In this thoroughly researched, well-organized, and clearly written work, John Turner raises important questions of comparative politics. The book is packed with facts and informed by ideas. You may well disagree with his conclusions, as I do. But you must give him credit for the seriousness of his concerns and his willingness to present the evidence, even though it can sometimes be used to support a different interpretation. “Over the past forty years,” he writes, when stating his central conclusion, “Europe has transformed the nature of British politics and Tory politics in particular” (p. 1). Contrary to a view common among political scientists that foreign policy normally has far less influence on electoral behavior than on domestic policy, he finds that Britain's relation to European integration has “gradually…moved to the heart of the domestic political agenda” (p. 1), radically altering the balance of power between the two main parties. As the Euroskeptical champions of national independence, the Conservatives have become “increasingly beleaguered over the issue,” thereby making it possible for Labour “to use Europe as a way of revitalizing the party's programme and image” (p. 2). He clearly would like to see terminal decline for the Conservatives and continued success for a social democratic Britain in a similarly collectivist Europe.

The books on this topic by Norris and Givens are two of the most prominent accounts in this second generation of studies.

The topic of European integration is one of the most important for Ukrainian political discourse and reflects the main controversy in politics and society. This paper is based on a case study: how are European integration and widely the idea of Europe conceptualized in Ukrainian political discourses and how are they presented and framed in the Ukrainian press in the period 2005–2010? What are the dominant frames in the representation of European integration in the Ukrainian press? This study demonstrates that conceptualization of European integration and, connected with it, the foreign policy choice of Ukraine is proceeding in the Ukrainian media discourse with usage of the following dominant frames: geopolitical confrontation, civilizational choice and an instrument of inner changes.

Abstract This paper follows “Balkan Vienna”, a media phenomenon as well as a media construct created both by the Viennese press and from the perspective of the Balkans themselves. The decline of the once brilliant capital of the great empire into a hotbed of revolutionaries and terrorists was recorded in Belgrade with scorn and fear. In Vienna, the press addressed these events in terms that sought to distance the capital from the southeast. However, at the same time the Viennese press admired the political activists from the Balkans, exoticising them as heroes. Thus, the press externalised Austrian domestic contradictions through their discussions of Balkan politics. By reporting scandal and sleaze, the press perpetuated the image of Vienna as a refuge for revolutionary activities and “typical Balkan” violence. “Balkan Vienna” is thus a social and political place, one of local, national, transnational, Balkanic and European linkages. As such, it is part of a new discourse, which relocates the internal and external view of Vienna and Austria on the mental map of Europe.

The Logics and Politics of Post-WWII Migration to Western Europe, Anthony M. Messina, New York: Cambridge University Press, 2007, pp. xv, 290.One of the most contentious and politically sensitive issues in Europe is immigration. The demographic trends indicate that the Old Continent is indeed getting older. To maintain their living standards, Europeans have to either increase birth rates or open the gates to immigrants in an orderly and welcoming way. Yet despite the practicality and, sooner rather than later, the necessity for an open, comprehensive and pro-active immigration policy, European countries are far from having one. At best, they have procedures concerning how to handle foreigners. The main “culprits” for this state of affairs are the people rather than governments. The Europeans, however rational the arguments for increasing immigration may be, are unwilling to embrace it. Paradoxically, those who are most opposed (and vote accordingly) are older people, even though they depend most on a large taxpayer base without which cheques from government-run pension plans would stop flowing eventually and publicly managed health care systems would run out of money.

The ambassador ordered Torri to ‘cease and desist or be thrown into the canal’. Torri, who was in the pay of the Holy Roman Emperor, responded to the ambassador's threat with a report that ‘the king of France had fallen from his horse, and that this was a judgement of God’. Three of the ambassadors' men were then found attacking Torri ‘by someone who commanded them to stop in the name of the Most Excellent Heads of the Council of Ten … but they replied with certain vulgarities, saying they knew neither heads nor councils’. Discussed by Mario Infelise in Brendan Dooley and Sabrina Baron's collection, this was a very minor feud in the seventeenth-century battles over political information, but it exemplifies several of the recurring themes of the books reviewed here. First, the growing recognition by political authorities across Europe that news was a commodity worthy of investment. Secondly, the variety of official and unofficial sanctions applied in an attempt to control the market for news publications. Thirdly, the recalcitrance of writers and publishers in the face of these sanctions: whether motivated by payment or principle, disseminators of political information showed great resourcefulness in frustrating attempts to limit their activities. These six books investigate aspects of seventeenth-century news and politics or, alternatively, seventeenth-century literature and politics – the distinction between ‘news’ and certain literary genres being, as several of these authors show, often difficult to make.

When and where does a properly historical discourse begin and why? The profession has traditionally given two different answers to the “when” and “where” queries. One venerable account holds that history proper begins with the Greeks and takes Herodotus (or Thucydides, depending on the political climate) for its founding patriarch. The second answer holds that historical consciousness only begins with modernity, and that real historical discourse—including the beginnings of professional, disciplined historiography—starts in Europe.

AbstractAfter a short introduction on the study of the history of religions at Groningen, this paper analyses the relationship between prophets (seers) and political power. Concentrating on Greece, Israel and early modern Europe it poses three questions. First, do seers operate independently of political rulers? Secondly, does the influence of prophets change when the political structure changes? Thirdly, does the medium of prophecy remain constant or does it change over time? In Greece, seers were closely connected with the political elite, especially the kings. As their main function was the legitimation of choices, their public influence started to wane with the rise of democracy and public political debate. In Israel we can note the concomitant rise of the king and decline of the prophet, who remains only influential from the margin of society. At the same time, we can see the gradual disappearance of ecstasy among the prophets and the growing influence of writing. After the return from exile the growing importance of the Torah led to a gradual merger of prophets and priests. Finally, in early modern Europe prophecy flourished especially in the Protestant areas, but lost ground in the seventeenth century through the centralisation of power, the introduction of the printing press, and the changing intellectual climate. In my conclusion I stress the importance of the histoire événementielle for the history of religions and ask for more interest in the religious history of Europe.

This is not least because it is so often deemed integral to the differences between modern and pre-modern culture and politics, despite the fact that this particular difference is becoming increasingly difficult to sustain. The progressive decline and containment of violence – or at least certain forms of violence – has been central to narratives of state formation, the transition from courtesy to civility, a shift from aristocratic to bourgeois cultural hegemony, and the ‘civilizing process’ first theorized by Norbert Elias. Despite Michel Foucault's complication (if not rejection) of their teleological assumptions, such celebratory accounts of modernization have proved remarkably tenacious, albeit in a fragmented fashion. As the selection of books under review here illustrates, with the exception of Manning and, most notably, Peltonen, current scholarship is more likely to uphold, or to modify subtly, rather than to reject entrenched views of a gradual abeyance of violence in early modern Europe in response to imperatives of civility and politeness and to emergent state control.

Jan Zielonka’s Counter-Revolution: Liberal Europe in Retreat (Oxford University Press, 2018) is a furious, worried pamphlet on the challenges that European democracies are currently facing, on the apparent rise of illiberalism. This article critically reviews the book and seeks to offer a somewhat different and perhaps more optimistic picture of the current predicaments of European politics. The main point of reference in this respect is Finland, a country whose political institutions have managed, by and large, to uphold a sense of coherence in society. A commitment to participatory, equality-based, and freedom-generating institutions can indeed be seen as a primary means to counter the decline of liberalism.

This article focuses on the controversial eighteenth-century Whig politician, John Wilkes (1725–97), his journalism and his reception in the Scottish periodical press, while considering parallels with current debates on Brexit and Scottish independence. Wilkes, seen by some at the time as a notorious rabble-rouser and a voracious Scotophobe, was nevertheless elected democratically (an unusual phenomenon at this time) to various political offices while campaigning for the freedom of the press. His outspoken attacks on the Scottish Prime Minister, Lord Bute, and associated insults to Scotland, prompted an angry response in the Scottish press and magnified the political divide between Scotland and England. If Wilkes represented ‘liberty’ to many English Whigs, he symbolised outspoken prejudice to many in Scotland. The article will examine some of Wilkes's own pronouncements on the Scots in his North Briton magazine, alongside responses in the contemporary Scottish periodical press. The debates that Wilkes focuses on – Scotland's so-called ‘rebellious’ nature and its unhelpful attachment to continental Europe – resonate with twenty-first-century political debates in illuminating ways.

The way in which public opinion represents a war conflict is never neutral and, therefore, is given by the journalistic handling of such a problematic situation by the social media, always conditioned by the interests of its political agenda, so that the written press is also one of the privileged theaters of operations where the war conflict between the Russian Federation and Ukraine takes place. The objective of the research was to analyze the representations, this is (what is said, when it is said and how it is said) that certain Latin American written press of wide dissemination makes about the Russian invasion of Ukraine in 2022. Methodologically, dialectical hermeneutics and critical analysis of political discourse were used to describe the scope and meaning of the journalistic narrative on this conflict that acquires unpredictable consequences for the current world order. It is concluded that the war conflict between the aforementioned countries occupies a prominent place in the international politics section of the Latin American press. In general, support for Ukraine's resistance and Russia's condemnation of Russia as dangerous to the security of Europe and the Western world prevail in these media.

AbstractThis article surveys previously underexamined American and British intelligence networks that operated in the Netherlands during the eighteenth century and demonstrates the relevance of the eighteenth-century Dutch Republic to the larger history of the Netherlands, early modern Europe, and the revolutionary Atlantic. The Dutch Republic's favourable geographic location, its postal services, its sophisticated press, and its mercantile economy made it an ideal place to extract information and build intelligence networks, shaping power politics in the eighteenth-century British Atlantic. Additionally, this article illustrates how these Anglo-American intelligence networks affected the Dutch Republic and the revolutionary Atlantic. In the late 1770s, American revolutionaries successfully deployed their intelligence network to unleash a propaganda campaign that aimed to convince the Dutch public of their cause. By infiltrating the liberal and sophisticated Dutch printing press, the American revolutionaries not only succeeded in fostering political support among the Dutch public; they also created a transatlantic intellectual exchange with the Dutch opposition that laid the foundations of the Dutch Patriot movement of the 1780s and ultimately the dissolution of the Dutch Republic as a whole in 1795.

The most challenging task in today's comparative politics is crafting a fruitful combination of a general theory of political behavior with a nontrivial and sufficiently rich portrayal of that behavior's social, cultural, and historical context. At the same time, a consensus is emerging that holism is out, individualism is in, and the discipline's intellectual effort should be primarily focused on the reconstruction of the rules (mechanisms) governing the strategizing behavior of individuals in various social and cultural contexts. Macro-historical-structural explanations are largely out of favor. Given this intellectual climate, the premium is placed on studies that employ rational choice/game theoretical framework and test its applicability and limitations in the study of non-Western political systems. Such tests of applicability inevitably involve a confrontation between slim and parsimonious game-theoretic models and detail-rich ethnographic or historical reconstructions. Sometimes such confrontations end up in fruitless, mutual acrimony; recently, however, they have led to many instances of cross-fertilization and productive revisions of both sides' analytical assumptions.

Seeley, famously insisted that the history of England (sic) lay as much in America and Asia as in England, whilst G. M. Trevelyan's classic narrative of England under Queen Anne (3 vols., 1930–4) was presented against the background of the War of the Spanish Succession. More recently, John Brewer's remarkable Sinews of power: war, money and the English state, 1688–1784 (1989) demonstrated the extent to which the British state, and its fiscal-political structures, were geared towards the mobilization of military power, primarily to be deployed against France. The Progressive Women’s Association (PWA), founded in 1975 under the auspices of the Turkish Communist Party (TCP) when second-wave feminism was on the rise in Europe, emerged as the largest and most significant women’s organization in Turkey’s recent history. However, the organization did not position itself within the feminist paradigm. Instead, it worked for women’s causes without a feminist lineage. Thus, one of the principal questions of this study is how and to what extent the women’s movement in Europe, particularly second-wave feminism, was reflected by the women who founded the PWA and mobilized thousands of women during its five-year existence before it was shut down following the military coup in 1980. By relying on the journal Kadınların Sesi (Women’s Voice) published by the PWA, this study attempts to analyze how and to what extent women of the PWA followed and interpreted Middle East politics and specifically the condition of women in the Middle East. Previous studies on the PWA and its role in the history of the Turkish women’s movement have focused on locating the PWA within the socio-political context of modern Turkish history in general, and Turkish women’s history in particular. This study departs from the existing literature and unpacks how these women reflected upon the world in which they lived by focusing on what they wrote about the Middle East and women in the region.

The Kyiv press is the main source of foreign news of Ukraine in the second half of the 19th century. The article examines the materials of the Kyiv newspaper «Kievlyanin» on European problems of the late nineteenth century. News about European countries occupied a significant place in the Kyiv press. The role of the periodical press as the main channel for disseminating information and forming public opinion in the late nineteenth century was key. Research of the Ukrainian press of the XIX century has always occupied a prominent place in Ukrainian science. Today, some issues of Ukrainian history are unexplored or need to be rethought. The newspaper’s publications will help to find new information for understanding the relations between Ukraine and Europe over the centuries. The article examines the influence of the Russian Empire on these processes. «Kievlyanin» is the most widely circulated newspaper of the late nineteenth century in the region and reached a large audience. The influence of the Russian Empire on international affairs was evident in the pages ofthe newspaper. In most publications, relations between the Russian Empire and foreign countries are described as friendly. The main problems that arose in the columns of the then Kyiv publications were revealed. The frequency of coverage of international issues, forms of information presentation, sources of information, the place of such publications in the columns of the newspaper «Kievlyanin» are analyzed. Articles in the genre of notes, short news from Europe, reviews of the European press, less often analytical materials on politics, economics were most often published. It was found that current events in European countries in the late nineteenth century through the prism of the press were not the subject of scientific research of Ukrainian researchers.

Reclaiming the Enlightenment: Toward a Politics of Radical Engagement, Stephen Eric Bronner, New York: Columbia University Press, 2004, pp. xiii, 181.I am very sympathetic to the project that Stephen Eric Bronner undertakes in this book. As someone inspired by the progressive potential of the Enlightenment, I find myself constantly on the defensive in a world deeply suspicious of the dead white men of eighteenth-century Europe. So I welcome a vigorous and uncompromising defence of those men and the ideals and values they stood for. For those of us who already see ourselves as working to further that tradition, this book is an inspiring call to keep up the good work. But for those who have been hesitant in their enthusiasm for the Enlightenment, this book will be more like a red flag waved in their face, confirming many of their suspicions of Western rationalism. Theorists of recognition, identity, post-colonialism, post-modernism, republicanism, communitarianism, post-secularism and multiple-modernities, are just some of the people who will not find this book very congenial. Ultimately, Bronner's uncompromising defence of the Enlightenment is less successful than it might have been.
