Wang Tiwu (1913-1996), ancien militaire de carrière, est celle d'une réussite fulgurante. En 2000, le groupe avait lancé deux quotidiens supplémentaires à Taiwan. La première partie de la thèse analyse la situation de la presse quotidienne avant le 1er janvier 1988, et le développement du groupe Lianhebao qui s'est fait grâce et en dépit du régime autoritaire en place. La deuxième partie étudie l'après-1988, l'évolution du groupe Lianhebao et les différents nouveaux titres apparus. La troisième partie envisage le groupe en tant qu'entreprise : dirigée par des continentaux nationalistes, elle emploie plus de 5500 personnes à Taiwan et ses bénéfices étaient estimés à plus de 700 millions de NT dollars en 1996 ; cette troisième partie s'intéresse également à l'idéologie véhiculée par le groupe, à travers l'étude de la ligne éditoriale du Lianhe bao qui, fervent partisan du principe de l'unité de la Chine, s'est affronté au Dangwai et au président Li Denghui. Au delà de l'étude du groupe Lianhebao, en retraçant l'histoire de la presse taïwanaise et en présentant ses différents titres susceptibles de servir de sources dans des travaux de recherche, cette thèse dresse un bilan de la libéralisation du régime de la presse - qui s'est soldée par une concentration - et de la transition démocratique à Taiwan
On January Ist, 1988, the Nationalist government lifted the regulations which had been restraining the press freedom in Taiwan for about 40 years. The first newspaper of the United Daily News Group was published in 1951, issuing 12 000 copies a day. In 1988, the Group owned three newspapers in Taiwan (United Daily News, Economic Daily News, Min Sheng Daily), issuing 1,7 million copies, and published one newspaper in the USA (World Journal) , one in France (Europe Journal) and one in Thailand (The Universal Daily News). The first part of the dissertation presents the Taiwanese press and the United Daily News Group's development before 1988, under the authoritarian rule of the Kuomintang. The second part presents the new situation after 1988, the United Daily News Group company which has 5500 employees in Taiwan and made 700 millions NT dollars profits in 1996 ; it also studies the ideology of the Group whose leaders support the unification of Taiwan with the Chinese Mainland. The purpose of this dissertation, in studying the United Daily News Group's and the Taiwanese press history, is to make an evaluation of the island's press liberalisation and Taiwan's democratic transition

Depuis 1972, les dessins de Plantu, chroniqueur au Monde, font sourire de nombreux lecteurs mais ne provoquent pas leur rire. C'est que derrière l'humour du dessin, se cachent émotion et réflexion sur l'actualité politique nationale et internationale. Notre recherche, dans un premier temps, montre que Plantu n'est pas seulement un journaliste mais aussi un militant. Il combat pour la Démocratie, les Droits de l'homme et le Développement humain. Notre recherche, dans un deuxième temps, montre que Plantu partage les valeurs essentielles des publications auxquelles il a collaboré et qu'il est parvenu plusieurs fois à s'éloigner de leur ligne officielle. Nous concluons sur l'importance de considérer le dessin de presse comme une chronique politique et sur la nécessité de le séparer des rubriques "humour" et "bande dessinée" pour l'attacher à la science politique
Plantu, one of the columnists of the french newspaper Le Monde, has been drawing since 1972 cartoons which cause a lot of readers to smile rather than laugh. The reason is that the humorous aspect of his drawings hide both emotion and thought as regards the national and international news. Our research aims first of all at showing that Plantu is non only a journalist but also a militant. He fights for Democraty, the Human Rights and the improvement of Man's living conditions. Our research aims too at showing that Plantu shares the fundamental values of the magazines he has been working for ; he has even managed several times to move them away of their official line. As a conclusion, we would like to attach the greatest importance to considering "the newspper cartoon" as a political chronicle. We would like to insist, too, on the necessity to distinguish it from the humorous pages or comic strips ; we prefer to link it to political science

La thèse s'articule autour de deux idées principales : d'une part, le passé historique de l'Espagne a créé un imaginaire populaire collectif basé sur des clichés et des stéréotypes ; d'autre part la réalité humaine de l'immigration marocaine contribue à donner une autre image, cella du rapprochement entre les autochtones et les nouveaux "arrivants". L'argumentation s'appuie à la fois sur une réflexion théorique, permettant de mettre en perspective la relation entre presse et image de l'Autre. Suivant cette logique, la dimension socio-sémiotique permet de repérer le discours de la presse. Différents discours journalistiques abordent l'image de l'Autre sous deux aspects : le concept de catégorisation de de l'identité basée sur la distinction enrte l'endogroupe ("Nous") et l'exogroupe ("Eux"). La visibilité des immigrés marocains apparaît à travers des critères spécifiques : la rhétorique, la description formelle, la photo, les thèmes récurrents. Au total, l'objectif de la thèse est de montrer que la présence de "nouveaux arrivants" remet en question l'identité nationale du pays et induit la représentation de "l'Autre" dans la presse espagnole
The thesis is based on two main ideas : first, the historic past of Spain creates a collective popular imagination based on stereotypes, second the human reality of the Moroccan immigration contributes to give another image of the link between the natives and the new "comers". The argument rests at the same time on a theoretic reflection, to put into perspective the relationship between press and image of the Other. Following this logic, the socio-semiotic dimension allows to identify the discourse of the press. Different speech addressing the journalistic image of the other two aspects : the concept of categorization and identity, based on the distinction between endogroupe ("We") and exogroupe ("Them"). The visibility of Moroccan immigrants appears through specific criteria : the rhetoric, the formal description, the photo, the recurring subjects. In total, the purpose of the thesis is to show that the presence of "newcomers" calls into question the identity of the country and has led to the representation of the "Other" in the Spanish press

Abstract:
Depuis son arrivée à tête de la Syrie en juillet 2000, le président Bachâr AL-ASSAD a entamé une série de réformes destinée dans son ensemble à moderniser le pays. Pour la première fois depuis de nombreuses années, les Syriens ont pratiqué leurs droits au rassemblement, à la manifestation et à la liberté d’expression, ou presque. Les deux premiers chantiers d’action du jeune président furent l’économie et les médias. Il a ouvert les portes de ces domaines au secteur privé. L’économie syrienne, qui était depuis longtemps socialiste, est devenue plus libérale et plus ouverte. Le parti Baath, qui gouverne le pays depuis 1963, a adopté une nouvelle politique économique: « l’économie sociale de marché ». La scène médiatique syrienne s’est quant à elle diversifiée. La presse économique a été la première à profiter de cette double ouverture. Que ce soit dans la presse étatique ou privée, des changements significatifs ont marqué tant le contenu que la forme des articles. Notre thèse vise à analyser de près ces deux réformes en insistant sur leurs objectifs, sur leur mise en œuvre et leurs limites. Pour ce faire, nous avons dans un premier temps étudié les changements intervenus sur la scène médiatique et économique syrienne après la réforme annoncée par Bachâr Al-Assad lors de son discours d’investiture. Cette étude a impliqué une nécessaire analyse du discours de la presse économique. Ensuite, nous nous sommes attardés sur le contexte politico-historique de l’émergence et du développement de la presse économique en Syrie. Ainsi nous avons fait un travail d’archivage de cette presse pour chaque période historique. Enfin, nous avons étudié les perspectives d’évolutions de la presse économique du pays au travers d'une analyse minutieuse de son économie, du rôle de l’Etat dans le jeu médiatique, du degré d’indépendance dont jouissent les acteurs médiatiques non-étatiques ainsi que de la capacité des journalistes et des institutions de presse à créer un nouveau dynamisme susceptible de conduire à une démocratisation de l’information économique.

Cette thèse cherche à décrire et à expliquer les principales évolutions dans le contenu des pages Politique de la presse écrite française depuis 1945. Il s'agit de mettre en évidence le déclin de logiques de publicité et d'opinion (restituer les discours officiels, participer à la lutte politique) et l'émergence de logiques de vulgarisation et de décryptage (analyser les stratégies personnelles des acteurs, "dévoiler" et raconter les coulisses du jeu). Ce travail porte ainsi sur les métamorphoses des rôles journalistiques et leurs conséquences en terme de "visibilité" de l'action politique. Mais il vise surtout à rechercher les conditions qui ont favorisé de telles transformations dans les pratiques journalistiques. On identifie donc l'articulation de trois processus : les mutations sociopolitiques de la France contemporaines; l'évolution des enjeux économiques de la presse écrite; le renouvellement du personnel journalistique amenant les jeunes rédacteurs à subvertir des savoir-faire jugés insensés.

This study aims to detect, analyze, and evaluate the habitat changes, between 2010 and 2020, occurred in the Mediterranean wetland system of “Zone Umide della Capitanata e Paludi presso il Golfo di Manfredonia”. We classified habitats in 2020 using Eunis classification and we compared the obtained map with the Eunis map of 2010, obtained using the same approach, in terms of class area, Magnitude of Changes and the corresponding Trend Percentage of Change. It emerged that expansion of agricultural activities and alterations of the hydrological regime are behind most of the observed changes.

We focus on the educational and professional dimensions, putting them in relation within the LLL policy young adults accessed with their aspirations, self-representations, the living conditions they face in the local context and the welfare (Esping-Andersen, The three worlds of welfare capitalism. Princeton, NJ: Princeton University Press, 1990) and transition (Walther, YOUNG, 14(2), 119–139, 2006) regimes characterizing their countries. Relying on the Capability Approach (Sen, Development as freedom. Oxford: Oxford University Press, 1999; Nussbaum, Women and human development. Cambridge: Cambridge University Press, 2000), we explore how young people’s capacity to cope with challenges and their ability to actively navigate obstacles are influenced by the wider discursive and institutional opportunity structures in which they unfold their life paths. The analysis reveals how youths make their choices according to their “capacity to aspire” (Appadurai 2004) and the social, cultural and economic factors at play in exercising their navigational capacities; being able (or unable) to define life plans potentially constitutes a “new” factor of inequality. JSME (Japan Society of Mechanical Engineers) published the first edition of a FFS (Fitness-for-Service) Code for nuclear power plants in May 2000, which provided rules on flaw evaluation for Class 1 pressure vessels and piping, referring to the ASME Code Section XI. The second edition of the FFS Code was published in October 2002, to include rules on in-service inspection. Individual inspection rules were prescribed for specific structures, such as the Core Shroud and Shroud Support for BWR plants, in consideration of aging degradation by Stress Corrosion Cracking (SCC). Furthermore, JSME established the third edition of the FFS Code in December 2004, which was published in April 2005, and it included requirements on repair and replacement methods and extended the scope of specific inspection rules for structures other than the BWR Core Shroud and Shroud Support. Along with the efforts of the JSME on the development of the FFS Code, Nuclear and Industrial Safety Agency, the Japanese regulatory agency approved and endorsed the 2000 and 2002 editions of the FFS Code as the national rule, which has been in effect since October 2003. The endorsement for the 2004 edition of the FFS Code is now in the review process.

Many examinations concerning the fatigue life reduction for structural materials of nuclear power plants in water simulated LWR coolants had been carried out after the first paper had been recognized in Japan [1, 2]. Based on these results, the method to evaluate the fatigue damage for the materials exposed to the LWR coolant had been developed. After 1990s in Japan, the Environmental Fatigue Data Committee (EFD) of the Thermal and Nuclear Power Engineering Society (TENPES), the Project on Environmental Fatigue Testing (EFT) supported by the Japan Power Engineering and Inspection Corporation (JAPEIC) and the Japan Nuclear Energy Safety Organization (JNES) and some utility joint studies have investigated the environmental fatigue. In September 2000, the Nuclear Power Generation Safety Management Division of the Agency for Natural Resources and Energy, Ministry of International Trade and Industry issued “Guidelines for Evaluating Fatigue Initiation Life Reduction in the LWR Environment” (hereafter, called “the MITI Guidelines”) [3]. These guidelines include an equation to evaluate environmental fatigue and require electric utilities to consider the environmental effects in their Plant Life Management (PLM) activities. However, the MITI Guidelines do not provide specific and practical techniques for evaluating environmental fatigue under actual plant conditions. Accordingly, TENPES took on the task to produce one. In 2002 TENPES issued the “Guidelines on Environmental Fatigue Evaluation for LWR Component” [4, 5] (hereafter, called “the TENPES Guidelines”) based on the techniques developed by the EFD Committee. A set of Rules, called the Environmental Fatigue Evaluation Method (EFEM), was established in the Codes for Nuclear Power Generation Facilities - Environmental Fatigue Evaluation Method for Nuclear Power Plants (JSME S NF1-2006, EFEM-2006)[6], which was issued in March 2006 by reviewing the equations for the environmental fatigue life correction factor, Fen, specified in the MITI Guidelines, and the techniques for evaluating environmental fatigue specified in the TENPES Guidelines, and considering the new environmental fatigue data including JNES-SS report (August 2005) [7]. The EFEM revised version has been drafted by incorporating the updated knowledge described in JNES-SS report (April 2007) [8] and is scheduled to be issued by the end of 2009. This paper introduces the revision in it and their technical basis. Additionally, future issues are addressed to be considered in the improvement of the EFEM.

The first edition of the JSME code for thermal power generation facilities was issued in January 2000, and its addenda was issued in April 2002. The latest 2003 edition was issued in January 2004. This paper presents an outline of the JSME Code including fundamental policy, the organization of the code, the relation with requirements of the Ministry of Economy, Trade and Industry Ministerial Ordinance in Japan and comparison with ASME Boiler & Pressure Vessel Codes.

New amorphous-metal thermal-spray coatings have been developed recently that may provide a viable coating option for spent nuclear fuel & high-level waste repositories [Pang et al. 2002; Shinimiya et al. 2005; Ponnambalam et al. 2004; Branagan et al. 2000–2004]. Some Fe-based amorphous-metal formulations have been found to have corrosion resistance comparable to that of high-performance alloys such as Ni-based Alloy C-22 [Farmer et al. 2004–2006]. These materials rely on Cr, Mo and W for enhanced corrosion resistance, while B is added to promote glass formation and Y is added to lower the critical cooling rate (CCR). Materials discussed in this paper include yttrium-containing SAM1651 with CCR ∼ 80 K/s and yttrium-free Formula 2C with CCR ∼ 600 K/s. While nickel-based Alloy C-22 and Type 316L stainless steel lose their resistance to corrosion during thermal spraying, Fe-based SAM1651 and Formula 2C amorphous-metal coatings can be applied with thermal spray processes without any significant loss of corrosion resistance. In the future, such corrosion-resistant thermal-spray coatings may enable the development of less expensive containers for spent nuclear fuel (SNF) and high-level waste (HLW), including enhanced multipurpose containers (MPCs), protected closure welds, and shields to protect containers from drips and falling rocks. These materials are extremely hard and provide enhanced resistance to abrasion and gouges from backfill operations. For example, Type 316L stainless steel has a hardness of approximately 150 VHN, Alloy C-22 has a hardness of approximately 250 VHN, while the Fe-based amorphous metals typically have hardness values of 1100–1300 VHN. Both Formula 2C and SAM1651 have high boron content which allow them to absorb neutrons, and therefore be used for enhanced criticality control. Cost savings can also be realized through the substitution of Fe-based alloy for Ni-based materials. Applications are also envisioned in oil & gas industry.

Considered repositories of objects(Cuno 2009), museums have been analysed through the object-oriented policies they mainly focus on. Three main purposes are often mentioned: preservation, dissemination of knowledge and access to tradition. Beyond these informative and cultural-laden functions, museums have also been labeled as theatres of power, the emphasis lying on nation-oriented policies. According to Michael F. Brown (2009: 148), the outcome of this moral standing of the nation-state is a mobilizing public sentiment in favour of the state power. We consider that the constant flow of national and international exhibitions or events that could be hosted in museums has a twofold consequence: on the one hand, a cultural dynamics due to the permanent contact with unknown objects, and on the other hand, some visibility strategies in order to attract visitors. This latter effect actually embodies a shift within the perception of museums from entities of knowledge towards leisure environments. Within this context where the concept of edutainment(Eschach 2007) seems to prevail in the non-formal way of acquiring new knowledge, contemporary virtual museums display visual information without regard to geographic location (Dahmen, Sarraf, 2009). They play ?a central role in making culture accessible to the mass audience(Carrazzino, Bergamasco 2010) by using new technologies and novel interaction paradigms. Our study will aim at analyzing the way in which civilization was e-framed in the virtual project ?A History of the World in 100 Objects, run by BBC Radio 4 and the British Museum in 2010. The British Museum won the 2011 Art Fund Prize for this innovative platform whose main content was created by the contributors (the museums and the members of the public). The chairman of the panel of judges, Michael Portillo, noted that the judges were impressed that the project used digital media in ground-breaking and novel ways to interact with audiences. The two theoretical frameworks used in our analysis are framing theories and critical discourse analysis. ?Schemata of interpretation? (Goffman 1974), frames are used by individuals to make sense of information or an occurrence, providing principles for the organization of social reality? (Hertog & McLeod 2001). Considered cultural structures with central ideas and more peripheral concepts and a set of relations that vary in strength and kind among them? (Hertog, McLeod 2001, p.141), frames rely on the selection of some aspects of a perceived reality which are made more salient in a communicating text or e-text. We will interpret this virtual museum as a hypertext which ?makes possible the assembly, retrieval, display and manipulation? (Kok 2004) of objects belonging to different cultures. The structural analysis of the virtual museum as a hypertext will focus on three orders of abstraction (Kok 2004): item, lexia, and cluster. Dividing civilization into 20 periods of time, from making us human (2,000,000 - 9000 BC) up to the world of our making (1914 - 2010 AD), the creators of the digital museum used 100 objects to make sense of the cultural realities which dominated our civilization. The History of the World in 100 Objects used images of these objects which can be considered ?as ideological and as power-laden as word (Jewitt 2008). Closely related to identities, ideologies embed those elements which provide a group legitimation, identification and cohesion. In our analysis of the 100 virtual objects framing e-civilization we will use the six categories which supply the structure of ideologies in the critical discourse analysis framework (van Dijk 2000: 69): membership, activities, goals, values/norms, position (group-relations), resources. The research questions will focus on the content of this digital museum: (1) the types of objects belonging to the 20 periods of e-civilization; (2) the salience of countries of origin for the 100 objects; (3) the salience of social practices framed in the non-formal teaching of e-civilization/culture; and on the visitors? response: (1) the types of attitudes expressed in the forum comments; (2) the types of messages visitors decoded from the analysis of the objects; (3) the (creative) value of such e-resources. A non-linear coupled-mode system of horizontal equations has been derived with the aid of Luke’s (1967) variational principle, modelling the evolution of nonlinear water waves in intermediate depth and over a general bathymetry Athanassoulis & Belibassakis (2002, 2008). Following previous work by the authors in the case of linearised water waves (Athanassoulis & Belibassakis 1999), the vertical structure of the wave field is exactly represented by means of a local-mode series expansion of the wave potential. This series contains the usual propagating and evanescent modes, plus two additional modes, the free-surface mode and the sloping-bottom mode, enabling to consistently treat the non-vertical end-conditions at the free-surface and the bottom boundaries. The coupled-mode system fully accounts for the effects of non-linearity and dispersion. The main feature of this approach that a small number of modes (of the order of 5–6) are enough for the precise numerical solution, provided that the two new modes (the free-surface and the sloping-bottom ones) are included in the local-mode series. The consistent coupled-mode system has been applied to numerical investigation of families of steady nonlinear travelling wave solutions in constant depth (Athanassoulis & Belibassakis 2007) showing good agreement with known solutions both in the Stokes and the cnoidal wave regimes. In the present work we focus on the hydroelastic analysis of floating bodies lying over variable bathymetry regions, with application to the non-linear scattering of water waves by large floating structures (of VLFS type or ice sheets) characterised by variable thickness (draft), flexural rigidity and mass distributions, modelled as thin plates of variable thickness, extending previous approaches (see, e.g., Porter & Porter 2004, Belibassakis & Athanassoulis 2005, 2006, Bennets et al 2007). Numerical examples are presented, showing that useful results can be obtained for the analysis of large floating elastic bodies or structures very efficiently by keeping only a few terms in the expansion. Ideas for extending our approach to 3D are also discussed.

Abstract:
The Mid-core shroud weld (H4 weld) at a BWR plant was inspected during refueling outages in 1998 (RF06) and 2000 (RF07). A structural margin evaluation considering 2000 inspection results for this weld provided technical justification for continued operation to at least the fuel cycle ending in 2002. IGSCC mitigation measures were implemented during operation through 2002. Therefore, a factor of two improvement in the assumed crack growth rate in the depth direction has been applied for operation between 2002 and 2004. The objectives of this paper are to describe the structural evaluation methodology used and describe the results of the evaluation in support of continued operation of H4 weld to 2004. Structural margins for continued operation of H4 weld to 2004 were evaluated two ways. First, the limit load calculations were conducted for a configuration in which through-wall flaws were assumed in regions where the ID surface fluence in 2004 exceeded 3×1020 n/cm2. Since all of the areas taken credit for had a fluence less than the threshold value of 3×1020 n/cm2, a limit load evaluation constituted a complete structural margin evaluation and no linear elastic fracture mechanics (LEFM) or elastic plastic fracture mechanics (EPFM) evaluations were necessary. Secondly, LEFM and EPFM calculations were conducted for the assumed configuration in which through-wall cracking was assumed where the ID surface fluence exceeded 5×1020 n/cm2. The calculated safety factor for the nominal case was determined to be 4.98, which exceeds the required value of 2.77. To demonstrate structural margin in the LEFM regime, a configuration similar to the limit load nominal case was used except that through-wall cracking was assumed in regions where ID fluence exceeded 5×1020 n/cm2 instead of 3×1020 n/cm2. The calculated value of the highest stress intensity factor was 49.2 ksi√in that is less than the allowable value of 54.2 ksi√in. Additional evaluation with EPFM was also conducted to demonstrate higher available structural margins. The EPFM evaluation was conducted by first determining an equivalent single through-wall flaw to conservatively model the LEFM configuration. The applied J-integral values were calculated using the EPRI ductile fracture handbook. A conservative material J-T curve corresponding to a fluence level of 5×1020 n/cm2 was used in the evaluation. The EPFM evaluation showed the structural margin for this case to be 4.0, which exceeds the required value of 2.77. Based on the results of these limit load, LEFM and EPFM structural margin evaluations, it was concluded that the required structural margins will be maintained at the H4 weld for operation through year 2004.

Research on education politics often uses interest group pressure to explain the policy influence of teachers’ organizations. While acknowledging the power teachers’ unions have to articulate interests and shape labor policy, we explore how a less-studied variable–expertise (or the credibility of the claims they make to expertise)– shapes the policy process. In many low-and middle-income countries, teacher organizations struggle to demonstrate policy expertise and professional competence in core areas related to teaching and learning. Focusing on Indonesia from 2005-2020, we examine how the largest teachers’ organization influenced labor policy but was marginal in debates about professional standards, training, and evaluation due to its limited technical capacity and struggles to propose viable policy alternatives. Expertise is a critical policy input, and it deserves more attention in the education politics subfield. It is central for setting the agenda for policies to improve the quality of education and it has normative value for improving policy design overall.

Abstract:
This report consists of climate statistics for air pressure, temperature, relative humidity, precipitation, snow depth, wind, sunshine and global radiation for the normal period covering the years 1991–2020. In addition for the first time oceanographic statistics for sea water level, sea water temperature and sea ice are included. Based on the station and gridded data the new 1991–2020 normal period is approximately 0.6 °C warmer in Finland compared to the previous 1981–2010 period. The new normal period is approximately 1.3 °C warmer when compared to the 1961–1990 period. Climate and oceanographic statistics can be used for example when anomalies for current conditions need to be calculated and put in a historical context. In addition they help in decision-making when it is needed to approximate conditions months into the future. And lastly normal periods provide a way to monitor the progression of climate change. The calculation of the normal period statistics have been carried out following the World Meteorological Organization (WMO) guidelines. Like with previous normal periods, some stricter guidelines were followed nationally, for example in the way missing observations were handled. The period 1991–2020 is both nationally and internationally the official normal period before the next one covering 2001–2030 is taken into use.
